2. Introduction
DSDMP is the department under The Government of Madhya Pradesh (GoMP)
responsible for The Development of Skill of the Youth for generating Skilled Manpower
to serve the requirement of Industries, Projects, Market at State, National and
International Level.
Global Skills Park (GSP) is a state endeavor conceptualized to support the achievement
of India’s strategic goals of “Make in India” and “Skilling India” through establishing
global standards in skills development and certification. The GoMP is working in close
consultation and cooperation with the Asian Development Bank (ADB) to develop the
technical concept of GSP.
• The Global Skills Park (GSP) would be the new–age state-of-the-art Technical &
Vocational Education & Training (TVET) institution that would seek to
• Create a TVET workforce in MP with high level of employability:
Enable the TVET ecosystem in the state of MP to move into the technology-innovation
space from the current skill based one.

5. e-Tendering Process
1. Registration of Bidders on e-Procurement System
Manufacturers or their Authorized Dealers for Supply of Machines for Global Skills
Park – City Campus, Bhopal are required to register on the e-Procurement System
on the website https://www.mpeproc.gov.in in order to participate in tenders
processed by Directorate of Skill Development using E-Procurement system of IT
department.

2. Digital Certificates
The Bids submitted online should be signed electronically with a Class III Digital
Certificate to establish the identity of the bidder submitting the bid online. The
Bidders may obtain Class III Digital Certificate issued by an approved Certifying
Authority authorized by the Controller of Certifying Authorities, Government of
India. A Class III Digital Certificate is issued upon receipt of mandatory identity
proofs along with an Application Form. Only upon the receipt of the required
documents, a Digital Certificate can be issued. For details please visit
www.ccc.gov.in
Please note that it may take up to 7 working days for issuance of Class III
Digital Certificate, hence the bidders are advised to obtain them at their
earliest.

required to be submitted for the issuance of Digital Certificate from

Important Note
I. Bid for a particular tender can be submitted during the ONLINE BID SUBMISSION
stage only using the Digital Certificate that is used to encrypt the data
during the ONLINE BID PREPARATION.
II. In case, during the process of a particular tender, the bidder loses his Digital
Certificate because of any problem (such as misplacement, virus attack,
hardware problem, operating system problem, etc.); he may not be able to
submit his bid online. Hence, the bidders are advised to keep their Digital
Certificates in a safe place under proper security.
III. The digital certificate issued to the Authorized User of a Partnership firm /
Private Limited Company / Public Limited Company / Joint Venture and used
for online bidding will be considered as equivalent to a no-objection
certificate / power of attorney of that user.

IV. In case of Partnership Firm, majority of the Partners have to authorize a
specific individual through Authority Letter signed by majority of the Partners of
the firm.
V. In case of Private Limited Company, Public Limited Company, the Managing
Director / any other Person (having designated authority to authorize a
specific individual) has to authorize a specific individual through Authority
Letter.
VI. Unless the certificate is revoked, it will be assumed to represent adequate
authority of the specific individual to bid on behalf of the Organization for
online tenders as per Information Technology Act, 2000. This Authorized
User will be required to obtain a Digital Certificate. The Digital Signature
executed through the use of Digital Certificate of this Authorized User will be
binding on the firm. It shall be the responsibility of Management/Partners of
the concerned firm to inform the Certifying Authority, if the Authorized User
changes, and apply for a fresh digital certificate for the new Authorized User.
3. Set Up of Bidders' Computer System
In order for a Bidder to operate on the e-Procurement System, the Computer
System of the Bidder is required to be set up for Operating System, Internet
Connectivity, Utilities, Fonts, etc. A help file on setting up of the Computer
System can be obtained from e-Procurement Cell (M/s. TCS Limited, 5th Floor
Corporate Block, DB Mall, Bhopal)
4. Publishing of N.I.T.
For the Tenders processed using the e-Procurement System, only a brief
Advertisement related to the Tender shall be published in the newspapers and
the Detailed Notice and terms and conditions of tender shall be published only on
the e-Procurement System. The bidders can view the Detailed Notice, Terms &
Conditions of tender document and the time schedule for all the Tenders
processed using the e-Procurement System on the website
https://www.mpeproc.gov.in
5. Key Dates and time
The Bidders are strictly advised to follow the time schedule (Key Dates and
time) of the tender for their side of tasks and responsibilities to participate in
the tender, as all the stages of each tender are locked before the start time
and date and after the end time and date for the relevant stage of the tender
as set by the concerned Department Official.
6. Downloading of the Tender Documents
The tender documents can be downloaded online from the website
https://www.mpeproc.gov.in. All the Bidders are required to register on the e-
Procurement System of IT Department of Madhya Pradesh website
https://www.mpeproc.gov.inin order to participate in tender.

7. Payment for registration on E-tendering portal
The registration fee Rs. 500/- + taxes applicable is to be paid ONLINE. And

8. Payment of tender document fee
Although the tender document can be downloaded from the website
http://www.mpeproc.gov.in, the bidder has to pay a sum of INR 2000 (Rupees Two
Thousand only) (Non-refundable) towards tender document fee by way of Online.
9. Preparation of Bids and Submission of Online Bids by the Bidders
The Bidders have to prepare their Bids online, encrypt their bid data in the bid
forms and submit documents required to be uploaded related to the tender as per
the time schedule mentioned in the key dates and time as given in the Notice
Inviting Tender after signing of the same by the Digital Signature of their authorized
representative.
10. Submission of Earnest Money Deposit
The manufacturers or their Authorized Dealers shall submit their Earnest Money
Deposit as usual in a physically sealed Earnest Money Deposit envelope and the same
should reach the concerned office as stated in the Notice Inviting Tender and key
dates & time.
Earnest Money should be submitted in the form of Bank Guarantee with validity of 18
Months issued by any Nationalized Bank of India in Favor of Director, Skill
Development, Madhya Pradesh.
The Manufacturers or their Authorized Dealers has to upload scanned copy of
Earnest Money Deposit instrument along with the reference details in the
relevant field during online bidding.
11. Opening of Tender
The concerned Department Official receiving the tender or his duly authorized
person shall open the online.

6. Rules for Tender (Bid) | Annexure - A
On-line bids are invited from Manufacturers or their Authorized Dealers for Supply of
Machines for Global Skills Park – City Campus, Bhopal. Bids will be opened at Office of the
Joint Director (ADB Cell), MPSSDEGB Office, Govt. ITI Campus, Bhopal.
A complete set of bidding documents may be purchased by any interested eligible bidder
on the submission of online Tender Fee INR 2000/- (INR Two Thousand only) + Processing
Fee On-line to www.mpeproc.gov.in Bidding document can also be downloaded from
website www.mpskills.gov.in
1. If the bidder is manufacturer then he must submit the relevant certificate of his being the
manufacturer of the items for which he is bidding. Relevant certificate from the
competent authority of the Govt. should be enclosed. In absence of manufacturer
certificate the Tender will be rejected.
2. If the bidder is authorized Dealer then the certificate should be given in Performa as per
Annexure – 1.The manufacturer must authorized only one dealer to participate in Tender.
This Certificate should be duly notarized. In absence of Authorized Dealer Certificate the
Tender will be rejected.
3. The Online tender should contain a covering letter enclosing earnest money, form "A"
receipt of cost of tender form along with other documents as mentioned in various
clauses of the tender. Tender without form "A" duly signed will be rejected. The fact that
the bidder has signed the form "A" (Annexure – 2) will mean that the bidder has
completely accepted these tender rules and that the bidder agrees to abide by these
tender rules. No deviation from tender rules will be accepted under any circumstances
even if the tenderer may mention his own conditions in his tender. The tender rules and
clause usually printed on the parties tenders or bills will not be binding on this
department. If form "A" is signed by bidder in token of his acceptance, he should not
mention any other tender conditions.
The contents of the form "A" should not be changed or amended. In other words, tenders
on stipulated conditions will not be acceptable by this office. It should be noted that
documents should only be uploaded to the portal and no hard copies shall be accepted
related to the tender except the original bank guarantee of earnest money. If the original
hard copy of the bank guarantee of earnest money is not submitted in the office of the
purchaser within the specified time, mentioned in the key dates and time, the tender shall
be rejected at the time of opening the technical bid.
4. The manufacturer must be in the business of manufacturing the same machines since last
5 years & should have manufactured 50 machines per year. The information of the
machines manufactured should be shown in Annexure-9.
5. The bidders quoting as Authorized Dealer of Manufacturers meeting with the above
requirements in full can be considered only if the bidder as Authorized Dealer has
supplied, installed and commissioned satisfactorily at least the same number of machines
being procured through this tender in any one of the last five years (2012-2013 to 2016-
2017). This information should be submitted as Annexure – 10.

6. No deviation statement should be submitted for every offer in Annexure – 8. No other
format will be accepted. In absence of No deviation statement, the tender will be
rejected. This information should be submitted as Annexure -8
7. The rates should be quoted in format of price schedule shown in Annexure – 4. Rates
quoted in any other format will be rejected. No insurance charges will be borne by the
consignees under any circumstances.
8. The Manufacturer/Bidder should furnish the information on past supplies and satisfactory
performance in the Proforma given under Annexure – 3. Performance certificate from
purchaser/ user /consignee also must be attached.
9. The Bidder should furnish data to support that he has the financial capacity to perform
the contract, for this the bidder should have the minimum turnover of INR 40 Cr. for
Package – 1 & INR 7 Cr. For package – 2 respectively in any One of the last three financial
years (2014-2015 to 2016-2017). The proof of the same should be attached along with
audited balance sheet to be submitted duly certified by the Chartered Accountant.
10. Tender should be accompanied by Earnest Money of INR 15,00,000/- (INR Fifteen Lac
Only) for Package – 1 and INR 7,00,000/- (INR Seven Lac Only) for Package – 2
respectively in the form of Original Bank Guarantee (valid for a period of 18 Months) in
favor of Director, Directorate of Skill Development, M.P. Earnest Money submitted in any
other form will not be accepted and the tender will be rejected.
11. The bidder must submit the copy of GST registration otherwise the tender will be
rejected.
12. The bidder must submit the latest Tax clearance certificate otherwise the tender will be
rejected.
13. As per Madhya Pradesh Store Purchase Rules clause no. 25.3.1, industries registered as
Micro and Small scale industrial units with the Director of Industries, Government of
Madhya Pradesh only will be exempted from the Tender Fee of INR 2000 (if unit is
producing similar items); however, they should upload a true copy of the certificate for
claiming the above exemption. Firms registered with Central Govt. or with other State
Government are not exempted from the Tender Fee.
14. Security Deposit of 10% of the total value of the order in the form of Bank Guarantee will
have to be deposited by the successful bidder before the final orders are placed with him.
Security Deposit (Bank Guarantee) should be submitted in favor of the Director,
Directorate of Skill Development, M.P. If the demanded Security Deposit of 10% is not
deposited by the bidder in the stipulated time period the Earnest Money deposited with
the tender is liable to be forfeited. Security deposit form is shown in Annexure – 6.
15. Earnest Money/Security Deposit to this office in previous tenders will not be adjusted
towards the present tender and no request will be entertained in this regard.
16. As per Madhya Pradesh Store Purchase Rules clause no. 25.3.2, industries registered as
Micro and Small scale industrial units with the Director of Industries, Government of
Madhya Pradesh, Bhopal only will be exempted from depositing the Earnest money (if
unit is producing similar items); however, they should upload a true copy of the

certificate for claiming the above exemption. Firms registered with Central Govt. or with
other State Government are not exempted from depositing Earnest Money.
17. The delivery period should be 90 days from the date of purchase order. The successful
bidder should supply full ordered quantity of items for GSP-CC, Bhopal within the
prescribed delivery period specified in the order. If the bidder faces difficulty in supply of
ordered quantity within the delivery period then he should submit the representation
indicating the appropriate reasons of delay. Power to extend delivery period would
remain with Purchaser. If the delivery period is not extended by the purchaser then the
order pertaining to GSP-CC, Bhopal may be cancelled and the security deposit equivalent
to 10% of the value of order will be forfeited.
18. Bidder should give all relevant particulars about every item, such as maker's name
Country of Manufacture and Specifications and Price etc. Full specification must be
written in tender positively and should also be supported by illustrative pamphlets and all
other relevant literature and catalogues.
19. The bidder will have to submit samples on demand and give demonstration in the
prescribed time limit. In case the samples are not produced in the prescribed time, then it
shall be open to the undersigned to forfeit Earnest Money Deposited by the bidder. If the
samples sent by the party are approved the same and may be adjusted in regular supply
and in the case of rejection, they will be returned back to the party at his cost. The
purchaser shall have the powers to extend the time limits.
20. The undersigned may get the items inspected by the third party/Govt. officers/such
person or persons he deems fit, before supply at site or after supply at the GSP-CC,
Bhopal. The purchaser deserves the right to reject such items which do not come up to
the specification. The decision of the undersigned will be final. The rejected items will be
returned on the bidder's cost.
21. Technical Specifications of the items are shown in Annexure – 12.
22. The quantities shown are approximate and can be altered by the purchaser.
23. The Tender and rates quoted by the bidder will be valid up to 12 months from the date of
opening of the tenders. All orders placed up to this date on the rates quoted will be
binding on bidder. The Security Deposit should have the validity period of 18 months.
24. The items will have to be supplied at Global Skills Park – City Campus, Bhopal, which
would be specified in supply order also. Rates should be quoted F.O.R. destination as
above with complete installation & commissioning along with all accessories, All the
Tools, Cutters, Tool Holder and accessories required for making the specimen test job to
check & verify all machine operations after installation is to be provide by the purchaser
along with raw material for 50 sample pieces.
25. All consignment must be dispatched freight paid to Global Skills Park – City Campus,
Bhopal “To pay" Railway Receipt/Freight Receipts will not be accepted.
26. The undersigned reserves the rights for any changes/cancellation/rejection of any part or
whole tender, without assigning any reason what so ever.
27. Onsite Warrantee/Guarantee of item should be ensured for period of minimum 18

Months from the date of delivery or 12 Months from the date of installation &
commissioning, whichever is earlier.
28. Guarantee Certificate: - The Bidder will have to submit the Guarantee certificate of the
item as per Annexure – 5, with the invoice/bill of the item.
29. 90% payment will be released after the safe receipt, as per specifications and installation
& commissioning and demonstration. Remaining 10% of Payment will be made after
successful running of the machine for 6months. Therefore, the invoice should be
prepared separately for 90% and 10% of the cost of the item.
30. Contract agreement form is shown in Annexure – 7.
31. Any bid received by the Purchaser after the deadline for submission of bids prescribed by
the Purchaser, will be rejected.
32. Purchase Committee Approval/Decision will be final and binding.
33. It must be noted that normally all correspondence and transactions will be made only
with the parties whose tenders have been accepted and not with anybody else.
34. The undersigned reserves the right to split up the order for supply of articles at tender
for amongst more than one bidder.
35. Any dispute arising out of this tender or supply of any other matter will fall under the Civil
Jurisdiction of MP High Court Jabalpur only.
36. Earnest Money (Bank Guarantee) deposit form is shown in Annexure – 11.
37. The bidder can bid for one or more items mentioned in different packages, but it is
essential to submit EMD separately package wise. Evaluation would be done item wise.
38. The bidder has to provide one operator for each type of precision machines of Package -
01 (as the case may be) for 6 months at Global Skill Park, City Campus, Bhopal (for
example - for 04 number of CNC lathe machines one person shall be required). This
person should look after the operation & maintenance of the similar type of all machines
being procured. He should handhold the training of the trainers of the department. The
cost of operator should be mentioned in Price Schedule separately. This cost will not be
included in calculating L1.
39. The bidder can bid for one or more item(s) in one/any package, but in any case, should
submit the full EMD separately for that package.

8.1. Certificates & Declaration
Bidders have to submit full details of the machine offered along with the following
information in full
1. Machine layout drawing indicating shop floor space required.
2. Printed catalogue and technical write up of the offered machine, if any shall be
supplied along with the offer.
3. Country of origin certificate.
4. Manufacturer’s machine acceptance test plan of the offered machine shall be
supplied along with the offer.
5. Details of customers including contact details & email ids of the users in precision

8.2. Technical Documentation
THREE sets of following technical documentation in ENGLISH and TWO soft copies in
CD/DVD shall be supplied along with machine
a. Operator’s manual.
b. Programming manual.
c. Spare parts manual.
d. Maintenance manual for mechanical and electrical systems if any.
e. Foundation drawings if required.
f. Electrical wiring diagrams, PLC diagrams & Machine parameter manual.
g. Preventive maintenance checklist, troubleshooting charts & guidelines
h. Machine test charts
i. Machine assembly drawings indicating part No. if any.
j. Trouble shooting guide with list of error messages and remedies.
8.3. KIT OF SPARES
Kit of spares (Mechanical/electrical/electronic) on two shift basis for maintenance of
the machine for a period of two years operation.
8.4. MACHINE ACCEPTANCE AT MANUFACTURE’S SITE
1. Pre-delivery Inspection (PDI) at manufacturer's work place for machine
acceptance testing as per manufacturer’s acceptance test plan.
2. Actual machine acceptance accuracy test results according to VDI/DGQ 3441
(Statistical Testing of the Operational and Positional Accuracy of Machine Tools;
Basis) standards hall be submitted to purchaser during PDI for providing
clearance.

8.5. MACHINE INSPECTION & ACCEPTANCE TESTS AT PURCHASER’S SITE:
1. Purchaser will provide electrical power supply with 415V ± 10%, 50Hz ± 5%, three
phase and neutral, 4-wire system. Supplier shall indicate total capacity in kVA
rating
2. Pneumatic supply will be provided by purchaser if necessary, Supplier to indicate
the pressure and flow requirements.
3. Earthling requirements, if any, shall be projected to Purchaser in advance.
4. Foundation requirements for the machine including drawings shall be
communicated to purchaser well in advance to ready the machine installation site.
5. Erection, Installation and commissioning of supplied machine is under Bidder’s
scope
6. Bidder shall demonstrate/prove all the machine geometrical accuracies for
acceptance of the machine according to manufacturer’s test plan.
7. The final acceptance of the machine shall be based on satisfactory acceptance of
the machine at purchaser’s site.
8.6. TRAINING
Training of 2 purchaser’s persons on operation, programming and machine
maintenance aspects after commissioning and acceptance of machine at purchaser’s
site.
8.7. WARRANTY/GUARANTEE
Entire machine inclusive of essential and optional accessories shall be
warrantied/Guarantied for a period of 18 months from the date of receipt or 12
months from the date of commissioning (whichever is earlier)
8.8. ANNUAL MAINTENANCE CONTRACT
Bidder shall offer Non-Comprehensive Annual Maintenance Contract (AMC) for the
offered machine for 3 years after completion of Warranty. The scope shall cover
maintenance of mechanical, electrical, electronic, pneumatic, hydraulic and control
system for the machine. AMC shall include four preventive maintenance visits in one
year and unlimited number of breakdown calls during the AMC contract period.

9. Scope of Work (SoW) and other Terms and Conditions
9.1. SCOPE-OF-WORK
1. Packing, Forwarding, Loading & unloading of machine is under Bidder’s scope.
2. Bidder’s scope includes supply, installation, commissioning & demonstration of
the machine at purchaser’s site at GSP-CC, Bhopal.
3. Assembly / integration tools, instruments etc. required for machine installation,
commissioning and testing of the machine at purchaser site is under Bidder’s
scope.
4. Trainingof2purchaser’spersonsonoperation, programming and machine
maintenance aspects after commissioning of machine at purchaser’s site.
5. The final acceptance of the machine shall be based on satisfactory acceptance of
the machine at purchaser’s site
6. After sales service & spares support shall be provided by the Bidder for a
minimum period of10 years from date of machine acceptance.
7. Speed-Torque / power characteristic shall be provided by Bidder along with the
offer
9.2. DELIVERY TERMS
1. All items ordered shall be supplied before the expiry of delivery period. Any part
shipment without permission shall beat Bidder’s cost.
2. First fill oil/Coolant/Hydraulic Fluid etc. for the machine shall be offered as
standard supply.
3. Seaworthy packing in case of import source/Road worthy packing in case of
indigenous source with proper markings to prevent damage/loss in transit and to
withstand all weather/transit hazards shall be provided.
4. Delivery schedule: Within 3 (THREE) months maximum from the date of P.O.
Release (Bidder shall submit confirmed delivery schedule along with the offer).
