Des was a family man through and through. His wife, children, grandchildren, great grandchildren, parents, brothers, sisters, nieces and nephews meant the world to him. He treasured his frequent trips back to his roots in Saskatchewan to spend time with family and his home was always open to family for visits. He served in the Royal Canadian Air Force for 10 years, traveling extensively all over the world. Des was self employed in construction for a number of years in Edmonton, but his heart was on the farm, so in 1971 he bought land to establish his own farm just south of Redwater. He raised cattle and custom baled hay, later purchasing trucks to haul cattle, hay and grain. Des loved to entertain, he played guitar (and less frequently the electric organ) and sang (often changing up the words for a laugh). For many years he played at family functions and in a small band. After retiring, Des spent much time drinking coffee with friends and tending to his garden, sharing what he harvested with family and friends. In lieu of flowers, please share a coffee with a loved one, spending time with family and friends is the most important time spent. At 5:42 a.m., Morinville RCMP were alerted to an armed robbery with shots allegedly fired by the culprits. Suspects stole a vehicle and drove away. The driver of the stolen vehicle was not injured. The stolen vehicle became disabled, and the males fled on foot. One was arrested near the abandoned vehicle and one was arrested following a track by Police Dog Services. The area was contained with a large RCMP presence, including Police Dog Services, the RCMP helicopter and supporting detachment members, with police ending restrictions on travel in the area shortly before noon. In order to get a fair deal forAlbertans, Bill 26, the ConstitutionalReferendum Amendment Act, wouldallow the government to seek Albertans’guidance on initiatives beyondconstitutional matters.

Referendums enhance democracy byconsulting Albertans on issues ofimportance. As the Fair Deal Panelrecommended, Albertans want a realand direct say on laws and issues thataffect them to best meet their currentand future needs.

“Albertans continue to tell us thatthey want a greater say in the politics inthis province – and that is what we’redoing. This legislation will help usstrengthen democracy and increaseaccountability, giving Albertans a loudervoice and a direct impact on the actionsof government,” states Jason Kenney,Alberta Premier.

“The Fair Deal Panel was clear –Albertans want a more direct say onimportant matters. Expanding whatreferendums can be held on would give

Albertans the opportunity to have theirsay on matters that affect both theirdaily lives and the future of ourprovince,” states Doug Schweitzer,Minister of Justice and SolicitorGeneral.

Referendums could be held on anumber of government-led initiatives ormatters of public interest before theyare implemented, including therecommendations of the Fair DealPanel. Referendums could be heldalongside a provincial or municipalelection, or be held separately or bymail-in ballot.

Government also introduced Bill 27,the Alberta Senate Election AmendmentAct. If passed, this bill would makeminor wording and housekeepingchanges, as well as give the Minister ofMunicipal Affairs the same directive-making powers they have in municipalelections when a Senate election isheld in conjunction with a municipalelection.

The Sturgeon Public School Division has given third reading to borrowing Bylaw No. 02-2020 which will,upon final passage and approval, authorize the proper officers of the said school division to borrowmonies from the Alberta Capital Finance Authority by way of debenture issue, to pay for the cost of theEnergy Retrofit within the limits of the said school board;

Trees crashing onto their house woke up Deb and

Morgan Houlette at 1:11 a.m. on June 13. A

combination of saturated ground and tornado-like

winds uprooted the trees at Twp 590 and RR221

west of Egremont. “150 foot trees just came out of

the ground,” said Deb. They spent last week

working with chain saws to get the trees off the

house and road and trying to deal with the flood

waters.

A new online service simplifies the registrationprocess across provincial lines, making it easierfor owners to grow their business.

Until now, Alberta, British Columbia,Saskatchewan and Manitoba had separateprocesses and systems for corporations andlimited partnerships to complete their extra-provincial business registrations and maintenancefilings. On June 27, the four provinces were thefirst to implement the online Multi-jurisdictionalRegistry Access Service (MRAS), a hub thatallows corporate information sharing between theprovinces, making extra-provincial registrationfaster and easier.

“The launch of this online service is just one of

the ways we are cutting red tape for businesses,which is especially important as we relaunch oureconomy. MRAS is convenient and efficient, andmakes it easier for Alberta job creators to expandtheir operations across Western Canada and forwestern Canadian job creators to grow intoAlberta,” states Nate Glubish, Minister of ServiceAlberta.

As members of the New West PartnershipTrade Agreement, the four western provincescommitted to reconciling business registration andreporting requirements between the jurisdictions,thus simplifying extra-provincial businessregistration processes.

Alberta’s Recovery Plan details the province’seconomic strategy, including a record $10-billioninvestment in infrastructure and a plan for 50,000jobs this year.

Following the initial economic devastation of theCOVID-19 pandemic and the unprecedented crash inoil prices, the Government of Alberta is steppingforward with a plan to address both the short-termand long-term challenges facing our province. It is aplan to create jobs now that will set Alberta on a pathfor ecomonic growth, diversification and renewal forthe future.

“Albertans have risen to the challenge of thepandemic, though we will continue to be careful,especially for those who are most at risk. Now wemust extend that same culture of resilience toovercoming the greatest economic challenge of ourtime. Today, we take a big step forward in thatjourney with the launch of Alberta’s Recovery Plan, abold, ambitious long-term strategy to build ourprovince, to diversify our economy, and to createjobs,” states Jason Kenney, Premier.

Alberta’s Recovery Plan includes the manygovernment relief programs that we have put in placeto support Albertans and Alberta job creators throughthe COVID-19 pandemic. It also builds on strategicinvestments already underway, including theKeystone XL pipeline and $1 billion in acceleratedCapital Maintenance and Renewal funding, which areputting thousands of Albertans to work this summer.The plan will continue under three main pillars:creating jobs, building infrastrtucture that will spurecnomic growth, and continuing to diversify oureconomy.

Building: Investing in InfrastructureThis year Alberta will see the largest ever

investment in the province’s infrastructure, with $10billion being spent on projects in every corner of theprovince, creating 50,000 jobs. Government is takingunprecedented actions to create immediate jobs inways that build communities for a bigger, brighterfuture and support long-term private sector jobcreation. Workers will be getting back on the job ofbuilding facilities, repairing roads and preparingAlberta to be stronger than ever.

Strategic projectsIn a major new initiative, the government will

launch a series of large-scale infrastructure projectsthis summer at a total cost of $612 million. Theseprojects are designed to create at least 2,500 jobsand the projects have been chosen to improve long-term economic growth and to encourage investmentacross the province.

These strategic projects will be spread acrossevery region of the province, and will include thetwinning of highways, projects that support growth inthe agricultural sector, gas line extensions fornorthern residents, treatment facilities for Albertansrecovering from addictions, and other importantprojects. The projects announced today will befollowed by more projects announced in the comingmonths that will drive economic expansion andprovide a legacy that will benefit our province fordecades to come.

Creating jobsStrong economic fundamentals are reinforced in

Alberta’s Recovery Plan with the immediateacceleration of the Job Creation Tax Cut. On July 1,the corporate income tax rate will drop to eight percent – a year and a half sooner than promised.Government is also doubling down on its commitmentto reduce red tape by ensuring governmentprocesses and regulations in the province do notconstrain growth.

“The Job Creation Tax Cut is essential to Alberta’srecovery, ensuring our province has a competitive taxregime for job creators. When Alberta’s corporateincome tax rate hits eight per cent, British Columbia’scorporate income tax will be 50 per cent higher at 12per cent. As employers work to recover from COVID-19 they can be confident that Alberta will be the bestplace in Canada – by far – to locate, bringing withthem jobs and prosperity,” states Travis Toews,President of Treasury Board and Minister of Finance.

Innovation Employment GrantWe are also introducing an Innovation Employment

Grant targeted to smaller companies andencouraging technology and investment in Alberta. Itwill provide a refundable tax credit to companies thatinvest in research and development, leaving themmore money to employ Albertans in areas ofinnovation. With the Innovation Employment Grant,Alberta-based companies will have a competitiveadvantage at every stage in their development.During pre-income and scale-up phases, companies

will benefit from this program, and as they becomeprofitable and no longer qualify for the grant, they willbenefit from the Job Creation Tax Cut.

Putting Albertans firstWe will put Albertans, including recently arrived

new Canadians, first for available jobs by asking thefederal government to remove most occupationalcategories under the Temporary Foreign WorkerProgram for Alberta. At the same time, we will helpemployers connect with unemployed Albertans,making job training programs more responsive, andaccelerating the Fairness for Newcomers Action Planto put new Albertans who are already here to workfaster in jobs that reward their skills and training.

Due to the impairment of international travel, andthe deep jobs crisis, government will also reduce byat least one-third this year’s targeted admissionsunder the Alberta Immigration Nominee Program,while moving ahead with key platform commitmentslike the Foreign Graduate Startup Visa Program tosupport growth in the tech and innovation sectors.This reflects evidence that newcomers who arriveduring economic recessions do less welleconomically in the short term and for the rest of theircareers. When economic conditions improve andemployment rises, we will return to previous levels.

Supporting arts and cultureWe will create a Cultural Event Relaunch Program

to support music, performing arts and landmarkevents which have been especially hard-hit by publichealth measures. This program will help those eventswhich may relaunch in the summer addressphysical distancing requirements, or relaunchas strong as ever in the next season. Thegovernment has also committed to growingAlberta’s cultural industries by 25 per cent to$1.5 billion in the next decade.

Municipal infrastructureFunding for strategic projects is

supplemented by increased funding formunicipal programs.

In addition to the $50 million announced formunicipalities through the StrategicTransportation Infrastructure Program (STIP) tofund bridge improvements, upgrades to roadsand community airports and other initiatives anda further $150 million for water infrastructuregrants through the Alberta MunicipalWater/Wastewater Partnership, we haveidentified up to $500 million in further fundingfor municipalities, funding we expect will bematched by Ottawa. Even before the federalcontribution, this represents an increase tomunicipal infrastructure funding of almost 30per cent in the current fiscal year.

It is estimated this new $500 million willsupport the creation of at least 2,500 jobs –immediate new jobs for projects that supportpeople in the communities where they live, anddrive future economic growth in the province.

Diversifying theeconomy

Sector strategiesAlberta’s Recovery Plan

will focus on sectorstrategies for diversifyingthe economy. Building onour advantages in energy,agriculture, technologyand tourism, thesestrategies will serve tosupport growth in otherhigh-opportunity sectorssuch as value-addedpetrochemicalmanufacturing, minerals,including rare earthminerals, pharmaceuticals,the financial sector,logistics and aviation. Thedetails of these sectorstrategies will beannounced this summerand fall.

TechnologyGovernment is also

announcing itscommitment todiversification through are-capitalization of theAlberta EnterpriseCorporation (AEC).Government is investing$175 million over the nextthree years in capital

funds that support the technology sector in Alberta.Promoting AlbertaGovernment is establishing a new investment

agency to help restore economic growth, create jobs,and diversify our economy.

The Invest Alberta corporation will boostinvestment attraction efforts in key markets withmajor partners around the globe. It will increaseinvestment in Alberta’s primary industries – energy,agriculture, and tourism and encourage investment inour high-potential sectors, such as technology,aviation and aerospace, and financial services.Government has allocated $6 million a year overthree years for its operations.

This funding is part of the $75 million allocated toimplement the Investment and Growth Strategy overthe next three years to rebuild Alberta’s reputation asa destination for business and investment.

“Altogether, this plan represents a bold statementof confidence in the future of Alberta. It is based oncommon sense, not ideology. It balances targetedgovernment spending in areas like job-creatinginfrastructure with strong incentives for private sectorgrowth, like the accelerated Job Creation Tax Cut andthe expanded Red Tape Reduction initiative. Itensures a future for our largest industry – oil and gas– while boosting diversification in key growth sectors,like tech and innovation through the new InnovationEmployment Grant, and the Alberta EnterpriseCorporation,” states Jason Kenney, Premier ofAlberta.
