Towards state of the art regulations on crew fatigue
n 1 ctober this year, publishes the pinion to the uropean om-
mission on implementing rules on Flight and Duty ime Limitations and
rest requirements for commercial air transport with aeroplanes, commonly
known as FL regulations.
he gency issued a first proposal in the form of a Notice of Proposed
mendment (NP) in December 2010 (NP 2010-14) and received com-ments from a large number of stakeholders during the three month consul-
tation phase which followed.
he gency also contracted three independent scientists to assess the origi-
nal NP proposal in order to ensure that the revision is based on the latest
scientific evidence.

lished in January 2012 and contained an updated set of FL rules, which re-
flected the comments received and the extensive discussions that took place
within the FL expert group set up by . his review group consisted of

It is well established that human performance
is a key paradigm in aviation safety today, and
fatigue is one of the main factors affecting hu-
man performance. It is crucial that safety regu-
lations provide both flight and cabin crew with
the best possible conditions to ensure they
remain alert during all phases of the flight.
AA was given the double mandate to up-
date Flight and Duty Time Limitations and rest
requirements for commercial air transport
with aeroplanes while taking into account re-
cent scientific and medical evidence, and to
further harmonise existing uropean require-
ments in order to provide a level-playing field
for uropean airlines.
In addressing fatigue, the Agency aimed to find
a well-balanced set of rules, which ensure a safe
work environment for crews and promote the high
safety standards of uropean civil aviation.
In these times of economic difficulties and global
competition, AA also paid careful attention tofind solutions that will not impair the competitive-
ness of uropes airline industry.

Following the final pinion, the proposed rule will enter the legislative pro-cess, where the ommission assisted by National uthorities under Parlia-
