Dozens of migrant fishpond la-bors were arrested by JembranaCivil Servant Police Unit (SatpolPP) because they were known tohave no seasonal resident identitycard (Kipem), last Saturday (Jan 16) afternoon. Approximately elevenmigrant labors from West NusaTenggara, Sulawesi and Java weresecured in one of the ponds atTaman Hamlet, Tuwed Village,Melaya.

Such control was based on infor-mation received from the local resi-dent alleging the UD Terus Jayafishpond employed illegal workerswho have not had Kipem. Even, some of those laborers have livedpermanently but have not had per-mission to live or work in thatshrimp fishpond.

Dozens of those workers wereexamined when harvesting shrimpand away from each other. The of-ficers coming at around 5:00 pmLocal Time summoned all laborsright away to be gathered. The of-ficer collected the data of their iden-tity and other administrative details, including ID card and Kipem.

Defendant I Nyoman Mangkualias Mangku Kari, 45, wascharged 20-year prison sentencein a trial in Amlapura Court notlong ago. Responding to the de-mands of the prosecutor, legal ad-visor of the defendant I MadeRuspita who was contacted lastSunday (Jan 17) in Amlapura saidthat his party would convey thedefense statement of his client inthe next session.

Public prosecutor AgusAdnyana prove d Mangku Karifrom Pedahan village was guiltyof planned murder according toArticle 340 of the Penal Code.Where, Mangku Kari massacredhis brother-in-law when the vic-tim was the squatting to bargain apig at Tukad Deling market, WestTianyar, five months ago.

The rise of commercial billboards in the form of banners and billboards in Badung Regencyleaves a wide range of issues. Problems that often highlighted is the declining of environmentalaesthetic because of so many ads placed by the roadside. Not only environmental aesthetic prob-lems in plain view, the Head of Badung Regional Revenue Service (Kadispenda), I Gusti AgungAlit Agung, admitted his side was often missed in an attempt to control the banners and bill-boards, especially in terms of the ad content and taxes.

after the discipline operation, thosebillboards or commercial bannerswere actually re-installed by theadvertiser. “Advertisersoftenplayed hide-and seek with us.When we take operation they werenot installed, but installed again onthe next day, and so on. Conse-quently, our officers are oftenmissed,” said Agung Alit.

Since his party did not want tobe fooled again, Alit Agung af-firmed to take a new strategynamely by tightening the billboardlicensing. One week before thepermit expired, the Dispenda

Badung would make a binding li-censing with advertisers. Materialof agreements contaied theadvertiser’s decision whether toextend the permit or not. If the ad-vertiser wanted an extension ofpermit, the billboard owners wererequired to pay a security deposit.By this way, billboard advertiserswere expected not to play againwith the Dispenda.

“If providing guarantee in theform of money, billboard ownerswould have to think more whenplaying games with us,” warnedthe Great Alit. (ded)

Murder of Brother-in-Law

Charge with 20 Years Imprisonmentthe victim was in a holding stag-gered and the wound of his bleed-ing abdominal cavity gushed freshblood. The defendant chased andstabbed him for several times. Lo-cal residents at the market had notime to break up the fight, becauseit happened so quickly. Apparently, the defendant had followed the vic-tim from his village at Pedahan andstalked victims as unsuspecting.

When the incident ensued, resi-dents at the market of TukadDeling shocked and the victim wasrushed to be taken to communityhealth center of Tianyar. Unfortu-nately, when arriving at the healthcenter, the victim was declareddead. Meanwhile, the accused wasabout to run away, but not far fromthe market he was successfully ar-rested by members of detectivepolice of Karangasem Resort Po-lice that have made patrol at thelocal market since that morning onresponding to related reports ofresidents mentioning the frequentpickpocket or theft action.

When examined by police andthe before the judge panel chaired

by Made Yuliada, Mangku Kariadmitted deliberately to seek hisbrother-in-law because he knewhim to go to Tukad Deling market. The accused brought a machetetucked under his shirts. He plannedto kill his brother in-laws becausehe himself was frightened due tothreatened frequently by the vic-tim by using sword at night andchallenged to fight. “Who is inat-tentive, he would die first. There-fore, rather than dying in vain, Idecided to stab him first,” he said.

Why the victim often searchedfor the accused to his house andpicked a fight, allegedly the vic-tim was grudge against him. Thevictim was just released fromKarangasem Jailhouse after serv-ing a prison sentence because thevictim often maltreated his wife.Victim’s wife was younger sisterof the defendant Mangku Kari. Thedefendant reported the domesticviolence afflicted his younger sis-ter to police station by the reasonthat he had no the heart to see hersuffering due to violent deeds ofthe victim. (013)

Denpasar (Bali Post)—House of Representatives and the

Ministry of National Educationplanning to formulated a system ormethod of the national examination(UN) that was really effective toproduce quality graduates was posi-tively responded by Secretary Gen-eral of Indonesia Association ofTeachers (PGRI) of Bali Branch,Gede Wenten Aryasudha and Headof PGRI of Denpasar Branch, INengah Madiadnyana. To avoid con-troversy and rejection from theranks of education against the UNformat coming into force in the com-ing years, the two officials insistedthat the House and the Ministry ofNational Education should involvedthe PGRI actively in the preparationand adoption of the UN method.

“In each making of vital educa-tional policies including the UN, thegovernment naturally involve PGRIas highly representative organiza-tion that representing the aspirationsof teachers in Indonesia,” WentenAryasudha and Madiadnyana toldBali Post, last Sunday (Jan 17).

According to the two sources ofBali Post, the urge to be involved inthe discussion of UN method wasvery logical. The reason, the teach-ers were actually entitled to at leastassess and evaluate the results of theteaching-learning process achievedby their students. In other words, determination whether or not stu-dents graduated from an educationalunit level would be fairer if done bythe teachers. “The reason, they werethe most knowledgeable about theachievement and the quality of thedevelopment of their students,” saidMadiadnyana firmly justified byWenten Aryasudha.

person and did physical activities onaverage of 100 minutes per week has atelomere that looked on average of fiveor six times younger than the subjectswho were less active and made physi-cal activity on average of 16 minuteseach week.

Those who performed most activi-ties, on average of 199 minutes perweek, had a look of telomere about nineto ten years younger than the least ac-tive. “These data suggested that sportsactivities may eventually protect thebody from the aging process,” said Tim

D. Spector, a professor of genetic epi-demiology at King’s College of Lon-don, who led the study.

Physical activity could also reducepsychological stress, which has beenassociated with telomeric length. Manyresearchers said they hoped the doc-tors could use these findings to encour-age people to do exercise. “Hopefullywhen the physician teaching or usingclinical treatment could give advice totheir patients about this benefit,”saidSpector. “It may also slow the agingprocess, and people may actually lookand feel younger, which we knewwould be good for most people.”

Infant with Spilled Intestines at Sanglah Hospitalfirst baby was born with the help of amidwife in a normal condition lastFriday (Jan 15) at around 05.30 amLocal Time. “I could see my baby’sbowels were outside while accompa-nying my wife to give birth,” saidArdika.

He did not guess at all that theirbaby would be had deformity becausewhen she got USG examination nosign of strangeness was found. Hisdaughter was declared healthy andnormal. “It once got USG examina-tion when the pregnancy was at theage of six months. At that time, it wasdeclared healthy and normal,” he said.

During pregnancy, according toArdika, his wife had been ill duringthe age of three months of pregnancy. But she did not carelessly take thedrug and drank only the recom-mended drug by midwife. “Whencough and colds, my wife only tookmedicine from the midwife. Shenever took free medication becauseshebasically did not like taking medi-cine,” said Ardika who worked as la-borer of coffee plantation.

During the pregnancy, Ardika’swife remained to work as a shop at-tendant at one of the supermarkets inSingaraja. However, Ardika again af-firmed that she worked as usual andthere was no history of falls or lift-ing weights.

Knowing her intestines were out-side, Ardika’s first child was referredto Buleleng Hospital immediately, which then was brought to SanglahHospital on the same day when thebaby was born. “At the moment, weuse community health insurance(Jamkesmas),” said Ardika wishing animmmediate recovery for his baby.

On the other hand, some time ago, exactly Friday (Dec 30) SanglahHospital received Siamese twins. These infants came to hospitalaround 10:30 pm Local Time, ac-cording to Kuning, the baby wasshortly handled because they diedinstantly. “Indeed, we once handledthe Siamese twins from Gianyar, butunfortunately they died before hecould provide further treatment,” saidKuning. Price of Chicken Feed Increases, Breeders Screamin egg prices was not small. Ide-ally, he said, the price of egg wasaround IDR 700 per piece mak-ing breeders unable to cover theiroperational costs and providelittle benefit.

This former head of BabahanVillage said the number of eggs en-tering into Bali estimated to be oneof the causes of price drop on lo-cal eggs. Similarly, it was also pos-sibly caused by the act of specula-tors where the price at market wasIDR 1,000 but at breeder’s levelshowed no improvement. Beingunable to pay the cost of feed andother operational costs, manybreeders said they were threatenedout of business because mostbreeders in Tabanan belonged tosmall category depending on the

The Head of Tabanan AnimalHusbandry Services, Ni NyomanRusmini, said her party had a chanceto meet breeders at Babahan. Regarding to the price,Rusmini claimed to be unable toregulate the price issue due to theprevailing of market mechanism.Rusmini did not dismiss that a lotof eggs entered from outside Bali.Instead, she appealed in order theTabanan breeders should be readyto compete globally. with the members of Commission Xof central House of Representatives,Dr. I Wayan Koster, who accused theUN format that has been imposed didnot given a real picture about thequality of graduates. Occasionally, the academic ability of mediocre stu-dents even got a special value on theUN. While the students whose aca-demic ability in the eyes of his teach-ers considered outstanding even gota lower national examination due touncooperative.

“As educators, we often shakeheads at seeing this phenomenon. In-deed there is something wrong withthe UN format imposed today. There-fore, we are very supportive if theHouse and the Ministry of NationalEducation really seriously want toformulate a new national examinationformat and must be more accountablein terms of quality graduates,”Wenten said Aryasudha andMadiadnyana compactly.

Then, what kind of UN format isconsidered the most ideal assessedby the two seniors of PGRI Bali?According to them, it was more com-fortable if the government re-appliedthe EBTANAS format in determin-ing the graduation of students be-cause it was more objective in mea-suring student’s achievement as awhole. Because the learningachievement of students in previoussemesters, semester grades espe-cially odd and even at last grade, stillbecame an important parameter indetermining student’s graduation.“Most importantly, the determina-tion of a student from graduationlevel of education units must becomethe rights and authority of theteachers’board. Of course, by look-ing at the process and learning theachievement of students for threefull years,” they affirmed. (kmb13)

SANTIAGO, Chile – Billion-aire and now President-electSebastian Pinera invoked the callsto service of John F. Kennedy andBarack Obama as he challengedChileans to come together to im-prove their country.

The conservative businessman, who won Sunday’s election by a 52-48 percent margin over formerPresident Eduardo Frei, vowed toappoint the “best, most prepared, most honest and most dedicated”people to help transform Chile “intothe best country in the world.”

But Pinera’s long and rousingvictory speech made no mentionof foreign policy, and given hisrecent comments about Chile’sneighbors, he may find unity on acontinent dominated by leftist gov-ernments very hard to achieve.

Pinera’s election victory Sundaynight ends two decades of uninter-rupted rule by a center-left coali-tion, and returns to power the samepolitical parties that provided civicsupport for Augusto Pinochet’s bru-tal 1973-1990 dictatorship.

The middleman said pirates in twospeedboats attacked the ship Sundayjust before the ransom was due to bedelivered but after a brief shootout, two helicopters from a warship in-tervened. The middleman said thetwo helicopters did not fire at any ofthe pirates, but only hovered overthem, successfully scaring off theattacking group.

The Maran Centaurus was hi-jacked Nov. 29 about 800 miles(1,300 kilometers) off the Somalicoast. It was carrying about 2 millionbarrels of crude oil from Saudi Arabia

destined for the United States, esti-mated to be worth roughly $150 mil-lion at the time of the attack.

A Greek coast guard spokes-woman said the tanker had left So-malia escorted by a Greek frigateand was heading to the South Afri-can port of Durban.

She said all crew members were ingood health, and the ship was expectedto reach Durban in a week. She spokeon condition of anonymity in line withGreek government regulations.

The ship, only the second oiltanker captured by Somali pirates, had 9 Greeks, 16 Filipinos, 2 Ukrai-nians, and a Romanian aboard. Itsseizure resurrected fears of an envi-ronmental or safety disaster firstraised by the capture of the Saudi-owned Sirius Star. “For Chile it’s vitally importantto have and maintain good relationswith our neighbors and other Ameri-can nations,” Pinera’s platform reads.

But while President MichelleBachelet tried to defuse border ten-sions with Peru and Bolivia andavoid antagonizing VenezuelanPresident Hugo Chavez, Pinera’smore nationalistic tone — andfriendship with Colombia’s conser-vative President Alvaro Uribe —could make relations difficult.

Pinera has criticized Latin Ameri-can populism as a failed approach, and in last week’s presidential de-bate, he called Cuba a “dictatorship,”said Venezuela is “not a democracy”and vowed never to concede land norsea that belongs to Chile.

“This tone is clearly going to be-come an obstacle to building goodrelations with Bolivia, and certainlywith Venezuela,” said MarceloMella, a political scientist at the Uni-versity of Santiago. “It seems to methat nationalistic and chauvinisticdeclarations won’t help generate agood climate for resolving conflicts.”

Mehmet Ali Agca waved to journalists ashe left the prison in a white sedan car in aconvoy of several vehicles. He was taken to amilitary hospital to be assessed for compul-sory military service. A 2006 military hospi-tal report said he is not fit for military servicebecause of a “severe anti-social personalitydisorder.”

There have been long-standing questionsabout the 52-year-old Agca’s mental healthbased on his frequent outbursts and claims thathe was the Messiah.

In a statement on Monday, distributedby his lawyer outside the prison in Sincanon the outskirts of Ankara, the Turkishcapital, he raved again: “I proclaim the endof the world. All the world will be de-stroyed in this century. Every human be-ing will die in this century. ... I am theChrist eternal.”

Agca shot John Paul on May 13, 1981,as the pope rode in an open car in St.Peter’s Square. The pontiff was hit in theabdomen, left hand and right arm, but thebullets missed vital organs. John Paul metwith Agca in Italy’s Rebibbia prison in1983 and forgave him for the shooting.

Vatican spokesman the Rev. FedericoLombardi said there were no plans to com-ment on the release.

The motive for the attack remains unclearbut has not been linked to Islamic issues.

When Agca was arrested minutes after theattack, he declared he had acted alone. Later,he suggested Bulgaria and the Soviet Union’sKGB were behind the attack, but then backedoff that line. His contradictory statementshave frustrated prosecutors over the decades.

Agca has said that he will answer questions

PORT-AU-PRINCE (Reuters) – Haiti’svoodoo priests are objecting to anonymousmass burials as an improper way to handlethe tens of thousands of dead from the earth-quake — and have taken their complaint toPresident Rene Preval.

Dumping the dead in hurriedly excavatedmass graves without proper rites is seen asdesecration in a country where many be-lieve in zombies — dead bodies broughtback to life by supernatural forces whocould persecute the living.

Haitian officials say so far at least 50,000bodies have been dumped in mass gravesoutside the shattered capital, Port-au-Prince,in what they view as the most efficient wayto dispose of the fast-rotting corpses fromTuesday’s disaster.

“It is not in our culture to bury people insuch a fashion,” Haiti’s main voodoo leader,Max Beauvoir, said in a meeting with Preval.

YANGON, Myanmar – Lawyers for op-position leader Aung San Suu Kyi saidMonday they were optimistic Myanmar’shighest court would overturn an extensionof her house arrest imposed after an Ameri-can intruder swam uninvited to her home.

The court began hearing from both sidesin the case Monday and was expected toissue a ruling within a month. Suu Kyi, whowas barred from attending the session, hasbeen detained for 14 of the past 20 years.

The 64-year-old Nobel Peace Laureate’ssentence would ensure she cannot partici-pate in Myanmar’s first elections in twodecades that will be held sometime thisyear. Her party swept the last elections in1990, but the results were never honoredby the military, which has ruled the coun-try since 1962.

Suu Kyi’s lawyers appealed to the Su-preme Court last month after a lower courtupheld a decision to sentence her to an ad-ditional 18 months of house arrest. She hadbeen convicted in August of violating theprevious terms of her detention by brieflysheltering an American who swam to herlakeside home.

Suu Kyi’s lawyer Nyan Win told judgesthe extension was unlawful because it wasbased on provisions from the 1974 Con-

about the attack after he is released fromprison. His lawyer said he would not speakon Monday but would rest in Ankara. Agca isexpected to travel to Istanbul later, privateNTV television said.

“We are not running away from the media,he may speak in a few days,” lawyer GokayGultekin said.

Agca was released after completing his sen-tence for killing journalist Abdi Ipekci in1979. He had received a life sentence, whichamounts to 36 years under Turkish law, formurdering Ipekci, but he escaped from a Turk-ish prison less than six months into the sen-tence and went on to shoot the pope in Rometwo years later.

Agca reportedly sympathized with the GrayWolves, a far right-wing militant group thatfought street battles against leftists in the1970s. He initially confessed to killing Ipekci, one of the country’s most prominent left-wingnewspaper columnists, but later retracted hisstatements.

After his extradition on June 14, 2000, Agcawas separately sentenced to seven years andfour months for two robberies in Turkey in1979. But authorities deducted his prison sen-tence in Italy and several amnesties andamendment of the penal code reduced his termfurther. The complex situation complicated thecalculation of his remaining term and even ledto his wrongful release from prison in 2006.He was reimprisoned eight days later.

Agca’s military situation was expected tobe clarified as soon as late Monday. Turkishmilitary generally accepts conscripts until theage of 41.

Agca has said he is beginning to considerbook, film and television documentary offers.

More than half of Haiti’s 9 million peopleare believed to practice voodoo, a religionwith roots in Africa. Some 80 percent alsoare Catholic and most Haitians see no con-flict between the two.

Five days after the earthquake, scores ofuntouched corpses, now bloated and stink-ing, remain on streets. Red Cross officialshave repeatedly said no one should fear dis-ease from dead bodies after the earthquakethat is believed to have killed up to 200,000people.

“I don’t understand why everyone isworried about a disease risk,” Haitian RedCross President Michaelle Amedee Gedeontold Reuters. “Do we have cholera in Haiti? No. Do we have the plague in Haiti? No.Rodents, water will not get contaminated. The only bad effect from the corpses is thesmell.”

On Sunday, more bodies appeared over-night, with locals saying they were thievesburned and shot by lynch-mobs, gangs andpolice. They said about 20 people were killedlike that.

house arrest of Suu Kyi’s two female com-panions, who are also ordered confined for18 months at her compound in Yangon.

“We are very optimistic. The law is com-pletely on our side,” Suu Kyi’s lawyer, KyiWin, told reporters waiting outside thecourt. Kyi Win said the ruling would beannounced in a month, correcting anotherlawyer’s assertion it would be handeddown this week.

British Ambassador Andrew Heyn, whoattended the Supreme Court hearing, saidhis government fully supported Suu Kyi’sappeal.

“Our position remains that Suu Kyi’shouse arrest and the detention of all politi-cal prisoners is unjust and we call againon the government to release her and allpolitical detainees without condition,”Heyn said.

On Friday, Suu Kyi met with Cabinetminister Aung Kyi, part of her NationalLeague for Democracy party’s efforts toprepare for the elections. Suu Kyi’s partyhas not yet declared whether it will takepart in the election.

GIANYAR - A number ofentrance tickets at the tourist ob-jects in Gianyar Regency will ex-perience a price increase this year. This plan was revealed by the re-vised regional regulations con-cerning with the discussion per-formed at the level of GianyarHouse. The reason for the raisingof ticket prices was to boost theregionally generated revenue(PAD) at every tourist object inGianyar Regency in 2010.

The information obtained, lastSunday (Jan 17), the price of en-trance ticket to tourist objects inGianyar Regency would be vali-dated from swimming pool on theBukit Jati hilltop area, Goa Gajahand some other tourist objects. “The economic situation is stillsevere, falling short of a self-sus-tained recovery, even though it isbeginning to pick up,” newly-ap-pointed Naoto Kan said at the startof a 150-day parliament session.

“Looking ahead, there are therisks of a further worsening of theemployment situation and defla-tion, and the foundation of a strong, private demand-led recovery is stillfragile.”

Asia’s top economy plunged intodeep recession in 2008 as the globaldownturn sharply cut into its exports, but it grew at a modest 1.3 percenton an annualised basis in the July-September quarter.

Kan, referring to a stimuluspackage announced last month —Japan’s fourth since the global eco-nomic crisis hit — said: “The gov-ernment will tackle deflation and

Tony Tan, deputy chairmanof the Government of SingaporeInvestment Corporation (GIC)said Asian firms were in muchbetter shape to play a major roleon the region’s expansion overthe next several years.

“Asian financial institutionsand markets have been given agolden opportunity,” he told aforum in the Taiwan capital, ac-cording to the text of his speech.

LONDON - Britain faces theprospect of a decade of economic pain, after binging on cheap debt, and its re-covery will rely on trading more withAsian tigers like China, forecasterswarned on Monday.

The economy, expected to haveescaped recession in the last quarter of2009, faces a “challenging” 2010, ac-cording to the Independent TreasuryEconomic Model (ITEM) Club eco-nomic forecasting group of auditorsErnst and Young.

“The UK economy has moved outof a decade of debt and into a decadeof painful readjustment,” the ITEMClub said in a key report published onMonday.

“After years of relying on domes-tic spending and borrowing theeconomy now needs to rebalance to-wards saving and exporting, or riskstagnating.”

British gross domestic product(GDP) will meanwhile “struggle” toreach 1.0 percent this year.

“The UK is facing another chal-lenging year,” added chief economicadviser Peter Spencer.

“We are no longer in a position toborrow — the massive debts that weracked up in the last decade now needto be repaid.

TOKYO - The world’s second-largest economy is recovering but Japan still faces tough chal-lenges, led by the twin threats of deflation and unemployment, the country’s finance minister saidon Monday.

make sure the economy will recover.” The centre-left government sub-

mitted a bill for 7.2 trillion yen (79.1billion dollars) in spending as part ofthe package announced last monthwhich it says is worth a total of 274billion dollars.

To help finance the package andother spending, the government plansto issue new bonds worth 9.342 tril-lion yen (102.6 billion dollars), Kansaid.

Japan’s public debt is around180 percent of gross domestic prod-uct, largely due to massive spendingduring the economic “lost decade” ofthe 1990s.

Kan’s predecessor HirohisaFujii, who stepped down this monthciting health problems, has warnedthat “Japan’s fiscal situation is seri-ous.”

Japan’s new debt issued this fis-cal year will reach 53.5 trillion yen, topping tax revenue for the first timesince 1946, the government has said.

Kan said that more than 52 per-cent of public spending will be fi-

nanced through bond issues rather thantax revenues.

International Monetary Fundchief Dominique Strauss-Kahn, speak-ing in Tokyo, said tackling soaringgovernment debt is one of the top pri-orities for global policymakers as afragile economic recovery takes hold.

“We have to fix the consequencesof the policies which have been put inplace” in response to the global eco-nomic crisis, he said.

Addressing the high level of sov-ereign debt is “probably the top prior-ity” facing developed, and manyemerging, economies in the comingyears, he said.

He added that, while many ad-vanced economies have clawed out ofrecession, “all efforts should be fo-cused on fighting unemployment.”

Japan’s unemployment climbedto 5.2 percent in November from 5.1percent in October, worsening for thefirst time in four months. Core con-sumer prices fell 1.7 percent in Novem-ber from a year earlier, the ninthstraight monthly drop.

Britain facing decade of economic pain: forecasters “The consumer is completely

cashed out — with consumer spend-ing likely to increase by just 0.4 per-cent this year.” However, Britain willfare better if the country trades morewith Asian powerhouse economies likeChina, he added.

“It is vital the UK rejuvenates itsoverseas investment model and startsselling into countries such as China, where we have an exceptionally lowmarket share compared to our leadingcompetitors.

“The UK’s recovery is reliant ona roaring trade with the tiger econo-mies,” Spencer added.

Official data due on January 26 iswidely expected to reveal that Britainexited its longest recession on recordduring the fourth quarter of 2009, orthree months to December. But theITEM Club said Monday that this wasdue to exceptional emergency stimu-lus measures — like the new-for-oldvehicle scrappage scheme that hasboosted the troubled auto sector.

Another measure was British fi-nance minister Alistair Darling’s tem-porary cut in taxation on goods and ser-vices — or value-added tax (VAT) —but this expired at the start of the year.

“Once the effects of these tempo-rary stimuli have worn off, it is diffi-cult to see where the growth is goingto come from in the short-term,” Spen-

cer added. “ITEM forecasts that GDP will

struggle to reach 1.0 percent this year, with interest rates likely to remain flatwell into 2010.”

Turning to the public finances, theITEM Club also expressed concernabout sky-high government borrowing.

“ITEM remains concerned aboutthe Treasury’s projections for next year, which are based upon very optimisticassumptions for both the pace of theeconomic recovery and for the valueof tax revenues raised,” it said.

Late last year, Chancellor of theExchequer Darling forecast in his pre-budget report that state borrowingwould hit a record 178 billion poundsin the current 2009/10 financial yearwhich runs until April.

“The fiscal position remains amajor uncertainty and the pre-budgetreport was a big disappointment, withthe Chancellor failing to come up withany credible medium-term plan for re-storing the public finances to health,”Spencer said on Monday.

The country’s longest recession onrecord has slashed taxation revenuesand ramped up government spendingon unemployment benefits and eco-nomic stimulus measures.

The public purse was also ravagedby a series of enormously expensivebailouts in the British banking sector.

unusually open for Asian financialinstitutions and markets, particu-larly for the next few years.”

The GIC is the world’sfourth-largest sovereign wealthfund, managing a global portfo-lio of more than 100 billion USdollars.

Asian banks have benefitedfrom entering the crisis with rela-tively healthy levels of capital, li-quidity and non-performing as-sets, but now they must act fast,Tan said.

“Asian banks and capitalmarkets will need to developquickly to step into the breach,”he said.

“Regulatory and develop-ment authorities in the financialsector in Asia need to cooperateas never before with each otherand financial institutions to de-velop regional financial and capi-tal markets.”

LONDON – An 18th-centuryaccount of how a falling piece of fruithelped Isaac Newton develop thetheory of gravity is being posted tothe Web, making scans of the fragilepaper manuscript widely available tothe public for the first time. Newton’sencounter with an apple ranksamong science’s most celebrated an-ecdotes, and Britain’s Royal Societysaid it was making the documentsavailable online Monday.

Royal Society librarian KeithMoore said the apple story has man-aged to keep its polish in part be-cause it packs in so much — an il-lustration of how modern scienceworks, an implicit reference to thesolar system and even an allusion tothe Bible. When Newton describesthe process of observing a fallingapple and guessing at the principlebehind it “he’s talking about the sci-entific method,” Moore said.

“Also the shape of the apple re-calls the planet — it’s round — andof course the apple falling from thetree does indeed hark back to thestory of Adam and Eve, and New-ton as a religious man would havefound that quite apt.” The incidentoccurred in the mid-1660s, whenNewton retreated to his familyhome in northern England after anoutbreak of the plague closed theUniversity of Cambridge, where hehad been studying.

The Royal Society’s manuscript, written by Newton’s contemporaryWilliam Stukeley, recounts a springafternoon in 1726 when the famousscientist shared the story over tea“under the shade of some appletrees.” “He told me, he was just inthe same situation, as when formerly, the notion of gravitation came intohis mind,” Stukeley wrote. “It wasoccasion’d by the fall of an apple, ashe sat in contemplative mood. MALARIA was eradicated inthe U.S. by 1951, so Americans canbe forgiven for not giving the dis-ease much thought. But the mos-quito-borne scourge is responsiblefor the deaths of nearly a millionchildren under age 5 each year -mostly in Africa - killing one childevery 30 seconds. Half the world’spopulation remains at risk - includ-ing travelers to affected countries.

But while initiatives to provideinsecticide-treated bed nets and othercontrol measures have cut malariarates in half in some countries, thedisease is adapting, and insecticide-resistant and treatment-resistantstrains are increasingly problematic. And the worldwide recession is re-ducing the funding available to keepmalaria-control initiatives going. A New Malaria Vaccine that Treats the Mosquito TooMalaria Vaccine Initiative (MVI) -which is funded by the Bill & MelindaGates Foundation - on Friday, Jan. 15,announced a collaboration with theJohns Hopkins Bloomberg School ofPublic Health and the Sabin VaccineInstitute to create a whole new kind ofmalaria vaccine. Called a transmission-blocking vaccine (TBV), it is aimed notat protecting individuals from the dis-ease but at preventing mosquitoes thatcarry it from spreading it. (See TIME’shealth and medicine covers.)

“I think it’s very encouraging,”says Dr. Lee Hall, chief of the Para-sitology and International Programsbranch of the National Institute ofAllergy and Infectious Diseases(NIAID). “It’s a big endorsement byMVI for this general approach.” Tra-ditional vaccines work by introduc-ing a killed or weakened version of a

disease into the body, where theimmune system spots it andcranks out antibodies against it.Then, if a wild strain of the patho-gen comes along later - one thathas the power to sicken or kill -the body is ready for it. The newapproach is different. Developedby Rhoel Dinglasan, an entomolo-gist and biologist at JohnsHopkins University Hospital, itwould instead work within themosquito gut. (See the top 10medical breakthroughs of 2009.)

Dinglasan has found an anti-gen, called AnAPN1, that causeshumans to create antibodies thatprevent transmission of malaria bymosquitoes. Get enough of theseantibodies into mosquitoes, andyou lock the disease up there andprevent it from infecting us.

SINGAPORE – Illegal wildlife traders are turning to the Internet to reach a wider customer base, circum-vent laws and evade authorities, an animal rights activist told a conference on Sunday. Items such as rhinoc-eros horns, leopard pelts and even live tiger cubs are being hawked openly in online advertisements on publicwebsites, said Grace Ge, Asian regional director of the International Fund for Animal Welfare (IFAW).

said there was a “huge volume ofwildlife and their products tradedonline on a daily basis”. The researchwas conducted over a three-monthperiod in 2008 in 11 countries in-cluding the United States, China,Australia and several European na-tions. It found 7,122 online adver-tisements selling endangered speciesor products derived from theirslaughter. The United States was amajor culprit as the source of 70.5percent of advertisements, followedby Britain and China with 7.7 per-cent and 7.6 percent respectively, thestudy showed.

Estimates of the value of final

sales on these websites totalledmore than 457,000 dollars, but theactual amount was likely to behigher as most sites did not adver-tise their prices, according to thestudy. Meanwhile, animal rightsactivists said at the conference thatcooperation rather than conflictwith traditional Chinese medicine(TCM) practitioners was more ef-fective in protecting wildlife frompoachers. Executive director of theAnimal Concerns Research andEducation Society (ACRES) LouisNg said the previous approach ofconfrontation had not been as ef-fective.

Utah kept it interesting by closingwith a 12-2 run and went into half-time down 60-53. Kirilenkoopened the third quarter with abucket to make it a five-pointgame, but the Nuggets respondedwith a 10-0 run, sparked by An-thony, to grab a 70-55 lead.

Once again, the Jazz didn’t godown quietly. They used a 13-2 run topull to 85-81 heading into the fourthquarter, and Mehmet Okur’s bucketcut Denver’s lead to 85-83. Boozer’sdrive made it 108-104 with just undertwo minutes left, but the Jazz got nocloser. Billups iced it with a 3-pointerwith 57 seconds left that made it 113-108. Lawson had missed four gamessince spraining his left ankle againstGolden State on Jan. 5, and in his ab-sence, the Nuggets lost some of thefluidity in their offense, often hav-ing trouble with pace and penetra-tion that’s so crucial to their philoso-phies.

Coach George Karl also missedLawson’s disruptive defense andsaid he looks forward to putting himon the court with Billups more of-ten during the last half of the sea-son, just like they were for the fre-netic final minutes Sunday night.“Ty’s defense is better than anyrookie I’ve ever coached,” Karl saidbefore tip-off. “He still makes mis-takes, but he’s a very sound defenderas is Chauncey, and their ability tofind the open man, I’ve said, what,2,451 times, is the key to our team.”

LUBANGO, Angola – Cameroon edged Zambia 3-2 in an Africa Cup of Nations Group Dthriller at Tundavala Stadium on Sunday to revive hopes of winning the tournament for a fifthtime. Substitute Mohamadou Idrissou headed the 86th-minute winner to complete a late scoringflurry in which Cameroon struck twice within five minutes to snatch the lead only for Zambia tolevel from a penalty.

The Frenchman made twochanges from the team shocked 1-0by Gabon in their opening match, withmidfielder Stephane Mbia and strikerTchoyi Somen replacing LandryNguemo and Achille Webo. Zambia, also coached by a Frenchman in HerveRenard, stuck with the side that ledTunisia before having to settle for a 1-1 draw in a match they could easilyhave won. The Chipolopolo (CopperBullets) needed no incentive to beatthe Indomitable Lions, having suffereda humiliating 5-1 defeat against themat the same stage of the last NationsCup in Ghana two years ago.

Renard had warned his squad thatthere is nothing more dangerous thana wounded lion and they heeded hisadvice by snapping at the feet of theirmore illustrious opponents from thekick-off. The in-your-face approach ofa country trying to reach the secondround for the first time since 1996 paidoff after only eight minutes when

Netherlands-based Mulenga struck. This goal once again exposedCameroon as a team prone to slapstickdefending, with a careless Geremi passintercepted by Felix Katongo, whoburst past the veteran defender andcrossed from the left.

Rigobert Song, another long-serv-ing defender who was held responsiblefor the Gabon goal, headed the ballagainst his goalkeeper Carlos Kamenias he attempted to avert danger andthe rebound fell to Mulenga whotapped it home. Cameroon boasted anattack starring three-time AfricanFootballer of the Year Eto’o, but Zam-bia goalkeeper Kennedy Mweene wasnot tested until the 36th minute whenhe reacted swiftly to push away a JeanMakoun drive. A double save fromKameni soon after saved Cameroonfrom falling further behind as he par-ried a Rainford Kalaba free-kick andgot up quickly to foil Katongo, whoreached the rebound first.

Turning to Fabregas, Wengersaid: “What is very interesting forus is Cesc gets stronger and stron-ger and has more personality onthe pitch, like the whole team.“He grows. He will be 23 thisyear - he is just starting.” Coylealmost had the dream start asBolton boss when after just 45seconds Kevin Davies dribbledinto the box but he could not con-trol the ball when unmarked andthe chance went begging. Arsenalshowed Bolton how it should bedone in the 28th minute. Aftersome impressive build-up play,Abou Diaby was tackled by GretarSteinsson on the edge of the boxbut the Icelandic defender trippedand gifted the ball to Fabregas andafter a collecting a wonderful re-turn pass from Eduardo, the Spainmidfielder calmly slotted into thebottom corner .

Bolton were a much im-proved team after half-time withSouth Korea’s Lee Chung-Yongcausing Arsenal problems downthe right wing while Matt Taylormissed several good chances tolevel the match at 1-1. “I thoughtthe level of performance was ter-rific and on another day wouldhave got us points, whether oneor three,” Coyle said. “If we playat that level we will pick up pointsin this league and we can make agame of it on Wednesday.”

Milan coachLeonardo paid tribute to his Brazil-ian compatriot and looked forwardto the derby. “It’s normal whensomeone feels the love, he responds. He’s entertaining everyone, he’s agreat player,” he said of Ronaldinho.

“He’s having a great season, he’srediscovered his taste for playingwell and scoring goals. It’s a greattime in a great title race (for thederby) and it will create interest be-cause we are closer (to Inter). There

will be a lot of expectation and at-tention and I’m delighted to be a partof that.” Milan started in determinedmood following Inter’s 2-2 draw atBari on Saturday and Ronaldinhotook an Alessandro Nesta cross onhis chest on three minutes beforesending a spectacular overhead bi-cycle kick just off target.

But on 10 minutes the refereetook the decision that essentiallyended the game as a contest. JardimBrandao dithered on the ball in hisown box and Borriello dispossessedhim before trying to round Curci. There was minimal contact betweenthe pair and Borriello crumpled tothe ground but the striker’s last touchhad been too heavy and left him nochance of reaching the ball before aback-tracking defender.

Juventus slumped to their sev-enth defeat in 10-games with a 1-0reverse at Chievo that is sure to in-crease the pressure on under-firecoach Ciro Ferrara. Juve dropped tofifth and out of the ChampionsLeague places as both AS Roma andNapoli overtook them. Roma movedup to third as on-loan striker LucaToni scored his first goals for theclub in a 3-0 win over free-fallingGenoa.

Simone Perrotta opened thescoring on 17 minutes after ascramble at a corner and then Toniturned home Mirko Vucinic’s crosson the stroke of half-time. And onthe hour mark Vucinic turned pro-vider again for Toni to head homehis second. Carlos Sainz resisted Volkswagen team-mate Nasser Al-Attiyah’s late challenge to clinch his first Dakar Rally victory.Al-Attiyah had reduced Sainz’s lead - which at one stage reached10 minutes - to just under three minutes going into the finalstage. But although Al-Attiyah was fastest again on today’s SanRafael to Buenos Aires leg, he could not do enough in the final206 kilometres to overhaul the former World Rally champion, who wrapped up victory with a cushion of 2m12s.

It’s a good feeling because we did agreat job all Dakar without any mis-takes or accidents with other cars.”

Mark Miller finished third, tocomplete a one-two-three for VW asit repeated its 2009 win. Sainz hadheld the lead from stage five onwards,as VW took command of the secondhalf of the rally following a strongearly challenge from the X-raidBMW team. The BMWs had the paceto take the fight to VW, but not theconsistency. Stage one winner NaniRoma crashed heavily on the secondday, Guerlain Chicherit had to playcatch-up from the start following se-vere electrical problems, and a bro-ken propshaft on stage five costDakar legend Stephane Peterhansela growing lead.
