From pipes andsmol<estacl<s Industrial Ohio remains one of the most polluted states 183 million pounds, or about 17 pounds for every man, woman and child in Ohio.

That's the amount of toxic chemicals Ohio companies released into the environrnent or transferred off-site for treatment and disposal in 1994. More. than ' one-third of the amount was released directly into the air and water, as companies continued to l!se our sky, lakes and' streams for free waste disposal.

According to Ohio EPA; which compiles the annual Toxic Release Inventory (TRI) for Ohio, the totf'l l amount oftoxic emissions reported by companies in the state has been cut in half s ince 1987 when TRI reporti.ng began . State officials credit pollution prevention effort~ for part of th·e decrease (the decline of heavy industry and other factors also contribute).

But the 183 million pounds are a clear indicat ion of the massive amount oftoxic waste still churned out by our ind'ustrialized economy. Indeed, Ohio is one of the top polluting states in the nation . In 1993, it ranked third in total releases an:d transfers, fourth in releases to air and surface water, and second in the number of reporting facilities .

The shame factor In this issue we summarize the 1994 TRI data on pollution' releases in our seven­county region. The information provides a useful guide to which manufacturing

II. facilities still need to clean up their acts.

Admittedly, the TRI doesn'nell the whole pollution story (see box on p. 5 with limitations). One big loophole is that nonmanufacturing facilities, such as power plants, are not included even though they may be big polluters. Indeed, by sQrne estimates more than half of the nation's pollution is not covered in the data.

But the .inventory is still a powerfu l too l. Before TRI reporting started in 1987, there was no s imple way for Citizens to know

,what might be coming out of the smokestacks in their neighborhood. And it was hard for environmental regulators to evaluafe the cumulative impacts of pollution sources in a particular area.

During Congressional debates over TRI, industry groups fought hard to prevent public disclosure, often seeming to fight harder to stop the release of information than to stop the release oftoxic chemicals. But the law-and the principle of communi ty right to know-has paid big dividends.

"Even with all its ~imitations, the TRI has proyided the public with an enormops amount of informat ion on materials put into the environment," says Stuart Greenberg, executive director of Environmental He&Ith Watch, a local nonprofit group with resources on tox ic hazards in, the community. "TRI is the starti.ng point for pressuring facilities to reduce their pollut ion, and in many cases it's worked. It's an example of a law that has actually worked the way it was intended."

And whi le many companies st ill work to overturn TRI and complain about the pap'erwork involved in track ing and

•• ••• report ing their re leases, the reporting often proves to be a useful exercise. It forces ' companies to analyze the inputs and outputs of their manufacturing processes and figure out where waste is occurring. When pollution prevention measures are then adopted, compa'nies often save money ..

Point vs, non point . The fJation's major environmental laws, sucll as the Clean' Water ACt and Clean Air Act, were enacted in the early '70s to address obvious "point" sources of pollution-the effluent from speqific discharge pipes and smokestacks. As contro ls have reduced the environmental damage from pornt sources, attention has increasingly turned to diffuse "non point" source's, such as the runoff from urban streets and farm fields or the exhaust from mi llions of cars.-In EcoCity Clevela.nd, for eX3rl)ple, we have focused on how urban sprawl is a major environmental problem because it increas.es non point sources of pollution (increases the amount o:f driving, .increases stonnwater rtmoffproblems).

It's important for environmentalists to pay more attention to these nonpoint sour~es . But the TRI data remind us that the point-source battle must not be forgotten. The mi llions of pounds of toxic emissions remind us that present pollution controls are not doing enough.

toxic substances. We need to design clean production processes which rely on closed-loop systems and produce no wastes.

In our November 1994 issue we listed the features of clean production, quoting from a Greenp'eace publication. H'S worth recapping the features h~re:

Clean production is U a process which starts by questioning a product or service to determine if it serves an important societal need or function. Then a production system is designed to' support the long-term viabili ty of the ecosystem and communi ty w ithin which each phase of production operates. This necessitates making mindful decisions regarding the s ize 'and location of the business; raw material selection, extraction and processing; product manufacture, assembly or cultivation; materials transport; packaging for distribution and marketing; commercial and household usage; and the final fate of the product.

A big challenge for developers of eco-industrial parks is to recruit companies with th~ right by­pr<;>ducts (or "co-products") to complete the chain . This forces the developer to take an active ' management role- s imilar to the manager of a shopping mall workin~ to att ract the right mix of

, stores and specialty shops so the traffic generated by one store contributes to the business of another.

The spring meeting of the Urban Land Institute, 'which was,held in Cleveland, featured a workshop on eco­in<~ustrial parks, and one of the presenters was Leonard Cors i, v ice president for construction and development of Siskind Development Co., the developer of Great Northern Mall in North Olmsted.

Reporting pollution · The law Toxic Release Inventory cYRI) Reporting Requirements are also known as Title ill,

. Section 313 of the Superfund Amendments and Reauthorization Act or the Emergency Planning and Community Right-to-Know Act. In Ohio, state authority has been granted to Ohio EPA

under the Ohio Right-to-Know Act of 1988.

Purpose Under TRI reporting requirements, facilities are required to submit annual reports on the amounts 'of chemicals which are released -into the environment, both routine~y and as the result of accidents. This reporting is based on the premise that the communi ty has a right to know what toxic chemicals are being released. The information is q)mpiled as a database available to the public.

Chemical~ More than 300 toxic chemicals and 20 chemical categories

> are covered by the TR!. These chemicals may be toxic to humans, animals, plants, aquatic life or the environment. The U.S. EPA recently added 286 additional toxic chemicals 10 the list of reportable chemicals. ~ost are ,active ingredients in peslicides. and will be included in the 1995 TRI report. . . Who must report? A facilitY is subject to the TRl reporting requirements if it conducts certain manufacturing operations, has to or more full- time employees, and it m'anufactures, produces, imports, processes or otherwise uses 3I,1y of the listed toxia chemicals in amounts greater than the threshold quantities (typically more than 25,000 pounds per year).

What is a release? A release, as reported under the TRI program, includes:

• Fugitive air emissions, such as leaks in pipes, eyaporati ve losses from tanks or uncontrolle~ particulate emissions.

• Point source or stack emissions. • Discharges to surface water. • On-site landfilling or surface impoundment to lagoons. • Deepwell injection. • Discharges to municipal sewage treatment plants. • Transfers off-site for disposal, including incineration

and landfilling.

Getting the data Ohio EPA makes TRI data available to the public in a variety of formats. For information about obtaining copies on paper or diskette, call 614-644·4830. For those with Internet access, it's easy to download TRI databases from Ohio EPA's home page (http://www.epalohio.gov). Go to the listing for t9 th~ Division of Ai r Pollution Control and enter the TRI section. It takes just a few minutes to download the files, Ullcompress . them, the-view them with a database program. You can then sort and analyze the information any way you want.

Limitations of TRI data The Toxic Release Inventory is an excellent tool for finding pollution sources of concern in your community. But it is just a starting pOint for your research, The following limitations ofTRI data should be kept in mind:

Dated Information The Tox.ic Release Inventory (TRl) provides a pollution snapshot for a particular year, and because it takes time to compile the data. the informatioI1 is always at least a year out of date. Currently, the latest data available are for 1994. Sfnce then, companies may have significantly cleaned up their act (or gotten worse), so it pays to check on current practices before organizing a protest march,

Not all polluters report The TRl covers large manufacturing faci lities, Small polluters like dry cleaners and gas stations aren't required to report. And some major polluters-power plants, sewage treatment plants, incinerators', the agricu ltural sector- are exempt because they're not manufacturers.

Not all chemicals are included Many toxic chemicals are not yet included on the TRI li st, although EPA is adding 286 chemicals Ihis year (many of which are active ingredients in pesticides). Frequent changes 'in the list of reportable chemicals also make it difficult to compare TRI data from different ycars. .

Chemicals vary in toxicity . The TRI lumps together slightly toxic chemicals with highly potent neurotoxins and mutagens.

Totals don't always tell the story Releases are reported as total annual releases without reference to frequency or duration, even though a small, gradual release can have a different impact than a sudden, massive release.

Exposure The TRI contains data on the release of chemicals, not 'the public's exposure to those chemicals. Actual exposures can vary greatly depending on the type of release" how long the chemical'persists in the environment, the proximity to sensitive popUlations, weather conditions, and other variables.

Estimates The.majority of reports 'are based on estimates rather, fllan · actual monitoring data, and the accuracy of these estimates v~ significantly among reporting fac ili ties.

Downstream impacts Some "treatment" or "energy recovery" processes involve incineration or burning waste . .re; fuel in cement kilns. This can create other hazards, such as the release of dioxins and other toxic chemicals that persist in the envi ronment.

LTV's lead loophole In 1987, LTV Steel'sCleveland Works reported releasing 18,000 pounds of lead into the air. But in subsequent reports to Ohio EPA's Toxic Release Inventory, the compa~y does not mention its lead emissions,

Since lead is a potent neurotoxin, the local enviroIimental group, Environmental Health Watch, wondered what happened to LTV;s emissions. In a letter to the company, the group wrote: "If LTV's lead releases to the air from the Cleveland Works have continued anhe same level as reported for 1987, they are

more than ten times greater than any of the sources of airborne lead reported in the 1991 TRI data for Cuyahoga County. Thus the absence ofthat data . hampers our ability to estimate industrial sources oflead pollution ...

"Cleve land has one of the most serious childhood lead poisoning problems in the country ," the grou'p went on. "Good estimates of the sources of children's lead 'exposure are necessary for dev.eloping cost-effective remediat ion of the lead hazards. tt

In response, LTV officials sa id it had stopped reporting its lead emissions because it qualified for a "de minimis" exemption. LTV does not use lead as a raw material in steel making, but lead enters the process as a contaminant in scrap, Since lead levels in the scrap are less than a 0,01 percent threshold set by EPA, they are not reportable. Moreover, ambient air pollution monitoring sites near the plant have not detected high levels of lead .

But Environmental Health Watch director Stuart Greenberg still considers *e "de minimis" exemption to be a serious loophole in TRI reporting requirements. Given the amount of material processed by a huge steel works like LTV, a minimal amount of contaminant can add up to a lot of toxic releases. It would be nice to know ",:,here all ihat lead goes, especially since lead does not degrade but accumulates in so il over many years.

Disconnecting stormwater

In an effort to a ll eviate flooding problems, Shaker Heights is beginning a downspout

disconnection program. By allowing rain to run of~ on lawns instead of into storm sewers, the city also will protect local streams from stormwatcr surges.

Bootstrapping buildings . The Energy Working Group of the Regional Environmental Priorities Project is work ing with the City of Cleveland to plan energy-efficient retrofits of multi-family buildings. About 10,000 housing units in city an~ in buildings with ancient boi lers and old incandescent lighting. One idea i ~ to use Port Authority bonds to financ~ heating and lighting systems upgrades. The ~educed building operating costs would then provide an income stream to repay the bonds. It's a potential way of booststraping repairs.

Phone book recycling The Cuyahoga County Solid Waste District asks people to . recycle their old phone books through June 30 at recycling locations at Cleveland Metroparks reservations. Since the program began in 1992, over 757,000 phone books have been recycled into animal bedding and stationary for phone bills. Call 443-3749 for more information.

Big Creek organizing More than 100 people in the B ig Creek watershed (Cleveland and southwest suburbs) turned out to workshops sponsored recently by the Cuyahoga River Remedial Action Plan and the F:riends of Big Creek. Ross incinerator troubles Northeast Ohio's only commercial hazardous waste incinerator recently gal permission to restart. The Ross incinerator in Lorn in County has been shut down since an explosion in December.

The Ohio Department of Natural Resources has been forced to spend most of the money for operating expenses, thanks to state budget cuts. As a result, Ohio is spending only a fraction of what's needed to protect threatened and endangered species.

eyed folks at the Geauga Park District have informed us that Little Mountain (elevation 1,266 feet) isn't even among the top ten peaks in the region.

The highest point in Geauga County, for example is Sugarloaf (1,396 feet) in Troy Twp. The next highest point is in Claridon Twp. ncar Ensign Rd. and SR 608 (about 1,370 fcet), followed

Geauga Parl(s win Geauga County' resident Bill Ginn recently was named Citizen of the Year by the Ohio Parks and Recreation Association .. Ginn has spearheaded the West Woods Preservat ion Campaign for the Geauga Park District, stepping forward in 1994 to purchase the 515-acre tract surrounding ASM International's headquarters in Russell and Newbury townships and subsequently challenging the ' parks to raise the necessary funds within tWo years. He has . continued to lead the efforts ~o save the forests and wetlands of the West Woods through a private fund raising drive that has totall ed more than $850,000 to date and a' successful levy campaign in 1995.

Lorain County's building moratorium No one else was moving fast enough, SQ the Lora in County Genera l Health District recently stepped forward to force some rational land use planning in the county. On April 10, the health di'strict declared a moratOFi um on new sewage permits, halting the development of new subdivisions of five or more houses in unsewered areas . .

For several years, the district has been concerned about fa iling home sewage sytems in the county. O ld or poorly maintained systems discharge bacteria-laden sewage into ditches and streams. This a major health concern and has been identified as a significant pollution problem for the B lack River.

In the past 18 months, the district has received a su~ge of applications for new home sewage systems, man~ near existing problem areas in the 1-480/SR 10 corridor: So the district's board decided to call a time out.

"The moratorium wi ll a llow us to co llect our breath, evaluate the s ituation and talk to other plar:ming bodies and township trustees," said the district's James Boddy. "We want to make the right decisions now to protect the public health over the long teffil. "

Tiny, deadly particles There's growing concern that national air qua li ty standards for 'particulate matter do not protect public health . Current st.andards. cover particles as small as 10 microns in diameter (the PM 10 standard). But new studies have found that even smaller particles-those under -2.5 microns- pose the greatest health risks because they bypass the natura l defenses of the resp iratory system and lodge deeply. in the lungs. As a resu lt, U.S. EPA is reexamining its health standards for particul~te limits and focusing on the small partic les.

Greater C leveland ranks tenth in the nation in the number of premature deaths attributab le to breathing particulates, acc;o rdi ng to a recent study by the Natura l Resources Defense Counci l. The . estimated 1,169 heart and .lung-related deaths exceeds the number of C leveland homicides and vehicular accidents combined. At the national 'level, more people die prematurely from particulate a ir pollution than from from breast cancer and AIDS combined.

Particulate pollution is not just vis ible smoke and. soot. It is also made up of tiny, invisible particles formed from gaseous emissions of sulfu'r dioxide and vo latile organic compounds. has formally adopted what may be the most far·reaching growth management program in the state (see our last issue for a full description). In order to slow g'rowth, the city will restrict ~e number of residential bu ilding permits iss)Jed each year.

• Mentor Lagoons still up for grabs: The fight to save one of Ohio's best remaining pieces of undeveloped lakefront is in the final rounds. Mentor officials are debati.ng whether to accept an offer of ' developer Richard Osborne to donate 53 of the nearly 400 acres of the Mentor Lagoons property to the city as a park,. or proceed·to take the property by eminent domain. Osborne wants to build houses on the land. .

• The next Mentor: Cleveland moved to Euc1id. which moved to Mentor, which is now moving farther east to Madison Twp. Construction projects now underway could add m9re than 500 families to the townShip. .

• The next dominoes? Here's another sign that decline from outmignition is starting to spread from the city of Cleveland. The Cleveland Neighborhood Development Corportation, the umbrella group for community development organization$ in the city. is receiving requests for serv ices from inner-ring suburbs. Suburbs increasingly need assistance with housing preservation, commercial revitalization and other issues.

• More next dominoes: Sprawl is now moving south.ofMedina into Wayne County. To deal with mounting growth pressures, the 'cou'nty is developing a long-range comprehensive plan.

• Costs of water: Concord Twp. residents are quickly learning the cost of water serv ice. A proposed waterline extension could cost property owners te~s of thousands of dollars jn ass·essments. Some might be forced to sell their Jarge parceJs to develo~ers.

• More costs of water: Auburn Twp. is debating whether to install sewers which raises concerns in Akron about increased development

. near th~ sOl\~ce of its water supply in the Upper CuyclhogaRiver wetl ands area.

• Mixing uses: In the' suburbs, zoning separates homes an'd workp laces unnecessarily. forcing people to driv~ everywhere. However, in older cities that developed before zoning. some mixed land uses cause conflicts. In the Ohio City area of Cleveland, for instance, residents are fight ing the expansion of Northeast 8hemical Corporation, a processor of hazardous waste. The expansion would bring about 36 trucks of waste a day through a largelY residentia l area.

• Dead ly suburbs: Contrary to popular belief, suburbs are more dangerous lha.n ci ties. A recent study by 1'l0rthwestEnvironment Watch in Seattle found that driving aear can impose greater safety risks than urban crime. And suburban ites drive more because sprawling subUrban land uses force people to drive everywhere.

• Racist subtc~ts: You wonlt see it in real estate ads. but a selling point for some suburban industria l parks is that they are intentionally located beyond easy comm)lting distance of inner¥city minorities. This is another \vay that racism pr:omotes sprawl. (And it raises questio:ns at}out the Ijkelihood of success of proposed programs to transport city residents to suburban jobs.)

• Really mad: New York Tim.es columnist Russell Baker on ri sing gas prices: "Sure 1'm mad about the price o(gasol~n~, but what I'm really mad aboul is having to buy the" stuff just to go to the grocery. I'm mad about the grocery having relocated from just around the comer to three miles away in what used to be a cornfield out in the country. And

, why? Because the gn;lcer needs IS acres of parking lot to accomodate cars that have to be driven three miles every time you want it bag of grapefruit and a gallon of milk."
