Such commitment was always embodied in the training held every year. “Balinese culture remains to be featured in conducting MICE bidding. Formerly, I predicted the MICE will be booming in 2014. With the success of Bali to become as a host in 2013, the MICE market will continue to develop,” he said. It was said that SIPCO Bali with 250 alumni and members as well as stakeholders of GIPI would con- tinue to incorporate the elements of Balinese culture in the MICE activities. “Aside from maintaining Bali as cultural tourist destination, Bali must prepare professional per- sonnel in the field of MICE carried out through training so as not to be a spectator,” he said. Other than having commitment to maintaining Bali as a cultural tourist destination, SIPCO Bali, said Putu Juarez, would continue to give prior- ity to local wisdom in each MICE activity by involving local commu- nities as a part of the activity. “We are indeed unable to impose the MICE players to empower the local elements, but SIPCO will continue to urge the members to prioritize local elements. For ex- ample, it involves a gamelan troupe in the Bali MICE activities,” he exclaimed. PARIS — Director Jane Campion, the only woman to have won the top prize at the Cannes Film Festival, will lead the jury for the prestigious event this year. Festival organizers announced Tuesday that Campion will succeed Steven Spielberg, who led the jury last year.

New Zealander Campion was awarded the Palme d’Or prize in 1993 for “The Piano,” and earlier won Cannes’ top short film award. While several women have presided the jury before, most films presented have been directed by men.

Festival director Gilles Jacob, in a statement, describes Campion as “a true master,” who wowed juries with films “shot through with such cour-age and humanity and captured such a unique world.” Campion, looking ahead to the May 14-25 festival, said: “I can’t wait.”

BEIJING — Cui Jian’s manager says the Chinese rocker has been asked to appear on state television’s Chinese New Year gala.

Cui fell out of favor with the government after he sid-ed with protesting students during the 1989 Tiananmen demonstrations.

While the invitation could be seen as finalizing Cui’s political rehabilita-tion, it also points to efforts by China Central Television

to revive interest in the New Year gala.

Known as the godfather of Chinese rock, Cui won fame in the late 1980s with songs such as “Nothing to my Name.”

He played in Tiananmen Square in May 1989, days before the government sent in tanks to crack down on the protests.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Similar opinion was also deliv-ered by Chairman of the Garuda Pemuda Nasdem of Bali, IGN Bagus Eka Subagiartha. Related to the rampant gambling cases, es-pecially in Badung, he judged that police only secured the gambling perpetrators of smaller class, while the elite class getting in-volved in the cockfight gambling could be free from the touch of

law. “It is common knowledge that the elite perpetrators of gam-bling or croupiers are backed by security forces,” he explained.

Especially for cockfight gam-bling, said Subagiartha, was al-leged to be often carried out in several places in Badung. Even, this gambling activity was openly known to police, but it was ig-nored because it had been bribed with levies as security permit. “Since having given bribery to individual police officers, the gambling activity can take place,” explained the politician from Badung.

Ironically, there was indication if the individual police officers commonly taking the bribery were still wearing police uniform. This

phenomenon often occurred, so it was considered as one of the reasons why gambling was diffi-cult to be eradicated. “Individual police officer gets accustomed to take it, while wearing police uni-form. It is a commonplace for the individual police officers to get involved and back the gambling activities,” he said. He added that other than cockfighting gam-blers from Badung County, many gamblers of upper middle class also from outside the Badung region came to join the cockfight gambling.

Subagiartha hoped the in-struction of the National Police Chief, Police General Sutarman, on decisive action against police officers showing an indication

to ignore the gambling could be enforced properly by police chief in the region. “Instruction of the National Police Chief should be supported, so the status as police officers will not only serve as a guise,” he hoped.

At separate location, Chief of Badung Police Criminal Detective, Wisnu Wardana, when asked for his confirmation regarding the data of gambling said his party had not got any report related to cockfight beyond tabuh rah or ritual-related cockfighting. “Indeed, there has been no report on cockfight gam-bling beyond tabuh rah or ritual-related cockfight,” he said while adding that any officers found to back up such gambling would soon be dealt with firmly. “Bali is comfortable with the cur-rent good conditions, but in the future many things should be considered. One of them is the high enough depen-dence of Bali on food supplies,” said Benny Siswanto in Denpasar.

It was said that many needs for food in Bali were met by imported supplies, either brought in from the other islands or overseas. However, it was unique that high uptake of food products from outside was not necessarily enjoyed by the people of Bali.

“Bali is unique because in fact the imported foods from overseas do not exist in traditional markets. All of them are in the supermarket and hotels. Meanwhile, the foods in traditional markets are brought in from some other provinces such as NTB. The imports are to meet the consumption of the com-munity from outside,” he said.

Eastern Congo is rich in minerals, and economic activity other than mining has been disrupted by nearly two decades of fighting between the government, rogue soldiers and different ethnic groups. There’s been widespread concern that foreign purchases of minerals from mines held by armed groups are fueling the conflict, though many experts say the minerals are not the root cause of the fighting. Intel CEO Brian Krzanich made the announcement Monday in a keynote speech ahead of the opening of the International Consumer Electronics Show in Las Vegas.

A U.S. law passed in 2010 requires U.S. public companies to report whether their products contain minerals from rebel-held mines in Congo. Compliance is difficult for many electronics manufacturers, since a single product like a cellphone can contain components from hundreds or thousands of suppliers. Intel relies on relatively few suppliers for its chips.

There’s been concern that the law has amounted to a de facto embargo on minerals exports from an area with millions of people living at a subsistence level. The girl’s death on New Year’s Eve in West Bengal came more than a year after a deadly gang rape in New Delhi raised awareness and outrage over chronic sexual violence in India and government failures to protect women. The New Delhi rape was considered a major reason for why voters ousted the capital’s government last month, and a furious response to the West Bengal case suggests that with general elections just months away, politicians are anxious to impress voters who are demanding that women’s safety become a police priority. The teen’s family, allegedly run out of town by her assailants, accuses police of trying to cover up the crimes.

Improving sensitivity by police officers and medical workers is cru-cial to improving women’s safety in this country of 1.2 billion, activists say. Even as the government has promised to improve justice for rape victims, some trying to report sexual crimes have said they were harassed by officers making lewd comments, demanding bribes or

After the girl’s death led to a public uproar, police arrested and charged six suspects in the gang rapes and another two accused by the girl of setting her alight. A fast-track court will hold a first hearing in the both cases Jan. 15. Meanwhile, a forensic laboratory is determining the age of the girl’s fetus in order to establish whether she became pregnant from the rapes. The case has reinforced the widespread view in India that police are a major part of India’s chronic problem with sexual violence.

Massive protests erupted in Kolkata, with critics including

artists, rights activists and opposi-tion politicians saying authorities ignored the family’s complaints of harassment and moved too slowly to arrest the suspects.

Critics question why police filed a case over the first reported gang rape, but not t h e second. Both the op-position and the girl’s taxi driver father are demanding that federal investigators take over the case.

“The fact that politicians and public figures are speaking in such strong terms is surpris-ing,” said Abhilasha Kumari, a New Delhi-based sociologist and women’s right’s activist. “Historically, the con-cerns of women have never mattered much to the political community, but in the past year safety and security of women have become a political issue, and it will be even more so now with elections coming.”

The girl’s family accused police of trying to cover up the crimes, and even of hijacking the hearse carrying his daughter’s body in an attempt to take it for cremation against the family’s wishes. A street brawl broke out as opposition sup-porters tried to block police from taking the body from the mortuary, where protesters had planned a rally to criticize a lack of sensitivity by authorities.

WASHINGTON — Vice President Joe Biden spoke by phone Monday with Iraqi Prime Minister Nouri al-Maliki and his frequent parliamentary critic, in a show of U.S. angst about escalating, al-Qaida-linked violence in Iraq two years after the U.S. pulled out of Iraq.

As al-Maliki was urging residents of Fallujah to expel al-Qaida fighters or face all-out battle, Biden lent his support to Iraq’s fight against the local al-Qaida branch, and said he was concerned about those suffering from terrorism. He spoke positively about recent co-operation between Iraq’s military and tribal forces in Anbar, on the Syrian border, where al-Qaida fighters are among the most formidable trying to topple President Bashar Assad.

“Prime Minister Maliki affirmed the importance of working closely with Iraq’s Sunni leaders and communities to isolate extremists,” the White House said in a statement.

With the U.S. concerned about the sectarian nature of the growing violence, Biden also spoke with Parliament Speaker Osama al-Nujaifi, a Sunni leader and frequent critic of al-Maliki’s Shiite-led govern-ment. The two discussed ways to sustain cooperation between Sunni communities and the Shiite-led government, and al-Nujaifi said he was committed to fighting terrorism, the White House said.

For Biden, who was President Barack Obama’s point-man on the Iraq war, the phone calls reflected the unpleasant reality that two years after American forces departed, violence tied to religious extremism in Iraq has spiked. Late last year, al-Maliki came to the Oval Office requesting weapons and intelligence help to fight insurgents but left without any new announcement by Obama.

LAS VEGAS - Motorola is pushing all the buttons to regain prominence in the smartphone market, including aggressive pricing, chief ex-ecutive Dennis Woodside says.

Woodside, in an interview Monday with AFP on the sidelines of the Consumer Electronics Show in Las Vegas, said the Google-owned unit is seeking to gain ground against rivals includ-ing Apple and Google.

“Consumer tastes change, and we actually think that there’s a huge undercurrent of con-sumers who are saying, ‘I don’t want to pay as much for my phone ... that’s actually a great opportunity,” he said.

Motorola is far behind the market leaders now but is “tapping into the next five billion consumers who can’t afford a $600 dollar phone,” he added.

Since being acquired by Google, Motorola has introduced the Moto X, the flagship device aimed at the US market, and the Moto G, a less expensive phone geared to cost-conscious consumers worldwide.

“There will be different phones at different price points but we’re going to be very aggres-sive there,” Woodside said.

“When we priced Moto X at $399 in the US as a promotion, we sold tens of thousands of units in a matter of eight minutes.”

The Moto X was originally introduced at $599 unlocked, without a contract, while the Moto G was priced at $179 in the US.

Motorola, once among the leaders in the mo-bile phone market, has been struggling in recent years as makers like Apple and Samsung grab most of the market share and profits. Surveys indicate it is not among the global leaders in smartphones and has only around seven percent of the US market.

While some analyst see Motorola cutting prices due to weak sales, Woodside said the company makes a profit

“Costs are really important in the business and we’ll always be focused on costs, but right now the priority is growing the top line,” he said.

“This is a business where scale matters and what’s been really important for us to start putting products out there that we’re excited about and get consumers excited about. That’s what we’ve done with Moto X and Moto G,” he added.

“We’ve got more on the way and we’re focus-ing on growing that base, the bottom line will take care of itself, once we get to the scale that we need to be.”

He said that younger consumers appear to like to use Moto Maker, which allows for a custom design and color of the smartphone: 80 percent of those customers are under 35, he said.

Woodside declined to provide specific sales figures but maintained that since launching the Moto X and Moto G “we are seeing our best days ever for smartphones.”

Bade or wadah is a tower which is used to carry the body of the deceased to the cremation ground.

Bade or Wadah is a pagoda-like structure with multi-tiered roof, constructed by a group of special craftsmen known as sangging with specific material such as bamboo, paper mace and cotton. The size, proportion and the structure of the bade is strictly

governed by the ancient rules of bade construction. The height of the Bade could reach up to 25 meters and the weight around 10 ton. It is required a few hundreds of man to carry it.

Bade shows the social status of the deceased in the community, it is shown by the number of the tier of the bade roofs. The number of the roof of the bade is always odd (3, 5, 9, and 11). A commoner or sudra is forbidden to use bade in his cremation. The gentry usually use 3 up to 9-roof bade depend of his or her social status; higher social status means higher and more elaborate bade. The 11-roof bade is reserved especially for a king.

Above them on the backside of the Bade is a big, grotesque mask of Bhoma with its outstretched wings symbol of the lofty forest and mountains. At the very top is the receding size of the multi tiers of roof, symbol of the heaven. The turtle and the dragons live in the lower world named Bhur, and the above is the world of man called Bwah, symbolized with the Bhoma. At the top is the world of heaven, Swah and it is symbolized by the tiers of roof at the Bade itself.

It is the first reported instance in which the new Australian gov-ernment has turned a boat back without Indonesian cooperation, and could add to recent tensions between Jakarta and Canberra sparked by a spying row.

The boat was carrying 45 im-migrants, mostly from Somalia and Sudan, and arrived on Rote Island in eastern Indonesia in the early hours of Monday, Rote Ndao district police chief Hidayat told AFP.

“Based on interviews with the asylum seekers, they had entered Australian waters near (the Aus-tralian territory of) Ashmore Reef on January 4 and were intercepted by an Australian naval boat,” said Hidayat, who like many Indone-sians goes by one name.

“The Australian boat accompa-nied the vessel and pushed it back to Indonesian waters towards Rote island,” Hidayat said, adding the asylum seekers were given life vests and a water pump.

He said he did not know how far the Australian vessel had ac-companied the boat and whether it had entered Indonesia’s search and rescue zone or its territorial waters.

“Australian authorities didn’t alert us that the boat would be pushed back to the island,” he added.

However, he denied reports that the boat had run out of fuel and run aground. Earlier reports also said the boat was forced back to Indo-nesian waters in mid-December, not this week.

In November, Indonesia re-fused to accept a group of some 60 asylum seekers who were picked

up by an Australian vessel south of the main island of Java.

Canberra eventually agreed to take them to the Australian terri-tory of Christmas Island.

Jakarta has been irked by Can-berra’s hardline Operation Sover-eign Borders, which helped propel conservative Prime Minister Tony Abbott to power in September, warning it could breach Indone-sian territorial sovereignty.

The policy involves sending asylum seeker boats back to Indo-nesia, and buying and destroying boats from fisherman to prevent them being used to ferry asylum seekers to Australia.

Australian Immigration Min-ister Scott Morrison on Tuesday refused to discuss the boat turn-back, in line with his conser-vative government’s policy of not commenting on “on water” operations.

But he insisted: “It is not the policy or practice of the Australian government to violate Indonesian territorial sovereignty. Any sug-gestion to the contrary is false.”

Hundreds of people have died in fatal sinkings in recent years, often after boarding rickety, wooden boats in Indonesia to try and make the treacherous sea crossing to Australia.

Australia has been trying to repair ties with Indonesia since allegations emerged in November that Canberra attempted to tap the phones of President Susilo Bambang Yudhoyono, his wife and inner circle.

Jakarta has frozen cooperation with Canberra in a number of ar-eas due to the row, including on people-smuggling.

mission on Human Rights (Komnas HAM) will summon the National Counter-Terrorism Agency (BNPT) Chairman Ansyaad Mbai to inquire into the shooting of suspected terror-ists, an act of human rights violation.

“We are going to summon the BNPT chairman and the National Police Headquarters to examine and discuss the evidence of suspected terrorists who were shot dead during a raid in South Tangerang recently,” Komnas Ham Commissioner Nur Kholis stated on Monday.

Nur Kholis noted that he would also try to meet the families of the victims to gather information related to the shooting.

“We will try to meet with the families of the victims to discuss the evidence found during the raid, and to learn about other important matters related to the recommendation from various parties about the theology and teachings,” he explained. “There are some important evidences, which in my opinion, is related to the theology and teachings that we want to examine with BNPT and then hand over the result to the House of Representatives’ Commission-III,” he noted.

In a bid to examine and learn about the evidence, Nur explained that he would use the approach of enforce-ment and prevention aspects to find out if the Ciputat incident in South Tangerang violated human rights.

activity had something to do with theology because during the raid they had discovered some books by Abu Bakar Ba’asyir about the teaching of “Tadzkirah” that indicated that robbing or stealing for the acts of ter-rorism was permitted.

On New Year’s Eve in Ciputat, South Tangerang, Banten province, six terrorist suspects were shot dead dur-ing an encounter with the anti-terrorist police squad.

National Police spokesman Boy Rafli Amar stated on Wednesday that prior to the New Year’s eve raid, the police had arrested a terrorist suspect named Anton in Banyumas, Central Java province, who had provided information about his accomplices living in the Ciputat area.

JAKARTA - Seventeen have died and nine are fighting for their lives after drinking bootleg alcohol to cel-ebrate New Year’s Eve on the main island of Java, police said Monday.

Police have arrested a couple who are suspected of producing and distrib-uting the alcohol to roadside stalls in the town of Mojokerto in eastern Java, where the victims bought it.

It is thought the locally produced alcohol, believed to be made from palm tree sap or rice, contained poisonous methanol, Awi Setiyono,

police spokesman for East Java prov-ince, told AFP.

Those that drank the alcohol to cel-ebrate New Year began falling ill in the following days and the first death was recorded on Friday, said Setiyono.

A total of 17 people have now died -- including two on Monday -- and nine people are in critical condition in local hospitals, he said. “We suspect that the drink contains methanol but we can only confirm that after we have the results of laboratory tests,” he said.

The couple that were arrested are in police custody, he added.

There have been many previous cases where alcohol containing metha-nol -- which is sometimes added to drinks to make them stronger -- has proved fatal in Indonesia.

In 2009, 25 people including four foreigners died after drinking methanol-laced palm wine on the resort island of Bali.

The small proportion of those who consume alcohol in Muslim-majority Indonesia sometimes opt for homemade drinks, because le-gally produced alcohol is relatively expensive as it is heavily taxed and much is imported.

JERUSALEM - Former U.S. spy agency contractor Edward Snowden has more secrets to reveal that relate to Israel, the journalist who first brought his leaks to the world’s attention said on Monday. Among allegations aired by Snowden last year were that the U.S. Na-tional Security Agency and its British counterpart GCHQ had in 2009 targeted an email address listed as belonging to then-Israeli Prime Min-ister Ehud Olmert and monitored emails of senior defense officials.

Israel played down the disclosures. But Prime Minister Benjamin Netanyahu said he had ordered the matter examined and that “there are things that must not be done” between allies.

Glenn Greenwald, who as a writer for Britain’s Guardian met face-to-face with the fugitive Snowden and has written or co-authored many of the newspaper’s stories based on his material, was asked in an Israeli television interview whether the ex-contractor had more secrets to tell that related to Israel.

“Yes. I don’t want to preview any stories that aren’t yet published, but it is definitely the case that there are a huge number of very signifi-cant stories that are left to report,” said the Brazil-based Greenwald, speaking to Channel Ten TV by video link.

“We have only had these documents for seven months, which, given their volume and complexity, is not a very long time. There definitely are stories left that involve the Middle East, that involve Israel. The reporting is going to continue at roughly the same pace that has been happening.” Last month, several Israeli cabinet members and lawmak-ers said news of U.S. spying on Israel was an opportunity to press Washington to free jailed Israeli agent Jonathan Pollard.

Pollard, a former U.S. Navy intelligence analyst, was sentenced to a life term in 1987 in the United States for spying for Israel. A succession of U.S. presidents have spurned Israeli calls for his pardon.

In what appeared to be a bid to calm the clamor, Netanyahu said Israel constantly sought Pollard’s release and did not need a “special occasion” to discuss his case with Washington. Greenwald voiced understanding for the Pollard linkage.

“I think you are absolutely right to contrast the Jonathan Pollard case with revelations of American spying on their closest allies within the Israeli government, because it does underlie, underscore exactly the hypocrisy that lies at the center of so much of what the U.S. govern-ment does,” he said.

GENEVA — FIFA President Sepp Blatter criticized Brazil’s slow prep-arations for the World Cup, calling the country further behind than any other hosting the international event during his tenure. Brazil has com-pleted only six of the 12 World Cup stadiums despite a FIFA deadline to finish by the end of 2013.

“Brazil has just realized what it means to organize a World Cup,” Blatter said in an interview with Swiss newspaper 24 Heures. “They started a lot too late. It is the country which is the furthest behind since I’ve been at FIFA and moreover, it’s the only one that had so much time — seven years — to prepare itself.”

Six of the stadiums were ready for last year’s Confederations Cup.

One of the remaining six was sym-bolically delivered on New Year’s Eve, although it won’t be fully ready until the end of the month. Delays have included financial problems, worker safety issues and construction-site accidents. Three construction workers died at stadiums late last year.

“The information arriving at the Ministry of Sports, informa-tion sent by the authorities in the host cities, and details gathered by the minister himself — who visits the sites every three months — shows that the country will be ready on time,” Brazil Sports Minister Aldo Rebelo said. “Bra-zil has worked to prepare the World Cup since it was chosen to host the tournament.”

Blatter said he believes there will be more of the protests, similar

to those that marred the Confederations Cup. But he doesn’t think they will impact the World Cup.

“I’m an optimist, not someone who worries,” the 77-year-old Blatter said. “So I’m not worried. But we know that there will be more demonstrations, more protests.

GENEVA — FIFA President Sepp Blatter criticized Brazil’s slow prep-arations for the World Cup, calling the country further behind than any other hosting the international event during his tenure. Brazil has com-pleted only six of the 12 World Cup stadiums despite a FIFA deadline to finish by the end of 2013.

“Brazil has just realized what it means to organize a World Cup,” Blatter said in an interview with Swiss newspaper 24 Heures. “They started a lot too late. It is the country which is the furthest behind since I’ve been at FIFA and moreover, it’s the only one that had so much time — seven years — to prepare itself.”

Six of the stadiums were ready for last year’s Confederations Cup.

One of the remaining six was sym-bolically delivered on New Year’s Eve, although it won’t be fully ready until the end of the month. Delays have included financial problems, worker safety issues and construction-site accidents. Three construction workers died at stadiums late last year.

“The information arriving at the Ministry of Sports, informa-tion sent by the authorities in the host cities, and details gathered by the minister himself — who visits the sites every three months — shows that the country will be ready on time,” Brazil Sports Minister Aldo Rebelo said. “Bra-zil has worked to prepare the World Cup since it was chosen to host the tournament.”

Blatter said he believes there will be more of the protests, similar

It is the first reported instance in which the new Australian gov-ernment has turned a boat back without Indonesian cooperation, and could add to recent tensions between Jakarta and Canberra sparked by a spying row.

The boat was carrying 45 im-migrants, mostly from Somalia and Sudan, and arrived on Rote Island in eastern Indonesia in the early hours of Monday, Rote Ndao district police chief Hidayat told AFP.

“Based on interviews with the asylum seekers, they had entered Australian waters near (the Aus-tralian territory of) Ashmore Reef on January 4 and were intercepted by an Australian naval boat,” said Hidayat, who like many Indone-sians goes by one name.

“The Australian boat accompa-nied the vessel and pushed it back to Indonesian waters towards Rote island,” Hidayat said, adding the asylum seekers were given life vests and a water pump.

He said he did not know how far the Australian vessel had ac-companied the boat and whether it had entered Indonesia’s search and rescue zone or its territorial waters.

“Australian authorities didn’t alert us that the boat would be pushed back to the island,” he added.

However, he denied reports that the boat had run out of fuel and run aground. Earlier reports also said the boat was forced back to Indo-nesian waters in mid-December, not this week.

In November, Indonesia re-fused to accept a group of some 60 asylum seekers who were picked

up by an Australian vessel south of the main island of Java.

Canberra eventually agreed to take them to the Australian terri-tory of Christmas Island.

Jakarta has been irked by Can-berra’s hardline Operation Sover-eign Borders, which helped propel conservative Prime Minister Tony Abbott to power in September, warning it could breach Indone-sian territorial sovereignty.

The policy involves sending asylum seeker boats back to Indo-nesia, and buying and destroying boats from fisherman to prevent them being used to ferry asylum seekers to Australia.

Australian Immigration Min-ister Scott Morrison on Tuesday refused to discuss the boat turn-back, in line with his conser-vative government’s policy of not commenting on “on water” operations.

But he insisted: “It is not the policy or practice of the Australian government to violate Indonesian territorial sovereignty. Any sug-gestion to the contrary is false.”

Hundreds of people have died in fatal sinkings in recent years, often after boarding rickety, wooden boats in Indonesia to try and make the treacherous sea crossing to Australia.

Australia has been trying to repair ties with Indonesia since allegations emerged in November that Canberra attempted to tap the phones of President Susilo Bambang Yudhoyono, his wife and inner circle.

Jakarta has frozen cooperation with Canberra in a number of ar-eas due to the row, including on people-smuggling.

mission on Human Rights (Komnas HAM) will summon the National Counter-Terrorism Agency (BNPT) Chairman Ansyaad Mbai to inquire into the shooting of suspected terror-ists, an act of human rights violation.

“We are going to summon the BNPT chairman and the National Police Headquarters to examine and discuss the evidence of suspected terrorists who were shot dead during a raid in South Tangerang recently,” Komnas Ham Commissioner Nur Kholis stated on Monday.

Nur Kholis noted that he would also try to meet the families of the victims to gather information related to the shooting.

“We will try to meet with the families of the victims to discuss the evidence found during the raid, and to learn about other important matters related to the recommendation from various parties about the theology and teachings,” he explained. “There are some important evidences, which in my opinion, is related to the theology and teachings that we want to examine with BNPT and then hand over the result to the House of Representatives’ Commission-III,” he noted.

In a bid to examine and learn about the evidence, Nur explained that he would use the approach of enforce-ment and prevention aspects to find out if the Ciputat incident in South Tangerang violated human rights.

activity had something to do with theology because during the raid they had discovered some books by Abu Bakar Ba’asyir about the teaching of “Tadzkirah” that indicated that robbing or stealing for the acts of ter-rorism was permitted.

JAKARTA - Seventeen have died and nine are fighting for their lives after drinking bootleg alcohol to cel-ebrate New Year’s Eve on the main island of Java, police said Monday.

Police have arrested a couple who are suspected of producing and distrib-uting the alcohol to roadside stalls in the town of Mojokerto in eastern Java, where the victims bought it.

It is thought the locally produced alcohol, believed to be made from palm tree sap or rice, contained poisonous methanol, Awi Setiyono,

police spokesman for East Java prov-ince, told AFP.

Those that drank the alcohol to cel-ebrate New Year began falling ill in the following days and the first death was recorded on Friday, said Setiyono.

A total of 17 people have now died -- including two on Monday -- and nine people are in critical condition in local hospitals, he said. “We suspect that the drink contains methanol but we can only confirm that after we have the results of laboratory tests,” he said.

The couple that were arrested are in police custody, he added.

There have been many previous cases where alcohol containing metha-nol -- which is sometimes added to drinks to make them stronger -- has proved fatal in Indonesia.

In 2009, 25 people including four foreigners died after drinking methanol-laced palm wine on the resort island of Bali.

The small proportion of those who consume alcohol in Muslim-majority Indonesia sometimes opt for homemade drinks, because le-gally produced alcohol is relatively expensive as it is heavily taxed and much is imported.

LAS VEGAS - Motorola is pushing all the buttons to regain prominence in the smartphone market, including aggressive pricing, chief ex-ecutive Dennis Woodside says.

Woodside, in an interview Monday with AFP on the sidelines of the Consumer Electronics Show in Las Vegas, said the Google-owned unit is seeking to gain ground against rivals includ-ing Apple and Google.

“Consumer tastes change, and we actually think that there’s a huge undercurrent of con-sumers who are saying, ‘I don’t want to pay as much for my phone ... that’s actually a great opportunity,” he said.

Motorola is far behind the market leaders now but is “tapping into the next five billion consumers who can’t afford a $600 dollar phone,” he added.

Since being acquired by Google, Motorola has introduced the Moto X, the flagship device aimed at the US market, and the Moto G, a less expensive phone geared to cost-conscious consumers worldwide.

“There will be different phones at different price points but we’re going to be very aggres-sive there,” Woodside said.

“When we priced Moto X at $399 in the US as a promotion, we sold tens of thousands of units in a matter of eight minutes.”

The Moto X was originally introduced at $599 unlocked, without a contract, while the Moto G was priced at $179 in the US.

Motorola, once among the leaders in the mo-bile phone market, has been struggling in recent years as makers like Apple and Samsung grab most of the market share and profits. Surveys indicate it is not among the global leaders in smartphones and has only around seven percent of the US market.

While some analyst see Motorola cutting prices due to weak sales, Woodside said the company makes a profit

“Costs are really important in the business and we’ll always be focused on costs, but right now the priority is growing the top line,” he said.

“This is a business where scale matters and what’s been really important for us to start putting products out there that we’re excited about and get consumers excited about. That’s what we’ve done with Moto X and Moto G,” he added.

“We’ve got more on the way and we’re focus-ing on growing that base, the bottom line will take care of itself, once we get to the scale that we need to be.”

He said that younger consumers appear to like to use Moto Maker, which allows for a custom design and color of the smartphone: 80 percent of those customers are under 35, he said.

Woodside declined to provide specific sales figures but maintained that since launching the Moto X and Moto G “we are seeing our best days ever for smartphones.”

Bade or Wadah is a pagoda-like structure with multi-tiered roof, constructed by a group of special craftsmen known as sangging with specific material such as bamboo, paper mace and cotton. The size, proportion and the structure of the bade is strictly

governed by the ancient rules of bade construction. The height of the Bade could reach up to 25 meters and the weight around 10 ton. It is required a few hundreds of man to carry it.

Bade shows the social status of the deceased in the community, it is shown by the number of the tier of the bade roofs. The number of the roof of the bade is always odd (3, 5, 9, and 11). A commoner or sudra is forbidden to use bade in his cremation. The gentry usually use 3 up to 9-roof bade depend of his or her social status; higher social status means higher and more elaborate bade. The 11-roof bade is reserved especially for a king.

The girl’s death on New Year’s Eve in West Bengal came more than a year after a deadly gang rape in New Delhi raised awareness and outrage over chronic sexual violence in India and government failures to protect women. The New Delhi rape was considered a major reason for why voters ousted the capital’s government last month, and a furious response to the West Bengal case suggests that with general elections just months away, politicians are anxious to impress voters who are demanding that women’s safety become a police priority. The teen’s family, allegedly run out of town by her assailants, accuses police of trying to cover up the crimes.

Improving sensitivity by police officers and medical workers is cru-cial to improving women’s safety in this country of 1.2 billion, activists say. Even as the government has promised to improve justice for rape victims, some trying to report sexual crimes have said they were harassed by officers making lewd comments, demanding bribes or

simply shooing them away.The girl reported being gang

raped on Oct. 25 and 26, but Kol-kata police did not arrest anyone until the girl ended up in a hospital Dec. 23 with severe burn injuries. Doctors then determined she was pregnant. Police initially told re-porters she had attempted suicide, but the girl’s family disputed that, saying she was set on fire by as-sociates of those who had gang raped her.

After the girl’s death led to a public uproar, police arrested and charged six suspects in the gang rapes and another two accused by the girl of setting her alight. A fast-track court will hold a first hearing in the both cases Jan. 15. Meanwhile, a forensic laboratory is determining the age of the girl’s fetus in order to establish whether she became pregnant from the rapes. The case has reinforced the widespread view in India that police are a major part of India’s chronic problem with sexual violence.

Massive protests erupted in Kolkata, with critics including

artists, rights activists and opposi-tion politicians saying authorities ignored the family’s complaints of harassment and moved too slowly to arrest the suspects.

Critics question why police filed a case over the first reported gang rape, but not t h e second. Both the op-position and the girl’s taxi driver father are demanding that federal investigators take over the case.

“The fact that politicians and public figures are speaking in such strong terms is surpris-ing,” said Abhilasha Kumari, a New Delhi-based sociologist and women’s right’s activist. “Historically, the con-cerns of women have never mattered much to the political community, but in the past year safety and security of women have become a political issue, and it will be even more so now with elections coming.”

The girl’s family accused police of trying to cover up the crimes, and even of hijacking the hearse carrying his daughter’s body in an attempt to take it for cremation against the family’s wishes. A street brawl broke out as opposition sup-porters tried to block police from taking the body from the mortuary, where protesters had planned a rally to criticize a lack of sensitivity by authorities.

WASHINGTON — Vice President Joe Biden spoke by phone Monday with Iraqi Prime Minister Nouri al-Maliki and his frequent parliamentary critic, in a show of U.S. angst about escalating, al-Qaida-linked violence in Iraq two years after the U.S. pulled out of Iraq.

As al-Maliki was urging residents of Fallujah to expel al-Qaida fighters or face all-out battle, Biden lent his support to Iraq’s fight against the local al-Qaida branch, and said he was concerned about those suffering from terrorism. He spoke positively about recent co-operation between Iraq’s military and tribal forces in Anbar, on the Syrian border, where al-Qaida fighters are among the most formidable trying to topple President Bashar Assad.

“Prime Minister Maliki affirmed the importance of working closely with Iraq’s Sunni leaders and communities to isolate extremists,” the White House said in a statement.

With the U.S. concerned about the sectarian nature of the growing violence, Biden also spoke with Parliament Speaker Osama al-Nujaifi, a Sunni leader and frequent critic of al-Maliki’s Shiite-led govern-ment. The two discussed ways to sustain cooperation between Sunni communities and the Shiite-led government, and al-Nujaifi said he was committed to fighting terrorism, the White House said.

For Biden, who was President Barack Obama’s point-man on the Iraq war, the phone calls reflected the unpleasant reality that two years after American forces departed, violence tied to religious extremism in Iraq has spiked. Late last year, al-Maliki came to the Oval Office requesting weapons and intelligence help to fight insurgents but left without any new announcement by Obama.

Contractor got dif-ficulty in controlling the water com-ing out from the source. Every time the contractor dug, the water always came out from the spring and could not be blocked.

As a result, the contractor could only work with the patch up speed. Warkadea said the contractor had been imposed with penalty that was calculated up to December 31, 2013. For the fine per January 1 to the project completion would be deducted directly in the payment. So far, Warkadea estimated the arrangement project of Air Sanih tourist attraction had been reached 90 percent of completion. It’s the first major U.S. technology company to make such a claim about its prod-ucts. It’s the fruit of four years of work by the company to determine the sources of four crucial metals widely used in electronics manufacturing: tantalum, tungsten, tin and gold.

Eastern Congo is rich in minerals, and economic activity other than mining has been disrupted by nearly two decades of fighting between the government, rogue soldiers and different ethnic groups. There’s been widespread concern that foreign purchases of minerals from mines held by armed groups are fueling the conflict, though many experts say the minerals are not the root cause of the fighting. Intel CEO Brian Krzanich made the announcement Monday in a keynote speech ahead of the opening of the International Consumer Electronics Show in Las Vegas.

A U.S. law passed in 2010 requires U.S. public companies to report whether their products contain minerals from rebel-held mines in Congo. Compliance is difficult for many electronics manufacturers, since a single product like a cellphone can contain components from hundreds or thousands of suppliers. Intel relies on relatively few suppliers for its chips.

There’s been concern that the law has amounted to a de facto embargo on minerals exports from an area with millions of people living at a subsistence level. EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

If he continued to suffer a loss, his employees could no longer work. “It is also used to secure all the employees,” he said. It was impossible for him to raise the price of products because it had been raised due to the price hike of raw materials. where they included 14 cases of illegal Toto, 1 dice gambling and 4 common gambling. Out of the cases, a total of 10 cases could have been resolved. “Although the data of police authority did not specify about cockfight gam-bling, it cannot be interpreted if the gambling does not exist,” he added.

Similar opinion was also deliv-ered by Chairman of the Garuda Pemuda Nasdem of Bali, IGN Bagus Eka Subagiartha. Related to the rampant gambling cases, es-pecially in Badung, he judged that police only secured the gambling perpetrators of smaller class, while the elite class getting in-volved in the cockfight gambling could be free from the touch of

law. “It is common knowledge that the elite perpetrators of gam-bling or croupiers are backed by security forces,” he explained.

Especially for cockfight gam-bling, said Subagiartha, was al-leged to be often carried out in several places in Badung. Even, this gambling activity was openly known to police, but it was ig-nored because it had been bribed with levies as security permit. “Since having given bribery to individual police officers, the gambling activity can take place,” explained the politician from Badung.

Ironically, there was indication if the individual police officers commonly taking the bribery were still wearing police uniform. This

phenomenon often occurred, so it was considered as one of the reasons why gambling was diffi-cult to be eradicated. “Individual police officer gets accustomed to take it, while wearing police uni-form. It is a commonplace for the individual police officers to get involved and back the gambling activities,” he said. He added that other than cockfighting gam-blers from Badung County, many gamblers of upper middle class also from outside the Badung region came to join the cockfight gambling.

Subagiartha hoped the in-struction of the National Police Chief, Police General Sutarman, on decisive action against police officers showing an indication

to ignore the gambling could be enforced properly by police chief in the region. “Instruction of the National Police Chief should be supported, so the status as police officers will not only serve as a guise,” he hoped.

At separate location, Chief of Badung Police Criminal Detective, Wisnu Wardana, when asked for his confirmation regarding the data of gambling said his party had not got any report related to cockfight beyond tabuh rah or ritual-related cockfighting. “Indeed, there has been no report on cockfight gam-bling beyond tabuh rah or ritual-related cockfight,” he said while adding that any officers found to back up such gambling would soon be dealt with firmly. According to him, to work on the MICE market, SIPCO Bali also required the role of local as-sociations such as the Indonesian Hotel and Restaurant Association (PHRI) Bali, the Indonesian Tour Guides Association (HPI) Bali and Bali Tourist Transport Association (Pawiba). “We cannot work alone without the local roles like in the preparation of transportation, tour

guide and hotels including the art performances,” he said.

As mentioned, the SIPCO Bali had scheduled a number of promo-tional events overseas from January to December 2013. In the promo-tion, his party remained to bring along Bali as a tourist destination with the vision of Balinese culture.
