SALARIESCoach salaries are based on the EEA bargaining agreement. Coaches have the right to split their salaries between more than two coaches if they choose. They must get a written agreement signed by all coaches, which is approved by the athletic director and superintendent.

ATHLETICS PHILOSOPHY AND GOALS

PHILOSOPHY Echo athletic program exists to assist student athletes to grow and develop as a positive contributor in and outside of our community. It is our belief (Echo School District) that interscholastic athletic competition is one of the greatest motivating forces for students not only at the high school levels but all levels. Successful feeder programs are a vital part of this philosophy. The athletic program will support and enrich the overall vision and mission of the Echo School District. Athletics must be a force for good in the school and community. Echo athletics has as its greatest contribution, the development of character among the students, faculty, and community. GOALS The goals of the athletic program are:

1. To promote good sportsmanship, healthful living, and good citizenship 2. To encourage the greatest possible number of students to take part in the interscholastic

sports within budget limitations. 3. To provide the widest possible variety of activities within budget limitations and to work with

Stanfield School District hand in hand to help provide such opportunity for Echo and Stanfield student athletes.

4. To promote the health and physical development of the participants. 5. To teach leadership, decision-making attitude in the school and participants 6. To develop the highest possible degree of individual and team skills 7. To develop a positive self-image in all participants 8. To develop a positive relationship between athletic programs and community

COACHES CODE OF ETHICS 1. To emphasize the proper ideals of sportsmanship, ethical conduct, and fair play 2. To eliminate all possibilities which tend to destroy the best values of the game 3. To stress the values derived from playing the game fairly 4. To show cordial courtesy to visiting teams and officials and fans 5. To establish a happy relationship between visitors, hosts, and communities 6. To respect the integrity and judgment of sports officials

7. To achieve a thorough understanding and acceptance of the rules of the game and standards of eligibility

emotional well-being of the individual players 10.To remember that an athletic contest is only a game – not a matter of life and death for player,

coach, school, official, fan, community, state or nation. THE INFLUENCE OF A COACH The coach/advisor is in a better position to have an influence for good upon the youth of a school than many other members of the faculty. The coach has an obligation to develop a personality and character which are above reproach. Since most coaches are admired and imitated by young people, the example set by them is of extreme importance. The character building potential of athletics is closely related to the character of the coach.

Contests furnish a setting for demonstration of the attitudes of players, whose attitudes are a direct reflection on the coach. A great deal of self-discipline on the part of the coach is required to always let reason rather than emotions guide conduct. To build the correct pattern for your athletes, give the following points your attentions. 1. Watch your language; Obscenity and profanity have no place on the bench, dressing room, or

in your speaking vocabulary when around students/athletes. 2. You can explain defeat, but do not alibi for it 3. Do not gloat in victory, this is even more offensive than providing an alibi 4. Do not be indecisive. Make up your mind. 5. Do not constantly be challenging the decisions of officials, particularly judgment decisions. 6. Do not lose your temper because with it, you will lose your poise. 7. Organize your work well in advance, make a work schedule and perform it promptly and

without undue commotion. 8. Do not try to take unfair advantage of the rules of the game or Echo School District. 9. Allow your players plenty of opportunity for leadership training. 10.Maintain the coach/player relationship. We are not their friends but a role model to give

consequences and rewards. 11.Building a philosophy to support your own convictions is necessary, but it must not be too

different from that of the school and the educational goals of the administrations. The coach’s job is to develop individual players and team into a unit which can give a performance approaching their maximum ability as individuals and as a team. This must be done within the same meaning of the word SPORTSMANSHIP.

CHARACTERISTICS OF SUCCESSFUL COACHES/ADVISORS 1. Highly success-driven people with an outstanding need to be on top. 2. Highly orderly, organized people who prefer to plan ahead and be concerned with looking

ahead into the future 3. Tend to be outgoing and warm people who enjoy being with others 4. Finely developed conscience and are very much in tune with the appropriate values in our

culture 5. Unusually well-equipped by personality and temperament for handling their emotions when

under considerable stress 6. Open, trusting people who are not excessively defensive in their relationships with others 7. Take charge types of people who actively seek roles of leadership in a positive manner

8. Prone to blame themselves and accept blame when things go wrong rather than pass the responsibility to someone else

9. Unusually mature emotionally and would be described as people who would face reality in a direct manner

RESPONSIBILITIES

COACH’S/ADVISORS RESPONSIBILITIES The following are considered as an extension and/or clarification of the job description responsibilities. YEAR-ROUND RESPONSIBILITIES

1. Recognize that he/she is ultimately accountable for every aspect of his/her program and takes steps to see that it is one of quality.

2. Formulate objectives for the coming sport season in cooperation with the other coaches or specific sport staff.

3. Keep abreast of new knowledge and techniques and encourage assistant coaches to do the same.

4. Possess a working knowledge of rules and regulations regarding his/her sport as presented in the OSAA handbook. Keep abreast of rules changes of the sport.

5. Be aware of and adhere to all State, District, League and Echo School District rules, policies and procedures.

6. If there is ANY doubt about a participant’s eligibility, either scholastically or with residency, check with the Athletic Director before this student participates in a contest. Ineligible players may practice, but may not play or perform.

7. Maintain quality communication with Athletic Director, parents, community and players. 8. Maintain a current first aid card or the equivalent in sports medicine, and be ASEP certified. 9. Be aware of potential problems in sports litigation. Take steps to prevent situations which

may result in liability to self, other staff, or the school district to include the following, but not limited to:

a. Maintain accurate permanent records for documentation of injuries b. Document all written information given to athletes and keep attendance at meetings

relating to safety, rules, and policies, i.e., football viewing of safety films. 10.Attend coaches meetings as called by the Athletic Director and/or Principal. 11.Review status of your budget. 12.Meet with Jr. High coaches to coordinate program and to review sequence of fundamentals. 13.Inspect all protective equipment to be issued for the coming season. After clearing it with the

Athletic Director, discard equipment that is not safe or is beyond repair.

ADDITIONAL SEASONAL RESPONSIBILITIES Before the season: 1. Be sure each student has paid his/her fees and completed all of the necessary clearance

forms prior to the first practice. No student will be allowed to practice unless they are cleared. The needed forms are:

a. Physical Examination b. Medical/Insurance release form c. Athletic Policy/Drug and Alcohol Policy

d. Pay to Participate fees 2. Arrange for a systematic and responsible method of issuing and fitting school equipment to

students. 3. Arrange and prepare a first aid kit. 4. Review rules and rule changes with coaching staff. 5. Review with staff the fitting procedures for protective equipment. 6. Review with staff the techniques and actions of a player that are unsafe and could cause

serious injury to the player, a teammate, or opponent. 7. Review with staff the safety techniques and fundamentals that will be used in your sport. 8. Record all meetings where proper procedure was discussed with coaching staff and players. 9. Review first aid procedures and emergency plan with coaches, trainers, and managers. 10.Inform parents and players of the risks involved in the sport. 11.Report any unsafe conditions in the practice facility that could result in injury. 12.Hold a mandatory parent/player meeting before the first contest date.

During the season:

1. Assume supervisory control over athletics and teams. The dressing rooms should be supervised any time they are being used by athletes. Any discipline will be consistent with building and district policies.

2. Explain all regulations of the Athletic Training Rules and the Complaint Procedures to student participants and parents before the first contest date.

3. Clarify to athletes and their parents the criteria necessary to earn a letter award and maintain permanent records, with a copy to the Athletic Director.

4. Have regular communication with the Athletic Director regarding transportation, officials, practice schedules, game management, team concerns/needs, etc.

5. Assume responsibility for care of equipment. 6. Follow the proper procedure for initiating purchase orders. 7. Report any serious student injury immediately to parents, Principal, and Athletic Director. Fill

out an Accident Report Form and turn it into the Athletic Director by the next day. 8. All practices and games are to be supervised by an ASEP certified coach at all times. 9. Organize and schedule practice sessions. 10.Apply discipline in a firm and positive manner, understanding that different athletes require

different motivation. Be consistent with district procedures and policies. 11.Emphasize safety precautions and be aware of the best training and injury care procedures.

Communicate these to students, parents, and coaching staff. 12.Conduct himself/herself and his/her team in a professional and ethical manner during practice

and contests and all that implies. 13.Report a summary of all contests to the news media, Hermiston Herald, and East Oregonian

and provide any publicity information that would aid his/her program and the athletic department in general.

14.Develop within the participants ideals of sportsmanship, cooperation, and respect for discipline and authority.

15.Maintain good public relations with faculty, parents, community, and news media. Coaches and advisors should bear in mind that their statements are published and read by people who are for and against the school’s program.

16.Provide accurate records and keep current information needed to complete eligibility lists, grade checks, and other reports.

17.Should an athlete quit a sport make certain that all of his/her equipment is returned and checked in immediately and notify the Athletic Director.

18.Turn in the following to the Athletic Director: a. An alphabetical squad list as soon as the squad is set and correct as necessary. b. A roster, with all necessary personal data at least one week before the first contest

(i.e. number, height, year position, etc.). c. A typed alphabetical list of award winners immediately following the season, including

those who earned Varsity Letter or pins. 19.Before the first bus trip, review proper bus conduct and the schools’ return policy, boys and

girls are to sit separate, with coaches between. Boys will sit up front coaches in the middle, girls in the back. This may rotate with boys and girls switching from front to back from trip to trip but coaches must sit between.

20.Notify the Athletic Director of any suggested changes to the facilities. 21.Coaches are expected to ride the bus to and from events. In the case that a coach, head or

assistant cannot travel with the team one paid coach who is ASEP certified MUST be on the bus round trip.

22.Make sure you have a copy of the medical release form in your first aid kit or notebook that travels with you at all times.

23.Explain to the athletes their responsibilities for taking care of equipment, lockers, locker room, towels and any other school property associated with the sport and/or district.

24.Turn in program information for the first game of the season to the Athletic Director. 25.Turn in program information changes in time to have them appear in the next game program. 26.Frequently remind athletes of eligibility and conduct requirements. 27.Frequently inspect protective equipment to see that it is in good condition and repair and

properly fit for use. 28.In case of a serious injury, secure all equipment involved and retain in actual condition. 29.Consider video taping various practice sessions showing fundamentals taught, terminology

used etc. 30.Keep dated records of the following:

a. Safety information or warnings discussed with or sent home to players and parents. b. Films about rules, fundamentals, safety, etc. shown to players and parents. c. Rules clinics put on by local officials’ association. d. Practice schedule for each day (include safety techniques emphasized in each drill).

End of season:

1. Arrange for the systematic return of all school equipment and hold the athlete responsible for all equipment not returned. Notify the Athletic Director of any equipment not returned. The equipment will be returned and/or the athlete will be charged for the missing equipment within five school days of the last contest, or before the athlete turns out for another sport.

2. Arrange for issuing certificates, letters, and special awards at assemblies, sport socials, team potlucks, etc... Coordinate dates and times through Athletic Director’s office for out of school socials.

3. Arrange for cleaning, storage, and inventory of all equipment within two weeks of the last contest.

4. Be concerned with the care and maintenance of his/her facility by making recommendations concerning maintenance and improvements to the Athletic Director.

5. Turn in and discuss with the Athletic Director the proposed budget for the following year. 6. Submit recommendations to the Athletic Director for proposed schedule at end of season. 7. Submit evaluations of all assistant coaches to the Athletic Director within two weeks of the

last contest. 8. Submit a complete list of all awards and letters.

9. Participate in any league meetings called for the selection of an All League team. 10.Send damaged equipment to be repaired or request it to be discarded. 11.Evaluate injuries that occurred during the season to see how they relate to specific team

drills. 12.Remind staff to renew CPR, first aid, and sports medicine cards for the coming season. 13.Evaluate assistant coaches with the Athletic Director.

GYM USE PROCEDURES

1. Gym floor will have a dry mop at the beginning and end of EVERY extra curricular use, including all lunch time activities and assemblies.

2. Lights are to be shut off when you leave EVERY time, this includes concession area, boys and girls bathrooms, hallways between breeze way and gym, locker room and coaches area.

3. Lock all doors when you leave. Doors to check are as follows, concession glass doors, all hallway doors between breeze way and gym, doors leading to the cafeteria, doors exiting the breeze way, locker room doors include, entry doors from breezeway, exit doors to the playground, coaches room doors. Proper checking of doors includes pushing and pulling firmly to see if the door is properly secured. Please know that people may prop open doors without you knowing, so it is very important that you check ALL doors in the facility, especially exit doors!

4. Equipment must be put away in a neat and professional manner. Students are not allowed to use the stereo system AT ALL! If bleachers are pulled out, they must be pushed in when finished, all portable baskets cannot be dunked on and nobody is allowed to stand or play on the back of the portable hoops. Clothing that is left after gym use must be picked up and set neatly on the table in the corner or if you are a staff member the clothing needs to be taken to the lost and found.

5. Street shoes are not allowed on the gym floor. If shoes are to be used that have been worn outside they MUST be washed with water and towel and all rocks removed. Food and drink is allowed in the old gym but all drink must have screw top lids. ABSOLUTELY NO FOOD OR DRINK IN THE NEW GYM! Water bottles with screw top lids are allowed for athletes, but must only contain water.

6. Locker rooms must be picked up and cleaned at the end of any gym use when locker rooms have been used or unlocked. Please make sure students are locking their lockers at all times. Locker rooms are to be locked at ALL times except when teacher/coach/advisor is present for supervision reasons. Exceptions to locker room supervision MUST be approved by Athletic Director/Principal.

7. Keys are issued with the understanding that you will be the only person using the keys. Keys may be required to be turned in at the conclusion of your gym use.

MAIL BOXES Mail boxes must be checked weekly and kept clean and empty. COACHES MEETINGS The athletic director will schedule various meetings throughout the year. All head coaches are required to attend these meetings. Assistant coaches are optional. If you cannot attend the meeting, you must let the athletic director know and schedule another time to meet about the information. PARENT MEETING The athletic director will set up a parent meeting day at the beginning of each sports season. During the meeting the athletic director will go over needed spectator and athletic code information. After, coaches will explain their guidelines for the season. All head high school coaches should have a print version of their program’s handbook to hand out to parents. This meeting will occur prior to the first official contest date unless approved by Administration. PARENT COMMUNICATION Coaches are responsible for getting practice times and game schedules out to the parents. ROSTERS Rosters need to be updated as changes occur during the season. Rosters must be given to athletic director and school secretary. Rosters need to be turned into the athletic director on the first day of practice. ACTIVITIES LIST: STUDENTS It is the responsibility of an event sponsor (coach) to provide the Office and Athletic Director with an up-to-date list of those students who will be absent from class in pursuit of extra-curricular glory. Students participating in an extra-curricular activity which requires him/her to miss class shall not be counted as absent in the roll book, but are responsible for making up missed work. Please see that all lists are emailed to the athletic director no later than 8:00 a.m. on the day of the event. On the page, indicate the activity, the date of the activity, excuse from class time (no earlier than 15 minutes before departure time), and departure time. ATHLETIC DIRECTOR Athletic Director will be evaluated formally at the end of the school year. Superintendent and Principal will be responsible for conducting the evaluation. HEAD COACHES Coaches will meet with the athletic director at the beginning of the year to review the athletic coaches handbook. During the season, informal evaluations will be done at random times during practices or games. At the conclusion of the season, the head coach will meet with the athletic director have a formal evaluation. The head coach will be responsible for bringing evaluations of assistants during the head coach evaluation. ASSISTANT COACHES Assistant coaches will be evaluated by the head coach. The process of evaluation will be facilitated by the head coach. VOLUNTEER COACHES Volunteer coaches will be evaluated by the head coach. The process of evaluation will be facilitated by the head coach and turned into the Athletic Director. PLAN OF ACTION PROCEDURES

1. It shall be the goal of Echo School District to work with coaches/advisors to remediate problem areas during a season. A key component of remediation is strong communication between coach and athletic director. Early identification of potential problems will result in improved job performance and identification of problems by members of the coaching staff.

2. The Plan of Action shall consist of the following: a. Identification of problem areas b. Coaches response c. Corrective steps to be taken by coach and administration d. Timelines e. Goals to be achieved f. Remediation

3. The Plan of Action shall be initiated in a timely manner by the Athletic Director. Also, a member of the coaching staff may request assistance through a Plan of Action to resolve an area of concern.

4. Copies of the Plan of Action shall be filed with the building Principal and Superintendent

FIRST AID IS IT A STRAIN OR SPRAIN?

-A strain is damage to some part of a muscle or tendon (the tissue that connects muscles to bones). A strain can be caused by over use (chronic strain) or when a violent force is applied to the muscle (acute strain). -A sprain is an injury that occurs when too much force is applied to a joint or ligament (ligaments connect bones to a joint) – for instance, when you twist your ankle in a fall. PRINCIPLES OF “R*I*C*E” -Rest: Stay on the bench until the pain subsides. -Ice: Apply ice to the injury to reduce inflammation and swelling. -Compression: Keep the injury wrapped to add stability. -Elevation: Try to keep the injury raised above the heart, which limits swelling by using gravity to drain the fluid. HOT AND COLD THERAPY -Ice packs and other cold therapy can be applied immediately after an injury for up to 72 hours to help reduce swelling and discomfort. -Heat should not be used in the early stages of an injury. Heat causes more blood to pool in the affected area, resulting in more swelling. REMEMBER, IF EVER IN DOUBT CALL A DOCTOR OR 911 COMMUNICABLE DISEASE PRECAUTIONS While the risk of one athlete infecting another with HIV during competition is close to nonexistent, there is a greater risk that other blood borne infectious diseases can be transmitted. For example, Hepatitis B can be present in blood as well as in other body fluids. Precautions for reducing the potential for transmission of these infectious agents should include, but not be limited to the following:

1. Routine use of gloves or other precautions to prevent skin and mucous-membrane exposure when contact with blood or other body fluids is anticipated.

2. Immediately wash hands and other skin surfaces if contaminated (in contact) with blood or body fluids. Wash hands immediately after removing gloves.

3. The bloodied portion of the uniform must be properly disinfected or the uniform changed before the athlete may participate.

4. Clean all blood contaminated surfaces and equipment with a solution made from a 1-100 dilution of household bleach or other disinfectant before competition resumes.

5. Practice proper disposal procedures to prevent injuries caused by needles, scalpels, and other sharp instruments or devices.

6. Although saliva has not been implicated in HIV transmission, to minimize the need for emergency mouth-to-mouth resuscitation, mouthpieces, resuscitation bags, or other ventilation devices should be available for use.

7. Athletic trainers/coaches with bleeding or oozing skin conditions should refrain from all direct athletic care until the condition resolves.

8. Contaminated towels should be properly disposed of/disinfected. 9. Follow acceptable guidelines in the immediate control of bleeding and disposal of bodily

fluids and contaminated items.

The following is the National Foundation policy concerning bleeding, open wounds, and blood on the uniform. A contestant or coach who is bleeding, who has an open wound, or who has blood on his/her uniform, shall be prohibited from participating further in the contest until appropriate treatment has been administered. If medical care or treatment can be administered in a reasonable amount of time, the individual would not have to leave the contest. The length of time that is considered reasonable is official’s judgment. MEDICAL KITS Head Coaches will check out medical kits at the start of their season and be responsible for return at the end of their season and before the first contest date of the following sport. Coaches need to have Medical Kits with them at all games and practices. The athletic director will stock medical kits and will be checked out ready to use.

SCHEDULING/GAMES SCHEDULING CONTESTS/ACTVITIES: All activities and athletic contests are to be scheduled by the Athletic Director with input from the coach/advisor in charge of the activity. However it is the responsibility of the head coach to discuss scheduling philosophies/strategies on a continual basis with the athletic director. Any contest scheduled by the coach/advisor will be done with the advisement of the Athletic Director. The majority of the contests in which Echo participates are determined by the sports league 6 months in advance. Contest starting times and or cancellation of activity are not done without approval of the Athletic Director and proper notification to the press. Discuss and obtain approval of any modifications to the regular schedule through the Athletic Director, i.e. dates, travel etc. ATTENDANCE Students who do not prearrange absences must be in school all day on the day of a home activity, in school the equivalent of one full day before departure for an away activity and all day following the activity or they will be ruled ineligible for that game. Absence occurring on the day before, day of, or day after must be pre-arranged by 10:00 AM the day the absence occurs. To pre-arrange an absence that complies with state attendance regulations a parent/guardian must contact Office Personnel and coach BY 10:00 AM the day the absence occurs. LETTERING Students will be given the requirements for lettering in an activity when they turn out for that activity. Athletes who letter for the first time as an Echo Cougar will receive an E and from then on will receive a single pin each time they letter from then on, no matter the sport. Letters and pins will be given out at the end of each season in the season’s award night by the coaches. It is the responsibility of the coach to get Letter and pins from the athletic director.

TRANSPORTATION TRANSPORTATION REGULATIONS

1. The bus rules set down by the Transportation Director will be followed.

2. Students must ride to the event unless allowed by the Principal and Athletic Director. Students must also ride home on the bus unless a parent/guardian is present at the game and writes a note and is given to the coach. If a student is to ride home with someone other than a parent/guardian a note must be given and signed by the Building Principal prior to the students departure with the team. Absolutely NO changes will be made over the phone.

3. The bus driver may stop the transportation of the athletic participants to a contest when the bus conduct of the participants is a distraction or in direct violation of the district’s bus regulations.

4. It is the coaches’ responsibility to see that the participants are properly supervised. 5. It is the responsibility of the participants and the coach to leave the bus in a clean condition.

Eating/drinking on the bus should be kept to a minimum and allowed only with the permission of the driver. Coach in-charge of the trip MUST walk the bus before players leave.

6. There will only be small radios/tapes/cd/mp3 players with head phones on the bus. 7. On a co-ed trip the boys will sit up front and the girls will sit in the back. Coaches will sit

between the two groups. It will be up to the coaching staff if they switch, girls in front and boys in the back.

8. The coach will discourage any excess loud noise from any rider under his/her supervision. 9. Transportation Requests will be filled out by the Athletic Director. Information regarding

arrival at the contest is needed from the coach. 10.Travel expense must have advance approval and MUST be obtained from the administration

before the District will be obligated to reimburse any staff member for any expense. This includes mileage expense. When possible, district vehicles will be used rather than personal cars. Use of school vehicles must be approved in advance. Itemized vouchers (with receipts) must be submitted with the purchase order for reimbursement.

PRACTICE PRACTICES Practices need to be kept at 2.5 hours or less. Daily doubles need to follow OSAA practice guidelines limiting practice time to five hours per day with a minimum three hour break between practices. Fall sports will need to use the heat index provided by the OSAA and keep proper track of readings. An NHFS certified coach must be present at ALL times. PRACTICES – BEGINNING DATES

1. Football, volleyball, basketball, track, softball, golf, and all sports in cooperative agreement with Stanfield, cross country, wrestling, baseball, and tennis, all begin practice on dates established by the OSAA.

2. Nine days of athletic practice are required before a player may participate in the contest; exception being if the athlete was an active participant in a sport the previous season involved with post season play.

3. No student will be allowed to participate in more than one athletic activity during any one sport season, unless they have permission of both coaches and the athletic director.

COACHES ABSENCE FROM PRACTICE Coaches must be in attendance at all regularly scheduled practices. If for any reason a coach must be absent, he/she MUST have it organized with their assistant coaches and team OR inform the

Athletic Director and the office so that other arrangements can be made to cover practice or cancel practice. This is necessary so that bus schedules may be altered or other practices moved to a more convenient time. LATE TURN OUT POLICY Late turn outs will be allowed up to two weeks after the first scheduled practice. If the late turn out is a result of a valid medical excuse or transfer case then the two week period may be waived by the Athletic Director only. Late turn out rules apply as if it were a new sport season for that athlete.

POLICIES GRADES FOR ELIGIBILITY All students involved in athletic activities must follow the rules and guidelines set by the OSAA.

The Echo School District believes that the extra-curricular programs are an important part of the educational process and that these activities encourage and support the academic programs. It is with this in mind the following eligibility requirements have been developed. This policy is a partnership with the overall philosophy of keeping our students and parents informed about happenings at school.

A. The student must meet all OSAA mandated rules from the previous semester. B. Each week the principal will send out reports for any student who is currently below a “C.”

Any student who receives a report such as this for three weeks in a row will be declared ineligible and will stay ineligible for at least the next week. The student will become eligible at the next progress report time, if the student does not receive a below “C” report for any class. If they do receive a report they remain ineligible until at least the next report time.

C. Should a student miss three weeks of action due to grade ineligibility outlined in (B) during any one sport season they are ineligible for the rest of the season.

Note: Any student who has an IEP (Individualized Education Plan) who did not earn at least five (5) credits in the immediate preceding semester or who is not currently earning five (5) credits and/or who has not been attending school regularly due to his/her handicapping condition may still be eligible to participate if the student’s multi-disciplinary team determines that the student is making adequate educational progress towards meeting his/her IEP goals and objectives.

SUPPORT and INTERVENTION PROCEDURES A state-licensed expert will provide an assessment/screening process and determine the needs of the Student Athlete and develop a plan of action. The duration of the plan of action will be no less than six weeks. The purpose of the plan of action is to stop the use of drugs – alcohol – tobacco. The experts will have broad but reasonable latitude to develop an individual plan of action to achieve this goal. When developing the plan of action, the experts will look at each individual case and the plan of action will be based on individuals need. Each plan of action will have its own unique characteristics. The responsibility for the implementation of the plan of action rests with the student athlete. Failure to follow any plan of action, anywhere in this policy, will result in suspension from Interscholastic Athletic Programs until the plan is completed. The entire cost of the plan of action and sample testing during the period of suspension is the sole responsibility of the Student Athlete and Parent/guardian. Level 1: Student Athlete goes to the coach or school administration and tells him/her they have been involved in Drug – Alcohol – Tobacco.

First Offense: A plan of action is to be developed and implemented. If the plan is

followed, the student athlete will be allowed to participate in interscholastic athletic programs.

Second Offense: 2 week suspension from interscholastic athletic programs, with a new plan of action to be developed and implemented.

Third Offense: Ineligible to participate in interscholastic athletic programs and a new plan of action will be developed and implemented. After one calendar year from the infraction the student athlete may apply to the committee for reinstatement.

Level 2: A concerned person goes to the coach or school administration and mentioned they suspected you are involved in drugs – alcohol – tobacco. The coach or school administration asks you about it. You tell him/her about your involvement.

First Offense: 2 week suspension from interscholastic athletic programs, with a plan of

action to be developed and implemented. Second Offense: 5 week suspension from interscholastic athletic programs with a new

plan of action to be developed and implemented. Third Offense: Ineligible to participate in interscholastic athletic programs and a new

plan of action will be developed and implemented. After one calendar year from the infraction the student athlete may apply to the committee for reinstatement.

Level 3: A school staff member or law enforcement officer finds you to have been involved with drugs – alcohol – tobacco or you have a positive test.

First Offense: One calendar year suspension from interscholastic athletic programs

with a plan of action will be developed and implemented. After eight weeks from the infraction the student athlete may apply to the committee for reinstatement provided they can show that they have implemented and/or completed the plan of action. After the plan of action has been implemented and/or completed the student athlete must provide drug test results showing no drug use for three weeks in a row.

Second Offense: One calendar year suspension from interscholastic athletic programs and a new plan of action will be developed and implemented. After on calendar year from the infraction the student athlete may apply to the committee for reinstatement, provided they can show that they have implemented and/or completed the plan of action. After the plan of action has been completed the student athlete must provide drug test results showing no drug use for three weeks in a row.

Third Offense: The student athlete is permanently ineligible for interscholastic athletic programs.

Offenses will fall at the level they occur unless the student athlete is currently under a plan of action that specifically addresses subsequent offenses. For example, if a student athlete has a first offense at Level 1, but the second offense is at Level 2, they will be dealt with as second offense Level 2, because the second offense was reported under Level 2. Any time a student athlete is on a plan of action, failure to follow the plan to the satisfaction of the committee will result in suspension from the interscholastic athletic program until the plan has been completed. PHYSICAL EXAMINATIONS Echo School District requires physical examinations for ALL athletes. These must be on file before a student may practice or participate in ANY activity. New physical forms are required for ALL 7 th, 9th and 11th grade athletes and any student athlete new to the District. 6th graders must have their parents fill out the form but do not need a physical from their doctor. If there are warning signs on the 6th grade form it is recommended that the student athlete have a physical before participating. EXTRA CURRICULAR/ACTIVITY TRAINING RULES Any student participating in athletic/activity programs at Echo School District must comply with basic standards of conduct. Violation of basic conduct standards may result in dismissal from school sponsored activity. A violation of basic conduct standard may be defined as any action that has a negative effect on the school, team or individual. It is understood that this policy is a minimum conduct standard. Each coach has the right to formulate additional requirements for conduct under his/her direct supervision. These rules apply for the entire school year. All sports are considered to have started and athletes shall be required to obey training rules from the first day of practice for Football/Volleyball until the last contest of the year in May/June. ATHLETIC FEES Any student participating in the athletic program at Echo School District must pay a $25.00 participation fee for the year, with a cap of $50.00 dollars for multiple students in one family. The fee is due and payable prior to the first interscholastic contest. Student participants must also have a student body card. Each activity will have additional items, required by the coach that must be purchased by players, i.e. jerseys, etc. There is no refund for any student quitting the sport/activity during the season.

OPEN GYM POLICY 1. All open gyms must be scheduled with the Athletic Director 2. Open gyms must follow the regulations set by the OSAA. 3. Coaches must discuss their plans for open gym with the Athletic Director and deal with

issues such as supervision, participants, and use of the facilities. 4. Open gyms include batting cages, weight room, outdoor facilities, etc.

EJECTION POLICY It is the responsibility of the student athlete to cover the cost of fines that are a result of a player ejection and the responsibility of the individual program to cover the cost of any rule violation, with the exception of ejections. It is the responsibility of the individual coach to cover the cost of fines that are a result of his/her ejection or rule violation. Fines for ejections or violation of rules will not come out of the athletic budget. If the fine is a result of a rule violation, the fee will be paid by the group or individual responsible for the violation. FUNDRAISING All fundraising must be approved two weeks prior to the event. Coaches/advisors must fill out the Fundraising form which must be signed by the Coach/Advisor responsible, Athletic Director, Principal, and during the school year the ASB President. Fundraising will be discussed with the Coach/Advisor responsible and the Athletic Director prior to the form being completed. Forms are available from the Athletic Director. It is understood that monies involved are for the program, can not be spent without administrative approval, and will be turned in as soon as possible. Failure to turn in monies immediately may result in termination. HAZING POLICY The Echo School District coaches will not promote or encourage any form of hazing including but not limited to ritualistic initiation or separation by age for any purpose except organization. For example it is allowed to say all freshman line up on the blue line, seniors on the white. It would be inappropriate to have the freshman carry the senior’s uniforms. Anything that separates an age group or class of team members from opportunities that others have or singles them for extra duties or punishments simply because of age or experience is not acceptable. Coaches should not practice these things, and should also discourage those types of things when/if they become aware of them. Grade level should not affect a child’s ability to be eligible to play at an upper level, if that child proves to have the talent, ability and attitude to perform at a higher level they should not be held back. DRESS Students representing the school on activity trips and home events must be dressed in a manner reflecting credit on themselves and the school. The school’s dress code is in effect. Athletes must dress in either Echo gear, such as football jerseys, warm-ups, etc OR business casual. Coaches will determine how their athletes will meet the dress code.

ARRESTS/VANDALISM Any arrest/conviction or any stealing, pilfering, or wanton damage committed while representing the school on a trip/activity or to school property or community property; shall result in a nine (9) week

suspension from activities and community service dictated by the Principal and Athletic Director. A second offense will result in an 18 week suspension. CONDUCT FOR ELIGIBILITY All student participants must be good citizens demonstrating good conduct at school and in the community before being allowed to represent Echo High School/Jr. high at any home or away contest. As such, any disciplinary action taken by the school may result in some penalty in activities. A suspension from school (both in-school and out-of-school) means no activity - practice or participation during the period of suspension. ADDITIONAL RULES Supervisors of co-curricular activities have the right to make rules peculiar to their activity. Such rules must be submitted to the Athletic Director before they are given to the students. This must be done at the beginning of the activity. Any disciplinary action above the minimums may be appealed to the Athletic Review Committee.

ADMINISTRATIVE LEGAL ASPECTS Coaches/Advisors should be aware that they are living in a time when society is “suit conscious.” Coaches/Advisors should take care that they provide adequate supervision and safe conditions for participants at all times. Echo School District STRONGLY encourages coaches to become a member of the Oregon Coaches Association and requires all paid coaches to become ASEP certified. FINANCES/PURCHASE ORDERS/REQUISITION: Allocations for the various athletic/activity programs are set by the Echo School District Budget Committee and must be used as a basis of all purchasing by a coach/advisor. Purchase orders/Requisitions are available in the office for purchasing items included in the allocation. All purchases must be approved in advance by the Athletic Director/Administrator and referred to the Business Manager to determine dollars available and to assign the proper number code. Once approved the items(s) may be ordered. Any purchase made without the approval of the Athletic Director/Administrator will be the responsibility of the individual who made the purchase, financially. ATHLETIC AWARD PROGRAMS/BANQUETS Athletic award programs are to be scheduled at the start of the season by the athletic director. If special arrangements are needed, provide that information to the Athletic Director in the time necessary to accomplish the arrangements so that it may be taken into consideration. All programs are to be advertised by the coaching staff of each program to insure ample notice to parents, students, and community. Each sports season will have a joint sports banquet, which is scheduled by the athletic director. All coaches are required to attend.

COACH STANDARDS – DRESS, LANGUAGE, CONDUCT Coaches/advisors are considered as an example to the students when in a supervisory position. Coaches must refrain from language (swearing), discussions and actions that is inappropriate; any use of tobacco product within the vision of a student or participant; and visible possession of 19

tobacco product in pocket. Coaches/advisors need to keep the coach student relationship in mind at all times making sure the student is aware of the difference between coach and friend. Coaches representing Echo School District are to dress appropriately when involved with the students in a supervisory capacity. This includes home and away contests, off-season work, inseason work with the athletes. They are expected to dress in Echo gear OR business casual for games.

3. Sees that the dressing rooms, equipment rooms, his/her office, the playing fields, and the floors are always neat and clean. His/her players and managers should be carefully and completely instructed in this respect.

4. Supervises locker rooms closely ; making sure that all student/player property is secure and safe. Sees that the players do not damage or deface property or in any way detract or interfere with the host schools’ program when an athletic team is on an away-from-home trip.

5. Explains and enforces rules and regulations pertaining to conditioning of players and training rules affecting the health and safety of the other players

6. Is responsible for the safety and welfare of each student making the trip. Must accompany the team to the game and home from the game on the player/coach bus; unless other arrangements have been approved by the Athletic Director or Building principle.

1. Sees that all team members ride the team bus to and from all athletic events unless released by the coach to his/her parents or legal guardians. To release a player to other than a parent, a note signed by a parent, and approved by the administration, must be presented to the coach before the team departs from the school. Students cannot stay overnight and meet the team the next day for a contest. If the team comes home, all come home.

2. Always conduct themselves as ladies or gentlemen before the public no matter what the circumstances.

3. Is responsible for the selection of their own managers, and shall be responsible for the manager’s conduct during team practices, participation and travel.
