Eisenhower Fellowships Youth Leader- Philippines Program Against Violent Extremism (PAVE) Community Project Eisenhower Fellowships Youth Leader- Philippines The Program Against Violence and Extremism (PAVE) is an initiative of the Office of the Regional Governor, in cooperation with the LGUs in Basilan, AFP (Joint Task Force Basilan), BYLP, Nagdilaab Foundation Inc., and Eisenhower Fellows Association of the Philippines. It is designed to provide opportunities to members of the Abu Sayyaf Group (ASG) who surrendered and returned to the fold of law, for them to be reintegrated in the society, and encourage more ASG members to surrender. Moreover, the program also seeks to engage communities victimised by recent attacks of the ASG. As of 5 th of May, 2018, the Program Against Violent Extremism (PAVE) has 143 returnees from 89 (last 2017). Various activities had given to the returnees in partnership with the line agencies and programs; 1. AFP (Joint Task Force Basilan) 2. Department of Science and Technology (DOST) 3. Department of Agriculture and Fisheries (DAF) 4. Department of Education- Alternative Learning System (DepEd- ALS) 5. Department of Health (DOH) 6. TESDA 7. Program Against Violent Extremism (PAVE) Community Project

Eisenhower Fellowships Youth Leader- Philippines

The Program Against Violence and Extremism (PAVE) is an initiative of the Office of the Regional Governor, in cooperation with the LGUs in Basilan, AFP (Joint Task Force Basilan), BYLP, Nagdilaab Foundation Inc., and Eisenhower Fellows Association of the Philippines.

• AFP has always been the partner of the PAVE for security and in agricultural activities; a. 1/8-hectare land area in Kampo Dos (Wiril’s group) b. 100-square meter in Macalang, Albarka (Ibs Fernandez group)

2. Department of Science and Technology (DOST)

3. Department of Agriculture and Fisheries (DAF)

• DAF-ARMM-Basilan had land preparation in Buli-buli Sumisip and was ready last April 16, 2018 but it was being cancelled due to no returnees living in the barangay.

4. Department of Education- Alternative Learning System (DepEd- ALS)

• There are 91 returnees (with their family members) enrolees from Sumisip

1. Barangay Guiong, Sitio Campo Dos – 72 enrolees 2. Barangay Guiong, Sitio Baag- 8 enrolees 3. Barangay Sucaten, Sitio Campo- 11 enrolees

Note: Other municipalities’ enrolees are still on the process of data gathering

5. Department of Health (DOH)

• There were 57 returnees checked-up by the DOH-Basilan last April 17, 2018 at Cabunbata, Isabela City.

6. Technical Education and Skills Development Authority (TESDA)

• TESDA has 52 enrolees; Bread and Pastry Production NC II (9 enrolees), Carpentry NC II (11 enrolees) , Dressmaking NC II (10 enrolees) , Shielded Metal Arc Welding NC II (22).

7. ARMM-HELPS/ARMM-BRIDGE

PAVE Profiling and Planting

Macalang, Albarka, Basilan Province May 04, 2018

The PAVE team (Nurhati, Nurfaza and Adzhar) together with the 4th FS headed by Lt. Ron Villarosa and his staff went to Macalang, Albarka in coordination with 74th IB, Barangay Captain Raiza Alano (BLGU Macalang) to conduct the profiling as well as for planting of the seedlings from 4th SFBn.

Due to some errands, the group arrived at 12 noon in Macalang and immediately started the profiling for the remaining five (5) not yet profiled returnees while Lt. Villarosa headed the site validation near the Barangay Hall. As a start of planting, the 100 square meter area was planted by Chili and Eggplant seedlings. Lt Villarosa brought a mini cultivator machine and allowed the returnees to barrow it thru the guidance of the barangay chairman.

At around 3:43 pm the planting was done.

ASG Returnees Profiling and Distribution of nursery plants April 25, 2018 Baiwas, Sumisip, Basilan

Arrived in Baiwas, Sumisip at 3:52 pm, the group welcomed by the returnees who were already there. 4SF Bn, together with the DAF ARMM, PAVE Staffs and Kamakanakan Sumisip Congress participated in the activity. The activity is to profile the returnees and to distribute the nursery plants. The nursery plants were brought through the help of carabaos into the Wiril’s group farm.

After two hours of climbing the two (2) muddy mountains, and crossing the three (3) cold rivers (as it was raining while the team was going to the farm) the team finally arrived in the destination. It was a 1/8-hectare vegetable garden. According to them, they already spent five (5) days to prepare the land for the gardening. They already have their plants, like string beans.

At 5:16 pm, together with the DAF-ARMM and with the help Kamakanakan Sumisip Congress the group started to plant vegetable seedlings; eggplant, ampalaya, chili and string-beans. The area they occupied for their garden was owned by Konyo Iklaman, a returnee. The garden was shared by the 6 of them who were present; Wiril Muril, Amarin Bantili, Kokoy Baliyung and Kaim Iklaman.

The returnees gave their gratitude to the group, and they promised that they’re going to continue what we’ve started. “Sinna kami peggeh tiyah ne takite-kite kami panabang Regional Governor tebi si kami sartah pinaboo si kaam.”(We are glad that we can see now the help of our Regional Governor thru your group who came here).- Wiril Muril.

They also promised that they’re going to take care of the garden. But before the group leave, they were also asking for some help like, farming tools, fertilizers and others. They are willing to accept any help given to them. “Welcome kami si ine-ine gantah patekka bi panabang si kami”- Wiril Muril said. They also want some of them to engage in fisheries if possible.

The activity was successfully ended at 6:47 pm.
