Enhancing Education through Technology (EETT) Grant NYSED has awarded Erie 1 BOCES another Enhancing Education through Technology (EETT) Grant. This next round of the competitive portion of Title IID, submitted on behalf of its 20 component districts and the non‐public schools within their boundaries, is a comprehensive program focused on Leadership and System Change through Technology Innovation. Building on the knowledge, feedback and successes stemming from the previous (2007‐2009) EETT Grant Program, the new Erie 1 BOCES program will concentrate on developing the leadership qualities of administrators and other educational leaders on a differentiated basis. The grant will focus on the following goals:

Goal #1: to build capacity for educational leaders, specifically district and building

level administrators, to adopt and advocate effective technology integration and 21st century school reform.

Goal #2: to build the capacity of instructional leaders to develop and/or support systemic models of professional development and act as turnkey trainers who support effective technology and 21st century skills integration.

Goal #3: to build the capacity of teachers to create and disseminate high quality

learning experiences aligned to NY State Standards and 21st Century Skills. By focusing the grant’s efforts on developing technology proficiencies, implementing 21st century learning environments, and identifying leadership qualities of administrators and teacher leaders, the EETT grant will build critical mass, achieve system change, and positively impact student achievement.

Western New York continues to emerge as a leading area for technology innovation in education! Building on the knowledge, feedback and successes stemming from the current (2007‐2009) EETT Grant Program, the new Erie 1 BOCES program will concentrate on developing the leadership qualities of administrators and other educational leaders on a differentiated basis.

One of the most exciting initiatives outlined in the new EETT grant is the creation and development of a professional resource website strictly for administrators. The site will contain information, professional development materials including podcasts and vodcasts, articles, research, and other resources to promote quality 21st century school administration. Administrators and instructional leaders will also come together throughout the three‐year project to engage in collaborative discussions and planning sessions centered on issues relating to technology and 21st century skills integration.

The new EETT grant will also provide free professional development opportunities for all teachers in participating districts and non‐public schools. Through a multi‐faceted professional development program, Erie 1 BOCES will assist teachers and other educational leaders in identifying, developing and evaluating innovative learning opportunities that will positively impact student achievement and meet the needs of all learners. A series of workshops, tiered to background knowledge and familiarity with Web 2.0 tools, will be developed and offered in a combination of face‐to‐face and online formats.

In keeping with Erie 1 BOCES’ belief that instructional coaching is a best practice model for professional development, the EETT grant also outlines a program for developing capacity for instructional leaders to serve as instructional coaches for technology integration their schools and/or districts. Educational leaders will have the opportunity to take part in a comprehensive professional development program based on the instructional coaching model promoted by Jim Knight, a respected expert in the field.

Sheryl Nussbaum‐Beach will continue to play an active role, especially in the EETT virtual learning environment. She will also lead two face‐to‐face workshops per year on innovative practices in education. It is Erie 1 BOCES’ hope that the combination of programs to be funded by the EETT grant will not only motivate, challenge, and inspire, they will continue to build capacity for educational leaders to guide their schools/districts into the 21st Century. Administrators play a pivotal role in promoting technology and 21st century skills integration in schools, yet there is a lack of professional development opportunities and resources specifically targeted to administrators. As identified by Hope and Brockmeier (2002 and 2005), administrators must receive professional development that increases both their own technology proficiency and their understanding of the ways in which technology can be most effectively integrated into the curriculum. When educational leaders do receive such training, research shows that there is an increase in technology integration by teachers. Thus, the EETT grant seeks to help build the capacity of educational leaders for planning and supporting effective technology and 21st century integration will drive the professional growth of teaching staff, thus improving the culture and conditions for learning for all students.

D. 1‐on‐1 Coaching & PD Planning facilitated by E1B Coordinators EETT coordinators are available to provide individualized support for planning and implementing staff development in districts.

JIM KNIGHT, Ph. D Instructional Coaching Trainer & Facilitator Jim Knight is a research associate at the University of Kansas Center for Research on Learning. He has spent more than a decade studying instructional coaching and has written several books on the topic including Instructional Coaching: A Partnership Approach to Improving Instruction published by Corwin Press & NSDC in 2007, and

co‐authored Coaching Classroom Management. His newest book, Partnership Learning: Scientifically Proven Strategies for Fostering Dialogue During Workshops and Presentations was published in 2008. Through his work at the University of Kansas, Knight has directed several research projects, including an I.E.S. funded qualitative and quantitative assessment of coaching. He has worked extensively with the Topeka Kansas School district to develop Pathways to Success, a comprehensive, district‐wide school reform project. He also leads the coaching institutes and the Annual Instructional Coaching Conference offered by the University of Kansas. Knight has facilitated professional learning for instructional coaches in more than 35 states, most of the Canadian provinces, and in Japan.

School districts and non‐public school administrators can also schedule presentations and/or workshops developed through the EETT grant. These offerings can be customized to meet the needs of all educators, whether it be by providing grade– or subject‐specific resources or tailoring the activities to meet the diverse levels of expertise of the participants.


21st Century Professional Development 1‐2 hour presentation 21st century technology leaders face the challenge of improving teacher technology literacy in the face of shrinking budgets, limited time, and lack of buy‐in. This session will provide examples, models, and resources to help administrators design effective professional development to meet both district/school goals and individual needs.

Active Learning with Podcasts 3 hour/full day workshop In order to construct meaning and a deeper understanding, students must be actively engaged. Educators need to provide learners with a variety of opportunities to solve problems, communicate understanding, and apply what they have learned to a real life situation. During this workshop, participants will learn how to create, integrate and assess quality podcasts and vodcasts as a type of authentic product of learning.

Active Literacy 3 hour/full day workshop As educators search for effective ways to increase student literacy levels, they are increasingly turning to online technologies. Convenient, user‐friendly, and often free, these tools and resources facilitate quality, active literacy instruction in all content areas. In this workshop, participants will be provided with ways to utilize online tools and resources to teach reading comprehension strategies and writing in all content areas.


Comprehension Strategies for 21st Century Teaching 3 hour/full day workshop The 21st century teacher must adapt the curriculum to meet the needs of the new learner and learning environment. During this workshop, participants will define and give examples of cognitive strategies for deepening comprehension in all content areas. Participants will receive resources, instructional materials, and step‐by‐step technology training on how to plan and facilitate quality learning activities that employ comprehension strategies and effective technology integration to increase student engagement and achievement.

Developing 21st Century Skills in the Classroom 3 hour/full day workshop Effective 21st century skills and technology integration can provide opportunities for learners to actively demonstrate mastery of core academic knowledge, as well as an understanding and awareness of civic and global responsibilities. During this workshop, educators will define 21st century skills with an emphasis on critical thinking & problem solving, innovation & design, and communication & collaboration. Participants will identify instructional strategies and/or activities that engage multiple learning styles and explore ways of implementing them, and discover how technology can enhance teaching. Lastly, participants will construct assessment and evaluation tools that align with ISTE NETS for Students.

Digital Storytelling 3 hour/full day workshop If there is one instructional technique that combines the best of pedagogical practice with an engaging, multi‐modal learning experience, it is digital storytelling. Teachers in every grade and content area are using inexpensive equipment and free software to guide students in creating meaningful, authentic products. In this workshop, participants will explore ways to increase student knowledge and performance through digital storytelling. They will also receive resources, materials, and hands‐on, step‐by‐step training on how to use Flip cameras and free software to create sample digital videos.

Tech Tools for Differentiated Instruction 3 hour/full day workshop Differentiated Instruction is an accepted best practice with proven results for improving student achievement. Many of the new technologies offer educators the means to facilitate the implementation of DI into heterogeneous classrooms. This workshop will introduce teachers to internet‐based and Web 2.0 tools that will enhance differentiated instruction, and provide strategies and resources to turnkey the training to their district or school staff.

Technology, when used appropriately and effectively, can have a significant impact on student achievement. Research suggests that ongoing, scaffolded professional development is integral to successful technology and 21st century skills integration. Focus on 21st Century Skills Every workshop in each of the three levels will focus on a 21st Century Skill. In this way, educators can choose to either take one or multiple workshops at one level, or progress through the levels in the 21st Century Skill Series. The first two series are as follows:

Communication Series Articulate thoughts and ideas effectively using oral, written and nonverbal communication skills in a variety of forms and contexts

Use communication for a range of purposes (e.g. to inform, instruct, motivate and persuade) Utilize multiple media and technologies, and know how to judge their effectiveness a priori as well as assess their impact

Communicate effectively in diverse environments (including multi‐lingual)

Collaboration Series Demonstrate ability to work effectively and respectfully with diverse teams Exercise flexibility and willingness to be helpful in making necessary compromises to accomplish a common goal

What level am I?

The Explorer Level is designed for the educator or administrator who wishes to explore the latest technologies, but who has a very limited background and/or low comfort level with new technology. These workshops are designed to be short in length, slow in pace, highly focused on essential knowledge, and heavily supported. The Explorer workshops will be offered both face‐to‐face and online.

The Pathfinder Level will appeal to those educators who have some familiarity with “the tools” of technology and are ready to begin finding — or creating — their own paths. These workshops will provide direction on “how or where” to begin, assist educators in integrating technology into current units of study, and focus on practical implementation. These workshops will be offered online in a series of four workshops spanning one month.

The Innovator Level is specifically designed for educators who are fluent in new technologies, are comfortable with classroom integration, and are ready to begin a “new design” of teaching and learning. The focus of this series is transforming practice to align with the 21st Century standards. These workshops will be offered online as a series of workshops .


Blogs 101 ‐ Online Blogs allow individuals to voice opinions, share experiences, offer ideas and resources, and communicate with friends, students, and colleagues. This online workshop provides an introduction to blogs for those who prefer to learn at their own pace. The EETT grant has developed an iPod Touch Pilot Program for Administrators to help build capacity. Each public school district has been awarded 4 iPod Touch, non‐public schools will receive 1 device for administrator use. The devices will not only provide administrators with access to the latest technologies, but a wealth of digital resources relating to 21st century school reform circulated through the EETT grant.
