Chairperson, NDMC constituted an Expert Committee in the year 2005 under the Chairmanship of Sh. Y.P. Singh, Chairman (ECGR Forum NDMC) including Chief Engineer(Elect.) along with representative one each of Electrical Deptt. and Commercial Deptt. and Sh. D.K. Sharma, retired Engineer from the then DVB as its members. This committee had submitted an exhaustive report based on system study, physical inspection of electric sub-station /system control & deliberations with the field Engineers.

BACKGROUND OF Y.P. SINGH COMMITTEE REPORT


The committee further recommended to address weak points by taking urgent actions not only for replacing of old/obsolete outlived cables/equipment but also for augmentation of transformers, feeders, switchgears and associated equipments to meet the increasing load demand and also provide flexibility in the system.

A number of transformers and cables that found overloaded were also advised to be replaced as a major exercise to relive the system from overloading and leading to repeated interruptions/burning of cables etc.


The Committee submitted its report in October, 2007 for revamping of electrical system of NDMC amounting to Rs. 336.09 crores for electrical system upto 11KV and Rs. 57.36 crores for augmentation of 66/33 KV network. Council vide Reso. No. 11(B-15) dated 20-8-08 accepted/approved the same.

THE WORK ALREADY EXECUTED FOR STRENGTHENING OF 66KV & 33KV

M/s PGCIL were assigned the work of establishment of 66 KV & 33 KV new substations. Accordingly they completed 03 nos. 66KV S/S & 05 nos. 33KV S/S work.

On completion of the work undertaken by M/s PGCIL & NDMC, the transformation capacity enhanced to 1450 MVA as detailed hereunder:

(a) 66KV S/S 5 Nos 490 MVA(b) 33KV S/S 24 Nos 960 MVA


Electric System strengthening work already executed in

Redevelopment scheme of Connaught Place

M/s EIL were assigned the re-development work of Connaught Place including Electric work.

Accordingly they established 20 nos. 11 KV PSS in Service Corridor and 06 nos. 11 KV CSS on surface.

The total installed capacity of the PSS/CSS is 38 MVA.

ONGOING MAJOR WORK IN ELECTRICITY DEPTT-I


3 Augmentation of Street Lights at Doctor Lane, Gole Market, New Delhi.

Estimated cost: Rs. 38,77,940/-

C-IV Tenders are being invited. The work is likely to be completed in this financial year.

4 Augmentation of Street Lights in B.K. Dutt colony.Estimated cost: Rs. 1,96,97,770/-

C-IV NIT is being processed. The work is likely to be completed in this financial year.

5 Replacement of conventional tube lights with LED light at Palika Kendra.Estimated cost: Rs. 1,05,34,000/-

BM-I Tenders for procurement of LED lamps opened & technical bid is being examined. The work is likely to be completed by October 2015.


6 Replacement of conventional tube lights with LED light at NDMC Municipal Buidings, Schools, Hospitals, dispensaries etc. of North of Rajpath. Estimated cost: Rs. 94,96,000/-

BM-I Tender has been processed for procurements of LED lamps through Central Electric Stores. The work is likely to be completed in this financial year.

7 Replacement of Existing Lifts at Chandarlok Building, Palika Bhawan, yashwant Place and chanakya Bhawan.


C-III Out of total 11 lifts, 2 lifts installed in Chander Lok Building & 2 lifts installed in Chanakya Bhawan. Balance material of 7 lifts for other buildings received at site. The work is likely to be completed by November 2015.


8 Supply and installation of Unitized Sub-station, 990 KVA, at old people Home Kali Bari Marg, Mandir Marg .Estimated cost: Rs. 76,01,500/-

C-III Unitized Sub-station is under procurement through Central Electric Store and order is already placed. Work will be completed within three months.

9 Supply and installation of Unitized Sub-station, 990 KVA at Palika Maternity Hospital Lodhi Road.Estimated cost: Rs. 53,52,000/-

C-III Unitized Sub-station is under procurement from Central Electric Store and order is already placed. Work will be completed within three months.


Background:

There are 167 main roads and 394 service/colony roads for which 16613 street light poles and 120 High Mast Lights are installed in NDMC area.

As per standard, 35 lux illumination is maintained by NDMC at main road, 25 lux on service road and 20 lux on colony roads.

Overall efficiency of road light system in NDMC area is more than 99% as against minimum 95% standard fixed by Govt. of NCT of Delhi.

ACTION PLAN FOR IMPROVEMENT OF ROAD LIGHTING SYSTEM IN NDMC AREA.


Maintenance and upkeep:

• There is one division, namely Road Light Division headed by Executive Engineer (RL), which looks after the work of maintenance of Road Lighting System in NDMC area.

• The entire Road Lighting work is managed by the division by dividing the area in 9 zones; each headed by one Junior Engineer (Elect.) / Zonal Officer.

• Each Zonal Officers is responsible for maintenance of road light work in his area, apart from carrying out minor augmentation works as per site requirement.


In order to maintain the street lights to the desired level of efficiency and to keep effective monitoring, one officer of the level of Asstt. Executive Engineer (Elect.) is deputed to do inspection/patrolling work every evening up to 09:00 p.m.

Wherever street light is found non-functional, he informs the concerned zonal officer for rectification and to set it right. The concerned maintenance staff rectify the defect same day in most of the cases, and in 24 hrs. in all cases and submits compliance to AEE & also to the Executive Engineer (RL).


Besides above, any member of general public can also lodge complaint with NDMC at any of its 9 Zonal Complaint Centres, Street Light Control Room and NDMC Control Room. These details are also available on NDMC website.

EE(R/L), SE(Elect) & Chief Engineer (Elect.) also carry out periodic inspection to give suggestion/advice for improvement of the efficiency and for reduction of breakdowns.


STATUS OF UP-GRADATION SCHEMES OF STREET LIGHTING IN NDMC AREA

Phase-I (One road, 40 octagonal poles - Pilot project) - Work executed at Simon Bolivar Marg

Phase-II (81 main roads, 4738 octagonal poles ) Estimated amount - Rs. 53.42 crores The work has been completed.

Phase-III (67 roads) Estimated amount –Rs. 29.46 crores

Work being executed by the Chief Engineer(E-II).
