    Richard H. BrownMay 25, 1936 - December 17, 2010

    Richard H. (Dick) Brown, a native of Denver,Colorado, died there December 17, 2010. Dickand Sharon Brown were on-site managers of

    Spanish Ranch 1 for some 12+ years of the timethat it was owned by the late Ken Earp and sub-sequently his wife Tina Earp. Their most recentretirement was in February 2006.

    Richard Brown is survived by his wife of 41years, Sharon, four sons, James Brown (Kathy)and Alvin Brown of Denver, Conner Brown(Mary) of Tennessee, and Larry Matkovich ofCanon City, Colo., 17 grandchildren and 25great-grandchildren.

    From Sharon:

    We managed mobile home parks in Califor-nia for 17 1/2 years in Southern and Northern

    California. The most was recent was in Span-ish Ranch #1 where we have some very goodmemories of parties, dinners, and breakfasts puton for the residents. When we retired from therewe moved to Thornton, Colo.

    In 2007 our plans changed again when mymother came to live with us. We bought a largermobile home in Sheridan, Colo., which is nearEnglewood. Mother is now in assisted living nottoo far from here. She will be 90 in June.

    It is great being here as it is so quiet in a seniorpark. We were so glad that we moved back aswe have gotten to know our children more. We

    have 17 grandkids & 25 great-grandkids, andwe love them all.

    I plan to stay where I am at the moment. Thekids would like to see me get a senior apart-ment over closer to them. Well see.

    Senior Rutherford ManagementLeadership and the owners ofSpanish Ranch MHP for their gen-erous contribution to this growingannual event. Last but not least,we would like to thank the tirelesscontributions of the Volunteersthat surrendered their Sunday tothe benefit of the Park residents,led by the Home Owners Associa-tion of Spanish Ranch MHP underthe apt leadership of Ms. DawnPlaskon, President of the HOA andthe HOA Board of Directors.

    Someone has been writing thecode for the rear gate on the walland surrounding areas. Thank youfor those residents that are report-ing to the office when they notice

    this. Please help us by reportingthose that might be abusing theuse of the rear gate.

    Please be aware of the gutterarea in front of your home andkeep it clear of debris. As it is therainy season these gutters aregetting a great deal of use.

    Speed Monitoring we are

    making arraignments to placespeed monitoring stations withinSpanish Ranch MHP over the nextmonths. This is to insure we are ALLaware of our speed as speedinghas been and continues to be aHUGE issue with weekly close callswith pedestrians.

    We are continuing to see somebroken fences in the park. Pleasehelp us by reporting strangers orresidents that are abusing yourfacilities.

    There are several areas thatGuillermo has been diligentlyworking on:

    1. Street lights and restoring ex-isting common area lighting. Hewould like to extend a heartfelt

    2. Storm drains. After everystorm, Guillermo goes throughthe park to clear the storm drainsof accumulated debris.

    3. Tagging continues to be achallenge and Guillermo, theCity of Hayward and the vari-ous volunteer groups continueto seek your help and input topromptly report anyone that may

    be involved with these taggingincidents.

    4. Parking in Guest Parking.Guillermo asks that you keepin mind that Guest Parking is forguests, not those permanentlyresiding in Spanish Ranch MHP.Your vehicle will be tagged andfor those that dont heed thesereminders, you will be towed.

    are read during the middle ofeach month. The meter readeris employed by an outside com-pany that is responsible only formonthly meter readings and hasno responsibility for the amount ofyour utility bills.

    Our meter reader, Ron, is justdoing his job. You can help himdo that by keeping meters clearof obstructions and by treatinghim with respect and courtesy.

    You might be a redneck if when you dust yourhouse, you use a leaf blower!

    How to give a cat a pill.1. Pick up the cat and cradle it in the crook of your

    left arm as if holding a baby. Position right forefin-ger and thumb on either side of cats mouth and gen-tly apply pressure to cheeks while holding pill in righthand. As cat opens mouth, pop pill into mouth. Allowcat to close mouth and swallow.

    2. Retrieve pill from floor and cat from behindsofa. Cradle cat in left arm and repeat process.

    3. Take new pill from foil wrap,cradle cat in left arm, holding rearpaws tightly with left hand. Forcejaws open and push pill to back ofmouth with right forefinger. Hold

    mouth shut for a count of ten.4. Kneel on floor with cat wedged firmly betweenknees, hold front and rear paws, ignore growls emit-ted by cat. Get spouse to hold cats head firmly withone hand while forcing wooden ruler into mouth. Droppill down ruler and rub cats throat vigorously.

    5. Retrieve cat from curtain rail, get another pillfrom foil wrap. Make note to buy new ruler andrepair curtains. Carefully sweep shattered figurinesand vases from hearth and set to one side for gluinglater.

    6. Wrap cat in a large towel and get spouse to lieon cat with cats head just visible from below armpit.Put pill in end of a drinking straw, force cats mouthopen with pencil and blow down straw.

    7. Check label to make sure pill is not harmful tohumans, drink a beer to take away the taste. ApplyBand-Aid to spouses forearm and remove blood fromthe carpet with soap and water.

    8. Tie the little angels front paws to rear pawswith garden twine and bind tightly to leg of the din-ing table. Find heavy pruning gloves from shed. Pushpill into mouth followed by large piece of fillet steak.

    Be rough about it. Hold head vertical and pour 2pints of water down cats throat to wash down pill.

    9. Consume remainder of scotch. Get spouse todrive you to the A&E, sit quietly while doctor stitch-es fingers and forearm and removes pill from youreye. Call furniture shop on way home to order a newtable.

    10. Arrange for RSPCA to collect the mutant catfrom hell and ring local pet shop to see whether theyhave any hamsters.

    SR1 Assn Board Meeting 12/22/10Present were: Kathi Calvert, Ruth

    Horton, Kevin Kelly, Patty Little, JudyAllen-Rodgers, Dawn Plaskon, MarvinDaley, Jeanie Schultz

    Dawn discussed ways to promoteattendance at association meetingand greater participation in associ-ation by residents. Comments from

    meeting attendees about a sense ofnegativity from board members as areason for low meeting attendancewere passed on. President requestedthat board members refrain.

    It was proposed that attendancemight be improved by having topi-cal speakers come to the meetings.Kathi Calvert volunteered to con-tact the submetering person fromthe Public Utilities Commission totalk about meter reading rules; JudyAllen-Rodgers volunteered to contactThor Poulsen from the Hayward FireDepartment to discuss earthquake

    preparedness; Dawn Plaskon volun-teered to contact Teresa about invit-ing our meter reader to speak to us.

    It was suggested that we provid-ed coffee and snacks at associationmeetings again.

    HMOA meeting will be held atSpanish Ranch 1 on January 15. Wewill purchase doughnuts and preparecoffee; HMOA will reimburse us for thedoughnuts.

    The bank statements for the periodfrom August 2008 through May 2010have been ordered for a total cost of$135.00. Dawn has paid out of pocketfor certified letters, process server andbank statements. It was proposed byother members that Dawn request

    reimbursement from the associationbody at the next meeting.

    All association-related mail will bedirected to the park office to ensurecontinuity of delivery regardless ofboard membership.

    Kevin Kelly provided a report on theoutcome of the criminal case against

    Mary Dimsdale. Mary accepted aplea bargain that requires her to stayout of the park and no closer than 200feet from front or back gates. OnceDarlene receives the paper work wewill put it on file and ensure residentsare informed that if they see Marythey are to contact the police.

    June Christian has resigned fromthe board because she felt she wasnot contributing effectively. DarleneRichardson has failed to attend anymeetings in three months and isremoved from the board.

    The Rutherford-sponsored Holidayparty was well attended. Dawn talk-ed to Teresa about jointly sponsoredcharity drives during the coming year.We will propose this to the associationmembers. Food bank, clothing drives,school supplies and other commu-nity-based efforts to help out in ourcommunity will benefit those in need.HaywardCAN was the recipient of the31 coats that were collected duringour coat drive. Sara Lamnin, direc-tor of HaywardCAN, is a resource forHayward-based non-profits servingHayward residents.

    At the meeting it was decid-ed to coordinate our localNeighborhood Watch meet-ings with the meetings ofNeighborhood Alert. They meetevery other month so we will bemeeting on the months that theydo not. Here is the new sched-ule for SR1 Neighborhood Watchmeetings:

    February, April, June, October,November = regular meetings

    July = Car-a-van

    August = National Night Out,Reported Crime: A leaf blowerwas stolen out of a residents theshed was unlocked so rememberto lock your shed.

    A home was burglarized onJerez Ct. Police say that they areseeing an increase in burglar-ized where there is unoccupiedspace directly behind the home,like some of our homes back upto Folsom or some of our homesback up to the creek, so just bemore aware.

    Outgoing mail was stolen froma mailbox on Miranda. The theftwas witnessed by the homeown-er, who with another resident,attempted to chase the perpe-trator but werent successful instopping him. He was reported tobe a black male driving a whitecar.

    Residents are cautioned tonot put outgoing mail, especiallycontaining checks or anything ofvalue, in their mailbox, but ratherto drop it off in the parks official

    Dawn called the meeting to orderat 7:02 pm. Pledge of allegiance wassaid.

    Roll call: Officers present: DawnPlaskon, Jeanie Schultz, Patty Little,Kathi Calvert, Marvin Daley, JerryHiggins, Ruth Horton, Judy Allen-Rodgers. Excused: Dave Abreu

    Minutes from December meetingwere approved as published.

    Committee Reports:

    Treasurer: Dawn reported in lieuof treasurer, Kevin Kelly, who hasresigned from the board, that there is$801 in the checking account.

    Helping Hand: no report

    Disaster: Dawn will remind manage-ment that a copy of the parks disasterplan was promised for the end of theyear. Were requesting a copy so thepark plan can be coordinated with

    the Disaster Committee and NERT.Several more residents have takenthe Fire Departments CERT trainingand have been added to NERTs ros-ter of trained first responders.

    Spectrum: has resumed a Tuesdayand Thursday schedule with Deniseserving as contact person. Studentsfrom Moreau High School are servingas helpers.

    Welcoming: Judy and Patty hadnothing to report but were asked tocheck back with management everyfew months to see if more welcomepackets are needed. They will also

    check with real estate people to seeif theyll cooperate with giving infor-mation to buyers.

    Improvement: Kathi hasnt metrecently with management.

    HMOA Rep: The HMOA meeting is

    at Spanish Ranch 1 this month, and allwere encouraged to attend.

    El Toro Editor: This months issuecame before the first and was deliv-ered in time to review the minutesbefore the meeting.

    Old BusinessCharity drives: Jeanie reported

    that SleepTrain targets foster kids anddistributes to Alameda County andnot specifically Hayward. If we wantto concentrate our efforts on our city,we need to go with HaywardCANor contacts that they or the Cityprovide. The consensus was that wewould prefer to specifically supportHayward-based charities. It was gen-erally agreed to continue to supportthe Food drive regardless of otherefforts.

    Dawn reported that our One WarmCoat drive went to HaywardCAN,an organization that helps homeless.

    Management has expressed a will-ingness to be involved in ongoingcharity drives, and have supportedthe Food Barrel for two years now.There was discussion about how oftenthese charity requests should be madeand to whom, i.e., a new drive everymonth, a new theme every quarter, afew causes that would be supportedon an ongoing basis, or many causesas needs are identified.

    Jeanie and Ruth will comprise a

    committee to sort through these ques-tions and make a recommendation.Whatever charity is chosen, our effortsand requests will be publicized at allother park events and meetings

    Meter reading: There have beenongoing resident complaints aboutfluctuations in utility bills due to irregu-lar meter reading, in particular whenthe interval stretches to as much as35 days. It is felt that this puts the userinto a higher tier that then not onlycosts the user more because thereare more days involved, but alsocauses a substantially higher rate to

    be applied to usage that exceeds abase. PUC has rules that state thatmeters must be read between 27and 33 days which applies to PG&Ecustomers.

    In response to a query from Dawn,regional manager Greg OHagansaid that his predecessor Jackie haddone extensive research into thequestion of meter reading and haddetermined that there are no regula-tions that apply to our sub-meteredpark since it is the park that is the

    PG&E customer and not the individ-ual spaces. Our understanding wasthat submetering was subject to thesame rules set by the PUC. Dawn willpursue research into this subject.

    New Business

    Ruth Horton was confirmed as trea-

    surer through April 2011.Voted to reimburse President for

    personal expenditures ($230.54)relating to small claims case againstNorma Moore.

    Approval for funds to amend orga-nization name and change address($30.00) was passed.

    An agenda request to considerby-law revisions to address the lack ofresident participation at associationmeetings by removing monthly meet-ing requirement from the by-laws wasput off until the board meeting.

    Possible association-sponsoredevents or speakers benefiting resi-dents was discussed.

    A spring Flea market was set forMarch 12, providing the date is avail-able. Patty Little is contact.

    A home improvement fair wasdiscussed and generally thought to bea viable idea. A committee of Patty,Denise West and Dawn will sound outmobile home sellers and vendors thatprovide service to the MH communityto determine if enough of them wouldbe willing to buy a table or space topromote their service.

    Report from Judy and Kathi re:PUC and earthquake preparednessspeakers they have willing speak-ers, but with resident participationlacking at general meetings, it wasdecided not to pursue this. However,it was suggested that earthquakeinformation, for instance, could beadded to other park events such asthe flea market or National Night Out,and that special topics could be pro-moted by a dedicated event such asa Saturday morning coffee social.

    Next board meeting is scheduledfor January 27. Meeting adjournedat 8 p.m.

    Route number 68 (which replaced line 77), a 2-direc-tional circular route, services both the South Hayward BARTstation, as well as the Union Landing Shopping Center.

    Weekdays, going to South Hayward BART, board the busacross the street at Tampa / Folsom (where the park is) hourlyfrom 6:32amuntil 8:32pm, arriving at BART at 6:46amuntil 8:46pm.Weekends / Holidays, service is from 6:32am until 6:32pm.

    Weekdays, returning from South Hayward BART,board the counter-clockwise, Tampa direc-tional bus hourly from 6:30am until 8:30pm, arriv-ing Spanish Ranch at 6:42am until 8:42pm. Weekends

    and Holidays, service is from 6:00am until 6:00pm.Weekdays, going to Union Landing, board the

    bus at the corner in front of the 2 houses at Tampa/ Folsom hourly from 6:37am until 8:37pm, arriv-ing at Union Landing at 6:54am until 8:54pm. OnWeekends/ Holidays, service is from 6:37am until 6:37pm

    Weekdays, returning from Union Landing, Board theclockwise, Tampa directional bus hourly from 6:22amuntil 8:22PM, arriving Spanish Ranch at 6:39am until 8:39pm.Weekends / Holidays, service is from 6:22am until 6:22pm.

    Additional frequency (now every 45 minutes, as opposedto every 1-2 hours) has been added to the Tuesday & Fridayshoppers shuttle (Spanish Ranch to Southland Route 391).

    Busses now leave the Spanish Ranch Clubhouseat 10:10, 10:55, 11:40am, 12:25, 1:10, and 1:55pm andarrive at Southland Mall at 10:35, 11:20am, 12:05, 12:50,1:35, and 2:20pm. NOTE The last trip leaving SpanishRanch at 1:55pm which arrives at Southland Mall at2:20pm has no direct return trip back to Spanish Ranch.

    Return trips leave Southland Mall at 10:42, 11:27am,12:12, 12:57 and 1:42pm, arriving back at SpanishRanch at 10:55, 11:40am, 12:25, 1:10, and 1:55pm.

    Route 22: For those who wish to walk to/from TennysonAve, on weekdays route 22 will go to the South Hayward

    BART station every 30 minutes from 6:22am until 11:22pmweekdays, and hourly on weekends and holidays from6:22am until 11:22pm. From the South Hayward BARTstation going down Tennyson will leave every 30 min-utes from 6:04am until 11:04pm weekdays, and hourlyon weekends and holidays from 6:17am until 11:17pm.
