The monthly meeting of TANSEA PWD, Trichy Branch was conducted in the

Meeting hall of “HOTEL AJANTHA”, Trichy on 30-01-2016 Sunday at 10.00am

with Tamil Thaai Vazhthu.

Fifty members along with family attended the meeting. The meeting was presided

over by Er. M.P.Dorairaj President of this branch.

Er. S.Rajasekaran Joint Secretary welcomed the gathering and introduced the

Chief Guest Dr.S.Navin ,M.S.,M.Ch.(Urology), Consultant Urologist, Gitanjali

Medical Centre (P) Ltd. Tiruchi.

The Chief Guest Dr. S.Navin delivered lecture on “UROLOGY DETAILS” in

elaborated manner with power point. He also explained that normally this problem

will occur in the old age and difficulties and also the symptoms for this disease

and it will be cured by giving necessary treatment at a right time.

Many engineers raised questions and Doctor explained everything in detail.

Er.R. Krishnamoorthi Former Chief Engineer, PWD explained the treasury

activities in connection with income tax .

Er.A.Veerappan informed that due to rain and subsequent change of place of Press

of Jan – Feb 2016.

2. IMTI Book for improving TN Irrigation facilities – Compilation work.

Er.A.Veerappan informed that as per the request made to Er.K.Manuraj, Director

IMTI allotted Rs.1.00 Lakh for printing the book on proposals / schemes for

improving TN Irrigation facilities. TANSEA has under taken the work of compilation

for which the Director IMTI, Er.K.Manuraj has already issued a Cheque for

Er.A.Veerappan further informed about recent activities of Er.K. Manuraj in his

Capacity as Director of IMTI, Tiruchi.

i) Invited past Directors of IMTI for the function on 27-02-2016 organised for

30th year of completion of IMTI and honoured them.

ii) Arranged two days workshop for PF Engineers for updating Irrigation Planning

& designs

iii) Conducted long pending Governing Council Meeting of IMTI during Nov. 2015

Er.A.Veerappan has circulated a copy of Pamphlets regarding the reason for

delay in executing the Athikadavu and Avinashi projects as prepared by

Er.A.Veerappan, Secretary / TANSEA & Er.N.Kailasapathy Resident Engineer/

TANSEA Guest House and published by the TANSEA.

Er.A.Veerappan also informed about the attending Personal Problems of retired

Senior Engineers such as pensionary benefits and the recent efforts taken by

the Secretary in solving the sanctioning of retirement benefits to Er.Sheela

Lilian Sundaram, SE(Elec) retired recently. He also mentioned that the

individual has not bothered in getting her pay fixed from the post of AEE to SE

and this kind of attitude is not good for getting terminal benefits then and

there.

Tour Programmes

Er.N.Kailasapathy informed that the earlier tour programmes as proposed

could not be implemented due to the unprecedented floods and Cold season.

He has further mentioned the proposed tour Programme as follows.

person (visiting the various temples)

2) 19-04-2016 (one day) visiting the Temples in and around Kancheepuram

visit Coorg, Mysore and Bengaluru Site Seeing.


Er.K.Ramalingam, President TANSEA informed that as per “Arthur Cotton” water

should be saved in various Irrigation Schemes and the yield should be increased

ie 3 to 4 acre as practised in foreign countries especially in China.

Er.R.Radhakrishnan, Former CE, PWD spoke on the various Irrigation proposals in

South Arcot district. He informed that micro level Irrigation will give higher yield.

The Secretary informed that CEC Meeting has been arranged in Tiruchi on

16-04-2016 for discussing Local Regional Minor Irrigation Schemes to be submitted

to Government of TN during 2016.

SEENHOPP Activities to be winded up: Er.S.Chinnappan, Chairman, SEENHOPP

informed that as the real estate business is not encouraging, it is preferable to wind

up the SEENHOPP activities. In this connection he informed that the shareholders

views were sought and about 25 Members has given their consent.

Er.S.Chinnappan informed about the present Financial position and assests available

and this can be continued if the newly joined members comeforward to work.

Er.A.Veerappan requested young Senior Engineers like Er.S.Jeyaraman,

ii. While doing repair / strengthening works, engineers in charge are not coming forward

Dear Senior Engineer office bearers, Sub:- Special activity for the year 2016 – Local Planning – proposals for

minor Irrigation Schemes – requested Best wishes and Greetings to all our Senior Engineer members and their families

in the year 2016.

1. It is strongly felt that augmenting smaller water resources is the only best

solution for our future and that too identifying, planning and preparing minor

Irrigation schemes (locally – in your area of jurisdiction – frequently suggested

and demanded by the stake holders but not implemented by the Government

(including WRO, PWD) due to many other extraneous reasons. In general it is

observed – there is neither concentration nor priority with the provision of funds

from the Government Departments (especially from our present CEs of PWD) to

develop and improve minor Irrigation schemes. We always believe that our CEs

are the real Government, not subordinates as they presume & function.

2. Restoration of rain-fed tanks by deepening, construction of smaller check dams,

revival of supply channels, streamlining smaller streams etc – relevant to the local

area concerned – can be considered by our TANSEA Branch by forming small

working (group 3 to 5) including one NGO and sincere social activists.

3. Similarly creation of Inland waterways near seashore areas can also be considered

for planning, which will act as flood carrier during heavy rains, especially in

Cuddalore, Nagappattinam & Tuticorin Districts

4. We hope that you will be taking all efforts earnestly and sending us a report within

a month, preferably before 29-02-2016 for further follow up action.

Our critical comments

1. This incident clearly demonstrate how our Govt, Govt.Departments (CMDA,Chennai

Corporation, Polution Control Board) including the Green Tribunal Act,when the illgal

encroachments take place before their eyes atrociously. It is expected that they must act

suo moto in unison to stop this day-light encroachment.

2. It also reminds us the necessity of establishing a site office at Pallikaranai Marsh with

adequate staff to prevent such brazen encroachment by bogus land sharks.

We have come to know that the above Auto Biography of

Er.A.Mohanakrihsnan upto 31-12-1984 (till the date of his official retirement on

Superannuation) has been released without any fanfare & intimation.

It is more or less a detailed diary of Er.A.Mohanakrihsnan from the post of AE (then

Junior Engineer) on 24-06-1948 and upto 31-12-1984 as CE(Irrigation & General) of

TNPWD listing out his contributions to the Irrigation Branch of TNPWD including his

notable achievements with his hardwork, sincerity and devotion to duty besides,

maintaining the fair name and status of TNPWD.

We will be writing a detailed note on his autobiography when we receive our Copy .

We extend our appreciations and best wishes for his endeavour at the age of 89 years.
