Background: Russia, NIS

Ecosystems of Russia and Northern Eurasia provide a huge

package of ecosystem services being very important not

only for these countries but also on a global scale (e.g.

carbon sequestration, water cycles, biodiversity). Global

climate regulation strongly depends the ecosystems of this

region. Thus, normal ecosystem functioning in Russia and

other NIS countries is crucial for the sustainable

development of these countries and the whole world.

It is possible to prevent rapid and massive degradation of

natural ecosystems and their functions in this region caused

by growing human pressure and ongoing climate changes by

effective mechanisms for integration ecosystem services

values in making economic and political decisions?

“Ecosystem services evaluation in Russia and other NIS

countries of Northern Eurasia: first steps”

Project goal: Launch the process of designing

systems for evaluation of ecosystem services and

monitoring in Russia and other post-Soviet countries.

• Supporting national TEEB processes

• Include actors from science, politics, administration, economy and society

record, analyze, communicate and initiate successful examples of social and

economic valorization of natural capital in Russia and NIS

• provide impulses to make benefits and values of nature more visible (in close

cooperation with Russian representatives of politics and science)

• develop strategic proposals, how the performance and benefits of ecosystems and

landscapes can be better integrated into public and private decisions in the long

term to maintain the natural resources and biodiversity in the countries and their

regions

Work packages and expected results

WP 1:

Analysis of the preliminary work and state of the evaluation of ESS in RF / NIS

Historical Aspects of nature assessment and valuation (1945-1990 / 1991-2012)

TEEB: previous work and findings including implementation in planning and decision

making (literature research; workshop results/output)

Collection of (German, Russian) case studies and best practices - examples to

evaluate the performance and functionality of the nature, land-use-potentials, values,

management, steering (payments for ecosystem services, planning, governance)

Systematization: regional and thematic aspects, strengths and weaknesses analysis

Integration of RF and NIS countries in international processes (TEEB, IPBES, EPS);

work out special features of Russia

Development of a summary status quo report, highlighting the opportunities and

risks; representation of individual best-practice examples

Framework methodology for the valuation of ecosystem services

and monitoring in RF and NIS

• Description of the main categories of objectives and terms

• Selection of relevant ESS (+ indicators, data sources)

• Classification of the ESS and indicators for analysis and evaluation (based on

the EU CICES system)

• Description of the EPPS framework methodology and demonstration of its utility

• Clarify space-time aspects

A synthesis of approaches to assess and value ecosystem services in the EU in

the context of TEEB
