According to Yudhoyono, the Millennium Development Goals (MDGs), formulated by the UN in 2000, have benefit- ted the people of Indonesia by reducing the country’s poverty rate and enhancing the healthcare services in Indonesia, said the president. “MDGs accelerate the development of a country. It is not a treaty. It is non-binding, and it does not need any ratifica- tion. The MDG programmes have been implemented by all the governments in the world, although there is no particular organisation that monitors the programmes,” said President Susilo Bambang Yudhoyono, during the Regional Consulta- tive Meeting, on Thursday. He said this is the first time that many countries have agreed on a common goal, based on the MDG programmes. “For example, Indonesia has managed to reduce its poverty rate from 20.6 percent in 1990 to 11.9 percent in 2012. We have also succeeded in achieving the basic education cover- age target by coming up with a compulsory education system (that lasts for nine years),” he stated. The country’s infant mortality rate has decreased from 68 per 1,000 live births in 1991 to 34 per 1,000 live births in 2007. However, the poverty eradication programme, implemented by the government, is facing huge challenges due to the grow- ing population, economic issues and disasters. Since the targets are set to expire in 2015, Indonesia’s president hopes that similar projects will be implemented for the development of the country. He urged the participants of the meeting to have a discus- sion on several programmes that could be implemented after 2015, based on the experiences of every nation. Among those present at the meeting were the Director of the United Nations Development Program’s (UNDP) Regional Bureau for Asia and the Pacific, Ajay Chibber, and the Chairman of the National Committee on the Post-2015 Development Agenda, Kuntoro Mangkusubroto. The title is very special and it is not common to be given to a person. The title is also the highest among 12 titles that can be given by Keraton Solo. “The title means that Desak Raka is considered as the member of Keraton Solo. The title is similar to the one given to the former Indonesian President KH Abdurahman Wahid alias Gus Dur,” said DR. “It was ... great,” said Melanie Brown, also known as brassy band member Scary Spice. She inserted an emphatic expletive before “great.” Added band mate Geri “Ginger Spice” Halliwell: “That’s why we’re the Spice Girls.”

For a few hours Tuesday, it was as if the 1990s were back, as the Spice Girls and their fans attended the show, a tale of female friendship and mother-daughter bonds set to songs including “Wannabe,” ‘’Spice Up Your Life” and the title track.

The show, written by comedian Jennifer Saunders, takes the Girl Power theme that made the band a pop sensation and updates it to a modern-day world of Twit-ter and TV talent shows.

It got a standing ovation, but not every-one was impressed. Mark Shenton, a critic for The Stage newspaper, tweeted that it was “a phony, manufactured musical” — and not even funny. The Independent newspaper’s theater critic Paul Taylor gave the show two stars out of five, calling it “lacking in any truly original or challenging spark.”

Some audience members might have reflected that the real-life story of the Spice Girls — their rise to global fame from ob-scurity, subsequent fallout and varied solo careers — is richer and more interesting than the show’s feel-good plot.

Success of the big-budget show will depend partly on how well the Spice Girls are still loved, a decade and a half after their heyday. The five-piece group, known for its brash attitude and “Cool Britannia” branding, shot to fame in 1996 and sold 75 million records around the world. Halliwell left the group acrimoniously in 1998 and the group effectively split a decade ago.

The five members appeared on stage together for the first time in five years at the London Olympics closing ceremony in August and have reunited to promote “Viva Forever.”

Four of the Spice Girls arrived together on the red carpet ahead of the premiere, to cheers and chants of “spice up your life” from scores of die-hard fans. Melanie Chisholm — “Sporty Spice” — said she was not afraid of critics’ verdict on the show. “If people criticize it, we don’t care — because we love it,” she said.

CHESTER COUNTY, Pa. — Worlds away from the Shire, a stone cottage tucked into the Pennsylvania countryside would make Bilbo Baggins feel like he was back home with his Hobbit friends in Middle-earth.

Nestled in a part of Chester County dotted with picturesque barns and rolling fields surpris-ingly close to Philadelphia, this Hobbit house belongs to a lifelong fan of author J.R.R. Tolkien who wanted a worthy — and private — repository for the rare books and Tolkien-inspired memorabilia he

has collected in 30 years of travel in the U.S. and abroad. The 600-square foot building is a short walk from his main house, on a flat stone path and through an English-style garden.

“We wanted a single structure, a relaxing place that was diminutive in scale, for the owner to come and hang out and just be in solitude with his collection,” said architect Peter Archer, speaking on the owner’s behalf.

Hundreds of houses inspired by Tolkien’s books have been built in the U.S. and abroad. But Archer said, “This isn’t something that you can recreate on a suburban cul-de-sac; it was made for this

specific location and it wouldn’t work anywhere else.”

Archer worked with a team of craftsmen to create the fantastical abode. They used stones taken from a long-collapsed section of an 18th-century low wall running through the center of the 16-acre property. Built up against a stone retaining wall of the same vintage, the Hobbit house looks like an original feature of the property.

“We weren’t going to do a Hol-lywood interpretation. We wanted it to be timeless,” Archer said. “It was built in 2004 but looking at it, you could think it was from 1904, or 1604.”

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Amlapura (Bali Post)—Ferrindo VI crossing ship ran aground

on Bias Tugel Beach, Padangbai vil-lage, Karangasem, Wednesday (Dec 12) around 07:00 a.m. No casualties claimed in the incident because the ship was empty or only held crews and shipmaster.

It was revealed by Unit Chief of Karangasem Marine Police doubling as Spokesperson of Karangasem Po-lice, Made Wartama, with permission from Karangasem Police Chief last Wednesday in Karangasem. In that morning, said Wartama, the Ferrindo VI crossing ship just unloaded cargo and passengers at Padangbai Harbor. To give opportunity to other ships for unloading at the narrow harbor, the Ferrindo ship berthed away and out of

the harbor. It was intended to quay so that other ships could anchor.

However, when going out of the harbor, said Chief of Padangbai Marine Police, Dewa Ketut Nila Chandra, the shipmaster felt if the ship was powerless. When being checked, it was known if the propeller was damaged. At that time, the ship was battered by waves repeatedly so that it got slammed and eventually ran aground onto Bias Tugel Beach.

Up to Wednesday, Wartama said the ship had not been evacuated and remained to run aground. The ship crew then tied it on the beach in order it was not persistently oscillated, crashed by waves, and hit stone rock nearby. Meanwhile, last Wednesday the waves were adequately high. (013)

Seriousness of the government’s plan is starting to appear. Tuesday (Dec 11), the Director General of Highways, Djoko Murjanto, came to Bali to organize a meeting with the Bali Public Works, Badung Highways and Irrigation Agency and Tabanan Public Works in order to further discuss about the plan of Kuta-Soka toll road construction.

The Head of Badung Highways and Irrigation Agency, IB Soerya, accompanied by the Division Head of Roads and Bridges, IB Surya Suamba, Wednesday (Dec 12),

admitted if one of the agendas discussed in the meeting was the Kuta – Soka toll road plan. Central government essentially asked for initial input to local government related to the road construction plan connecting the Southern to Western Bali. Some of the impor-tant issues discussed in the meet-ing included the length of road, land acquisition, toll areas to be traversed and the project impact. In preliminary design, the Kuta – Soka road section would spread along 22.6 kilometers.

Soerya explained that one of the reasons for the road construction was to parse the traffic conges-tion on the Denpasar - Tabanan – Gilimanuk national road section. Besides, it was also intended to anticipate the traffic accidents frequently occurred on Den-pasar - Tabanan – Gilimanuk route. However, Soerya said on Tuesday that it was just the preliminary meeting. Further discussion would be held up to finalize the megaproject devel-opment plan. (kmb25)

According to the Head of Infectious Disease Eradication and Environmental Health (P2MPL), Bali Health Agency, Wira Sunetra, said on Wednesday (Dec 12) that dengue fever usually occurred during rainy season. However, due to chaotic and uncertain season as today, the dengue fever even-tually appeared throughout the year regardless of the season.

Hot weather interspersed with rain, according to Wira, was a potential condition for dengue fever virus vec-tor namely Aedes aegypty to prolifer-ate. Due to such weather condition occurred throughout the year, the vector of dengue fever proliferated throughout the year, so the presence of dengue fever certainly existed every month. Nevertheless, based on data over three years, the patients of dengue fever in Bali had decreased notably in 2011 and 2012. In 2010, the dengue patient in Bali was re-corded to reach 12,574 patients, de-creased to 2,996 patients in 2011 and until October 2012, the dengue fever patients in Bali reached 2,368.

According to Wira, the high dengue cases in 2010 happened because people did not understand the importance

of mosquito nest eradication and the movement of draining, burying and closing the water reservoirs. “Formerly, people did fogging more frequently without being accompanied with the eradication of mosquito nest. As conse-quence, it only killed adult mosquitoes while the larvae remain to survive,” said Wira.

Besides, the implementation of fogging was not carried out on time so that the activity was inefficient in killing mosquitoes. “Appropriate fog-ging is carried out early in the day and please pay attention to the wind direc-tion. People usually do fogging before noon,” said Wira.

Bali Health Agency with the munici-pality and counties continued to make health campaign about the importance of eradicating mosquito nest. “Nowa-days, people are getting aware and do mosquito nest eradication in their region regularly. Some hamlets even hold a se-ries of activities to clean up mosquito nest every week,” said Wira.

Wira also admitted that in handling the infectious diseases it was insepa-rable from the behavioral pattern of the community. Both dengue fever and other infectious diseases such as tuberculosis to HIV could be prevented if people applied clean and healthy life-style and kept the environment clean. “To that end, we need cooperation of the government and community,” he said. Melasti procession at sea is frequently resumed with pakelem exorcism ritual. Melasti itself aims at invoking God in His manifestation as Lord Varuna to be blessed with holy water of life (Balinese: tirtha) to be used and found in the sea. Then, the pakelem oblation is sunk into the sea. Pakelem signifies ritual para-phernalia to increase welfare. The other significances of pakelem are exorcism, sin dissolution and apology.

Pakelem ritual is classified into Bhuta Yajna. Pakelem means sinking the yajña or sacrificial of-ferings by means of particular ani-mal. This ritual can be performed in two places, namely in water and in the crater of mountain. Pakelem in water can be carried out in the lake and the sea. This ritual func-tions to instill spiritual values to mankind in order they have a perspective of universality to nature. The perspective is to raise awareness in maintaining the har-mony of nature. Pakelem should be implemented through actual measures in an effort to maintain the harmony in the universe.

By and large, pakelem ritual applies many kinds of sacrificial animal in the meaning of Bhuta Yajña. This ritual has some sig-nificance as follows:

1) Exorcism (pengeruat or penyupatan) meaning.Implementation of Bhuta Yajña ritual in the form of animal sacrifice or

pakelem is arranged in such a way and then combined into a single package in the form of ritual. This matter is often questioned in the community as it has something to do with the slaughter (himsa karma). By all means, it is not like that and we should choose the conducts between himsa karma and subha karma. Implementation of Bhuta Yajña ritual denotes a subha karma (good deed) as the slaughter is in the context of penyupatan (up-grading) and give a quittance of path to the sacrificial animal. Hopefully, soul of the animal in use could take reincarnation into a human birth in accordance with the application of the high priest. (Sang Hyang Tapeni palm-leaf manuscript).

2) Welfare meaning.Since the pakelem ritual belongs to Bhuta Yajña, it is signifying a

means for prospering the universe in relation to the forces tending to be asuri sampad or negative. On that account, it needs to be neutralized to be positive (bhutahita) for the welfare of macrocosm and microcosm.

3) Apologetic meaning (guru piduka) This ritual also contains an apologetic meaning for the actions of human

beings by carrying out purification against the Pancha Mahabhuta existing in macrocosm and microcosm through the implementation of virtues.

4) Meaning of holy sacrifice.It has a meaning of holy sacrifice because its implementation is es-

sentially based on respect to material, moral spiritual and sincerity. At the same manner, the Hindus realize that God has created the universe along with its contents, including humans through His yajña. (BTN)

ZURICH, Switzerland — There’s scarcely a ship or a sailor to be seen in the wildly revisionist, weirdly anti-colonialist

new production of Wagner’s “The Flying Dutchman” at the Zurich Opera. But, fortunately, there is Bryn Terfel.

The Welsh bass-baritone was in splendid voice and commanded the stage with mesmerizing, hulking

presence as the Dutch mariner condemned to sail the seas until he finds a woman faithful unto

death. It may be a slight exaggeration to say Terfel single-handedly redeemed the spec-

tacle that premiered Sunday night — but only slight.

One night earlier the company pre-sented Verdi’s “Un Ballo in Maschera” in a musically vibrant but similarly befuddling production, this one a revival

of a staging by David Pountney first seen two seasons ago.But “Dutchman” was the big news, be-

cause it’s the first production directed by Andreas Homoki since he became general manager of the

opera house earlier this year. With the license that comes from the European fashion of radically reinterpreting standard

works, Homoki apparently decided to turn Wagner’s romantic ghost story into a cautionary tale about the evils of bourgeois greed and imperialism.

Daland the sea captain becomes head of a shipping company, and his sailors are desk-bound clerks, keeping in touch by telephone on the progress of a returning ship. A map of Africa on the wall marks its ports of call, and Da-land keeps a fez-wearing African manservant. Daland’s daughter, Senta, and the other women are no longer seamstresses but office workers who sit at typewrit-ers instead of spinning-wheels. And the only time we see a ship among Wolfgang Gussmann’s sets is when a painting of a turbulent ocean churns to life and the Dutchman’s ship with red sails emerges from the waves.

None of this sheds any particular new light on Wagner’s opera, but at least it sticks to the broad outlines of the plot. Things turn really perverse in the final scene, when Daland’s crew tries to rouse the ghostly sailors aboard the Dutchman’s ship. Suddenly, the African servant morphs

into a spear-carrying savage, and the map of Africa goes up in flames. Senta proves her loyalty not by

jumping into the sea to join the Dutchman but by shooting

herself with a hunting rifle.Terfel, wearing a fur

coat with long brown hair hanging over the collar and streaks of dark

makeup that accen-tuate his piercing

eyes, manages to keep his dig-nity amid all this and cre-ates a searing

portrayal of a man possessed.

Reprising a role that sounds almost easy for him after his recent ex-

ertions as Wotan, Terfel musters stentorian power for the

climaxes but sings many passages with a quiet, yearning tenderness.

“North Korea will insist any sanctions are unjust, and if sanc-tions get toughened, the likelihood of North Korea carrying out a nuclear test is high,” said Baek

The United Nations Security Council is to discuss how to respond to the launch, which it says is a breach of sanctions imposed in 2006 and 2009 that banned the isolated and impoverished state from missile and nuclear developments in the wake of its two nuclear weapons tests.

The only surprise is that the Security Council appears to believe it can dissuade Pyongyang, now on

its third hereditary ruler since its foundation in 1948, from further nuclear or rocket tests.

Even China, the North’s only major diplomatic backer, has lim-ited clout on a state whose policy of self reliance is backed up by an ide-ology that states: “No matter how precious peace is, we will never beg for peace. Peace lies at the end of the barrel of our gun.”

As recently as August, North Korea showed it was well aware of how a second rocket launch this year, after a failed attempt in April, would be received in Washington. “It is true that both satellite carrier rocket and (a) missile with warhead use similar technology,” its Foreign Ministry said in an eight-page state-ment carried by state news agency KCNA on August 31.

TOKYO - Japan scrambled fighter jets on Thursday after a Chinese government plane entered for the first time what Japan consid-ers its airspace over disputed islets in the East China Sea, escalating tension between Asia’s two big-gest economies. Japan protested to China over the incident but China brushed that off saying the flight by the Chinese aircraft was “com-pletely normal”.

Sino-Japanese relations took a tumble in September after Japan bought the tiny islands, called Sen-kaku in Japan and Diaoyu in China, from a private Japanese owner. Patrol ships from the two countries have been shadowing each other since then in a standoff that has raised concern that a collision could escalate into a clash. Thursday’s incident was the first time both sides used aircraft in the dispute.

“Despite our repeated warnings, Chinese government ships have en-

tered our territorial waters for three days in an row,” Japanese Chief Cabinet Secretary Osama Fujimura told reporters. “It is extremely regrettable that, on top of that, an intrusion into our airspace has been committed in this way,” he said, add-ing that Japan had formally protested through diplomatic channels.

Japan’s military scrambled eight F-15 fighter jets, the Defense Min-istry said. Japanese officials later said the Chinese aircraft had left the area. It was the first time a Chinese aircraft had intruded into Japan’s airspace near the disputed islands, Japan Defense Ministry said.

Japanese Prime Minister Yoshi-hiko Noda later instructed the government to be “all the more on guard”, the Kyodo news agency reported.

China’s state maritime agency said a marine surveillance plane had joined four Chinese vessels patrol-ling around the islands and the fleet had ordered Japanese boats to leave the area immediately.

KIEV - A session of Ukraine’s new parliament collapsed amid chaos on Thursday when brawls erupted among opposition deputies and those of the ruling party over the election of parliamentary officials. Groups of deputies wrestled with each other in a mass of bodies around parliament’s main rostrum after the opposition tried physically to block a vote on the ruling Party of the Regions’ nomina-tion for the position of speaker.

In equally rowdy scenes on Wednes-day, opposition deputies paralyzed the session by encircling the rostrum and

sabotaged plans of the ruling coalition to ease Mykola Azarov into a second term as prime minister.

On Thursday, opposition deputies swarmed around the rostrum when a vote on the appointment of Vladimir Rybak, the Regions’ candidate for speaker, was about to be announced, and clashed with a group of Regions deputies. Azarov, a staid 64-year-old conservative re-nominated by President Viktor Yanukovich for a new term as prime minister, looked on bemused as deputies tussled and wrestled with each other. The session was suspended until later in the day.

The opposition, which includes

deputies loyal to jailed former Prime Minister Yulia Tymoshenko, nationalists from the far-right Svo-boda and a liberal party led by boxing champion Vitaly Klitschko, accuse the ruling coalition of trying to ram through voting despite viola-tions of parliamentary rules.

The vote on Azarov’s nomina-tion will be an early test of the support that Yanukovich, who is expected to bid for a second term as president in 2015, commands in the new chamber. The pro-business Party of the Regions and their allies enjoyed a strong majority in the last parliament.

Twelve police officers in Bule-leng Police were awarded on the day considered very special, name-ly Wednesday (Dec 12). The awards were given because they were judged to have showed outstanding performance for revealing various cases occurred recently.

Ketut Mestrawan, Made Budiarta, Ketut Pastikayasa, Kadek Mas In-dra, Putu Kembar Budana, I Putu Tata Liodi, Selamet Haripan, I Made Sueca, Dwi Made Wirawan, Nengah Lama and Sudirman. The awards were handed over in per-son by Deputy Chief of Buleleng Police, I Nyoman Suwija, in the courtyard of the Buleleng Police headquarters.

He revealed that currently the (male) cattle delivery to outside Bali could still be performed be-cause the quota permit was still available until the end of 2012. Selling price of beef cattle for the interisland delivery in Beringkit Market for the weight of 300-350 kg was around IDR 31,000-IDR 32,000/kg. Meanwhile, beef cattle weighing 400 kg was sold for more than IDR 32,000/kg.

He explained the problems faced by the interisland cattle delivery entrepreneurs today was

uncertainty of cattle quota for 2013. If the interisland cattle delivery would be closed in 2013 and the new quota of beef cattle was not issued, the selling price of cattle would drop to the range of IDR 20,000/kg. “By all means, it would be detrimental to breeders in Bali,” he said.

Further, he added if the gov-ernment did not issue the quota of the interisland cattle delivery for 2013, the entrepreneurs would continue to deliver it but through unofficial strip. The interisland

cattle delivery through unofficial strips required substantial costs than through official strip.

Increasing expenses of the cattle delivery through unofficial strip, he said, would be borne to breeders. “It’s the reason why the price of cattle that will be delivered officially to other island in 2013 will potentially be depressed to the range of IDR 20,000 per kg,” he concluded.

Another interisland cattle en-trepreneur, Komang Mahendra, previously said that government

never delayed the announcement of the interisland cattle delivery quota in previous years. At least, in November the relevant agencies such as the Livestock Agency, Regional Investment Board and Licensing Office had calculated and announced the quota of the interisland cattle delivery for the following year.

Mahendra saw that until by the mid of December 2012 there had been no indication if the govern-ment had set forth the quota of the interisland cattle delivery in 2013. If the government really terminated the interisland cattle delivery, it would indirectly teach the beef cattle entrepreneurs to de-liver it through unofficial strip. The interisland cattle entrepreneurs had a network to consumers outside Bali. Consumer demand outside Bali should be fulfilled. Otherwise,

their marketing network would get disconnected.

Mahendra affirmed that govern-ment was wrong if it closed the in-terisland cattle delivery officially. So far, the ratio of the official interisland beef cattle delivery to the unofficial delivery reached 1:3. Cattle delivery through unofficial strip was larger than cattle delivery through official strip.

If the government wanted to increase the population, it should have the courage to discipline the cattle delivery through unof-ficial strip both for the delivery of calves and female cattle, in-cluding beef cattle. This measure would be better in helping im-prove the marketing of Bali cattle rather than the government closed the quota of official delivery with the permit issued by the BPPM. (kmb29)

A truck replete with rice flour crashed six shade trees at the verge of Jalan Sudirman Negara on Wednesday morning (Dec 12). The truck with license plate B 8281 AQ swerved into another lane to ride up onto sidewalk. Despite crashing six trees and a signboard, the driver and conductor survived.

Information at location told if the truck driver, Sumarji, 37, and conductor, Apip, 22, from Lam-ongan were suspected to be sleepy when passing through the straight road. The truck drove from the west swerved to right side until breaking the sidewalk on the southern side of the road. When the incident hap-pened around 05:00 a.m., the road was still deserted.

Allegedly, the truck containing 20 tons of freight moved at high speed to crash six shade trees and a signboard of restaurant. The truck driver, Sumarji, admitted to drive while being sleepy. Even, he was just conscious when the truck had crashed the shade trees and went up onto sidewalk. At that time, Sumarji immediately hit the brake. (kmb26)

The road rehabilitation project, especially on Jalan Raya Denpasar-Gilimanuk at Biluk Poh Bridge, Penyaringan, Mendoyo, Wednes-day afternoon (Dec 12), caused long enough traffic congestion. The congestion reached 4 km from the east and west direction.

Such condition occurred because the officers did not arrange the traf-fic flows properly. Police officers in charge of governing the traffic were only two personnel.

Truck driver did not dare pass the narrow Biluk Poh Bridge be-cause there was also heavy equip-ment and the truck of project on the bridge. Meanwhile, motorcycles coming from the east direction were not regulated by the officers so that they caused long traffic congestion and aggravated by the flows of mo-torcycles, trucks, buses and private cars from both directions.

A number of residents passing through the project last Wednesday afternoon protested. “Sir, please arrange the traffic properly, so it does not kindle total congestion. Use the communication device

well,” shouted one of the riders to project officer.

One of the residents, Ngurah Budi, said the project should be carried out at night so as not to cause long traffic congestion. “If it is forced to be done at noon, it must be well coordinated with po-lice authority to arrange the traffic. Otherwise, it will trigger disarray,” he said.

It was expected the contractor working on the road project and of-ficers in the field could make a good coordination so that the traffic flows could run more smoothly.

Chief of Mendoyo Police, IB Sudarsana, with permission from Jembrana Police Chief, Komang Sandi Arsana, when asked for his confirmation said that his party had deployed the officers to project site for arranging the traffic. “There has been a system to manage the traffic and it should be opened one way, if traffic from the east is opened, the flow from west direction is closed and vice versa. HONG KONG — Flight attendants at Hong Kong air-line Cathay Pacific Airways are threatening to withhold food, alcohol and even smiles from passengers during the Christmas holidays over a pay dispute, a union official said Thursday.

Cabin staff at the airline, which has a reputation for top-notch service, voted at a union meeting this week in favor of industrial action that could also result in flight delays.

The union is demanding a 5 percent pay increase but the airline, which is struggling to cut costs after posting a first-half loss of 935 million Hong Kong dol-lars ($120.5 million), has offered 2 percent.

The Cathay Pacific Airways Flight Attendants Union will soon announce when the action approved in the vote will be car-ried out, General Secretary Tsang Kwok-fung said.

“We may not provide alco-holic drinks to our passengers, or

we may not even provide meals to passengers,” in which case the union would advise travelers to bring their own food and drinks, said Tsang.

Limited service could also include withholding smiles and greetings from passengers.

“We cannot smile because of the situation, because of how the company treats us,” Tsang said.

The union is also considering working to rule, which involves doing no more than the mini-mum work required in contracts and precisely following safety regulations. Such tactics could include strictly enforcing size limits on hand luggage or wait-ing for all cleaning staff to leave the plane before boarding. The measures could delay flights by 20 to 30 minutes, Tsang said.

Some 1,600 of the union’s nearly 6,000 members voted on Monday for industrial action after negotiations with the airline broke down.

The union is also considering a strike as a last resort, but not until the new year.

The officials will evaluate the effectiveness of a Greek debt buy-back program that is meant to reduce the country’s debt over the long term. In addition, the ministers will discuss the prog-ress made in defining the terms of a bailout program for Cyprus.

WASHINGTON — Federal Reserve Chairman Ben Bernanke warned that none of the actions be-ing taken by the Fed to stimulate the economy could outweigh the eco-nomic pain that would be caused by sharp tax increases and government spending cuts that are set to kick in next month, as a standoff between President Barack Obama and Repub-lican lawmakers continues.

But Bernanke said Wednesday the Fed believes the crisis will be resolved without significant long-term damage.

“Clearly, the fiscal cliff is having effects on the economy,” with the uncertainty leading businesses to cut back on investment, Bernanke said during a news conference after the Fed’s final meeting of the year.

The Fed’s latest forecasts for stron-ger economic growth next year and slightly lower unemployment assume that none of the spending cuts and tax increases involved in the so-called “fiscal cliff,” will come to pass.

But if the issue is not resolved before the Dec. 31 deadline, the Bush-era tax cuts will expire and across-the-board spending cuts take

effect in January, something many economists predict would send the country back into a recession.

Bernanke said the most helpful thing that Congress and the Obama administration can do is resolve the issue quickly.

“I’m hoping that Congress will do the right thing on the fiscal cliff,” Ber-nanke said. “There is a problem with kicking the can down the road.”

“We cannot offset the full impact of the fiscal cliff. It’s just too big,” Bernanke said.

Bernanke is not alone in showing increasing concern about the result of Washington’s failure to complete a deficit-reduction deal last year. Even if an agreement can be reached, the halting pace of negotiations is jeopardizing chances that it could be written into proper legislative form and passed through both House of Representatives and Senate before the new Congress convenes on Jan. 3.

JAKARTA) - Experts have predicted that in-vestments in Indonesia will reach Rp310 trillion by the end of this year, surpassing the target of Rp283.5 trillion.

“Even though there are uncertainties in the global economy due to a number of crises in several European countries, investments in Indonesia will continue to grow,” said Chatib Basri, head of the National Investment Coordinating Board (BKPM), during a seminar on Economic Outlook 2031: Perspective of the Global Economic Uncertainty, on Wednesday.

He said despite these uncertainties, Indonesia can attract more investments compared to other countries such as China, Vietnam and India.

Chatib said Europe’s fiscal cliff will result in a fiscal contraction.

“When fiscal contraction occurs, European countries, through the European Central Bank (ECB), will certainly inject funds into money markets,” he said.

Meanwhile, the US, in order to boost its growth, will carry out quantitative easing (or face economic stagnation), he said.

The ECB and the Fed will inject funds into money markets, but the funds will not be invested in Europe and the US. Instead, the funds will be injected into emerging markets, including Indo-nesia.

“Indonesia is a viable option because India is facing a problem of rising inflation. Vietnam has requested for assistance from the IMF and China is facing an economic slowdown,” he said.

Chatib said Indonesia should take this opportu-nity to increase the country`s investments.

“The investment system in the country should be enhanced. Investors should not face difficulties while accessing information on investment op-portunities,” he said.

He said one of the biggest obstacles with regard to investments in the country is bureau-cracy.

He said BKPM has implemented an online tracking system to monitor the process of an invest-ment application and its realisation.

“We should not be unprepared when there is a possibility that investments in the country can increase,” he said.

HONG KONG — Flight attendants at Hong Kong air-line Cathay Pacific Airways are threatening to withhold food, alcohol and even smiles from passengers during the Christmas holidays over a pay dispute, a union official said Thursday.

Cabin staff at the airline, which has a reputation for top-notch service, voted at a union meeting this week in favor of industrial action that could also result in flight delays.

The union is demanding a 5 percent pay increase but the airline, which is struggling to cut costs after posting a first-half loss of 935 million Hong Kong dol-lars ($120.5 million), has offered 2 percent.

The Cathay Pacific Airways Flight Attendants Union will soon announce when the action approved in the vote will be car-ried out, General Secretary Tsang Kwok-fung said.

“We may not provide alco-holic drinks to our passengers, or

we may not even provide meals to passengers,” in which case the union would advise travelers to bring their own food and drinks, said Tsang.

Limited service could also include withholding smiles and greetings from passengers.

“We cannot smile because of the situation, because of how the company treats us,” Tsang said.

The union is also considering working to rule, which involves doing no more than the mini-mum work required in contracts and precisely following safety regulations. Such tactics could include strictly enforcing size limits on hand luggage or wait-ing for all cleaning staff to leave the plane before boarding. The measures could delay flights by 20 to 30 minutes, Tsang said.

Some 1,600 of the union’s nearly 6,000 members voted on Monday for industrial action after negotiations with the airline broke down.

The union is also considering a strike as a last resort, but not until the new year.

The officials will evaluate the effectiveness of a Greek debt buy-back program that is meant to reduce the country’s debt over the long term. In addition, the ministers will discuss the prog-ress made in defining the terms of a bailout program for Cyprus.

in Brussels for a summit devoted to building a closer financial and political union, meant to avoid future financial crises.

WASHINGTON — Federal Reserve Chairman Ben Bernanke warned that none of the actions be-ing taken by the Fed to stimulate the economy could outweigh the eco-nomic pain that would be caused by sharp tax increases and government spending cuts that are set to kick in next month, as a standoff between President Barack Obama and Repub-lican lawmakers continues.

But Bernanke said Wednesday the Fed believes the crisis will be resolved without significant long-term damage.

“Clearly, the fiscal cliff is having effects on the economy,” with the uncertainty leading businesses to cut back on investment, Bernanke said during a news conference after the Fed’s final meeting of the year.

The Fed’s latest forecasts for stron-ger economic growth next year and slightly lower unemployment assume that none of the spending cuts and tax increases involved in the so-called “fiscal cliff,” will come to pass.

But if the issue is not resolved before the Dec. 31 deadline, the Bush-era tax cuts will expire and across-the-board spending cuts take

effect in January, something many economists predict would send the country back into a recession.

Bernanke said the most helpful thing that Congress and the Obama administration can do is resolve the issue quickly.

“I’m hoping that Congress will do the right thing on the fiscal cliff,” Ber-nanke said. “There is a problem with kicking the can down the road.”

“We cannot offset the full impact of the fiscal cliff. It’s just too big,” Bernanke said.

Bernanke is not alone in showing increasing concern about the result of Washington’s failure to complete a deficit-reduction deal last year. Even if an agreement can be reached, the halting pace of negotiations is jeopardizing chances that it could be written into proper legislative form and passed through both House of Representatives and Senate before the new Congress convenes on Jan. 3.

According to KPK initial calculations the loss suffered by the state in connection with the driving simulator procurement case reached Rp100 billion out of Rp198 billion in total budget for the project. Djoko has been detained since December 3, 2012.

JAKARTA) - Experts have predicted that in-vestments in Indonesia will reach Rp310 trillion by the end of this year, surpassing the target of Rp283.5 trillion.

“Even though there are uncertainties in the global economy due to a number of crises in several European countries, investments in Indonesia will continue to grow,” said Chatib Basri, head of the National Investment Coordinating Board (BKPM), during a seminar on Economic Outlook 2031: Perspective of the Global Economic Uncertainty, on Wednesday.

He said despite these uncertainties, Indonesia can attract more investments compared to other countries such as China, Vietnam and India.

Chatib said Europe’s fiscal cliff will result in a fiscal contraction.

“When fiscal contraction occurs, European countries, through the European Central Bank (ECB), will certainly inject funds into money markets,” he said.

Meanwhile, the US, in order to boost its growth, will carry out quantitative easing (or face economic stagnation), he said.

The ECB and the Fed will inject funds into money markets, but the funds will not be invested in Europe and the US. Instead, the funds will be injected into emerging markets, including Indo-nesia.

“Indonesia is a viable option because India is facing a problem of rising inflation. Vietnam has requested for assistance from the IMF and China is facing an economic slowdown,” he said.

Chatib said Indonesia should take this opportu-nity to increase the country`s investments.

“The investment system in the country should be enhanced. Investors should not face difficulties while accessing information on investment op-portunities,” he said.

He said one of the biggest obstacles with regard to investments in the country is bureau-cracy.

He said BKPM has implemented an online tracking system to monitor the process of an invest-ment application and its realisation.

“We should not be unprepared when there is a possibility that investments in the country can increase,” he said.

TOKYO - Japan scrambled fighter jets on Thursday after a Chinese government plane entered for the first time what Japan consid-ers its airspace over disputed islets in the East China Sea, escalating tension between Asia’s two big-gest economies. Japan protested to China over the incident but China brushed that off saying the flight by the Chinese aircraft was “com-pletely normal”.

Sino-Japanese relations took a tumble in September after Japan bought the tiny islands, called Sen-kaku in Japan and Diaoyu in China, from a private Japanese owner. Patrol ships from the two countries have been shadowing each other since then in a standoff that has raised concern that a collision could escalate into a clash. Thursday’s incident was the first time both sides used aircraft in the dispute.

“Despite our repeated warnings, Chinese government ships have en-

tered our territorial waters for three days in an row,” Japanese Chief Cabinet Secretary Osama Fujimura told reporters. “It is extremely regrettable that, on top of that, an intrusion into our airspace has been committed in this way,” he said, add-ing that Japan had formally protested through diplomatic channels.

Japan’s military scrambled eight F-15 fighter jets, the Defense Min-istry said. Japanese officials later said the Chinese aircraft had left the area. It was the first time a Chinese aircraft had intruded into Japan’s airspace near the disputed islands, Japan Defense Ministry said.

Japanese Prime Minister Yoshi-hiko Noda later instructed the government to be “all the more on guard”, the Kyodo news agency reported.

China’s state maritime agency said a marine surveillance plane had joined four Chinese vessels patrol-ling around the islands and the fleet had ordered Japanese boats to leave the area immediately.

KIEV - A session of Ukraine’s new parliament collapsed amid chaos on Thursday when brawls erupted among opposition deputies and those of the ruling party over the election of parliamentary officials. Groups of deputies wrestled with each other in a mass of bodies around parliament’s main rostrum after the opposition tried physically to block a vote on the ruling Party of the Regions’ nomina-tion for the position of speaker.

In equally rowdy scenes on Wednes-day, opposition deputies paralyzed the session by encircling the rostrum and

sabotaged plans of the ruling coalition to ease Mykola Azarov into a second term as prime minister.

On Thursday, opposition deputies swarmed around the rostrum when a vote on the appointment of Vladimir Rybak, the Regions’ candidate for speaker, was about to be announced, and clashed with a group of Regions deputies. Azarov, a staid 64-year-old conservative re-nominated by President Viktor Yanukovich for a new term as prime minister, looked on bemused as deputies tussled and wrestled with each other. The session was suspended until later in the day.

He revealed that currently the (male) cattle delivery to outside Bali could still be performed be-cause the quota permit was still available until the end of 2012. Selling price of beef cattle for the interisland delivery in Beringkit Market for the weight of 300-350 kg was around IDR 31,000-IDR 32,000/kg. Meanwhile, beef cattle weighing 400 kg was sold for more than IDR 32,000/kg.

He explained the problems faced by the interisland cattle delivery entrepreneurs today was

uncertainty of cattle quota for 2013. If the interisland cattle delivery would be closed in 2013 and the new quota of beef cattle was not issued, the selling price of cattle would drop to the range of IDR 20,000/kg. “By all means, it would be detrimental to breeders in Bali,” he said.

Further, he added if the gov-ernment did not issue the quota of the interisland cattle delivery for 2013, the entrepreneurs would continue to deliver it but through unofficial strip. The interisland

cattle delivery through unofficial strips required substantial costs than through official strip.

Increasing expenses of the cattle delivery through unofficial strip, he said, would be borne to breeders. “It’s the reason why the price of cattle that will be delivered officially to other island in 2013 will potentially be depressed to the range of IDR 20,000 per kg,” he concluded.

Another interisland cattle en-trepreneur, Komang Mahendra, previously said that government

never delayed the announcement of the interisland cattle delivery quota in previous years. At least, in November the relevant agencies such as the Livestock Agency, Regional Investment Board and Licensing Office had calculated and announced the quota of the interisland cattle delivery for the following year.

Mahendra saw that until by the mid of December 2012 there had been no indication if the govern-ment had set forth the quota of the interisland cattle delivery in 2013. If the government really terminated the interisland cattle delivery, it would indirectly teach the beef cattle entrepreneurs to de-liver it through unofficial strip. The interisland cattle entrepreneurs had a network to consumers outside Bali. Consumer demand outside Bali should be fulfilled. Otherwise,

their marketing network would get disconnected.

Mahendra affirmed that govern-ment was wrong if it closed the in-terisland cattle delivery officially. So far, the ratio of the official interisland beef cattle delivery to the unofficial delivery reached 1:3. Cattle delivery through unofficial strip was larger than cattle delivery through official strip.

If the government wanted to increase the population, it should have the courage to discipline the cattle delivery through unof-ficial strip both for the delivery of calves and female cattle, in-cluding beef cattle. This measure would be better in helping im-prove the marketing of Bali cattle rather than the government closed the quota of official delivery with the permit issued by the BPPM. (kmb29)

A truck replete with rice flour crashed six shade trees at the verge of Jalan Sudirman Negara on Wednesday morning (Dec 12). The truck with license plate B 8281 AQ swerved into another lane to ride up onto sidewalk. Despite crashing six trees and a signboard, the driver and conductor survived.

Information at location told if the truck driver, Sumarji, 37, and conductor, Apip, 22, from Lam-ongan were suspected to be sleepy when passing through the straight road. The truck drove from the west swerved to right side until breaking the sidewalk on the southern side of the road. When the incident hap-pened around 05:00 a.m., the road was still deserted.

Allegedly, the truck containing 20 tons of freight moved at high speed to crash six shade trees and a signboard of restaurant. The truck driver, Sumarji, admitted to drive while being sleepy. Even, he was just conscious when the truck had crashed the shade trees and went up onto sidewalk. At that time, Sumarji immediately hit the brake. (kmb26)

The road rehabilitation project, especially on Jalan Raya Denpasar-Gilimanuk at Biluk Poh Bridge, Penyaringan, Mendoyo, Wednes-day afternoon (Dec 12), caused long enough traffic congestion. The congestion reached 4 km from the east and west direction.

Such condition occurred because the officers did not arrange the traf-fic flows properly. Police officers in charge of governing the traffic were only two personnel.

Truck driver did not dare pass the narrow Biluk Poh Bridge be-cause there was also heavy equip-ment and the truck of project on the bridge. Meanwhile, motorcycles coming from the east direction were not regulated by the officers so that they caused long traffic congestion and aggravated by the flows of mo-torcycles, trucks, buses and private cars from both directions.

A number of residents passing through the project last Wednesday afternoon protested. “Sir, please arrange the traffic properly, so it does not kindle total congestion. Use the communication device

well,” shouted one of the riders to project officer.

One of the residents, Ngurah Budi, said the project should be carried out at night so as not to cause long traffic congestion. “If it is forced to be done at noon, it must be well coordinated with po-lice authority to arrange the traffic. Otherwise, it will trigger disarray,” he said.

It was expected the contractor working on the road project and of-ficers in the field could make a good coordination so that the traffic flows could run more smoothly.

Melasti itself aims at invoking God in His manifestation as Lord Varuna to be blessed with holy water of life (Balinese: tirtha) to be used and found in the sea. Then, the pakelem oblation is sunk into the sea. Pakelem signifies ritual para-phernalia to increase welfare. The other significances of pakelem are exorcism, sin dissolution and apology.

Pakelem ritual is classified into Bhuta Yajna. Pakelem means sinking the yajña or sacrificial of-ferings by means of particular ani-mal. This ritual can be performed in two places, namely in water and in the crater of mountain. Pakelem in water can be carried out in the lake and the sea. This ritual func-tions to instill spiritual values to mankind in order they have a perspective of universality to nature. The perspective is to raise awareness in maintaining the har-mony of nature. Pakelem should be implemented through actual measures in an effort to maintain the harmony in the universe.

“Traditional culinary business is a potentially populist economy to be developed. Besides, we can introduce Indonesian traditional cuisine to international tourists and communities,” Head of HR Development of the Ministry of Tourism and Creative Economy, I Gede Pitana, said.

He further expressed appre-ciation for the Balinese culinary festival during the event, which saw participation by 28 hotels in Bali.

He said the Ministry would develop 15 sub-sectors within the creative economy, especially those related to tourism, in an at-tempt to create more jobs and in-crease local residents’ incomes.

By and large, pakelem ritual applies many kinds of sacrificial animal in the meaning of Bhuta Yajña. This ritual has some sig-nificance as follows:

1) Exorcism (pengeruat or penyupatan) meaning.Implementation of Bhuta Yajña ritual in the form of animal sacrifice or

pakelem is arranged in such a way and then combined into a single package in the form of ritual. This matter is often questioned in the community as it has something to do with the slaughter (himsa karma). By all means, it is not like that and we should choose the conducts between himsa karma and subha karma. Implementation of Bhuta Yajña ritual denotes a subha karma (good deed) as the slaughter is in the context of penyupatan (up-grading) and give a quittance of path to the sacrificial animal. Hopefully, soul of the animal in use could take reincarnation into a human birth in accordance with the application of the high priest. (Sang Hyang Tapeni palm-leaf manuscript).

2) Welfare meaning.Since the pakelem ritual belongs to Bhuta Yajña, it is signifying a

means for prospering the universe in relation to the forces tending to be asuri sampad or negative. On that account, it needs to be neutralized to be positive (bhutahita) for the welfare of macrocosm and microcosm.

3) Apologetic meaning (guru piduka) This ritual also contains an apologetic meaning for the actions of human

beings by carrying out purification against the Pancha Mahabhuta existing in macrocosm and microcosm through the implementation of virtues.

4) Meaning of holy sacrifice.It has a meaning of holy sacrifice because its implementation is es-

sentially based on respect to material, moral spiritual and sincerity. At the same manner, the Hindus realize that God has created the universe along with its contents, including humans through His yajña. (BTN)

ZURICH, Switzerland — There’s scarcely a ship or a sailor to be seen in the wildly revisionist, weirdly anti-colonialist

new production of Wagner’s “The Flying Dutchman” at the Zurich Opera. But, fortunately, there is Bryn Terfel.

The Welsh bass-baritone was in splendid voice and commanded the stage with mesmerizing, hulking

presence as the Dutch mariner condemned to sail the seas until he finds a woman faithful unto

death. It may be a slight exaggeration to say Terfel single-handedly redeemed the spec-

tacle that premiered Sunday night — but only slight.

One night earlier the company pre-sented Verdi’s “Un Ballo in Maschera” in a musically vibrant but similarly befuddling production, this one a revival

of a staging by David Pountney first seen two seasons ago.But “Dutchman” was the big news, be-

cause it’s the first production directed by Andreas Homoki since he became general manager of the

opera house earlier this year. With the license that comes from the European fashion of radically reinterpreting standard

works, Homoki apparently decided to turn Wagner’s romantic ghost story into a cautionary tale about the evils of bourgeois greed and imperialism.

Daland the sea captain becomes head of a shipping company, and his sailors are desk-bound clerks, keeping in touch by telephone on the progress of a returning ship. A map of Africa on the wall marks its ports of call, and Da-land keeps a fez-wearing African manservant. Daland’s daughter, Senta, and the other women are no longer seamstresses but office workers who sit at typewrit-ers instead of spinning-wheels. And the only time we see a ship among Wolfgang Gussmann’s sets is when a painting of a turbulent ocean churns to life and the Dutchman’s ship with red sails emerges from the waves.

None of this sheds any particular new light on Wagner’s opera, but at least it sticks to the broad outlines of the plot. Things turn really perverse in the final scene, when Daland’s crew tries to rouse the ghostly sailors aboard the Dutchman’s ship. Suddenly, the African servant morphs

into a spear-carrying savage, and the map of Africa goes up in flames. Senta proves her loyalty not by

jumping into the sea to join the Dutchman but by shooting

herself with a hunting rifle.Terfel, wearing a fur

coat with long brown hair hanging over the collar and streaks of dark

makeup that accen-tuate his piercing

eyes, manages to keep his dig-nity amid all this and cre-ates a searing

portrayal of a man possessed.

Reprising a role that sounds almost easy for him after his recent ex-

ertions as Wotan, Terfel musters stentorian power for the

climaxes but sings many passages with a quiet, yearning tenderness.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Amlapura (Bali Post)—Ferrindo VI crossing ship ran aground

on Bias Tugel Beach, Padangbai vil-lage, Karangasem, Wednesday (Dec 12) around 07:00 a.m. No casualties claimed in the incident because the ship was empty or only held crews and shipmaster.

It was revealed by Unit Chief of Karangasem Marine Police doubling as Spokesperson of Karangasem Po-lice, Made Wartama, with permission from Karangasem Police Chief last Wednesday in Karangasem. In that morning, said Wartama, the Ferrindo VI crossing ship just unloaded cargo and passengers at Padangbai Harbor. To give opportunity to other ships for unloading at the narrow harbor, the Ferrindo ship berthed away and out of

the harbor. It was intended to quay so that other ships could anchor.

However, when going out of the harbor, said Chief of Padangbai Marine Police, Dewa Ketut Nila Chandra, the shipmaster felt if the ship was powerless. When being checked, it was known if the propeller was damaged. At that time, the ship was battered by waves repeatedly so that it got slammed and eventually ran aground onto Bias Tugel Beach.

Up to Wednesday, Wartama said the ship had not been evacuated and remained to run aground. The ship crew then tied it on the beach in order it was not persistently oscillated, crashed by waves, and hit stone rock nearby. Meanwhile, last Wednesday the waves were adequately high. (013)

Seriousness of the government’s plan is starting to appear. Tuesday (Dec 11), the Director General of Highways, Djoko Murjanto, came to Bali to organize a meeting with the Bali Public Works, Badung Highways and Irrigation Agency and Tabanan Public Works in order to further discuss about the plan of Kuta-Soka toll road construction.

The Head of Badung Highways and Irrigation Agency, IB Soerya, accompanied by the Division Head of Roads and Bridges, IB Surya Suamba, Wednesday (Dec 12),

admitted if one of the agendas discussed in the meeting was the Kuta – Soka toll road plan. Central government essentially asked for initial input to local government related to the road construction plan connecting the Southern to Western Bali. Some of the impor-tant issues discussed in the meet-ing included the length of road, land acquisition, toll areas to be traversed and the project impact. In preliminary design, the Kuta – Soka road section would spread along 22.6 kilometers.

Soerya explained that one of the reasons for the road construction was to parse the traffic conges-tion on the Denpasar - Tabanan – Gilimanuk national road section. Besides, it was also intended to anticipate the traffic accidents frequently occurred on Den-pasar - Tabanan – Gilimanuk route. However, Soerya said on Tuesday that it was just the preliminary meeting. Further discussion would be held up to finalize the megaproject devel-opment plan. (kmb25)

According to the Head of Infectious Disease Eradication and Environmental Health (P2MPL), Bali Health Agency, Wira Sunetra, said on Wednesday (Dec 12) that dengue fever usually occurred during rainy season. However, due to chaotic and uncertain season as today, the dengue fever even-tually appeared throughout the year regardless of the season.

Hot weather interspersed with rain, according to Wira, was a potential condition for dengue fever virus vec-tor namely Aedes aegypty to prolifer-ate. Due to such weather condition occurred throughout the year, the vector of dengue fever proliferated throughout the year, so the presence of dengue fever certainly existed every month. Nevertheless, based on data over three years, the patients of dengue fever in Bali had decreased notably in 2011 and 2012. In 2010, the dengue patient in Bali was re-corded to reach 12,574 patients, de-creased to 2,996 patients in 2011 and until October 2012, the dengue fever patients in Bali reached 2,368.

According to Wira, the high dengue cases in 2010 happened because people did not understand the importance

of mosquito nest eradication and the movement of draining, burying and closing the water reservoirs. “Formerly, people did fogging more frequently without being accompanied with the eradication of mosquito nest. As conse-quence, it only killed adult mosquitoes while the larvae remain to survive,” said Wira.

Besides, the implementation of fogging was not carried out on time so that the activity was inefficient in killing mosquitoes. “Appropriate fog-ging is carried out early in the day and please pay attention to the wind direc-tion. People usually do fogging before noon,” said Wira.

Bali Health Agency with the munici-pality and counties continued to make health campaign about the importance of eradicating mosquito nest. “Nowa-days, people are getting aware and do mosquito nest eradication in their region regularly. Some hamlets even hold a se-ries of activities to clean up mosquito nest every week,” said Wira.

Wira also admitted that in handling the infectious diseases it was insepa-rable from the behavioral pattern of the community. Both dengue fever and other infectious diseases such as tuberculosis to HIV could be prevented if people applied clean and healthy life-style and kept the environment clean. “To that end, we need cooperation of the government and community,” he said. “It was ... great,” said Melanie Brown, also known as brassy band member Scary Spice. She inserted an emphatic expletive before “great.” Added band mate Geri “Ginger Spice” Halliwell: “That’s why we’re the Spice Girls.”

For a few hours Tuesday, it was as if the 1990s were back, as the Spice Girls and their fans attended the show, a tale of female friendship and mother-daughter bonds set to songs including “Wannabe,” ‘’Spice Up Your Life” and the title track.

The show, written by comedian Jennifer Saunders, takes the Girl Power theme that made the band a pop sensation and updates it to a modern-day world of Twit-ter and TV talent shows.

It got a standing ovation, but not every-one was impressed. Mark Shenton, a critic for The Stage newspaper, tweeted that it was “a phony, manufactured musical” — and not even funny. The Independent newspaper’s theater critic Paul Taylor gave the show two stars out of five, calling it “lacking in any truly original or challenging spark.”

Some audience members might have reflected that the real-life story of the Spice Girls — their rise to global fame from ob-scurity, subsequent fallout and varied solo careers — is richer and more interesting than the show’s feel-good plot.

Success of the big-budget show will depend partly on how well the Spice Girls are still loved, a decade and a half after their heyday. The five-piece group, known for its brash attitude and “Cool Britannia” branding, shot to fame in 1996 and sold 75 million records around the world. Halliwell left the group acrimoniously in 1998 and the group effectively split a decade ago.

The five members appeared on stage together for the first time in five years at the London Olympics closing ceremony in August and have reunited to promote “Viva Forever.”

Four of the Spice Girls arrived together on the red carpet ahead of the premiere, to cheers and chants of “spice up your life” from scores of die-hard fans. Melanie Chisholm — “Sporty Spice” — said she was not afraid of critics’ verdict on the show. “If people criticize it, we don’t care — because we love it,” she said.

CHESTER COUNTY, Pa. — Worlds away from the Shire, a stone cottage tucked into the Pennsylvania countryside would make Bilbo Baggins feel like he was back home with his Hobbit friends in Middle-earth.

Nestled in a part of Chester County dotted with picturesque barns and rolling fields surpris-ingly close to Philadelphia, this Hobbit house belongs to a lifelong fan of author J.R.R. Tolkien who wanted a worthy — and private — repository for the rare books and Tolkien-inspired memorabilia he

has collected in 30 years of travel in the U.S. and abroad. The 600-square foot building is a short walk from his main house, on a flat stone path and through an English-style garden.

“We wanted a single structure, a relaxing place that was diminutive in scale, for the owner to come and hang out and just be in solitude with his collection,” said architect Peter Archer, speaking on the owner’s behalf.

Hundreds of houses inspired by Tolkien’s books have been built in the U.S. and abroad. But Archer said, “This isn’t something that you can recreate on a suburban cul-de-sac; it was made for this

specific location and it wouldn’t work anywhere else.”

Archer worked with a team of craftsmen to create the fantastical abode. They used stones taken from a long-collapsed section of an 18th-century low wall running through the center of the 16-acre property. Built up against a stone retaining wall of the same vintage, the Hobbit house looks like an original feature of the property.

“We weren’t going to do a Hol-lywood interpretation. We wanted it to be timeless,” Archer said. “It was built in 2004 but looking at it, you could think it was from 1904, or 1604.”

NUSA DUA - President Susilo Bambang Yud-hoyono officially opened the Regional Meeting and Stakeholder Consultation on the Post-2015 Develop-ment Agenda here on Thursday.

President Yudhoyono in his speech said: “We are gathered here to contribute to one of the most, if not the most, important global efforts of our time, to help chart a path of progress for humanity in the 21st century.”

“We do not have a fancy title for it yet. For now, we simply call it `Post-2015 Development Agenda’,” he stated.

This process will involve massive efforts worldwide, re-quiring extensive data collection, lengthy consultations with all stakeholders, constructive debates, and myriad analyses and projections, the head of state added.

According to Yudhoyono, the Millennium Development Goals (MDGs), formulated by the UN in 2000, have benefit-ted the people of Indonesia by reducing the country’s poverty rate and enhancing the healthcare services in Indonesia, said the president.

“MDGs accelerate the development of a country. It is not a treaty. It is non-binding, and it does not need any ratifica-tion. The MDG programmes have been implemented by all the governments in the world, although there is no particular organisation that monitors the programmes,” said President Susilo Bambang Yudhoyono, during the Regional Consulta-tive Meeting, on Thursday.

He said this is the first time that many countries have agreed on a common goal, based on the MDG programmes.

“For example, Indonesia has managed to reduce its poverty rate from 20.6 percent in 1990 to 11.9 percent in 2012. We have also succeeded in achieving the basic education cover-age target by coming up with a compulsory education system (that lasts for nine years),” he stated.

The country’s infant mortality rate has decreased from 68 per 1,000 live births in 1991 to 34 per 1,000 live births in 2007. However, the poverty eradication programme, implemented by the government, is facing huge challenges due to the grow-ing population, economic issues and disasters.

Since the targets are set to expire in 2015, Indonesia’s president hopes that similar projects will be implemented for the development of the country.

He urged the participants of the meeting to have a discus-sion on several programmes that could be implemented after 2015, based on the experiences of every nation.

Among those present at the meeting were the Director of the United Nations Development Program’s (UNDP) Regional Bureau for Asia and the Pacific, Ajay Chibber, and the Chairman of the National Committee on the Post-2015 Development Agenda, Kuntoro Mangkusubroto.

A number of ministers attended the meeting, including the Coordinating Minister for Political, Legal and Security Affairs, Djoko Suyanto, the Coordinating Minister for Economic Af-fairs, Hatta Rajasa, the Secretary of State, Sudi Silalahi, the Industry Minister, MS Hidayat, the Agriculture Minister, Sus-wono, the Tourism and Creative Economy Minister, Mari Elka Pangestu, and the State Enterprises Minister, Dahlan Iskan.

The title is very special and it is not common to be given to a person. The title is also the highest among 12 titles that can be given by Keraton Solo. “The title means that Desak Raka is considered as the member of Keraton Solo. The title is similar to

the one given to the former Indonesian President KH Abdurahman Wahid alias Gus Dur,” said DR. Kanjeng Pangeran Adiproyo Sumadi Kerto-negoro, a family member of Keraton Solo in Pesraman Lumajang on Wednesday, December 12, 2012.

He explained that the title Kanjeng Mas Ayu is the highest title that can be given to the women outside keraton. In 2002 through 2004, others also received the title Kanjeng pangeran Aryo, the highest title for men.

“The title for Desak Raka is very rare and the keraton will not give the

title without any consideration. The one who received the title must have special achievement to the country. Generally, the title given to the people outside the keraton is Kanjeng Mas Tumenggung,” he said.

According to Kanjeng Pangeran Ad-iproyo, the late Desak Raka is worthy of the title because during her life, Desak Raka fought hard for the nation especial-ly in Bali. “Based on that consideration, Keraton Solo gave the highest title for her,” he added. There is great hope that by giving the title, the spirit of Desak Raka will be followed by others. (udi)
