Introduction

When I look back to the eIghtIes, when I started working in emergency relief aid, what we generally came up against were natural or man-made disasters which affected a few hundred thousand people needing assistance. Looking at the world today – a world which is already in the mid-dle of a global climate change – we realise that the dimensions have changed: millions of people require assistance when they are affected by floods or earthquakes. These are dimensions which clearly make us under-stand that there are limitations to emergen-cy relief aid which it is difficult to challenge. Still, I find it remarkable and important how the international community, support-ed by many private donations, tries its best to assist people in need.

We from BEGECA try to assist NGOs involved in disaster relief by providing stocks of products in an emergency. This is an important element of disaster prepared-ness, allowing swift access to emergency

stocks. In our role as a DG-ECHO recognised Humanitarian Procurement Centre (HPC), we have concluded framework agreements with qualified suppliers following interna-tional tender procedures. Goods are ready in warehouses in Europe and can be mobi-lised within 24 hours. For DG-ECHO funded projects NGOs will have their expenditure fully reimbursed. It could not be simpler or faster!

In this brochure we would like to in-troduce to you a few products commonly used in emergencies. The selection has been made in cooperation with NGO partners. The products follow recommended stand-ards developed by international agencies.

I know that this is just the famous drop in the ocean. But it is an important ele-ment which will help NGOs to address the tremendous challenges which they face to-day and in the future.

The Dual Vestibule Family Tent is a strong tent for a family of 5 persons, following the recommended minimum living area of 3.5 m² per person plus additional space between the inner tent and the outer tent, expanding the usable floor area to approx. 26 m. Strong rot and waterproof poly-cotton blend fabric and the integral bathtub make this tent all- weather resistant with a lifespan of at least 1 year. The standards for this tent were developed by ICRC/IFRC.

The Lightweight Family Tent combines the advantages of strong, light and modern materials and compliance with minimum requirements with regard to space and all-weather resistance. It has entrances on both sides and a mosquito-proof divider in the middle to separate the sleeping section. The low weight of the tent contributes to a reduction in transport costs. The standards for this tent were developed by UNHCR.

The modern warehouse facilities, which comply with the highest standards and include the storage of refrigerated items or hazardous goods, are connected to the fully IT-supported logistics department, allow-ing an online stock overview and quick dispatch of orders, including marking and packing.

In the early stages of an emergency, exact information about population characteris-tics, disease prevalence and morbidity patterns is hard to come by. It is, however, important to mobilise medical aid without delay. Upon the arrival of urgently needed items, medical teams must be able to find what they need without delay.

The way to meet these requirements is to have standardised kits, packed in properly marked boxes, following pre-defined principles, procedures and quality standards. Under the umbrella of the WHO several agencies have defined the Inter-agency Emergency Health Kit 2006 (IEHK 2006). This is a modular system consisting of 10 basic and 1 supplementary units which form 1 IEHK for 10,000 people for 3 months.

begeca – The Humanitarian Procurement Centre (hPc)

There are a number of challenges and risks involved in procurement for humanitarian intervention. HPCs were created as an option for NGOs to address those challeng-es by engaging an external professional non-profit organisation. DG ECHO ensures that HPCs comply with a minimum set of common principles and good practices. Its Charter of Humanitarian Procurement Centres also ensures that its partners accept a number of obligations vis-à-vis DG ECHO. BEGECA has signed up to this Charter.

Advantages of using an hPc:

· Procurement procedures are greatly simplified

· Orders may be placed directly without competitive tendering

· Expenses of the hpC (goods & services) are an eligible direct cost

· Procurement risks are fully passed on and covered by the hpC

· nGos require fewer or no procurement and logistics staff of their own

Once the allocation from ECHO is available, the NGO can instruct BEGECA directly (single bid basis) to start procurement activities. BEGECA ensures ECHO compliant procurement, liaises with the consignee and sends progress reports to the NGO. After the supplies have been shipped the NGO receives a Cargo Receipt Certificate and an invoice. Simple, cost efficient, straight forward and result-orientated procurement. That is BeGeCa’s mission.
