Motion 17-105: Lynn Forster moved that the BOT hire a professional audit firm to con-duct an audit of the 2015 and 2016 years. Scott Kutzley seconded. Passed 8-1.

Motion 17-090: Lynn Forster moved that if the Sheriff has to return an animal to the property owner, there will be a warning for the first offense and a $25 fine for any addi-tional returns. Ken Petry seconded. Passed 9-0.

Dean Miller (Lot #090) reported that the Arrowhead sign is completed. He voiced a concern that the property owners were not made of aware of a special meeting held on the previous Saturday. He also stated that the Constitution is unclear about notifying property owners.

Vicki Presnell (Lot #1061) asked about the current process for dock rentals. Her opin-ion is that everyone should have the same opportunity.

Ruth Sowers (Lot #1067) voiced a concern about the number of volunteers. Only 25 of the couple thousand people who live her gave their time, with 10 of the 25 being chil-dren. She also asked about the status of the mailing that the volunteers help to prepare two weeks ago.

Clem Estrada (Lot #263&264) inquired about the status of the Nominating Committee.Bob O’Connor (Lot #0791.6) asked for clari-fication of the responsibilities of the Nomi-nating Committee.

Keith O’Connor (Lot #1000) expressed con-cerns about a contract employee working for the lake and his payment structure.

Ed Bozeman (Lot #0147) Ed could not per-sonally attend, however, Mike Casimir read a letter that he received from Mr. Bozeman in which Mr. Bozeman voiced concerns about the water plant and the dredging.

Approval of Minutes:Changes to the current minutes were dis-cussed. Content and length of the min-utes, along with executive session minutes and the location of all the minutes. Motion 17-097 was made and failed 3-5, 1-abstained. Motion 17-098 was made to accept the updated minutes with the approved chang-es. Passed 8-1.

Lake Patrol Report:Monthly report as submittedChief Bell reported that there is a (4) four month lead time to get the new patrol vehi-cle.

Manager/Maintenance Report:Monthly report as submittedMr. Casimir presented pricing for several types of dump trucks. Discussion followed. Motion 17-099 was made. Discussion fol-lowed and vote was taken. Motion 17-099A was made and passed 5-4, to table Motion 17-099. Discussion Followed. Motion 17-100 was made and passed 9-0.

Office Report: $62,854.62 received from the collections of bad debt for the March to Sep-tember 2017 timeframe.

Treasurer’s Report:Mr. Casimir presented the CLPOA Opera-tions Budget, highlighting that income is up due to collections and lot sales. He report-ed that the budget is right in line with the 2017 CLPOA Operations Budget. Discussion followed.

Ms. Lohrer reported that income is really good, and General Legal and Professional Services Expenses are higher than the orig-inal budget. Discussion followed.

Committee Report:Constitution, Rules and Regulations:Brian Welch – Chair stated nothing to report

Investments:Lynn Forster – Chair reported that the com-mittee is concerned about the low return and is exploring alternatives.

Lake Drainage, Roads & Dam:Mr. Casimir reported on the ODNR 5 year inspection. • ODNR was very complimentaryabout our maintenance of the Dam• ReportisforthcomingMr. Casimir reported on the status of the roads• ExpecttostartinNovemberweath-er permitting• The 3 main roads, W. Choctaw,Chickasaw and E. Choctaw Dick Hanna reported • The vendor was selected out of 3bids and has good recommendations• The company only does roads, nodriveways or parking lots• The committee looked into thepossibility of adding 2 feet as a walk path, however it was determined to be structural-ly impossible, and significantly more expen-sive• Itawamba and E. Choctaw drainissue is handled under what the board already approvedThe board commended Mr. Hanna for his efforts. Mr. Petry stated that the board approved the drainage bid in the September meeting and

approved the $448,050.21 for the main road repair.

Lake Water Quality:Lynn Forster - Chair reported on an excellent year. Information will be posted on the com-munity blog this week.

Land/Facility & Long Range Planning:Motion 17-101 was made and passed 8-1.

Patrol & Security:Ken Petry – Chair reported• Allstopsignsinplace• Taser issue–ChiefBell ischeckingon costs• Mr. Casimir currently has room inthe budget for the Taser

Personnel:Discussion regarding the personnel hand-book. PTO section needs to be addressed. Mr. Calis and Mr. Casimir will coordinate a meeting to review.

Beautification:Sener Calis – Chair reported removing dead flowers and general upkeep. The garden club is raising funds to replace the gazebo.

Collections:Suprena Lohrer – Chair asked the board to review a payment plan for a property that is in foreclosure. Discussion followed. Motion 17-102 was made and passed 9-0.

Fundraising & Volunteers:Lynn Forster – Chair reported that the paint-ing was completed by 26 volunteers and it is looking great.

Public Relations & Publications:Suprena Lohrer – Chair stated nothing to report.

Recreation:Ken Petry – Chair stated nothing to report. Choctaw Utilities:Scott Kutzley – Chair reported• Testingthewaterwells#1&#2–24hour test, last year was for #3• Hydrants-numberandcostarestillin the gathering info stage• A Choctaw Lake property ownerwon the bid for the CU House and has been working on the renovations.Sewer Report:Brian Welch – Chair stated nothing to report.

Old Business:Ms. Moore reviewed and updated the action items list from September 12, 2017 Board of Trustees meeting.

Audit Committee:Motion 17-103 was made and passed 9-0. Motion 17-104 was made and passed 8-0, with 1-abstained.

Tecumseh Award:Ms. Niemeyer discussed the two different awards, Booster Club Distinguished Service Award and the Board of Trustees Tecumseh Award She explained the guidelines to qual-ify for the Tecumseh Award. Mr. Kutzley sug-gested that the board vote via email in order to keep the results secret until the Property Owners Meeting.

Property Owners: Dean Miller – The special meeting held on the previous Saturday was a workshop for the board to discuss and prepare for the property owners meeting in October. It was a planning session only. The governing doc-uments will be looked into to make sure it is clear when property owners need to be notified. Ken is going to call Dean.

Vicki Presnell – Discussion of the storage, docks and tent rentals is tabled until the November meeting.

Ruth Sowers – The mailing went out today. The two week delay was due to waiting on the final document to be completed. Clem Estrada – Motion 17-104 was made and passed 8-0, 1-abstained.

Bob O’Connor - Ms. Niemeyer provided an explanation of the responsibilities of the Nominating Committee per the Constitu-tion. Last year this committee held a can-didates night, but this is something that the Committee needs to decide.

Keith O’Connor – Personnel issues are han-dled in executive session and the board can-not discuss these personnel issues.

Ed Bozeman – Ms. Niemeyer and Scott Kutz-ley will give Mr. Bozeman a call.

Constitution Rules & Regulations:Mr. Welch will provide recommendations for Section 5 Meeting of the BOT.

Minutes:Discussion on how to abbreviate min-utes. Currently the blog provides only the Motions, with a link to the full minutes.

Santa & Tree Lighting:Usually the 1st Sunday in December. Mr. Petry & Mr. Casimir will get with Mr. Blazer to iron out the particulars.

CUI/CLPOA:Brian Welch suggested a joint committee made up of members from CU & CLPOA with the goal of reviewing the information received and identify where more informa-tion is needed to better understand any cor-porate reorganization. Mr. Welch also added that the County Water Board proposed that the County provide the water to the lake. Discussion followed. The board recom-mended postponing setting up a commit-tee until the new CLPOA board is in place.

Greetings,

I hope everyone had a fun and safe Thanksgiving. Thanksgiving is a time when I like to reflect on the year. It’s been an interesting year for me. Changing careers after 12 successful years with a company was a very difficult decision. Having said that, I am very thankful for the opportunity the community and the CLPOA board has given me. This job has al-lowed me to utilize past skills to help with moving the community forward. More importantly, I have already met many great people that are helping me grow professionally and personally. I can’t wait to meet more residents. Reach out to me if you have anything on your mind, or would like to work together on a community project.

November was a smooth month for the community. Yes, I am referencing our roads! What a great job by all that was involved with the planning and execution of the work. The professionalism from A&B Asphalt is what we should expect, and seek, from all our service partners. Thanks again to the community to have the forward thinking years ago to create a road assessment. Without that, the community would not have be in the position to perform this project, nor in the position to resurface the remaining roads in the future. Great planning!

With the new roads, please be aware of your speed. I know it’s easier for your vehicle to glide down the road without noticing that your speed is over 25mph. However, it’s not a reason to get away with speeding. The patrol staff will continue to enforce the speed limit for the safety of the community.

As we move into winter, the activity of the grounds staff will slow down a bit. The staff is prepared to respond to snow and ice operations as needed. The winter months will be active for planning. We will be working on finalizing our 2018 operations budget and capital needs. Now is the time to set up a successful 2018.

Please take time to become familiar with our community website; especially if you are new to the community. The community website is www.choctawlake.com. There is a lot of useful information available, including community build-ing codes, rules and regulations, and community updates. The communication committee is working on additions to the website. Future additions will include maps of storage units that can be used to see where your space is, and what spaces are available to rent. The community calendar will be utilized in 2018 to inform everyone when events will be taking place. We will keep you posted as additions are made to the website. While checking out the website, please sign up for Choctaw weekly. By registering, you will receive weekly blog post that will keep you informed of community activities.

Madison County Sewer District #2 held their regular quarterly meeting on Tuesday, August 1 at 7:00 p.m. in the Con-ference Room of the Choctaw Lodge.

Members present: John Mitchell, Brian Welch, Dick Hanna, Bob Dana and Jim Moran.

Excused: none

Others present: Tom Taylor & Rob Slane from the Sanitary Sewer District and Craig Smith recording secretary.

John Mitchell called the meeting to order at 7:00 p.m.

Daren & Rhonda Blum (2019 Cherokee Drive) were present to discuss the incident they had with sewage backup in their home. Their basement flooded for about 6 hours until a valve upline was shut off. They have a new grinder pump, about 2 months old, but discovered that a coupling connecting the pump to the grinder was missing and caused sewage to be pumped into their home. Also, there was no check valve to prevent this flow into the house. This incident was considered a back-up situation by their insurance company. Tom Taylor explained that a grommet that goes into the valve was gone. With this seal gone it allowed pressure to go back into the system and it gets into the basin. With the basin lid being sealed tight the water has no where to go and will find the lowest point. Unfortunately, on a shared unit they are the lowest point. There was discussion on locations for back flow prevention check valves to avoid situations like this. The Board decided there needs to be education concerning the type of sewer system within Choctaw for both the insurance companies and homeowners/renters. Brian Welch suggested that information be included in the welcome package for new residents.

Tom reported there was a bump in the flow to the plant during the recent storm but it was much less than previous storms. He feels that the water table has to rise before it is noticed at the plant.

Madison County Administrator Rob Slane reported that the County has been meeting with the state concerning water production but has nothing new to report. The state is wanting to move forward but was unsure of their overhead costs. The County provided cost information to them about running their plant and justify their desire to get rid of it. Rob dis-cussed some of the concerns from Choctaw about whether to accept water from the county, update the existing plant or build a new plant. Some of the numbers being presented to residents appear to be skewed and not realistic.

John Mitchell asked for any additions or corrections to the May meeting minutes. Bob Dana made a motion to accept the minutes. Brian Welch seconded the motion. The minutes were approved.

Tom reported that since March the influent copper has gone from 159 to 362. He said that we met effluent limit during the December testing.

The Board reviewed the financials and delinquent accounts. Tom updated the Board on the Barnes pump failures and the pressure switch issue. He is also looking at the E-One new design pump. The plant filters were rebuilt this year and are running fine. A contractor is redoing some piping in the digesters. The clarifiers are good and may need sprockets replaced next year. The plant is running very good. The collection system however needs more work.

The meeting adjourned at 9:05 pm.

Mindful MothersMindful Mothers would like to thank everyone that attended our 2nd Annual Pink-O-Ween Bunco to End Breast Cancer at the Lodge on October 29. Attendance was even better than last year. Prizes were many and the soup, salad, and desserts were enjoyed by everyone. About $3,000 was sent to the American Cancer Society from our Relay for Life Team. A super start for us! We had 2 raffles. Vickie Berschet won the beautiful quilt that was made by our very own member, Debbie Blaho. Sue Parrish won $168 from our split-the-pot total of $336 which she in turn graciously gave back to us! What a great day! Thanks again to everyone for so much support!!

There were seven (7) members that attended the 97th State Convention of the Ohio Child Conservation Leagues at the Carlisle Inn, Sugarcreek, Ohio on November 3 & 4. (Please see pics.) The theme was “It’s All About the Nest.” Over 200 ladies from all over Ohio were in attendance. There were tours, workshops, business meetings, a fun musical, “Mennonite Girls Can Cook” at the new Ohio Star Theater, Friday Fun Night that included games, trivia, prizes and snacks, a wonder-ful luncheon with entertainment and speaker, Liesta Walker, and ending with raffle baskets and 50/50 drawing. It was a fun two (2) days, Mindful Mothers’ members look forward to next year’s convention at the Doubletree in Worthington on October 26 & 27, 2018.

The next activity of Mindful Mothers was a 35th Anniversary Swim Party on Friday, November 10 at the Prairie Twp. Community Ctr. on the West side of Columbus. Members and guests in attendance had a tour of the building, a water fitness class with an instructor, pizza and an ice cream cake to celebrate 35 years in existence. (Please see pics.) Members also chose a name from the wish list of patients from Essex of Springfield. Each patient is given wrapped Christmas gifts and a tote bag filled with personal hygiene items, which is Mindful Mothers’ December philanthropic activity.
