A tourist from the Netherlands who has long lived at Villa Kurnia at Jasri Kelod, Karangasem, Helga Hoffman, 74, made a report to Karangasem Police, Monday (May 20). The victim reported to have lost his money worth EUR 1,250 or ap-proximately equivalent to IDR 16 million.

Total money stored in the safe deposit box was worth EUR 2,755. Hoffman actually had known if some of his money had lost on Thursday (May 9). But at that time, he had not reported the case to police because he thought it was taken by his family member. On Thursday afternoon the victim was about to take money to be exchanged to money changer. How shocked he was because most of the money had lost. He then asked his son and daughter-in-law who had taken the money. However, nobody knew it and nobody admitted to have taken it. Being upset, the victim reported the case to Karan-gasem Police.

Police said the victim lost his money be-cause the deposit box used to keep the money was placed in the warehouse, so that it often escaped from scrutiny. Due to the incident, the victim suffered a loss valued at IDR 16 mil-lion. (013)

It was revealed by Chief of Traffic Affairs of Klungkung Po-lice, Slamet HS, Monday (May 20). He admitted all the traffic lights on Jalan Bypass Prof. IB Mantra in Klungkung area were indeed problematic. Other than going out, the only functioned traffic light at the Tihingadi intersection was even chaotic. “Having been checked, in fact the red light comes on longer than the green light. Besides, the timer of one path with the others was so chaotic so that it often kindles congestion,” he said.

The Chief of Traffic Affairs who had just filled in the position in the Klungkung Police for one and a half month said the entire

traffic lights in Klungkung region should be enabled and reset in order to function optimally so that the traffic flows could run smoothly. In addition, provision of the street lighting should be accelerated to reduce the number of traffic accident, especially at night.

Related to that matter, Slamet said his party had made coordi-nation with relevant agencies, such as the Klungkung Trans-portation, Communications and Informatics Agency and the Bali Province. The coordination was made by submitting a letter con-taining traffic engineering advice to Klungkung Transportation Agency and forwarded to Bali

Transport Agency. However, the suggestion seemed to have not been realized yet by relevant agencies because so far the traffic light was still chaotic and street lighting had not been installed.

As anticipation, the Traffic Affairs of Klungkung Police then assigned personnel at road section having dense traffic condition such as at the Tih-ingadi intersection. “We can only make suggestions, while the action lies in the relevant agencies. We do hope our sug-gestions can be immediately realized so that traffic accident rate on Jalan Bypass Prof. IB Mantra will not increase,” he concluded. (kmb31)

Existence of Jalan Bypass Prof. IB Mantra in Klungkung County was very worrying. For long time, the traffic light had not been functioning and lacked of street lighting. This condition was feared to increase the number of traffic accident, especially at night.

Tabanan (Bali Post)—

The number of damaged elemen-tary school building in Tabanan is ever growing. The latest data indicate that 72 elementary school buildings are in dam-aged condition. Among them, 14 schools belong to severely damaged category. Due to lack of budget, repair to the damaged school buildings should be undertaken by degrees. Meanwhile, the remaining number should be waiting for the help from central government.

Among the severely damaged el-ementary school buildings, they include totally 42 classrooms. The worst condi-tion is experienced by SDN 2 Senganan elementary school, Penebel subdistrict, while the remaining schools scatter in all the subdistricts. “Based on the recent data collection, 14 buildings are severely dam-aged, while the remaining 58 schools are moderately damaged,” said the Head of Tabanan Education Agency, Putu Santika, last week. The severely damaged build-ings required a budget worth about IDR 5.04 billion for the repair.

We cannot afford such budget alone,” he added. For moderate rehabilitation, said Santika, would be given to 50 elementary schools this year. The remaining 8 schools would be continued next year. Hopefully, with this improvement, the elementary school buildings could meet the minimum service standards of the education. As targeted, all the schools in 2015 started from elementary to high school/vocational school could meet the standards ranging

from the building, teachers to the other supporting facilities.

Many badly damaged elementary school buildings forced a number of schools to install partition to their class-room as made by the SDN 2 Senganan elementary school. The remaining two classrooms should be used in turn and then occupied by two different class groups. As a result, the learning process could not be maximal. According to Santika, rehabilita-tion to the school would be starting next July where the budget would be taken from the Tabanan Amended Regional Budget 2013.

Aside from repairing damaged build-ings, said Santika, his party also focused on the procurement of school library. As the latest data, at least 140 schools had not possessed a library building. Of the number, most were in elementary school. “Procurement of library is also financed by regional budget, including the assistance from central government,” said Santika. According to him, the library service was absolutely necessary for every school because the facility was a supporting factor for the success of learning process. (kmb30)

DENPASAR - The plan of sub-sidized fuel price hike to IDR 6,500 per liter was ascertained to hamper the economic growth of Bali. This internal factor would also lead to inflation due to price hikes. It was revealed by the academician from the Udayana University, Prof. Dr. Wayan Ramantha, in a business gathering entitled the Revival of Balinese Businessmen, Monday (May 20) in the Bank Indonesia, Denpasar.

He said many internal factors would hamper the economic growth to the fullest. This year, the gov-ernment would raise the price of subsidized fuel. It would trigger inflation. “We also have to be re-alistic if all these issues will slow down the economy. Target of the national economic growth is revised from 6.8 percent to 6.5 percent,” he said.

According to him, this year a lot of pressures would be maxi-mally inhibiting the economic growth. External and internal fac-tors would hamper. Besides, the global economy had not fully re-covered, and even some countries still had minus economic growth. A number of European countries becoming the market of Bali were still stagnating.

Nevertheless, the economic growth of Bali in 2013 would be at moderate rate. This year, the Bali’s economy would grow at 6.7 percent to 7.1 percent. “We expect the economic growth will be in the range of 6.7 percent or moderate target,” he said.

He mentioned that a number of international events became the hopes for Bali, such as the APEC Summit and the other major events.

It was disclosed that with the eco-nomic growth at 6.7 percent the economy of Bali would be very good considering the number of hampering factors as mentioned earlier. “The most feasible growth for Bali in 2013 is 6.7 percent,” he said.

Deputy Chairman of the Cham-ber of Commerce and Industry (Kadin) Bali, Ida Bagus Nyoman Sudewa, stated that Bali’s eco-nomic growth in 2013 would still be under 7 percent. He estimated

the growth of Bali’s economy lay in the range of 6.7 to 6.8 percent. A number of infrastructure projects could not boost the growth more than 7 percent. “It is difficult to achieve the target growth if only relying solely on the infrastructure projects and consumption alone,” he said.

He also stated the growth rate at 7 percent supported by investment of IDR 22 trillion was still slightly difficult. However, as the board of the Chamber of Commerce and

Industry, the community, busi-nesses and the government should still have a sense of optimism on the economy of Bali. “We hope that Bali’s economy continues to improve,” he said.

Bali’s economic growth in 2013 was designed at 7.01 percent. This target indicated the optimism. Eco-nomic growth in 2013 was higher than the achievement of economic growth in 2012 lying in the range of 6.8 percent.

In order to achieve the economic

growth of 7.01 percent, it was re-quired an investment of IDR 22.2 trillion. Target of the economic growth at such figure referred to the Medium Term Development Plan of Bali (RPJMD).

The Bureau Head of Economic Development, Bali Regional Sec-retary, Gede Suarjana, delivered the targeted amount of invest-ment this year was greater than the amount of investment in 2012 which reached IDR 18.84 trillion. (kmb27)

Sudarsana, in Denpasar.According to him, the number of

unlicensed job training institute in Bali had not been in worrying con-dition. However, his party would continue to reduce and accredit them in order not to harm the labor. The job training institute in Bali totally reached 336 and only 11 percent had been accredited.

“The unlicensed institute only amount to a few because we already have supervision and their presence cannot be justified. Related to the accreditation, indeed only a few of them have got it as costing quite expensive,” he said.

It was said his party would plan to conduct an accreditation to the job training institute as many as possible, so that it could give positive impact to the labor coming from Bali. “The accreditation will be undertaken in degrees. This year, a total of 10 job training institutes are going to be accredited. This amount increases every year,” he said.

Apart from having no permit,

Chairman of the Bali Accreditation Committee for Job Training Insti-tute, Made Juana, said that currently there were educational institutions that had not been accredited so that they would have an impact on the training patterns and quality of the labor output.

“Only a few job training insti-tutes have been accredited due to restricted financial capability for the accreditation process. As a result, many institutes are not optimal in producing skilled workers and the competence quality of the workers is inferior,” he said.

He explained the training pro-gram should refer to the Indonesian

National Occupational Competency Standards (SKKNI) and the Compe-tency Test. It was the implementa-tion of the Government Regulation No.31/2006 regarding the national vocational training system.

“All this time, the programs of job training institute have not owned a clear reference of standard and the institution are also often difficult to place their prospective workers,” he said.

He added that all this time most job training institutes in Bali en-gaged in the field of tourism and tourism supporting sector such as language training, automotive engi-neering and computer. (kmb27)

They were the students and faculty from the Department of Craft and Fashion, the Indonesia Institute of the Arts (ISI) Denpasar. The works of art on display in the form of sculptures, wood carvings, ceramics, batik, fabric and fashion were the results of illustration work. The exhibition was opened by the Rector of the ISI Denpasar, Dr. I Gede Arya Sugiharta, Sunday (Apr 28). “This exhibition is an oppor-tunity to display and distribute the creativity, in addition to disseminat-ing the programs owned by the ISI Denpasar,” he said.

A fake money dealer named Suyatno alias Eko Suyatno alias Sujanto from Lumajang was captured by Directorate of Special Criminal Detective of Bali Police. He was arrested after police conducted a raid to Hotel Jaya Dwipa on Jalan Pidada, Ubung, West Denpasar, Monday (May 13). At least, 34 sheets of fake money of IDR 100,000 denomination and 15 bundles of money labeled with souvenir toy were seized by police as evidence.

A source in police station told on Monday (May 20) the reveal of the case was triggered by rampant circulation of fake money in Jakarta and surrounding regions. By all means, the circula-tion would also spread to Bali, so that police intensified the surveillance. Moreover, there was information if a fake money dealer would be coming to Bali. “Police immediately perform an investigation to the field,”’ said the source who denied his name to be published.

Some personnel of criminal detective were assigned to the field. Under leadership of the Chief of Fake Money Unit, I Made Endi, they spread as well as found out the information related to the person that would come to Bali carrying the fake money. Having investigated for a few days, the suspect’s name and address could be revealed. “Last position of the suspect was at the Hotel Jaya Dwipa on Jalan Pidada, Ubung, West Denpasar,” he told reporters.

Police immediately targeted the hotel and conducted a raid into one of the rooms. Inside, the suspect was arrested without resistance. Based on the results of search, police found 34 sheets of fake money of IDR 100,000 denomination. They totally amounted to IDR 3.4 million. Not only that, police also secured 15 bundles of money labeled with souvenir toy. “The suspect just arrived in Bali and was still waiting for buyers of the fake money,” he said.

Having been examined, the suspect admitted if he got the fake money from someone. However, the person was still be-ing pursued so far. “The supplier is still under investigation,” he said. Meanwhile, Spokesman of Bali Police, Hariadi, when asked for his confirmation last Monday claimed to still check it out. “Later, if the data are available, we’ll let you know,” he said last Monday. IN order to increase the read-ing interest and enthusiasm among the public, many efforts have been implemented by the government. One of them is by holding a roving library by means of vehicle. Roving library is intended for better targeting the rural communities in Bali.

“To increase the reading interest, we still continue the roving library program. We’ve got 2 operating vehicles and strive to reach villages all over Bali. Yesterday, we went to Buleleng. We were looking for a re-mote village, so that they knew the li-brary,” said the Head of Bali Library and Archives, Luh Putu Haryani, in Denpasar, Monday (Mary 20).

She said that appreciation of rural people to roving library was very good. “Response of the com-munity is pretty good. Even, they asked us to increase the number of existing collections,” she said. Readers of the roving library were dominated by school children. To that end, her party was always trying to add to the collection of books and presented fresh reading materials as well as fiction books aside from textbook.

In harmony with the development of technology allowing people to access reading material via the inter-net, Haryani added, the existence of library remained to become a place

to get a complete literature. “Both are good and with the existence of Internet we use it simultaneously with the library. Not all subjects can be obtained from the Internet. Mean-while, people sometimes also want to see the book directly,” he said.

She added that people’s visit to the library so far had been increas-ing. Even, the visit was not only from the region but also from out-side the region such as East Java and Kalimantan. COINCIDING with the Kun-ingan feast day, the residents of Timbrah hamlet, Paksebali village, Dawan, Klungkung, carried out the Dewa Masraman tradition in the Panti Temple of local hamlet. Such heroic tradition drew the attention of thousands of residents and for-eign tourists under the flushing of heavy rain. Nevertheless, the deities remained to dance with hundreds of palanquin bearers.

Originally the tradition took place as usual. It was begun with deities symbolized with seven palanquins invited to come for purificatory rite to Unda River or Segending Park escorted by devotees. Then, all the deities came back to the temple. Having arrived, the deities were escorted to dance as a form of togetherness of the pilgrims vener-ating the Panti Temple at Timbrah hamlet. Then, it was resumed with rotating procession for three times at the axis or center of the outer-most temple courtyard as a form of catus pata. The procession was then called murwa daksina or rotating

clockwise. According to the priest of Panti Temple at Timbrah hamlet, Jro Mangku Mustika, the rotation for three times symbolized the cycles of human life on this world namely the birth, life and death.

After the rotating clockwise, it was continued with masraman pro-cession, so that the previous ritual gradually changed. In the previous dance, the palanquin was carried by two bearers, but when coming into the masraman procession, many people were allowed to bear it with-out restriction. It was the pinnacle of Dewa Masraman ritual taking place heroically and accompanied with the baleganjur gamelan music played by other devotional pilgrims. Pinnacle of this ritual was called ngambeng, where all the palanquins were re-united. At that time, hundreds of resi-dents bearing the palanquins pushed one another. In the meantime, the baleganjur gamelan music was even played more loudly to make the pro-cession look more exciting.

Before ending the procession, it was flushed by heavy rain so that

the crowd dismissed. Meanwhile, the ngambeng procession itself continued under the heavy rain. All the bearers looked more and more excited. Spiritually, the procession was an expression of homage to all the deities called the Sapta Rishi. Of the seven palanquins, one was not included in the ngambeng proces-sion, namely the one of Ida Bhatara Putra Jaya because he was the elder among the six other deities. “At that time, Ida Bhatara Putra Jaya was accompanied by rejang dancers as a symbol of angel manifestation,” said Jero Mangku Mustika.

According to one of the royal figures of Klungkung Grand Pal-ace, Tjokorda Bagus Oka, Monday (May 20), the proposal was legiti-mate to do, especially for the pres-ervation of Kertha Gosa. “As long as it complies with the provisions, I support if the Kertha Gosa is made a cultural heritage, so that the site is well maintained. Chapter III, article 5 described about the criteria of cultural heritage

regarding the building or structure that could be proposed to be included in cultural heritage. Any object, building or structure could be considered a cul-tural heritage if they met the criteria, had been 50 years old or more, repre-sented the style of the shortest of 50 years old, had a significant meaning to history, science, education, religion, and/or culture as well and had a value for strengthening the national cultural identity.

Meanwhile, Chapter 98 of article IX explained about the funding for the preservation of cultural heritage that became a shared responsibil-ity among the central government, local government and community. Financing as referred to in the article was derived from the State Budget, Regional Budget, results of the use of cultural heritage and/or other legitimate and unbinding sources in accordance with the legislation.

Having referred to the criteria of cultural heritage, Kertha Gosa seemed to be qualified for becoming one of the cultural heritages, at least a cultural heritage in the county level. In accordance with the requirement of cultural heritage for county level in article 44, Kertha Gosa represented a distinctive style, high-level of ex-tinction, high scarcity of type and/or limited type. The ruling late Monday threw into disarray a process that had been hailed as historic for delivering the first guilty verdict for genocide against a former Latin American leader.

Constitutional Court secretary Martin Guzman said the trial needs to go back to where it stood on April 19 to solve several appeal issues.

The ruling came 10 days after a three-judge panel convicted the 86-year-old Rios Montt of genocide and crimes against humanity for his role in massacres of Mayans dur-ing Guatemala’s bloody, 36-year civil war. The panel found after two months of testimony that Rios Montt knew about the slaughter of at least 1,771 Ixil Mayans in the western highlands and didn’t stop it.

The tribunal sentenced the 86-year-old former general to 80 years

in prison, drawing cheers from many Guatemalans. It was the first time a former Latin Ameri-can leader was convicted of such crimes in his home country and the first official acknowledgment that genocide occurred during the war — something the current president, retired Gen. Otto Perez Molina, has denied.

Rios Montt’s lawyers immedi-ately filed an appeal, and he spent three days in prison before he was moved to a military hospital, where he remains. The top court on Mon-day said it threw out his conviction because the trial should have been stopped while appeals filed by the defense were resolved.

Defense lawyer Francisco Gar-cia Gudiel told The Associated Press by telephone that he would seek the former dictator’s freedom on Tuesday.

“There is no alternative,” Garcia said. “The court has made a legal resolution after many flaws in the process. Tomorrow we will ask that they liberate the general, who is being imprisoned unjustly.”

Representatives of the victims who testified against Rios Montt couldn’t be immediately reached for comment.

The proceedings, which started in March, had been whipped back and forth ever since April 18, when a Guatemalan judge ordered that the trial should be restarted just as it was nearing closing arguments.

Judge Carol Patricia Flores had been recently reinstated by the Con-stitutional Court after being recused in February 2012. She ruled that all actions taken in the case since she was first asked to step down were null, sending the trial back to square one.

TUNIS, Tunisia — Tunisia’s Health Ministry says a 66-year-old man has died after being infected by the new coronavirus following a visit to Saudi Arabia.

The ministry’s statement re-ported that his son and daughter were also diagnosed with the virus but have been treated and since recovered.

The cases are the first for Tunisia and indicate that the virus is slowly

trickling out of the Middle East, where more than 30 cases have been reported. There have been at least 20 deaths from the virus worldwide.

The Tunisian, a diabetic, had been complaining since his re-turn from a trip to Saudi Arabia and Qatar and died from acute respiratory distress at a hospital in Monastir.

The new coronavirus is related to SARS, which killed about 800 people in 2003, mostly in Asia.

GUATEMALA CITY — Guatemala’s top court has thrown another curve into the genocide case of former dictator Efrain Rios Montt, overturning his conviction and ordering that the trial be taken back to the middle of the proceedings.

Oklahoma Gov. Mary Fallin deployed National Guard troops to assist with rescue operations and activated extra highway patrol officers.

Fallin also spoke with President Barack Obama, who declared a major disaster and ordered federal aid to supplement state and local recovery efforts.

“Hearts are broken” for parents looking for their children, Fallin told a news conference.

At Plaza Towers Elementary School, the storm tore off the roof, knocked down walls and turned the playground into a mass of twisted plastic and metal.

Children from the school were among the dead, but several students were pulled alive from the rubble. Rescue workers passed the survivors down a human chain to the triage center in the park-ing lot.

James Rushing, who lives across the street from the school, heard reports of the approaching twister and ran to the school, where his 5-year-old foster son, Aiden, attends classes. Rushing believed he would be safer there.

“About two minutes after I got there, the school started coming apart,” he said. The students were sent into the restroom.

A man with a megaphone stood near a Catholic church Monday evening and called out the names of surviving children. Parents waited nearby, hoping to hear their sons’ and daughters’ names.

Don Denton hadn’t heard from his two sons since the tornado hit the town, but the man who has endured six back surgeries and walks with a severe limp said he walked about two miles (three kilometers) as he searched for them. As reports of the storm came in, Denton’s 16-year-old texted him, telling him to call.

“I was trying to call him, and I couldn’t get through,” Denton said.

Eventually, Denton said, his sons spotted him in the crowd. They were fine, but upset to hear that their grandparents’ home was destroyed.

years after an enormous twister ripped through the city of Joplin, Missouri, killing 158 people and injuring hundreds more. On Mon-day, Joplin organized a team of about a dozen police and firefighters to assist in Moore.

Joplin City Manager Mark Rohr said his community remembers the assistance it received in 2011 and feels an obligation to lend a hand in Moore.

That May 22, 2011, tornado was the deadliest in the United States since modern tornado record keeping began in 1950, according to the National Oceanic and Atmospheric Administration. Before Joplin, the deadliest modern tornado was June 1953 in Flint, Michigan, when 116 people died. Country music star Toby Keith, who grew up in Moore, saidhis hometown would persevere.

if Mercedes was disappointed by the smaller-than-expected scale of Pirelli’s changes, motorsport boss Toto Wolff said: “If you struggle with the tyres, like we obviously do, you can’t expect the FIA to change the rules for your own benefit. “This is why Lotus and Ferrari don’t want the tyres to change.

“The one critical issue is of safety. We’ve seen tyres delaminat-ing and none of us wants to have a safety issue.

“As long as the tyres are safe enough, I am sportsman enough to say that we should just make the car function on the tyres. The safety is my concern.”

CHARLOTTE, North Carolina — Charlotte Bobcats owner Mi-chael Jordan is changing his team’s name to the Hornets, said a person familiar with the situation.

The person said Jordan will detail the timetable for the change to be completed at a news conference the Bobcats have scheduled for Tuesday. The person spoke to The Associated Press Monday on condition of anonymity because the name change has not been publicly announced.

NBA deputy commissioner Adam Silver previously said it would take “about 18 months” for the Bobcats to change their name. That means Charlotte could once again become the Hornets by the 2014-15 season.

The Hornets resided in Charlotte from 1988-2002 before then-owner George Shinn moved the franchise to New Orleans. The New Orleans Hornets recently changed their name to the Pelicans.

Silver said in an April interview if the Bobcats decided to change their name to the Hornets it would be “an enormously complex process and a very expensive process for the team. From everything to the uniforms, to the building, to the letterhead to the signs on the offices — all of that has to be taken into account.”

While he didn’t estimate how much the change would cost, Silver did say the fact that the league owns the rights to the name Hornets could help speed up the transition process. “I’ll let (the Bobcats) speak to their own time line, but we’re supportive of whatever they do,” Silver said in April.

The Bobcats conducted a Harris Interactive poll in January to determine if fans were in favor of a name change. The Bobcats have never announced the results of those polls.

The name Bobcats originally incorporated the first name of the team’s initial owner, Bob Johnson, who later sold the team to Jordan in 2010.

In February, Jordan weighed in on the idea of changing the team’s name to the Hornets in his monthly “Chairman’s Corner” column on the team’s website, but was non-committal on his intentions.

MADRID - Jose Mourinho will quit Real Madrid at the end of the season after coming to a mutual accord

with the Spanish club that brings to an end a disappointing three-year stint by his high standards.

The Portuguese’s imminent depar-ture, three years before his contract

expires, will add fuel to widespread expectations he is poised to return to former club Chelsea.

While Real have yet to name a successor, president Florentino Perez

confirmed the club had approached Paris St Germain to ask about the availability of Carlo Ancelotti.

“After the talks with our coach Jose Mourinho we have reached the agreement to end the contractual re-lationship at the end of this season,” Perez told a news conference at Real’s Bernabeu stadium after a board meet-ing on Monday.

“Both the club and the coach agree that it is the right moment to end this relationship,” the construction mag-nate said, adding Mourinho would not receive a payoff. The club have two La Liga games left to play this season and Mourinho’s final match in charge will be at home to Osasuna the weekend after next.

Real’s move for Italian Ancelotti, who has told PSG he wants to leave, had been rejected by the French champions but he was not the only candidate, Perez said. “We have not agreed any pre-contract with any coach. That is a job for the next few days. It is not an issue we will resolve tomorrow,” he said.

PSG sporting director Leonardo said on French radio on Monday the situation with Ancelotti, who has an-other year to run on his contract, had not changed.

“It is important to continue what we have started,” Leonardo told RTL. “That’s why we will still try to keep Carlo.”

TIMIKA/JAKARTA - The death toll from a mine tunnel collapse in eastern Indonesia has risen to 21, the US operator said Tuesday, as rescuers searched for another seven workers now also presumed dead.

The accident happened on May 14 at Freeport-McMoRan’s Gras-berg, one of the world’s biggest gold and copper mines in mountain-ous, remote Papua province, and 10 workers were rescued alive soon afterwards.

Search teams pulled another four bodies out of the rubble overnight, taking the confirmed toll to 21, according to a statement from Free-port’s Indonesian subsidiary.

Rescue efforts have been slow due to the unstable situation at the tunnel, with rocks continuing to fall from the roof.

Freeport-McMoRan president and chief executive Richard Adker-son arrived on site at the weekend to visit the injured workers and the families of those still buried, and hundreds have held prayer ceremo-nies in Papua and Jakarta.

Indonesian President Susilo Bambang Yudhoyono said on Monday that the government would “carry out a thorough investigation into the cause of the disaster, the

technological factors, and whether there was any negligence”.

Operations have been halted at the mine since last week as a mark of respect for those affected by the accident.

Workers demanding safer condi-tions were blocking a road leading to the facility for a seventh day, us-ing heavy machinery, such as dump trucks, and planks of wood.

The tunnel was part of an un-derground training facility, not one of the mining areas. The 38 people inside at the time of the accident were direct employees and con-tract workers undergoing safety training.

Government to investigateThe Indonesian government will

conduct investigation into the col-lapse of an underground training facility at a US-owned PT Freeport Indonesia mine in Papua soon after evacuation process is finished, Jero Wacik said.

“Yes, we will audit the mine’s safety system. Now mining inspec-tors have already been there but their main task now is evacuating the victims. All of the victims must be evacuated. It is believed no survivor will be found. We will take care of it first. That is number one priority although investigation

is continuing,” Minister of Energy and Mineral Resources Jero Wacik said at the presidential palace here on Tuesday.

He said besides sending in-spectors he would also summon PT Freeport leadership to ask for explanation about the incident and assure that the rights of the victims are met.

“It would be done immediately. Perhaps it will be done today or to-morrow. I have already summoned them. I side with the workers. Cer-tainly the huge company must be held responsible and I have seen it has shown responsibility but I still expect more from it,” he said.

Wacik said he immediately sent three mining inspectors followed later by the director general of min-ing and mineral resources immedi-ately after the incident happened.

“Upon returning I heard their reports and it was found that the incident was not like the one that happened in Chili several years ago. In Chili the workers are trapped while in Freeport the tunnel caved in and they are buried,” he said.

“To evacuate the victims drilling equipment is needed because the access is blocked by rocks. I have seen the picture. So, when drilling is done rocks fell. It is very dangerous and so it must be done carefully,”

he said. He said seven bodies were able

to be evacuated on Tuesday and so seven other bodies were left.

He said the National Search and Rescue team predicted they could all be evacuated by Wednesday or Thursday.

The minister denied that PT Freeport had not been open with regard to the evacuation process.

In connection with the incident he had summoned board members of PT Aneka Tambang to ask them to check all its underground mining locations and assure their safety.

Police arrests key people-smugglerMohammad Abdi, 36, was de-

tained at an apartment in Jakarta on Monday along with two other Iranians, said Nani Rusiani, a senior officer in the police’s anti-smuggling taskforce.

“Abdi plays an important role in the people-smuggling busi-

ness,” Rusiani told AFP.“He travels at least five times

a month to Indonesia from Aus-tralia to arrange boat trips.”

Rusiani said police tracked Abdi down after they detained in west Java on May 8 a man called Habid Abdullah, who was work-

ing for Abdi, along with some 30 Iranian asylum-seekers who were about to head to Australia.

Abdullah told police that Abdi had given him 115 million ru-piah ($11,700) to arrange the voyage.

Australia is struggling with

a flood of asylum-seeker boats, mainly from Indonesia, with ar-rivals topping a record 16,000 last year.

The boats are usually rickety, overcrowded fishing vessels and several have sunk in recent years, killing hundreds of people and underscoring the perils of the journey.

Abdi, who has a wife and son in Melbourne, denied he was a smuggling kingpin when con-

fronted by the The Australian newspaper after his arrest.

“Where are the people?” he said. “I am living in Melbourne now, my family is in Melbourne and 10 months ago I am coming here (Jakarta) for business.”

Abdi said he travelled to Aus-tralia from Indonesia two years ago as a UN-registered refugee. The Australian said it understood he arrived by boat as an asylum-seeker.

NEW DELHI — Chinese Premier Li Keqiang told Indian business leaders Tuesday that devel-oping stronger economic ties between their two nations would have huge benefits for both sides.

Li spoke a day after holding meetings with Indian Prime Minister Manmohan Singh during which the two leaders played down a recent border dispute and stressed the aim of forging deeper cooperation. Li told the Federation of Indian Chambers of Commerce and Industry on Tuesday that India and China were both enormous markets with incredible potential for growth.

“If every one of our combined 2.5 billion popu-lation would buy a new mobile phone, it would blow up the order lists of IT manufacturers and operators in the world,” Li said.

He said the two nations’ strengths complement each other, with India having an edge in infor-mation technology and software, while China is undergoing a rapid expansion in manufacturing and textiles.

China can also help India’s drive to improve its infrastructure, he said.

“At present, we both face the heavy tasks of developing the economy, improving people’s lives and reinvigorating the country. In seeking great neighborly relations and common develop-ment, we will not just benefit our own peoples but also create new opportunities for other Asian countries,” he said.

Li and Singh had expressed hope they could increase their trade from $61.5 billion last year to $100 billion by 2015. But the current trade is heavily skewed in China’s favor, and Li said he was willing to allow Indian products greater ac-cess to Chinese markets.

“I’m confident that we have the ability to mitigate the trade imbalance between our two countries. China never has the intention of pursu-ing a trade surplus,” he said.

Li’s trip to India, his first visit abroad since be-coming premier, was part of an outreach mission by the new Chinese leadership to large emerging economies aimed at balancing Beijing’s fraught ties with the United States.

He and Singh pledged Monday to work togeth-er for regional stability and economic growth and said they would try to resolve a lingering border dispute, which flared last month when India ac-cused Chinese troops of crossing deep into Indian territory and setting up camp.

Both leaders said they agreed that preserving peace along the border was crucial to maintaining growth and asked mediators from both countries to work toward a framework for reaching a settle-ment. The two sides have held 15 rounds of fruit-less border talks over the past decade.

Li stressed Tuesday that maintaining peace would help his nation focus on development at home.

Japan posted 0.9 percent quarter-to-quarter growth in the three months through March, during which time Prime Minister Shinzo Abe took charge with a platform that has featured ramping up money sup-ply and intense fiscal stimulus.

“On the one hand, I think it’s under-standable that Prime Minister Abe would come in and try to have some shock effect. But no one should be under the illusion that this isn’t a big if,” said Zoellick, whose term ended last year.

“What I would watch... (is) how do you make sure that it isn’t just a sugar high? How do you make sure that there is

a follow-through?” Zoellick told a forum on relations between the United States and New Zealand.

Zoellick, who served in senior posi-tions in former US president George W. Bush’s administration, said Japan already had a debt problem and needed to go through structural changes to liberalize its economy.

He voiced hope Abe’s move to enter talks on the emerging Pacific-wide free trade deal, the Trans-Pacific Partnership, was a way to force Japan into taking politi-cally risky reforms.

“If Japan doesn’t undertake those

structural reforms, either through its own policies or through the TPP or both, I worry that this will primarily be a cur-rency devaluation strategy -- and that has dangers for others,” he said.

The yen sank this month to more than 100 to the dollar for the first time in more than four years. The weaker yen benefits Japanese exporters by making their goods cheaper but has prompted criticism by some competitors.

Japan’s first-quarter growth -- which would be 3.5 percent if the data were on an annualized basis -- came after the world’s third largest economy spent much of the past two decades stuck in low growth or worse.

The “Abenomics” plan has drawn in-creasing interest in Europe, where some critics of austerity plans say that Japan may serve as a model to perk up the eco-nomically troubled continent.

LA RUANA, Mexico — Resi-dents of a western Mexico area who endured months besieged by a drug cartel cheered the arrival of hun-dreds of Mexican soldiers Monday. People in La Ruana in Michoacan state lined the main road to greet more than a dozen troop transports and heavily armed Humvees with applause and shouts of joy.

The town’s supplies had been blocked after the Knights Tem-plars cartel declared war on the hamlet. The cartel dominates much of the state, demanding extortion payments from busi-nessmen and storeowners, and even low-wage workers.

In February, the town formed self-defense squads to kick the cartel out, drawing the wrath of the gang. Convoys of cartel gun-men attacked the town, which was forced to throw up stone barricades and build guard posts. Supplies like gasoline, milk and cooking gas began to run low as cartel gunmen threatened to burn any trucks bringing in goods.

On Monday, hundreds of sol-diers moved in, erecting check-points on the highway leading into La Ruana and setting up an

operating base in the town. “This war has been won!” Hipolito Mora, leader of the self-defense movement, told hundreds of cheering townspeople gathered along the main road, including dozens of self-defense patrol members wearing white T-shirts and carrying shotguns.

Mora said the town had agreed to stop community patrols and let the army take over security in La Ruana. But he said the com-munity would keep its weapons and would start patrols again if the army left.

The idea that troops might come in and seize a town’s weap-ons, or stay only a few weeks, worried people throughout the crime-ridden area. So in town after town along the main high-way through Michoacan’s hot lowlands known as the Tierra Caliente, self-defense squads welcomed the army’s arrival, but vowed to keep their guns.

The highway is littered with the charred hulks of supply trucks, the smoking remains of burned-out sawmills and the fire-blackened walls of fruit ware-houses set afire by the Knights Templars cartel in retaliation for the towns’ rebellion.

papers for the animal after landing in Munich. He had until midnight Friday to produce those documents.

Customs spokesman Thomas Meister said after of-fices opened following a holiday weekend that officials received no documents. He said the customs authority will formally transfer ownership of the animal to the German state on Tuesday.

Bieber will then have six weeks to contest the decision. It wasn’t immediately clear when authori-ties will make a decision on the monkey’s permanent home. Mally, a capuchin monkey, has been cared for at Munich’s animal shelter since being taken into quarantine.

The President’s Emergency Plan for AIDS Relief grew out of an unlikely partnership between President George W. Bush and lawmakers led by the Congressio-nal Black Caucus. It has come to represent what Washington can do when it puts politics aside — and what America can do to make the world a better place.

President Barack Obama, speak-ing at the recent dedication of Bush’s presidential library, praised the compassion Bush showed in “helping to save millions of lives and reminding people in some of the poorest corners of the globe that America cares.”

House Democratic leader Nan-cy Pelosi said of Bush in a state-ment that “while many events may distinguish his presidency, his de-votion to combatting the scourge of HIV/AIDS will certainly define his legacy.”

The AIDS program’s future, however, is uncertain. Obama has upped the stakes, speaking in his State of the Union address this year of “realizing the prom-ise of an AIDS-free generation.” But funding for the relief plan’s

bilateral efforts has dipped in recent years and it’s doubtful that Congress, in its current budget-cutting mood, will reverse that trend when the current five-year program expires later this year.

The AIDS program is also try-ing to find a balance between its goals of reaching more people with its prevention and treatment programs and turning over more responsibility to the host nations where it operates.

“This has been an incredible achievement,” said Rep. Barbara Lee, a senior Congressional Black Caucus member who played major roles both in passing the original 2003 act and its 2008 renewal that significantly increased funding for AIDS, malaria and tuberculosis treatment in Africa and other areas of the developing world. She spoke of the more than 5 million people now receiving life-saving antiret-roviral treatment and 11 million pregnant women who received HIV testing and counseling last year. “But I’m worried that with any type of level-funding or cuts we’ll go backward,” she said.

The 2008 act more than tripled

funding from the 2003 measure, approving $48 billion over five years for bilateral and global AIDS programs, malaria and tuberculosis. It also ended U.S. policy making it almost impos-sible for HIV-positive people to get visas to enter the country.

The AIDS program was the largest commitment ever by a nation to combat a single disease internationally. According to the U.N.’s UNAIDS and the Kaiser Family Foundation, in 2011 the United States provided nearly 60 percent of all international AIDS assistance.

A decade ago, almost no one in sub-Saharan Africa was receiving antiretroviral treatment. By 2008, the AIDS program had boosted that number to 1.7 million. As of last year it was 5.1 million.

The State Department says the program last year also helped pro-vide treatment to some 750,000 HIV-positive pregnant women, allowing about 230,000 infants to be born HIV-free, supported 2 million male circumcisions and directly supported HIV testing and counseling for 46.5 million.

Monsanto Co is hosting a “Bee Summit.” Bayer AG is breaking ground on a “Bee Care Center.” And Sygenta AG is funding grants for research into the accelerating demise of honeybees in the United States, where the insects pollinate fruits and vegetables that make up roughly a quarter of the American diet.

The agrichemical companies are taking these initiatives at a time when their best-selling pesticides are under fire from environmental and food activists who say the chemicals are killing off millions of bees. The companies say their pesticides are not the problem, but critics say science shows the opposite.

Die-offs of bee populations have accelerated over the last few years to a rate the U.S. government calls unsustainable. Honeybees pollinate plants that produce roughly 25 percent of the foods Americans con-sume, including apples, almonds, watermelons and beans, according to government reports.

Scientists, consumer groups, beekeepers and others blame the devastating rate of bee deaths on the growing use of pesticides sold by agrichemical companies to boost yields of staple crops such as corn. Monsanto, Syngenta, Bayer and other agrichemical companies say other factors such as mites are kill-ing the bees.

“This is a difficult, high stakes battle,” said Peter Jenkins, a lawyer with the Center for Food Safety,

which sued the U.S. Environmen-tal Protection Agency (EPA) in March on behalf of a group of U.S. beekeepers and environmental and consumer groups over what they say is a lack of sound regulation of the pesticides in question.

“They may have a lot of money. But... we’re going to win,” Jenkins said. The uproar worries officials at Bayer and Syngenta, who make the pesticides, as well as Monsanto, DuPont and other companies who used them as coatings for the seed they sell.

“Everybody is concerned by it,” said Monsanto Chief Technol-ogy Officer Robert Fraley in an interview.

Monsanto plans to host a summit in June for experts from around the country to analyze the issue and discuss potential solutions. Bayer is breaking ground on a facility in North Carolina to study bee health.

The European Union said this month it would ban the class of pes-ticides known as neonicotinoids, or “neonics,” used for corn and other crops as well as on home lawns and gardens. Similar constraints in the United States could cost manufac-turers millions of dollars in sales.

“We are concerned... that the sci-ence sometimes gets trumped by the politics,” said Dave Fischer, an eco-toxicologist at Bayer CropScience who is meeting with bee keepers and studying the bee deaths. He said critics “are searching for a culprit.” The companies point to a vicious insect mite as one of many factors harming the bees.

When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Reeves has stepped behind the camera to make his directorial debut with “Man of Tai Chi”, a trilingual film loosely based on the life of a stuntman, Tiger Chen, whom he befriended while work-ing on the sci-fi “The Matrix” trilogy.

At the Cannes film festival to promote his new movie, due out later this year, Reeves said he knew he had always wanted to try directing and spent five years developing the script.

“It was also tied to getting older,” Reeves, 48, who was long one of Holly-wood’s most glamorous action stars, told Reuters Television in an interview at a

hotel on Cannes palm-lined waterfront.He said the main character of the film, in

which he also acts, is a stuntman and martial arts expert, struggling to maintain his tradi-tional values and beliefs against the pressures of modern society. This character is played by Chen. Reeves plays the villain who lures him into underground fighting and the promises of money, glamour and power.

The film, made in English, Cantonese and Mandarin and filmed in China and Hong Kong, is meant to appeal to both the huge market in China, where Reeves won fans with “Matrix” and for having a Chinese great-grandparent, and in

Western countries.“Man of Tai Chi” was co-produced by

the China Film Group, Wanda Media, Vil-lage Roadshow Pictures Asia and Universal Pictures and will be distributed interna-tionally by Universal, owned by Comcast through its subsidiary NBCUniversal.

Clips from the movie suggested there would be big fight sequences and high-speed car chases along Chinese highways, as could be expected from the star of the 1994 thriller “Speed”.

“I loved the responsibility of telling a story,” said the Canadian-born Reeves. “I hope I get the chance to do it again.

SANTIAGO, Chile — Antonio Ban-deras will star in a movie as one of the 33 Chilean miners trapped deep under-ground for more than two months in 2010, and the charismatic survivor he’s playing couldn’t be happier.

Mike Medavoy, producer of “The 33,” announced on Sunday at the Cannes Film Festival that Banderas will play Mario Sepulveda, who known as “Super Mario” became the public face of the miners.

The film will dramatize the cave-in at

a mine in Chile’s Atacama desert and the globally televised rescue of the miners that mesmerized millions worldwide.

Sepulveda told the Associated Press on Monday that he’s thrilled because he’s a fan of the Spanish actor and that he hopes the movie will remind people how life is the most valuable gift.

“I’m very excited and full of anxiety. All of my mates are looking forward to this big production,” Sepulveda said. “Banderas is very charismatic. I like him a lot and I think this movie is going to make him even more famous than he

already is.”Even in their despair, Sepulveda said,

“peace, love, solidarity and teamwork” were shared by the miners who survived entrapment longer than anyone else before.

“There are people who don’t realize the value of what they have next to them. And after those 69 days we know that there’s nothing as important as being alive, being healthy and enjoying the people you love while you’re alive,” he said.

The miners said it felt like an earth-quake when the shaft caved in above them on Aug. 5, 2010, filling the lower corridors of the copper and gold mine with suffocating dust. Hours passed be-fore they could even begin to see a few steps in front of them. Above them tons of rock shifted constantly, threatening to bury them forever.

People on the surface didn’t know for more than two weeks that the men had survived the collapse. The 33 men had stretched a meager 48-hour store of emergency food for 17 days, eating tiny capsules of tuna and sips of expired milk while a narrow shaft finally reached their haven and the world learned they were alive.

The small emergency shaft allowed food and water to be lowered to the miners while rescuers drilled a bigger escape hole. Finally, in the early hours of Oct. 13, the miners were hauled up one-by-one in a cage through 2,000 feet of rock.
