POLICY ON POWER SECTOR DEVELOPMENT

Objective of electricity development: to ensure the

availability of electricity in sufficient quantity, good quality

and reasonable price in order to improve the welfare of the

people.

Primary energy sources from domestic and overseas shall

be used optimally in accordance with National Energy

Policy to ensure a sustainable supply of electricity.

Utilization of domestic energy sources will be prioritized for

national interests

Continuously to increase new and renewable energy usage

in primary energy composition for electricity generation.

To increase the electrification ratio, 80% in 2014 (72,95% in

2011).

To reduce oil share in power generation (5% in 2015):

replacing existing Diesel Power Plant with other power

plant (coal, geothermal and renewable);

To improve private participation in the power sector.

To improve electricity efficiency in the demand and the

supply side.

To increase the local content (TKDN).

To enforce safety regulations.

POLICY ON POWER SECTOR DEVELOPMENT

Establishing of more efficient and transparent investment

climate.

Private Investments should comply with Indonesian’s law and

regulations.

Providing fiscal and non-fiscal incentives for investors to

accelerate electricity development, such as:

- Free import tax for power plant’s capital goods that

producing energy for public use.

- Attractive energy sale price generated from geothermal or

other renewable power plant.

- Simplifying power purchase mechanism between PLN and

IPP for certain terms and conditions.

INVESTMENT PROCEDURE (Government Regulation No. 14/2012 on Activity of Electricity Provision Business)

ELECTRICITY PRICE OF GEOTHERMAL (MEMR Regulation No. 02/2011)

Ceiling price for purchasing electricity from geothermal power plant

by PLN is 9.70 cent USD/kWh (in high voltage side)

PLN shall purchase electricity from the winner of geothermal

working area tender with the price based on the tender it self.

The price is used for Power Purchase Agreement, shall be final and

without negotiation

The electricity price as the result of tender before this MEMR

regulation is stipulated remain in force, except for the electricity price

more than 9.70 cent USD/kWh shall negotiate based on PLN’s

estimate and shall obtain the approval from MEMR

In case of failure on the exploration and the feasibility study, then the

risk shall be bear by developer

In case of failure on the exploration and the feasibility study that

cause the license of geothermal business activity has revoked, the

Power Purchase Agreement shall be automatically terminated.

ELECTRICITY PRICE OF SMALL AND MEDIUM

SCALE

RENEWABLE ENERGY AND EXCESS POWER (MEMR Regulation No. 04/2012)

PLN shall purchase electricity from renewable energy up to 10 MW and

excess power from state owned enterprise, regional owned enterprise,

private, cooperation and society to strengthen the local electricity system,

without price negotiation and approval from MEMR

The purchasing may be more than the own electricity use according to

condition or local electricity demand

In case of electricity supply crisis, PLN may purchase the excess power

with the price higher than mention above

Electricity purchasing with the price higher than mention above is based

on the PLN’s estimate and its shall obtain the approval from Director

General of Electricity on behalf of MEMR

The contract of the excess power purchase is maximum for 1 year and

may be extended

THE CRITERIA OF MINE-MOUTH POWER

GENERATION Director General of Electricity Regulation 553-12/20/600.3/2012 on Criteria for Mine

Mouth Power Plants,

Purchasing of Excess Power and Electricity Crisis Conditions

1. Mine mouth coal fired power plant utilize coal which

economically more feasible for mine mouth power

plant;

2. Mine mouth coal fired power plant must be

guaranteed by the coal availability during operation

based on contract;

3. The power plant site is near by the coal mining;

4. Coal transportation cost would not be considered.

THE TARGET OF ENERGY MIX ON POWER

GENERATION

Until 2020, the oil consumption are reduce until 1%. Fuel utilization for power

generation specifically for isolated/remote areas, and prioritizing local new and

renewable resources.

Utilization of coal are significantly increasing to 64% at 2020. following the CFPP

operational in FTP Phase I and II all over Indonesia, operational of CFPP 1.000 MW

ultra super critical at Jawa-Bali, and high capacity CFPP Mine Mouth at Sumatera.

Indonesia has a huge potential of geothermal for power generation, until 2020 has

planned 12% of geothermal power plant or increase 10% since 2011.

Engineering Procurement and Construction (EPC) Contract

The owner of project is PLN. Engineering, Procurement, and Construction

(EPC) of project will be offered to private sector through bidding. In this model

PLN provides 15% financing and private provides 85%. Example: Fast Track

10,000 MW Phase I and some projects in Fast Track 10,000 MW Phase II.

Independence Power Producer (IPP) Project

The owner and implementer of EPC is private. 100% financing source of the

project comes from private and it is passed through to electricity selling price.

Example: most of IPP projects and some projects in Fast Track 10,000 MW

Phase II.

Public Private Partnership (PPP) Project

The government project that offer to private entity through bidding. The

government could provide either the government support or the government

guarantee. If private as the initiator of the project, the government will provide

some compensation. Example: CFPP Central Java 2 x 1,000 MW.

PRIVATE SECTOR PARTICIPATION SCHEME

CONCLUDING REMARKS

Government has committed to increase electricity supply by 9% growth

per year and to increase electrification ratio from currently 72,95% (2011)

to 80% (2014) by creating a conducive investment climate to attract

private sector involvement.

Some efforts are continued to be done such as providing policies to

support the use of alternative energy and efficient energy technology.

Pricing policies give major influence for better energy efficiency and

energy diversification.

Undoubtedly, there is a need for private sector participation in power

sector development.

Energy diversification in electricity sector should be encouraged in order to

reduce electricity production cost, secure electricity supply and preserve

the environment.

To accelerate rural electrification ratio the Government promotes the

utilization of locally available energy resources, like mine mouth coal and

renewable energy.
