I made the background by adding a green coloured gradient overlay over a plain white background

I used the shape tool to add the banner across the bottom and the puff. I also added an outer glow to the puff

I used the text tool to add text to the banner and puff as well as the masthead. I also added an outline to the masthead to make it stand out more

I made the background on photoshop using the gradient and brush tools and added the main image which I had already cut round on photoshop
