�Covers almost 2 million square kilometers.�The fifth largest country in the Americas.� With an estimated population of 111 million. �It is the 11th most populous country.� The national power utility is CFE (Federal Commission of Electricity).


CFE Characteristics

� CFE has 177 generation plants with capacity of 50,200 MW.

� Mexico has 33 million of electricity meters, 20% are poly-phase meters.

� The average consumption of the 80% of the users is 150 kWh/month, 5 kWh /day. This represents the 20% of the utility's income.


� 12,000 readers.

� Billing process is each 2 months, average billing is 300 kWh.

� The user base grows 1.3 million each year.

� 12% no-technical loses.

� Few CFE offices to receive payments and short labor hours.

� CFE looked for the best technology suitable to Mexican characteristics.

� IUSA is the leader in the manufacture of meters in Mexico.

� With modernization, IUSA has new challenges to face.

� Questions and dilemmas about the right technology for the Mexican market.

� We analyzed several options of communications technologies, systems management.

� Several pilots tests in different states of Mexico.

� None of the existing technology has the necessary requirements for the Mexican market.

� Expensive AMR, AMI technologies.

� Short-lived and changing technology.

� Cost and effectiveness warranted in less than two years.

� IUSA didn’t find a solution that satisfied the requirements.

� CFE wasn’t sure about investing in a wide deployment of new electric meters with a different technology.

� IUSA developed a new system of electric meters to satisfy the needs of the Mexican market, which are:


� Low product cost.

� Low installation cost.

� Meters with an outage included.

� Measurement and reporting components in the same meter.

� Energy-saving.

� Two ways user-utility communication.

� Easy to use.

� Can operate in prepayment or post-payment mode.

� We researched the technologies available in the market.

� We decided to develop a prepayment technology because:

–Code-Technology is one-way and requires a keyboard to enter codes to the meter which makes it vulnerable.

� Card Technology can be two way with a chip, but this technology requires a slot in the meter.

� Remote reading technology with RF or PLC, works in two ways, but it has a high installation and communication cost.

One interesting alternative was found:

� The use of proximity cards with two-way communication technology

� Without slots and keyboards in the meter.

� It price is lower that the AMR and

� It is perfect for low income users.

We called this technology the

� It is composed by a solid state electricity meter and a contactless smart card that works in a two-way communication.

� Measures the consumption of electricity, water and natural gas.

� Diminishes the financial and operating costs of utilities.

� Facilitates a better consumption control for the consumer.

� Allows the user more payment options.

� Can operate either in post payment or prepayment mode.

� Eliminates reading and billing cost $.

� Eliminates the connection and disconnection cost $.

� The Utility does not lose contact with the user, as the meter data updates each time the user recharges the smart card.

� The meter is installed in the same base of the actual meters.

� Doesn't require any preparation or to add a new communication system cost.

� The management system can transfer the meter’s data to the billing system of the utility.

� The users CONTROL the payment and consumption in accordance to their income.

� This system generates the culture of “if you save energy (water or gas) you save money”.

� This system avoids surprises of high payment amounts in the bill.

• The user can consult the amount of money equivalent of the energy that the meter register using a SMS service.
