Introduction The EU Ecolabel is a voluntary scheme, established in 1992 to encourage businesses to produce and market products and services that are kinder to the environment. Products and services awarded the EU Ecolabel bear its logo, allowing consumers - including public and private purchasers - to identify them easily. Today the EU Ecolabel covers a wide range of products and services, with additional product groups which are habitually integrated within the scheme. This user manual covers the use of the EU Ecolabel Catalogue administration information system (ECAT_Admin), an online tool open put in place to manage EU Ecolabel licences and products. If you encounter a problem with your ECAT_Admin account, please address your issue to the EU Ecolabel Helpdesk:

Chapter 1: Basic steps

1.1 ECAT_Admin Account set up (first time username) Access the ECAT_Admin by copy/pasting the following address into your web address bar: https://webgate.ec.europa.eu/ecat_admin

Do not bookmark the above web page, use the above link for every login. Make sure that the phrase “ECAT_Admin requires you to authenticate” appears on your screen (red box

in Figure 1). If the phrase does not appear, delete your browser history, cookies, and temporary internet files, and

access the ECAT_Admin via the web address above.

On the same page, in the grey bar titled “Is the selected domain correct” (purple box in Figure 1) the default domain "European Commission" must be set to “External”. To change the domain, click on the link labelled "change it" within the same grey box.

The system then brings you to the new page “Where are you from?” Select the domain "External" (Figure 2).

After clicking on “External”, the system brings you back to the main login page. Depending on how your page is configured either Figure 1 or Figure 2 may appear first.

At the main login page, click on the “Create an account” link, (red box in Figure 3) to create your ECAS account details for the first time.

On the “Create an account” page (Figure 4), all mandatory fields must be completed.

It is optional to create a username in the first field. If left blank, the system automatically generates a username with letters from the first and last names indicated in the mandatory fields.

Once finished, click on the blue “Create an account” button.

Upon submitting your user information on the “Sign Up” page, an automated email is sent to the

email address that is specified on this page. After the initial reception of this email, you have 1 ½ hours to follow the link indicated in the email to create a password.

Once you receive the automatically generated email, click on the link within the email to bring you to the “New password” page. Although your username is pre-filled in, you must create and confirm your password.

After clicking “Submit”, the system prompts you to click “proceed”.

Keep your username and password in a safe place, as it may be difficult to retrieve if lost. Only one ECAS account can be held per licence holding business/organisation. If you, as the ECAS account holder, surrender your rights to manage the account (i.e. your

responsibilities change or you leave the company), you must share your account details (username, password, and email address linked to the account) to the new individual in charge of the account before surrendering your rights to the account. If this step is not followed, it may be very difficult or impossible to retrieve your company’s/organisation’s account information.

1.2 ECAT_Admin contact details Now that you have created your ECAS account, and clicked “Proceed” (Figure 6), the system will bring you to the “My Account” page (Figure 7), where you will enter in your CB’s contact details that will be associated with your ECAT_Admin account.

It is important to correctly complete this information because the information on this page cannot be

modified until after you have been granted access to your account. Clicking “Send for validation” (red box in Figure 7) sends your request to the Helpdesk for

validation. Clicking “Save” (purple box in Figure 7) allows you to end your session and log back in at a later time to make modifications before sending your request. You will not be able to access your account until the Helpdesk validates your contact details.

Please note that your account is automatically created as a licence holder account. This is normal-if

ECAT gave the option to personally create a CB account, then many licence holders may wrongly assign themselves a CB account.

In order to give your account CB access rights, you must contact the Helpdesk and send them the following details:

o ECAS username o ECAS email associated with the account o Indicate the former individual that had the CB ECAT access rights within your country. This

account will be deactivated, as only one CB account can be assigned per organisation. Once we receive these pieces of information, the Helpdesk will submit them to the IT Team, who will

change your access rights from licence holder to CB. The Helpdesk will inform you once the assignation has been completed.

Before clicking “Login” at the main login page (Figure 10), fill in your username or email address associated with your account along with your password.

1.4 Forgotten account details (email, username, or password) Forgotten email/username: If you forget which email/username is associated with your ECAS account, send an email to the Helpdesk

indicating any or all of the following details: country of production, username, email address, or company name.

The Helpdesk will look up your associated account within its “User Management” portal and will indicate which email/username is associated with your ECAS account.

Forgotten password: If you forget the password associated with your ECAS account, click on "Lost your password?" next to

the "Login" button (red box in Figure 11). FIGURE 11: LOST YOUR PASSWORD?

The “New Password” page prompts you to fill in your ECAT account user name or ECAT account email address along with a safety code as shown in Figure 12.

After filling in the required fields, click on the button “Get a password” (red box in Figure 12) which sends an automated email with your new password to the email address associated with your ECAT account.

From the ECAT_Admin homepage (Figure 13), which acts essentially like a filter for all applications and

licences managed by you (the Competent Body (CB), you can perform multiple functions, which are described in detail in the following chapters:

Accept or Refuse a licence application. Accept or Refuse a licence modification. Accept or Refuse a licence extension. Accept or Refuse a licence renewal. Accept or Refuse a licence withdrawal.

Chapter 2: Managing New Licence Applications

To manage new licence submissions, log onto ECAT_Admin, select the filter "IN PROGRESS”, (red box in Figure 14). All submissions for new licence applications sent to you will appear in this list.

Until you award or refuse the new licence application, licence holders are not able to modify the products associated with the submitted licence (they are able to modify information corresponding to another licence). Furthermore the associated products are hidden from ECAT until appropriate action has been taken on your side.

To accept or refuse a licence application submission, click on the desired Application ID (red box in Figure 15). Clicking on an Application ID expands the page to display the green bar with steps 1-4.

Click 3 “Product/Services” (purple box in Figure 15) to visualise the product/service details associated with the application.

Now that you have opened up the product/service list pertaining to one licence holder’s application

submission, your next step is to award, cancel, or refuse the entire submission accordingly. First, click on the “Action” box for each product (red box in Figure 16) in order to expand the page titled

“View Product Details” to see the corresponding details of each submitted product or service (Figure 17).

After verifying the information on each page, click 3 “Products/Services” (purple box in Figure 17) to go back to the list of products as shown in Figure 16.

Check all “Award Product” boxes for each product within the application in progress (purple box in

Figure 18). Click "Change Status” (brown box in Figure 18).

You must assign one status for all products/services indicated in the “Products/Services” tab. You are not able to assign multiple statuses for one application. Contact the Helpdesk if necessary to exceptionally cancel, refuse, or withdraw only one product/service.

After clicking “Change Status” a dropdown menu appears, allowing you to set one status to AWARDED,

CANCELLED, REFUSED. The selection is applied to all products within the entire application (red box in Figure 19).

Awarding a licence To award an application, click "AWARDED" which visualises the “Licence number" field. It is mandatory

to insert a licence number (red box in Figure 20). See the EU Ecolabel Logo Guidelines for guidance on how to properly compose and assign a licence

number. Select the licence’s corresponding criteria (purple box in Figure 20). If a product group is in its transition

phase, you must choose between two criteria. Once you have entered a licence number and chosen the correct criteria, click “Save status” (brown box

in Figure 20). This changes the application status from "IN PROGRESS" to "AWARDED", and the system sends an email

notification to the applicant confirming the new status of the application. The AWARDED products associated with the application will now become visible in the public ECAT, and the licence holder will able to submit modifications/extensions/renewals/withdrawals to this licence.

Refusing/cancelling a licence If the application is missing information, or if it is improperly completed, click “REFUSED” or

“CANCELLED”. Once the licence is refused or cancelled, the licence holder will have to restart and resubmit the entire application. Neither REFUSED nor CANCELLED products/services are displayed in the ECAT. Clicking "Save status" sends an email notification to the licence holder, confirming the new status

of the application. If refused, the licence holder will need to restart its application. If awarded, the licence holder’s products associated with the awarded application will appear on the public ECAT.

Chapter 3: Managing Licence Modifications To manage licence modification submissions, which are modifications made to previously submitted data, log onto ECAT_Admin, select the filter "AWARDED", then the sub-status "With modification in progress" (red box in Figure 21). All modifications from existing licences sent to you will appear in this list.

Until you award or refuse the licence modification, licence holders are not able to modify the products associated with the submitted licence. Furthermore the associated products are hidden from ECAT until appropriate action has been taken on your side.

your next step is to award or refuse the licence modification accordingly. First, click the “Action” box for each modified product (red box in Figure 23) in order to expand the page

titled “View Product Details” to see the corresponding details of each modified product or service (Figure 24).

After verifying the information on each page, click 3 “Products/Services” (purple box in Figure 24) to go back to the list of products as shown in Figure 23.

Now that you have opened up the product/service list pertaining to one licence holder’s application with an “In Progress Extension”, your next step is to award or refuse the licence extension accordingly.

Under the “Action” tab, click on the boxes corresponding to each product or service with the status “In Progress Extension”(red box in Figure 30) in order to expand the page titled “View Product Details” to visualise the corresponding details of each product or service with an extension in progress (Figure 31).

After verifying the information on each page, click tab 3 “Products/Services” (purple box in Figure 31) to return to the list of products as shown in Figure 30.

Now that you have opened up the product/service list pertaining to one licence holder’s application

with a pending renewal request, your next step is to award or refuse the licence renewal accordingly. First, click on the “Action” box for each product (red box in Figure 37) in order to expand the page titled

“View Product Details” to see the corresponding details of each product or service within the licence with a pending renewal request (Figure 38).

After clicking “Change Status” a dropdown menu appears, allowing you to set one status to AWARDED

or REFUSED. The selection is applied to all products within the entire application (red box in Figure 40).

Whether you click “AWARDED” or “REFUSED”, you need to click on the “Save status” button (red box in

Clicking "Save status" sends an email notification to the licence holder, confirming the new status of the application. If refused, the licence holder will need to restart its application. If awarded, the licence holder’s products associated with the awarded application will appear on the public ECAT.

Chapter 6: Licence Withdrawals Licence withdrawals may be performed by either the licence holder or by you.

Chapter 6.1 Managing Licence Withdrawals To manage licence withdrawal submissions, log into ECAT_Admin, select the filter "AWARDED" and the sub-status “Waiting for Ecolabel License Withdrawal" (red box in Figure 42). All existing licence withdrawal requests sent to you will appear in this list.

Until you award or cancel a withdrawal, licence holders are not able to modify the products associated with the submitted licence. Furthermore the associated products are hidden from ECAT until appropriate action has been taken on your side.

Now that you have opened up the product/service list pertaining to one licence holder’s application with a pending withdrawal request, your next step is to award or refuse the licence accordingly.

First, click on the “Action” box for each product (red box in Figure 44) in order to expand the page titled “View Product Details” to see the corresponding details of each product or service within the application waiting for licence withdrawal (Figure 45).

After verifying the information for each product or service, click 3 “Product/Services” (purple box in Figure 45) to go back to the list of products as shown in figure 44.

Validating licence holder request: withdrawing a licence To withdraw the licence, select the "CANCELLED" status and the only available sub-status "Award Holder

Withdrawal" (Figure 48). You must then upload your licence holder’s PDF justification document explaining the reason for the

withdrawal by clicking "Upload” (green box in Figure 48). Click “Save Status” (purple box Figure 48) to cancel and remove all products linked to the submitted

licence withdrawal.

Refusing licence holder request: keeping licence awarded To refuse the withdrawal request and keep the licence awarded, click “AWARDED” as the “new” status

two statuses, which will be applied to the entire application: AWARDED or CANCELLED (red box in Figure 55). To withdraw, select CANCELLED.

Upon selecting “CANCELLED”, a drop down menu will appear, prompting you to justify the withdrawal (red box in Figure 56). Several options are proposed as a justification for the withdrawal, such as the non-payment of fees, the expiry of licence criteria, or other reasons.

Click “Browse” (purple box in Figure 56), then upload (brown box in Figure 56) a justification document explaining the reason for the withdrawal. Date and sign the document before uploading it as a PDF.

• When the upload is complete, click “Save status” (red box in Figure 57).

A notification email is sent to the applicant confirming the new status of the licence as

“withdrawn/cancelled”.

Chapter 7: ECAT Excel Import Template You may use the ECAT Excel Import Template to import licences and products on behalf of your licence holder. The fields presented within the Import Template are the same as those presented within the ECAT_Admin for licence holders, when registering a licence.

Since the Import Template is subject to change upon criteria introductions and expirations, the Helpdesk will email CBs any new version of the Import Template received from the IT Team to CBs via the CB Mailing List, and furthermore will post the updated version on CIRCA.

Any troubles experienced with the ECAT Excel Import Template shall be reported to the Helpdesk. In your email, provide the Import Template used, as well as any relevant screenshots.

When preparing to fill in a licence holder’s product/service information on the Import Template for upload, gather and confirm all necessary information from the licence holder to ensure that the information is valid.

CBs may use the Import Template as a tool to upload licences that have not yet been registered within the ECAT.

CBs may also use the Import Template as a tool to update existing licences. To make updates, the CB must enter in all existing information/data that appears on ECAT pertaining to the licence holder’s licence(s), and then make necessary modifications, extensions, withdrawals, etc. by changing, omitting, or adding new information to the Excel Import Template.

7.1 Guidance on how to use the Import Template Make sure that your version of the Import Template is the most recent. You may enter as many products/services for one licence per Import Template (red box in

Figure 59). Column A and Row 1 should never be modified. Guidance codes in Column A indicate the

types of information that should be entered in for each cell. Always set Row 2/Column B to “1 – Overwrite”.

It is mandatory to select a language in field 21, which will be the language used to write the mandatory product group description in field 26 (visible on the public ECAT).

It is optional to select another language in field 22 and to write the product group description in that language in field 27, (If information is entered here, it will be visible on the public ECAT along with the mandatory product group description).

7.1 Uploading the ECAT Excel Import Template onto ECAT Once logged into ECAT_Admin, click on "Import Ecolabel applications" tab (red box in Figure 61).

Select “Browse…” (red box in Figure 62) to retrieve the completed Import Template within your files. Once the document appears within the “Browse” field, click “IMPORT” (purple box in Figure 62).

If the upload was successful, the application appears as “AWARDED” (red box in Figure 63).

If the upload was unsuccessful, an error message (red box in Figure 64) appears after clicking the “IMPORT” button. If there is an issue with the information that you entered into the Import Template, the error message indicates what you need to change (red box Figure 64). Once the changes are made, you can upload the modified Import Template again.
