3 Feature Overview

In conjunction with Clarity 8.1.1 and CA Clarity PPM v12.0.0, CA introduces a new Clarity add-in called Earned

Value Manager (EVM). Earned Value Manager serves U.S. federal government agencies and prime contractors

in the government space at the state, local, and federal levels to ensure that their IT projects are followingearned value principles defined in the ANSI/EIA-748-A Standard. ANSI/EIA-748-A is the primary list ofrequirements for an integrated Earned Value Management System (EVMS).

Many of the 32 criteria are supported today with Clarity Project Manager. This new add-in leverages Claritysexisting scheduling and resource cost management features to integrate with new EV Contract Managementfeatures to deliver an integrated solution.

Using this add-in you can:

Define the Contract Work Breakdown Structure (CWBS) associated with a contract program.

Define burdening matrices for indirect cost elements. Together with Claritys existing rate matrix, whichdefines the direct cost structure for a resource, the matrices form a flexible means for costing out fullyburdened project resource costs.

Link work packages with projects and project tasks for reporting earned value on the scheduled work

delivered by the control account. Generate historical earned value metrics for the contract work breakdown structure (CWBS) hierarchy.

Report on contract performance measurements using industry-standard Contract Performance Reports(CPR) formats 1-5.

4 Installation Requirements

You must have CA Clarity 8.1.1, 8.1 Service Pack 2, or CA Clarity PPM v12.0.0 and the CA Clarity PPM ProjectManager module installed before you can install the Earned Value Manager add-in r1.1.
