    PURPOSE

    This handbook serves as your notice of eligibility and isdesigned to provide you with general information regarding theEmbalmer examination processes and content.

    EXAMINATIONS BY PSI

    The State has contracted with PSI to conduct its examinationprogram. PSI provides examinations through a network ofcomputer examination centers in California.

    All questions regarding the scheduling and administration ofexaminations should be directed to PSI.

    APPLICATION PROCESS

    APPLICATION AND ELIGIBILTY

    Within 7 days of receipt, the CFB will notify the applicant inwriting regarding the status of his or her application. If the

    application is incomplete, the letter will specify whatadditional information the applicant must provide. Once theapplication is deemed complete, the CFB will notify PSI thatthe applicant meets the requirements for candidacy and iseligible to sit for the examination.

    ABANDONMENT OF APPLICATION

    In accordance with Title 16, California Code of RegulationsSection 1254, the CFB considers an application abandoned if acandidate fails to take the examination within 1 year afterbeing notified of eligibility. Failure to appear at a scheduledexamination without prior notice is also consideredabandonment. In the event of abandonment, a candidate mustsubmit a new application to the CFB with the required fee andmeet all requirements at the time of filing. Application feesare not reimbursed when an application is abandoned.

    EXAMINATION SCHEDULINGPROCEDURES

    Once you have been approved by CFB, you are responsible forcontacting PSI to schedule an appointment to take theexamination. You may do so via the Internet at

    www.psiexams.com, or schedule over the telephone at (800733-9267.

    FIRST TIME EXAMINEES: Examination eligibility expiresand an application is deemed abandoned, if theapplicant fails to sit for examination within one yearafter being notified of eligibility.

    RE-EXAMINATION APPLICANTS: Examination eligibilityexpires and an applicant becomes ineligible to sit forexamination when an applicant fails any writtenexamination and does not re-take the examinationwithin one year from the date of that failure.

    In most California testing centers, testing does not take placeon the following major holidays:

    Independence Day Closed July 4, 2008

    Labor Day Closed September 1, 2008Thanksgiving Closed November 27-28, 2008

    Christmas Closed December 25, 2008

    INTERNET SCHEDULIING

    You may schedule for your examination by completing the

    online Test Registration Form. The Test Registration Form iavailable at PSIs website, www.psiexams.com. You mayschedule for an examination via the Internet 24 hours a day.

    1. Complete the registration form online and submit yourinformation to PSI via the Internet.

    2. Upon completion of the online registration form, you willbe given the available dates for scheduling yourexamination.

    3. You will need to choose a date to complete yourregistration.

    4. Upon successful registration, you will receive a traceableconfirmation number.

    TELEPHONE SCHEDULINGPSI has two scheduling methods available if you wish toschedule by telephone. First, call PSI at (800) 733-9267, 24hours a day and schedule using the Automated RegistrationSystem. Second, if you wish to contact a live operator, use thisame telephone number to contact PSI registrars Mondaythrough Friday between 4:30 a.m. and 7:00 p.m. and Saturday,between 8:00 a.m. and 2:00 p.m., Pacific Time, to scheduleyour appointment for the examination.

    CANCELING AN EXAMINATION APPOINTMENT

    You may cancel and re-schedule an examination appointment

    without forfeiting your fee if your cancellation notice isreceived 2 days prior t o the scheduled examinati on dat eFor example, for a Monday appointment, the cancellationnotice would need to be received on the previous SaturdayYou may call PSI at (800) 733-9267. Please note that you mayalso use the automated system, using a touch-tone phone, 24hours a day in order to cancel and re-schedule yourappointment.

    Note: A voice mail message is not an acceptable form ocancellation. Please use the internet, automated telephonesystem, or call PSI and speak to a Customer ServiceRepresentative.

    MISSED APPOINTMENT OR LATE CANCELLATION

    If you miss your appointment, you will not be able to take theexamination as scheduled, further you will forfeit yourexamination fee, if:

    You do not cancel your appointment 2 days before thescheduled examination date;

    You do not appear for your examination appointment; You arrive after examination start time; You do not present proper identification when you arrive

    for the examination.

    RE-EXAMINATION

    Candidates who fail are eligible to re-take this examination. Anew application will be provided with the score report at thetest center, or may be obtained by contacting the CFB.

    To apply for re-examination, candidates must complete a newapplication and submit it to the CFB with the correct fee. Anotice confirming your eligibility for re-examination will besent approximately 90 days from the date of the lastexamination. Candidates are permitted to take theexamination four times in a 12-month period.

    CANDIDATES MUST PARTICIPATE IN THE EXAMINATION WITHINONE YEAR OF FAILING A PREVIOUS EXAMINATION.

    Sample Scenarios: Arnold failed his written examination on 4/22/07. He

    must re-take his written examination no later than4/22/08.

    Danny received notice of eligibility to take the writtenexamination on 1/18/07. He must take the writtenexamination no later than 1/18/08.

    EXAMINATION SITE CLOSING FOR AN EMERGENCY

    In the event that severe weather or another emergency forcesthe closure of an examination site on a scheduled examinationdate, your examination will be re-scheduled. PSI personnelwill attempt to contact you in this situation. However, youmay check the status of your examination schedule by calling(800) 733-9267. Every effort will be made to re-schedule yourexamination at a convenient time as soon as possible. You willnot be penalized. You will be re-scheduled at no additionalcharge.

    All examination sites are physically accessible to individualswith disabilities. Scheduling services are also available via ourTelecommunications Device for the Deaf (TDD) by calling 800790-3926.

    The CFB and PSI recognize their responsibilities under theFederal Americans with Disabilities Act and the California FairEmployment and Housing Act by providing testingaccommodations or auxiliary aids or services for candidateswho substantiate the need due to a physical or mentadisability or qualified medical condition.

    Candidates whose primary language is not English may alsoqualify for accommodations.

    Requests for accommodation must be received with yourcompleted examination application. Accommodations thatfundamentally alter the measurement of the skills orknowledge the examinations are intended to test will not be

    granted.

    Accommodations will not be provided at the examination siteunless prior approval by the CFB has been granted. Reasonable,appropriate, and effective accommodations may be requestedby submitting a Request for Accommodation package. Thispackage is available by contacting the CFB or online atwww.cfb.ca.gov/formspubs/exam_accommodations.pdf. Donot call PSI to schedule your examination until you havereceived written notification from the CFB regarding yourequest for accommodations.

    REPORTING TO THE EXAMINATIONSITE

    On the day of the examination, you must arrive at least 30minutes prior to your scheduled appointment time. This allowstime for check-in and identification verification and providestime to familiarize yourself with the examination process. Ifyou arrive late, you may not be admitted to the examinationsite and you may forfeit your examination registration fee.

    Even though candidates will be thumb printed, you are stillrequired to comply with any identification requirementsestablished by the appropriate regulatory entity.

    REQUIRED IDENTIFICATION AT EXAMINATION SITE

    You must provide one of the following valid forms ofgovernment-issued identification before you may examine:

    A photographic Driver's License (any state) State identification card (any state) U.S. military identification Valid passport any country (valid foreign passport with

    valid record of arrival/departure - Form I-94 or processed

    for I-551 stamped in a valid foreign passport)

    All photographs must be recognizable as the person to whomthe identification card was issued. The name on theapplication must match the photographic I.D. card. If youhave recently changed your name with the CFB, you maywant to contact PSI to verify that they have the correct samename on file.

    If you cannot provide the required identification, you must call(800) 733-9267 at least 3 weeks prior to your scheduledappointment to arrange a way to meet this securityrequirement. Failure to provide all of the requiredidentification at the time of the examination withoutnotifying PSI is considered a missed appointment, and you willnot be able to take the examination and you will forfeit yourexamination registration fee.

    CALIFORNIA LAW SECURITY PROCEDURES

    Section 123 of the California Business and Professions Codestates: It is a misdemeanor for any person to engage in anyconduct which subverts or attempts to subvert any licensingexamination or the administration of an examination,including, but not limited to: Conduct which violates the security of the examination

    materials; Removing from the examination room any examination

    materials without authorization; The unauthorized reproduction by any means of any

    portion of the actual licensing examination; Aiding by any means the unauthorized reproduction of

    any portion of the licensing examination; Paying or using professional or paid examination-takers

    for the purpose of reconstructing any portion of thelicensing examination;

    Obtaining examination questions or other examinationmaterial, except by specific authorization either before,during, or after an examination; or

    Selling, distributing, buying, receiving, or havingunauthorized possession of any portion of a future,

    current, or previously administered licensingexamination.

    Communicating with any other examinee during theadministration of a licensing examination.

    Copying answers from another examinee or permittingones answers to be copied by another examinee.

    Having in ones possession during the administration ofthe licensing examination any books, equipment, notes,written or printed materials, or data of any kind, othethan the examination materials distributed, or otherwiseauthorized to be in ones possession during the

    examination. Impersonating any examinee or having an impersonator

    take the licensing examination on ones behalf.Nothing in this section shall preclude prosecution underauthority provided for in any other provision of law. Inaddition to any other penalties, a person found guilty ofviolating this section, shall be liable for the actual damagessustained by the agency administering the examination not toexceed ten thousand dollars ($10,000) and the costs oflitigation. (For the full text of Section 123, please seeAppendix A)

    IMPORTANT INFORMATION ABOUT TAKING ANEXAMINATION

    1. All candidates will have their thumbprint taken duringexamination check-in and re-entry into the testing roomafter an approved absence. If a candidate passes theexamination, the thumbprint record will be destroyed. If acandidate abandons his or her application for licensure, asdetermined by the appropriate regulatory authority, thethumbprint will also be destroyed. If a candidate iunsuccessful, the thumbprint record will be retained by PSto ensure proper identification on any subsequentexamination attempts. If the thumbprint doesnt matchupon exit and re-entry, the candidate shall be disqualifiedfrom the examination, his or her test results invalidatedand the appropriate regulatory entity will be notified of the

    occurrence. The taking of the thumbprint is an additionameasure to enhance examination security. TheDepartments Office of Examination Resources shall ensurethat the appropriate safeguards for the storage anddestruction of the thumbprint records are in place.

    2. The temperature in the testing room is maintained at amoderate level. Candidates are advised to layer clothingAcceptable layered clothing includes lightweight shirtssweaters, and pullovers without pockets. These items musbe worn upon check-in, while you wait to enter the testingroom, and during your initial seating for the examination.

    3. There are timing mechanisms available at the test site andon the computer console to help candidates keep track oftime during the test administration. Watches or othetimekeeping devices are not permitted in the examinationrooms.

    4. Only one candidate will be allowed to take a restroombreak at a time. Candidates are required to sign out whenyou leave the room and when you return. If a candidaterestroom break takes longer than 5 (five) minutes, a proctowill check on the candidate and will notify the applicableregulatory entity of the occurrence, which will takeappropriate action.

    Cellular telephones, personal digital assistants (PDAs),recording devices, cameras, pagers, purses,notebooks, notebook computers, reference orreadings material, music players, radios, electronicgames, calculators, or briefcases.

    Personal items including watches, backpacks, wallets,pens, pencils, or other writing devices, food, drinks

    (unless prior approval is obtained by your regulatoryentity) and good-luck items.

    Hats, baseball caps, or visors (with the exception ofreligious apparel), coats, shawls, hooded clothing,heavy jackets or overcoats.

    During the check-in process, all candidates will beasked if they possess any of the prohibited items andall candidates will be asked to empty their pockets. Ifprohibited items are found during check-in, candidatesshall return these items to their vehicle or other placeof safekeeping. Neither PSI, nor the Department ofConsumer Affairs, shall be responsible for the items.

    Any candidate possessing the prohibited items in theexamination room shall have his or her test resultsinvalidated, and PSI shall notify the appropriateregulatory entity of the occurrence.

    6. Copying or communicating examination content is a violationof PSI security policy and existing law. Either one shallresult in the disqualification or invalidation of examinationresults, the denial of your license, and may subject thecandidate to criminal prosecution.

    TAKING THE EXAMINATION BYCOMPUTER

    Taking the PSI examination by computer is simple. You do notneed any computer experience or typing skills. You will usefewer keys than you use on a touch-tone telephone. Allresponse keys are colored and have prominent characters. Anillustration of the special keyboard is shown.

    IDENTIFICATION SCREEN

    You will be directed to a semiprivate testing station to takethe examination. When you are seated at the testing stationyou will be prompted to confirm your name, identificationnumber, and the examination for which you are registered.

    TUTORIAL

    Before you start your examination, an introductory tutorial to

    the computer and keyboard is provided on the computerscreen. The time you spend on this tutorial, up to 15 minutesDOES NOT count as part of your examination time. Samplequestions are included as part of the tutorial so that you maypractice using the keys, answering questions, and reviewingyour answers.

    One question appears on the screen at a time. During theexamination, questions answered and minutes remaining wilbe displayed at the top of the screen and updated as yourecord your answers.

    EXAMINATION QUESTION EXAMPLE

    During the examination, you should press 1, 2, 3, or 4 to selectyour answer. You should then press ENTER to record youanswer and move on to the next question. A sample questiondisplay follows:

    EXAMINATION RESULTS

    At the end of your examination, a pass or fail result will beshown on the screen and you will receive a printed scorereport. Numerical (raw) scores are provided to all candidatesYour examination results are confidential and are releasedonly to you and your state-licensing agency. To protect you

    privacy and to maintain the confidentiality of examinationresults, score information is not given over the telephone.

    PASSING SCORE

    Examinations often vary in difficulty depending on the form ofthe examination administered. For this reason, the passingscore is determined using a criterion-referenced method rathethan a set score or percentage. Applying the criterionreferenced method, the difficulty of each item on theexamination is evaluated relative to the minimum competencestandard for safe practice. As a result, the passing score islower for difficult examinations, and is higher for easier

    examinations, providing a safeguard to both the candidate andthe public.

    FAILING SCORE REPORTS

    The score report will indicate the candidates overall scoreand grade, including the number of items answered correctly.

    RE-APPLICATIONPROCESS

    Candidates who fail the examination must submit a newapplication to the CFB with the required fee.

    CHANGEOFADDRESS

    Applicants and candidates must notify the CFB in writing ofany change of address. Allow 30 days for the change ofaddress to be processed.

    EXAMINATION INTRODUCTION

    PURPOSE OF THE EXAMINATION

    California law requires each candidate for licensure as an

    embalmer to pass an examination. The purpose of theexamination is to determine whether the candidate has theknowledge needed to provide safe and effective services to thepublic. The examination addresses knowledge of practicalembalming and of the laws and regulations related toembalming.

    DESCRIPTION OF PRACTICE

    California Business and Professions Code Section 7640 describesthe practice of an embalmer as follows:

    An embalmer is one who is duly qualified to disinfect orpreserve human remains by the injection or external

    application of antiseptics, disinfectants or preservativefluids; to prepare human bodies for transportation whichare dead of contagious or infectious diseases; and to usederma surgery or plastic art for restoring mutilatedfeatures; and who is duly licensed as an embalmer underthe laws of the State of California.

    EXAMINATIONDEVELOPMENT

    The examination is developed and maintained by theDepartment of Consumer Affairs, Office of ExaminationResources (OER). The individual test items are written bylicensed embalmers under the guidance of OER analysts.

    PREPARATION FOR THEEXAMINATION

    OVERVIEW

    The embalmer examination is based upon a test plan developedby licensed embalmers. The plan identifies aspects of practicerelated to the tasks that an embalmer must be able to perform alicensure. The examination contains 150 multiple-choice items

    that address six areas of job content, and it has a time limit of 3hours.

    DESCRIPTION OF MAJOR DUTY AREAS

    The embalmer examination covers six content areas thatdefine the scope of knowledge needed for safe and effectivepractice. Each of the job content areas, weighted on theexamination in terms of its importance in practice, is describedbelow.

    I. PRE-EMBALMING (15%)

    This content area assesses the candidates ability to

    prepare the body for embalming and application of preembalming treatments.

    II. CASE ANALYSIS (19%)

    This content area assesses a candidates ability toevaluate the condition of the body and the cause ofdeath to determine methods and fluids to be used forembalming.

    III.ARTERIAL EMBALMING (32%)

    This content area assesses the candidates ability toembalm by arterial injection, select methods and fluidsaccording to cause of death and condition of body, and

    determine the need for supplemental treatments.

    IV.CAVITY EMBALMING (10%)

    This content area assesses the candidates ability toaspirate and inject the body cavity and internal organsto facilitate the embalming process.

    V. RESTORATION (6%)

    This content area assesses the candidates ability toevaluate the condition of the body to determine needand extent of restorative treatments.

    VI.POSTEMBALMING TREATMENTS (18%)

    This content area assesses the candidates ability tocomplete the embalming process, including the finacleansing and positioning of the body as well assanitizing all embalming instruments and equipmentused during the embalming process.

    EXAMINATION OUTLINE

    The examination outline identifies the knowledge required to demonstrate acceptable competence in each of the major contentareas. Content areas specify practical knowledge, with references to statutes and provisions of Title 16 of the California Code oRegulations, the California Health and Safety Code, and the Business and Professions Code. Candidates should acquire the knowledgethat the outline describes before attempting the examination.

    I. PRE-EMBALMING(15%)

    Remove medical apparatus from bodythat can interfere with settingfeatures or embalming.

    Knowledge of universal precautions. Knowledge of state laws and regulations regarding

    authorization for disposition with or without embalming. Knowledge of pre-embalming treatments for skin lesions and

    ulcerations. Knowledge of pre-embalming treatments for abrasions,

    lacerations, and fractures.Apply agents to disinfect bodysurfaces and or ifices.

    Knowledge of universal precautions. Knowledge of state laws and regulations regarding

    authorization for disposition with or without embalming. Knowledge of guidelines for personal protective equipment

    (PPE). Knowledge of techniques and procedures to cleanse body

    surfaces and hair. Knowledge of procedures to apply germicidal agents to body

    surfaces and orifices. Knowledge of methods to relieve gases from gas gangrene

    during pre-embalming. Knowledge of methods to relieve gases from decomposition

    123. It is a misdemeanor for any person to engage in anyconduct which subverts or attempts to subvert any licensingexamination or the administration of an examination, including,but not limited to:

    (a) Conduct which violates the security of the examinationmaterials; removing from the examination room any examinationmaterials without authorization; the unauthorized reproduction byany means of any portion of the actual licensing examination;aiding by any means the unauthorized reproduction of anyportion of the actual licensing examination; paying or usingprofessional or paid examination-takers for the purpose ofreconstructing any portion of the licensing examination;obtaining examination questions or other examination material,

    except by specific authorization either before, during, or after anexamination; or using or purporting to use any examinationquestions or materials which were improperly removed or takenfrom any examination for the purpose of instructing or preparingany applicant for examination; or selling, distributing, buyingreceiving, or having unauthorized possession of any portion of afuture, current, or previously administered licensing examination.

    (b) Communicating with any other examinee during theadministration of a licensing examination; copying answers from

    another examinee or permitting one's answers to be copied byanother examinee; having in one's possession during theadministration of the licensing examination any booksequipment, notes, written or printed materials, or data of anykind, other than the examination materials distributed, ootherwise authorized to be in one's possession during theexamination; or impersonating any examinee or having animpersonator take the licensing examination on one's behalf.

    Nothing in this section shall preclude prosecution under theauthority provided for in any other provision of law.

    In addition to any other penalties, a person found guilty oviolating this section, shall be liable for the actual damages

    sustained by the agency administering the examination not toexceed ten thousand dollars ($10,000) and the costs of litigation.

    496. A board may deny, suspend, revoke, or otherwise restricta license on the ground that an applicant or licensee hasviolated Section 123 pertaining to subversion of licensingexaminations.
