I. INTRODUCTION A. OVERVIEW

CENTRAL STATION CONTROLLER CSC-960 II FSK ENCODER/DECODER

The Model CSC-960 II Encoder/Decoder has been designed to ease the use of the CompuLert™ Emergency Warning System. It is the heart of the Emergency Warning System providing a means of activating warning sirens and Tone Alert Radios. This is accomplished by connecting the CSC-960 to a radio system and/or telephone landline interface. The operator simply turning the Emergency Enable key switch and pressing the appropriate button sends out data to the siren and/or tone alert radio sites. This can be a stand-alone one-way system for those who wish for secure siren activation only.

The CSC-960 Encoder/Decoder can operate DTMF, TTS, FSK format sirens, and Tone Alert Radios. The CSC-960 can operate sirens that are either electromechanical or electronic. The CSC-960 can have up to 10 programmable buttons. These buttons can be programmed to operate all sirens, groups of sirens, Tone Alert Radios, and/or a series of events into the touch of one button. Existing console buttons can be connected as well to the CSC-960.

For electronic sirens and Tone Alert Radios, the CSC-960 can have a digital message board containing pre-recorded messages up to 3 minutes in total length, as well as having a local microphone for live Public Address messages.

Other options for the CSC-960 include a parallel printer option for siren status printing without the use of a computer. In addition, the CSC-960 can trigger an audio tone or close a relay to operate a strobe light or other device to alert personnel whenever an automatic status comes into the CSC-960.

By interfacing the CSC-960 with the CompuLert™ Windows software by means of connecting the CSC-960 to a computer serial port, it can also provide a means of receiving all kinds of useful information from any and all siren locations. Some of this information is automatically received, decoded, and displayed on a computer screen for the user. Otherwise the warning system can be interrogated at any time to determine the current status of any siren. This can be a complete package setting up a two-way system for those who require more information for emergency planning, current siren status, automatic siren testing, and a leg up on maintenance.

II. Installation, Startup, and Testing Procedure A. Pre-Installation

1- Determine a location for the CSC-960. This can be in a 19-inch console or on a desk. Note: Do not install into console until all audio adjustments are made.

2- Locate the AC Power receptacle for the CSC-960 plug. Insert the ac power cord into the CSC-

960 then to the proper receptacle. (The power cord for the CSC-960 is supplied by ASC and the power supply inside the CSC-960 will work with any AC Line voltage from 90 volts AC to 240 volts AC).

3- Remove the top cover from the CSC-960. This will be temporary to make audio and squelch

adjustments to the encoder/decoder communications board.

B. CSC-960 II FSK Radio Interface Connections

J2 Signal Tone-Remote Description Pin 1 PTT 1 * Push-To-Talk Closure output to Radio Pin 2 TX Audio * Data output from CSC-960 II into radio’s transmit audio Input. Has a range of 0-750 mV AC audio. Adjust P1 on FSK Board for 3.5 KHz of audio deviation on radio when unit is

transmitting. Pin 3 RX audio * Data input into CSC-960 from radio’s receive audio output.

Input has 10 K ohm impedance. Adjust P3 on FSK Board for 300 mV AC on J604 (Black Fly wire) with 3.5 KHz deviation of 1000 Hz audio signal.

Pin 4 Squelch Input Squelch Logic signal input. Active level low-O Volts DC. Active level high = 5 Volts DC. Squelch Low/High level

adjusted by J601 on FSK board. Pin 5 PTT 2 * Push-To-Talk Closure input. Used with Pin 1 for applying

ground through dry closure from CSC-960 to PTT input on radio.

Pin 6 Channel Used for trunking radio systems only. Ground applied to Grant this pin tells the CSC-960 that a channel is available for data

to be transmitted. For non-trunking systems, this pin MUST be grounded all the time.

Pin 7 Aux. 12 VDC 12 Volts DC, 0.25 Amps DC supply. Pin 8 Ground * Auxiliary ground. Pin 9 Battery - Ground for Radio (optional)-Internal CSC-960 II battery. Pin 10 Battery + 12 Volts DC, 7 amp supply for Radio (optional)-Internal CSC-960 II Battery. Note: Pin 5, 6, and 8 should be connected with a wire in the Plug side of the connector P2. Note: An * indicates the typical pins used for tone remote applications. Note: J2/P2 pins are labeled on the connector.

C. Radio and Squelch Adjustment

1- Locate the 10-pin Beau plug marked J2 on the back panel of the CSC-960. This will be where the radio connections are made to the base station radio, using either a tone-remote system or with a mobile-type radio depending upon the application. Note: For a mobile-type radio, the recommended maximum distance between the base radio and the CSC-960 is 100 feet or less.

2- Attach the base station radio or tone remote adapter to the 10-pin Beau plug. Reference

American Signal Corporation Drawing # 072-0387B for specific details regarding mobile-type radios. Make sure the appropriate drawing is selected.

3- Locate SW1 on the back panel of the CSC-960. SW1 is the unit’s main power switch. Move the

switch into the ON or upright position. Inspect the CSC-960’s front panel LED’s, the Green ‘POWER’ LED should be lighted, indicating ac power is applied to the CSC-960. Verify the ‘AC FAIL’ LED indicator is not lit. This indicator is for the CSC-960 only. If there is an ‘AC FAIL’ indication, Inspect the ac power cord and make sure the cord is plugged in securely at both ends and that the outlet that it’s plugged into has ac power. Note: You must first apply ac power to the CSC-960 to energize it. This is to prevent the CSC-960’s internal backup battery from loosing its charge in shipment.

4- Make sure the CSC-960 and radio are turned on. Also make sure all radio connections are

made. Inspect the CSC-960’s encoder/decoder communications board. This is the small circuit board fastened to the main PCB assembly. It has two small red mini-LED’s sticking through the solder side of the circuit board near the corner of the board. They are labeled SQ for squelch and PT for Push-To-Talk. On the back, under-side edge of the communications board, are three potentiometers. They are labeled on the component side of the circuit side of the PCB. They are P1, P2, and P3. P1 is the adjustment for the transmit audio level out of the CSC-960. P2 is factory adjusted and should NOT be adjusted (unless done by factory-trained personnel). P3 is for the CSC-960’s receive audio level. They can be measured on a single black fly-wire that is coming out the back corner of the communications board. This is the unit’s receive audio level. Measure from this wire to the unit’s chassis ground or the internal battery ground.

5- Generate a 1KHz audio tone at 3.5 KHz deviation on the base station’s receive frequency.

Inspect the squelch or ‘SQ’ led. While the radio is receiving this signal, the squelch led should be turned on. While the radio is NOT receiving, the squelch led should be off. If the squelch led operates backwards, it can be re-adjusted with movable jumpers on the component-side of the daughter board. Note: It is recommended to have a radio that has either a carrier-operated or Private-line operated squelch signal (if applicable) programmed and connected to the CSC-960. This is used by the CSC-960 for determining if the radio frequency is busy. Also, a tone-remote system will not have this feature and the CSC-960’s program can be programmed to ignore this feature.

6- Next, while generating the 1KHz tone into the base station radio, connect an ac voltmeter from

the unit’s chassis ground to the single black fly-wire on the daughter board. Measure ac volts on this wire and adjust when necessary P3 (closest to the inside of the CSC-960) on the daughter board for 300 milli-volts AC (rms.). Note: Turning the potentiometer clockwise should turn up the audio level.

7- Stop generating the audio tone into the CSC-960 and inspect the squelch LED to make sure it has turned off. Now monitor the base station’s transmit frequency and press the CSC-960’s ‘CANCEL’ button. Press the button for 0.5 seconds or longer. Inspect the CSC-960’s ‘XMIT’ or transmit button. It should illuminate for 2-3 seconds and turn off. If it stays on for 30 seconds or so, Inspect the 10-pin Beau plug and make sure there is a jumper wire between pin 6 and pin 8 unless the system is to be used on a Trunking system. In that case, pin 6 is to be connected to a Channel-grant pin on the base station radio. If the unit does not transmit at all, check the squelch LED on the daughter board. It should be off while not receiving any radio traffic. If all works properly, check the transmit audio level on a service monitor and adjust P1 (closest potentiometer to the mounting screw) on the daughter board for 3.5 KHz deviation. Note: Turning all potentiometers clockwise should turn up the audio level.

D. Computer Connection and Software Program

1- Locate the 9-pin D-sub connector on the back of the CSC-960. This is a serial RS-232 port to be connected one of the Computer’s open serial ports. Attach and secure the supplied serial cable to the back of the CSC-960 and to the Computer. You can make your own cable if the run between the PC and CSC-960 are longer than the cable supplied (12 feet). Refer to American Signal Corporation Drawing # 080-0131A for details on the serial connection. Note: Recommended maximum distance between PC and CSC-960 is 100 feet.

2- Locate the customer-supplied disk with the Compulert program and put the disk into the

computer’s drive. The Computer program will run on Windows /98/NT/ME/XP.

3- Before continuing onto the next step, be sure to check your computer’s printers box. You will need to have a printer loaded onto your machine and setup as the default printer (except on newer versions of the Compulert program). This is needed so that the Compulert program can find your default printer fonts to print out the available reports from the Compulert program. Otherwise, after you install the Compulert program when you attempt to run the Compulert program, you may get an error, which will prevent you from executing the program.

4- If you have a Compulert Windows Program Version 6 contained on a CD-Rom disk, the

Compulert installation program should start automatically. If not click on Start, then Run, and then type in ‘D:\Start.bat’ where D: is the drive containing the CD-Rom disk.

5- You will then see a box that will ask you to choose the destination folder. This is the folder

where you will be installing the program. As a default, it will come up with C:\Winapps\ASC2. You can change the folder by typing in the box the appropriate folder.

6- If installing a newer version of an existing Compulert program, it is advisable to choose a

different folder than the original program. After verifying the program is correct and working properly, you can then delete the old Compulert program folder and its contents. (For version 6, use the Windows Control Panel, Add\Remove Programs to remove the Compulert program.) Note: New versions of the Compulert program make a shortcut of the program in the Windows ‘Startup’ folder.

7- Make sure the CSC-960 is powered up and the serial cable is plugged in at both ends to the

PC and CSC-960. Next, find the Compulert program icon by clicking on ‘Start’, then ‘Run, then ‘Programs’, then ‘Compulert’. Click on the Compulert program. The program will start to load and will automatically start to look out each of the Computer’s serial ports until it finds the

CSC-960. It will then say ‘Connected to Central #1’. If the Computer program cannot find the CSC-960, it will come up and there will be a red box that says ‘Demo’ in the upper left of the screen. This means that Compulert program cannot send or receive data from the CSC-960.

8- Temporarily turn OFF the base station radio but leave it connected to the CSC-960. In the

Compulert program, click on the ‘Report’ menu, and then click on ‘Show Journal’. This will open a green box that will show all activity on the system. Next, turn the key on the front of the CSC-960. This will enable the front panel buttons and they will be illuminated. Note: Only the ‘Cancel’ button is always enabled.

9- Go through and press each of the CSC-960’s buttons one at a time. Make sure you hold the

button in for at least 0.5 seconds. Look at the Journal box on the computer screen and make sure the journal says ‘Sent from Central # 1 Alert to ***’, etc. This will verify that the buttons are correct and operate properly without activating any sirens. Turn the key switch off when done testing all the buttons.

10- Replace the CSC-960 top cover; mount the CSC-960 into the console (if applicable), and turn

on the base station radio. Make sure the serial cable is connected at both ends and the ac power cord is connected at both ends. Execute the Compulert program if not running. Press the ‘Cancel’ button and look at the Journal box in the Compulert program window. Make sure it says ‘Sent Cancel from Central # 1 to ***’. You are now live!!!

E. Final Testing

1- After each individual siren location has been commissioned, try polling each individual siren from the Compulert program. This will verify that the sirens can communicate from and to the CSC-960. The ‘Poll’ command is found under the “Status’ menu in the Compulert program. Just click on ‘Status’, then click on ‘Poll’, enter the siren address or ‘***’ for all sirens, and click on the ‘Send’ button. The CSC-960 will transmit a signal to the siren site and the siren RTU should decode and retransmit a signal back to the CSC-960. During the operation, a gray status box should appear displaying the status of the RTU unit. Next, send a ‘Clear Status’ command to the siren location and another ‘Poll’. This will clear any status out of the RTU’s memory. Note: Some versions of the Compulert program may be programmed to Poll automatically when choosing the Clear Status command by way of a macro routine. Monitor the Journal box to determine if your program does this. Any problems with that site will be shown in red letters in the status box assigned that siren location.

2- When all sites are polling, the sirens can then be tested for an audible tone. This can be the Test (Growl) (1-second Test) or any other siren tone. This should be done to verify the activation status of each individual siren. Click on the ‘Status’ menu, then click on the ‘Test (Growl)’ command, then enter the siren address or for all sirens ‘***’ can be used, and click on the ‘Send’ key. The siren(s) should sound. Next, poll the siren(s) to verify that they activated. If all sirens worked properly, you should see in the gray status box on the bottom line marked Siren a status of Idle (1) and the next line below saying ‘Activate Okay’. This identifies the siren is currently idle (not making sound), has been activated once since last reset, and the siren activated properly.

3- To print the results of this test, select ‘Siren Summary’. Siren Summary is located in the

‘Report’ menu. This function prints a concise time dated chart-form report displaying the statuses of the sirens.

III. Emergency Operating Procedure (960 Front Panel) A. Introduction Model CSC-960 II FSK Central Station Controller Front Panel The front panel of the Model 960 has been designed to ease the use of the CompuLert™ Emergency Warning System. The following is a description of the Model 960 front panel. The following features are typically found on the face of the Model CSC-960 II: Alert Button Attack Button Fire Button Cancel Button Emergency Enable Key Transmit Power AC Fail Macro Run The Alert push-button switch causes all of the sirens in the system to activate with a steady tone for three minutes. The Attack push-button switch causes all of the sirens in the system to activate with a wailing 6- second ramp up tone, and 6-second ramp down tone. This signal will sound for duration of three minutes. The Fire push-button switch causes all of the sirens in the system to activate with a wailing 16-second ramp up, and 8-second ramp down signal. This signal will sound for time of 1.5 minutes. The Cancel push-button switch stops any active siren command silencing any active siren. The Emergency Enable key switch must be ON to light the Alert, Attack, and Fire switches, and to enable their operation. The Transmit Indicator light is to show the operator that the CSC-960 Encoder is sending a signal out to the siren locations. It is only illuminated while the unit is currently transmitting. The Power Indicator light is to show that the CSC-960 is currently on and powered up. This indicator light should be on anytime the power toggle switch (located on the back panel) of the CSC-960 is turned on. The AC Fail indicator light is to show that the CSC-960 has lost ac power. This indicator should normally not be lit. The CSC-960 encoder has an internal battery for backup power in the event that ac power is lost. There is also a fuse holder (located on the back panel) for the ac power. The Macro Run indicator light is to show that the CSC-960 is currently busy running a routine of pre-programmed list of steps (called a macro). Users should wait until the Macro Run light turns off before sending any other commands to the siren(s).

B. Activate Siren Signal from Front Panel (Operates all Sirens in the system or can be programmed for groups or macro events up to 10 buttons)

Emergency Panel Operation: 1-Turn the Emergency Enable key so emergency buttons on front panel light.

2-Momentarily press the Alert, Attack, or Fire button to sound the desired signal. (Siren will stop automatically after 3 minutes.) Watch for the Red Transmit Light to come on and then go off within a few seconds. This indicates the signal has been sent out. If in doubt, you can press the signal button again and send the signal a second time to ensure the signal has been sent out to the sirens. 3-To cancel the Siren Tones at any time during the 3-minute period; momentarily press the "Yellow" Cancel button. (The Cancel button is always active).

C. Cancel to all Sirens in the System. Watch for the Red Transmit Light to come on and then go off within a few seconds. This indicates the signal has been sent out.

Emergency Panel Operation

1. Momentarily press the Cancel button; the position of the key will have no effect on this operation. (This will cause the siren to stop running no matter which command has been operated) If in doubt, you can press the Cancel button again and send the signal a second time to ensure the signal has been sent out to the sirens.

V. TROUBLESHOOTING GUIDE

A. CSC-960 II WONT POWER UP. (AC Power must be applied to the unit first before it will power up. This is to ensure the backup battery inside does not discharge in shipping or when the unit is turned off.)

1- AC cord is not properly plugged into a live outlet. 2- AC cord is not properly plugged into the receptacle on the back of the CSC-960 II

Encoder. 3- The power switch on the back of the CSC-960 II is not in the ON position. The Power

Light on the front should be illuminated. 4- Internal CSC-960 II problem, Consult your American Signal Corp. or Dealer Service

Representative for further help.

B. CSC-960 II SHOWS AC FAIL.

1- AC cord is not properly plugged into a live outlet. 2- AC cord is not properly plugged into the receptacle on the back of the CSC-960 II

Encoder. 3- Internal CSC-960 II problem, Consult your American Signal Corp. or Dealer Service

Representative for further help.

C. CSC-960 II’S BUTTONS DO NOT OPERATE.

1- The CSC-960 II is turned off. The Power Light on the front should be illuminated. 2- The front panel key switch is not in the Arm Local or Arm Universal position. This action

should illuminate the button you are using, if not try moving the key to the other key switch position.

3- The appropriate button was not held for a long enough time (1 second). Try pressing the button firmly for at least 1 second.

4- The button is not properly programmed or there is an internal CSC-960 II problem, Consult your American Signal Corp. or Dealer Service Representative for further help.

D. CSC-960 II WONT TRANSMIT.

1- The power switch on the back of the CSC-960 II is not in the ON position. The Power

Light on the front should be illuminated. 2- The radio connections are not properly connected to J2 on the back of the CSC-960 II.

Refer this manuals drawings section for the appropriate drawing. 3- The radio is not turned on. Check the radio for a power light. 4- The radio’s squelch level is set opposite what the FSK daughter board is set for. See the

Installation section for further details. (Note: If the squelch LED on the FSK daughter board is on, this is to indicate the radio is busy from someone else transmitting on the frequency and the CSC-960 II will wait until the squelch LED turns off before transmitting. Normally, if the radio is not receiving, the squelch LED should be OFF.)

5- Internal CSC-960 II problem, Consult your American Signal Corp. or Dealer Service Representative for further help.

E. CSC-960 II KEYS UP RADIO MOMENTARILY, BUT NO DATA SENT.

1- The radio connections are not properly connected to J2 on the back of the CSC-960 II. Refer this manuals drawings section for the appropriate drawing.

2- The transmit audio line is not connected properly; Refer this manuals drawings section for the appropriate drawing.

3- The backup battery inside the CSC-960 II is low. Measure DC voltage at the radio power input while the CSC-960 II is keyed up transmitting. (Note: This only applies to units where the radio gets its power from J2 of the CSC-960 II)

4- The audio level on the FSK daughter board is set too low; try adjusting P1 on the board. 5- Internal CSC-960 II problem, Consult your American Signal Corp. or Dealer Service

Representative for further help.

F. CSC-960 II KEYS UP RADIO FOR 30 SECONDS, BUT NO DATA SENT.

1- The radio connections are not properly connected to J2 on the back of the CSC-960 II. Refer this manuals drawings section for the appropriate drawing.

2- The radio is not turned on. Check the radio for a power light. 3- The channel-grant pin on the radio connector P2 is not grounded for conventional radio

systems. (Note: On trunking-systems, this pin is needed for the radio to tell the CSC-960 II when there is an open channel available.

G. CSC-960 II EXTERNAL BUTTON CLOSURES DON’T SEND A SIGNAL (CSC-960 II LOCAL BUTTONS OPERATE PROPERLY).

1- The external button closures are not properly connected. Refer to ASC drawing # 72-

0388D for details. 2- There is no Arm closure present. (Note: There must be an Arm closure of some type.

The Arm closure enables the external button inputs and should light the CSC-960 II local buttons. This can be done several different ways. Refer to the notes Section of ASC drawing 72-0388D for further details.)

3- The button input is not programmed for any signal. Try operating a different button input. 4- Internal CSC-960 II problem, Consult your American Signal Corp. or Dealer Service

VII. WARRANTY AMERICAN SIGNAL CORPORATION LIMITED WARRANTY Rev. 11/99 AMERICAN SIGNAL CORPORATION warrants electromechanical siren head equipment, including the housing, motor, frame, and any gear or drive assemblies, to be free from defects in materials and workmanship for a period of five (5) years for parts from the date of shipment, provided such equipment is installed, operated, and maintained in accordance with the instructions, manuals and/or recommendations supplied by American Signal Corporation. AMERICAN SIGNAL CORPORATION warrants all other mechanical, electrical/electronic control equipment (except batteries) to be free from defects in materials and workmanship for a period of two (2) years for parts, two (2) year for in-house labor, from the date of shipment, provided such equipment is installed, operated, and maintained in accordance with the instructions, manuals, and/or recommendations supplied by American Signal Corporation. If within such period any such equipment shall be proved to American Signal Corporation's satisfaction to be defective, such equipment shall be repaired or replaced at American Signal Corporation's option. Notwithstanding the foregoing, American Signal Corporation makes no warranties on equipment manufactured by others and supplied by American Signal Corporation, but will extend to the purchaser any warranties associated with such equipment. EXCLUSIVE WARRANTY/REMEDY The foregoing is American Signal Corporation's sole obligation and the buyer's exclusive remedy hereunder and shall be conditioned upon American Signal Corporation's receiving written notice of any alleged defect within 30 days after its discovery and, at American Signal Corporation's option, return of such equipment to American Signal Corporation, f.o.b. its factory in Milwaukee, Wisconsin. THIS WARRANTY IS EXCLUSIVE AND IN LIEU OF ALL OTHER REPRESENTATIONS AND WARRANTIES, EXPRESS OR IMPLIED; AND AMERICAN SIGNAL CORPORATION EXPRESSLY DISCLAIMS AND EXCLUDES ANY IMPLIED WARRANTY OF MERCHANTABILITY OR FITNESS FOR PURPOSE. This warranty does not apply to any equipment which in American Signal Corporation's judgment has been subject to misuse, neglect or accident or damage due to local utility power surges, abuse, alteration, improper installation or application, or negligence in use, storage, transportation or handling, acts of god or nature, or repair by anyone other than American Signal Corporation and it’s authorized service centers. This warranty does not cover any costs related to transportation for return of equipment or reshipment of any repaired or replaced equipment, or costs associated with installation, removal, or reinstallation of equipment. LIMITATION OF LIABILITY Except as otherwise agreed in writing, American Signal Corporation's liability with respect to the equipment and/or services sold hereunder shall be limited to the warranty provided above, and, with respect to other performance of the sales/service contract, shall be limited to the contract price. AMERICAN SIGNAL CORPORATION SHALL NOT BE SUBJECT TO ANY OTHER OBLIGATIONS OR LIABILITIES, WHETHER ARISING OUT OF BREACH OF CONTRACT, WARRANTY, TORT (INCLUDING NEGLIGENCE AND STRICT LIABILITY) OR OTHER THEORIES OF LAW, WITH RESPECT TO EQUIPMENT SOLD OR SERVICES RENDERED BY AMERICAN SIGNAL CORPORATION, OR ANY UNDERTAKINGS, ACTS OR OMISSIONS RELATING THERETO. Without limiting the generality of the foregoing, American Signal Corporation specifically disclaims any liability for property or personal injury damages, penalties, special or punitive damages, damages for lost profits or revenues, loss of use of equipment or any associated equipment, cost of capital, cost of substitute equipment, facilities or services, down-time, shut-down or slow-down costs, or for any other types of economic loss, or for claims of buyer's customers or any third party for any such damages. AMERICAN SIGNAL CORPORATION SHALL NOT BE LIABLE FOR AND DISCLAIMS ALL CONSEQUENTIAL, INCIDENTAL AND CONTINGENT DAMAGES WHATSOEVER.
