MIAMI — Legendary rocker Lenny Kravitz’s photo exhibit was never meant to turn out the way it did. While shooting photos on his days off from touring, Kravitz set out hoping to capture soulful photographs and people in their everyday environments. But each time he stepped out with his cam-era, fans followed and paparazzi flocked.

“It started out being a real nui-sance because I wanted to shoot. I wanted time to do my thing and be anonymous,” Kravitz told The Associated Press during a personal tour of his exhibit Wednesday. The black and white collection titled “Flash” runs through Dec. 6 as part of Art Basel Miami Beach.

He blames the social media craze for people forgetting basic manners and respect for one an-other.

“It’s really weird that people feel they have a right to invade your space in any kind of way.”

After several frustrating en-counters, the rocker turned the camera on the crowds and started clicking — almost a joke at first. But then something changed.

“Life and art is about accepting and taking what you’re organically given ... this is what life is bringing me at this moment, don’t be pissed off about it.”

As he developed the photos, he found himself no longer categoriz-ing the people, but sensing their individual stories in their eyes, expressions and moods.

“I just began to really look into the people” and found “curiosity, happiness, pain, intrigue ... frustra-tion, love, everything, just people, human emotions.”

Kravitz is among dozens of

celebs, including Hilary Swank, Sylvester Stallone, Eva Longoria and Katie Holmes, who are in town for the prestigious art fair, which is an extension of the annual con-temporary art fair in Basel, Swit-zerland. The fair officially opens Thursday, but many independent fairs and star-studded parties are already underway.

Kravitz, who has lived in Mi-ami on and off for decades, said the exhibit also speaks to the cul-ture’s obsession with documenting everything from food to nail art, yet often don’t realize the human connections they’re giving up in return.

It “shows me how lonely and empty and hurt and unloved people feel,” he said, looking every bit a rock star in a suede leopard jacket, blue paisley button down and char-acteristic sunglasses. (ap)

Paltrow said she enjoyed Thanks-giving with her “consciously un-

coupled” ex Chris Martin and their kids, along with singing on Cold-play’s track “Everglow” from the band’s upcoming album.

“We had a really nice time,” she said.

As for Christmas, Paltrow hadn’t given much thought to what she’d like as a gift.

“I wouldn’t mind something from the Valentino collaboration, and I really like that new Apple Watch, the Hermès Apple Watch. I got my eye on that,” she smiled.

Paltrow wore one of the Valen-tino pieces, a tulle mini-dress.

It’s not the first Goop pop-up. The company has set them up in Dallas and Chicago in the past.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and some-times painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, car-rying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Salain stated high unemploy-ment rate among the educated can be caused by incompatibility of the study program developed at universities with the job markets available. For example, the current job markets tend to demand for

graduates that are really ready to work like the graduates of polytech-nic and the like, while prospective workers supplied by universities are largely with bachelor academic specification that are actually pre-pared to be a thinker.

Rumawan Salain asserted that this phenomenon does not only happen in Bali but also poses a national problem. To make this

condition proportionate, of course, the format of higher education in Indonesia must be amended. If previously higher education tends to be directed to become a thinker, this format must be shifted where the programs put forward are more directed to produce professionals. Nevertheless, he said, it does not necessarily mean that prospective workers with bachelor specification

actually prepared to be a thinker cannot compete for the existing job markets. However, they are obliged to equip themselves with skills, ex-pertise and life skills beyond their major at higher education.

Similar opinion was also ex-pressed by an education observer, I Putu Sarjana. Academically, he said that graduates of higher education averagely have adequate knowl-edge corresponding to their field. Unfortunately, they are often not supported by adequate insights and skills. As a result, the creativity and innovation incidentally becoming a key requirement to entrepreneur-ship is finally unrevealed. “In the future, the educational curriculum at universities must also be directed to produce prospective reliable entrepreneurs. So, they are not only focused on finding job after graduation but also creating job op-portunities for them,” he said.

Considering the very central role of teachers, Widiada agreed if teachers shall be guaranteed with a decent living due to their profession as the profession in other fields. By doing so, the program of teacher professionalism is not limited to only labeling because the rights and obligations must be balanced. This senior figure from Puri Pe-guyangan (Denpasar) also hoped the government through the Educa-tion Agency both at provincial and district / municipal level to help teachers improve their capability to design and carry out a research so that they can independently resolve the problems faced in implement-ing learning process. Definitely, the relevant agency must design a workshop through well-prepared and systematic measure for that purpose.

“If a research has been famil-iar for teachers, of course, it will encourage the emergence of in-novations in education carried out by teaching practitioners directly involved in the education,” he said. (ian)

“It is time to make the minimum standard salary for non-permanent teachers. By doing so, school management cannot hire non-permanent teachers arbitrarily,” said Putra Wijaya.

According to Putra Wijaya,

school management hiring non-permanent teachers is also obliged to pay attention to their welfare. The school may not constantly argue that non-permanent teachers do not work based on the spirit of devotion so that the salary issue is not important.

“In principle, when hiring non-permanent teachers it means that the school must be ready to pay attention to their welfare,” he said.

Furthermore, Putra Wijaya also asked the Indonesian Teachers As-sociation (PGRI) at all levels to struggle for the welfare of the non-permanent teachers. At the very least, the organization must struggle for the salaries of non-permanent teachers that can meet the regional minimum salary (UMR) applying in the district / municipality where the non-permanent teachers serve. “It will be better if the minimal standard salary of non-permanent

teachers is set forth in the Regional Bylaw (Perda). By doing so, there is a legal instrument so that the non-permanent teachers can also get a decent life,” he said.

Considering the school manage-ment has different ability to hire non-permanent teachers, Putra Wijaya also hoped the district / municipal government in Bali to be able to allocate funds for incentives / al-lowances for non-permanent teach-ers. This allowance is necessary to supplement the salaries prepared by school so that the overall salary can meet eligibility standards.

“Non-permanent teachers also

play important role in improving the quality of education like what civil servant teachers and permanent teachers of foundation employed at private schools do. On that account, they are also entitled to get a decent income,” he warned.

As reported earlier, the welfare of non-permanent teachers remains to become an unresolved problem. There is a wide gap between the non-permanent teachers and teach-ers with the status as civil servant. Moreover, a teacher at one of the kindergartens in Klungkung is only paid at IDr 150,000 per month by the school management. In response to this, an education observer, Dr. I Made Gede Putra Wijaya, urged the government to immedi-ately establish the minimal standard salary for non-permanent teachers in Bali.

Or so they say — they being color analysts, who span the globe in search of trends. Rose Quartz is a pale pink and Serenity is close but not quite what once was referred to as baby blue.

In fact, Pantone believes the blend reflects a gender neutrality that has strengthened over the last year or so and is sure to carry through to 2016 and beyond, said Laurie Pressman, vice president of the institute, based in Carlstadt, New Jersey.

It’s the first time Pantone has picked two colors of the year since it debuted the des-ignation in 1999.

“This is a fusion of two shades,” Pressman said in a recent interview. “Rose Quartz is a warm and em-bracing gentle rose tone that conveys compassion and a sense of composure. Serenity reflects a mindset of inner peace.”

Those things, she said, are in short supply.

“Our lives are stressful, and what we’re seeing is consumers trying to cut out that noise by balancing the fast pace, their fractured lives, their hurried lives, with some downtime and some calm, and the oppor-tunity to just switch off,” Pressman said.

But there’s more to the pairing than a desire for emotional nourishment, more quiet and more re-laxation.

“There’s a calmness, but there’s also a hap-piness to it,” Pressman said.

In travels to home and interior design shows around the world, Pantone came up with examples of the two colors in lighting, kitchen wares and home accents such as throw pillows for the living room and sets of bedding.

Nowhere are the two colors stronger than in fashion — as seen on the streets, on the backs of celebrities and on catwalks around the globe, she said.

Chanel put the two together in its haute couture collection for fall 2015. Prada did the same for spring/summer, as did Fendi. Thom Browne put the color merge front and center for his 2016 resort collection for women,

while Richard James and Roberto Cavalli used the two together for men on spring 2016 runways.

The experts at the Pantone Color Institute have chosen not one but two colors of the year — named thusly — in a complementary pairing that spans fashion, media, packaging, housewares and a desire for more tranquility and calm in actual life.

The supporting devotees expressly prohibit foreign travelers from entering the innermost courtyard of the temple just to take a photo, and not to pray.

The understanding on the temple sanctity and unique-ness should be instilled early. Bali Island with a variety of contents is a blessing and it is made sacred by the Hindus. It is without exception for the temple used to say prayers and worship the sanctity of God. Prohibition of foreign travelers from entering the innermost area of the temple main area is intended for taking photographs, not for saying prayers. As evidence, the supporting devotees of the temple put a high awareness of the temple sanctity and its contents.

“If there are foreign travelers to enter the temple not for saying prayers, but only taking photographs, we still do not give permission. It is intended to maintain the sanctity and uniqueness of the temple along with the residing deities. Temple sanctity should be main-tained and do not let the taksu (divine vibration) and the energy decline,” said Jro Made Kerta, the priest of Pura Bukit Pucak Sinunggal at Tajun customary village, Wednesday (Dec. 2) coinciding with the celebration of Pagerwesi Day.

Supporting devotees maintain the temple sanctity with the hope that it will survive physically and psychi-cally. The prohibition for foreign travelers from enter-ing the temple if they just take photographs, not to say prayers, has been imposed through generations. “The regulation prohibiting foreign visitors from entering the temple (unless for saying prayers—Ed) is meant to maintain the sanctity of the temple having been in force from generation to generation. This temple is guarded by the ancestors from time immemorial,” he said.

Foreign travelers are only allowed to make a visit until outside the temple area, and not allowed to enter. At least, through this rule the temple sanctity is better maintained. Moreover, it coincides with the celebra-tion of Pagerwesi, where people are taken to improve their faith and devotion. “If there are guests making a visit, they can only do it outside the temple and does not get into the innermost temple courtyard,” he said. Searchers have been combing a 120,000-square-kilometer (46,000-square-mile) expanse of the Indian Ocean since October last year but have yet to turn up any trace of Malaysia Airlines Flight 370.

A wing flap found in July on the other side of the Indian Ocean when it washed up on remote Reunion Island is the only debris recovered. The new analysis by a Defense Department agency confirmed “the highest probability” the final resting place for the plane was within the southern end of the search zone.

Two ships towing side-scan so-nar have continued the search dur-ing the harsh southern hemisphere winter months. A third ship will join the search in the new priority area on Saturday, said Australian Transport Safety Bureau chief com-missioner Martin Dolan, who runs the search on behalf of Malaysia.

The latest ship is equipped with a video camera inside an underwa-

ter unmanned submarine that can examine rough terrain and objects of interest detected by sonar that require a closer look.

A Chinese ship will join the search in late January equipped with Synthetic Aperture Sonar, state of the art technology that provides higher resolution images than the standard sonar now being used, Dolan said.

Some experts have been critical that the sonar was not used through-out the search and have questioned whether wreckage might have already been overlooked.

Dolan said about 4 percent of the area already searched would have to be searched again because of gaps in the sonar mapping and because some objects that had been detected could not yet be ruled out.

About 54,000 square kilometers (21,000 square miles) of the 98,000 square kilometers (38,000 square miles) of the highest-priority search

zone have already been searched, the bureau’s search director Peter Foley said. That area is 2,800 kilometers (1,700 miles) southwest of the Aus-tralian port of Fremantle. Foley said the Synthetic Aperture Sonar and the camera would be used to examine a trench that runs north-south through the high priority zone, the Geelvinck Fracture Zone.

“It’s very, very difficult terrain. Very steep drop offs. It’s pretty bad,” Foley said. “A lot of the area is hard and rocky and that’s the hardest place to search.”

The latest analysis by a team of mathematicians and a satellite expert will likely be the last of the scant satellite clues that have been used to track the airliner’s final hours after it disappeared from radar on March 8, 2014, during a flight from Kuala Lumpur, Malay-sia, to Beijing. One of the engines sent an hourly signal to a satellite and a final signal when it apparently ran out of fuel.

Team leader Neil Gordon said dozens of flights around the world were tracked to fine tune the analy-sis of these engine signals and to test the accuracy of their methodol-ogy.(ap)

PHNOM PENH, Cambodia — A Cambodian court sentenced an unlicensed medical practitioner to 25 years in prison Thursday after finding him responsible for infecting more than 100 villagers with HIV, the virus that causes AIDS, by reusing unsanitized syringes. At least 10 of the infected people have died.

Yem Chrin was found guilty of cruel behavior resulting in death, intentionally spreading HIV and practicing medicine without a license, said a spokesman for the court in the northwestern province of Bat-tambang. His trial was conducted over five days in October.

Yem Chrin, 56, was arrested last December and taken into protective custody, with authorities fearing he might be lynched by residents of Roka village, where at least 106 of 800 people tested were found to be infected with HIV. Local newspapers reported the total was 300. He insisted he meant no harm and was only trying to help people in the community where he practiced from 1996 to 2014.

The infected patients ranged in age from 3 to 82 and included Bud-dhist monks. Cambodia had a high HIV prevalence rate of 2.0 percent in 1998, but an aggressive campaign to promote safe sex brought the figure down to an estimated 0.7 percent last year, according to the U.N. agency that spearheads the worldwide fight against AIDS.

Cambodia, one of the world’s poorest countries, has inadequate health care facilities, especially in rural areas, where villagers often have no recourse but to rely on unlicensed medical practitioners who have trained themselves to treat minor ailments and give injections.

The court also ordered Yem Chrin to pay a fine to the state and dam-ages to the victims. He was barred for life from practicing medicine again, the court spokesman said.

The charge of cruel behavior resulting in death was a step down from the murder charge he originally faced, which would have made him liable for life imprisonment. Defense lawyer Em Sovann said he had not yet consulted with his client on whether to appeal the sentence.(ap)

AMLAPURA - In the near future, the town of Amlapura will be arranged. The Head of the Karangasem Regional Devel-opment Planning Board (Bappeda), Ketut Sedana Merta, accompanied by Spatial Planning Subdivi-sion Head I Nyoman Siki Ngurah said that in accor-dance with the detailed engineering design (DED) the budget was originally drafted at IDR 15 billion. However, the funding disbursement from central government to Karangasem will be made gradually. Next year, a total of IDR 5 billion will be disbursed from working unit of the Settlement Area Develop-ment, Directorate General of Human Settlement, Ministry of Public Works and the Public Housing Affairs. Last week, he admitted to have presented this plan to central government. Then, the team of central government has gone down to check the location of the town heritage of Karangasem, where Karangasem belongs to heritage town of category A. In other words, it includes in the best 10 heritage towns in Indonesia.

Selection of the catus pata as the beginning of the arrangement, he said, has been in conformity with the input of cultural and historical figures in Karan-gasem. His agency also actively made coordination with royal palace and the Karangasem customary village. It is the location of zero point of Amlapura serving as the meeting point of sky and the earth, which has always been used to perform mecaru or animal sacrifice in the town of Amlapura. The location is just between the Puri Gede reflecting the social and cultural aspect; Puri Agung reflecting the central government; Pura Madura reflecting the history and Pura Kelodan serving as the center of literary development. “In other regions, the catus pata is identical to statue, but our catus pata serves as the zero point of the town center,” he explained.

As the arrangement process, it will be built a number of infrastructures such as square, the return of the functions of public spaces like pedestrian, sport venues, heritage town gates to different side-walk from other towns. “With this arrangement, the town center will be more visible and looks more obvious,” said Siki Ngurah.

He delivered that physical work will start next year. Currently, the arrangement is focused on the area outside the royal palace, while the arrange-ment inside the royal place is recognized to still be constrained by asset status. Nevertheless, since it is built in stages, the planning process has been carried out completely, so that it just needs to implement every year with the joint commitment of central government.

Earlier, for this year the central government has disbursed IDR 5 billion for the asset arrangement of Tenganan Pegringsingan heritage town. Such amount of budget will be used to repair some supporting tourism facilities, without changing the heritage elements. Tenganan Pegringsingan has been registered as a heritage town asset since 2011. Karangasem is one of the 16 heritage towns in Indonesia. Related to heritage asset utilization, previously it has been held the Tenganan Pegringsin-gan Heritage Exhibition in 2013. WASHINGTON — The Federal Reserve says the U.S. economy grew at a modest pace this fall, lifted by higher consumer spending and more home sales and construction.

The Fed said Wednesday in its latest snapshot of the economy that nine of its 12 regional banks reported growth was modest or moderate from early October through mid-November. The New York Fed said growth leveled off, while it slowed in Boston and was mixed in Kan-sas City.

The Fed’s report suggests that healthy

consumer spending is offsetting overseas headwinds that have weighed on U.S. manufacturers.

The report, known as the Beige Book, is released eight times a year and consists of anecdotal reports from businesses in each of the 12 districts.

It will be used for discussion when the central bank next meets Dec. 15-16. Fed officials at that meeting are widely expected to raise interest rates for the first time in nine years.

In a speech Wednesday, Federal Re-serve Chair Janet Yellen signaled that a

rate increase is likely, provided that the economy continues to grow at its current pace and hiring stays healthy.

The November jobs report will be released Friday, and economists forecast that it will show that employers added 200,000 jobs, while the unemployment rate remained 5 percent.

All 12 of the Fed’s districts reported that hiring picked up in the past two months. Many, however, said that the job gains were driven by temporary and entry-level positions that were filled by staffing firms. (ap)

IHS Energy said Saudi, Ku-wait, Qatar and the United Arab Emirates will have great influence on the tone of the meeting as they account for more than half of OPEC’s 31.5 million barrels per day output.

“Without the Gulf group, there can be no effective OPEC agree-

ment,” IHS Energy said in a report ahead of Friday’s meeting.

OPEC has been pumping above its collective target of 30 million barrels per day as its influential members led by Saudi Arabia try to maintain their share of a highly competitive market.

FRANKFURT - The European Central Bank is widely expected to step up efforts to kick start chronically low inflation in the euro area at a meeting Thursday, but analysts warn the measures could fall short of market expectations.

At the ECB’s last monetary policy meeting of the year, president Mario Draghi is set to announce a beefing up of the bank’s controversial bond purchase programme, known as QE, and a possible cut in key interest rates, already at historic lows, analysts say.

In a bid to bring eurozone inflation back up to levels conducive to healthy economic growth, the ECB has already unleashed an unprecedented series of easing measures.

It has slashed borrowing costs, made vast amounts of cheap loans available to banks and most recently embarked on a programme to buy around 60 billion euros of sovereign bonds each month until at least September 2016.

But area-wide inflation is still stubbornly low, standing at just 0.1 percent in November, far below the ECB’s target of just under 2.0 percent.

ECB watchers therefore believe a new round of action is a done deal.

Andrew Cates at the Royal Bank of Scotland said he was pencilling in a further reduction in the ECB’s deposit rate, already in negative territory at minus 0.2 percent and an increase and extension of the QE (quantitative easing) programme.

“We expect the ECB to deliver a deposit rate cut to minus 0.4 percent, the monthly asset purchase pro-gramme to rise to 85 billion euros and an extension of the programme to March 2017,” he said.

“Following a succession of dovish signals from ECB officials in recent weeks, and most notably from Draghi, we think anything less than this would risk disappointing market expectations,” he said.

“Santa Mario is coming to Euroland,” said ING DiBa economist Carsten Brzeski.

“After six weeks of speculation and anticipation, we expect Draghi to present a package of rate cuts and additional QE, for the Euroland’s sake,” he said. (afp)

Previously another farmer, Mangku Tantra, said that the farm-land hit by the water crisis reaches 25 hectares. Of that number, most of them faced crop failures. “Most of the paddy plants are dwarf and lead to crop failure. One of them is my paddy field,” he said.

He also confirmed that the water crisis at his subak area is the first

time. To avoid crop failure, local farmers make the efforts by apply-ing irrigation in turn. Unfortunately, this solution does not give positive results. “The irrigation in shifts does not work. Our paddy plants remain to die,” he said.

On this condition, Tantra claimed that he can only surrender and wait for the rains to be able to do the planting. Similarly he said that the drought caused him to suffer losses to millions of rupiahs. “I have spent operating costs a lot. Now, the rice faces crop failure. The losses are moderately great,” he said.

In order to make a living, said Tantra, he is forced to turn into a laborer at chicken coop in the neigh-borhood. He said that the income obtained is enough to support the needs of daily life. “I am forced to work as laborer just to get an income,” he concluded. (kmb45)

JAKARTA - Indonesia prom-ised Wednesday to speed up prepa-rations for the 2018 Asian Games after the Olympic Council of Asia (OCA) expressed concern about slow progress.

Jakarta was awarded the games in September last year after the original host Vietnam withdrew due to economic problems, but the late decision meant it had four years instead of the usual six to prepare.

OCA officials visited Jakarta this week to get a progress report from their Indonesian counterparts and raised concerns about a series of issues.

These included the renovation of a Jakarta stadium which has not yet begun, and the failure to start construction of an athletes’ village due to a land ownership dispute,

said sports ministry spokesman Gatot Dewa Broto.

“We only have around two years... we have to speed up,” he told AFP, adding that a country should ideally have eight years to prepare.

But he insisted everything would be ready on time: “We are highly optimistic that all disputes will be resolved and targets will be achieved.”

JAKARTA - Home Affairs Min-ister Tjahjo Kumolo expressed op-timism that the upcoming regional head elections (pilkada) would run peacefully.

“We are being supported by the coordinating minister for political, legal and security affairs and his staff to ensure that the simultane-ous pilkada will run smoothly and peacefully,” Minister Kumolo stated while speaking during a dis-cussion on “Pilkada of Integrity” organized by Sinar Harapan daily on Wednesday.

The authorities have declared alert status in several regions con-sidered prone to conflicts during the elections.

Coordination with the election executors, the General Election Commission (KPU), and the Gen-eral Election Supervisory Body (Bawalu) is expected to help mini-mize potential problems, he noted.

Three days prior to the simul-taneous pilkada to be held on De-cember 9, 2015, the home affairs minister will organize a coordina-tion meeting with the political, legal and security minister and his personnel.

The minister is hopeful that maximum security measures would be able to anticipate conflicts among supporters of the candidates.

In the meantime, KPU Chairman Husni Kamil Manik remarked that there are still problems concerning the disbursement of the pilkada budget in some regions.

He pointed out that 13 regions had not yet disbursed over 50 per-cent of the pilkada budget.

The home affairs minister has called the heads of the 13 regions to discuss the budgeting problem, according to Manik.

Another problem is the involve-ment of some candidates in legal cases being handled by the Supreme Court (MA), he added.

Bawaslu Chief Muhammad pointed out that his personnel will be stern in dealing with problems concerning candidates that might arise during the pilkada.

He urged the government to encourage the state civilian appa-ratus to remain neutral during the implementation of pilkada.

Indonesia is gearing up for the first-ever simultaneous pilkada to be held in some 269 regions, or 53 percent of the country’s entire regions.

More than 800 pairs of regional head candidates will contest in the pilkada that will elect nine gover-nors and vice governors, 224 district heads and their deputies, and 36 mayors and their deputies. (ant)

An aerial view of Chennai showed low-lying neighborhoods as well the city’s airport almost completely sub-merged. The Airport Authority of India said that the airport was likely to be closed until Sunday.

Dozens of trains to the state have been delayed this week, and on Thursday the main train station was so heavily flooded that it had to shut down operations. Singh said that railways officials convened an emergency meeting to get the station back on track quickly.

Even though hundreds of army, navy and local police and fire department res-cuers were helping evacuate those trapped

in their homes, Twitter and other social media were flooded with calls for help from across the city. Most of those still trapped were either the elderly or people with very young children.

The state government cut power to several parts of Chennai as a safety measure to prevent electrocutions. Most deaths in the last month of rains have been due to drowning, electrocution and wall collapses.

India’s main monsoon season runs from June through September, but the period between October to December — also called the retreating monsoon — brings the most rainfall to India’s southeastern coastal areas.

The extreme weather in Chennai comes as heads of state are meeting in Paris to try and work out a new treaty to limit global warming and deal with its effects. However, experts say the floods in the city are most directly linked to the El Nino weather pattern, when the waters of the Pacific Ocean get warmer than usual.

“This year saw the strongest El Nino ever recorded,” said G.P. Sharma, vice president of meteorology at Skymet, a private weather forecaster. He said that was indicative of an extremely heavy retreating monsoon. (ap)

MOSCOW — The arms trade adviser to President Vladimir Putin says Russia has begun delivering S-300 air defense missile systems to Iran, according to the Russian state news agency Tass.

Tass quoted Vladimir Kozhin as saying Thursday that the implementation of the contract for the delivery of the S-300s has begun and the deliveries have started. He didn’t provide any specifics.

Russia in 2010 froze a deal to supply advanced long-range S-300 missile systems to Iran, linking the decision to U.N. sanctions. President Vladimir Putin lifted the suspension earlier this year following Iran’s deal with six world powers that curbed its nuclear program in ex-change for relief from international sanctions. Officials said last month that Russia and Iran finalized the contract for their delivery.

The S-300 deal has long worried Israel and other countries in the region, as well as the U.S., which see it as destabilizing. (ap)

COPENHAGEN, Denmark — Denmark is vot-ing in a referendum on whether to have closer ties with the European Union or continue a decades-old opt-out from justice affairs that would end ties with Europol, even as the European law-enforcement agency is preparing to increase its role in fighting terrorism.

Last week, the 28-member bloc changed the role of the European police agency, including banning opt-outs from EU justice policies for full members. Danes are voting in Thursday’s poll on whether to annul the 23-year-old waiver or find themselves on the sidelines of the agency with no say in decision-making.

“Based upon how they were equipped, there had to be some degree of planning that went into this,” he said. “I don’t think they

just ran home and put on these tactical clothes, grabbed guns and came back on a spur of the moment thing.”

He said the attackers left explosive devices behind and authorities were only able to access the scene of the crime several hours after the shooting.

There was no immediate information on the identity of the victims.

FBI agents in the early evening raided an apartment in the nearby town of Redlands, where the two suspects were seen before the police chase that ended in a shoo-tout a few miles from the Inland Center.

The California chapter of the Council on American-Islamic Relations (CAIR) denounced the killings. Farook’s brother-in-law, Farhan Khan, said he had no clue what prompted the carnage. “I am in shock that something like this could happen,” a visibly shaken Khan told a press conference organized by CAIR.

GHENT, Belgium - Fresh from leading Britain to a long-awaited Davis Cup title Andy Murray is already looking ahead to adding more grand slam silverware to his collection next year. The 28-year-old played more than 100 matches this year and worked overtime against Belgium in Ghent at the weekend to ensure Britain won the trophy for the first time since 1936.

While the Scot intends to enjoy a 10-day break after a punishing season, it will then be straight back to work as he begins looking ahead to the Australian Open in January -- a tournament in which he has been runner-up four times.

“The most important thing is, yes, en-joy it now, but don’t let it go on for like three weeks and stop practising hard and going to the gym and doing everything properly,” the 28-year-old, winner of the 2012 U.S. Open and Wimbledon a year later, told reporters before heading home from Belgium.

ZURICH — The FIFA execu-tive committee could expand the World Cup to 40 teams starting at the 2026 tournament.

According to a document seen

by The Associated Press, the plan to add eight teams and 32 matches is part of the reform proposals being considered Thursday. If accepted, it can become FIFA policy without

the approval of the 209 member federations.

The 2026 bidding should start next year with the United States, Canada and Mexico the expected

candidates. The U.S. would likely be the favorite for a tournament needing a minimum 12 stadiums for a 96-match World Cup.

The probable format would be

eight five-team groups, with the top two advancing to the round of 16. The 40-team World Cup was first suggested by UEFA President Michel Platini in 2013. (ap)

BARCELONA, Spain — Real Madrid risks being disqualified from the Copa del Rey after fielding an ineligible player on Wednesday in a 3-1 victory over Cadiz, its opening match in the competition.

On a night when Barcelona ad-vanced with an easy 6-1 win against third-tier Villanovense in a first round, second leg match, Madrid and its coach Rafa Benitez were heading for trouble from Spain’s soccer federation after fielding Denis Cheryshev in a first-leg game.

Cheryshev rose through Ma-drid’s youth ranks after joining the club in 2002, but he played on loan for Villarreal last season and picked up a one-match ban after collecting three yellow cards in the Copa. Having since left Vil-larreal and returned to Madrid, the suspension should have been active on Wednesday. Instead, Cheryshev took the field and went on to score Madrid’s opening goal.

Federation rules specify that if a club fields an ineligible player, it faces disqualification from the competition — provided the oppos-ing club lodges an objection. Cadiz president Manolo Vizcaino said after the match that his club would indeed lodge a complaint, albeit “with pain in our hearts, because

ZURICH — The FIFA execu-tive committee could expand the World Cup to 40 teams starting at the 2026 tournament.

According to a document seen

by The Associated Press, the plan to add eight teams and 32 matches is part of the reform proposals being considered Thursday. If accepted, it can become FIFA policy without

the approval of the 209 member federations.

The 2026 bidding should start next year with the United States, Canada and Mexico the expected

candidates. The U.S. would likely be the favorite for a tournament needing a minimum 12 stadiums for a 96-match World Cup.

The probable format would be

eight five-team groups, with the top two advancing to the round of 16. The 40-team World Cup was first suggested by UEFA President Michel Platini in 2013. (ap)

BARCELONA, Spain — Real Madrid risks being disqualified from the Copa del Rey after fielding an ineligible player on Wednesday in a 3-1 victory over Cadiz, its opening match in the competition.

On a night when Barcelona ad-vanced with an easy 6-1 win against third-tier Villanovense in a first round, second leg match, Madrid and its coach Rafa Benitez were heading for trouble from Spain’s soccer federation after fielding Denis Cheryshev in a first-leg game.

Cheryshev rose through Ma-drid’s youth ranks after joining the club in 2002, but he played on loan for Villarreal last season and picked up a one-match ban after collecting three yellow cards in the Copa. Having since left Vil-larreal and returned to Madrid, the suspension should have been active on Wednesday. Instead, Cheryshev took the field and went on to score Madrid’s opening goal.

Federation rules specify that if a club fields an ineligible player, it faces disqualification from the competition — provided the oppos-ing club lodges an objection. Cadiz president Manolo Vizcaino said after the match that his club would indeed lodge a complaint, albeit “with pain in our hearts, because

Madrid is a friend.”Benitez said Madrid was not

aware that Cheryshev was ineligible for Wednesday’s match. “The mo-ment we discovered this could be the situation, we substituted him at halftime,” Benitez said.

GHENT, Belgium - Fresh from leading Britain to a long-awaited Davis Cup title Andy Murray is already looking ahead to adding more grand slam silverware to his collection next year. The 28-year-old played more than 100 matches this year and worked overtime against Belgium in Ghent at the weekend to ensure Britain won the trophy for the first time since 1936.

While the Scot intends to enjoy a 10-day break after a punishing season, it will then be straight back to work as he begins looking ahead to the Australian Open in January -- a tournament in which he has been runner-up four times.

“The most important thing is, yes, en-joy it now, but don’t let it go on for like three weeks and stop practising hard and going to the gym and doing everything properly,” the 28-year-old, winner of the 2012 U.S. Open and Wimbledon a year later, told reporters before heading home from Belgium.

“I need to train really hard in the off-season if I want to have a chance of making this count for next year. “I hope (winning the Davis Cup) will be an inspiration. It’s

JAKARTA - Indonesia prom-ised Wednesday to speed up prepa-rations for the 2018 Asian Games after the Olympic Council of Asia (OCA) expressed concern about slow progress.

Jakarta was awarded the games in September last year after the original host Vietnam withdrew due to economic problems, but the late decision meant it had four years instead of the usual six to prepare.

OCA officials visited Jakarta this week to get a progress report from their Indonesian counterparts and raised concerns about a series of issues.

These included the renovation of a Jakarta stadium which has not yet begun, and the failure to start construction of an athletes’ village due to a land ownership dispute,

said sports ministry spokesman Gatot Dewa Broto.

“We only have around two years... we have to speed up,” he told AFP, adding that a country should ideally have eight years to prepare.

But he insisted everything would be ready on time: “We are highly optimistic that all disputes will be resolved and targets will be achieved.”

Indonesia staged the 2011 South-east Asian Games but ran into prob-lems, with some venues not ready on time and the death of two people in a stampede at the football final.

Jakarta will host most events at the 2018 games, with a handful of others set to take place in smaller cities.

JAKARTA - Home Affairs Min-ister Tjahjo Kumolo expressed op-timism that the upcoming regional head elections (pilkada) would run peacefully.

“We are being supported by the coordinating minister for political, legal and security affairs and his staff to ensure that the simultane-ous pilkada will run smoothly and peacefully,” Minister Kumolo stated while speaking during a dis-cussion on “Pilkada of Integrity” organized by Sinar Harapan daily on Wednesday.

The authorities have declared alert status in several regions con-sidered prone to conflicts during the elections.

Coordination with the election executors, the General Election Commission (KPU), and the Gen-eral Election Supervisory Body (Bawalu) is expected to help mini-mize potential problems, he noted.

Three days prior to the simul-taneous pilkada to be held on De-cember 9, 2015, the home affairs minister will organize a coordina-tion meeting with the political, legal and security minister and his personnel.

The minister is hopeful that maximum security measures would be able to anticipate conflicts among supporters of the candidates.

In the meantime, KPU Chairman Husni Kamil Manik remarked that there are still problems concerning the disbursement of the pilkada budget in some regions.

He pointed out that 13 regions had not yet disbursed over 50 per-cent of the pilkada budget.

The home affairs minister has called the heads of the 13 regions to discuss the budgeting problem, according to Manik.

Another problem is the involve-ment of some candidates in legal cases being handled by the Supreme Court (MA), he added.

Bawaslu Chief Muhammad pointed out that his personnel will be stern in dealing with problems concerning candidates that might arise during the pilkada.

He urged the government to encourage the state civilian appa-ratus to remain neutral during the implementation of pilkada.

Indonesia is gearing up for the first-ever simultaneous pilkada to be held in some 269 regions, or 53 percent of the country’s entire regions.

More than 800 pairs of regional head candidates will contest in the pilkada that will elect nine gover-nors and vice governors, 224 district heads and their deputies, and 36 mayors and their deputies. (ant)

Dozens of trains to the state have been delayed this week, and on Thursday the main train station was so heavily flooded that it had to shut down operations. Singh said that railways officials convened an emergency meeting to get the station back on track quickly.

Even though hundreds of army, navy and local police and fire department res-cuers were helping evacuate those trapped

in their homes, Twitter and other social media were flooded with calls for help from across the city. Most of those still trapped were either the elderly or people with very young children.

The state government cut power to several parts of Chennai as a safety measure to prevent electrocutions. Most deaths in the last month of rains have been due to drowning, electrocution and wall collapses.

India’s main monsoon season runs from June through September, but the period between October to December — also called the retreating monsoon — brings the most rainfall to India’s southeastern coastal areas.

The extreme weather in Chennai comes as heads of state are meeting in Paris to try and work out a new treaty to limit global warming and deal with its effects. However, experts say the floods in the city are most directly linked to the El Nino weather pattern, when the waters of the Pacific Ocean get warmer than usual.

“This year saw the strongest El Nino ever recorded,” said G.P. Sharma, vice president of meteorology at Skymet, a private weather forecaster. He said that was indicative of an extremely heavy retreating monsoon. (ap)

MOSCOW — The arms trade adviser to President Vladimir Putin says Russia has begun delivering S-300 air defense missile systems to Iran, according to the Russian state news agency Tass.

Tass quoted Vladimir Kozhin as saying Thursday that the implementation of the contract for the delivery of the S-300s has begun and the deliveries have started. He didn’t provide any specifics.

Russia in 2010 froze a deal to supply advanced long-range S-300 missile systems to Iran, linking the decision to U.N. sanctions. President Vladimir Putin lifted the suspension earlier this year following Iran’s deal with six world powers that curbed its nuclear program in ex-change for relief from international sanctions. Officials said last month that Russia and Iran finalized the contract for their delivery.

The S-300 deal has long worried Israel and other countries in the region, as well as the U.S., which see it as destabilizing. (ap)

COPENHAGEN, Denmark — Denmark is vot-ing in a referendum on whether to have closer ties with the European Union or continue a decades-old opt-out from justice affairs that would end ties with Europol, even as the European law-enforcement agency is preparing to increase its role in fighting terrorism.

Last week, the 28-member bloc changed the role of the European police agency, including banning opt-outs from EU justice policies for full members. The California chapter of the Council on American-Islamic Relations (CAIR) denounced the killings. Farook’s brother-in-law, Farhan Khan, said he had no clue what prompted the carnage. “I am in shock that something like this could happen,” a visibly shaken Khan told a press conference organized by CAIR.

WASHINGTON — The Federal Reserve says the U.S. economy grew at a modest pace this fall, lifted by higher consumer spending and more home sales and construction.

The Fed said Wednesday in its latest snapshot of the economy that nine of its 12 regional banks reported growth was modest or moderate from early October through mid-November. The New York Fed said growth leveled off, while it slowed in Boston and was mixed in Kan-sas City.

The Fed’s report suggests that healthy

consumer spending is offsetting overseas headwinds that have weighed on U.S. manufacturers.

The report, known as the Beige Book, is released eight times a year and consists of anecdotal reports from businesses in each of the 12 districts.

It will be used for discussion when the central bank next meets Dec. 15-16. Fed officials at that meeting are widely expected to raise interest rates for the first time in nine years.

In a speech Wednesday, Federal Re-serve Chair Janet Yellen signaled that a

rate increase is likely, provided that the economy continues to grow at its current pace and hiring stays healthy.

The November jobs report will be released Friday, and economists forecast that it will show that employers added 200,000 jobs, while the unemployment rate remained 5 percent.

All 12 of the Fed’s districts reported that hiring picked up in the past two months. Many, however, said that the job gains were driven by temporary and entry-level positions that were filled by staffing firms. (ap)

“Without the Gulf group, there can be no effective OPEC agree-

ment,” IHS Energy said in a report ahead of Friday’s meeting.

OPEC has been pumping above its collective target of 30 million barrels per day as its influential members led by Saudi Arabia try to maintain their share of a highly competitive market.

FRANKFURT - The European Central Bank is widely expected to step up efforts to kick start chronically low inflation in the euro area at a meeting Thursday, but analysts warn the measures could fall short of market expectations.

At the ECB’s last monetary policy meeting of the year, president Mario Draghi is set to announce a beefing up of the bank’s controversial bond purchase programme, known as QE, and a possible cut in key interest rates, already at historic lows, analysts say.

In a bid to bring eurozone inflation back up to levels conducive to healthy economic growth, the ECB has already unleashed an unprecedented series of easing measures.

It has slashed borrowing costs, made vast amounts of cheap loans available to banks and most recently embarked on a programme to buy around 60 billion euros of sovereign bonds each month until at least September 2016.

But area-wide inflation is still stubbornly low, standing at just 0.1 percent in November, far below the ECB’s target of just under 2.0 percent.

ECB watchers therefore believe a new round of action is a done deal.

Andrew Cates at the Royal Bank of Scotland said he was pencilling in a further reduction in the ECB’s deposit rate, already in negative territory at minus 0.2 percent and an increase and extension of the QE (quantitative easing) programme.

“We expect the ECB to deliver a deposit rate cut to minus 0.4 percent, the monthly asset purchase pro-gramme to rise to 85 billion euros and an extension of the programme to March 2017,” he said.

“Following a succession of dovish signals from ECB officials in recent weeks, and most notably from Draghi, we think anything less than this would risk disappointing market expectations,” he said.

“Santa Mario is coming to Euroland,” said ING DiBa economist Carsten Brzeski.

“After six weeks of speculation and anticipation, we expect Draghi to present a package of rate cuts and additional QE, for the Euroland’s sake,” he said. (afp)

He also confirmed that the water crisis at his subak area is the first

time. To avoid crop failure, local farmers make the efforts by apply-ing irrigation in turn. Unfortunately, this solution does not give positive results. “The irrigation in shifts does not work. Our paddy plants remain to die,” he said.

On this condition, Tantra claimed that he can only surrender and wait for the rains to be able to do the planting. Similarly he said that the drought caused him to suffer losses to millions of rupiahs. “I have spent operating costs a lot. Now, the rice faces crop failure. The losses are moderately great,” he said.

Searchers have been combing a 120,000-square-kilometer (46,000-square-mile) expanse of the Indian Ocean since October last year but have yet to turn up any trace of Malaysia Airlines Flight 370.

A wing flap found in July on the other side of the Indian Ocean when it washed up on remote Reunion Island is the only debris recovered. The new analysis by a Defense Department agency confirmed “the highest probability” the final resting place for the plane was within the southern end of the search zone.

Two ships towing side-scan so-nar have continued the search dur-ing the harsh southern hemisphere winter months. A third ship will join the search in the new priority area on Saturday, said Australian Transport Safety Bureau chief com-missioner Martin Dolan, who runs the search on behalf of Malaysia.

The latest ship is equipped with a video camera inside an underwa-

ter unmanned submarine that can examine rough terrain and objects of interest detected by sonar that require a closer look.

A Chinese ship will join the search in late January equipped with Synthetic Aperture Sonar, state of the art technology that provides higher resolution images than the standard sonar now being used, Dolan said.

Some experts have been critical that the sonar was not used through-out the search and have questioned whether wreckage might have already been overlooked.

Dolan said about 4 percent of the area already searched would have to be searched again because of gaps in the sonar mapping and because some objects that had been detected could not yet be ruled out.

About 54,000 square kilometers (21,000 square miles) of the 98,000 square kilometers (38,000 square miles) of the highest-priority search

zone have already been searched, the bureau’s search director Peter Foley said. That area is 2,800 kilometers (1,700 miles) southwest of the Aus-tralian port of Fremantle. Foley said the Synthetic Aperture Sonar and the camera would be used to examine a trench that runs north-south through the high priority zone, the Geelvinck Fracture Zone.

“It’s very, very difficult terrain. Very steep drop offs. It’s pretty bad,” Foley said. “A lot of the area is hard and rocky and that’s the hardest place to search.”

The latest analysis by a team of mathematicians and a satellite expert will likely be the last of the scant satellite clues that have been used to track the airliner’s final hours after it disappeared from radar on March 8, 2014, during a flight from Kuala Lumpur, Malay-sia, to Beijing. One of the engines sent an hourly signal to a satellite and a final signal when it apparently ran out of fuel.

Team leader Neil Gordon said dozens of flights around the world were tracked to fine tune the analy-sis of these engine signals and to test the accuracy of their methodol-ogy.(ap)

PHNOM PENH, Cambodia — A Cambodian court sentenced an unlicensed medical practitioner to 25 years in prison Thursday after finding him responsible for infecting more than 100 villagers with HIV, the virus that causes AIDS, by reusing unsanitized syringes. At least 10 of the infected people have died.

Yem Chrin was found guilty of cruel behavior resulting in death, intentionally spreading HIV and practicing medicine without a license, said a spokesman for the court in the northwestern province of Bat-tambang. His trial was conducted over five days in October.

Yem Chrin, 56, was arrested last December and taken into protective custody, with authorities fearing he might be lynched by residents of Roka village, where at least 106 of 800 people tested were found to be infected with HIV. Local newspapers reported the total was 300. He insisted he meant no harm and was only trying to help people in the community where he practiced from 1996 to 2014.

The infected patients ranged in age from 3 to 82 and included Bud-dhist monks. Cambodia had a high HIV prevalence rate of 2.0 percent in 1998, but an aggressive campaign to promote safe sex brought the figure down to an estimated 0.7 percent last year, according to the U.N. agency that spearheads the worldwide fight against AIDS.

Cambodia, one of the world’s poorest countries, has inadequate health care facilities, especially in rural areas, where villagers often have no recourse but to rely on unlicensed medical practitioners who have trained themselves to treat minor ailments and give injections.

The court also ordered Yem Chrin to pay a fine to the state and dam-ages to the victims. He was barred for life from practicing medicine again, the court spokesman said.

The charge of cruel behavior resulting in death was a step down from the murder charge he originally faced, which would have made him liable for life imprisonment. Defense lawyer Em Sovann said he had not yet consulted with his client on whether to appeal the sentence.(ap)

AMLAPURA - In the near future, the town of Amlapura will be arranged. Center of the ar-rangement will start from the catus pata or central intersection of Amlapura and surrounding areas by building a number of supporting infrastructures as a heritage town. With the budget of IDR 5 billion from the Ministry of Public Works and Public Housing, it is confirmed to realize next year.

The Head of the Karangasem Regional Devel-opment Planning Board (Bappeda), Ketut Sedana Merta, accompanied by Spatial Planning Subdivi-sion Head I Nyoman Siki Ngurah said that in accor-dance with the detailed engineering design (DED) the budget was originally drafted at IDR 15 billion. However, the funding disbursement from central government to Karangasem will be made gradually. Next year, a total of IDR 5 billion will be disbursed from working unit of the Settlement Area Develop-ment, Directorate General of Human Settlement, Ministry of Public Works and the Public Housing Affairs. Last week, he admitted to have presented this plan to central government. Then, the team of central government has gone down to check the location of the town heritage of Karangasem, where Karangasem belongs to heritage town of category A. In other words, it includes in the best 10 heritage towns in Indonesia.

Selection of the catus pata as the beginning of the arrangement, he said, has been in conformity with the input of cultural and historical figures in Karan-gasem. His agency also actively made coordination with royal palace and the Karangasem customary village. It is the location of zero point of Amlapura serving as the meeting point of sky and the earth, which has always been used to perform mecaru or animal sacrifice in the town of Amlapura. The location is just between the Puri Gede reflecting the social and cultural aspect; Puri Agung reflecting the central government; Pura Madura reflecting the history and Pura Kelodan serving as the center of literary development. “In other regions, the catus pata is identical to statue, but our catus pata serves as the zero point of the town center,” he explained.

As the arrangement process, it will be built a number of infrastructures such as square, the return of the functions of public spaces like pedestrian, sport venues, heritage town gates to different side-walk from other towns. “With this arrangement, the town center will be more visible and looks more obvious,” said Siki Ngurah.

He delivered that physical work will start next year. Currently, the arrangement is focused on the area outside the royal palace, while the arrange-ment inside the royal place is recognized to still be constrained by asset status. Nevertheless, since it is built in stages, the planning process has been carried out completely, so that it just needs to implement every year with the joint commitment of central government.

Earlier, for this year the central government has disbursed IDR 5 billion for the asset arrangement of Tenganan Pegringsingan heritage town. Such amount of budget will be used to repair some supporting tourism facilities, without changing the heritage elements. Tenganan Pegringsingan has been registered as a heritage town asset since 2011. Karangasem is one of the 16 heritage towns in Indonesia. Related to heritage asset utilization, previously it has been held the Tenganan Pegringsin-gan Heritage Exhibition in 2013. Or so they say — they being color analysts, who span the globe in search of trends. Rose Quartz is a pale pink and Serenity is close but not quite what once was referred to as baby blue.

In fact, Pantone believes the blend reflects a gender neutrality that has strengthened over the last year or so and is sure to carry through to 2016 and beyond, said Laurie Pressman, vice president of the institute, based in Carlstadt, New Jersey.

It’s the first time Pantone has picked two colors of the year since it debuted the des-ignation in 1999.

“This is a fusion of two shades,” Pressman said in a recent interview. “Rose Quartz is a warm and em-bracing gentle rose tone that conveys compassion and a sense of composure. Serenity reflects a mindset of inner peace.”

Those things, she said, are in short supply.

“Our lives are stressful, and what we’re seeing is consumers trying to cut out that noise by balancing the fast pace, their fractured lives, their hurried lives, with some downtime and some calm, and the oppor-tunity to just switch off,” Pressman said.

But there’s more to the pairing than a desire for emotional nourishment, more quiet and more re-laxation.

“There’s a calmness, but there’s also a hap-piness to it,” Pressman said.

In travels to home and interior design shows around the world, Pantone came up with examples of the two colors in lighting, kitchen wares and home accents such as throw pillows for the living room and sets of bedding.

Nowhere are the two colors stronger than in fashion — as seen on the streets, on the backs of celebrities and on catwalks around the globe, she said.

Chanel put the two together in its haute couture collection for fall 2015. Prada did the same for spring/summer, as did Fendi. Thom Browne put the color merge front and center for his 2016 resort collection for women,

while Richard James and Roberto Cavalli used the two together for men on spring 2016 runways.

NEW YORK — Serenity now, people, with some Rose Quartz mixed in. The experts at the Pantone Color Institute have chosen not one but two colors of the year — named thusly — in a complementary pairing that spans fashion, media, packaging, housewares and a desire for more tranquility and calm in actual life.

SINGARAJA - To maintain the sanctity of temples in Bali is not an easy matter. It needs a shared awareness with all the components of the Hindus. Lately, many temples are often made into tourist object to be visited. Due to erroneous interpretation of tourist guides, they are not even half-hearted to escort guests to temple main area. This condition is inversely proportional to what has been done by the pengempon or supporting devotees of Pura Bukit Pucak Sinunggal at Tajun customary village, Kubutambahan.

The supporting devotees expressly prohibit foreign travelers from entering the innermost courtyard of the temple just to take a photo, and not to pray.

The understanding on the temple sanctity and unique-ness should be instilled early. Bali Island with a variety of contents is a blessing and it is made sacred by the Hindus. It is without exception for the temple used to say prayers and worship the sanctity of God. Prohibition of foreign travelers from entering the innermost area of the temple main area is intended for taking photographs, not for saying prayers. As evidence, the supporting devotees of the temple put a high awareness of the temple sanctity and its contents.

“If there are foreign travelers to enter the temple not for saying prayers, but only taking photographs, we still do not give permission. It is intended to maintain the sanctity and uniqueness of the temple along with the residing deities. Temple sanctity should be main-tained and do not let the taksu (divine vibration) and the energy decline,” said Jro Made Kerta, the priest of Pura Bukit Pucak Sinunggal at Tajun customary village, Wednesday (Dec. 2) coinciding with the celebration of Pagerwesi Day.

Supporting devotees maintain the temple sanctity with the hope that it will survive physically and psychi-cally. The prohibition for foreign travelers from enter-ing the temple if they just take photographs, not to say prayers, has been imposed through generations. “The regulation prohibiting foreign visitors from entering the temple (unless for saying prayers—Ed) is meant to maintain the sanctity of the temple having been in force from generation to generation. This temple is guarded by the ancestors from time immemorial,” he said.

Foreign travelers are only allowed to make a visit until outside the temple area, and not allowed to enter. At least, through this rule the temple sanctity is better maintained. Moreover, it coincides with the celebra-tion of Pagerwesi, where people are taken to improve their faith and devotion. “If there are guests making a visit, they can only do it outside the temple and does not get into the innermost temple courtyard,” he said. EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and some-times painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, car-rying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Salain stated high unemploy-ment rate among the educated can be caused by incompatibility of the study program developed at universities with the job markets available. For example, the current job markets tend to demand for

graduates that are really ready to work like the graduates of polytech-nic and the like, while prospective workers supplied by universities are largely with bachelor academic specification that are actually pre-pared to be a thinker.

Rumawan Salain asserted that this phenomenon does not only happen in Bali but also poses a national problem. To make this

condition proportionate, of course, the format of higher education in Indonesia must be amended. If previously higher education tends to be directed to become a thinker, this format must be shifted where the programs put forward are more directed to produce professionals. Nevertheless, he said, it does not necessarily mean that prospective workers with bachelor specification

actually prepared to be a thinker cannot compete for the existing job markets. However, they are obliged to equip themselves with skills, ex-pertise and life skills beyond their major at higher education.

Similar opinion was also ex-pressed by an education observer, I Putu Sarjana. Academically, he said that graduates of higher education averagely have adequate knowl-edge corresponding to their field. Unfortunately, they are often not supported by adequate insights and skills. As a result, the creativity and innovation incidentally becoming a key requirement to entrepreneur-ship is finally unrevealed. “In the future, the educational curriculum at universities must also be directed to produce prospective reliable entrepreneurs. So, they are not only focused on finding job after graduation but also creating job op-portunities for them,” he said.

Considering the very central role of teachers, Widiada agreed if teachers shall be guaranteed with a decent living due to their profession as the profession in other fields. By doing so, the program of teacher professionalism is not limited to only labeling because the rights and obligations must be balanced. This senior figure from Puri Pe-guyangan (Denpasar) also hoped the government through the Educa-tion Agency both at provincial and district / municipal level to help teachers improve their capability to design and carry out a research so that they can independently resolve the problems faced in implement-ing learning process. Definitely, the relevant agency must design a workshop through well-prepared and systematic measure for that purpose.

“If a research has been famil-iar for teachers, of course, it will encourage the emergence of in-novations in education carried out by teaching practitioners directly involved in the education,” he said. (ian)

school management hiring non-permanent teachers is also obliged to pay attention to their welfare. The school may not constantly argue that non-permanent teachers do not work based on the spirit of devotion so that the salary issue is not important.

“In principle, when hiring non-permanent teachers it means that the school must be ready to pay attention to their welfare,” he said.

Furthermore, Putra Wijaya also asked the Indonesian Teachers As-sociation (PGRI) at all levels to struggle for the welfare of the non-permanent teachers. At the very least, the organization must struggle for the salaries of non-permanent teachers that can meet the regional minimum salary (UMR) applying in the district / municipality where the non-permanent teachers serve. “It will be better if the minimal standard salary of non-permanent

teachers is set forth in the Regional Bylaw (Perda). By doing so, there is a legal instrument so that the non-permanent teachers can also get a decent life,” he said.

Considering the school manage-ment has different ability to hire non-permanent teachers, Putra Wijaya also hoped the district / municipal government in Bali to be able to allocate funds for incentives / al-lowances for non-permanent teach-ers. This allowance is necessary to supplement the salaries prepared by school so that the overall salary can meet eligibility standards.

“Non-permanent teachers also

play important role in improving the quality of education like what civil servant teachers and permanent teachers of foundation employed at private schools do. On that account, they are also entitled to get a decent income,” he warned.

As reported earlier, the welfare of non-permanent teachers remains to become an unresolved problem. There is a wide gap between the non-permanent teachers and teach-ers with the status as civil servant. SALAry of the non-permanent teachers serving at a number of schools in Bali is still considered too low. Moreover, a teacher at one of the kindergartens in Klungkung is only paid at IDr 150,000 per month by the school management. This condition is certainly very worrying because it is considered so far under the feasible category. In response to this, an education observer, Dr. I Made Gede Putra Wijaya, urged the government to immedi-ately establish the minimal standard salary for non-permanent teachers in Bali.

MIAMI — Legendary rocker Lenny Kravitz’s photo exhibit was never meant to turn out the way it did. While shooting photos on his days off from touring, Kravitz set out hoping to capture soulful photographs and people in their everyday environments. But each time he stepped out with his cam-era, fans followed and paparazzi flocked.

“It started out being a real nui-sance because I wanted to shoot. I wanted time to do my thing and be anonymous,” Kravitz told The Associated Press during a personal tour of his exhibit Wednesday. The black and white collection titled “Flash” runs through Dec. 6 as part of Art Basel Miami Beach.

He blames the social media craze for people forgetting basic manners and respect for one an-other.

“It’s really weird that people feel they have a right to invade your space in any kind of way.”

After several frustrating en-counters, the rocker turned the camera on the crowds and started clicking — almost a joke at first. But then something changed.

“Life and art is about accepting and taking what you’re organically given ... this is what life is bringing me at this moment, don’t be pissed off about it.”

As he developed the photos, he found himself no longer categoriz-ing the people, but sensing their individual stories in their eyes, expressions and moods.

“I just began to really look into the people” and found “curiosity, happiness, pain, intrigue ... frustra-tion, love, everything, just people, human emotions.”

Kravitz is among dozens of

celebs, including Hilary Swank, Sylvester Stallone, Eva Longoria and Katie Holmes, who are in town for the prestigious art fair, which is an extension of the annual con-temporary art fair in Basel, Swit-zerland. The fair officially opens Thursday, but many independent fairs and star-studded parties are already underway.

Kravitz, who has lived in Mi-ami on and off for decades, said the exhibit also speaks to the cul-ture’s obsession with documenting everything from food to nail art, yet often don’t realize the human connections they’re giving up in return.

It “shows me how lonely and empty and hurt and unloved people feel,” he said, looking every bit a rock star in a suede leopard jacket, blue paisley button down and char-acteristic sunglasses. (ap)

“It’s so nice for all of us as a company to experience the digital come to life in brick and mortar, and to be able to bring the whole lifestyle piece to an actual physical store,” Paltrow told The Associated Press.

Among the beauty products, housewares and other goods se-lected by Paltrow for the shop is a playful collection of sparkly, star-adorned dresses, jackets, sneakers and accessories from Valentino creative directors Maria Grazia Chiuri and Pierpaolo Piccioli for the capsule collection dubbed Val-

entino x goop. They’re displayed in the shop under a bright Wonder Woman mural.

“I think of the Wonder Woman aesthetic being like Goop in a dream,” Paltrow said. “It’s kind of like the highest possible end of what we do, you know. And it’s fantasy in a way. It’s really high fashion and it really embodies the luxury aspect of the business.”

She said busy moms like herself must be Wonder Women on a regu-lar basis.

Paltrow said she enjoyed Thanks-giving with her “consciously un-

coupled” ex Chris Martin and their kids, along with singing on Cold-play’s track “Everglow” from the band’s upcoming album.

“We had a really nice time,” she said.

As for Christmas, Paltrow hadn’t given much thought to what she’d like as a gift.

“I wouldn’t mind something from the Valentino collaboration, and I really like that new Apple Watch, the Hermès Apple Watch. I got my eye on that,” she smiled.

Paltrow wore one of the Valen-tino pieces, a tulle mini-dress.

It’s not the first Goop pop-up. The company has set them up in Dallas and Chicago in the past.

“It’s a lot of work getting it to-gether for such a short amount of time, but we have a great time doing it,” Paltrow said. (ap)

Late response is feared to result in the marginalization and loss of competitiveness of the local labor in Bali. Moreover, the majority of foreign workers have better work ethic and discipline as well as skills needed by businesses or industries in Bali.

According to Rumawan Salain, all the components in Bali must immediately make self-improvement in order to be ready to face the free and extremely competitive era. A similar com-mitment should also be carried out by institutions of higher education including vocational high school (SMK) incidentally posing the producer of labor can-didates. One of the strategies to be taken is synchronization of educational curriculum package with the demand of job market so that the graduates are really ready to compete.
