Vandals cutand pulled down the rope and stole the flags last year, only a fewmonths after new national and state flags had been donated toreplace ones worn out.     loween is passed and the rainywinter is close at hand.

    Excessive water usageThe following information has

    been received from the Hayward

    Water Department. It has beenbrought to our attention that ex-cessive water use is a concernwithin the confines of SpanishRanch #1.

    Beginning August 1, water userestrictions are in effect to pre-serve our precious water supplies.Based on normal usage, we feelthat excessive water usage my re-sult from:

    1. Use of potable water towash sidewalks

    2. Use of potable water to

    wash buildings3. Use of potable water towash other outdoor facilities orequipment.

    These activities are prohibit-ed by the emergency regulationsadopted by both the State of Cal-ifornia Water Resources Board andthe City of Hayward. If this occur-ring on your property, we ask thatyou take corrective action imme-diately to avoid further enforce-ment. If, after you have been noti-fied, these activities persist, the City

    of Hayward has authority to assessfinancial penalties and to restrictwater service to your property.

    Stash the trashcansJust a reminder, all trash re-

    ceptacles MUST be stored at therear of your driveway and not atthe front or at the curb.

    Unclog the guttersWe will be entering into the

    rainy season so please take ad-vantage to clean your gutters (es-pecially under your ramps) so thegutters will run freely to the StormDrain Inlets.

    Pool and Spa

    The pool was closed on the31st of October. The hot tub will re-main open and heated through-out the year.

    Regarding the spa usage: Amaximum of six (6) persons are al-lowed in the spa at one time. Youmust wear approved manufac-tured swim wear. No undergar-ments are allowed. Shower beforeentering the pool or the hot tub.

    Respect your communityRemember, the use of Spanish

    Ranch property is strictly for the

    use of Spanish Ranch residents.This would also pertain to pas-sage through the park via the reargate. The management is spend-ing a great deal of money on aquarterly basis due to misuse ofthe rear gate. PLEASE DO NOTGIVE THE GATE ACCESS CODE TOANYONE THAT IS NOT A RESIDENT!!People who do not live here arenot likely to treat your property asyou would.

    I personally have witnessedpeople showing the code to indi-viduals that are not residents.

    Violators of the 15 mile perhour speed limit still abound withinSpanish Ranch. All those that arespeeding are not only guests.please pay attention to yourspeed.

    This is a close community andwe live close to each other. Pleaseshow respect to your neighbors byNOT sounding your horn at inop-portune times (late at night or ear-ly in the morning). Please turn yourradio down when entering yourcommunity. Everyone may notappreciate the sound of your new150 Watt double bass speakers asmuch as you do.

    Energy Tip: Now that the heat-ing season is almost upon us, it istime to change your heater fil-ters and purchase enough to lastthrough the heating season (threeor four should be sufficient) if onechanges the filters every thirty to

    forty-five days.

    Guillermos CornerResident parking in Visitor park-

    ing areas still is a problem. The rea-son Guillermo mentions this is thata few weekends ago there wasa function at the club house andthere was no parking available forthose who had reserved the club-house for their activity. Residentsthat regularly use visitor parking topark their extra cars are not only inviolation of the Rule(s) and Regu-

    lation(s) of Spanish Ranch #1MHPbut are being very inconsiderateto their neighbors.

    Guillermo says Thanks for allthe help in the car wash area. Thetrash situation at the car wash ar-eas appears to be improving andis almost back to normal.

    Guillermo would also like toremind everyone to continue tosweep and pick up the leaves infront of your home at least oncea week. The gutter area in frontof your home is your responsibil-

    ity. Please be considerate andpick up the leaves and not simplysweep them down in front of yourneighbors home. Be sure to cleanup under the gutter ramps atyour driveway. Your help will insurethat our storm drains are workingproperly and that large lakes donot form at the storm drain inlets.

    Guillermo also says Thanksfor all of you that are monitor-ing the street lights and reportingthem to the office. Keep up thegood work as he continues to

    make Spanish Ranch a safe placeto walk after dark or on thosedreary and dark days.

    We do have so much to bethankful and, in comparison of therest of the world, we here at Span-ish Ranch are the top ten percentof the worlds richest people.

    Being prepared means be-ing equipped with the propersupplies you may need in theevent of an emergency or di-saster. Keep your supplies inan easy-to-carry emergency

    preparedness kit that you canuse at home or take with you incase you must evacuate.

    At a minimum, you should have

    Consider the needs of all fam-ily members and add supplies toyour kit. Suggested items to helpmeet additional needs are:

    Agenda: City Council member Al Mendall speaks

    City hit hard by recession of 2008. Situation improving,new businesses coming in, new jobs, improving economy.Returning to pre-recession tax revenues. There are still bud-getary constraints. 6 new restaurants in Hayward. New ac-tivity on Hesperian.

    Measure C passed in June. .005 cents. 20% to policestaffing (new hires). 15% to improve fire stations. $1m forroads; .5m for maintenance workers.

    Fire station on Huntwood-old portable station is gone,lot is graded. Within year, new station with an additionalengine. Health clinic next to the station. New clinic will fo-cus on next day appointments for people who need to seesomeone, but not ER.

    Big 5 open on Foothill; also a new Historical Society site.How has loop effected businesses in the area? Some

    challenges with traffic flow, good at getting through town,but not totown. Plan design was for level of service for cars.We should be planning for all users. How can we adjustplan to make it better? Looking at adding parking on Mis-sion, possibly Foothill. Lane adjustments at 5 corners. Lightsequencing adjustments to make it easier.

    Barbara Sacks noted that the beautification andchanges are somewhat beneficial.

    Many businesses hurt by Loop construction, now com-pleted. Overall, working ok, but street parking loss has hadan impact.

    With BART putting parking on Mission and Tennyson,does city benefit from parking fees?City/BART in joint pow-ers authority. Parking proceeds are used to benefit thelocal area, not just the station. Numbered stalls, with paidparking (residential, permit only, free). BART designation re-moved from a few.

    Hesperian Mall, new health club being built. Enoughspace saved for another grocery.

    Any additional shopping development at HesperianCostco? Developers want more housing, Council is trying toget a shopping center and is hoping for Ranch 99. Grocershave limited interest in building along Mission.

    Old Kaiser hospitalCity planning for use of land, hop-ing that preplanning will help to ensure appropriate devel-opment.

    What is city doing to ensure affordable housing? Cityrequires 15% affordable housing in new construction. Newaffordable unit managed by Eden housing.

    What is Hayward doing to consider water manage-ment considerations with new residential housing?Al is onsustainability committee, and water board. California isrunning out of water. Hayward asking new developmentto be beige-friendly landscaping. New sensors allow accu-rate measurement of water saturation in the ground.

    What plans for Hayward to use reclaimed water; howcan we reroute reclaimed water for landscaping at indus-

    trial / commercial locations?Projections show that water demand will level off (per

    capita reduction). Hayward looking for 20% reduction con-sumption.

    What about restaurants in S. Hayward? Hoping forrestaurant at Holiday Bowl redevelopment. Mixed use, de-veloper cooperating.

    Auto auctions are a potential site for additional retailspace. Possible car dealerships, union landing type com-mercial space.

    HMOA RECAP:2013 - safeguards secured protectingremaining senior parks against conversion to all age. 2014- Updates to mobile home conversion ordinance making itthe most comprehensive in the state.

    BUS SCHEDULE INFORMATIONNOTE CHANGES!!!

    AC Transit Route 22, a 2-directional circular route,serves both the Hayward and South Hayward BARTstations, as well as Southland Shopping Center.Clockwise, it goes from Hayward BART along Missionto South Hayward BART, along Tennyson to Kaiser,along Hesperian to Southland, then an extension jogsdown Winton to Sabre Street and back, and thencevia Winton back to Hayward BART. Counterclockwiseis the same route in reverse without the extension.

    Daily service on the line starts at 5:45 a.m. andends at 11:45p.m. Weekend service is from 6:46 a.m.to 12:28 p.m. Buses run every half hour.

    For specific stops on this line, go to http://www.actransit.org/rider-info/stops/local1/#22.

    AC Transit Route 85 runs back and forth between SanLeandro BART and Union Landing Shopping Center.This line comes by the front entrance to our park atthe existing bus stops at Tampa and Folsom but alsohas stop out the back entrance at Stratford andIndustrial before meandering via Huntwood, Whippleand Dyer to Union Landing. Both ways the routeloops around Georgian Manor, buses run every hour.

    The other way, the line turns right from Folsom ontoTampa, down Tennyson to So Hayward BART, back-tracks to Leidig Ct near Cesar Chavez School, andeventually goes to Hayward Bart, then down A St,Hesperian, Washington Ave, and on to San LeandroBART. [Extension to Foothill Square eliminated in June,use 75 for Dutton Ave or Foothill Square.]

Effective July1 there is no longer a Bus to bus transfer, its full fareon each bus (get day pass). BART to Bus $0.25 cashdiscount with paper transfer issued at BART. Transferfare automatically applied when using Clipper.
