Investments in Toronto’s waterfront re-vitalization by the governments of Canada and Ontario and the City of Toronto to date have produced $3.2 billion in output for the Canadian economy and 16,200 full-time years of employment, according to a third-party study released today by Waterfront Toronto.
Prepared by economic research fi rm urban-Metrics, the study found that the $1.26 billion public investment made through Waterfront Toronto between April 2001 and March 2013 has also generated government revenues of approximately $622 million, including $348 million to the federal government, $237 mil-lion to the provincial government, and $36 million to the City of Toronto.
“Not only is revitalization delivering a great waterfront for the city, it is also a ma-jor economic engine in its own right, fuelling growth and creating jobs,” said Waterfront Toronto President and CEO John Campbell. “Our investments are a catalyst for massive private sector investment across the water-front as well as in adjacent neighbourhoods.”
“Our Government is pleased to support the investments made to improve and reclaim Toronto’s industrial past by not only improv-ing the quality of life in Toronto and the GTA, but also by helping to create and maintain jobs and drive economic growth,” said Jim Flaherty, Minister of Finance.
“The renewal of Toronto’s waterfront is a great example of how infrastructure devel-opment and growth planning are bringing real benefi ts to the people of this region,” said Glen Murray, Ontario Minister of Infra-
structure. “Through Waterfront Toronto, our government is helping to create compact, transit-oriented communities, parks and pub-lic spaces.”
“The tri-government effort to revitalize our waterfront is an increasingly important driver for economic development in Toronto,” said Toronto City Councillor Michael Thompson, Chair of Economic Development and Culture Committee. “Ultimately it is helping Toronto compete with other leading global cities for investment, jobs and people.”
In addition to the economic benefi ts from its direct investment, Waterfront Toronto has attracted development projects valued at
nearly $2.6 billion to the fi rst new waterfront neighbourhoods of East Bayfront and West Don Lands - effectively doubling the value of government investments in the waterfront. These projects include the Bayside mixed-use development by Hines valued at $910 mil-lion, the 2015 Pan/Parapan American Games Athletes’ Village by Dundee Kilmer valued at $814 million, Urban Capital’s River City Con-dominiums valued at $383 million, and Great Gulf’s Monde Condominiums valued at $276 million. Construction of these projects will contribute $2.22 billion to the Canadian econ-omy, nearly 23,600 full-time years of employ-ment and $1.17 billion in labour income.
Beyond the land it controls, Waterfront Toronto’s revitalization work has helped stimulate more than $9.6 billion of private in-vestment. There are 44 recent and planned development projects on privately-owned lands across the waterfront and in adjacent neighbourhoods close to where Waterfront Toronto has invested heavily in infrastruc-ture, such as parks, waterfront access, transit, fl ood protection and brownfi eld remediation. These developments will contribute an addi-tional $8.9 billion to the Canadian economy, more than 94,800 years of employment and $4.7 billion in labour income.
“The return on public investment to date is remarkable, but the recurring benefi ts of water-front revitalization will be far greater, from per-manent jobs and tourism spending to ongoing government revenues from property and in-come taxes,” explained Campbell. “Continued public support is building a lasting economic and social legacy for years to come.”
Once the full vision for the waterfront is realized, construction alone is expected to add $12.9 billion to the economy, more than 137,900 years of employment and revenues of nearly $4.9 billion to the three levels of government. Combined development in East Bayfront, West Don Lands and the adjoin-ing neighbourhoods will yield more than 26,600 residential units and will accommo-date 21,700 permanent jobs. When complete, the City of Toronto will receive $252 million in development charges to fund future infra-structure and $105 million annually in prop-erty tax revenue. ●

Toronto waterfront pumps billions into the economy
Ontario’s $25 billion restaurant indus-try is prepared to play a significant role to grow youth employment – a priority in the 2013 Ontario Budget. Future labour shortages mean that attracting and retain-ing youth is a priority for every business in Ontario.
“Restaurants and other food service oper-ators provide an excellent training ground and long-term opportunities for youth
looking for job experience,” says Stepha-nie Jones, Ontario Vice President for the 30,000-member Canadian Restaurant and Foodservices Association. “In an industry with average profi t margins of 3 per cent, restaurants are encouraged by the decision today to hold the line on minimum wage which would exacerbate the already low youth employment rate – identifi ed at 50 per cent in the 2013 budget.”
Ontario’s restaurant industry is a major source of youth and entry-level jobs, provid-ing nearly 188,000 young people under the age of 25 with valuable job experience and workplace skills. In total, the industry em-ploys more than 425,000 Ontarians in a wide range of jobs, and in every community.
“Restaurants are the number one provid-er of fi rst jobs in Canada. No other indus-try helps more students to pay their way
through school or works with more young people to develop valuable job skills,” says CRFA President and CEO Garth Whyte. “We look forward to working with the Ontario government to increase youth em-ployment.”
Ontario’s restaurant industry generates $25-billion annually in economic activity and is the fourth-largest private-sector employer with more than 425,000 direct jobs. ●

Ontario is making it easier for people to start and grow successful businesses by streamlining and improving its business sup-port services.
“Our government understands that entre-preneurs are a key part of Ontario’s economic future,” said Minister of Research and Inno-vation Reza Moridi. “That’s why we want to foster a culture of entrepreneurship that will equip people with mentors and other key supports to get their dreams off the ground.”
The new Ontario Network of Entrepre-neurs is a one-stop shop for anyone involved in planning, launching or building a compa-ny – whether it’s a main street retailer, a high-tech start-up, or a growing manufacturer.
The network’s new website will connect entrepreneurs across the province to advi-sors in their communities, who can help with everything from writing a business plan to developing a strategy to export products. Ex-perts can also help researchers and high-tech entrepreneurs bring their discoveries to mar-ket, launch new companies and create jobs.
“MaRS and the Investment Accelerator Fund have been instrumental in helping Gridcentric unlock the power of its incred-ible technology,” said CEO of Gridcentric, Inc. Eric Shefl er. “From day one, they’ve
helped match Gridcentric’s innovation with the research support, advisory services and connections to capital and talent necessary to help turn Gridcentric from a University of To-ronto research project into a thriving software company with enormous potential.”
The Ontario Network of Entrepreneurs is part of the new government’s plan to help in-novators succeed and build a prosperous and fair province.
QUICK FACTS• Since 2007, Ontario’s three advisory net-
works helped launch and grow close to 72,500 companies, and helped create or re-tain almost 200,000 jobs.
• The new network will give entrepreneurs access to business advisors, strategists and market analysts in 86 offi ces across Ontario.
• Ontario has invested $3.6 billion in research and innovation across the province since 2003.
• The 2013 Ontario Budget proposes to estab-lish a Youth Jobs Strategy of $295 million over two years to create jobs and mentorship opportunities for about 30,000 youth and promote entrepreneurship and innovation.
• The government is holding consultations on the Youth Jobs Strategy across the prov-ince throughout May. ●
