Shankar died Tuesday at age 92. A statement on his website said he died in San Diego, near his Southern California home with his wife and a daughter by his side. The musician’s foundation issued a statement saying that he had suffered upper

respiratory and heart problems and had un-dergone heart-valve replacement surgery last week. Indian Prime Minister Manmo-han Singh also confirmed Shankar’s death and called him a “national treasure.”

Labeled “the godfather of world music” by Harrison, Shankar helped millions of classical, jazz and rock lovers discover the centuries-old traditions of Indian music.

“He was legend of legends,” Shivkumar Sharma, a noted santoor player who per-formed with Shankar, told Indian media. “Indian classical was not at all known in the Western world. He was

the musician who had that training ... the ability to communicate with the Western audience.”

He also pioneered the concept of the rock benefit with the 1971 Concert For Bangladesh. To later generations, he was known as the estranged father of popular American singer Norah Jones.

His last musical performance was with his other daughter, sitarist Anoushka Shankar Wright, on Nov. 4 in Long Beach, California; his foundation said it was to celebrate his 10th decade of creating mu-sic. The multiple Grammy winner learned that he had again been nominated for the award the night before his surgery.

“It’s one of the biggest losses for the mu-sic world,” said Kartic Seshadri, a Shankar protege, sitar virtuoso and music professor at the University of California, San Diego. “There’s nothing more to be said.”

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Chairman of the Special Committee of Bylaw Draft on Traditional Market Protection and Modern Market, Gianyar House, Ida Bagus Anom Surya Dipayana, after the meeting of special commit-tee on Tuesday (Dec 11) admitted the bylaw draft as initiative of the House was undergoing a number of obstacles. One of which was the lack of budget for academic studies.

“We cannot continue the studies of the bylaw draft because the budget draft is just proposed in 2013,” he said. Before finalizing the bylaw, his party had to do social studies first so that later on after implementing the bylaw it would not kindle new problems in the community and employers. Besides, he added if the legislation was not to destroy the existing traditional markets in Gianyar,

but instead would benefit and protect them.

To unify the perception regarding the bylaw draft, the committee had previously invited some owners and management of modern and mini-markets existing in Gianyar. “Later, the special committee will re-invite them and community members to continue the discussion on bylaw draft in 2013,” said the politician from Ketewel.

Unlike the bylaw draft on Integrated Tower, the special committee handling it declared if it almost finished and was ready to be ratified on December 18, 2012. At the moment, the special commit-tee just needed to make conclusions. The shortage of data regarding the existence of tower in Gianyar had been equipped by the Gianyar Transportation, Communica-tion and Informatics Agency.

From the coordination meeting held last Tuesday, the number of integrated tower in Gianyar reached 145 points. “Later, we recommend the provider to use these integrated towers,” said Committee Chairman of the Integrated Tower of Gianyar House, Ketut Karda. (kmb16)

The promise of rice assistance to Lebih fishermen by Gianyar govern-ment was initiated early in 2012. At that time, the Lebih fishermen had a lean fish catch. The regent and his officials met the fishermen and promised rice assistance to alleviate the fate of fisher-men in the face of bad season. Against this, Wisnu admitted there was delay in distributing the rice ration due to lack of delivery budget and it could just be allocated in the amendment of regional budget 2012.

Today, the rice reserves allocated for fishermen had been taken from logistics agency (Bulog) at Eastern Region at

Batubulan Warehouse. The rice was obtained from government assistance for natural disasters due to bad weather. Delivery order of the rice had been is-sued on December 7, 2012 with a total volume of 19,796 kg or worth IDR 108,878,000 with the price assumption of IDR 5,500 per kg.

The assistance was not only given to Lebih fishermen, but also to 13 families of fisherman at Tulikup village coming to 364 kg, 35 fisherman families at Me-dahan (980 kg), 20 fisherman families at Pering (560 kg), 15 fisherman families at Saba (420 kg) and 441 fisherman fami-lies at Ketewel (12,348 kg). Denpasar (Bali Post)—Education cost of a vocational school (SMK)

student is estimated to reach IDR 7.248 million per year. However, from such amount of cost, the Bali government could just allocate subsidies in the form of scholarship worth IDR 3.28 million per year for each vocational student of poor families that will be disbursed in 2013. The Head of Bali Education Agency, A.A. Gede Ngurah Sujaya, told the matter to Bali Post on Tuesday (Dec 11).

According to Sujaya, central government through the Ministry of Education and Culture had also planned to disburse scholarship for vocational school students from poor families. The amount of scholarship was designed to reach IDR 2 million per year for each student. Meanwhile, the lack of financing was expected to be covered by regency/municipal government where the students were studying.

“Considering the majority of vocational school students come from poor families, we do hope the whole regency/municipal government in Bali

could also allocate scholarship to ease the bur-den of parents of vocational school students. By shared financing pattern among the government agency like this we expected most of the cost of vocational education students from poor families can be covered by scholarship,” he said.

For fiscal year 2013, he said, the Bali gov-ernment would allocate scholarship for 16,843 students of vocational school coming from poor families. Each student was allocated to receive scholarship worth IDR 3.248 million per year. In addition, the provincial government through Bali Education Agency also allocated scholarship to 150 students having outstanding achieve-ment from poor families. “Especially for each vocational school student with outstanding achievement, the scholarship is worth IDR 22 million per year. This assistance is substitute for the aid of skill/competency test (UKK) given to all vocational school students taking final exam where at the end of fiscal year 2013 will not be disbursed again,” he said. DENPASAR - Smuggling case of dozens of green turtles foiled by Bali Marine Police officers continued to be investigated. After several hours of investigation, the officers finally arrested the ship-master Evaritus Sobi, 38, from Flores, East Nusa Tenggara (NTT), Monday afternoon (Dec 10). Even, he was named as a suspect.

Meanwhile, the supplier of 33 green turtles identified as Haji SDM from Sumba remained at large. Haji SDM was thought to be in Sumba and under pursuit of police. “We have arrested a suspect, namely the shipmaster. He is still being examined by the investigators,” said Director of Bali Marine Police, Tubuh Musyareh, Tuesday (Dec 11).

He explained that after the discovery of dozens of turtles on medium-sized traditional ship berthing in the waters of Tanjung Benoa, Nusa Dua, Badung, police officers directly made an inves-tigation. The officers were deployed to hunt for the turtle owner. “In the afternoon after the discovery, the shipmaster was arrested. Meanwhile, the turtle owner (with initial Haji SDM—Ed.) is still at large,” he told reporters.

Splash-cup plants, which live everywhere from jungles to deserts, have conical flowers that catch raindrops and use the resulting splash to encapsulate and launch seeds.

For example, the “splash cups” of Chrysosplenium echinus can use rain to spread seeds more than 3 feet (1 meter) away, a distance equal to 10 times the plant’s height. That would be comparable to rain-drops getting deflected 50 to 60 feet (15 to 18 m) away after falling on the average person.

To learn more about how these splash cups accomplish this trick, researchers analyzed high-speed video of droplets falling on both real flowers and plastic cop-ies of the flowers with varying shapes. They generated artificial rain using a syringe that dripped water drops 4 millimeters wide, about as big as large natural raindrops.

When a person urinates, skin shells are routinely shed from the lining in the kidney, and it’s these cells that the researchers repro-grammed into stem cells, which can turn into any type of cell in the body. In this case, they transformed the cells into neurons, or brain cells. The new research, published Sunday (Dec. 9) in the journal Nature Methods, could one day provide a quicker way to make brain cells that are unique to an individual, Nature News reported.

And because the technique relies on urine, which is much easier to get than blood, it could be easier to extract such cells from almost any patient, including children, Marc Lalande, a researcher at the University of Connecticut Health Center told Nature News.

“It’s easier to get a child to give a urine sample than to prick them for blood,” Lalande said. For years, scientists have been working on ways to turn ordinary cells into stem cells. Research-ers have reprogrammed testicle stem cells to make insulin, turned brain cells from cadavers into stem cells and converted human skin into brain cells. The hope was that these brain cells could be used to treat diseases like Parkinson’s and Alzheimer’s.

But many early methods used viruses to permanently in-corporate new genes into the DNA of the cells, wrote Kristen Brennand, a stem cell researcher at the Mount Sinai School of Medicine, who was not involved in the study, in an email.

Because the viral DNA stays inside the cells’ genetic code permanently, it can make the cells’ behavior unpredictable and even cause tumors.

In the current study, a Chinese research team used a newer, safer approach. The team harvested skin cells that line the kid-neys and are routinely shed in human urine. Next, the scientists injected new genetic instructions to reprogram cells to become brain cells. But unlike the viral method, those instructions only stick around temporarily, Brennand told LiveScience.

and carries them away from the mother plant,” researcher Guillermo Amador, a fluids re-searcher at the Georgia Institute of Technology in Atlanta, told LiveScience.

Past research suggests these plants evolved from species that originally used wind for seed dis-persal, Amador said. They may have had to resort to a different strategy relying on raindrops, due to their short statures limiting the amount of wind they could catch and all the obstructions they might face close to the ground.

North Korea declared the launch of a rocket and satellite a success, and state television planned a spe-cial broadcast about the launch at noon (0300 GMT).

South Korean and Japanese of-ficials confirmed that liftoff took place shortly before 10 a.m. (0100 GMT), while the United States did not immediately comment on it. Each nation had been urging North Korea to refrain from a launch widely seen as a cover for a test of banned ballistic missile technology.

South Korean Defense Ministry spokesman Kim Min-seok told a

nationally televised news confer-ence that a South Korean Aegis-equipped destroyer deployed in the Yellow Sea detected the launch but South Korea still didn’t know the launch was successful. North Korea had indicated technical problems with the rocket earlier and had extended its launch win-dow to Dec. 29.

Japan said one part of the rocket fell into waters west of the Korean Peninsula and another part fell in the sea east of the Philip-pines. South Korean President Lee Myung-bak planned an emergency national security council meeting Wednesday, and Japan protested the rocket launch.

North Korean leader Kim Jong Un took power after his father Kim Jong Il died on Dec. 17 last year, and the launch also comes about a month before President Barack Obama is inaugurated for his second term.

Dozens of illegal advertisements existing in the area of Jalan Ida Bagus Mantra and Jalan Dharmagiri, Gianyar, were demolished by public order officer (Satpol PP) of Gianyar Regency on Tuesday (Dec 11). A total of 45 illegal advertisements consisting of banners posted on road side were forcibly removed by the officers.

The demolition was carried out because there were direct reports and complaints from residents that the banner installation on road side disturbed road users. Most of the demolished banners had no installation permit. People often installed them during holidays, such as Saturday and Sunday.

The Head of Public Order Officer of Gianyar, Wayan Kujus Pawitra, after the banner demolition said that aside from having no permit the banners installed with wooden stick also disrupted the public order because they fell onto the middle of the road body. Pursuant to the applicable Bylaw No.12/1992 on Sanitation and Public Order and Bylaw No.9/2010 on Advertising Tax, his party had to withdraw and seize dozens of those banners.

Aside from demolishing the advertisement, the public order officer of Gianyar also demolished illegal villas located at Perang Sada hamlet, Pering village, Blahbatuh last Tuesday afternoon. Unlike the polyclinic ser-vices, the emergency room does not require a queue and patients are ascertained to get immediate treatment. Quick handling makes a lot of people come to Emergency Room to ask for treatment despite having no emergency case.

This can be seen in Emergency Room of Sanglah Hospital. Every day, the installation that must serve emergency patients is even dominated by those belonging to category of non-emergency.

Hospital, Krisna Wibawa. Each day, the patients belonging to non-emergency category or reaching 60 percent came to Emergency Room of Sanglah Hospital.

According to Krisna, the service in Emergency Room of Sanglah Hospital had its own system called triage system. In this system, the severity of patients was divided into five levels.

Level one was patient in very se-rious condition that could threaten the life. Without being rescued, the patient could die. As an example was patient with airway disorders, shock to unconsciousness or pa-tients with trauma to the chest so that it experienced tightness and was difficult to breathe. “When patient of level one comes, it should get immediate treatment from the

team of doctors at Emergency Room,” said Krisna.

The next level was patient of level two. At this level, patient could not wait. If left unattended, condi-tion of the patient would worsen. To that end, the handling of patient belonging to this level should be performed within 10 minutes after arriving in Emergency Room. Ex-amples of this level were bleeding patient, patient with asthma or se-vere respiratory problems but still conscious.

Level three was where the emer-gency case of patient was lower. Within 33 minutes, patient should receive treatment. Generally, the patient of level three required a supporting examination to get diag-nosis such as X-ray and ultrasound examination. Patients belonging

to level 1-3, according to Krisna, should usually be hospitalized.

The next level was level four and five. This level belonged to non-emergency patient that should be treated in policlinic or non-emer-gency treatment like those suffering from flu, cough, cold, heat, abrasion until bitten by dog. Patient of this category could wait up to two hours and should get treatment. “Abra-sion, heat to fever can actually be handled in policlinic or community health center,” said Krisna. By and large, patient of this level were not hospitalized.

Of the five levels, each day the Emergency Room of Sanglah Hospital that should be intended for emergency patients was even frequently visited by patients be-longing to level four and five. Ac-

cording to Krisna, it could happen because the Emergency Room pro-vided quick and easy access to get help. Patients were not necessary to bring the terms of reference as they should normally do when going to policlinic.

To that end, in dealing with pa-tients that did not belong to emer-gency category, according to Krisna, the Emergency Room of Sanglah Hospital had provided a policlinic room in the Emergency Room. In the room, the patients belonging to level four and five were given treatment. “There, patients are also given education. When coming for the first time, they will be served and then provided with information where for further treatment they are recommended to come to policlinic,” said Krisna. (san)

LONDON — The value of global mergers and acqui-sitions deals in 2012 was nearly half the amount made five years ago, when the global financial crisis was first baring its teeth, a leading accounting and consulting firm said Wednesday.

According to Ernst & Young, the value of global M&A was 47 percent lower in 2012 at a projected $2.25 trillion, against 2007’s $4.3 trillion. It noted a shift in activity from developed economies to high-growth ones in Asia and Latin America — the value of deals in the U.S. halved while those in China doubled.

There were a little under 37,000 deals worldwide, around 9,000 less than in 2007, when many companies indulged in a feverish bout of deal-making, many of which led to their financial ruin. Much of the blame for Royal Bank of Scotland PLC’s near-collapse in 2008, which eventually required a government bailout, was due to its over-priced purchase of a large chunk of Dutch bank ABN Amro the year before.

The excess of corporate deals in 2007 contributed to the near freezing of credit markets that year and paved the way for the global banking crisis in 2008 and the subsequent global recession. But it’s not to blame for the current drop in deal making.

Ernst & Young said this year’s slump in corporate activ-ity was mainly due to the uncertainty created by the debt crisis afflicting the 17 European Union countries that use the euro as well as fears over the impending “fiscal cliff” of automatic spending cuts and tax increases in the U.S.

“Acute caution was the prevailing M&A sentiment in 2012,” said Pip McCrostie, global head of Ernst & Young’s M&A division. “The eurozone crisis contin-ues to impact 9 global companies in every 10 and in 2012 we saw its impact reduce the appetite for M&A, even in many formerly deal-hungry emerging markets. Limited deal activity will likely continue through 2013, especially if we don’t see a clear, long term resolution to the fiscal cliff.”

One clear impact of the eurozone debt crisis in Europe has been to lower the currency bloc’s share of the deals that do take place. In 2007, the eurozone accounted for around 21 percent of the global value of M&A. That’s now down at 11 percent.

While the eurozone has suffered its litany of prob-lems, the so-called BRIC countries— the fast-growing economies of Brazil, Russia, India and China — are filling the gap. They accounted for 15 percent of the global M&A market in 2012, more than double 2007’s rate of just 7 percent.

Even if the rapid growth of the BRIC countries over the previous few years wasn’t fully sustained in 2012, the global M&A landscape has been clearly transformed over the past five years. Since 2007, the value of China’s M&A market has doubled, while that of the U.S. has halved, Ernst & Young found.

“China’s growing global economic influence, along with the other emerging economies, has been a re-oc-curring narrative over the past decade,” said McCrostie. “Now the numbers tell their own story — the shift in the balance of M&A power has accelerated since the financial crisis and it will likely become even more pronounced in 2013.”

HSBC agreed to pay $1.9 billion, the largest penalty ever imposed on a bank. The U.S. stopped short of charging ex-ecutives, citing the bank’s immediate, full cooperation and the damage that an assault on the company might cause on economies and people, including thousands who would lose jobs if the bank collapsed.

Outside experts said it was evidence that a doctrine of “too big to fail,” or at least “too big to prosecute,” was alive and well four years after the financial crisis.

The settlement avoided a legal battle that could have further savaged the bank’s reputation and undermined con-fidence in the banking system. HSBC does business in almost 80 countries, so many that it calls itself “the world’s local bank.”

Lanny A. Breuer, assistant attorney general of the Justice Department’s

criminal division, cited a “stunning, stunning failure” by the bank to monitor itself. He said that it enabled countries subject to U.S. sanction — Cuba, Iran, Libya, Myanmar and Sudan — to move about $660 million in prohibited transac-tions through U.S. financial institutions, including HSBC, from the mid-1990s through September 2006.

Officials noted that HSBC officers in the United States had warned counter-parts at the parent company that efforts to hide where financial transactions orig-inated would expose the bank to sanc-tions, but the protests were ignored.

HSBC even instructed an Iranian bank in one instance how to format messages so that its financial transac-tions would not be blocked, Breuer said at a news conference announcing the settlement.

“The record of dysfunction that pre-

vailed at HSBC for many years is simply astonishing,” Breuer said.

For the government not to go a step further and prosecute was “beyond ob-scene,” said Bill Black, a former U.S. regulator for the Office of Thrift Super-vision who now teaches at the University of Missouri-Kansas City.

Black disputed the government’s concern that indicting HSBC could take down the financial system.

“That’s the logic that we get stability by leaving felons in charge of our largest banks,” he said. “This is insane.”

Breuer defended the government’s agreement with HSBC. He said that U.S. employees in particular seemed duped by criminal enterprises taking advantage of HSBC oversight policies that over decades became increasingly lax.

Court documents showed that the bank let over $200 trillion between 2006 and 2009 slip through relatively unmoni-tored, including more than $670 billion in wire transfers from HSBC Mexico, making it a favorite of drug cartels and money launderers. HSBC Bank USA at the time rated Mexico in its lowest risk category.

Mpumalanga province. Joseph Mabuza, a spokesman for the province’s safety department, said that three vehicles drove onto the bridge in the dark after it had collapsed Monday night.

Mabuza says the strong cur-rent pulled the vehicles away. A train carrying cargo also derailed

Tuesday morning near Durban as rain had swept away its track. The train ended up plunging into the Amanzimtoti River. Local officials said four people were injured in that accident. South Africa is now experiencing sea-sonal rains as it enters its summer months.

He said here on Tuesday that JM had held an exposition on the project at the City Hall last week, where his team had proposed a ticket price of Rp9000 for the monorail transportation system.

“The ticket price covers the 30km monorail routes, compris-ing the 14.5-kilometre-long Green Lane (Kuningan, Dukuh Atas, Pejompongan, Senayan, Gatot Subroto, SCBD) and the 15.5-kilometre-long Blue Lane (Kam-pung Malayu, Tebet, Casablanca, Tanang Abang, Mall Taman Ag-grek Mall),” Bovananto noted.

“The ticket price was set after taking into account the average commuter’s financial capability, along with other expenses involv-ing feeder buses and other modes of transportation,” he said.

Bovananto stated that the PT Monorail`s new consortium con-

sisted of `90 percent new inves-tors and 10 percent old ones`. The monorail transportation system is an old project the implementa-tion of which was interrupted for several years.

“The new investors in the consortium are national private companies. Thirty percent of the project`s financing will be borne by the consortium and the re-maining 70 percent will be taken care of by the banking sector,” he noted.

Bovananto said the construction of the Jakarta monorail project would require a total investment of Rp6.9 trillion.

“Some Rp2.3 trillion will be funded by the consortium and the rest Rp4.6 trillion will be borrowed from banks,” he explained.

Therefore, Bovananto added, the project would be financed entirely by the private sector.

He said the Green Lane phase of the project was expected to be completed in 2015 while the Blue Lane would be ready in 2016.

“One of the latest members of the consortium is PT Adhi Karya, which was also a member of the

old consortium,” Bovananto pointed out.

“However, PT JM and PT Adhi Karya still have some differences over the construction of the align-ment routes. PT JM wants to continue with the previous proj-ect design, while PT Adhi Karya wants news alignment routes,” he stated.

It was reported earlier that the Jakarta government would revive the monorail project, which was stalled several years ago.

The pillars of the monorail system have already been in-stalled in some areas of the city.

They pillars would be used for the construction of three mono-rail tracks, which will serve as many routes: Tanah Abang-Palm-erah-Mega Kuningan-Senayan; Cawang Atas-Senen-Ancol; and Cawang Atas-Grogol-National Monument.

Meanwhile, Adhi Karya presi-dent director Kiswodarmawan said his company would form a consortium with state-owned companies and regional govern-ment-owned companies to imple-ment the project in two phases.

Acting Youth and Sports Minister Agung Laksono said that the five-member team will consult with the world governing body, which had set Dec. 10 as the deadline for settling the disputes.

“This team will begin work to-night, to with FIFA in order to avoid sanction against Indonesia,” Laksono told a news conference. He added that the team also would discuss a pos-sible takeover by the government in accordance with the law on national sports system.

“This is needed to prevent inter-vention by the government, because we have the law, but FIFA has its own rules,” Laksono said. “Therefore the taskforce has to consult first with FIFA and AFC.”

On Monday, the FIFA-sanctioned All-Indonesia Soccer Association, or PSSI, and the breakaway Indonesian Soccer Rescue Committee, or KPSI, each held a separate congress in dif-ferent cities.

The PSSI meeting was held in Palangkaraya and was attended by representatives from FIFA and the

Asian Football Confederation. Mean-while, the KPSI staged its congress in another hotel in the capital Jakarta.

The government did not rec-ognize the meetings, saying they failed to comply with an agreement they signed in Kuala Lumpur in June, which stipulates that the KPSI would be dissolved at the yearend congress.

FIFA is expected to rule of the In-donesian case on Friday at its execu-tive committee meeting in Tokyo.

The rift between the football bod-ies has been blamed in part for the death last week of Paraguayan striker Diego Mendieta, who played for In-donesian club Persis Solo last year.

MOSCOW — Russia’s President Vladimir Putin vowed Wednesday to strengthen the country’s economy and its military might and rejected what he described as foreign lecturing about democracy and attempts at foreign interference in the nation’s internal affairs.

Putin’s speech was his first state-of-the nation address since winning a third term in March’s election despite a wave of massive protests in Moscow. Putin has taken a tough course on dissent since his inaugura-tion with arrests and searches of opposition activists and introduction of laws that impose heavy fines on protesters and rigid rules on civil society groups.

In a speech that focused heavily on social issues, Putin encouraged families to have more children, promised to create 25 million new jobs and develop new incentives for teachers, doctors, engineers and others.

He also pledged to support “institutions that represent traditional spiritual values,” a hint at even more state support for the Russian Or-thodox Church. In August, three members of the punk band Pussy Riot were sentenced to two years in prison for performing a protest song in Moscow’s main cathedral against the church’s backing for Putin. One of them was released on appeal, but two others are serving their sentences despite an international outrage over what was widely seen as the intolerance to dissent in Russia.

Putin said Russia would follow its own view on democracy and shrug off any “standards enforced on us from outside.” “Direct or indirect foreign interference in our political processes is inadmissible,” he said. “Those who receive money from abroad for their political activities and serve alien interests shouldn’t engage in politics in Russia.”

One of the laws passed by the Kremlin-controlled parliament requires non-governmental organizations that receive foreign funding and engage in vaguely defined political activities to register as “foreign agents,” a move the groups said was aimed to intimidate them and destroy their credibility before the Russians where the term “agent” is synonymous to spy.

Putin said that on the global stage Russia’s task will be to preserve its “national and spiritual identity,” adding that the strengthening of the nation’s military might should “guarantee its independence and security.” He said Russia would continue to push for “coordinated collective ef-forts” in dealing with global issues.

The Kremlin has said that its continuous refusal to support interna-tional sanctions against Syria’s President Bashar Assad is rooted in inter-national law that bars interference into a sovereign country’s affairs.

The conflict in Syria has started nearly 21 months ago as an uprising against Assad, whose family has ruled the country for four decades and it quickly morphed into a civil war, with rebels taking up arms to fight back against a bloody crackdown by the government. MELBOURNE - Alessandro Del Piero’s Australian adventure is not going accord-ing to plan, with his adopted club Sydney FC in the doldrums and a hamstring injury compounding the Italian World Cup win-ner’s woes. The long-time Juventus stalwart joined Sydney to much fanfare in the off-season but despite the 38-year-old’s best ef-forts, his side have nose-dived to the bottom of the 10-team league after 10 rounds.

Del Piero signed a one-year deal with an option to sign on for another year but negotiations to extend his contract, which Sydney have said is the most lucrative in the history of Australian sports, have dragged. Del Piero told reporters in Sydney the two

sides had been talking but at the moment they were playing a waiting game.

“We have a good relationship but at the moment we have to think day by day,” he added. “First we have to make good posi-tion on the (league) standings, then we can talk with calm and tranquillity about next season.”

While hailed as a ground-breaking sign-ing by the club and fledgling league, Del Piero’s arrival raised expectations to fever pitch in Sydney, a burden that former coach Ian Crook was unable to handle and led to his resignation a month ago.

MANILA, Philippines — Manny Pacquiao has returned to the Philip-pines after his knockout loss to Juan Manuel Marquez, saying he will fight again despite some members of his family imploring him to retire.

Shortly after arriving in Manila on Wednesday, Pacquiao told fans “we will rise again” and “there will be future fights.”

LONDON - Serbia’s Novak Djokovic has beaten Andy Murray to the International Tennis Fed-eration’s (ITF) annual men’s World Champion award with American Serena Williams taking the wom-en’s prize for a third time. Djokovic, who ended a second successive year on top of the ATP rankings, suc-cessfully defended his Australian Open title, reached the final at the French Open and U.S. Open and claimed five other titles including the season-ending Tour Finals.

The South African Press Asso-ciation reported Tuesday that the bridge collapsed in the nation’s

Mpumalanga province. Joseph Mabuza, a spokesman for the province’s safety department, said that three vehicles drove onto the bridge in the dark after it had collapsed Monday night.

Mabuza says the strong cur-rent pulled the vehicles away. A train carrying cargo also derailed

Tuesday morning near Durban as rain had swept away its track. The train ended up plunging into the Amanzimtoti River. Local officials said four people were injured in that accident. South Africa is now experiencing sea-sonal rains as it enters its summer months.

monorail transportation system is expected to be operational in 2015, with ticket prices set at Rp9,000, according to PT Ja-karta Monorail (JM) spokesman Bovananto.

He said here on Tuesday that JM had held an exposition on the project at the City Hall last week, where his team had proposed a ticket price of Rp9000 for the monorail transportation system.

“The ticket price covers the 30km monorail routes, compris-ing the 14.5-kilometre-long Green Lane (Kuningan, Dukuh Atas, Pejompongan, Senayan, Gatot Subroto, SCBD) and the 15.5-kilometre-long Blue Lane (Kam-pung Malayu, Tebet, Casablanca, Tanang Abang, Mall Taman Ag-grek Mall),” Bovananto noted.

“The ticket price was set after taking into account the average commuter’s financial capability, along with other expenses involv-ing feeder buses and other modes of transportation,” he said.

Bovananto stated that the PT Monorail`s new consortium con-

sisted of `90 percent new inves-tors and 10 percent old ones`. The monorail transportation system is an old project the implementa-tion of which was interrupted for several years.

“The new investors in the consortium are national private companies. Thirty percent of the project`s financing will be borne by the consortium and the re-maining 70 percent will be taken care of by the banking sector,” he noted.

Bovananto said the construction of the Jakarta monorail project would require a total investment of Rp6.9 trillion.

“Some Rp2.3 trillion will be funded by the consortium and the rest Rp4.6 trillion will be borrowed from banks,” he explained.

Therefore, Bovananto added, the project would be financed entirely by the private sector.

He said the Green Lane phase of the project was expected to be completed in 2015 while the Blue Lane would be ready in 2016.

“One of the latest members of the consortium is PT Adhi Karya, which was also a member of the

old consortium,” Bovananto pointed out.

“However, PT JM and PT Adhi Karya still have some differences over the construction of the align-ment routes. PT JM wants to continue with the previous proj-ect design, while PT Adhi Karya wants news alignment routes,” he stated.

It was reported earlier that the Jakarta government would revive the monorail project, which was stalled several years ago.

The pillars of the monorail system have already been in-stalled in some areas of the city.

They pillars would be used for the construction of three mono-rail tracks, which will serve as many routes: Tanah Abang-Palm-erah-Mega Kuningan-Senayan; Cawang Atas-Senen-Ancol; and Cawang Atas-Grogol-National Monument.

Meanwhile, Adhi Karya presi-dent director Kiswodarmawan said his company would form a consortium with state-owned companies and regional govern-ment-owned companies to imple-ment the project in two phases.

Acting Youth and Sports Minister Agung Laksono said that the five-member team will consult with the world governing body, which had set Dec. 10 as the deadline for settling the disputes.

“This team will begin work to-night, to with FIFA in order to avoid sanction against Indonesia,” Laksono told a news conference. He added that the team also would discuss a pos-sible takeover by the government in accordance with the law on national sports system.

“This is needed to prevent inter-vention by the government, because we have the law, but FIFA has its own rules,” Laksono said. “Therefore the taskforce has to consult first with FIFA and AFC.”

On Monday, the FIFA-sanctioned All-Indonesia Soccer Association, or PSSI, and the breakaway Indonesian Soccer Rescue Committee, or KPSI, each held a separate congress in dif-ferent cities.

The PSSI meeting was held in Palangkaraya and was attended by representatives from FIFA and the

Asian Football Confederation. Mean-while, the KPSI staged its congress in another hotel in the capital Jakarta.

The government did not rec-ognize the meetings, saying they failed to comply with an agreement they signed in Kuala Lumpur in June, which stipulates that the KPSI would be dissolved at the yearend congress.

FIFA is expected to rule of the In-donesian case on Friday at its execu-tive committee meeting in Tokyo.

The rift between the football bod-ies has been blamed in part for the death last week of Paraguayan striker Diego Mendieta, who played for In-donesian club Persis Solo last year.

launched after the outcome of a similar operation (held last year) is evaluated. Last year, the police learnt to reduce traffic congestion in Java`s coastal areas.

MOSCOW — Russia’s President Vladimir Putin vowed Wednesday to strengthen the country’s economy and its military might and rejected what he described as foreign lecturing about democracy and attempts at foreign interference in the nation’s internal affairs.

Putin’s speech was his first state-of-the nation address since winning a third term in March’s election despite a wave of massive protests in Moscow. Putin has taken a tough course on dissent since his inaugura-tion with arrests and searches of opposition activists and introduction of laws that impose heavy fines on protesters and rigid rules on civil society groups.

In a speech that focused heavily on social issues, Putin encouraged families to have more children, promised to create 25 million new jobs and develop new incentives for teachers, doctors, engineers and others.

He also pledged to support “institutions that represent traditional spiritual values,” a hint at even more state support for the Russian Or-thodox Church. In August, three members of the punk band Pussy Riot were sentenced to two years in prison for performing a protest song in Moscow’s main cathedral against the church’s backing for Putin. One of them was released on appeal, but two others are serving their sentences despite an international outrage over what was widely seen as the intolerance to dissent in Russia.

Putin said Russia would follow its own view on democracy and shrug off any “standards enforced on us from outside.” “Direct or indirect foreign interference in our political processes is inadmissible,” he said. “Those who receive money from abroad for their political activities and serve alien interests shouldn’t engage in politics in Russia.”

One of the laws passed by the Kremlin-controlled parliament requires non-governmental organizations that receive foreign funding and engage in vaguely defined political activities to register as “foreign agents,” a move the groups said was aimed to intimidate them and destroy their credibility before the Russians where the term “agent” is synonymous to spy.

Putin said that on the global stage Russia’s task will be to preserve its “national and spiritual identity,” adding that the strengthening of the nation’s military might should “guarantee its independence and security.” He said Russia would continue to push for “coordinated collective ef-forts” in dealing with global issues.

The Kremlin has said that its continuous refusal to support interna-tional sanctions against Syria’s President Bashar Assad is rooted in inter-national law that bars interference into a sovereign country’s affairs.

The conflict in Syria has started nearly 21 months ago as an uprising against Assad, whose family has ruled the country for four decades and it quickly morphed into a civil war, with rebels taking up arms to fight back against a bloody crackdown by the government. According to activists, more than 40,000 people have been killed since March 2011.

Unlike the polyclinic ser-vices, the emergency room does not require a queue and patients are ascertained to get immediate treatment. Quick handling makes a lot of people come to Emergency Room to ask for treatment despite having no emergency case.

This can be seen in Emergency Room of Sanglah Hospital. Every day, the installation that must serve emergency patients is even dominated by those belonging to category of non-emergency.

Hospital, Krisna Wibawa. Each day, the patients belonging to non-emergency category or reaching 60 percent came to Emergency Room of Sanglah Hospital.

According to Krisna, the service in Emergency Room of Sanglah Hospital had its own system called triage system. In this system, the severity of patients was divided into five levels.

Level one was patient in very se-rious condition that could threaten the life. Without being rescued, the patient could die. As an example was patient with airway disorders, shock to unconsciousness or pa-tients with trauma to the chest so that it experienced tightness and was difficult to breathe. “When patient of level one comes, it should get immediate treatment from the

team of doctors at Emergency Room,” said Krisna.

The next level was patient of level two. At this level, patient could not wait. If left unattended, condi-tion of the patient would worsen. To that end, the handling of patient belonging to this level should be performed within 10 minutes after arriving in Emergency Room. Ex-amples of this level were bleeding patient, patient with asthma or se-vere respiratory problems but still conscious.

Level three was where the emer-gency case of patient was lower. Within 33 minutes, patient should receive treatment. Generally, the patient of level three required a supporting examination to get diag-nosis such as X-ray and ultrasound examination. Patients belonging

to level 1-3, according to Krisna, should usually be hospitalized.

The next level was level four and five. This level belonged to non-emergency patient that should be treated in policlinic or non-emer-gency treatment like those suffering from flu, cough, cold, heat, abrasion until bitten by dog. Patient of this category could wait up to two hours and should get treatment. “Abra-sion, heat to fever can actually be handled in policlinic or community health center,” said Krisna. By and large, patient of this level were not hospitalized.

Of the five levels, each day the Emergency Room of Sanglah Hospital that should be intended for emergency patients was even frequently visited by patients be-longing to level four and five. Ac-

cording to Krisna, it could happen because the Emergency Room pro-vided quick and easy access to get help. Patients were not necessary to bring the terms of reference as they should normally do when going to policlinic.

To that end, in dealing with pa-tients that did not belong to emer-gency category, according to Krisna, the Emergency Room of Sanglah Hospital had provided a policlinic room in the Emergency Room. In the room, the patients belonging to level four and five were given treatment. “There, patients are also given education. When coming for the first time, they will be served and then provided with information where for further treatment they are recommended to come to policlinic,” said Krisna. (san)

LONDON — The value of global mergers and acqui-sitions deals in 2012 was nearly half the amount made five years ago, when the global financial crisis was first baring its teeth, a leading accounting and consulting firm said Wednesday.

According to Ernst & Young, the value of global M&A was 47 percent lower in 2012 at a projected $2.25 trillion, against 2007’s $4.3 trillion. It noted a shift in activity from developed economies to high-growth ones in Asia and Latin America — the value of deals in the U.S. halved while those in China doubled.

There were a little under 37,000 deals worldwide, around 9,000 less than in 2007, when many companies indulged in a feverish bout of deal-making, many of which led to their financial ruin. Much of the blame for Royal Bank of Scotland PLC’s near-collapse in 2008, which eventually required a government bailout, was due to its over-priced purchase of a large chunk of Dutch bank ABN Amro the year before.

The excess of corporate deals in 2007 contributed to the near freezing of credit markets that year and paved the way for the global banking crisis in 2008 and the subsequent global recession. But it’s not to blame for the current drop in deal making.

Ernst & Young said this year’s slump in corporate activ-ity was mainly due to the uncertainty created by the debt crisis afflicting the 17 European Union countries that use the euro as well as fears over the impending “fiscal cliff” of automatic spending cuts and tax increases in the U.S.

“Acute caution was the prevailing M&A sentiment in 2012,” said Pip McCrostie, global head of Ernst & Young’s M&A division. “The eurozone crisis contin-ues to impact 9 global companies in every 10 and in 2012 we saw its impact reduce the appetite for M&A, even in many formerly deal-hungry emerging markets. Limited deal activity will likely continue through 2013, especially if we don’t see a clear, long term resolution to the fiscal cliff.”

One clear impact of the eurozone debt crisis in Europe has been to lower the currency bloc’s share of the deals that do take place. In 2007, the eurozone accounted for around 21 percent of the global value of M&A. That’s now down at 11 percent.

While the eurozone has suffered its litany of prob-lems, the so-called BRIC countries— the fast-growing economies of Brazil, Russia, India and China — are filling the gap. They accounted for 15 percent of the global M&A market in 2012, more than double 2007’s rate of just 7 percent.

Even if the rapid growth of the BRIC countries over the previous few years wasn’t fully sustained in 2012, the global M&A landscape has been clearly transformed over the past five years. Since 2007, the value of China’s M&A market has doubled, while that of the U.S. has halved, Ernst & Young found.

“China’s growing global economic influence, along with the other emerging economies, has been a re-oc-curring narrative over the past decade,” said McCrostie. “Now the numbers tell their own story — the shift in the balance of M&A power has accelerated since the financial crisis and it will likely become even more pronounced in 2013.”

HSBC agreed to pay $1.9 billion, the largest penalty ever imposed on a bank. The U.S. stopped short of charging ex-ecutives, citing the bank’s immediate, full cooperation and the damage that an assault on the company might cause on economies and people, including thousands who would lose jobs if the bank collapsed.

Outside experts said it was evidence that a doctrine of “too big to fail,” or at least “too big to prosecute,” was alive and well four years after the financial crisis.

The settlement avoided a legal battle that could have further savaged the bank’s reputation and undermined con-fidence in the banking system. HSBC does business in almost 80 countries, so many that it calls itself “the world’s local bank.”

Lanny A. Breuer, assistant attorney general of the Justice Department’s

criminal division, cited a “stunning, stunning failure” by the bank to monitor itself. He said that it enabled countries subject to U.S. sanction — Cuba, Iran, Libya, Myanmar and Sudan — to move about $660 million in prohibited transac-tions through U.S. financial institutions, including HSBC, from the mid-1990s through September 2006.

Officials noted that HSBC officers in the United States had warned counter-parts at the parent company that efforts to hide where financial transactions orig-inated would expose the bank to sanc-tions, but the protests were ignored.

HSBC even instructed an Iranian bank in one instance how to format messages so that its financial transac-tions would not be blocked, Breuer said at a news conference announcing the settlement.

“The record of dysfunction that pre-

vailed at HSBC for many years is simply astonishing,” Breuer said.

For the government not to go a step further and prosecute was “beyond ob-scene,” said Bill Black, a former U.S. regulator for the Office of Thrift Super-vision who now teaches at the University of Missouri-Kansas City.

Black disputed the government’s concern that indicting HSBC could take down the financial system.

“That’s the logic that we get stability by leaving felons in charge of our largest banks,” he said. “This is insane.”

Breuer defended the government’s agreement with HSBC. He said that U.S. employees in particular seemed duped by criminal enterprises taking advantage of HSBC oversight policies that over decades became increasingly lax.

Court documents showed that the bank let over $200 trillion between 2006 and 2009 slip through relatively unmoni-tored, including more than $670 billion in wire transfers from HSBC Mexico, making it a favorite of drug cartels and money launderers. HSBC Bank USA at the time rated Mexico in its lowest risk category.

SEOUL, South Korea — North Korea fired a long-range rocket Wednesday morning in its second launch under its new leader, defy-ing warnings from the U.N. and Washington only days before South Korean presidential elections.

North Korea declared the launch of a rocket and satellite a success, and state television planned a spe-cial broadcast about the launch at noon (0300 GMT).

South Korean and Japanese of-ficials confirmed that liftoff took place shortly before 10 a.m. (0100 GMT), while the United States did not immediately comment on it. Each nation had been urging North Korea to refrain from a launch widely seen as a cover for a test of banned ballistic missile technology.

South Korean Defense Ministry spokesman Kim Min-seok told a

nationally televised news confer-ence that a South Korean Aegis-equipped destroyer deployed in the Yellow Sea detected the launch but South Korea still didn’t know the launch was successful. North Korea had indicated technical problems with the rocket earlier and had extended its launch win-dow to Dec. 29.

Japan said one part of the rocket fell into waters west of the Korean Peninsula and another part fell in the sea east of the Philip-pines. South Korean President Lee Myung-bak planned an emergency national security council meeting Wednesday, and Japan protested the rocket launch.

North Korean leader Kim Jong Un took power after his father Kim Jong Il died on Dec. 17 last year, and the launch also comes about a month before President Barack Obama is inaugurated for his second term.

other Chavez aides and military com-manders. Maduro then led an outdoor vigil where the president’s supporters joined hands in prayer and sang along with a recording of Chavez singing the national anthem.

“We’ve lived through complex moments of tension,” Maduro said, without giving details. It was the fourth cancer-related operation that Chavez has undergone since June 2011.

Three days before the surgery, Chavez announced that he needed to have surgery again after tests showed “some malignant cells” had reap-peared in the same area of his pelvic region where tumors were previously removed. Chavez said beforehand that the surgery would present risks.

Dozens of illegal advertisements existing in the area of Jalan Ida Bagus Mantra and Jalan Dharmagiri, Gianyar, were demolished by public order officer (Satpol PP) of Gianyar Regency on Tuesday (Dec 11). A total of 45 illegal advertisements consisting of banners posted on road side were forcibly removed by the officers.

The demolition was carried out because there were direct reports and complaints from residents that the banner installation on road side disturbed road users. Most of the demolished banners had no installation permit. People often installed them during holidays, such as Saturday and Sunday.

The Head of Public Order Officer of Gianyar, Wayan Kujus Pawitra, after the banner demolition said that aside from having no permit the banners installed with wooden stick also disrupted the public order because they fell onto the middle of the road body. Pursuant to the applicable Bylaw No.12/1992 on Sanitation and Public Order and Bylaw No.9/2010 on Advertising Tax, his party had to withdraw and seize dozens of those banners.

Aside from demolishing the advertisement, the public order officer of Gianyar also demolished illegal villas located at Perang Sada hamlet, Pering village, Blahbatuh last Tuesday afternoon. Other than illegal villa building, his party also disciplined house-shop building at Banda hamlet, Pinda village, Blahbatuh. DENPASAR - Smuggling case of dozens of green turtles foiled by Bali Marine Police officers continued to be investigated. After several hours of investigation, the officers finally arrested the ship-master Evaritus Sobi, 38, from Flores, East Nusa Tenggara (NTT), Monday afternoon (Dec 10). Even, he was named as a suspect.

Meanwhile, the supplier of 33 green turtles identified as Haji SDM from Sumba remained at large. Haji SDM was thought to be in Sumba and under pursuit of police. “We have arrested a suspect, namely the shipmaster. He is still being examined by the investigators,” said Director of Bali Marine Police, Tubuh Musyareh, Tuesday (Dec 11).

He explained that after the discovery of dozens of turtles on medium-sized traditional ship berthing in the waters of Tanjung Benoa, Nusa Dua, Badung, police officers directly made an inves-tigation. The officers were deployed to hunt for the turtle owner. “In the afternoon after the discovery, the shipmaster was arrested. Meanwhile, the turtle owner (with initial Haji SDM—Ed.) is still at large,” he told reporters.

Based on the examination to the suspect Sobi, he claimed not to know anything related to the origin of those scarce turtles. Sobi said he was just a shipmaster. The ship he skippered was chartered by Haji SDM. “As hired, the suspect was willing to do it. The suspect admitted not to know if the ship was hired to transport turtles,” he said.

Once the ship was hired, he departed to the sea in the evening. In fact, the ship sailed to a large ship at sea. Well, the turtles pro-tected by government were taken up onto the ship of the suspect. “A total of 33 green turtles were removed and the suspect sailed to Tanjung Benoa,” he explained.

Though the suspect only gave information related to ship char-ter, the investigators did not believe it at all. Therefore, the suspect was still being probed intensively. “We are still further deepening the examination of the suspect because from his confession it was impossible if he only carried the smuggled turtles once. Possibly, it must be more than once,” he added. (kmb21)

According to an officer of the petrol station, the fuel stocks were usually supplied by Pertamina as much as 16 kiloliters per day. Vir-tually within the past two weeks, the station only got 8 kiloliters. As a result, many drivers of both private cars and trucks should be disappointed and turned around.

Wayan Sariani, a supervisor of petrol station No. 54.801.35 located on Jalan Gatot Subroto Tengah said that diesel fuel stock had run out since Monday night (Dec 10). “This morning, the sta-tion has not received a supply of diesel fuel. The remaining diesel fuel in the tank completely sold out whereas our delivery order (DO) has been made two days ago. It is unknown for sure whether there is still delivery or not to

She hoped that Pertamina could immediately overcome the scar-city of diesel fuel. The scarcity did not only cause the operator of petrol stations to lose out, but also caused the economic condi-tion of community to be disrupted because the transportation lived through fuel obstacles.

Similar condition was also expressed by supervisor of petrol station No. 54.801.27 on Jalan Gatot Subroto Barat, AA Gde Palguna. He said the scarcity was caused by delayed supply. “The delivery of diesel fuel is often too late and the schedule is uncertain,” he said. (kmb28)

Splash-cup plants, which live everywhere from jungles to deserts, have conical flowers that catch raindrops and use the resulting splash to encapsulate and launch seeds.

For example, the “splash cups” of Chrysosplenium echinus can use rain to spread seeds more than 3 feet (1 meter) away, a distance equal to 10 times the plant’s height. That would be comparable to rain-drops getting deflected 50 to 60 feet (15 to 18 m) away after falling on the average person.

To learn more about how these splash cups accomplish this trick, researchers analyzed high-speed video of droplets falling on both real flowers and plastic cop-ies of the flowers with varying shapes. They generated artificial rain using a syringe that dripped water drops 4 millimeters wide, about as big as large natural raindrops.

When a person urinates, skin shells are routinely shed from the lining in the kidney, and it’s these cells that the researchers repro-grammed into stem cells, which can turn into any type of cell in the body. In this case, they transformed the cells into neurons, or brain cells. The new research, published Sunday (Dec. 9) in the journal Nature Methods, could one day provide a quicker way to make brain cells that are unique to an individual, Nature News reported.

And because the technique relies on urine, which is much easier to get than blood, it could be easier to extract such cells from almost any patient, including children, Marc Lalande, a researcher at the University of Connecticut Health Center told Nature News.

“It’s easier to get a child to give a urine sample than to prick them for blood,” Lalande said. For years, scientists have been working on ways to turn ordinary cells into stem cells. Research-ers have reprogrammed testicle stem cells to make insulin, turned brain cells from cadavers into stem cells and converted human skin into brain cells. The hope was that these brain cells could be used to treat diseases like Parkinson’s and Alzheimer’s.

But many early methods used viruses to permanently in-corporate new genes into the DNA of the cells, wrote Kristen Brennand, a stem cell researcher at the Mount Sinai School of Medicine, who was not involved in the study, in an email.

Because the viral DNA stays inside the cells’ genetic code permanently, it can make the cells’ behavior unpredictable and even cause tumors.

In the current study, a Chinese research team used a newer, safer approach. The team harvested skin cells that line the kid-neys and are routinely shed in human urine. Next, the scientists injected new genetic instructions to reprogram cells to become brain cells. But unlike the viral method, those instructions only stick around temporarily, Brennand told LiveScience.

The shape of the flowers helps explain why they can splash drops so far. The inclination of each flower’s walls helps maxi-mize the speed at which droplets travel after the splash, and the curvature of the cone creates a spoutlike effect that concentrates the splash in one direction.

“This spout effect creates a jet of water that entrains the seeds

and carries them away from the mother plant,” researcher Guillermo Amador, a fluids re-searcher at the Georgia Institute of Technology in Atlanta, told LiveScience.

Past research suggests these plants evolved from species that originally used wind for seed dis-persal, Amador said. They may have had to resort to a different strategy relying on raindrops, due to their short statures limiting the amount of wind they could catch and all the obstructions they might face close to the ground.

Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Chairman of the Special Committee of Bylaw Draft on Traditional Market Protection and Modern Market, Gianyar House, Ida Bagus Anom Surya Dipayana, after the meeting of special commit-tee on Tuesday (Dec 11) admitted the bylaw draft as initiative of the House was undergoing a number of obstacles. One of which was the lack of budget for academic studies.

“We cannot continue the studies of the bylaw draft because the budget draft is just proposed in 2013,” he said. Before finalizing the bylaw, his party had to do social studies first so that later on after implementing the bylaw it would not kindle new problems in the community and employers. Besides, he added if the legislation was not to destroy the existing traditional markets in Gianyar,

but instead would benefit and protect them.

To unify the perception regarding the bylaw draft, the committee had previously invited some owners and management of modern and mini-markets existing in Gianyar. “Later, the special committee will re-invite them and community members to continue the discussion on bylaw draft in 2013,” said the politician from Ketewel.

Unlike the bylaw draft on Integrated Tower, the special committee handling it declared if it almost finished and was ready to be ratified on December 18, 2012. At the moment, the special commit-tee just needed to make conclusions. The shortage of data regarding the existence of tower in Gianyar had been equipped by the Gianyar Transportation, Communica-tion and Informatics Agency.

From the coordination meeting held last Tuesday, the number of integrated tower in Gianyar reached 145 points. “Later, we recommend the provider to use these integrated towers,” said Committee Chairman of the Integrated Tower of Gianyar House, Ketut Karda. (kmb16)

The promise of rice assistance to Lebih fishermen by Gianyar govern-ment was initiated early in 2012. At that time, the Lebih fishermen had a lean fish catch. The regent and his officials met the fishermen and promised rice assistance to alleviate the fate of fisher-men in the face of bad season. Against this, Wisnu admitted there was delay in distributing the rice ration due to lack of delivery budget and it could just be allocated in the amendment of regional budget 2012.

Today, the rice reserves allocated for fishermen had been taken from logistics agency (Bulog) at Eastern Region at

Batubulan Warehouse. The rice was obtained from government assistance for natural disasters due to bad weather. Delivery order of the rice had been is-sued on December 7, 2012 with a total volume of 19,796 kg or worth IDR 108,878,000 with the price assumption of IDR 5,500 per kg.

The assistance was not only given to Lebih fishermen, but also to 13 families of fisherman at Tulikup village coming to 364 kg, 35 fisherman families at Me-dahan (980 kg), 20 fisherman families at Pering (560 kg), 15 fisherman families at Saba (420 kg) and 441 fisherman fami-lies at Ketewel (12,348 kg). Denpasar (Bali Post)—Education cost of a vocational school (SMK)

student is estimated to reach IDR 7.248 million per year. However, from such amount of cost, the Bali government could just allocate subsidies in the form of scholarship worth IDR 3.28 million per year for each vocational student of poor families that will be disbursed in 2013. The Head of Bali Education Agency, A.A. Gede Ngurah Sujaya, told the matter to Bali Post on Tuesday (Dec 11).

According to Sujaya, central government through the Ministry of Education and Culture had also planned to disburse scholarship for vocational school students from poor families. The amount of scholarship was designed to reach IDR 2 million per year for each student. Meanwhile, the lack of financing was expected to be covered by regency/municipal government where the students were studying.

Shankar died Tuesday at age 92. A statement on his website said he died in San Diego, near his Southern California home with his wife and a daughter by his side. The musician’s foundation issued a statement saying that he had suffered upper

respiratory and heart problems and had un-dergone heart-valve replacement surgery last week. Indian Prime Minister Manmo-han Singh also confirmed Shankar’s death and called him a “national treasure.”

Labeled “the godfather of world music” by Harrison, Shankar helped millions of classical, jazz and rock lovers discover the centuries-old traditions of Indian music.

“He was legend of legends,” Shivkumar Sharma, a noted santoor player who per-formed with Shankar, told Indian media. “Indian classical was not at all known in the Western world. He was

the musician who had that training ... the ability to communicate with the Western audience.”

He also pioneered the concept of the rock benefit with the 1971 Concert For Bangladesh. To later generations, he was known as the estranged father of popular American singer Norah Jones.

His last musical performance was with his other daughter, sitarist Anoushka Shankar Wright, on Nov. 4 in Long Beach, California; his foundation said it was to celebrate his 10th decade of creating mu-sic. The multiple Grammy winner learned that he had again been nominated for the award the night before his surgery.

“It’s one of the biggest losses for the mu-sic world,” said Kartic Seshadri, a Shankar protege, sitar virtuoso and music professor at the University of California, San Diego. “There’s nothing more to be said.”

“Will new and young businesses win or lose when they compete with big businesses? So for the established ones please compete with (the big ones) or abroad,” he said in a keynote address at the Indonesian Young Entrepreneurs Association (HIPMI) meeting here on Wednesday.

Speaking on “the government’s policy towards local and startup businesses” the head of state said that he could only appeal in that respect because the govern-ment could not issue a regulation on the matter.

He said his appeal also applied to local governments. “Businesses worth less than Rp25 billion had better be given to young or start-up businesses,” he said adding young and new businesses could become the country’s economic pillar in the future.

“Indeed we cannot prohibit regional governments to deal with big businesses but we hope they would not deal only with them or prioritize them,” he said.

To young and new businessmen the President ap-pealed to remain strong and optimistic to deal with their challenges.

He said only those who could overcome challenges would be successful in their fields.

While in Bali, the President also inspect locations for the construction of J.W. Marriott Hotel in Nusa Dua and the venue of Asia Pacific Economic Cooperation (APEC) Summit in 2013.
