He advised the government to immediately form a regional tourism promotion board to offset the growth of

hotel room. Existence of this institution was expected to improve the image of Bali tourism, increase foreign and domestic tourist arrival and increase tourist expenditure during their visit in Bali and evaluate the tourist arrival.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Bali PostSINGARAJA - An official vehicle

owned by Bali government was wrecked after toppled over by electric pole on Jalan Raya Singaraja-Denpasar, precisely at milepost 15 at Gitgit village, Sukasada subdistrict, Wednesday (Dec 18). As a result of the incident, the traffic flow was jammed on the track about three hours.

Information at the location told that the incident happened around 12:30 a.m. At that time, the vehicle with red license plate DK 1532 was used by the Bali Envi-ronment Agency coming from Denpasar. The official vehicle was driven by Agus Krisna, 26, and carried three people. At that time, it was thickly foggy and the vehicle drove slowly. Once arrived at milepost 15, two electric poles unexpect-edly collapsed and one of them toppled over the vehicle. Suddenly the vehicle stopped and could not move.

As a result, the rear part of the vehicle was wrecked and the back door could not be closed. Luckily, no passenger

suffered injuries. However, a passenger named Nurhayati was shocked and had to receive light treatment at Sukasada Health Center.

A number of residents said that before the incident the power line at the milepost 15 was very low as buffeted by rain and strong wind. Before the fateful official passed, a tourist bus from Denpasar also passed on the street in front of it. When the bus passed, the power line had been caught at the air conditioner box on the rooftop of the bus. However, the bus forced itself to pass through the power line so the power line pulled the electrical pole to the ground.

afflicting a few people in Negara generate more awareness of ra-bies. On the other hand, when the bite cases in Bali are high enough, the stock of anti-rabies vaccine (VAR) runs thin. Even, Sanglah Hospital as one of the rabies cen-ters in Bali has run out of vaccine stock since two months ago.

According to an official, as long as the anti-rabies vaccine was empty, the treatment could be provided was only wound care. As for getting the vaccine, patients were suggested to go to other rabies centers or could purchase at a pharmacy providing the vaccine.

Responding to such condition, the Head of Bali Health Agency, Ketut Suarjaya, when contacted

on Wednesday (Dec 18) admitted the current stock of the anti-rabies vaccine was diminishing. “So far, the stock of anti-rabies vac-cine amounts to 9,000 vials and 200 vials of anti-rabies serum (SAR),” said Suarjaya. Although the unavailability or depletion of stock happened in some rabies centers like Sanglah Hospital and county hospitals, it could still be ordered to each Health Agency of the county/municipality through-out Bali. When it was urgent and could not wait until the vaccine stock was available, added Suar-jaya, people were given the option to purchase it at pharmacy that provided the vaccine or monitor the biting dog.

If within the span of two weeks the dog was still alive, it meant the victim was safe from rabies. “Pro-

curement of the vaccine stock will be made later this month as many as 41,000 vials,” he said.

Regarding the case of the dog biting a few people in Negara, according to Suarjaya, his party had handled it through the ad-ministration of anti-rabies vaccine and anti-rabies serum as well as the deployment of the district surveillance officer (DSO) to make observation against the victim bitten by rabies dog. Even though there was a bite of dog alleged to be positive to rabies, ac-cording to Suarjaya, the target of Bali Rabies-Free 2015 would not delay. The target of being Rabies-Free would only delay if within the period of two years there were casualties due to rabies. “The last death occurred in June 2013,” he said. (san)

“Normalization of Muding River is expected to prevent flooding in the area of Jalan Marlboro, Jalan Gunung Talang and Jalan Tangkuban Perahu Denpasar that all this time be-came regular victims of flood. If the project can be realized in the fiscal year 2014, it will be made a water-way widening up to seven meters in the upstream,” he said.

He added that similar plan would also be implemented in the water-ways of Mati River whose over-flowing water caused flood in the area of Padangsambian Klod as happened to Taman Wira Housing on Jalan Gunung Payung recently. At that time, dozens of people’s home were inundated. “We get instruction from the mayor to im-mediately normalize the Mati River considering the waterway condition at the location of flood was minimal and narrowed. Unfortunately, the activities are still constrained by land acquisition around the Mati River,” he said.

ping, he said, the West Denpasar subdistrict was considered the most vulnerable area to flood during this rainy season. Some flood-prone areas in the region included the Jalan Gunung Talang 1 and 6, Jalan Tangkuban Perahu and Umadui

area. Other areas in this region being quite prone to flood were Jalan Imam Bonjol and Demak Temple area. Other locations con-sidered vulnerable to flood in North Denpasar subdistrict were such as Jalan Indrajaya Ubung Kaja, Jalan

The United States, Britain, Aus-tralia, Canada and New Zealand - known as the Five Eyes surveil-lance alliance - supported the resolution after language that had initially suggested foreign spying could be a human rights violation was weakened to appease them.

The resolution does not name specific countries but comes af-ter former U.S. National Secu-rity Agency contractor Edward Snowden released details this year of a global spying program by the NSA, sparking international out-rage. General Assembly resolutions are non-binding, unlike resolutions of the 15-nation Security Council. But assembly resolutions that enjoy broad international support can carry significant moral and politi-cal weight.

After the resolution was adopted last month by the General Assem-bly’s Third Committee, which deals

with human rights issues, U.S. delegate Elizabeth Cousens told the committee: “We firmly believe that privacy rights and the right to freedom of expression must be re-spected both online and offline.”

Cousens said it was imperative that human rights and civil society activists be able to use the Internet freely and without fear of reprisal to protect “dignity, fight against repression, and hold governments, including mine, accountable.” The resolution notes “that while con-cerns about public security may justify the gathering and protection of certain sensitive information, States must ensure full compliance with their obligations under inter-national human rights law.”

It calls on states to review proce-dures, practices and legislation on communications surveillance and “to establish or maintain existing independent, effective domestic

oversight mechanisms capable of ensuring transparency, as appro-priate, and accountability for State surveillance of communications, their interception and collection of personal data.”

It also asks U.N. human rights chief Navi Pillay to present a report to the U.N. Human Rights Council and the U.N. General Assembly on the protection and promotion of the right to privacy in domestic and extraterritorial surveillance and the interception of digital commu-nications and collection of personal data, including on a mass scale.

Brazilian President Dilma Rous-seff and German Chancellor Angela Merkel have both condemned the widespread spying by the U.S. Na-tional Security Agency. The NSA is accused of accessing tens of thou-sands of French phone records and monitoring phone calls by Merkel and Rousseff.

NEW DELHI - Residents of the Indian capital woke on Wednes-day to a third day of thick gray smog in one of the worst episodes this year, which disrupted dozens of flights and train services and caused a rash of health complaints. New Delhi is among several Asian cities, including Beijing, that are suffering from toxic levels of pollution fuelled by industrial growth and a surge in the numbers of vehicles crowding their roads.

The cloak of fog draping much of north India forced dozens of flights to be diverted or canceled, disrupted train schedules and led to a doubling in the number of medical emergencies caused by breathing difficulty, officials said. Runway visibility has been drop-ping to as low as 50 m. (164 ft) in Delhi over the past few days.

“Both departures and arrivals were stalled,” said airport spokes-man Kapil Sabarwal, as planes hovered in holding patterns, wait-ing for conditions to clear. Two passenger trains were canceled on Wednesday, while 60 trains were running late and 25 had been rescheduled on the third straight day of disruptions, said railways spokesman Neeraj Sharma.

The fine particles suspended in the fog ranged as much as seven times beyond the concentration that India considers safe, to reach a level the United States Environmental Protection Agency calls “hazardous”. At that point, the agency urges that all outdoor physical activity be avoided and that victims of heart or respiratory ailments stay indoors, along with children and the elderly.

The fog mingled with high pollution was an extreme event “when the air quality goes from very poor to dangerous,” said Gufran Beig, a scientist at the Indian Institute of Tropical Meteorology.

Calm wind conditions and a smaller gap between extreme tem-peratures helped trap pollutants in the air, Beig said. The frequency and duration of such events have been rising every year since government records started in 2010, he added.

DENPASAR - Bali government through the regional development planning board (Bappeda) invited a number of figures and elements, Wednesday (Dec 18) to arrange and establish the assessment team membership of the 11 National Tourism Strategic Areas (KSPN) in Bali following the pros and cons over the policy of the central government.

Unfortunately, the last meeting could not reach final result regarding the formation of the assessment team and the attendance was also mini-mal. The meeting only yielded the elements or institutions to be involved in the team and asked to send the names of their representative later.

“Establishment of the KSPN Assessment Team is not final. Right now, we are compiling a list of the elements or agencies to be involved in the team. We ask the agencies or elements established to be the team members to submit the names that will represent. When the names have been collected and agreed, it will be formally endorsed through a Gubernatorial Decree,” said the Head of Bappeda Bali, Putu Astawa, after the meeting.

In the meeting last Wednesday, the attending parties who provided inputs were also very minimal. Actually, the Bappeda Bali had invited nearly more than 20 elements or institutions related to the KSPN issues. Bali government was represented by the Head of Legal Bureau Wayan Sugiada, Bali Government Tourism Office, Culture Agency, Governance Bureau and others. Meanwhile, other elements attending the meeting consisted of the Dean of Tourism Faculty (Udayana University) Putu Anom, IB Negarayana from Bali Tourism Institute (STP) Nusa Dua, humanist Nyoman Gunarsa and the Head of Bappeda Karangasem Ketut Sedana Merta. In the meantime, elements of the Hindu Dharma Council of Indonesia (PHDI) and customary village general assembly (MUDP) were not present.

In the meeting was agreed the parties involved in the team consisting of the elements of the Bali government, Bali House, county/municipal government across Bali where the KSPN was located, academicians and elements of the Bali Rector Forum, religious leaders from PHDI Bali and county/municipality across Bali, customary leaders (MUDP, MMDP, MADP), elements of the mass media and journalists like the Indonesian Journalist Association (PWI) and Indonesian Journalist Alli-ance (AJI), environmental NGOs and Interfaith Communication Forum (FKUB). However, there was possibility of additional elements to be involved pursuant to the need of the assessment and aspiration. “For academician, we advise the Bappeda Bali to write a letter to rector forum in Bali, so they can determine the experts in this matter to be included in the KSPN team,” said the Dean of the Faculty of Tourism, Udayana University, Putu Anom.

The Head of Bappeda Karangasem, Ketut Sedana Merta, approved the establishment of the KSPN assessment team. The team would also be expected to inventory the KSPN input and issues surrounding it. “We agree to the formation of this team, but its output should also be clear. The team must also be completed with technical working group, supervision working group and other working groups. Do not let us be blamed in the county and province,” he explained.

In particular, he also asked to involve the customary village, temple priests and community leaders of Besakih in the team and be involved in the next discussion because the main problem was the KSPN Besakih, Mount Agung and surrounding areas. “We specifically ask to involve the chief of customary village and temple priests of Besakih because this team is not formed if there is no problem related to the KSPN Besakih,” he said.

The Head of Bappeda Bali, Putu Astawa, added the KSPN Assessment Team to be formed would be an independent team consisting of all the elements of both the pros and cons party so they could obtain a compre-hensive input. Within this week, his party would re-invite a number of community members to immediately set up a team and the team could immediately conduct a study. Later on, the results of the assessment team would be forwarded as a proposal to central government.

“We actually follow up the result of gubernatorial social gathering on November 5, 2013 to make an assessment team. But, we also need a fairly long time to establish this team because we want this team can be completely independent. So, there will be no impression if it will be pro to certain things. Having been agreed, the names will be included in this KSPN team. Though the decree on the establishment of this team is signed by the governor, this team will actually work independently. Obvi-ously, we are still committed to the provisions in the existing bhisama (stipulation) and Regional Bylaw No.16/2009 on Bali Spatial Plan and this team will work independently,” he concluded. The Old Mask is one of the central figures in the performing art of the Pajegan Mask ritual. As the name implies, the Pajegan mask dance drama (pajegan or majeg mean-ing to buy up) is a single dancer performing a variety of characters. The main characters contained in the Pajegan mask dance drama consist of the pangelembar (hard mask and old mask), panasar, prince (king and chief minister) and bondres (folk) and ends with the appearance of the Sidakarya mask dancer.

According to a lecturer from the Faculty of Performing Arts, the Indonesia Institute of Arts (ISI) Denpasar, Tjokorda Raka Tisnu, the staging of the old mask was an integral part in the staging of Pa-jengan mask presented in religious procession in the innermost court-yard (uttama mandala) of temple and cremation ritual. By and large, the storyline presented originated in the chronicle history.

Performance of the Pajegan mask was begun with the presentation of figure with strong character. The mask had reddish dark color, bulg-ing eyes, and a pair of thick black mustache. Its movement was agile, elegant and having authoritative steps. Appearance of this character was followed by the appearance of the elderly character. Its hair, eye-brows and mustache turned white with slow motion but displayed wise eyes.

“In staging this Pajegan mask, the two figures performed first are called pangelembar masks. Move-ment of the old mask dance was en-tirely improvised where the dancer showed off its expertise at dancing and animating the character of the elder,” said Raka Tisnu, a figure known by the lovers of the art in Bali usually playing the antagonistic role as Duryudana and Ravana in ballet performance.

of chief minister or a commander who served as adviser. It meant the old mask was actually a serious role with wise and prudent character. The dancers understanding about the role and position of the old mask as royal advisor would never ‘derail’ the wise figure into a farce intended to provoke laughter of the audience.

“Unfortunately, in the current development, there are a number of dancers that derail the old mask dance so that it no longer fits with the norms or character of a wise and authoritative chief minister. Lately, there are a number of dancers who dance by inserting jokes in the old mask dance like catching fleas and discarding snots indiscriminately. I think it is an excessive and improper improvisation by the artist. Such creativity is excessive and must be corrected. If there is indeed a chief minister behaving like that, he will be dismissed by the king because he does not reflect the behavior of a chief minister that should become a paragon,” he criticized.

Furthermore, this famous Bali-nese dancer from Singapadu village, Gianyar, reminded the Balinese art-ists not to make ‘wild’ improvisation and creativity that would ‘hurt’ the meaning, nature and function of the character that should be pre-sented seriously. Moreover, in the presentation of the Pajegan mask an artist was truly given the free-dom to improvise and develop the dance movement that could provoke laughter of the audience through the performance of bebondresan figures.

According to Raka Tisnu, the Old Mask dance in the past was a series of Pajegan masks where a dancer was demanded to expertly present all the existing characters and roles. In other words, a figure should be capable of playing the hard mask, old mask, penasar, king, bondres and the sanctified Sidakarya mask becoming the core in the staging for the sake of religious rites. According to the book entitled Pemberdayaan Desa Pakraman (Empowerment of Customary Village) written by Prof. Dr. IB Gunadha, the by-laws regulated three key points namely harmoni-

ous relationship of human to God (Parahyangan), human to fellow humans (Pawongan) and human to its environment (Palemahan).

Meanwhile, based on the data of General Assembly Customary Village (MUDP) of Bali, there were totally 1,483 customary villages in Bali, where according to the data of Section Head of Customary Affairs of Bali Cultural Agency the custom-ary hamlet amounted to 3,200 in 2009. WASHINGTON - The US Sen-ate passed a compromise two-year budget accord Wednesday, marking a truce in the fiscal wars that have plagued Washington and reducing the likelihood of a government shutdown in January.

The measure, which passed 64-36 with the support of nine Republicans and the entire Democratic caucus, lays out top-line spending limits for 2014 and 2015, while erasing $63 billion in automatic spending cuts that were to kick in on January 1.

It is expected to be signed by President Barack Obama before he heads to Hawaii on Friday for his Christmas break.

The legislation was one of the final major accomplishments for Congress in 2013, which by all ac-counts has been a miserable year for US lawmakers.

Following the expected approval of a massive defense spending bill later this week as well as several executive and judicial nominations, the Senate heads to recess until early January.

Budget experts from the Senate and House of Representatives have until January 15 to craft a series of spending bills under the new limit, or risk another shutdown like the one that paralyzed Washington in October.

The bill increases the $967 billion cap for 2013 spending to $1.012 tril-lion next year and $1.014 trillion in 2015, and brings some normalcy to a process recently rocked by chaos.

Many Republicans including Senate Minority Leader Mitch McConnell voted against the deal, arguing it slightly increases spend-ing, breaking the limits set in 2011 legislation.

But for others, there was a sense of relief that Congress managed to pass its first budget agreement in years.

“With passage of this compro-mise budget deal, we’ll replace $63 billion in non-strategic sequester cuts and prevent another govern-ment shutdown, restoring much-needed certainty to... our economy as a whole,” Senator Tim Kaine said shortly after passage.

“There is more work to be done to replace the remaining non-strategic sequestration cuts and address our long-term fiscal challenges, but Congress has now shown that we can work together in a bipartisan way, as the American public de-mands and deserves.”

The announcement that the bank will whittle down the scheme by $10 billion a month to $75 billion, while keeping interest rates at re-cord lows, sent US shares surging to new records.

Tokyo jumped 1.74 percent, or 271.42 points, to 15,859.22, Sydney rallied 2.08 percent, or 106.1 points, to 5,202.2 and Seoul was flat, edging up 1.02 points to 1,975.65.

Shanghai fell 0.95 percent, or 20.50 points, to 2,127.79 and Hong Kong lost 1.10 percent, or 255.07 points, to close at 22,888.75 on concerns about China’s economic outlook.

Shares in emerging economies -- which have been in turmoil at the prospect of an end to the bond-buying -- were mostly mostly

lower, surrending earlier gains.Manila fell 0.64 percent, or

38.43 points, to end at 5,923.12 while in the afternoon Bangkok lost 0.27 percent, but Jakarta was up 1.17 percent.

The Fed on Wednesday said it would reduce its bond-buying by a modest $10 billion to $75 billion a month from January, citing data indi-cating the economy is strengthening.

“In light of the cumulative progress toward maximum em-ployment and the improvement in the outlook for labour market conditions, the committee decided to modestly reduce the pace of its asset purchases,” the bank’s policy committee said in a statement.

It added that it would likely take “further measured steps at future meetings” if the economy

continues to improve.Policymakers also said they would

keep interest rates at record lows “well past the time” that the unem-ployment rate declines below 6.5 percent -- its previous cut-off point before tightening monetary policy.

While global markets have been falling on expectations of a taper, the relatively small reduction, and the likelihood of interest rates being kept ultra-low, provided a boost.

The Dow soared 1.84 percent and the S&P 500 jumped 1.66 percent, both hitting new records, while the Nasdaq rose 1.15 per-cent.

Edward Fung, investment ad-visory head at Kim Eng Securities in Hong Kong, told Dow Jones Newswires: “From how the US

market reacted, it seems to me that $10 billion tapering is nothing to investors compared to the Fed’s commitment to hold interest rates at a low level.”

record a deficit of Rp225.5 trillion or 2.41 percent of the gross domestic product (GDP) at the end of this year, Finance Minister Chatib Basri stated.

“This year’s deficit is still relevant to the target,” he noted in a meeting with the House of Representatives (DPR)’s Com-mission XI, here on Wednesday.

The projected deficit is slightly higher than the target of Rp153.3 trillion or 2.38 percent of the GDP set in the revised 2013 state budget.

Chatib explained that the deficit forecast is based on state revenues, which are projected to touch Rp1,411.7 trillion or 94 percent of the targeted Rp1,502 trillion, and on state expendi-tures, which are predicted to reach Rp1,637.2 trillion or 94.8 percent of the ceiling of Rp1,726.2 trillion.

As per November 29, state revenues were recorded at Rp1,224 trillion and state expenditures, at Rp1,386.8 trillion. The state revenues and expenditures account for 81.5 percent and 80.3 percent respectively, of the target or ceiling set in the revised 2013 state budget.

The minister also added that by the end of this year, the tax receipts are projected to reach Rp1,061.6 trillion, or 92.4 percent of the target of Rp1,148.4 trillion set in the state budget.

“The lower-than-projected tax receipts in 2013 will be the result of declining exports. However, the tax receipts can still offset the deficit,” he confirmed.

Until the end of November 2013, tax receipts had reached Rp936 trillion or 81.5 percent of the target, while tax receipts throughout last year had touched Rp980.5 trillion.

BEIJING - Retired U.S. basketball star Dennis Rodman said on Thurs-day he was not going to North Korea to talk about politics or human rights, despite political tension surrounding the execution of leader Kim Jong Un’s uncle. Rodman has visited Pyongyang twice before, spending time dining as a guest of Kim, with whom he says he has a genuine friendship.

His latest visit follows the rare public purge of Kim’s powerful uncle Jang Song Thaek, who was executed last week. South Korean President Park Geun-hye has described recent events as a “reign of terror”. The purging of Jang, considered the second most powerful man in the North, indicated factionalism within the secretive Pyongyang government.

“It has nothing to do with me. I mean, whatever his uncle has done, and whoever’s done anything in North Korea, I have no control over that. I mean, these things have been going on for years and years and years,” Rodman told Reuters at his hotel in Beijing on Thursday before he left for the airport. “I’m just going over there to do a basketball game and have some fun,” he said. The U.S. State Department has sought to distance the U.S. government from Rodman’s visit.

Ahead of the trip, Seoul-based North Korean human rights activist Shin Dong-hyuk said in an open letter in the Washington Post that Rodman should talk to Kim about human rights abuses in North Korea. Rodman said it was not his place to talk about such issues. “People have been saying these things here and there. It doesn’t really matter to me. I’m not a politician. I’m not an ambassador,” he said. “I’m just going over there to try and do something really cool for a lot of people, play some games and try to get the Korean kids to play,” he said.

“Everything else I have nothing to do with. If it happens that he wants to talk about it then great. If it doesn’t happen I just can’t bring it up because I don’t (want) him to think that I’m over here trying to be an ambassador and trying to use him as being his friend and all of a sudden I’m talking about politics. Rodman is expected to provide North Korea’s national basketball team with four days of training during the trip.He also intends to return to Pyongyang in January with a team of fellow former National Basketball Association stars to hold basketball games on Kim’s birthday. Rodman’s trip was arranged by Irish bookmakers Paddy Power, which has a history of controversial advertising campaigns.

According to him, the increase in the number of rooms in Bali was very worrying. Boris Becker once shared a bit-ter rivalry with Ivan Lendl across the net and now the two former world number ones will try to out-wit each other from courtside after the German’s shock appointment as coach to Novak Djokovic. After Djokovic was named ITF World Champion for 2013, despite being overshadowed by Spain’s Rafa Nadal, Serbia’s world number two announced the first shake-up of his team since a short and unsuc-cessful spell with Todd Martin in 2009.

Djokovic’s decision to work with 46-year-old Becker means two of the current “Big Four” are now coached by former greats with Lendl helping Britain’s Andy Murray to the 2012 U.S. Open title and this year’s Wimbledon crown. “I am really excited to have the opportunity to work with Boris,” the 26-year-old Djokovic said in a statement on his website (www.novakdjokovic.com).

Rp32 billion as compensation money to the state. In an event that he fails to do so, the court is authorized to seize all of Djoko’s properties and auction them to procure the compensation money.

record a deficit of Rp225.5 trillion or 2.41 percent of the gross domestic product (GDP) at the end of this year, Finance Minister Chatib Basri stated.

“This year’s deficit is still relevant to the target,” he noted in a meeting with the House of Representatives (DPR)’s Com-mission XI, here on Wednesday.

The projected deficit is slightly higher than the target of Rp153.3 trillion or 2.38 percent of the GDP set in the revised 2013 state budget.

Chatib explained that the deficit forecast is based on state revenues, which are projected to touch Rp1,411.7 trillion or 94 percent of the targeted Rp1,502 trillion, and on state expendi-tures, which are predicted to reach Rp1,637.2 trillion or 94.8 percent of the ceiling of Rp1,726.2 trillion.

As per November 29, state revenues were recorded at Rp1,224 trillion and state expenditures, at Rp1,386.8 trillion. The state revenues and expenditures account for 81.5 percent and 80.3 percent respectively, of the target or ceiling set in the revised 2013 state budget.

The minister also added that by the end of this year, the tax receipts are projected to reach Rp1,061.6 trillion, or 92.4 percent of the target of Rp1,148.4 trillion set in the state budget.

“The lower-than-projected tax receipts in 2013 will be the result of declining exports. However, the tax receipts can still offset the deficit,” he confirmed.

Until the end of November 2013, tax receipts had reached Rp936 trillion or 81.5 percent of the target, while tax receipts throughout last year had touched Rp980.5 trillion.

BEIJING - Retired U.S. basketball star Dennis Rodman said on Thurs-day he was not going to North Korea to talk about politics or human rights, despite political tension surrounding the execution of leader Kim Jong Un’s uncle. Rodman has visited Pyongyang twice before, spending time dining as a guest of Kim, with whom he says he has a genuine friendship.

His latest visit follows the rare public purge of Kim’s powerful uncle Jang Song Thaek, who was executed last week. South Korean President Park Geun-hye has described recent events as a “reign of terror”. The purging of Jang, considered the second most powerful man in the North, indicated factionalism within the secretive Pyongyang government.

“It has nothing to do with me. I mean, whatever his uncle has done, and whoever’s done anything in North Korea, I have no control over that. I mean, these things have been going on for years and years and years,” Rodman told Reuters at his hotel in Beijing on Thursday before he left for the airport. “I’m just going over there to do a basketball game and have some fun,” he said. The U.S. State Department has sought to distance the U.S. government from Rodman’s visit.

Ahead of the trip, Seoul-based North Korean human rights activist Shin Dong-hyuk said in an open letter in the Washington Post that Rodman should talk to Kim about human rights abuses in North Korea. Rodman said it was not his place to talk about such issues. “People have been saying these things here and there. It doesn’t really matter to me. I’m not a politician. I’m not an ambassador,” he said. “I’m just going over there to try and do something really cool for a lot of people, play some games and try to get the Korean kids to play,” he said.

“Everything else I have nothing to do with. If it happens that he wants to talk about it then great. If it doesn’t happen I just can’t bring it up because I don’t (want) him to think that I’m over here trying to be an ambassador and trying to use him as being his friend and all of a sudden I’m talking about politics. That’s not going to be that way,” Rodman said. Rodman is expected to provide North Korea’s national basketball team with four days of training during the trip.He also intends to return to Pyongyang in January with a team of fellow former National Basketball Association stars to hold basketball games on Kim’s birthday. Rodman’s trip was arranged by Irish bookmakers Paddy Power, which has a history of controversial advertising campaigns.

According to him, the increase in the number of rooms in Bali was very worrying. Many illegal villas or hotels were indeed allowed to grow without control. “I worry about the price war and it will eventually harm the local tourism industry. The Old Mask is one of the central figures in the performing art of the Pajegan Mask ritual. As the name implies, the Pajegan mask dance drama (pajegan or majeg mean-ing to buy up) is a single dancer performing a variety of characters. The main characters contained in the Pajegan mask dance drama consist of the pangelembar (hard mask and old mask), panasar, prince (king and chief minister) and bondres (folk) and ends with the appearance of the Sidakarya mask dancer.

According to a lecturer from the Faculty of Performing Arts, the Indonesia Institute of Arts (ISI) Denpasar, Tjokorda Raka Tisnu, the staging of the old mask was an integral part in the staging of Pa-jengan mask presented in religious procession in the innermost court-yard (uttama mandala) of temple and cremation ritual. By and large, the storyline presented originated in the chronicle history.

Performance of the Pajegan mask was begun with the presentation of figure with strong character. The mask had reddish dark color, bulg-ing eyes, and a pair of thick black mustache. Its movement was agile, elegant and having authoritative steps. Appearance of this character was followed by the appearance of the elderly character. Its hair, eye-brows and mustache turned white with slow motion but displayed wise eyes.

“In staging this Pajegan mask, the two figures performed first are called pangelembar masks. Move-ment of the old mask dance was en-tirely improvised where the dancer showed off its expertise at dancing and animating the character of the elder,” said Raka Tisnu, a figure known by the lovers of the art in Bali usually playing the antagonistic role as Duryudana and Ravana in ballet performance.

of chief minister or a commander who served as adviser. It meant the old mask was actually a serious role with wise and prudent character. The dancers understanding about the role and position of the old mask as royal advisor would never ‘derail’ the wise figure into a farce intended to provoke laughter of the audience.

“Unfortunately, in the current development, there are a number of dancers that derail the old mask dance so that it no longer fits with the norms or character of a wise and authoritative chief minister. Lately, there are a number of dancers who dance by inserting jokes in the old mask dance like catching fleas and discarding snots indiscriminately. I think it is an excessive and improper improvisation by the artist. Such creativity is excessive and must be corrected. If there is indeed a chief minister behaving like that, he will be dismissed by the king because he does not reflect the behavior of a chief minister that should become a paragon,” he criticized.

Furthermore, this famous Bali-nese dancer from Singapadu village, Gianyar, reminded the Balinese art-ists not to make ‘wild’ improvisation and creativity that would ‘hurt’ the meaning, nature and function of the character that should be pre-sented seriously. Moreover, in the presentation of the Pajegan mask an artist was truly given the free-dom to improvise and develop the dance movement that could provoke laughter of the audience through the performance of bebondresan figures.

According to Raka Tisnu, the Old Mask dance in the past was a series of Pajegan masks where a dancer was demanded to expertly present all the existing characters and roles. In other words, a figure should be capable of playing the hard mask, old mask, penasar, king, bondres and the sanctified Sidakarya mask becoming the core in the staging for the sake of religious rites. ous relationship of human to God (Parahyangan), human to fellow humans (Pawongan) and human to its environment (Palemahan).

Meanwhile, based on the data of General Assembly Customary Village (MUDP) of Bali, there were totally 1,483 customary villages in Bali, where according to the data of Section Head of Customary Affairs of Bali Cultural Agency the custom-ary hamlet amounted to 3,200 in 2009. WASHINGTON - The US Sen-ate passed a compromise two-year budget accord Wednesday, marking a truce in the fiscal wars that have plagued Washington and reducing the likelihood of a government shutdown in January.

The measure, which passed 64-36 with the support of nine Republicans and the entire Democratic caucus, lays out top-line spending limits for 2014 and 2015, while erasing $63 billion in automatic spending cuts that were to kick in on January 1.

It is expected to be signed by President Barack Obama before he heads to Hawaii on Friday for his Christmas break.

The legislation was one of the final major accomplishments for Congress in 2013, which by all ac-counts has been a miserable year for US lawmakers.

Following the expected approval of a massive defense spending bill later this week as well as several executive and judicial nominations, the Senate heads to recess until early January.

Budget experts from the Senate and House of Representatives have until January 15 to craft a series of spending bills under the new limit, or risk another shutdown like the one that paralyzed Washington in October.

The bill increases the $967 billion cap for 2013 spending to $1.012 tril-lion next year and $1.014 trillion in 2015, and brings some normalcy to a process recently rocked by chaos.

Many Republicans including Senate Minority Leader Mitch McConnell voted against the deal, arguing it slightly increases spend-ing, breaking the limits set in 2011 legislation.

But for others, there was a sense of relief that Congress managed to pass its first budget agreement in years.

“With passage of this compro-mise budget deal, we’ll replace $63 billion in non-strategic sequester cuts and prevent another govern-ment shutdown, restoring much-needed certainty to... our economy as a whole,” Senator Tim Kaine said shortly after passage.

“There is more work to be done to replace the remaining non-strategic sequestration cuts and address our long-term fiscal challenges, but Congress has now shown that we can work together in a bipartisan way, as the American public de-mands and deserves.”

The announcement that the bank will whittle down the scheme by $10 billion a month to $75 billion, while keeping interest rates at re-cord lows, sent US shares surging to new records.

Tokyo jumped 1.74 percent, or 271.42 points, to 15,859.22, Sydney rallied 2.08 percent, or 106.1 points, to 5,202.2 and Seoul was flat, edging up 1.02 points to 1,975.65.

Shanghai fell 0.95 percent, or 20.50 points, to 2,127.79 and Hong Kong lost 1.10 percent, or 255.07 points, to close at 22,888.75 on concerns about China’s economic outlook.

Shares in emerging economies -- which have been in turmoil at the prospect of an end to the bond-buying -- were mostly mostly

lower, surrending earlier gains.Manila fell 0.64 percent, or

38.43 points, to end at 5,923.12 while in the afternoon Bangkok lost 0.27 percent, but Jakarta was up 1.17 percent.

The Fed on Wednesday said it would reduce its bond-buying by a modest $10 billion to $75 billion a month from January, citing data indi-cating the economy is strengthening.

“In light of the cumulative progress toward maximum em-ployment and the improvement in the outlook for labour market conditions, the committee decided to modestly reduce the pace of its asset purchases,” the bank’s policy committee said in a statement.

It added that it would likely take “further measured steps at future meetings” if the economy

continues to improve.Policymakers also said they would

keep interest rates at record lows “well past the time” that the unem-ployment rate declines below 6.5 percent -- its previous cut-off point before tightening monetary policy.

While global markets have been falling on expectations of a taper, the relatively small reduction, and the likelihood of interest rates being kept ultra-low, provided a boost.

The Dow soared 1.84 percent and the S&P 500 jumped 1.66 percent, both hitting new records, while the Nasdaq rose 1.15 per-cent.

Edward Fung, investment ad-visory head at Kim Eng Securities in Hong Kong, told Dow Jones Newswires: “From how the US

market reacted, it seems to me that $10 billion tapering is nothing to investors compared to the Fed’s commitment to hold interest rates at a low level.”

Despite a late dip in their mar-kets, the news was also welcomed in developing countries, which have declined in recent months as investors repatriate cash back to the United States.

Bank Indonesia deputy gov-ernor Perry Warjiyo said: “The amount of tapering is slightly less than expected. More importantly, the announcement provides more clarity to the direction of Fed mon-etary policy. That will be positive for financial market stability.”

The dollar hit new five-year highs in New York after the an-nouncement. It peaked at 104.36 yen at one point -- up from levels below 103 yen earlier in Tokyo -- before settling at 104.13 yen. In afternoon Japanese trade Thursday it fetched 103.96 yen.

The resolution does not name specific countries but comes af-ter former U.S. National Secu-rity Agency contractor Edward Snowden released details this year of a global spying program by the NSA, sparking international out-rage. General Assembly resolutions are non-binding, unlike resolutions of the 15-nation Security Council. But assembly resolutions that enjoy broad international support can carry significant moral and politi-cal weight.

After the resolution was adopted last month by the General Assem-bly’s Third Committee, which deals

with human rights issues, U.S. delegate Elizabeth Cousens told the committee: “We firmly believe that privacy rights and the right to freedom of expression must be re-spected both online and offline.”

Cousens said it was imperative that human rights and civil society activists be able to use the Internet freely and without fear of reprisal to protect “dignity, fight against repression, and hold governments, including mine, accountable.” The resolution notes “that while con-cerns about public security may justify the gathering and protection of certain sensitive information, States must ensure full compliance with their obligations under inter-national human rights law.”

It calls on states to review proce-dures, practices and legislation on communications surveillance and “to establish or maintain existing independent, effective domestic

oversight mechanisms capable of ensuring transparency, as appro-priate, and accountability for State surveillance of communications, their interception and collection of personal data.”

It also asks U.N. human rights chief Navi Pillay to present a report to the U.N. Human Rights Council and the U.N. General Assembly on the protection and promotion of the right to privacy in domestic and extraterritorial surveillance and the interception of digital commu-nications and collection of personal data, including on a mass scale.

Brazilian President Dilma Rous-seff and German Chancellor Angela Merkel have both condemned the widespread spying by the U.S. Na-tional Security Agency. The NSA is accused of accessing tens of thou-sands of French phone records and monitoring phone calls by Merkel and Rousseff.

NEW DELHI - Residents of the Indian capital woke on Wednes-day to a third day of thick gray smog in one of the worst episodes this year, which disrupted dozens of flights and train services and caused a rash of health complaints. New Delhi is among several Asian cities, including Beijing, that are suffering from toxic levels of pollution fuelled by industrial growth and a surge in the numbers of vehicles crowding their roads.

The cloak of fog draping much of north India forced dozens of flights to be diverted or canceled, disrupted train schedules and led to a doubling in the number of medical emergencies caused by breathing difficulty, officials said. Runway visibility has been drop-ping to as low as 50 m. (164 ft) in Delhi over the past few days.

“Both departures and arrivals were stalled,” said airport spokes-man Kapil Sabarwal, as planes hovered in holding patterns, wait-ing for conditions to clear. Two passenger trains were canceled on Wednesday, while 60 trains were running late and 25 had been rescheduled on the third straight day of disruptions, said railways spokesman Neeraj Sharma.

The fine particles suspended in the fog ranged as much as seven times beyond the concentration that India considers safe, to reach a level the United States Environmental Protection Agency calls “hazardous”. At that point, the agency urges that all outdoor physical activity be avoided and that victims of heart or respiratory ailments stay indoors, along with children and the elderly.

The fog mingled with high pollution was an extreme event “when the air quality goes from very poor to dangerous,” said Gufran Beig, a scientist at the Indian Institute of Tropical Meteorology.

Calm wind conditions and a smaller gap between extreme tem-peratures helped trap pollutants in the air, Beig said. The frequency and duration of such events have been rising every year since government records started in 2010, he added.

DENPASAR - Bali government through the regional development planning board (Bappeda) invited a number of figures and elements, Wednesday (Dec 18) to arrange and establish the assessment team membership of the 11 National Tourism Strategic Areas (KSPN) in Bali following the pros and cons over the policy of the central government.

Unfortunately, the last meeting could not reach final result regarding the formation of the assessment team and the attendance was also mini-mal. The meeting only yielded the elements or institutions to be involved in the team and asked to send the names of their representative later.

“Establishment of the KSPN Assessment Team is not final. Right now, we are compiling a list of the elements or agencies to be involved in the team. We ask the agencies or elements established to be the team members to submit the names that will represent. When the names have been collected and agreed, it will be formally endorsed through a Gubernatorial Decree,” said the Head of Bappeda Bali, Putu Astawa, after the meeting.

In the meeting last Wednesday, the attending parties who provided inputs were also very minimal. Actually, the Bappeda Bali had invited nearly more than 20 elements or institutions related to the KSPN issues. Bali government was represented by the Head of Legal Bureau Wayan Sugiada, Bali Government Tourism Office, Culture Agency, Governance Bureau and others. Meanwhile, other elements attending the meeting consisted of the Dean of Tourism Faculty (Udayana University) Putu Anom, IB Negarayana from Bali Tourism Institute (STP) Nusa Dua, humanist Nyoman Gunarsa and the Head of Bappeda Karangasem Ketut Sedana Merta. In the meantime, elements of the Hindu Dharma Council of Indonesia (PHDI) and customary village general assembly (MUDP) were not present.

In the meeting was agreed the parties involved in the team consisting of the elements of the Bali government, Bali House, county/municipal government across Bali where the KSPN was located, academicians and elements of the Bali Rector Forum, religious leaders from PHDI Bali and county/municipality across Bali, customary leaders (MUDP, MMDP, MADP), elements of the mass media and journalists like the Indonesian Journalist Association (PWI) and Indonesian Journalist Alli-ance (AJI), environmental NGOs and Interfaith Communication Forum (FKUB). However, there was possibility of additional elements to be involved pursuant to the need of the assessment and aspiration. “For academician, we advise the Bappeda Bali to write a letter to rector forum in Bali, so they can determine the experts in this matter to be included in the KSPN team,” said the Dean of the Faculty of Tourism, Udayana University, Putu Anom.

The Head of Bappeda Karangasem, Ketut Sedana Merta, approved the establishment of the KSPN assessment team. The team would also be expected to inventory the KSPN input and issues surrounding it. “We agree to the formation of this team, but its output should also be clear. The team must also be completed with technical working group, supervision working group and other working groups. Do not let us be blamed in the county and province,” he explained.

In particular, he also asked to involve the customary village, temple priests and community leaders of Besakih in the team and be involved in the next discussion because the main problem was the KSPN Besakih, Mount Agung and surrounding areas. “We specifically ask to involve the chief of customary village and temple priests of Besakih because this team is not formed if there is no problem related to the KSPN Besakih,” he said.

The Head of Bappeda Bali, Putu Astawa, added the KSPN Assessment Team to be formed would be an independent team consisting of all the elements of both the pros and cons party so they could obtain a compre-hensive input. Within this week, his party would re-invite a number of community members to immediately set up a team and the team could immediately conduct a study. Later on, the results of the assessment team would be forwarded as a proposal to central government.

“We actually follow up the result of gubernatorial social gathering on November 5, 2013 to make an assessment team. But, we also need a fairly long time to establish this team because we want this team can be completely independent. So, there will be no impression if it will be pro to certain things. Having been agreed, the names will be included in this KSPN team. Though the decree on the establishment of this team is signed by the governor, this team will actually work independently. Obvi-ously, we are still committed to the provisions in the existing bhisama (stipulation) and Regional Bylaw No.16/2009 on Bali Spatial Plan and this team will work independently,” he concluded. According to police chief, other than doubling the number of per-sonnel deployed at each post, his party also invited all people of Buleleng and Bali in general to make the security condition con-ducive. Moreover, many national and international events were held in Bali. “Well, let’s keep the repu-tation of Bali that has been trusted. Security responsibility is not solely the task of police, but also the re-sponsibility of all of us,” he said.

During the visit on Wednesday, Chief Benny Mokalu had been the inspector of rally in the courtyard of Buleleng Police Headquarters.

The rally was also participated by Chief of Buleleng Police Benny Arjanto, Regent of Buleleng Putu Agus Suradnyana and officials of the Buleleng leadership council.

Police chief emphasized that village police as the spearhead in the community should make more frequent interaction with the members of community ahead of the general election in 2014. “As the spearhead in the community, at least the village police can visit three houses each day. The more often they communicate, the better will be,” he said.

leadership council were also expected to make more frequent communication and synergy with the ranks of county police. Ac-cording to him, in such informal communication could be dis-cussed about the matters relating to security and order condition in the respective region. After lead-ing the rally, police chief further conducted a face-to-face meeting with community leaders and po-litical parties. afflicting a few people in Negara generate more awareness of ra-bies. On the other hand, when the bite cases in Bali are high enough, the stock of anti-rabies vaccine (VAR) runs thin. Even, Sanglah Hospital as one of the rabies cen-ters in Bali has run out of vaccine stock since two months ago.

According to an official, as long as the anti-rabies vaccine was empty, the treatment could be provided was only wound care. As for getting the vaccine, patients were suggested to go to other rabies centers or could purchase at a pharmacy providing the vaccine.

Responding to such condition, the Head of Bali Health Agency, Ketut Suarjaya, when contacted

on Wednesday (Dec 18) admitted the current stock of the anti-rabies vaccine was diminishing. “So far, the stock of anti-rabies vac-cine amounts to 9,000 vials and 200 vials of anti-rabies serum (SAR),” said Suarjaya. Although the unavailability or depletion of stock happened in some rabies centers like Sanglah Hospital and county hospitals, it could still be ordered to each Health Agency of the county/municipality through-out Bali. When it was urgent and could not wait until the vaccine stock was available, added Suar-jaya, people were given the option to purchase it at pharmacy that provided the vaccine or monitor the biting dog.

If within the span of two weeks the dog was still alive, it meant the victim was safe from rabies. “Pro-

curement of the vaccine stock will be made later this month as many as 41,000 vials,” he said.

Regarding the case of the dog biting a few people in Negara, according to Suarjaya, his party had handled it through the ad-ministration of anti-rabies vaccine and anti-rabies serum as well as the deployment of the district surveillance officer (DSO) to make observation against the victim bitten by rabies dog. Even though there was a bite of dog alleged to be positive to rabies, ac-cording to Suarjaya, the target of Bali Rabies-Free 2015 would not delay. The target of being Rabies-Free would only delay if within the period of two years there were casualties due to rabies. “The last death occurred in June 2013,” he said. (san)

At that time, dozens of people’s home were inundated. “We get instruction from the mayor to im-mediately normalize the Mati River considering the waterway condition at the location of flood was minimal and narrowed. Unfortunately, the activities are still constrained by land acquisition around the Mati River,” he said.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

and Maritime Agency, Made Dwi Maharim-bawa, recently said the issues faced by fishery farmers was price competition against the products from Java. Onslaught of the pond products from outside Bali was very detri-mental to ponds in Bali including Jembrana, chiefly a number of farmer groups due to competitive price. Selling price of fishery product from Java was cheaper because they got a cheaper feed price, not to men-tion the more competitive labor costs. “The production cost there (in Java) is cheaper, so it should be considered to protect the fish farmers in Bali and Jembrana in particular,” he explained.

On that account, there should be a strict control in the border by Fish Quarantine of-ficer. Besides, it was also needed a Certificate of Origin (SKAU) to ensure that the fish had clear origin. By that way, it could be known

the origin and be traced what caused the price to go down. “It is intended to get clear information about the origin of the fishery products, who knows it was stolen and then sold at cheap price,” he explained.

Existence of the freshwater and brack-ish water ponds managed by farmer groups was expected to boost the econ-omy. Currently, the fresh water farmers considered the price competition was quite striking, particularly the fishery product invasion from outside Bali. The selling price of fish such as carp was very competitive as the price of feed made from fish flour was expensive. Indeed, added Maharimbawa, with the current price in the market farmers could have reached the Break Even Point (BEP). Since the price ever exceeded the higher price than the present one, farmers still expected the price to return to normal. (kmb26)

Once arrived at milepost 15, two electric poles unexpect-edly collapsed and one of them toppled over the vehicle. Suddenly the vehicle stopped and could not move.

As a result, the rear part of the vehicle was wrecked and the back door could not be closed. Luckily, no passenger

suffered injuries. However, a passenger named Nurhayati was shocked and had to receive light treatment at Sukasada Health Center.

A number of residents said that before the incident the power line at the milepost 15 was very low as buffeted by rain and strong wind. Before the fateful official passed, a tourist bus from Denpasar also passed on the street in front of it. When the bus passed, the power line had been caught at the air conditioner box on the rooftop of the bus. However, the bus forced itself to pass through the power line so the power line pulled the electrical pole to the ground.

Chief of Sukasada Police Traffic Affairs, Nyoman Adika, with his ranks directly arranged the traffic flows as it was jammed. “By all means, the occupancy is low because the growth of hotel room exceeds the tourist arrival. Un-avoidably, this condition will automatically trigger a tariff war that will harm the government because the taxes paid will be smaller because the hotel profits di-minished,” he said.

He advised the government to immediately form a regional tourism promotion board to offset the growth of

hotel room. Existence of this institution was expected to improve the image of Bali tourism, increase foreign and domestic tourist arrival and increase tourist expenditure during their visit in Bali and evaluate the tourist arrival.

“With the number of rooms reaching over 80,000, ideally the tourist arrival reaches 4 million in order to cover the average occupancy of up to 70 percent. On that account, it is required to establish a tourism promotion board (BPPD) in this region,” he said.

Deputy Chairman of the Indonesian Tourism Industry Association GIPI) of Bali, Bagus Sudibya, admitted the hotel occupancy rate decline was not a new issue that happened in Bali. Even, this condition would continue to occur as long as the amount of supply and demand between the number of accommodation and tourist arrival was imbalanced. “The growth in the number of tourist arrival over 13 percent cannot pursue the growth in the number of room because the growth in the number of hotel room in Bali is very high,” he affirmed.
