ASEAN (Association of Southeast Asian Nations)
-is an organization that was founded on August 1967 in Bangkok, Thailand.
Charter 5-member countries(original) Indonesia, Malaysia, the Philippines, Singapore and Thailand
5 countries joined the ASEAN organization
1984 - Brunei
1995 - Vietnam
1997 - Myanmar and Laos
1999 – Cambodia
Background
Demographics
ASEAN member combined population -The ASEAN member-countries are sprawled
over an area of 1.74 million square miles (4.5 million square kilometers) with a combined population of 500 million people.
ASEAN Trade
- Their annual gross domestic product almost $700 billion US Dollars (USD),
- A total trade of around $850 billion USD.

The ASEAN was set up to advance mutual interests in the region:
1) Acceleration of economic growth
2) Social and cultural progress
3) Regional peace and stability

The organization’s leader set up three pillars of governance in 2003:
1) ASEAN Security Community (ASC)
2) ASEAN Socio-Cultural Community (ASCC)
3) ASEAN Economic Community (ASEC)

- Expected to maintain and strengthen peace
- Security and stability
- Enhance ASEAN’s capacity for self-management of regional security.
- It includes maritime cooperation and fight against terrorism, but no plan for a regional military coalition or defense pact.

ASEAN economic community (AEC) To develop a single market and production base that is –
- stable
- prosperous
- highly competitive
- economically integrated with effective facilitation for trade and investment resulting to;

ASEAN socio-cultural community (ASCC)
- A Southeast Asia bonded together in partnership as “a community of caring and sharing societies”.
- Plan of Action based on the four core elements:
1) Building a community of caring societies,
2) Managing the social impact of economic integration,
3) Enhancing environmental sustainability,
4) Strengthening the foundations of regional social structure towards an ASEAN community.

- Serves as a firm foundation in achieving the ASEAN Community by providing legal status and institutional framework for ASEAN.
- It codifies ASEAN norms, rules and values
- Presents accountability and compliance
- Sets clear targets for ASEAN member-countries

The importance of ASEAN charter can be seen in the following framework, among these are;
- new political commitment at the top level
- new and enhanced commitments

- new and enhanced role of the Secretary-General of ASEAN
- other new initiatives and changes

- Has its important mission from 1998
to spearhead the mobility of engineers within ASEAN.
- In line with ASEAN Secretarial
Program for the liberalization of professional services within ASEAN to prepare for globalization under the World Trade Organization (WTO) initiative.
ASEAN Engineering Register
ASEAN Federation of Engineering Organizations (AFEO)
- Is a non-governmental body.
- Its members are the national institutions and organizations of engineers of ASEAN countries.
- AFEO formed the ASEAN Engineering Register (AER) in November 23, 1998.
- AFEO was founded in 1980 and the Secretariat is rotated among member organizations hosting the annual Conference of the ASEAN Federation of Engineering Organizations (CAFEO).
- Kuala Lumpur is the permanent treasurer of AFEO

AER Objectives
To promote recognition of ASEAN engineers within and outside ASEAN region

To facilitate the mobility and professional practice of Engineers, engineering technologists, technicians and related associates within the ASEAN domain by establishing a framework of mutual recognition of qualifications among the ASEAN member countries whereby AER registered who wish to take up employment, do business and/or practice outside their home country.

What are the potential competencies expected by AFEO being an ASEAN Engineer ?
AER Competencies
AER candidate should possess the following competencies:
A thorough knowledge of the principles of engineering, based on mathematics, physics and informatics, appropriate to their discipline

The ability to develop and use theoretical models from which the behavior of the physical world can be predicted

A general knowledge of good engineering practice in their field of engineering and the properties, behavior, fabrication and use of materials, components and software

What are the minimum criteria for an applicant to be admitted into ASEAN Engineer Register?
AER Minimum Criteria
The following minimum criteria for an applicant to be admitted into ASEAN Engineer Register:
1) Must possess an Engineering Degree recognized by the home country
(i.e. BS Electrical Engineering degree)
Other qualification that may be included your AER
application
(i.e. Master’s Degree align to Electrical Engineering, Doctoral
Degree align to Engineering field)
(i.e. Advanced studies related to field of practice)
AER Minimum Criteria
2) Must be a full-time member of the Engineering Organization or Technological Association in the home country;
(i.e. Institute of Integrated Electrical Engineers, Inc.(IIEE), Philippine Instrumentation & Control Society (PICS))
Other affiliation
(i.e. Institute of Electrical and Electronics Engineers, (IEEE))
3) Licensed to practice engineering in the home country;
(i.e. Registered Electrical Engineer/ Professional Electrical Engineer)
AER Minimum Criteria
4) Must have a minimum of seven (7) years of post-graduate professional working experience in an engineering environment, of which two years of experience involve the responsible charge of significant work.
Professional work experience
(i.e. Relevant industry working experiences with charge of the project as project engineer in a project team, design projects, collaborative project, multidiscipline project undertakings, significant engineering works with impact to environment and society, among others).

(i.e. Participation to engineering summit, conventions, international
and local research fora, symposiums, participation to academic trainings in engineering curricula; extension program involvement , professional training and workshop, seminars on current trends and technology relevant to field of professional practice, among others)
Must agree to be guided by the ASEAN Engineers “Code of Practice”

AER Application Guidelines
Steps and procedures for Advance Level Engineer (ASEAN Engineer) Application:
1) Prepare and submit your complete AER form
including pertinent attachments
(i.e. proof and evidences of professional development, PRC license, training attendance, workshops, seminars, professional work experiences including your significant engineering works/projects in-charge.)
2) Ensure all relevant document that would support
your professional / engineering background in either
organization you belong.

3) Photocopy all relevant documents, data and information and arrange them accordingly.
4) Provide 3 pieces of clear book(black) and placed all photocopied relevant document including application form with passport size IDs in white background.
5) Submit these 3-copy compiled document to APO for further evaluation.

6) Interview of an applicant may be necessary as requested by the APO and PTC committee.
7) After the application requirement has completed then process an application fee to PTC office.
8) Wait for an announcement from PTC office through e-mail the AE registry number.
9) Pay your conferment fee to PTC office soon as you receive your AE registry number.

10) Keep in mind that an ASEAN Registered Engineer are required to have continuing professional education and engineering practice.
