Baseline Standards for Rescue & Recovery (Offshore Installations Prevention of Fire & Explosion, Emergency Response Regulations 1995) (PFEER)(ERRV Management Guidelines)

Helicopter Ditching in 500m Zone:

• Rescue craft launched or ERRV making way towards search area within two minutes of being alerted

• Up to twenty one personnel should be rescued and taken to a place of safety within two hours

Scaffold Collapse & Four Persons Overboard (rescue craft stowed on ERRV & ERRV on Close Standby):

• Rescue craft launched within two minutes• In position to rescue casualty within four minutes• Up to four personnel should be rescued and taken to a

place of safety within twenty minutes

Drills and exercises are conducted on a regular basis in accordance with HSE guidelines to confirm regulatory compliance

• Casualty embarkation techniques – bow on to migrant vessel• Control of casualties – potential vessel capsize • Tiredness of DC/FRC crews – transferring of 284 migrants took time (22 hours & 27 trips in DC)• Trauma management and support of Sentinel crews - PTSD• Speed of the rescue should be carefully balanced with care and safety of crew and casualties • Terrorist threat to the vessel – booby trapped boats in the water, carrying of guns and knives
