TITLE: ENGINEERING DESIGN AND REVIEW

PURPOSE: To ensure that all VALCO Capital and Major Maintenance Projects are designed and implemented to meet the customer’s request, while meeting all

applicable safety, industrial hygiene and environmental requirements.

SCOPE:1) To provide a forum for the review of all engineered projects (Capital, Major

Maintenance and Routine Maintenance).2) To ensure customer participation or indulgence in the implementation of

engineered projects.

PROCEDURE:

JOB REQUEST TO ENGINEERING

Project overviews can be filled out by anyone requesting engineering assistance. They should include as much details as possible and be given to the Area Engineer for estimates. Based on the estimates, the equipment or system owner shall include any financial benefits (ROI, capital avoidance, etc.) in the project overview.

ASSIGN TO ENGINEER

The completed project overview will be submitted to the Area Engineer who will be responsible for the project, and to the Engineering Manager for budget control. If requested, the Engineering Manager will assign an Engineer who will complete the project.

PROJECT REVIEW

The project engineer will organize an initial review team consisting of the delegates, as appropriate, of:

a. Maintenance personnel – supervisory and non-supervisoryb. Technical personnelc. Requestor/Owner personnel – supervisory and non-supervisory

To review the request, using the Engineering Design Review Checklist and make a recommendation on the project feasibility.

MANAGEMENT APPROVAL

The initial review shall be attached to the RFI or MM request form. In some cases, funds approval might be required before initial reviews can be completed. In those cases, the Engineering Manager may approve a separate review schedule.

BUSINESS PLAN PRIORITY

Project priorities will be determined in concert with the business planning process.

THE DESIGN CONTROL SPECIFICATIONS

The project engineer will write the DCS in conjunction with the requestor, checking it against the Engineering Design Review Checklist.

DCS APPROVAL

The technical team consisting of representatives of the following, as appropriate:

a. Engineeringb. Maintenancec. Technicald. Requestor/Owner

will review and approve the DCS in conjunction with the Engineering Design Review Checklist.

WRITE RFIThe project engineer will write the RFI, using the input from various departments as required.

RFI APPROVALThe project engineer will route the RFI for management approval.

REVIEW BUSINESS PLAN PRIORITYThe project engineer will verify the business plan priority.

FORM PROJECT MANAGEMENT TEAM

For large and/or complex projects, the project engineer, in conjunction with the owner, will organize a project management team, consisting of representatives of the following, as appropriate:

a. Accountingb. Productionc. Planningd. Purchasinge. Safetyf. Technicalg. Special Projectsh. Maintenancei. Project Engineer

who will oversee the project. The owner or his/her representative will be the project champion.

PERFORM DETAILED DESIGNThe project engineer will oversee the detailed design.

DESIGN REVIEW AND APPROVALThe project engineer will review the design with appropriate representatives from the initial review and project management teams to ensure that the design meets the DCS and the Engineering Design Review Checklist prior to construction.

FORM IMPLEMENTATION TEAM

The project champion will head an implementation team consisting of representatives of the following, as appropriate:

a. Requestor/Ownerb. Special Projectsc. Maintenanced. Planninge. Engineering

to construct the project.

BEGIN CONSTRUCTIONThe project engineers will hold routine construction review meetings with the implementation team as requested by project champion.

PRE-COMMISSIONING APPROVAL

The implementation team will review the completed project using the Engineering Design Review Checklist.

START-UP/COMMISSIONINGThe project champion will be responsible for commissioning.

SIX MONTHS AFTER COMMISSIONING REVIEWThe project champion will organize a review by the Project Management Team to verify safety conformance and project performance.
