“A suicide bomber detonated his explosives in the Abu-Ul Fazil shrine,” Kabul police said in a statement.

A security official speaking on condition of anonymity told AFP that it was believed the bomber arrived with a group of Shiite pilgrims from Logar province, south of Kabul.

Separately, four people were killed in Mazar-i-Sharif when another blast struck a shrine in the northern city. It was not im-

mediately clear whether Shiites were targeted in that attack.

“It was an explosion not a suicide bombing. It was some explosives hidden in a bicycle,” said Lal Mohammad Ahmadzai, a police spokesman for northern Af-ghanistan, adding that four other people had also been injured.

Jakarta (Bali Post)—Government will develop

50 tourist destinations nation-wide until 2025. “This has beenstipulated through GovernmentRegulation on December 2. Wehave mapped the 50 tourist des-tinations of the country that willbe developed until 2025,” saidMinister of Tourism and CreativeEconomy, Mari Elka Pangestu, inthe National Tourism Conferencein Jakarta, Monday (Dec 5).

She said the 50 destinationswere divided into 88 nationaltourism strategic areas and 222national tourism developmentareas assessed to be potential.Government had compiled theNational Tourism Plan whichcontained in the framework andsystemic approach in terms ofnational tourism developmentincluding the development of the50 destinations. “The destinationsstipulated are spread throughoutIndonesia and will be developeduntil 2025, such as the Lake Tobain North Sumatra,” she said.

According to her, it had alsobecome the homework for theregion to gradually prepare ashort-term, mid-term and longterm plan to develop the potentialtourist destinations.

Development of the nationaltourism areas, for example,would be undertaken in Nan-groe Aceh Darussalam (NAD)Province including Nias andSimeluen; North Sumatra, in-cluding Medan and Lake Toba;West Nusa Tenggara includingLombok, Moyo, and surround-ing areas; and East Nusa Teng-gara including Komodo, Ruteng,and Flores. “So, in each regionthere will be a strategic pointof destination to be developed,”she said.

regions should begin to preparethemselves and be committed todeveloping the regional tourism.According to Mari Pangestu, thekey to success of the nationaltourism development lay in thegood cooperation and coordina-tion as well as planning.

She cited that development ofa destination should be dividedinto three stages, namely pre-project, project implementation,and post-project. Pre-projectwould consist of the preparation,planning of destination develop-ment and then each region shouldidentify the measures that wouldbe undertaken and make prepara-tion with respect to the input ofvarious parties.

After that, it was followedby preparation of proposal thatwould be initiated by centralgovernment and investors andthe making of a good design.“During the implementation, itwill be resumed with monitoringand supervision,” she said.

Australia expanded sanctions against Iran to restrict business with the coun-try’s petroleum and financial sectors as concern mounts over Tehran’s suspected nuclear weapons programme.

Britain, Canada and the United States slapped fresh sanctions last month on Iran following a UN agency report that strongly suggests the country is research-ing nuclear weapons.

The European Union followed suit by expanding a blacklist against Iranian firms and individuals, although Iran has dismissed the UN report as baseless.

Foreign Minister Kevin Rudd on Tuesday said Australia’s new measures targeted entities and individuals involved in Iran’s ballistic missile and nuclear programmes, and underlined Canberra’s mounting worries.

“The measures will also further restrict business with Iran’s petroleum and financial sectors,” he said, without going into details.

“Iran must take steps required by the UN Security Council and the IAEA (International Atomic Energy Agency) and engage constructively with the inter-national community on its nuclear programme.”

BEIRUT - Syria said it had conditionally ap-proved an Arab League peace plan to end eight months of unrest which threatens to drag the country to civil war and activists said at least 60 bodies were taken to hospitals in the central city of Homs on Monday.

In a letter to the League by Foreign Min-ister Walid al-Mualem, Syria rejected foreign interference and demanded the annulment of sanctions plus reinstatement in the regional bloc. In Cairo, Arab League secretary general Nabil Elaraby said “the conditions contained new elements that we have not heard before.” Arab foreign league ministers were studying the response.

Syria is facing Arab and international sanc-tions in response to its violent crackdown on pro-tests against President Bashar al-Assad. In the latest response to the sanctions, French oil major Total said it will stop production in Syria.

Syria meanwhile has retaliated against north-ern neighbor Turkey for the sanctions imposed by its former friend, imposing a tariff of 30 percent

on its imports and prohibitive duties on fuel and freight. Turkey shrugged it off, saying “common sense” should tell Syria that its own people would suffer most. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sail-ings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Perfect weather greeted more than 550 runners as they gathered together to embark on this annual charity event and to “Run for someone else’s life”. At 6.30am, the 5K charity run was officially started by Camat Kuta, accompanied by Mr. Brad Calder, Executive Assistant Manager of Hard Rock Hotel Bali. After a competitive run the winners rounded the bend into Jalan Pantai to cross the finish line in front of Hard Rock Hotel Bali.

JAKARTA - Indonesia success-fully organized two international events this year, namely the 26th South East Asia (SEA) Games and the 19th ASEAN Summit and Related Summits, President Susilo Bambang Yudhoyono said.

“It`s not easy for a country to hold two international events simultane-ously. It could be very risky that both could have failed. We should take a note, we successfully organized the two events,” Yudhoyono said here on Monday in a gathering with medal-winning athletes, members of the organizing committees of the 26th SEA Games and the 19th ASEAN Summit and Related Summits.

The head of state expressed his gratitude to all parties contributing

to the success of the two events. The county`s success was thanks to good coordination and hard work, he said.

“Failure is not an option,” he said, adding that one must not think of being failed. Other coun-tries would have seen Indonesia as incapable if the implementation of the two events had failed.

Yudhoyono asked all parties to continue working hard and learn from past experiences because Indo-nesia would host an APEC Summit in 2013. JAKARTA - Blackberry manu-facturer Research In Motion’s In-donesia CEO will be charged with negligence after a sale last month of its smart phones turned into a stam-pede, police said on Monday.

The police said Andrew Cobham was responsible for the promotional event on November 25 in Jakarta, which attracted a crowd of about 5,000 people. Police halted the sale after dozens passed out in the crush.

“The suspect has been banned from travelling overseas. He must go through the legal process here,” said police investigator Budi Irawan.

Cobham has not been detained. The maximum penalty for negli-gence is nine months in jail.

Police also named a security con-sultant hired by RIM, an event or-ganizer and a manager of the sale’s shopping centre venue, as suspects who are likely to be charged.

RIM was offering a 50 percent discount to 1,000 people at a launch of its latest phone in Jakarta, with people starting to queue since be-fore midnight.

Indonesia is one of the fast grow-ing markets for the Blackberry, with about two million users.

TENGGARONG - Police have questioned a total of 34 people as wit-nesses in the collapse of Kartanegara bridge in East Kalimantan province.

Chief of the Kutai Kartanegara police resort Adj. Snr. Comr. I Gusti KB Harryarsana said on Monday two of the witnesses were employ-ees of PT Bukaka Teknik Utama, the bridge`s maintenance contractor.

“Until today (Monday) we have questioned 34 people in connection with the collapse of Kartanegara bridge and two of them were em-ployees of PT Bukaka,” he said.

He added however that police had yet to come to the conclusion as to whether an act of negligence might cause the collapse of the bridge.

“We are still continuing the in-vestigation process. If there is strong evidence of negligence, it is not

impossible we will conduct further investigation,” he said.

But he did not elaborate on the reasons why PT Buka Director Sofiah Balfas did not show up at the police station for questioning on Monday.

“If he did not show up after receiv-ing a first summons, we will serve a second summons on him and if he still did not show up after receiving the second summons we will serve a third summons on him,” he said.

Earlier, on Sunday, spokesman of the Kutai Kartanegara district police resort Adj. Comr. Nyoman Subrata said police had served a summons on Sofiah Balfas in connection with the collapse of the bridge.

The 700-m long bridge over the Mahakam river in East Kalimantan province collapsed at 4.30 pm last Saturday causing a number of ve-hicles to fall into the river. At least 21 people were killed and 16 others

were missing after the country`s lon-gest suspended bridge collapsed.

To reveal the causes behind the accident which also injured tens of people, the government was urged to set up an independent team of experts that could work professionally and determine the causes of the tragedy.

“Certain parties should be held responsible for the collapse of the bridge and in this case the government should set up an independent team to investigate it,” Malkan Amin of the House Commission V on transporta-tion affairs said last Wednesday.

The names of several companies have been mentioned in the media as having participated in the bridge`s construction. PT Perencana Jaya was said to have served as con-sultant on the project, PT Hutama Karya as the main contractor and PT Bukaka Teknik Utama as provider of maintenance services.

BEBEK MENYANYAT(Duck Curry)

OVERVIEW:Ducks waddling along the banks of the rice fields or

following the flag held by their owner (or his children) are a common sight in Bali. On festive occasions, duck is great favorite. Spiced stuffed duck baked in banana leaf is one popular recipe; this curry-like dish is another. Chicken could be used as a substitute for duck if preferred.

INGREDIENTS:1 whole duck, weighing about 2 kg8 cups coconut milk2 lemon grass, bruised2 salam leaves1 tbsp salt1 tsp black peppercorns, crushedfried shallots

SPICE PASTE:12 shallots, peeled and sliced6 cloves garlic, peeled and sliced4 red chilies2.5 cm galangal (laos), peeled and sliced2.5 cm kencur, peeled and sliced5 cm fresh turmeric, peeled and sliced2 tsp coriander, crushed3 candlenuts1 tsp dried shrimp paste¼ tsp black peppercorns, crushedpinch of freshly grated nutmeg2 cloves3 tbsp oil

PREPARATION:Cut the duck into 12 pieces and pat dry.Prepare the spice paste by grinding or blending

all ingredients except oil. Heat the oil and sauté the spice paste for 2 minutes. Add the duck, increase heat and sauté for 3 minutes, stirring frequently. Add the coconut milk and all ingredients except fried shallots and simmer, uncovered, until the duck is tender and the sauce has thickened.

Garnish with fried shallots and serve with white rice.

The planet is smack in the middle of what astronomers call the Gold-ilocks zone, that hard to find place that is not too hot, not too cold, where water, which is essential for life, does not freeze or boil. And it has a shop-ping mall-like surface temperature of near 72 degrees, scientists say.

The planet’s confirmation was announced Monday by NASA along with other discoveries by its Kepler telescope, which was launched on a planet-hunting mission in 2009. That is the first planet confirmed in

the habitable zone for Kepler, which already had found Earth-like rocky planets elsewhere. Twice before as-tronomers have announced a planet found in that zone, but neither has been as promising.

“This is a phenomenal discovery in the course of human history,” Geoff Marcy of University of Cali-fornia, Berkeley, one of the pioneers of planet-hunting outside Earth’s solar system, said in an email. “This discovery shows that we Homo sa-piens are straining our reach into the

universe to find planets that remind us of home. We are almost there.”

The new planet, named Kepler-22b, has key aspects it shares with Earth. It circles a star that could be the twin of Earth’s sun and at just about the same distance. The planet’s year of 290 days is even close to Earth’s. It probably has water and rock.

The only trouble is the planet’s a bit big for life to exist on the surface. The planet is about 2.4 times the size of Earth. It could be more like the gas-and-liquid Neptune with only a rocky core and mostly ocean. “It’s so exciting to imagine the possibilities,” said Natalie Batalha, the Kepler deputy science chief.

The number of rhinoceros killed in Zimbabwe parks decreased to 23 this year from 30 in 2010 as parks authorities stepped up high-tech ef-forts to track poachers, state media reported Monday. “We have just above 700 black and white rhinos and 23 have been poached this year,” Caroline Washaya, Zimbabwe Parks and Wildlife Management Author-ity public relations manager told The Herald newspaper.

“We managed to arrest 37

poachers and illegal dealers in rhino horns to date,” she added. Zimbabwe and its southern neigh-bour South Africa have been hard hit by rhinoceros poachers moti-vated by the lucrative market for the horn in Asia where it is used for medicinal purposes.

Washaya said parks authorities had been using methods such as placing tracking chips in the rhinos’ horns, or removing the horns alto-gether, to prevent poaching. “This year, a total of 100 rhinos were im-mobilised for ear notching and horn

implanting to facilitate individual identification and monitoring in the field,” she said.

Last month a US-based animal protection group, the International Rhino Foundation, launched Op-eration Stop Poaching Now to raise funds to equip rangers in Zimbabwe and South Africa with kits to better track rhino poachers.

The so-called “crime-scene kits” contain a camera, a metal detector, a GPS system, finger-printing ma-terials and sealable evidence bags, according to the Foundation.

WASHINGTON — Pediatri-cians are supposed to track if young-sters are putting on too many pounds — but a new study found less than a quarter of parents of overweight children recall the doctor ever say-ing there was a problem.

Does that mean doctors aren’t screening enough kids, or aren’t frank enough in these tough con-versations? Or is the real story par-ent denial? The research published Monday can’t tell, but makes it clear the message too often isn’t getting through.

“It’s tricky to say, and it’s tricky to hear,” says lead researcher Dr. Eliana Perrin of the University of North Carolina. She analyzed government health surveys that included nearly 5,000 parents of overweight children from 1999 to 2008.

Parents tend not to realize when a weight problem is creeping up on their children. When almost a third of U.S. children are at least overweight, and about 17 percent

are obese, it’s harder to notice that there’s anything unusual about their own families. Plus, children change as they grow older. The new study suggests when parents do recall a doctor noting the problem, it’s been going on for a while.

About 30 percent of the parents of overweight 12- to 15-year-olds said a doctor had alerted them, compared with just 12 percent of the parents of overweight preschoolers. Even among the parents of very obese children, only 58 percent recalled a doc-tor discussing it, says the report published Monday by the journal Archives of Pediatrics & Adoles-cent Medicine.

“Many pediatricians don’t worry until children are very overweight, or until they’re much older,” says Perrin, whose team has created stoplight-colored growth charts to help doctors ex-plain when a problem’s brewing. “If we can notice a concerning trend early, we’re more likely to be able to do something about it.”

AMG already supplies the sport with both the safety car and medical car and Mercedes motorsport vice-president Norbert Haug said there would be a technology transfer between the part-ners. “At the factory, we have been focused for some time on the challenge of 2012, and our very clear ambition to move forward up the grid next year,” said team principal Ross Brawn in a statement.

“As always, the winter development and manufacturing processes are a trade-off between time for finding performance in the factory, and time for delivering that performance during pre-season testing. “We believe that the decision to run the car at the second winter test is the optimum compromise for our design and development programme with F1 W03.”

Under new rules for 2012, cars can take part in testing only when they have passed the mandatory FIA race crash

tests. That means teams have to decide whether to maximise development and miss out on testing or get in as much track time as possible while signing off the design process earlier than they might have wished.

DELIBERATE DECISIONMercedes finished the 2011 season

fourth overall with German drivers Nico Rosberg and seven-times world champion Michael Schumacher. Rosberg has yet to win a race while Schumacher, 42, has not been on the podium since he began his comeback in 2010 after three years out.

The new season starts in Melbourne on March 18, which allows Mercedes just eight days of testing before heading for Australia. “It’s not a big problem, it’s a very deliberate decision on our part for a variety of reasons,” Mercedes team CEO Nick Fry told reporters in a conference call.

“The first one is giving ourselves the maximum amount of time to de-velop performance and because the two tests are two weeks apart, we believe we are better off spending that additional time on developing the performance side. “Most of the top teams are now very good at simula-tion,” added Fry.

“You can rest assured that before the car physically hits the track...we will have done a substantial amount of work here at the factory both rig testing the car in its entirety, rig testing parts of the car and also of course working on the driver in the simulator.”

Fry, who helped steer the Mercedes team’s predecessors Brawn GP to both 2009 titles, pointed out that Brawn had minimal testing and still came out with a world-beater. “We think the time is better invested in development rather than driving physically on the track in the first test,” he said.

LONDON - Mercedes will delay the track debut of their 2012 Formula One car until the second test of the season in Barcelona on Feb. 21, less than a month before the opening race in Australia, the team said on Monday. Mercedes also announced that their official team name would change to Mercedes AMG Petronas to bring in Mercedes-Benz performance brand AMG.
