Meaning of Public Transport

Public transport (also public transportation or public transit) is a shared passenger transportation service which is available for use by the general public, as distinct from modes such as taxi, cab, car pooling or hired buses which are not shared by strangers without private arrangement.

Public transport modes include buses, trolleybuses, trams and trains, 'rapid transit' (metro/subways/undergrounds etc) and ferries. Intercitypublic transport is dominated by airlines, coaches, and intercity rail. High-speed rail networks are being developed in many parts of the world.

Most public transport runs to a scheduled timetable with the most frequent services running to a headway. Share taxi offers on-demand services in many parts of the world and some services will wait until the vehicle is full before it starts. Paratransit is sometimes used in areas of low-demand and for people who need a door-to-door service.[1]

Urban public transport may be provided by one or more private transport operators or by a transit authority. Public transport services are usually funded by fares charged to each passenger. Services are normally regulated and possibly subsidized from local or national tax revenue. Fully-subsidized, zero-fare (free) services operate in some towns and cities.

For historical and economic reasons, there are differences internationally regarding use and extent of public transport. While countries in Old World tend to have extensive and frequent systems serving their old and dense cities, most cities of the New World have more sprawl and much less comprehensive public transport.

THANE MUNICIPAL TRANSPORT (TMT)

The Thane Municipal Transport ~ T.M. is the transportation wing of Thane Municipal Corporation, which operates a large number of bus lines in the Thane metropolitan area. These buses are called Thane Municipal Transport or T.M.T bus. TMT bus serves the entire Thane City. It also has operation outside city limits into neighbouring Mumbai, Navi Mumbai and Mira-Bhayandar.

Origins:-

Thane Municipal Corporation started its own transport service on 9 February 1989, known as TMT (Thane Municipal Transport) as Thane was growing fast both in the way of the economy as well as its population, as Thane was ignored by BEST in the early days. [1]TMT is the major bus service provider in Thane. TMT has all its bus depots in Thane and numerous bus stops. The Biggest depot is at Wagle Estate.TMT plys its buses inside Thane city and also towards Kalwa & Mumbra.

OPERATIONS

The TMT uses Compressed natural gas powered and Diesel powered Single-decker buses for its operation. Majority of the TMT Display boards will only have Destination Name written in Marathi. A few newer buses with electronic Display board are introduced in the fleet, which have Destination with the route number flashing in Marathi as well as English on front & back of the buses.

The TMT bus routes are spread city wides and also to neighboring cities. The TMT operates inter-city services to three different areas beyond the Municipal limits of Thane city, i.e. into the limits of the bordering corporations of Mumbai, Navi Mumbai and Mira-Bhayandar. The TMT supplements Suburban Rails, which is the mass carrier on Thane City region. The Internal Places of Thane City which are far from the Thane Station are connected by TMT.

The Local Bus Service of the City, which are operated by TMC. The Internal Places of Thane City which are far from the Thane Station are connected by TMT. The Major concentration has always been Thane City & with vast growing population in the city. The normal routes as well as inter city routes provide the services to the commuters.

Thane Suburb

It is not official, but some faraway places from the Thane Railway Station are known as its suburbs, like the Ghodbunder Road, Kolshet, Balkum, etc. which are beyond the Agra Road. TMT services are not so frequent as in the City but it services the area along with other Public Transport Undertaking.

Kalwa - Mumbra

Next station from Thane in Central Railways, the areas are covered by the TMT services, it has its oldest depot at Kalwa.

Mira - Bhayandar

The Area of Mira Road was connected to the Thane by the TMT. From various places of Thane it starts its services towards Mira Road Railway Station. The Inter City connection between the Thane City (which is on the Eastern side) & Mira - Bhayandar (which on the Western Side).

Navi Mumbai

The City of Navi Mumbai is not yet connected by the TMT, except for the border areas like Anand Nagar and Ganapatipada. In future it plans to start its services to Vashi & CBD Belapur.

Mumbai Suburbs

Predominately the BEST is the largest Public Transport provider in the Mumbai City & Suburb. TMT connects the last station in mumbai suburb Mulund to the various parts of the Thane City. TMT's Air-conditioned Buses connect Borivali (the Western Suburb) with Thane via Ghodhbunder Road, TMT has plans to extend the services to area like Bhandup - Vikroli towards South & also in western side of the Mumbai.

Kalyan-Dombivali

Like Navi Mumbai, The Cities of Kalyan-Dombivali are not yet connected by the TMT but the inner areas are connected to Thane by the undertaking. TMT is planning to extend its services Kalyan-Dombivali Cities.

FARE

The TMT have several different options to pay the fares for the bus. The fares vary depending on the type.

Paper Tickets are valid only for single journey. Commuters also have the option to buy monthly and quarterly passes.

Student gets discounts on monthly and quarterly passes

Senior citizen get discount for weekly, fortnightly, monthly and quarterly passes.

Single Journey Fares are valid only for single trip between any two points. They are issued on paper ticket by the bus conductor.

All fare payments must be made in cash. The fare depends on distance of the destination. Single Journey fare are not valid for transfers.

The TMT uses compressed-natural gas-powered buses, and conventional diesel buses. All buses are tagged with a route number and its corresponding destination. They are displayed in the front Bus Depots ~ 2 (Kalwa Depot & Wagle Estate Depot), Bus Stands ~ 8, Bus Stops ~ 374Majority of TMT bus consist of Ordinary route.

The few Limited-halt routes that were started in 1999-2000 were phased out and converted to Ordinary routes.

As of now, only two routes have been re-introduced as "Limited" :-

Totally there are around 10 round trips per day on each route in the peak hours.

For the very first time, 10 new air conditioned (AC) buses of the Thane Municipal Transport (TMT) are added to the fleet. The service will commence from December 4 from the Kopri bus stop.

Bad Conditions of Buses with poor Maintenance

Too many non operational Buses in Depot, TMT has only 2 major Depot.

Less no. of Buses on road compared to the population of the City.

Less Longer Routes, main concentration only at Thane Railway Station, as most buses have there Starting & Destination Point at Thane Railway Station.

Far away places are neglected like Ghodbunder Road. As a result, MSRTC, BEST, MBMT, NMMT and Private Buses provide more frequent and better services.

No Interconnecting routes available and very few Inter City Bus routes are Active.

Absence of the Display Board or Route Nos. on the Buses.

No proper Bus Stops or Bus shelters. Route Numbers are not correctly painted on the bus stops. Bus shelters put

up at places where there are no routes plying, while at places where it is required, sometimes, there is even no sign of a bus stop.

Improvements & Future Plans

TMT New Low Floor JNNURM Buses

Under "Jawaharlal Nehru National Urban Renewal Mission (JNNURM)" TMT shall receive 200 new buses in the existing fleet of buses. TMT has started AC buses from Thane-Borivali and is now planning to start more buses towards Mumbai and other longer destinations. 15 New Low floor Buses with Electronic Display are on road from this April 2010. .[4]

With introduction of new Buses to its fleets which have been received under JNNURM scheme, TMT proposes to improve its services inside Thane City and also to extend there services to various outer city limits, some routes outside the city limits are Mira Road, Borivali, Konkan Bhavan, Vashi, Sion, Andheri, BKC. TMT also received 10 new Air-condition Tata Marcopolo Buses which plies on Thane-Borivali route that is route no. AC-65 parallel to the BEST buses (700 Ltd & AS 700).

TMT is also planning to start its services to the KDMC & UMC area and to increase its services to BMC,NMMC,MBMC area.

Annual subsidies report for Thane Municipal Transport Undertaking

[Sponsor: Indo-US Financial Institutions Reform and Expansion Project]Executive summaryThe legislation for municipal corporations in Maharashtra, the BPMC (Bombay Provincial Municipal Corporation) Act, 1949, mandates all municipal corporations to submit an ASR (annual subsidies report) at the time of presenting the municipal budget to enable decision-makers to make informed choices about tariffs, service levels, capital investments, and overall transport policies. Following a state government directive to municipal corporations to initiate action towards complying with this provision of the Act, the Thane Municipal Corporation approached the FIRE-D II Project for support in the preparation of the first ASR for the city.

TERI was engaged by the FIRE-D II Project to prepare the ASR for the municipaltransport sector in Thane and develop, on its basis, a draft workbook with the objective of enabling other municipal corporations in Maharashtra to meet all the requirements of the legislation. The ASR for the municipal transport sector in Thane enabled the Thane Municipal Transport Undertaking to develop an action plan for reducing costs and increasing revenues with the overall objective of improving efficiency and ensuring viability.The workbook is currently being tested in other municipal transport undertakings before being formally adopted by the state government as a template for developing an ASR.

THANE MUNICIPAL TRANSPORT BUDGET RELEASED

TMT’s General Manager Kamlakar Dixit presented the Thane Municipal budget 2009-10 to the Chairman Jitendra Kumar Indise.

Under this 130 crore 86 lakhs budget, TMT would be starting 200 new buses under the JNNURM scheme.

The buses will include 63 new CNG buses and 24 low-floored buses. The budget also includes the contrcution of 117 bus stops on the BOT basis.

Buses would also have electronic indicators for the commuters. Currently, the transport bidy has 210 buses which are 10 years old which would also be repaired for wear and tear.

The budget also includes the fact that around Rs 4 crore of commuters tax and children nutrition amount is pending to be paid to the Maharashtra state which would be covered up with the running of the new buses.

The transport body has also asked for Rs 29 crore from the Thane Municipal Corporation to provide better services to commuters like CCTVs, fire alarm system, Door-frame metal detector and other security equipments.
