Laboratory Oversight
Inspections and AuditsInspections of monitoring equipment, safety and
emergency equipment, security devices, operating and structural equipment are conducted on a daily and weekly basis
ECOFLO is audited by CHWMEG and the reports are available to CHWMEG clients
6 monthly unannounced inspections by NCDENR
Bi-annual inspections by US EPA100% of fuel material is sampled for compatibility
Packaging & Labeling Field Chemists pencil-pack wastes into single-stream container; most lab
packing is done in 5 gallon pails
Packing material such as Vermiculite is used
Labeling responsibilities of drivers - We assume full service which would include printing and applying labels.

as required by EPA and final approval of all outbound paperwork. Labeling and packaging requirements per classification -Strict adherence to
standard RCRA and DOT regulations
Packaging & Labeling
Transportation•ECOFLO services clients with both its rolling stock as well as subcontracted trucks depending on what serves the client best.
•ECOFLO model -Treatment Storage and Disposal Facility - hazard class can be modified through treatment and bulked for outbound loads
•Lead time - Minimum = l day, Maximum= 1 year
•Demurrage Policy - per RFP, pricing reflects total T&D per pick up
Transportation•Late pickup policy – If a scheduled pick-up is delayed, ECOFLO will immediately notify client and home office of issue and time when truck or back up truck will arrive for service.
•Field chemists carry smart phones for immediate contact and email alerts. ECOFLO has a dedicated logistics manager for scheduling and any associated issues that may arise.
Transportation•Driver Training Requirements - ECOFLO's Health & Safety Training Program provides ECOFLO personnel with classroom instruction and on the job training
•Insures compliance with the requirements of RCRA (264.16), OSHA (1910.120 & 1910.1200), and DOT ( 172 Subpart H)
•Personnel are under the direct supervision of a trained, experienced supervisor. Review sessions are held periodically in order to comply with regulatory requirements

ManifestsHazardous waste must be profiled on State-approved
manifest
Labels and manifests are provided by drivers
ECOFLO takes custody of the waste once manifest is signed by Chester County representative
Manifests are terminated at ECOFLO in Greensboro, NC; 30 days to mail copy of terminated manifest
Waste Tracking• Software and computer system to track waste
•Unique barcode number is generated for each container represented on the incoming manifest and barcode is placed on container
•Barcode contains the profile number, disposal method, date received, proper shipping name, applicable EPA codes, and storage location
•Can be accessed in the inventory system to determine status of container (storage, processed, or shipped off-site)
InvoicingOnce waste is received, weights from each drum are collected
Drum goes through a quality control process. If any analytical discrepancies (ADS) discovered, a form is produced and the technical service representative informs the customer
Once this is complete, all information is turned in to be billed
Information is verified against what is on the work order and quantities are adjusted as needed; analytical discrepancy is adjusted for pricing
Invoice is posted and e-mailed or sent by mail to the customer.
InvoicingThe following is a list of everything that goes
on the invoice:
Each waste stream that is received;Transportation;Any chemist time that can be billed
for;Supplies used onsite; andEnergy Surcharge.
Monthly/ Annual Reports30 day full inventory audit
Upon request can run report to verify destruction or processing (COC and COD would negate the need)
Health and SafetyECOFLO will make its written Health & Safety Programs available upon request and will be submitted to Chesterfield County upon award of the contract. These programs include:

Health and SafetyECOFLO will provide proof of initial 40 hour HAZWOPER and annual 8 hour refresher training for its employees. All personnel working with Chesterfield County will be trained in the following areas:
