Energy Master Planning – Internal Meeting Planning Agenda

Attendees: Facilities Manager, Maintenance and Operations Director, Energy Manager, Sustainability Lead, etc.

Meeting Intention: To start a discussion about the organization’s current and future energy needs, and its opportunities for energy performance improvements.

Pre-Meeting Prep Work:

[Try to complete as many prep tasks as possible before hosting the Energy Planning meeting]

� Think about the performance goals that drive your organization’s energy management activities and promote continuous improvement. Energy Master Planning goals may be shaped by: Internal rates of return, internal planning horizons and guidelines, organizational strategic plans, commitments to voluntary environmental initiatives, and resiliency goals

� Prepare an analysis of energy consumption and energy use intensity per building site to better understand the load and usage patterns. This is done by calculating the annual energy costs and usage (including electric and gas) per square foot per building. *

� Prioritize buildings per high energy usage and prioritize within each building high use areas that could benefit from retrofits or replacements.

� Identify what the key barriers might be to having new energy projects approved.

Meeting Topics to Address:

PROJECT PLANNING

� What energy-related maintenance tasks take up the largest percentage of resources and time (such as repairing and/or programming HVAC, replacing lamps, electrical issues, etc.)?

� Is the headcount of the organization growing? � Are there any upcoming building renovation plans that should be coordinated with energy efficiency

projects? � Does the organization have a resiliency plan? What happens if the grid goes out for prolonged period? � Does the organization have the internal resources to self-procure and self-install energy efficiency

measures, or are the services of a General Contractor preferred to oversee the installation of energy efficiency measures? Does the organization have the resources to oversee project planning, vendor selection, project installation, and energy savings calculations? *

ENERGY EFFICIENCY Lighting Systems:

� Interior and Exterior lighting systems: Are there opportunities for improvement (such as improved lighting quality, reduced maintenance, reduced lifecycle costs, etc.) by replacing or retrofitting interior and/or exterior lighting systems?

� Interior and Exterior Lighting Controls: Are there opportunities to improve interior and/or exterior lighting controls by installing Title 24 compliant control mechanisms (such as timeclocks, astronomical clocks, photocells, occupancy sensors, daylight harvesting sensors, energy management system)?

Mechanical Systems & Kitchen Equipment: � What percentage of the HVAC and kitchen equipment older than 15 years? � Are any of the units in poor condition and require annual servicing and/or replacement? � When was the last preventative maintenance inspection completed? � Are there controls in place on the HVAC equipment (i.e. non-programmable thermostats, smart

thermostats, or proprietary EMS system)? � Is there a building energy management system in place at any of the buildings?

Roofing: � Do any of the buildings have known roofing issues? � Have any cool roofs been installed? If so when?

RENEWABLE ENERGY

� Are there parking lots, unobstructed roofs under 10 years of age, or open ground areas that could support the installation of solar photovoltaic (PV)?

� Do buildings experience high energy usage spikes, potentially resulting in significant “demand charges”? Has there been any consideration of battery storage as a means to reduce high demand charges*

� Do sites experience frequent power outages, brown-outs or grid unreliability? � Is there any existing onsite solar PV generation that is not being actively monitored by an independent

third party? If so, would those systems benefit from an asset management team ensuring the annual preventative maintenance and production guarantees are being met?

* In addressing this item, some Districts may benefit from engaging an independent energy consultant/advisor.
