What is the magnitude of the disaster?

After the first attempts to restore the supply through the Control Center, we need to know the affected infrastructures.

Difficulties:- Roads cut, flooded or destroyed.-Weather conditions .- Comunications.

Endesa move to Val d’Aran:

2 helicopters 18 emergency generators 3 heads of EDE with vehicles 7 engineer of EDE with vehicles 15 technicians of EDE with vehicles 66 contractor specialists(from 9 companies) with vehicles 11 SAT mobiles

Moving around the affected area was carried out in coordination with Civil Protection and Mossos d’Esquadra(Catalonia police) and Fireman. With the helicopters could recognize the inaccessible affected areas and access to inaccessible places without risk, moving staff to maneuver, recognize line sections, and isolate sections of installations affected.

From 2nd day we have the next additional resourcces:2 Army Helicopters form UME (Unidad Militar de Emergencias) to transport heavy emergency generators, more than 2.500kg.

1st PHASE (36H) Emergency Phase. Target: supply recovery

• TARGET: 100% Supply recovery with maximun safety and as fas as posible.• Definition of emergency resources (human, material and auxiliary)• Air and ground observation of the affected area.• Manual operation with air and land travel.• Isolation of damaged infrastructures• Recovery service lines unaffected.• Air transport and connection of emergency generators.• Some customers can be prioritized by authorities demands ( Hospitals,Town Hall..).

•TARGET: Temporary reconstruction of HV, MV and LV lines to disconnect emergency generators• Transport and placement of concrete blocks and wooden supports• Provisional laying overhead and underground sections MT, performing marking, fencing,

tapes, plates of danger, informing municipalities and individuals affected.• BT braided cable laying• Installing mobile secondary substations MV/LV

Economic cost

TOTAL COST 1,6 M€

Most of the costs incurred in phases 1 and 2 can not be recovered from the insurance company.

The insurance company, in phase 3, only accept the reconstruction costs, no improvements.

Build safer facilities often need a more complex legal process that simple reconstruction.
