Federal Stimulus Program
• Vertical construction not heavily featured in the final Federal Bill
• The Administration is still working to match funding to a large list of projects and to prioritize appropriately based on job creation and infrastructure needs.
• DCAM anticipates some funding to continue expanding our energy program at state facilities.

DCAM’s Energy Program
• DCAM’s Energy Efficiency and Sustainable Buildings Group (E-Team) plans and implements efficiency projects at state facilities.
• As a result of Governor Patrick’s Executive Order 484, DCAM is significantly expanding this program.
• This includes both energy efficient and sustainable design up-front in new buildings, as well as performance contracting retrofits and renewable energy at existing facilities.
• The Federal Stimulus program provides some funding in this area, and a more definitive project list is being finalized, with implementation ramping up in the coming weeks and months.

Energy Projects
• DCAM has identified 51 projects for investment.
• Most projects would have proceeded anyway, but can now be more comprehensive and, if resources are provided, accelerated• Some are expansions of existing projects
• Some are new projects
• Some are solely renewables (NEPA issue)
• Working closely with DOERto determine most suitableprojects

DCAM 2008 Bond Bills
• Governor Patrick and the Legislature approved several critical bond authorizations last year.
• Among these bills were included $4 billion in new funding for DCAM and our client agencies.
• Over $400 million approvedin FY 09 Capital Plan

Higher Ed Bond Bill:
• Approximately $1 billion for the UMass System
• $1.2 billion for State and Community Colleges
• At least one significant building project is planned for every state higher education over the next 10 years.
• Focus is on new, expanded, or renovated academic, laboratory, and library facilities
