Why are we consulting?

2 years ago the government took away council tax benefit

Harrow Council started a new scheme. In April 2013

We need to see how the new scheme is affecting the people who live in

Harrow

We need to save more money.

So we may need to look at changing the current scheme

What is Council Tax?

Council Tax is money people give to the council. It is the councils job tocollect the money. This money pays for things like, collecting rubbish

bins, keeping the streets clean and for education. Some money also

goes to the police, fire and public transport services.

Council Tax Support is money given to the households who do have

much money to help pay their council tax

Everyone in Harrow who is aged between16-65 pays

something towards their council tax

Who gets Council Tax Support

There are 3 groups of people who get council tax support

1) Pensioners

They will not be affected by the changes

2) Houses where people are working ages but someone is

disabled and receives one of the following

Disability living allowance or personal independence

payments

Employment Support allowance (support groups)

Incapacity benefit

Mobility benefit

Severe Disablement AllowanceArmed forces Independence Payment

People who are registered blind

People who receive war disablement pension or is war

widow pension .

We call these people working ae disabled

3) All other working age

These different groups all get a different level of support

Pensioners

The law says we have to pay pensioners up to 100% of their

council tax

Disabled People

We pay disabled people up to 86% of their council tax

All other working Age

We pay other working age people up to 70% of their council tax

this group has 2 main sets of people

1) People in receipt of benefits such as

Job seekers, Employment support allowance and income support

2) People who are working but do no earn

much money (this is called a low income)

For people who are on a low income we ignore part of their

income when we are working out how much Council Tax Support

they can claim. This is called the income disregard

Lone Parents Can have between 25 and 42.10 of their

income ignored each week.

Single people have the least amount ignored between 5.00 and

22.00

When changing the council tax support we need to think what

people can afford to pay

Because if they cannot afford to pay a debt will be

owed to the council and the council will not be able to deliver

some services.

Types of Changes we could make

Increase the liability capThis is the most amount of council tax we will pay in council tax

support

And for working age disabled people it is 86% this means they

have to pay at least 14% of their council tax

For other working age people the most we will pay is 70% this

means they have to pay at least 30%of their council tax

We are not changing the liability cap for other working age

people as they already pay more than other groups and we dont

think they can afford to pay more

We havelooked at different ways of reducing the liability cap for

working age disabled

Include Disability benefit as income

At the moment Disability Living

Allowance and Personal independence Payments are not

included in income when we work out how much council taxsupport people get. We could count this as income.

Doing this would affect households where the claimant or

their partner is on Disability Living Allowance or Personal

Independence Payments and have more money coming in

than the law says it needs to have coming in.

This would normally mean houses where someone works

Households where people are on benefits like Job Seekers

Allowance, Income support or Employment Support Allowance

would not be affected by this change

Include Child benefit as Income

Child benefit is currently not included in income

If we included child benefit as income all households withchildren over their household allowance would be asked to

pay more

People who are entitled to full council tax support because they

are on Job Seekers Allowance, Income Support or Employment

Support Allowance would not be affected by this change

Remove additional earning disregards

At the moment when people work we ignore some of their

income when working out council tax support.

If they work over a certain number of hours a week some oftheir income is not included.

This extra amount is called additional earning disregard.

We could include this amount as income

Most people who work and get council tax support would be

affected by this change

Minimum weekly Council Tax Support Level

At the moment if a household is entitled to less than 2 a

week they do not get Council Tax Support

If we increase the minimum weekly Council tax support this

would affect people who get full council tax support or when

there are non-dependents in household

Non-dependent deductions

A non-dependent is an adult who lives in the house but is

not the person who claims.

We take some money away for every non-dependent who

lives in the house.

This is between 33.30 and 19.80 a week depending on how

much money this person has coming in.

How the decisions will be made

When the consultation is finished, the feedback will be

put together and given to our partners.

No one will know who the feedback is from. They will make sure

your feedback is used when deciding what the new scheme willlook like.

There will be a report given to a council meeting in November,

where the final decision on what the scheme is going to look like

will be made.

We will write a report about the views we have collected and how

they have been used. This will be free for you to read if you would

like to.

We will write to you personally if you are going to be affected.
