Introduction ELECTION 2010: CHANGES IN CONGRESS Riding a wave of voter dissatisfaction, the Republicans rebounded decisively in the 2010 mid-term elections by regaining control of the US House of Representatives and picking up six seats in the US Senate. In the United States Senate, the Republicans had a net gain of six seats. The thirteen new Republican Senators are: John Boozman (AR), Marco Rubio (FL), Mark Kirk (IL), Dan Coats (IN), Jerry Moran (KS), Rand Paul (KY), Roy Blunt (MO), John Hoeven (ND), Kelly Ayotte (NH), Rob Portman (OH), Pat Toomey (PA), Mike Lee (UT), and Ron Johnson (WI). The Democrats have three new Senators: Richard Blumenthal (CT), Chris Coons (DE), and Joe Manchin (WV). There will be 47 Republican Senators in the 112th Congress. In the House of Representatives, the Republicans picked up 63 seats. The ranks of Democrats defeated include three committee chairmen: Jim Oberstar (Transportation & Infrastructure), John Spratt (Budget), and Ike Skelton (Armed Services). The House Republican gains were spread across the country with concentrations in the Mid-Atlantic and Mid-West area. New York led the country with six GOP pick-ups. Ohio and Pennsylvania each had five. Florida and Illinois had four, and Tennessee, Texas and Virginia had three each. States with two Republican net gains include Arizona, Arkansas, Colorado, Indiana, Michigan, Mississippi, New Hampshire and Wisconsin. States with one GOP pick-up include Alabama, Georgia, Idaho, Kansas, Louisiana, Maryland, Minnesota, Missouri, Nevada, New Jersey, New Mexico, North Carolina, North Dakota, South Carolina, South Dakota, Washington, and West Virginia. The Democrats offset these losses with three pick-ups, one each in Louisiana, Delaware, and Hawaii. It provides a starting point for assessing the coming changes in House and Senate Committee and Subcommittee memberships. The following are included within this guide: All new Members of Congress are listed alphabetically, by state and district along with links to the campaign websites which contain biographical information. Outgoing Members of Congress are listed, with the reasons for their departures. Complete delegations of each state are included, with new Members of the House highlighted and their predecessors shown. Seats that switched parties are highlighted in red for Republican pick-ups and blue for Democratic pick-ups. Races that are too close to call are marked with an asterisk and highlighted gray. The year of the next election is shown for each Senator (e.g., Senators whose year of next election is 2016 were elected or reelected in 2010). Roster lists for each full Committee and Subcommittee from the departing 111th Congress are included; with nonreturning members lined out and projected full Committee House Chairmen noted.

Public ServiceThe Public Policy and Law group also has a long and cherished tradition of providing pro bono representation. Among our most satisfying representations is our work with Water Advocates to pass and fund the Senator Paul Simon Water for the Poor Act of 2005. More than one billion people currently lack access to clean drinking water, and each day water-related illnesses kill 3,900 of the world’s children. The Water for the Poor Act commits the United States to promoting safe, affordable, and sustainable drinking water and sanitation in the developing world. A broad, bipartisan team of professionals from the Public Policy and Law group worked with Water Advocates to help draft and pass this legislation. In addition, the firm has worked to increase annual federal water aid funding to $300 million.
