Executive summary The 7th General Assembly of the Net!Works European Technology Platform was held 5 October 2011 in Brussels, Belgium. 67 representatives from 52 organisations and 13 different countries attended the GA7.

This GA was the 7th GA of the ETP, but actually the first GA after the relaunch of the former eMobility ETP as the new Net!Works ETP. The GA was an excellent place to hear about latest news and activities from research and industry, from initiatives and activities at European level, to learn about recent whitepapers, get information about the upcoming FP7 Call 8, and hear the news regarding the shaping of FP8. As usual, it was an ideal place for networking..

At this GA Net!Works members elected the Steering Board for the period 2012-2013. The election was again on a Stakeholder Group basis, i.e. members vote for candidates of their Stakeholder Group.

1 Introduction The 7th General Assembly of the Net!Works European Technology Platform was held 5 October 2011 in Brussels, Belgium. 67 representatives from 52 organisations and 13 different countries attended the GA7.

This GA was the 7th GA of the ETP, but actually the first GA after the relaunch of the former eMobility ETP as the new Net!Works ETP. The GA was an excellent place to hear about latest news and activities from research and industry, from initiatives and activities at European level, to learn about recent whitepapers, get information about the upcoming FP7 Call 8, and hear the news regarding the shaping of FP8. As usual, it was an ideal place for networking.

The programme included:

• Messages from the Net!Works chair and community.

• Keynote speeches from the head of unit D1 "Future Networks", Luis Rodrigues Rosello.

• ICT and Networks – enabler in various application areas.

• Presentation by the EU Commission on the forthcoming FP7 Call 8.

• Information about the progress of the Future Internet Public-Private-Partnership.

• Information about the new edition of the Net!Works Strategic Research Agenda.

At this GA Net!Works members elected the Steering Board for the period 2012-2013. The election was again on a Stakeholder Group basis, i.e. members vote for candidates of their Stakeholder Group. The Steering Board for the period 2012-2013 can be found here:

Opening of the meeting, report on platform status and summary of activities – Werner Mohr, Net!Works Chairperson Werner opened the meeting, welcomed the participants and introduced the agenda. During the

last year eMobility has changed its name to Net!Works. The name was changed in order to reflect the widened scope of the platform which now also addresses optical networks aspects, and in order to distinguish from the term e-Mobility which increasingly being used by the electric car industry. Net!Works has currently 807 members.

In the last year Net!Works has done a number of activities to serve its members: Setting trends and giving the latest information, organising networking opportunities, and influencing priorities for public research funds. Net!Works has also investigated in new publications and consultations from the European Commission, e.g. the Digital Agenda and the Grand Societal Challenges, and responded to some of them. Net!Works also prepared position papers e.g. regarding the Innovation Union document or the next Framework Programme “Horizon 2020”, and disseminates them through various channels towards the European Commission and the European Parliament. In support of that, meetings with several MEPs and members of the Commission have been organised. A major publication is the SRA and the related Whitepapers. A success stories paper highlights how European research formed the basis for technical innovations and products. Werner thanked the members for their active participation and contribution to the activities.

The Steering Board election procedures - Uwe Herzog, Eurescom The constitution of the SB, and the election procedure was briefly explained. Members of the

respective Stakeholder Group elect the SB representatives of their group: o Industry: 15 seats (15 candidates) o Research Domain: 5 seats (11 candidates) o SME: 5 seats (7 candidates)

For the industry group no elections are needed as the number of candidates exactly matches the number of seats. Election committees were formed ad-hoc for the Research and SME group who will count the votes and ensure a correct and fair process. Use of ballots and how to fill them was briefly explained. Ballots have to be returned by today 13:00 latest.

Progress towards the Next Framework Programme (Horizon 2020) – Rudolf Strohmeier, EC, Deputy Director General DG Research and Innovation)

Rudolf Strohmeier explained that Horizon 2020 will be aligned with Europe 2020. Budgets will be made available to Research & Innovation, but also for demonstration projects and prototypes. At the moment, the lead time for new products is too long, and therefore Horizon 2020 will improve on the integration of research and innovation.

In parts of the programme, cooperative research will be integrated with application areas. Thus there will likely be no dedicated ICT budget in this part of the programme, in order to ensure that ICT research is closely linked with the societal challenges. Industry is expected to commit with strong efforts and budgets.

The Commission’s proposals for the 2014-2020 Framework foresees 80bn Euro budget for Research & Innovation. SME support will be increased, and activities closer to the market will be strengthened. A greater use of flat rates and lump sums will be made. Simplification is intended to benefit first of all SMEs. There will be a specific instrument for SME, and also one for research intensive SMEs. Access to risk financing will have a strong SME focus.

Horizon 2020 will stimulate interaction between different disciplines. In order to support that, the same rules will be applied to all different parts of the Programme. The proposal will be released end of November, it is not clear whether it will already contain detailed budget figures.

Answering questions from the audience, Rudolf Strohmeier explained that there will be a dedicated budget for funding longer term concept development in ICT, e.g. for next generation systems. ICT is considered one of the key enabling technologies. He also confirmed that there is the political will to shift part of the research closer to near commercial activities.

The role of ICT in the next EC Framework Programme – Luis Rodriguez-Rosello, EC, DG INFSO, Head of Unit D1

The Digital Agenda expressed the need for a step change in ICT R&D&I. The race to innovation will become more intense, and ICT innovation will change from enabling to transformative. ICT is the largest private R&D sector in Europe, and ICT is one of the biggest EU exports (10%). ICT contributes 4.8% to EU’s GDP.

Standardisation will have a growing importance. Current drivers for ICT Research & Development are e.g. growth in a low carbon economy and changing value chains & new market opportunities on the Internet. Wireless Internet is an ongoing trend. Europe is strong e.g. in Networks and services or components and embedded systems.

The opportunities for ICT in Horizon 2020 will be in the areas of Cohesion policy (total budget €336 bn), Connecting Europe Facility (€40 bn, of which €9 bn dedicated to “Digital Infrastructures”), and Research & Innovation (€80 bn).

On the needs for ICT and in particularly telecoms in the transport sector – Paul Verhoef, Head of Unit "Research and Innovative Transport Systems" at DG Mobility and Transport

The main challenge in the transport sector is to break the transport system’s dependence on oil without sacrificing its efficiency and compromising mobility. So far, there have been significant barriers to the effective deployment of ITS in transport across Europe, with a lack of standardisation, of interoperability between modes and countries and of cross-border continuity of services.

The perspective in mobility is directed towards sustainability: Avoiding the need to travel, shifting to more efficient transport modes and improving transport modes. There are a number of ideas and visions in that direction: Examples include the ability to track and trace freight in transit regardless of transport mode, paper-free and electronic / smart ticketing and fare collection across different modes of transport and countries. In order to realise that there is the need for new partnerships in mobility, involving actors e.g. from transport, telecoms, technology solutions provider, payment etc. For example, progressing electro mobility will require strong interaction between transport, ICT and energy sectors. One of the issues is the difference of timeframes of investment cycles between the various sectors, which are e.g. rather short in ICT, but quite long in aviation or energy. With ICT in Transport – we are only at the beginning – and the ICT sector is invited to join forces.

Early trends in SG focus on technology, but without a customer value proposition Smart Grid misses the point. Smart Metering is being deployed nearly all over Europe, but the question is whether it is really the customer who is in focus.

A recent study by Accenture has revealed that customer choices are driven by aspects of Economic (decrease my bill), Environmental (reduce my impact), and the need for control. Smart rating & tariffing, coupled with notifications, could link smart meters directly to customer accounts and enable real time rating, flexible pricing schemes (happy hour), ecologic behaviour reputation etc.

Another application area is Electric Vehicle Charging Solution including aspects as e.g. online rating and dynamic tariffs, customer identity and data management.

Smart Grid is transformational to the Utility business. It should be customer focused. Activities should be started with the customer value proposition and then design backwards.

Data growth is the most demanding current trend. Related to that is the growth of subscribers and devices (a vision towards 50 billion connected devices by 2020), M2M, and diverse deployments. Anything that benefits from being connected will be connected. This poses a number challenges on research, including energy efficiency, LTE-Advanced, or spectrum flexibility.

Conventional cellular will still be a corner stone of future radio access, and 4G/LTE will continue to evolve (inter-site coordination, heterogeneous networks, energy efficiency etc.). New radio-access technologies will be complementing cellular access.

Enhancing Governance with ICT solutions – Jordi Marti de Conejeros, Scytl Trust is the main goal we must transmit when working with Governments and Electoral

Authorities. A public services reform is high on the agenda due to 3 trends that are having a worldwide impact on governments: Crisis of government legitimacy, the global economic crisis, and the growing access to technology. ICT can provide useful tools to improve public services and enhance engagement.

A consensus democracy fosters increased community involvement in determining the political agenda and in the decision-making process itself. Automated electoral processes can e.g. enhance transparency and increase participation, while reducing costs and risks.

FP7 Work Programme for the period 2011 – 2012 on the forthcoming Call 8” – Andy Houghton, EC, Deputy Head of unit D1 The next steps in the Workprogramme (WP) 2011-12 are Calls 8 and 9 with a budget of €1,350

m funding. Deadlines for Call 8 and 9 are 17/1/12 and 17/4/12 respectively. An even larger budget will be available in WP 2013 with > €1,500 m funding.

The budget in Challenge 1 “Pervasive and Trusted Network and Service Infrastructure” will be

€625 m (vs. €557 m in WP 2009-10). €170 m are reserved for the Future Internet PPP. Importance will be given to energy-efficiency, users and cloud computing. The impact must be significant and will need to be clearly described.

More than 70 experts from EU Academia and Industry have contributed to the current version of the SRA. The SRA consists of a number of whitepapers on the topics of e.g. Smart Cities Applications and requirements, Broadband Wireless Beyond 2020, Next generation Networks Wireless-Optics technologies (in cooperation with Photonics 21 platform), and Future Networks and Management. Future Internet Core Platform FI-WARE and its relation to the application areas – Nuria De Lama, Atos

Nuria informed about the scope and activities of the FI-PPP core platform project FI-WARE. The objective is to define an open architecture for the creation and delivery of services in various areas that does not lock-in to specific vendors. The design is done in strong collaboration with Usage Areas e.g. in environment, logistics, or energy.

The FI-WARE project will generate a FI-WARE Testbed as a case example of a FI-WARE Instance, which will e.g. allow Use Case projects and third parties to run and test Future Internet Applications based on FI-WARE Generic Enablers. The project will work towards the establishment of an Open Innovation Lab around the FI-WARE testbed that may help third parties and not just the Use Case projects, to test how innovative applications may be developed on top of the FI-WARE platform.

The INFINITY Project: Infrastructures for Net!Works stakeholders’ trials and experimentations – Jacques Magen, InterInnov

Jacques gave an overview of the INFINITY Project which is part of the FI-PPP. The main goal is to facilitate communication and collaboration between Future Internet infrastructure owners across Europe and organisations developing Future Internet applications. This is to facilitate experimentation for FI-PPP projects and investors, and to accelerate the development and uptake of social and commercial solutions. Information about infrastructures will be made available through a web repository that is currently being built.

Future plans for 2011/12 – Werner Mohr, Net!Works Chairman

Werner informed about the planned activities of Net!Works in 2012. The Commission proposal on Horizon 2020 is expected for end of November 2011. Therefore, Net!Works will continue the discussion on Horizon 2020 by means of meetings with MEPs and the Commission, participation in workshops and events, contributing to public consultations, and preparation of position papers, flyers and white papers. Activities towards a closer cooperation with other ICT ETPs and vertical sectors will be made to continue the cross-ETP work. Discussions have already started on how to organise ETPs for Horizon 2020, which will depend on structure of Horizon 2020. Net!Works will again be setting trends, giving the latest information to members and organise networking opportunities. The Future Networks & Mobile Summit 2012 in Berlin will again be supported.
