Speed played a role in the one-car crash that killed “The Fast and the Furious” actor Paul Walker in Southern California on Saturday, the Los Angeles County Sheriff’s Department said.

Walker, 40, was a passenger in the red 2005 Porsche Carrera GT that crashed into a utility pole and burst into flames in the city of Santa Clarita on Saturday afternoon.

“Speed was a factor in the solo vehicle collision,” the Los Angeles County Sher-iff’s Department said in a statement.

Deputy Mark Pope said the accident was under investigation and he did not know how fast the car was going.

The Los Angeles Times identified the driver as Roger Rodas, 38, a friend of Walker’s who owned Always Evolv-ing, an auto dealership and racing ser-vices company. The sheriff’s department would not confirm that. The company could not be reached for comment on Sunday.

In a message on its Facebook page,

the company posted a message that said, “Thank you all for your condolences and prayers while we mourn the loss of our loved ones.”

The blond-haired, blue-eyed Walker was in five of the six “The Fast and the Furious” films about illegal street racing and heists. A seventh installment was in development, according to Universal, the studio behind the franchise. Walker played law enforcement official Brian O’Conner in the movie series.

WTO chief Roberto Azevedo implored trade ministers to reach a modest agreement on key trade is-sues on the Indonesian resort island of Bali, in hopes it will keep alive a stumbling 12-year-old effort to slash international trade barriers.

“It is there for the taking. It is a matter of political will,” Azevedo

said during an appearance ahead of the four-day summit’s opening at 3 p.m. (0700 GMT).

In an opinion piece in the Wall Street Journal, Azevedo called the 159-member group’s gathering “the most important World Trade Organisation meeting in years”.

“At stake is not only a package

of measures to boost the global economy... but also the role of the WTO and the multilateral trading system in global economic gover-nance,” he said in an editorial in the Wall Street Journal.

In 2001, the WTO launched the “Doha Round” of talks in Qatar, seeking to overhaul the world trading system by setting a global framework of rules and tearing down barriers. Various estimates say it could create tens of millions of jobs and perhaps $1 trillion in new economic activity.

But protectionist disputes be-

tween rich and poor countries -- as well as the WTO’s insistence that any accord be unanimous -- has made a deal elusive.

Retreating for now from Doha’s lofty aims, the WTO has instead put forward a limited “Bali package” on specific issues.

Azevedo hopes an agreement on that package can keep the Doha Round on life-support for a later push.

But the Bali measures have hit snags, most notably India’s insis-tence that it be allowed to offer sub-sidies to its millions of poor farmers

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

100% of the money raised went to the Charity Effort.

The Charity Bazaar enables Bali Dynasty’s employees to demonstrate their caring for others by giving a little some-thing to those less fortunate. The bazaar is scheduled to take place every quarter so should you have anything to donate please drop them off at reception.

HUNDREDS of children and young people in spooky decora-tion by bringing palm leaves held a procession accompanied with sacred barong effigy. They played gamelan, bamboo split drum and household utensils to generate sounds. Besides, in the ngedeblag procession at Ke-menuh customary village, Sukawati, Gianyar, was also involved a march-ing band to accompany the barong ef-figy in performing street show around the village, Monday (Dec 2).

“To generate a louder voice, we at-tempt to use the equipment of march-ing band around the village. Not bad, it is enough to attract the attention,” said I Gede Perama, coordinator of the marching band.

Gede Perama mentioned that in line with the dynamics of life in the community a number of changes occurred to the ngedeblag proces-sion held every year. They ranged from makeup to musical instrument utilized. In the past, our predecessors

commonly used kitchen utensils and other tools such as a bucket or other secondhand goods. “We are confi-dent the essence is that people try to generate rumbling noises. On the basis of such consideration, we take the liberty to use the equipment of marching band,” he said.

Meanwhile, a customary figure of Kemenuh, IB Putu Alit, said that local community called the sacred procession by ngedeblag ritual. By parading the sanctified barong

effigy, they surrounded the village to neutralize any negative spirits. Hopefully, the residents could be protected from any natural disasters and disease outbreaks. The ritual had been held through generations every November to December. It was held during that period because it was considered a disastrous season such as the occurrence of floods, landslides, emergence of many flies or diseases. He added the ritual was also followed by parading a pair of

sanctified barong effigy around the village. Every time passing the end of the village, the pair of the barong would be consecrated.

At the intersections, house-wives welcomed the procession with the offerings. “Our people believe that nature was angry because humans had littered. On that account, residents begged for forgiveness and promised to always maintain the balance of nature,” he concluded. (dar)

In order to prevent the widespread transmission of HIv/AIDS among the students, schools were urged to intensify the AIDS and drug care group (KSPAN) activities in their respective school. An observer of education, Putu Sarjana, revealed the matter.

prevent the rising cases of HIV/AIDS and drug abuse. As an educator, he was deeply concerned with the HIV/AIDS case and drug abuse among children belonging to age group of 5-14 years and 15-19 years in Bali posing the age group of school student continuing to increase. “HIV/AIDS and drug abuse

are serious threats to the youth of na-tion. Through this AIDS and drug care group activity, we expect the students to be more aware of the HIV/AIDS and drug hazards so they are moti-vated to avoid the risky behaviors to be infected by the deadly disease,” he affirmed. (kmb13)

“Multilateral trade will be vulner-able if there are no agreements made during the meeting and the WTO’s policies are questioned,” Indonesian Trade Minister Gita Wirjawan said.

Moreover, after 12 years of the Doha rounds not resulting in anything, the WTO’s member countries are ex-pected to reach an agreement in Bali this time, Gita added.

“The Doha Rounds have been go-ing on for 12 years and it would not work if the final agreement is not made here in Bali,” said Gita.

Gita further stated that so far there had been countries, whose agreements should have been resolved without prior approval, but there was also an agreement that states must do so as a whole.

Indonesia as the event’s host is obliged to bridge the interests of the poor, developing and developed coun-tries through the Bali Package, which contains three main issues.

“The Least Developed Countries’

bargaining issue has been agreed upon by 159 member countries,” said Gita.

Indonesia will push for one of the points agreed upon in the Bali Package if the ninth WTO Ministerial Meeting faces another deadlock. The Bali Pack-age contains several points in the favor of Trade Facilitation, Agriculture and the Least Developing Countries.

Some things that have been agreed upon the Least Developed Countries’ negotiations during the WTO General Council in Geneva include Simplified Rules of Origin, Waiver Services, Duty Free Quota Free and Market Access to Cotton.Heavier negotiations are still going on to finish the whole Bali Package. But the points on agriculture and trade facilitation are still need to be deliberated upon.

Under these conditions, the nego-tiations for the Bali package settlement proposals must have been completed in Geneva, and in the end brought to Bali so that a decision by 159 ministers can be taken.

AntaraKUTA - The World Trade

Organization’s (WTO) Deputy Director General Karl Brauner has appealed to the parliaments of member states to use their political influence during the WTO ministerial conference, which will be held in Bali from Dec. 3 to 6.

“I hope that your parliament will use its political influence here,” he said at the WTO parlia-ment conference in Kuta, Bali, on Monday.

Under the leadership of Direc-tor General Roberto Azevedo, the WTO had ensured a transparent discussion on international trade policies, he said.

“WTO is open to criticism including complaints about the green room, whose members are elected ambiguously and se-cretly,” Brauner stated.

He further added that such patterns had been abandoned. “Any time we hold a discussion, we involve 200 people by show-casing concepts transparently and allowing them to review any revision word by word.”

The pattern of interaction among the WTO members in the past was not as good as now.

“Those sitting in the WTO in Geneva work hard every day. We work even on Saturdays and Sundays,” Brauner stated.

It is very likely that the WTO ministerial conference will agree to poor countries’ demand of be-ing allowed to export and import different commodities, except armaments.

NUSA DUA - Developing countries in the G-33 (Group of 33) have urged World Trade Organization (WTO) members to reach an agreement on food security proposals submitted earlier.

“In this meeting, there is deep disappointment among the mem-bers of the G-33 that the deadline to limit export subsidies by 2013 has passed. That means an agree-ment can no longer be reached in Bali,” Indonesian Trade Minister Gita Wirjawan noted here on Monday.

After the WTO’s negotia-tions in Bali, the G-33 members stressed that it was important to maintain the momentum of the ninth ministerial meeting, which saw progress in several difficult and sensitive areas.

“These proposals are impor-tant, given the increasing volatil-

ity in global food prices,” Gita added.

The role of the WTO is to en-sure that the multilateral trading system functions in a manner that is fair to every nation, thereby promoting global economic cer-tainty.

“The G-33 agreed to reforms in agriculture, and the Doha Development Agenda talks in-cluded reducing trade barriers to improve the productivity and competitiveness of millions of farmers in developing countries,” he noted.

In the pursuit of agricultural sector reforms, the meeting also stressed the need for agreement on the Special Products and Spe-cial Safeguards Mechanism to ensure that developing countries are adequately protected.

“We want to further the ne-gotiations initiated by the Doha round by balancing the interests of all member countries in the

agriculture sector. We would like to see these negotiations proceed towards becoming WTO regula-tions,” added Gita Wirjawan.

The G33 is a group of devel-oping countries that coordinates on trade and economic issues. It includes Antigua and Bar-buda, Barbados, Belize, Benin, Botswana, Bolivia, China, Cote d’Ivoire, Congo, Cuba, Domi-nica, Dominican Republic, El Salvador, Grenada, Guatemala, Guyana, Haiti, Honduras, In-dia, Indonesia, Jamaica, Kenya, South Korea, Madagascar and Mauritius.

In addition, the group includes Mongolia, Mozambique, Nicara-gua, Nigeria, Pakistan, Panama, Philippines, Peru, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and Grenadines, Senegal, Sri Lanka, Suriname, Tanzania, Trinidad and Tobago, Turkey, Uganda, Venezuela, Zambia and Zimbabwe.

Amazon.com Inc. says it’s working on the so-called Prime Air unmanned aircraft project but it will take years to advance the technology and for the Federal Aviation Administration to create the necessary rules and regulations.

The project was first reported by CBS’ “60 Minutes” Sunday night, hours before millions of shoppers turned to their computers to hunt bargains on Cyber Monday, usually the busiest Internet shopping day of the year.

Amazon CEO Jeff Bezos said in the interview that while his octocop-ters look like something out of science fiction, there’s no reason they can’t be used as delivery vehicles.

Bezos said the drones can carry packages that weigh up to five pounds (2.25 kilograms), which covers about 86 percent of the items Amazon delivers. The drones the company is testing have a range of about 10 miles (16 kilometers), which Bezos noted could cover a significant portion of the population in urban areas. Bezos told “60 Minutes” the project could become a working service in four or

five years.Unlike the drones used by the mili-

tary, Bezos’ proposed flying machines won’t need humans to control them remotely. Amazon’s drones would receive a set of GPS coordinates and automatically fly to them, presumably avoiding buildings, power lines and other obstacles.

Delivery drones raise a host of concerns, from air traffic safety to homeland security and privacy. There are technological and legal obstacles, too —similar to Google’s experimen-tal driverless car. How do you design a machine that safely navigates the roads or skies without hitting any-thing? And, if an accident occurs, who’s legally liable?

Delivering packages by drone might be impossible in a city like Washington D.C. which has many no-fly zones.

But technology entrepreneur and futurist Ray Kurzweil notes that “technology has always been a double edged sword.” “Fire kept us warm and cooked our food but also was used to burn down our villages,” says Kurzweil.

STOCKHOLM — Swedish-based Volvo Car Group has joined the race to develop self-driving cars, saying it plans to build 100 such vehicles in a pilot project. The Chinese-owned automaker said Monday it will test its “autonomous” cars on 30 miles (50 kilome-ters) of selected roads in the Swedish city of Goteborg, starting in 2017.

In what it called “the world’s first large-scale autonomous driving pilot project,” Volvo said the vehicle would assume all driv-ing functions, though the driver “is expected to be available for occasional control.”

Parking would be fully automated, allow-ing the driver to leave the vehicle as it finds a vacant spot to park by itself.

Autonomous driving is still a long way off for legal and technical reasons but in-creasingly possible by equipping cars with cameras and computers.

The unexpected reversal of strategy by the government sug-gests it no longer wants to confront the protesters after three days of clashes that have left three people dead and more than 230 injured and raised concerns about the country’s stability.

Government officials did not comment on the developments, and it was not clear if this would provide more than a lull to the violence and the crippling political deadlock that undermines Thailand’s democracy, economy and tourism.

After breaching the barriers on the road, the protesters milled outside the gates of the prime minister’s office, known as Govern-ment House, and made no attempt to go through the gray gates of the sprawling compound.

“This is a victory for us. This is a victory for the protesters,”

said Kusol Promualrat, wearing a military camouflage green jacket, standing in front of the gate. The police pulled back “because they know that if this doesn’t stop more people will get hurt, more people will die.”

On Monday night, protest leader Suthep Thaugsuban told his sup-porters to storm the Bangkok Met-ropolitan Police Bureau, one of the main buildings they have vowed to seize as part of a campaign to topple the government of Prime Minister Yingluck Shinawatra.

At the same time, Yingluck told a news conference that while she is willing to do anything it takes to end the violent protests, she cannot accept Suthep’s demand to hand power to an unelected coun-cil. Yingluck was elected with an overwhelming majority in 2011, and many observers see the protest-

ers’ demand as unreasonable if not outlandish.

In some of the worst clashes since the protests began last week, on Monday protesters commandeered garbage trucks and bulldozers, and tried to ram concrete barriers at the Govern-ment House and other offices. Police repelled them by firing tear gas, water cannons and rub-ber bullets, as protesters shot back explosives from homemade rocket launchers.

The protesters, mostly middle-class Bangkok supporters of the opposition Democrat Party, accuse Yingluck of being a proxy for her elder brother, former Prime Min-ister Thaksin Shinawatra. He was deposed in a 2006 military coup but remains central to Thailand’s political crisis, and is a focal point for the protester’s hatred.

Washington - The US Navy has deployed sophisticated surveil-lance aircraft to Japan, officials said Monday, amid rising tension over China’s territorial claims in the region.

Two P-8A Poseidon patrol jets departed Jacksonville, Florida on Friday and arrived later at Kadena air base in Okinawa, in a move that was planned before Beijing declared an air defense zone last month covering disputed islands in the East China Sea, a navy of-ficial told AFP.

“This was scheduled for a long time,” said the official, who spoke on condition of anonymity. “It’s a rotational deployment.”

Four more Poseidon aircraft are due to deploy at Okinawa later this month, the official said.

The assignment to Japan marks the first mission for the new plane, which is replacing the propeller-driven P-3 Orion aircraft that dates back to the 1960s. The P-8A planes, converted Boeing 737s equipped with advanced radar and anti-ship missiles, are designed to hunt submarines and track other vessels at sea.

On November 23, China an-nounced an expanded air defense identification zone and said air-craft would have to submit flight plans before entering the area, home to disputed islands in the East China Sea.

Japan, South Korea, Taiwan and the United States have each

sent planes into the zone without informing the Chinese, signalling their refusal to recognize Beijing’s declaration.

After sending in two B-52 bombers last week, the US mili-tary has kept up “routine” military flights in the area but there has been no hostile response from China, Pentagon spokesman Colo-nel Steven Warren told reporters Monday. “The Chinese reaction to our operations has been nor-mal,” Warren said. “We haven’t changed our operational tempo,” he added.

The deployment of the P-8 aircraft came as US Vice President Joe Biden set out Sunday on a trip to Asia which will include a visit to Beijing, where he will discuss the spike in regional tensions.

Senior US officials said Biden would convey Washington’s “con-cerns” about China’s air defense zone and seek clarity regarding its intentions. While military flights have gone ahead as planned, the US State Department has advised American commercial airlines to observe China’s demand for ad-vance notice of aircraft entering the zone.

China and Japan have been locked in a mounting territorial argument over the island chain known as Senkaku in Japanese and Diaoyu in Chinese.

Although taking no position on the sovereignty dispute, Wash-ington says it would uphold its defense treaty with Japan in the event of a conflict.

One of the traders, Nyoman Resning, demanded the Klungkung Regency on Monday to issue an official schedule when they could occupy the new building. “We do not know for sure, sir. It is just heard from fellow traders and there has been no official schedule from relevant agency,” said another trader,

Previously, the dengue cases in Bangli reached 5 cas-es (2012) and then increased to 21cases (2013). Dengue cases in Public Health Center I Tembuku increased from 2 cases to 9 cases, in Public Health Center II Tembuku increased from 5 cases (2012) to 11 cases (2013), Public Health Center I Susut increased from 5 cases to 9 cases, in Public Health Center II Susut even decreased from 9 cases to 4 cases, while in Public Health Center VI Kintamani increased from 1 case to 3 cases. “From a total of 12 Public Health Centers in Bangli County, the prevalence rate of dengue increases from 50 cases to 73 cases,” said Sudiana.

Sudiana added the most infected Bangli residents had lived in Den-pasar or those averagely had a high mobility to Denpasar. Nevertheless, to anticipate the dengue outbreak in Bangli, the Health Agency claimed to have performed preventive measures in the community. AMLAPURA - Deputy Regent of Karangasem Made Sukerana and Division Head of Non-Formal Educa-tion admitted that Karangasem had 40,000 illiterate residents, Monday (Dec 2). The age of illiterate residents was 24 years and over.

That figure, said Sukerana, was based on data of Central Statistics Agency (BPS) in 2012. The number of illiterate residents was the highest in Bali. Subawa said that his party was summoned by central govern-ment related to the large amount of illiterate population. “The illiteracy of 40,000 is categorized into remark-ably high. Most of the illiterate people are from rural or mountainous areas in Kubu subdistrict, Karangasem, while the remaining people are from Bebandem,” he said.

Subawa had confidence there was no illiteracy of 24 years and under. However, from observation with the National Children Foundation (LAB) Denpasar, a number of children from Pedahan Kaja and surrounding ham-lets were also experiencing illiteracy. Aside from living at home village, some others migrated to become a porter in the Badung Market, sell souvenir on Kuta Beach and beg. Although being illiterate or unable to read and write, they could distinguish the denominations of IDR 100,000 or IDR 20,000.

Deputy Regent Sukerana admit-ted the begging illiterate children or adults, or the illiterate adults in the mountains as in Kubu subdistrict could still distinguish the value of money. Other than poverty, the lack of paved road also triggered their dropout. “At my child-hood, walking to school along 5 km has become a commonplace, but now children are even unwilling to walk for 4 km. Osborne will deliver his so-called autumn statement before parliament at 1115 GMT on Thursday, when he will also stick to the Conservative-Liberal Democrat coalition government’s deficit-slashing strategy.

Britain is enjoying a solid eco-nomic recovery thanks to a booming property market and rebounding con-sumer expenditure despite ongoing state austerity.

“In the autumn statement I will say the job is not yet done because we have got to make sure we go on taking the difficult decisions to secure the re-covery,” Chancellor of the Exchequer Osborne said on Sunday.

The key Conservative minister pledged to deliver a “responsible re-covery”, playing down the prospect of any major tax giveaways or spending commitments.

Osborne has already unveiled plans to overhaul energy levies in a bid to lower household bills.

The move was aimed at countering a pledge from the opposition Labour

party to freeze electricity and gas prices, should it win a general election due in mid-2015.

The Confederation of British Industry, which represents employ-ers, has called on Osborne to support business investment and overhaul business rates.

Alongside Thursday’s update, the Office for Budget Responsibility (OBR) watchdog is set to upgrade its forecasts for growth and borrowing.

Six months ago, the OBR cut its 2013 economic growth forecast, blam-ing the impact of the eurozone debt crisis. Gross domestic product (GDP) was expected to grow by just 0.6 per-cent this year, followed by 1.8 percent in 2014 and 2.3 percent in 2015.

Since March, however, the nation’s economic recovery has strengthened with third-quarter growth of 0.8 per-cent -- the fastest rate in more than three years.

“With the economy expanding at its fastest pace in thirteen quarters, George Osborne will no doubt enjoy

delivering his autumn statement this time around,” Daiwa economist Emily Nicol told AFP.

“The growth forecasts of just 0.6 percent in 2013 and 1.8 percent in 2014 published by the OBR just six months ago seem bound to be revised up, to around 1.5 percent and 2.5 per-cent respectively.”

The 17-member eurozone is mean-while predicted to shrink 0.4 percent this year, before rebounding to grow 1.1 percent in 2014 and 1.7 percent in 2015, according to recent European Commission forecasts.

Nicol added that firmer British growth would increase taxation rev-enues and curb the deficit further.

Recent data showed that state bor-rowing fell in October, boosted by rising property taxation revenues as a result of recovering house prices.

The government is likely to un-dershoot its £120-billion borrowing target in the current 2013/2014 fi-nancial year, which runs from April to March.

Governor Glenn Stevens said the board judged “that the setting of monetary policy remained ap-propriate”. “The easing in monetary policy that has already occurred since late 2011 has supported in-terest-sensitive spending and asset values,” he said.

“The full effects of these deci-sions are still coming through, and will be for a while yet.”

The 1,500-year-old complex overlooking the Bosphorus is at the heart of a bitter dispute over its fate after Turkey’s Deputy Prime Minister Bulent Arinc called for it to be converted back into a Muslim place of worship.

His comments, though not offi-cial policy, have added to concerns over what critics say is the govern-ment’s increasing efforts to impose Islamic values on secular Turkish society.

And the Byzantine monument could become a political hot potato for Prime Minister Recep Tayyip Erdogan, who is seeking to shore up flagging support among conser-vative Muslims ahead of elections next year.

Hagia Sophia, which in Greek means “Holy Wisdom”, was built in the sixth century and served as an Orthodox church for centuries -- and as the seat of the Patriarchate of Constantinople -- before being converted to a mosque by the Ot-tomans in the 1400s.

Mustafa Kemal Ataturk, the founder of the modern Turkish re-public, declared it a museum in 1934 and it opened the following year.

“We are looking at a sad Hagia Sophia, but hopefully we will see it smiling again soon,” Arinc said

Istanbul’s tiny Greek commu-nity, which numbers just a few thousand, is already irked over the issue of Ankara’s insistence on reciprocal steps from Athens to improve their religious rights. “There is no need to add salt to the wound,” Vasiliadis said.

Last month, Greece flatly re-jected the idea of reviving two mosques in Athens in return for the reopening of an Orthodox clergy school in Turkey. Two other churches that also bear the name Hagia Sophia have recently been turned into mosques in Turkey.

There are already an estimated

83,000 mosques across the coun-try -- up around seven percent since Erdogan took office 11 years ago.

Istanbul itself has around 3,000, including the stunning 17th century Blue Mosque just a short distance from Hagia Sophia.

For devout Muslims, however, opening Hagia Sophia for worship is also about paying a homage to Fatih Sultan Mehmet, the Otto-man emperor who turned it into a mosque following the conquest of Constantinople and joined the first prayers in 1453.

The nationalist Islamist Great Union Party (BBP) has staged several demonstrations to seek a repeal of the ban on Muslim prayers in Hagia Sophia, part of a UNESCO World Heritage site en-compassing the Byzantine and Ot-toman treasures of old Istanbul.

Armed with a land registry cer-tificate dated 1936 that describes the complex as a mosque, BBP deputy leader Bayram Karacan claimed that its conversion into a museum was illegal.

“The fact that Hagia Sophia is a museum has never been accepted by the Turkish people... restoring it as a mosque would be akin to reclaiming sovereignty over it,” Karacan said.

Meanwhile, a top Syrian official has urged countries “to start acting” to help Damascus comply with its obligations to help destroy its arsenal, including providing armoured vehicles and equipment.

Speaking at an annual meeting of member states of the Organisation for the Prohibition of Chemical Weapons (OPCW) in The Hague, Sigrid Kaag said although Syria’s ability to make chemical weapons “has been rendered inoper-able... the most complex and challenging work still lies ahead”.

“The removal of Syria’s chemical agents for destruction outside of its ter-ritory will require tremendous coordination and collective effort,” Kaag told delegates at a five-day meeting of the 190 member states of the world’s chemi-cal watchdog.

A joint team of UN and OPCW inspectors have inspected all but one of Syria’s chemical weapons-producing sites and the OPCW has said that Da-mascus’ entire stockpile of more than 1,000 tonnes of chemical weapons has been placed under seal. Despite “significant milestones” already achieved by the joint UN-OPCW team, which has been in Syria since early October, chal-lenges remained, Kaag told delegates.

The shifting security situation in Syria -- where nearly 126,000 people have been killed since the brutal conflict broke out 33 months ago, according to latest NGO figures -- was a major obstacle facing inspectors, she said.

Kaag said although the inspection team was working hard to achieve dead-lines, there were “a number of factors outside the joint mission’s control to adversely impact... our ability to achieve objectives within mandated timelines.” For example, a recent customs strike in Beirut delayed the arrival of materials needed in Damascus by several days, she said. The OPCW earlier this month adopted a final roadmap for ridding Syria of its arsenal of more than 1,000 tonnes of dangerous chemicals by mid-2014. According to this roadmap, “priority” weapons have to be removed from Syria by December 31 and destroyed by the end of March 2014, and the rest by mid-2014.

Under the plan, resources for packaging and handling the chemical materi-als would be sent to 12 chemical storage sites by December 13 after which the chemicals would be taken to Latakia, Syria’s main port on the Mediterranean, and shipped out by February 5, a diplomatic source previously told AFP.

The OPCW on Saturday said the US has offered to destroy Syria’s most dangerous chemical weapons on a vessel at sea through a process of hydrolysis. It added that 35 commercial companies have expressed an interest in destroy-ing lower priority, less dangerous weapons. According to a US-Russia deal that headed off US military strikes against President Bashar al-Assad’s regime, Syria is to destroy its chemical arsenal by mid-2014.

NEW YORK — Energy company Hess is selling its Indonesia assets to a joint venture between PT Pertamina and PTT Exploration and Production Co. Ltd. for $1.3 billion.

Hess has been shifting away from refining and toward exploration and production. As part of that plan, it’s selling off some assets. The Indonesia assets were included in that plan.

The assets are off Indonesia’s coast

and produced an average of 15,000 barrels of oil equivalent per day net to Hess in the first three quarters of the year.

The sale is being conducted under two separate agreements with the joint venture.

Hess Corp. said Monday that it will use proceeds from the sale to continue buying back shares under an existing $4 billion program.

The deal is expected to close in 2014’s first quarter.

“Over the entire year, we won nine grands prix: eight by Jorge and one by [Rossi] Valentino in Assen, coming back to success with Yamaha.

“We were especially happy with the end of the season because we won five of the last seven races. “We [were not] able to take the title but we will be back next year.”

NEW DELHI — The Indian Box-ing Federation’s suspension will not be lifted as it has failed to call fresh elections needed for it to return to the international fold.

The International Boxing Association (AIBA), the sport’s world body, told The Associated Press by email it has “worked to try and find a way forward for boxing in India” but the process has become difficult due to problems among various factions of the IBF.

The IBF was suspended last Decem-ber for not following proper election procedures when it elevated previous president Abhay Singh Chautala to chairman of the body. It is also no longer recognized by India’s sports ministry.

The AIBA had set a Wednesday dead-line to organize new elections, but the IBF looks set to miss the deadline.

The stocky former national team defender’s appointment, a foregone conclusion after his success in the playoff, was announced after a Mexi-can Football Federation (FMF) board meeting on Monday.

MADRID - Cristiano Ronaldo has recovered from a muscle strain and is ready to return to action, the Real Madrid and Portugal forward said on Monday.

Ronaldo damaged a hamstring in Real’s La Liga match at Alme-ria on Nov. 23 and missed last week’s Champions League win over Galatasaray and Saturday’s La Liga success against Real Valladolid.

“I no longer have an injury,” Ronaldo said at an awards cer-emony in Madrid. “I have been fine for a couple of days,” added the 28-year-old, who has been on scintillating form this season.

TURIN, Italy — Juventus and Italy playmaker Andrea Pirlo is ex-pected to be sidelined until the new

year with damaged knee ligaments. Pirlo limped out of Sunday’s 1-0 win over Udinese after just 13 minutes.

Juventus says Pirlo underwent tests on Monday which revealed he

has “a second-degree lesion to the collateral medial ligament in his right knee.”

The club has not revealed how long Pirlo will be out for, but an

injury of this type normally takes at least a month to recover from.

Juventus plays Bologna, Sas-suolo and Atalanta in the Italian league before the winter break

and also has a crucial final Cham-pions League group match at Galatasaray. Pirlo has been instru-mental in Juventus winning the past two Serie A titles.

LONDON - Roy Hodgson is sanguine about the regular injury bulletins he will receive between now and next May but the England manager may pay extra attention to Wayne Rooney’s wellbeing.

When fit and focussed Rooney is unquestionably England’s key man and probably the first name Hodgson will write on his World Cup squad list for the June 12-July 13 finals in Brazil.

Yet injuries and disciplinary problems have meant that the 28-year-old, apart from Euro 2004, has not made an impact at major tournaments.

He flopped at the 2006 World Cup after recovering from a foot injury, missed several games in the

ill-fated qualification campaign for Euro 2008 through injury and was ineffective and moody in South Africa in 2010.

At the Euro 2012 finals in Poland and Ukraine, Rooney was suspended for two games after being sent off in the final quali-fier, although he did score against Ukraine to help England reach the quarter-finals where they lost to Italy.

It is hardly a roll of honour for the 28-year-old but if Hodgson’s England are to make any impact in Brazil, Rooney firing on all cylinders as he is doing at present will be vital.

“I’m very fortunate in that we’ve got senior players, of which he’s one, who do have a big influ-ence,” Hodgson told reporters at

a news conference to announce the Football Association’s new four-year partnership with Mars Chocolate. “A Wayne Rooney in this sort of form would be very good.

the Euros. Our problem in the Euros was that unfortunately he had been suspended and when he came to us, he was training when the rest of them were play-ing matches. He was desperate to play.

“Unfortunately, when we did throw him in, you would say that he didn’t live up to his reputation.”

Rooney has scored 11 goals so far this season, including one in

each of the World Cup qualifiers against Montenegro and Poland. He also netted both goals in United’s 2-2 draw at Tottenham Hotspur on Sunday.

Hodgson could be excused if he wanted to wrap Rooney in cotton wool, but knows that he will just have to keep his fingers crossed like many other interna-tional managers. “It’s damned early for me,” said Hodgson, who will fly to Brazil on Tuesday for Friday’s World Cup draw.

“If you can give me the same guarantees in April and May. He is playing excellent at the moment, he really is playing so well and I have no reason to believe why that shouldn’t continue week after week, match after match, all the way up to the

World Cup.“But we are all aware it can

change. Therefore, I do tend to adopt a bit of a sanguine attitude towards it all.

“Before the Euros we put a group of players together who we thought ‘this looks quite use-ful’ then we lost three or four of them before we kicked off. That is always a risk.

LONDON — Children as young as 8 years old have smuggled pyrotechnics into stadiums for use by adults, according to a study by English football authorities that shows the use of flares and smoke bombs is on the rise.

The Premier League, Football League and The Football Association have launched a campaign about the danger of pyrotechnics, with 86 percent of supporters surveyed saying they were concerned for their safety at matches.

Figures show that while there were only eight incidents of pyrotechnic use in the 2010-11 season across the English leagues and cup competitions, the number rose to 172 in the 2012-13 season. There were 96 incidents between August and October this season.

During a Premier League match between Aston Villa and Tottenham on Oct. 20, a linesman was struck by a lit smoke canister thrown from the stand.

The stocky former national team defender’s appointment, a foregone conclusion after his success in the playoff, was announced after a Mexi-can Football Federation (FMF) board meeting on Monday.

“In the meeting, the proposal was put forward for Miguel Herrera as national team coach with the appoint-ment of Ricardo Pelaez as sporting director,” national teams general man-ager Hector Gonzalez Inarritu said.

Herrera, whose previous appoint-ment in mid-October was only for the two-leg playoff, will take up the job at the end of the Mexican Apertura championship on Dec. 15. Mexican daily El Universal reported on its sports website (www.centraldeporti-va.com) that the FMF planned to have Herrera stay on until the 2018 World Cup in Russia.

It quoted Gonzalez Inarritu as saying: “We want a good preparation for the World Cup. You know the contracts are without an end date, we like continuity.”

Mexico fired Jose Manuel de la Torre in September following a

loss to Honduras, and his successor, Fernando Tena, stepped down after a defeat to the United States in their next qualifier. Victor Vucetich took over for the final two group games before being replaced by Herrera.

Herrera’s club America, the de-fending champions, reached the semi-finals with a 1-1 draw at their Azteca home against UANL Tigres on Sunday. America went through on the away goals rule having drawn 2-2 at UANL in the first leg and will meet Toluca.

The 45-year-old, known affection-ately as Piojo (louse), a nickname common in Latin America for a small boy or man, took charge after Mexico came within minutes of missing out on the World Cup finals for the first time since 1990.

MADRID - Cristiano Ronaldo has recovered from a muscle strain and is ready to return to action, the Real Madrid and Portugal forward said on Monday.

Ronaldo damaged a hamstring in Real’s La Liga match at Alme-ria on Nov. 23 and missed last week’s Champions League win over Galatasaray and Saturday’s La Liga success against Real Valladolid.

“I no longer have an injury,” Ronaldo said at an awards cer-emony in Madrid. “I have been fine for a couple of days,” added the 28-year-old, who has been on scintillating form this season.

“We preferred not to push things against Valladolid but I will be there for the next game for sure.”

Ronaldo netted 14 goals in his

last seven appearances for club and country before his injury and is one of the favourites to scoop the FIFA Ballon d’Or when the footballer of the year award is announced next month.

The former Manchester United man was the last player to win in 2008 before Barcelona’s Argen-tine forward Lionel Messi took the next four.

“I am on good form,” Ronaldo said. “It’s possible that it is the best start to the season of my ca-reer but the past few years have also been very good.”

Real’s next match is a King’s Cup last 32, first leg at third-tier Olimpic de Xativa on Saturday and they play at FC Copenhagen in the Champions League the fol-lowing Tuesday. The nine-times European champions are already through to the last 16 as Group B winners.

TURIN, Italy — Juventus and Italy playmaker Andrea Pirlo is ex-pected to be sidelined until the new

year with damaged knee ligaments. Pirlo limped out of Sunday’s 1-0 win over Udinese after just 13 minutes.

Juventus says Pirlo underwent tests on Monday which revealed he

has “a second-degree lesion to the collateral medial ligament in his right knee.”

The club has not revealed how long Pirlo will be out for, but an

injury of this type normally takes at least a month to recover from.

Juventus plays Bologna, Sas-suolo and Atalanta in the Italian league before the winter break

and also has a crucial final Cham-pions League group match at Galatasaray. Pirlo has been instru-mental in Juventus winning the past two Serie A titles.

LONDON - Roy Hodgson is sanguine about the regular injury bulletins he will receive between now and next May but the England manager may pay extra attention to Wayne Rooney’s wellbeing.

When fit and focussed Rooney is unquestionably England’s key man and probably the first name Hodgson will write on his World Cup squad list for the June 12-July 13 finals in Brazil.

Yet injuries and disciplinary problems have meant that the 28-year-old, apart from Euro 2004, has not made an impact at major tournaments.

He flopped at the 2006 World Cup after recovering from a foot injury, missed several games in the

ill-fated qualification campaign for Euro 2008 through injury and was ineffective and moody in South Africa in 2010.

At the Euro 2012 finals in Poland and Ukraine, Rooney was suspended for two games after being sent off in the final quali-fier, although he did score against Ukraine to help England reach the quarter-finals where they lost to Italy.

It is hardly a roll of honour for the 28-year-old but if Hodgson’s England are to make any impact in Brazil, Rooney firing on all cylinders as he is doing at present will be vital.

“I’m very fortunate in that we’ve got senior players, of which he’s one, who do have a big influ-ence,” Hodgson told reporters at

a news conference to announce the Football Association’s new four-year partnership with Mars Chocolate. “A Wayne Rooney in this sort of form would be very good.

the Euros. Our problem in the Euros was that unfortunately he had been suspended and when he came to us, he was training when the rest of them were play-ing matches. He was desperate to play.

“Unfortunately, when we did throw him in, you would say that he didn’t live up to his reputation.”

Rooney has scored 11 goals so far this season, including one in

each of the World Cup qualifiers against Montenegro and Poland. He also netted both goals in United’s 2-2 draw at Tottenham Hotspur on Sunday.

Hodgson could be excused if he wanted to wrap Rooney in cotton wool, but knows that he will just have to keep his fingers crossed like many other interna-tional managers. “It’s damned early for me,” said Hodgson, who will fly to Brazil on Tuesday for Friday’s World Cup draw.

“If you can give me the same guarantees in April and May. He is playing excellent at the moment, he really is playing so well and I have no reason to believe why that shouldn’t continue week after week, match after match, all the way up to the

World Cup.“But we are all aware it can

change. Therefore, I do tend to adopt a bit of a sanguine attitude towards it all.

“Before the Euros we put a group of players together who we thought ‘this looks quite use-ful’ then we lost three or four of them before we kicked off. That is always a risk.

“So when Daniel (Sturridge) gets injured now I suppose in one way I am sorry he can’t play, but another part of me thinks ‘better now than later.’”

Sturridge earned a ticking off from Liverpool manager Bren-dan Rodgers when he declared himself fit to play for England against Germany in a friendly last month despite a dead leg.

LONDON — Children as young as 8 years old have smuggled pyrotechnics into stadiums for use by adults, according to a study by English football authorities that shows the use of flares and smoke bombs is on the rise.

The Premier League, Football League and The Football Association have launched a campaign about the danger of pyrotechnics, with 86 percent of supporters surveyed saying they were concerned for their safety at matches.

Figures show that while there were only eight incidents of pyrotechnic use in the 2010-11 season across the English leagues and cup competitions, the number rose to 172 in the 2012-13 season. There were 96 incidents between August and October this season.

During a Premier League match between Aston Villa and Tottenham on Oct. 20, a linesman was struck by a lit smoke canister thrown from the stand.

And while Jarvis believes Loren-zo’s injuries and a mid-season dip contributed to those deficits, he says Yamaha must find all-round gains in order to keep the pace with Honda.

Jarvis said he had been especially pleased with Yamaha’s end to 2013, as Lorenzo won five times over the final seven races to take the title fight to the wire. “Of course we prefer to be first, but second and such a good performance is great,” he added.

“Over the entire year, we won nine grands prix: eight by Jorge and one by [Rossi] Valentino in Assen, coming back to success with Yamaha.

“We were especially happy with the end of the season because we won five of the last seven races. “We [were not] able to take the title but we will be back next year.”

NEW YORK — Paul Pierce will be out two to four weeks with a broken bone in his right hand, the biggest loss yet for the injury-plagued Brooklyn Nets.

The team said Monday that Pierce had been diagnosed with a non-displaced fracture of the third metacarpal of his right, shooting hand. He was hurt Friday in the first half of a loss at Houston.

NEW DELHI — The Indian Box-ing Federation’s suspension will not be lifted as it has failed to call fresh elections needed for it to return to the international fold.

The International Boxing Association (AIBA), the sport’s world body, told The Associated Press by email it has “worked to try and find a way forward for boxing in India” but the process has become difficult due to problems among various factions of the IBF.

The IBF was suspended last Decem-ber for not following proper election procedures when it elevated previous president Abhay Singh Chautala to chairman of the body. It is also no longer recognized by India’s sports ministry.

The AIBA had set a Wednesday dead-line to organize new elections, but the IBF looks set to miss the deadline.

The 1,500-year-old complex overlooking the Bosphorus is at the heart of a bitter dispute over its fate after Turkey’s Deputy Prime Minister Bulent Arinc called for it to be converted back into a Muslim place of worship.

His comments, though not offi-cial policy, have added to concerns over what critics say is the govern-ment’s increasing efforts to impose Islamic values on secular Turkish society.

And the Byzantine monument could become a political hot potato for Prime Minister Recep Tayyip Erdogan, who is seeking to shore up flagging support among conser-vative Muslims ahead of elections next year.

Hagia Sophia, which in Greek means “Holy Wisdom”, was built in the sixth century and served as an Orthodox church for centuries -- and as the seat of the Patriarchate of Constantinople -- before being converted to a mosque by the Ot-tomans in the 1400s.

Mustafa Kemal Ataturk, the founder of the modern Turkish re-public, declared it a museum in 1934 and it opened the following year.

“We are looking at a sad Hagia Sophia, but hopefully we will see it smiling again soon,” Arinc said

earlier this month.Greece, whose territory was once

part of the Ottoman empire and is often at odds with Turkey over religious issues, reacted furiously, saying such comments offended the religious feelings of millions of Christians.

Mihail Vasiliadis, editor-in-chief of Istanbul-based Greek daily Apoyevmatini, says Hagia Sophia is an important symbol for the entire Orthodox Christian community.

“There are some who have been seeing a sad Hagia Sophia for more than 500 years and they are the ones who want to see it returned as a church,” he told AFP.

Istanbul’s tiny Greek commu-nity, which numbers just a few thousand, is already irked over the issue of Ankara’s insistence on reciprocal steps from Athens to improve their religious rights. “There is no need to add salt to the wound,” Vasiliadis said.

Last month, Greece flatly re-jected the idea of reviving two mosques in Athens in return for the reopening of an Orthodox clergy school in Turkey. Two other churches that also bear the name Hagia Sophia have recently been turned into mosques in Turkey.

There are already an estimated

83,000 mosques across the coun-try -- up around seven percent since Erdogan took office 11 years ago.

Istanbul itself has around 3,000, including the stunning 17th century Blue Mosque just a short distance from Hagia Sophia.

For devout Muslims, however, opening Hagia Sophia for worship is also about paying a homage to Fatih Sultan Mehmet, the Otto-man emperor who turned it into a mosque following the conquest of Constantinople and joined the first prayers in 1453.

The nationalist Islamist Great Union Party (BBP) has staged several demonstrations to seek a repeal of the ban on Muslim prayers in Hagia Sophia, part of a UNESCO World Heritage site en-compassing the Byzantine and Ot-toman treasures of old Istanbul.

Armed with a land registry cer-tificate dated 1936 that describes the complex as a mosque, BBP deputy leader Bayram Karacan claimed that its conversion into a museum was illegal.

“The fact that Hagia Sophia is a museum has never been accepted by the Turkish people... restoring it as a mosque would be akin to reclaiming sovereignty over it,” Karacan said.

The Hague - The top UN official charged with destroying Syria’s chemical weapons stockpile on Monday warned that the most difficult part of its mission in the conflict-ridden country still lay ahead.

Meanwhile, a top Syrian official has urged countries “to start acting” to help Damascus comply with its obligations to help destroy its arsenal, including providing armoured vehicles and equipment.

Speaking at an annual meeting of member states of the Organisation for the Prohibition of Chemical Weapons (OPCW) in The Hague, Sigrid Kaag said although Syria’s ability to make chemical weapons “has been rendered inoper-able... the most complex and challenging work still lies ahead”.

“The removal of Syria’s chemical agents for destruction outside of its ter-ritory will require tremendous coordination and collective effort,” Kaag told delegates at a five-day meeting of the 190 member states of the world’s chemi-cal watchdog.

A joint team of UN and OPCW inspectors have inspected all but one of Syria’s chemical weapons-producing sites and the OPCW has said that Da-mascus’ entire stockpile of more than 1,000 tonnes of chemical weapons has been placed under seal. Despite “significant milestones” already achieved by the joint UN-OPCW team, which has been in Syria since early October, chal-lenges remained, Kaag told delegates.

The shifting security situation in Syria -- where nearly 126,000 people have been killed since the brutal conflict broke out 33 months ago, according to latest NGO figures -- was a major obstacle facing inspectors, she said.

Kaag said although the inspection team was working hard to achieve dead-lines, there were “a number of factors outside the joint mission’s control to adversely impact... our ability to achieve objectives within mandated timelines.” For example, a recent customs strike in Beirut delayed the arrival of materials needed in Damascus by several days, she said. The OPCW earlier this month adopted a final roadmap for ridding Syria of its arsenal of more than 1,000 tonnes of dangerous chemicals by mid-2014. According to this roadmap, “priority” weapons have to be removed from Syria by December 31 and destroyed by the end of March 2014, and the rest by mid-2014.

Under the plan, resources for packaging and handling the chemical materi-als would be sent to 12 chemical storage sites by December 13 after which the chemicals would be taken to Latakia, Syria’s main port on the Mediterranean, and shipped out by February 5, a diplomatic source previously told AFP.

The OPCW on Saturday said the US has offered to destroy Syria’s most dangerous chemical weapons on a vessel at sea through a process of hydrolysis. It added that 35 commercial companies have expressed an interest in destroy-ing lower priority, less dangerous weapons. According to a US-Russia deal that headed off US military strikes against President Bashar al-Assad’s regime, Syria is to destroy its chemical arsenal by mid-2014.

The protests started after Yingluck’s political party proposed a bill, which would allow the Prime Minister’s brother and former Thailand Prime Minister Thaksin Shinawatra to return home from exile in London without having to face jail sentence. Thaksin was sentenced to two years in jail for corruption in 2008.

Responding to these protests, Prime Minister Yingluck has called for nego-tiations with the protesters. Up till now, the protests are still continuing.

NEW YORK — Energy company Hess is selling its Indonesia assets to a joint venture between PT Pertamina and PTT Exploration and Production Co. Ltd. for $1.3 billion.

Hess has been shifting away from refining and toward exploration and production. As part of that plan, it’s selling off some assets. The Indonesia assets were included in that plan.

The assets are off Indonesia’s coast

and produced an average of 15,000 barrels of oil equivalent per day net to Hess in the first three quarters of the year.

The sale is being conducted under two separate agreements with the joint venture.

Hess Corp. said Monday that it will use proceeds from the sale to continue buying back shares under an existing $4 billion program.

The deal is expected to close in 2014’s first quarter.

Britain is enjoying a solid eco-nomic recovery thanks to a booming property market and rebounding con-sumer expenditure despite ongoing state austerity.

“In the autumn statement I will say the job is not yet done because we have got to make sure we go on taking the difficult decisions to secure the re-covery,” Chancellor of the Exchequer Osborne said on Sunday.

The key Conservative minister pledged to deliver a “responsible re-covery”, playing down the prospect of any major tax giveaways or spending commitments.

Osborne has already unveiled plans to overhaul energy levies in a bid to lower household bills.

The move was aimed at countering a pledge from the opposition Labour

party to freeze electricity and gas prices, should it win a general election due in mid-2015.

The Confederation of British Industry, which represents employ-ers, has called on Osborne to support business investment and overhaul business rates.

Alongside Thursday’s update, the Office for Budget Responsibility (OBR) watchdog is set to upgrade its forecasts for growth and borrowing.

Six months ago, the OBR cut its 2013 economic growth forecast, blam-ing the impact of the eurozone debt crisis. Gross domestic product (GDP) was expected to grow by just 0.6 per-cent this year, followed by 1.8 percent in 2014 and 2.3 percent in 2015.

Since March, however, the nation’s economic recovery has strengthened with third-quarter growth of 0.8 per-cent -- the fastest rate in more than three years.

“With the economy expanding at its fastest pace in thirteen quarters, George Osborne will no doubt enjoy

delivering his autumn statement this time around,” Daiwa economist Emily Nicol told AFP.

“The growth forecasts of just 0.6 percent in 2013 and 1.8 percent in 2014 published by the OBR just six months ago seem bound to be revised up, to around 1.5 percent and 2.5 per-cent respectively.”

The 17-member eurozone is mean-while predicted to shrink 0.4 percent this year, before rebounding to grow 1.1 percent in 2014 and 1.7 percent in 2015, according to recent European Commission forecasts.

Nicol added that firmer British growth would increase taxation rev-enues and curb the deficit further.

Recent data showed that state bor-rowing fell in October, boosted by rising property taxation revenues as a result of recovering house prices.

The government is likely to un-dershoot its £120-billion borrowing target in the current 2013/2014 fi-nancial year, which runs from April to March.

The Reserve Bank of Australia kept rates on pause for a fourth con-secutive month, as widely expected, after a series of cuts designed to stimulate the economy as its decade-long Asia mining boom cools.

Governor Glenn Stevens said the board judged “that the setting of monetary policy remained ap-propriate”. “The easing in monetary policy that has already occurred since late 2011 has supported in-terest-sensitive spending and asset values,” he said.

“The full effects of these deci-sions are still coming through, and will be for a while yet.”

“A lower level of the exchange rate is likely to be needed to achieve balanced growth in the economy,” Stevens said.

The unexpected reversal of strategy by the government sug-gests it no longer wants to confront the protesters after three days of clashes that have left three people dead and more than 230 injured and raised concerns about the country’s stability.

Government officials did not comment on the developments, and it was not clear if this would provide more than a lull to the violence and the crippling political deadlock that undermines Thailand’s democracy, economy and tourism.

After breaching the barriers on the road, the protesters milled outside the gates of the prime minister’s office, known as Govern-ment House, and made no attempt to go through the gray gates of the sprawling compound.

“This is a victory for us. This is a victory for the protesters,”

said Kusol Promualrat, wearing a military camouflage green jacket, standing in front of the gate. The police pulled back “because they know that if this doesn’t stop more people will get hurt, more people will die.”

On Monday night, protest leader Suthep Thaugsuban told his sup-porters to storm the Bangkok Met-ropolitan Police Bureau, one of the main buildings they have vowed to seize as part of a campaign to topple the government of Prime Minister Yingluck Shinawatra.

At the same time, Yingluck told a news conference that while she is willing to do anything it takes to end the violent protests, she cannot accept Suthep’s demand to hand power to an unelected coun-cil. Yingluck was elected with an overwhelming majority in 2011, and many observers see the protest-

ers’ demand as unreasonable if not outlandish.

In some of the worst clashes since the protests began last week, on Monday protesters commandeered garbage trucks and bulldozers, and tried to ram concrete barriers at the Govern-ment House and other offices. Police repelled them by firing tear gas, water cannons and rub-ber bullets, as protesters shot back explosives from homemade rocket launchers.

The protesters, mostly middle-class Bangkok supporters of the opposition Democrat Party, accuse Yingluck of being a proxy for her elder brother, former Prime Min-ister Thaksin Shinawatra. He was deposed in a 2006 military coup but remains central to Thailand’s political crisis, and is a focal point for the protester’s hatred.

Washington - The US Navy has deployed sophisticated surveil-lance aircraft to Japan, officials said Monday, amid rising tension over China’s territorial claims in the region.

Two P-8A Poseidon patrol jets departed Jacksonville, Florida on Friday and arrived later at Kadena air base in Okinawa, in a move that was planned before Beijing declared an air defense zone last month covering disputed islands in the East China Sea, a navy of-ficial told AFP.

“This was scheduled for a long time,” said the official, who spoke on condition of anonymity. “It’s a rotational deployment.”

Four more Poseidon aircraft are due to deploy at Okinawa later this month, the official said.

The assignment to Japan marks the first mission for the new plane, which is replacing the propeller-driven P-3 Orion aircraft that dates back to the 1960s. The P-8A planes, converted Boeing 737s equipped with advanced radar and anti-ship missiles, are designed to hunt submarines and track other vessels at sea.

On November 23, China an-nounced an expanded air defense identification zone and said air-craft would have to submit flight plans before entering the area, home to disputed islands in the East China Sea.

Japan, South Korea, Taiwan and the United States have each

sent planes into the zone without informing the Chinese, signalling their refusal to recognize Beijing’s declaration.

After sending in two B-52 bombers last week, the US mili-tary has kept up “routine” military flights in the area but there has been no hostile response from China, Pentagon spokesman Colo-nel Steven Warren told reporters Monday. “The Chinese reaction to our operations has been nor-mal,” Warren said. “We haven’t changed our operational tempo,” he added.

The deployment of the P-8 aircraft came as US Vice President Joe Biden set out Sunday on a trip to Asia which will include a visit to Beijing, where he will discuss the spike in regional tensions.

Senior US officials said Biden would convey Washington’s “con-cerns” about China’s air defense zone and seek clarity regarding its intentions. While military flights have gone ahead as planned, the US State Department has advised American commercial airlines to observe China’s demand for ad-vance notice of aircraft entering the zone.

China and Japan have been locked in a mounting territorial argument over the island chain known as Senkaku in Japanese and Diaoyu in Chinese.

Although taking no position on the sovereignty dispute, Wash-ington says it would uphold its defense treaty with Japan in the event of a conflict.

Such news brought in fresh air for traders. They could not wait any longer to sell at the new location because the current location was often muddy and dirty, especially during rainy season as today. One of the traders, Nyoman Resning, demanded the Klungkung Regency on Monday to issue an official schedule when they could occupy the new building. “We do not know for sure, sir. It is just heard from fellow traders and there has been no official schedule from relevant agency,” said another trader,

The Head of Bangli Health Agency, Wayan Sudiana, admit-ted on Sunday (Dec 1) that there were an increasing case of dengue patients. Previously, the dengue cases in Bangli reached 5 cas-es (2012) and then increased to 21cases (2013). Dengue cases in Public Health Center I Tembuku increased from 2 cases to 9 cases, in Public Health Center II Tembuku increased from 5 cases (2012) to 11 cases (2013), Public Health Center I Susut increased from 5 cases to 9 cases, in Public Health Center II Susut even decreased from 9 cases to 4 cases, while in Public Health Center VI Kintamani increased from 1 case to 3 cases. “From a total of 12 Public Health Centers in Bangli County, the prevalence rate of dengue increases from 50 cases to 73 cases,” said Sudiana.

Sudiana added the most infected Bangli residents had lived in Den-pasar or those averagely had a high mobility to Denpasar. Nevertheless, to anticipate the dengue outbreak in Bangli, the Health Agency claimed to have performed preventive measures in the community. The agency, said Sudiana, had also made mosquito nest eradication (PSN) through fogging to a number of areas suspected to get rampantly infected by dengue.

AMLAPURA - Deputy Regent of Karangasem Made Sukerana and Division Head of Non-Formal Educa-tion admitted that Karangasem had 40,000 illiterate residents, Monday (Dec 2). The age of illiterate residents was 24 years and over.

That figure, said Sukerana, was based on data of Central Statistics Agency (BPS) in 2012. The number of illiterate residents was the highest in Bali. Subawa said that his party was summoned by central govern-ment related to the large amount of illiterate population. “The illiteracy of 40,000 is categorized into remark-ably high. Most of the illiterate people are from rural or mountainous areas in Kubu subdistrict, Karangasem, while the remaining people are from Bebandem,” he said.

Subawa had confidence there was no illiteracy of 24 years and under. However, from observation with the National Children Foundation (LAB) Denpasar, a number of children from Pedahan Kaja and surrounding ham-lets were also experiencing illiteracy. Aside from living at home village, some others migrated to become a porter in the Badung Market, sell souvenir on Kuta Beach and beg. Although being illiterate or unable to read and write, they could distinguish the denominations of IDR 100,000 or IDR 20,000.

Deputy Regent Sukerana admit-ted the begging illiterate children or adults, or the illiterate adults in the mountains as in Kubu subdistrict could still distinguish the value of money. Other than poverty, the lack of paved road also triggered their dropout. “At my child-hood, walking to school along 5 km has become a commonplace, but now children are even unwilling to walk for 4 km. “Multilateral trade will be vulner-able if there are no agreements made during the meeting and the WTO’s policies are questioned,” Indonesian Trade Minister Gita Wirjawan said.

Moreover, after 12 years of the Doha rounds not resulting in anything, the WTO’s member countries are ex-pected to reach an agreement in Bali this time, Gita added.

“The Doha Rounds have been go-ing on for 12 years and it would not work if the final agreement is not made here in Bali,” said Gita.

Gita further stated that so far there had been countries, whose agreements should have been resolved without prior approval, but there was also an agreement that states must do so as a whole.

Indonesia as the event’s host is obliged to bridge the interests of the poor, developing and developed coun-tries through the Bali Package, which contains three main issues.

“The Least Developed Countries’

bargaining issue has been agreed upon by 159 member countries,” said Gita.

Indonesia will push for one of the points agreed upon in the Bali Package if the ninth WTO Ministerial Meeting faces another deadlock. The Bali Pack-age contains several points in the favor of Trade Facilitation, Agriculture and the Least Developing Countries.

Some things that have been agreed upon the Least Developed Countries’ negotiations during the WTO General Council in Geneva include Simplified Rules of Origin, Waiver Services, Duty Free Quota Free and Market Access to Cotton.Heavier negotiations are still going on to finish the whole Bali Package. But the points on agriculture and trade facilitation are still need to be deliberated upon.

Under these conditions, the nego-tiations for the Bali package settlement proposals must have been completed in Geneva, and in the end brought to Bali so that a decision by 159 ministers can be taken.

Organization’s (WTO) Deputy Director General Karl Brauner has appealed to the parliaments of member states to use their political influence during the WTO ministerial conference, which will be held in Bali from Dec. 3 to 6.

“I hope that your parliament will use its political influence here,” he said at the WTO parlia-ment conference in Kuta, Bali, on Monday.

Under the leadership of Direc-tor General Roberto Azevedo, the WTO had ensured a transparent discussion on international trade policies, he said.

“WTO is open to criticism including complaints about the green room, whose members are elected ambiguously and se-cretly,” Brauner stated.

He further added that such patterns had been abandoned. “Any time we hold a discussion, we involve 200 people by show-casing concepts transparently and allowing them to review any revision word by word.”

The pattern of interaction among the WTO members in the past was not as good as now.

“Those sitting in the WTO in Geneva work hard every day. We work even on Saturdays and Sundays,” Brauner stated.

It is very likely that the WTO ministerial conference will agree to poor countries’ demand of be-ing allowed to export and import different commodities, except armaments.

The four-day WTO parliament conference, which will open on Tuesday, will be attended by 163 lawmakers and researchers from member countries.

NUSA DUA - Developing countries in the G-33 (Group of 33) have urged World Trade Organization (WTO) members to reach an agreement on food security proposals submitted earlier.

“In this meeting, there is deep disappointment among the mem-bers of the G-33 that the deadline to limit export subsidies by 2013 has passed. That means an agree-ment can no longer be reached in Bali,” Indonesian Trade Minister Gita Wirjawan noted here on Monday.

After the WTO’s negotia-tions in Bali, the G-33 members stressed that it was important to maintain the momentum of the ninth ministerial meeting, which saw progress in several difficult and sensitive areas.

“These proposals are impor-tant, given the increasing volatil-

ity in global food prices,” Gita added.

The role of the WTO is to en-sure that the multilateral trading system functions in a manner that is fair to every nation, thereby promoting global economic cer-tainty.

“The G-33 agreed to reforms in agriculture, and the Doha Development Agenda talks in-cluded reducing trade barriers to improve the productivity and competitiveness of millions of farmers in developing countries,” he noted.

In the pursuit of agricultural sector reforms, the meeting also stressed the need for agreement on the Special Products and Spe-cial Safeguards Mechanism to ensure that developing countries are adequately protected.

“We want to further the ne-gotiations initiated by the Doha round by balancing the interests of all member countries in the

agriculture sector. We would like to see these negotiations proceed towards becoming WTO regula-tions,” added Gita Wirjawan.

The G33 is a group of devel-oping countries that coordinates on trade and economic issues. It includes Antigua and Bar-buda, Barbados, Belize, Benin, Botswana, Bolivia, China, Cote d’Ivoire, Congo, Cuba, Domi-nica, Dominican Republic, El Salvador, Grenada, Guatemala, Guyana, Haiti, Honduras, In-dia, Indonesia, Jamaica, Kenya, South Korea, Madagascar and Mauritius.

Amazon CEO Jeff Bezos said in the interview that while his octocop-ters look like something out of science fiction, there’s no reason they can’t be used as delivery vehicles.

Bezos said the drones can carry packages that weigh up to five pounds (2.25 kilograms), which covers about 86 percent of the items Amazon delivers. The drones the company is testing have a range of about 10 miles (16 kilometers), which Bezos noted could cover a significant portion of the population in urban areas. Bezos told “60 Minutes” the project could become a working service in four or

tary, Bezos’ proposed flying machines won’t need humans to control them remotely. Amazon’s drones would receive a set of GPS coordinates and automatically fly to them, presumably avoiding buildings, power lines and other obstacles.

Delivery drones raise a host of concerns, from air traffic safety to homeland security and privacy. There are technological and legal obstacles, too —similar to Google’s experimen-tal driverless car. How do you design a machine that safely navigates the roads or skies without hitting any-thing? And, if an accident occurs, who’s legally liable?

Delivering packages by drone might be impossible in a city like Washington D.C. which has many no-fly zones.

But technology entrepreneur and futurist Ray Kurzweil notes that “technology has always been a double edged sword.” “Fire kept us warm and cooked our food but also was used to burn down our villages,” says Kurzweil.

STOCKHOLM — Swedish-based Volvo Car Group has joined the race to develop self-driving cars, saying it plans to build 100 such vehicles in a pilot project. The Chinese-owned automaker said Monday it will test its “autonomous” cars on 30 miles (50 kilome-ters) of selected roads in the Swedish city of Goteborg, starting in 2017.

In what it called “the world’s first large-scale autonomous driving pilot project,” Volvo said the vehicle would assume all driv-ing functions, though the driver “is expected to be available for occasional control.”

Parking would be fully automated, allow-ing the driver to leave the vehicle as it finds a vacant spot to park by itself.

Autonomous driving is still a long way off for legal and technical reasons but in-creasingly possible by equipping cars with cameras and computers.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

100% of the money raised went to the Charity Effort.

The Charity Bazaar enables Bali Dynasty’s employees to demonstrate their caring for others by giving a little some-thing to those less fortunate. The bazaar is scheduled to take place every quarter so should you have anything to donate please drop them off at reception.

HUNDREDS of children and young people in spooky decora-tion by bringing palm leaves held a procession accompanied with sacred barong effigy. They played gamelan, bamboo split drum and household utensils to generate sounds. Besides, in the ngedeblag procession at Ke-menuh customary village, Sukawati, Gianyar, was also involved a march-ing band to accompany the barong ef-figy in performing street show around the village, Monday (Dec 2).

“To generate a louder voice, we at-tempt to use the equipment of march-ing band around the village. Not bad, it is enough to attract the attention,” said I Gede Perama, coordinator of the marching band.

Gede Perama mentioned that in line with the dynamics of life in the community a number of changes occurred to the ngedeblag proces-sion held every year. They ranged from makeup to musical instrument utilized. In the past, our predecessors

commonly used kitchen utensils and other tools such as a bucket or other secondhand goods. “We are confi-dent the essence is that people try to generate rumbling noises. On the basis of such consideration, we take the liberty to use the equipment of marching band,” he said.

Meanwhile, a customary figure of Kemenuh, IB Putu Alit, said that local community called the sacred procession by ngedeblag ritual. By parading the sanctified barong

effigy, they surrounded the village to neutralize any negative spirits. Hopefully, the residents could be protected from any natural disasters and disease outbreaks. The ritual had been held through generations every November to December. It was held during that period because it was considered a disastrous season such as the occurrence of floods, landslides, emergence of many flies or diseases. He added the ritual was also followed by parading a pair of

sanctified barong effigy around the village. Every time passing the end of the village, the pair of the barong would be consecrated.

At the intersections, house-wives welcomed the procession with the offerings. “Our people believe that nature was angry because humans had littered. On that account, residents begged for forgiveness and promised to always maintain the balance of nature,” he concluded. (dar)

At least, 37 people from the age group of 5-14 years and 153 people from the age group of 15-19 years in Bali denoting the group of school age or student had been exposed to the deadly disease. In order to prevent the widespread transmission of HIv/AIDS among the students, schools were urged to intensify the AIDS and drug care group (KSPAN) activities in their respective school. The Gotham awards are presented by the Independent Filmmaker Project, an advocacy group for independent film-makers. Awards are selected by juries.

Speed played a role in the one-car crash that killed “The Fast and the Furious” actor Paul Walker in Southern California on Saturday, the Los Angeles County Sheriff’s Department said.

Walker, 40, was a passenger in the red 2005 Porsche Carrera GT that crashed into a utility pole and burst into flames in the city of Santa Clarita on Saturday afternoon.

“Speed was a factor in the solo vehicle collision,” the Los Angeles County Sher-iff’s Department said in a statement.

Deputy Mark Pope said the accident was under investigation and he did not know how fast the car was going.

The Los Angeles Times identified the driver as Roger Rodas, 38, a friend of Walker’s who owned Always Evolv-ing, an auto dealership and racing ser-vices company. The sheriff’s department would not confirm that. The company could not be reached for comment on Sunday.

In a message on its Facebook page,

the company posted a message that said, “Thank you all for your condolences and prayers while we mourn the loss of our loved ones.”

The blond-haired, blue-eyed Walker was in five of the six “The Fast and the Furious” films about illegal street racing and heists. A seventh installment was in development, according to Universal, the studio behind the franchise. Walker played law enforcement official Brian O’Conner in the movie series.

WTO chief Roberto Azevedo implored trade ministers to reach a modest agreement on key trade is-sues on the Indonesian resort island of Bali, in hopes it will keep alive a stumbling 12-year-old effort to slash international trade barriers.

“It is there for the taking. It is a matter of political will,” Azevedo

said during an appearance ahead of the four-day summit’s opening at 3 p.m. (0700 GMT).

In an opinion piece in the Wall Street Journal, Azevedo called the 159-member group’s gathering “the most important World Trade Organisation meeting in years”.

“At stake is not only a package

of measures to boost the global economy... but also the role of the WTO and the multilateral trading system in global economic gover-nance,” he said in an editorial in the Wall Street Journal.

In 2001, the WTO launched the “Doha Round” of talks in Qatar, seeking to overhaul the world trading system by setting a global framework of rules and tearing down barriers. Various estimates say it could create tens of millions of jobs and perhaps $1 trillion in new economic activity.

But protectionist disputes be-

tween rich and poor countries -- as well as the WTO’s insistence that any accord be unanimous -- has made a deal elusive.

Retreating for now from Doha’s lofty aims, the WTO has instead put forward a limited “Bali package” on specific issues.

Azevedo hopes an agreement on that package can keep the Doha Round on life-support for a later push.

But the Bali measures have hit snags, most notably India’s insis-tence that it be allowed to offer sub-sidies to its millions of poor farmers

to keep food prices down.“We can no longer allow the
