BC SAFETY AUTHORITY

ELECTRICAL SAFETY PROGRAM

ELECTRICAL EXAMINATION REFERENCE MATERIAL ELECTRICAL FIELD SAFETY REPRESENTATIVE (FSR),

CERTIFICATE OF QUALIFICATION (C of Q) ALL CLASSES

Electrical examinations will be based on the latest Act and pursuant regulations. As part of the regulatory changes, inclusion of applicable safety standards is being emphasized. Examinees should have knowledge of the reference material and applicable standards required within the scope of the certificate applied for.

Request for information about any class of examination should be directed to your local BC Safety Authority office. Examinations are open book; examinee must provide their own reference materials for writing the examination.

The Canadian Electrical Code Handbook or Pocket Reference are not allowed.

Pages with markings in reference material such as formula and examples or calculations are to be

removed before exam date. Cross referencing notes and highlighting are acceptable. Material will be checked

before & after exam. No other reference materials except as noted in the reference material list for the

specific examination may be used.

INSTRUCTIONS FOR EXAM CANDIDATES Please review prior to writing exam.

1. You must provide photo identification to the exam invigilator.

2. The time limit for this examination varies depending on exam written. Be sure you are attempting the correct examination paper.

3. Only authorized reference material are permitted in the exam room: Safety Standards Act, General and Electrical Safety Regulations; BC Electrical Code Regulation; (Canadian Electrical Code, BC Amendments and CSA Errata), BCSA Bulletins, BCSA Directives, and BCSA Fee Schedule, and other listed Standards.

The Canadian Electrical Code Handbook (“an explanation of the rules”) and the Canadian

Electrical Code Pocket Reference are NOT allowed.

Markings in reference materials such as formula and examples or calculations are to be removed. Cross

reference notes and highlighting are acceptable. No other reference materials except as noted in the

reference material list for the specific examination may be used.

4. Only non-programmable calculators are permitted in the exam room. Calculators incorporating tapes or

any form of pre-programmable recording devices are not allowed.

5. Items that will not be permitted into the examination room: Notes, scrap papers, briefcases or similar items, backpacks, cellular telephones, lap tops, note pads, palm held personal digital assistants or programmable recording devices or similar.

6. Do not communicate with other examinees. All questions must be directed to the invigilator.

7. All answers must be marked in pen with an “X” on the answer sheet provided.

8. Incorrect answers will not receive a penalty. A minimum mark of 70% is required to pass

9. Calculated answers to questions have been rounded off.

10. At the end of the examination, you must wait to be signed out. The complete examination, answer sheet and all working papers (whether used or not) must be returned to the invigilator before leaving.

Count the numbered sheets issued and ensure that all sheets are returned. The invigilator will check reference material to ensure notes from the examination have not been added. Material so marked will be photocopied, attached to the returning exam package and may invalidate the examination.

11. Contravention of any instruction or rule may result in failure/disqualification.

12. Results of the examination will be mailed to you in three to four weeks. No results will be given by telephone and the examiner will not review graded examinations with the examinee.

calculation sheets.

Electrical Class Type: C FSR Field Safety Representative

Class Type: EL FSR

Class Code: C

Description: Field Safety Representative, Class C

Scope: May make declarations on behalf of their employer for regulated electrical work

only with respect to electrical installations in which the current and voltage of the

installation do not exceed 200 amps and 150 volts to ground, single phase power.

Contact Security Programs and Police Technology Division, Policing and

Community Safety Branch regarding installations of security systems and CCTV.

A declaration is a statement made in writing by an electrical Field Safety Representative that a regulated product has been installed or regulated electrical work has been performed, in compliance with the Act and regulations.

Prerequisites: 1) ELECTRICIANS; Canadian Interprovincial Qualification (Red Seal) in the Trade of Electrician or a BC TQ

in Electrical Work or Industrial Electrical, or BC Exemption Permit in the Trade of

Electrician (EWX)

One of the above and;

o A minimum of one year acceptable relevant electrical work experience after receiving a Certificate of Qualification in the Trade of Electrician, staff verified true copy of C of Q.

o Original letter of completion from instructor of a recognized electrical course in the application of electrical codes and standards completed within 3 years of

application date. Pay the required fee and o Pass the Class “C” certificate 3½ hour examination.

2) ELECTRICAL APPLIED SCIENCE TECHNOLOGIST, ASTT. ; Qualifications in electrical engineering technology (power option) and provide acceptable proof of relevant training and work experience. A valid registration as an Applied Science Technologist and a member in good standing with the Applied Science Technologists and Technicians of British Columbia (AScTT BC), Pay the required fee

and Pass the applicable Class certificate examination. See Electrical Safety

Regulation, # 9 for details.

Area of Study: Applicable items from the Reference Material List and all of the B.C. Electrical

Code Regulation except Section 36.

Electrical Class Type: B FSR Field Safety Representative

Class Type: EL FSR

Class Code: B

Description: Field Safety Representative, Class B

Scope: May make declarations on behalf of their employer for regulated electrical work

only with respect to electrical installations in which the voltage of the completed

installation does not exceed 750 volts. The scope also covers the Underground

Raceway scope, allowing underground conduit installations at any voltage.

Contact Security Programs and Police Technology Division, Policing and

Community Safety Branch regarding installations of security systems and CCTV.

A declaration is a statement made in writing by an electrical Field Safety Representative that a regulated product has been installed or regulated electrical work has been performed, in compliance with the Act and regulations.

Prerequisites: 1) ELECTRICIANS; Canadian Interprovincial Qualification (Red Seal) in the Trade of Electrician or a BC TQ

in Electrical Work or Industrial Electrical, or BC Exemption Permit in the Trade of

Electrician (EWX)

Class Code: A

Description: Field Safety Representative, Class A

Scope: May make declarations on behalf of their employer for any type of regulated electrical work.

Branch regarding installations of security systems and CCTV. A declaration is a statement made in writing by an electrical Field Safety Representative that a regulated

product has been installed or regulated electrical work has been performed, in compliance with the Act and regulations.

Prerequisites: 1) ELECTRICIANS; Canadian Interprovincial Qualification (Red Seal) in the Trade of Electrician or a BC TQ

in Electrical Work or Industrial Electrical, or BC Exemption Permit in the Trade of

Electrician (EWX) One of the above and;

o A minimum of two years acceptable relevant electrical work experience after receiving a Certificate of Qualification in the Trade of Electrician, staff verified true copy of C of Q.

o Original letter of completion from instructor of a recognized electrical course in the application of electrical codes and standards completed within 3 years of application date. Pay the required fee and

o Pass the Class “A” certificate 3½ hour examination.

o Document high voltage experience (minimum 3 installations) since obtaining trade certificate.

Use BC Safety Authority High Voltage forms signed by the FSR named on the contractor’s license; showing FSR registration number, class and original signature. Only forms showing original signatures of FSR and applicant are acceptable. Where a FSR cannot verify experience, an original notarized statement or statutory declaration is required. Documents with original stamp and signature(s) are to be attached to the application.

2) CERTIFIED ALBERTA MASTERS; A current Certificate of Qualification for Certified Master Electrician (CME) Alberta, (as per the TILMA Agreement)

o Current is interpreted as being valid within the noted expiry date on the certificate o Evaluation of CME certificate and qualifications to ensure there are no restrictions On the certificate

The above and; o Confirmation of Interprovincial qualification is not required for a valid CME holder;

however record the Interprovincial number if available o Pay the required fee o Pass the “ARD” 2 hour examination.

Area of Study: Applicable items from the Reference Material List (items 1, 2,3,4(c),5,6,7)

3) ELECTRICAL PROFESSIONAL ENGINEER, P.Eng.’ Qualifications in electrical engineering (Degree in Electrical Engineering) and Provide acceptable proof of relevant training and work experience. A valid registration as a Professional Engineer and a member in good standing with the Association of Professional Engineers and

Geoscientists of British Columbia (APEG BC), Pay the required fee and Pass the applicable

Class certificate examination. See Electrical Safety Regulation, # 10 for details.

4) ELECTRICAL APPLIED SCIENCE TECHNOLOGIST, ASTT. ; Qualifications in electrical engineering technology (power option) and provide acceptable proof of relevant training and work experience. A valid registration as an Applied Science Technologist and a member in good standing with the Applied Science Technologists and Technicians of

British Columbia (AScTT BC), Pay the required fee and Pass the applicable Class certificate

examination. See Electrical Safety Regulation, # 9 for details.

BC SAFETY AUTHORITY

HOW TO VERIFY RELEVANT HIGH VOLTAGE (H.V.)

ELECTRICAL WORK EXPERIENCE FOR: FIELD SAFETY REPRESENTATIVE (F.S.R.), CERTIFICATE OF QUALIFICATION (C. of Q.), CLASS ‘A’ EXAMINATION

OVERVIEW OF REQUIRED PROCEDURE

Verification of High Voltage experience acceptable to the Electrical Safety Manager is required when making application for Class ‘A’ Electrical Examination. Gather your High Voltage experience documentation as detailed below, attach to your ‘Application for Electrical Field Safety Representative Certificate of Qualification Examination’ along with the appropriate additional documentation as applicable.

1.0 H.V. Experience is acceptable: when obtained after you received your certificate of qualification in the trade of electrician. when undertaking electrical installations in which the voltage exceeds 750 volts. when performed under applicable Canadian Electrical Codes

2.0 Examples of H.V. installations include electrical equipment/systems such as: Grounding, switchboard, breakers, disconnects raceway/conductors, cables, and terminations/stress cones, splicing kits, substations, unit substations, transformers, starters, motors and overhead lines.

3.0 How much H.V. experience is required: Experience must have been gained on a minimum of three (3) different projects. Projects of extended duration with a lot of extensive H.V. experience may be considered as fulfilling the requirements. Clarify by submitting appropriate additional written documentation, sign and date.

Completion of a H.V. training course may be considered as part of the requirements. Attach verified true copy of a letter of completion of the H.V. training. (BCIT Course: H.V. Level 1 TELC 0161 is equivalent to one project).

4.0 H.V. experience is not acceptable: If the scope of work was limited to cleaning of H.V. vaults, equipment or insulators.

If the scope of work was limited to service or maintenance of H.V. electrical equipment with no other H.V. training or H.V. installation experience.

If the scope of work was limited to installation of grounding, raceway, testing or aircraft landing lighting.

5.0 How to document your H.V. experience: Step 1: complete three (3) copies of the form ‘Documentation of H.V. Electrical Work Experience for FSR C of Q, Class ‘A’ Examination Application’, (one for each project), see step 1 on next page:

➾ outline the electrical equipment, system and installation, and

➾ describe the scope of electrical work and the specific duties you performed. 5.1 Step 2: forward the forms with your original signature to the electrical contractor that was issued a permit for

the project. Request that the Field Safety Representative (Class “A”) responsible for the installation who has knowledge of your experience:

➾ Completes the lower portion of each applicable form or………. 5.2 Alternate to step 2: if you are unable to contact the previous employer(s) or company(s):

➾ an original sworn affidavit/notarized statutory declaration outlining your H.V. work experiences is required.

➾ complete the upper portion of the H.V. Experience forms and attach these and other additional supportive documentation as Exhibits A, B, C, etc. of the affidavit.
