QUARTERLY RECORD.

OUR PROGRESS.The 6rst Quarterly Meeting in

the new year will be rememberedas an epoch in our history. Reso-lutions of sufficient moment werepassed at it to revolutionize theSociety. Fortunately they were, although truly radical in character, thoroughly conservative in bearingan&1 consequences. The Committeemere directed to purchase land forthe present needs and future ex-tension of the Society's business. It was d.ecided to pay out non-meuibers' loans, to adopt a newcheck system, and to draft suchalteratious in the rules, as shouldenable the accounts to be balancedhalf-yearly instead of quarterly. The meeting was more numerouslyatteuded than any previously held, its tone was healthier, anrl thediscussions that arose mere freerfrom s,crimony than at byegonemeetings. This is as it should be,seeing that success, moderate, butnot the less sound for that, nowattends us. Captious criticism, chronic cavilling, and the magni-fying of trifling defects, are notcalculated to consolidate oursuccess and make it enduring.

Our progress as a Society is,like the progress of the workingclass, slom and laborious enoughwithout the brake being put on byourselves. Fvery day, however, assures us that progress is beingmade, and the latest steps mav beregarded as landmarks. Iu payingout non-members' loans, while weare acting vdsely in the interests ofthe trading members, who are thevery pith and marrow of theSociety, we are causing no hardshipto these leaders of capital, —capitalthat me do not want, —because all ofthem can join the Society if theychoose. Our present check system

is cumbrous and inexact. No systemindeed is perfect, but let us notforget that it is quite possible tochange one system for anotherwithout imputing dishonesty toanybody, either openly or covertly.

The monthly meeting recentlyheld, declined by a large majorityto change the tiiue ofu balancing, apparently more from a desire tolet things remaiu as they are thanfrom any well-grounded objectionto the longer period. Except forthe needs of the new branch ofbusiness there is indeed really littleto be gained by the change. Bybalancing the accounts half-yearlyinstead of quarterly me mightprobably occasion more self-denialto be exercised by that class ofmembers whom stern necessitycompels to withdraw dividends assoon as made; but seeing thatthere would be rather less paid tothose who do not trade to any extent, but use the Society si'mply as a kindof milch cow that gives interestquarterly, the trading memberswould be benefited somewhat, forcompound interest would begin atthe end of each half-year, instead of,asnow, at the endofeachquarter.

In buying land, it has beenstated that we may easily go wrongbut this is equally true of every stepin life. Steps are taken neverthe-less, progress is made, and 'theworld moves on regardless of thebogies which the timid behold inevery bush. Many of the greatestaud most successful enterprizeswere at their inception reckonedthe idle dreams of hare-brained audmischievous intellects. When, however, success is assured, sapientprophets of evil still then croaking, and hasten to take a share of thecredit for that which they havefaintly praised, if not openly con-

demned. Many of our Societiesare witnesses of this. A selfishand grasping class of people jointhem in prosperous periods, andfall away when things look dark, only to join again when the skiesare clear. Vultures hover overthe armies of peace just as they doabove the fianks of the armies ofwar, and in each case they seekprey. No g eat and good movementever yet began in which the seedsof corruption were not sown at theoutset. In our Societies it behovesthose who seek peace and healthyprogress, to adopt the cohesion andto practise the tactics which alouecan make these possible in bodiesdemocratically constituted. Bythese means and no other we mayhope to attain ouz great objects-the social, moral, and intellectualadvancement of the working classes.

NOTES.The long-continued and severe

winter has greatly hindered buildingwork a't the mill premises, but goodprogress is now being made,

After the mill, bake ovens andstabhng are completed, steps willbe taken to utilize for other branchesof business the premises thenvacated at the Central Stores. Moreaccommodation will also be pro-vided for existing departmentswhich are now much cramped forzoom.

Ovez the main entrance to themill the device of the Society,—a beehive mill be carved in stone, and above it on a scroll will betheLatin motto "CRRscrz zxur. azzM"—"It grows by little and little;"this has been chosen as appzopriateby our esteemed General Secretary,E.V. Neale, Esq.

It has been decided to hold aCo-operative Demonstration whenthe mill is handed over to theSociety by the engineers. Repre-sentatives from neighbouringSocieties will be invited, and thepremises will be throsvn open toour members for inspection.

It rests v ith the membersentirely whether they shall, byconsistent loyalty in purchasizgflour manufactured by the Society, make the mill reucunerative; thereneed be no fear about the result ifeveryone does his duty.

Omiug to representations madeto the Committee, and so as furtherto develope the business at theWelboum and Saxilby branches,a horse ansi cart will be placed atthe Brscebridge Store, and roundswql be taken in the adjacentvillages, the Saxilby and Welbourn

anagers will thus be relieved ofthe rounds nearest to Bracebridgeand enabled to work fartheroutwards.

Mr. Skepper mill be shifted. toBracebridge from Metheringham,to mhich branch a new managerhas been appointed. Mr. Norton, the late Bracebridge mauagerretires from the Society's servicewith th esteem and respect bothof the members and the Committee;he and his family having served theSociety faithfully and mell formany years.

The schedule of prizes for theflower, fruit and vegetable show atWelbourn is being prepared, and adate for holding it upon, millshortlybefixed. As the Committeeof Management have consented to

have the Annual Festival on thesame day as the Show we mayexpect to wituess the largestgathering ever held by the Societyat Welbourn.

The District Chairman andSecretary, at the invitation oflarge borlies of workiug men, havebeen holding public meetings onCo operationrecentlyat Horncastleand Sleaford, where Societies arenow being formed. At Horncastlethere is great opposition, but theco-operators are determined topersevere. There has been a generalreduction in the prices of provisionssince the agitation for a Societybegan. At each town well-to-dopeople have offered to lend capital,Itut this is not the true bs,sis onwhish a Co-operative Societyshould start. There would benothing to prevent such leudersfrom withdrawing their money ata time vvhen it rcight not be con-venient to pay it; no Society iswise iu thus placing itself at themercy of two or three persons, eventhough these be apparently well-intentioned. It would be creditableto the co-operative movement toadopt souse means of helpingstruggling bodies of working mento help themselves, by finding thempart of the capital in the way thisSociety has done at Metheringhame:ud other villages. Thousands ofpounds lie unremunerative waitingtor investment on the one hand, —ou the other, hundreds of menwith some capital, but not quiteenough to start a store, are readyto give their trade but are drivento seek help from outsiders. Whynot bring co-operators and would-be co-operators closer together?

The Educational Committeewish to acknowledge with thanks

HOLLER MILLING.The use of rollers in doin the

work of rnilbstones, dates from theyear 1890, when mills were fittedwith them at Paris, Venice andHelfeuberger. In 1880 Mr. Sulz-berger constructed an improvedroller machine and established acompany which fitted up millswith them in Milan, Venice,Mayence, Stettin, Leipsic, Mann-heim and Pesth, but nearly all thesemills failed or adopted. the oldsystem of grinding. The cause oftheir failure vas ascribed to thefact that it was at that time im-possible to find a sufficient nmnberof skilled men to work them. Aproof of this is seen in the fact thatone of the mills —tne PestherCylinder Mill, —succeeded and hascontinued to work the system withgreat profit. The Sulzbergermachine had three pairs of rollsarranged one above the other; eachroll was six inches in diameter andcontained two huudred grooves. The Pesth Cylinder Mill was fittedwith two hundred and ten paus ofrolls. Part were used for makingmiddlings and part for reducingmidsllings into flour. This mill hadthe mouopoly till 1864 and was apromiueut success. This successled Zscher Wyss and Co., of Lees-dorf, near Vicuna, to mauufacturein 1864, a rnachine designed byNaeff of Pesth it was a four-highruill, single rolls being placed oneabove the other. In 1874, porce-lain rolls were brought out byWegmann, of Naples, who intro-duced them into various stone

Previously to thistime, rollers were not much usedeven in Austria and Hungary, thecoat of a set being SR40, was pro-hibitory, but at an exhibition ofmilling machinery in Vienna in1875, ten firms were represented, and at another exhibition in 1876,in Nuremberg, fifteen roller millswere exhibited. By this iuue theroller made fiour of the PesthCylinder Mill had achieved a world-wide reputation, and in 1RIY,American Millers being coguiss, ntof this, fitted up a roller plant asan experiment in one eml of theWashburn Mill, anil its success le&1

The Americans sunpli-fied snd made automatic thevarious processes anil machines, both for breaking, dressing, undpurification, and, from America,Austrian Boiler Milling is rapidlybeing introduced into England.Several engineering firms haveturned their attention to the manu-fs&cture of milling machinery, andthe work turned out of Britishwork-shops compares most favour-ably with foreign-made machines, both as regards solidity of structureand results of worlring. Themachinery in the Society's mill, isby Robey and Co., of Lincoln, tothe designs of Mr. F. Nell, ofLondon. COMMITTEE'S REPORT.Ta THE AIEIIBBBS,

Wc beg to submit to you the 100th Quarterly Report aud Balance Sheet. Tho total receipts for goods solrl duringthe Quarter is E25663 18s. 5', d. , being an increase of 8891 14s. Qd. over the previous Quarter, and an inoreaseof gl 192 17s. Of d.over the corresponding Quarter of last year. The nett profit on the Quarter's Business is 82,738 7s. 2fd. , which sum willallow 8708 16s. 1!d. for Interest, 31,747 10s. Od. as Dividend, being ls. 6d. per 8 on Melubers' purchases, «nd 241 5s. Io Reserve Fund; 329 9s. Od. for Educational Purposes;and 35 for Congrass 1"und. 197 persons have joined the Society within the Quarter, 57 have withdrawn, and. 12 forfeited ss perRule 6, making thc present number 4,334, an increase of 128 over last Quarter.

We have ruuch pleasure in. reporting that the First Quarter's Working of the Hour Mill has proved remunerative. The Mill Machinery and Engine have fulfilled our expectations, ss also have the Ovens snd Kneading Machine. Although mareroom is needed for the Storage of Grain, we do not at present recommend sny addition to the Wszehouses. We are quitemttisfimf that with our growing Membership, the successful future of the Mill as an investment for the capital which IvaspzhvfmEdr ISMEpwhat hurdeusame to us, may be looked upon as certain. Our own consumption of Flour is increasing, .and it,together wi4h'wu, 'h'ahiw'e:have-sold wholesale to neighbouring Societies, has enabled us to keep the Mfli ranning full time at first, and Iatttbzfy, ,"a"fals:,INEfzs'Ipvuztfme. Responding to the wishes of many of the Members who sre largerconsumem, we havedirected the MBI '~dam»akh a higher quality of Barley Meal, for winch, we sre assured, there is s demand; there wffl, therefore foz the futuxp„'be». Acting on the Resolution passed at the Quarterly Meeting held on Msy 3rd, 1886, we are taking steps to exleml IJILSociety, so that we may eventually have a market within ourselves for all the Mill produces. The progress made by our oldestestabhshed Country Branches is, this Quarter, very satisfactory, —two of them shaw heavier sales than for the Harvest Quarterof last year But it is still mom satisfactory tp knpw that st twp af the Villihoe Branches, the Share Capital standing to thecredit of the Members now amounts to more than would bny their respective Branch premises and stocks if they liked to with-

After Ianusry 5th, 1887, Metal Checks wfii nat be used Io recoril Members' Purchases, but in all the Society'9 Store»the Book System will then come into use. Before yanuszy 6th, therefore, Members must provide themselves with Books, vvhichmay be hsd at the Office, or of any of the Branch Storekeepers. No charge Will be made for the First Book, but shoulil ii belost or become filled with entries of purchases, a new one may be hsd at the Offfce on payment of Three-pence. COMMITTEE'S REPORTTo TEE~,'

Wg bsg to submit to you the 101st Quarterly Report and Balance Sheet. The total receipts for goods sold duringthe Quarter is E28,160 4s. I+., being an increase of E2,496 5s. Sd. over the previous. Quarter, and. an increase of 83,889 14s. ~d.pver the corre~sonding Qnarter of last year. The nett pro6t on the Quarter'8 Business is 83,006 12s, 7d. , WMch sum WIB

SBow E774 1s. Ilgd. foz Interest, 21,950 Os. Od. as Dividend, being 18. 6d. pcr 8 on Merubers' purchases, anil 490 108,8d per 8 on purchases of Non-Members; S53 28. 7d. , being 2$ per cent. por annum for Depreciation of Branch and Cottagepzpperty; 265 Os. Od. to Reduction of Pixed Stock; $66 3s. 8td. to Reserve Fund; 832 14s. Od. for Educational Purposes;and E5 foz Congress Fund. 180 persons have joined the Society within the Quarter, 60 have withdrawn, and 6 forfeited as perRule 6, making the present number 4,448, an increase of 114over last Quarter.

The whole of the MctaBic Cheeks have now been got in, they amount to over $4,000 more than the total sales fpz

thc last Quarter. Had it not been for this excess, the Dividend would have been 18. Sd. We have, however, sugicient pzpgt tp

pay 18.6d. without drawing upon the Reserve Fund, as we expected to do. The large number of Checks brought in is accountedfor by the fact of many joining the Society just before the end of the Quarter, who had, for a long time previously, been tradingas Non-Members and saving their Checks.

The results of the Quarter's working of the mill have been satisfactory; for some time it has been running eighteenhours 8 day, and we ars st BI well supplied with orders. We attribute this to the care that is taken to keep the quality pf the

, products up tp 8 high standard; up to the present time we have had scarcely 8 complaint. The machinery necessary for' ~a' 'iwbgda meal Boar is now gxed and this article will therefore shortly be on sale by the Society.

suitable business premises at Horncastle we hope soon to be able to open a weB-stocked branchthere. We have ~::pf100 members who sre being supplied with groceries and provisions from a smaB dwelling-house.At present this business ii, 'faz, oonvaaMmce 'sake, kept connected with the Central, but as soon as the new premises ars enteredupon it will be placed' on a separiite fpptntg. . . We have good ground for believing that the members in this district, like those etothers of our outlying branches, wiB ma'few. 'yearn, ba able te buy the branch premises and sto'ek and start independently, ifsuch be their wish and our own. At Sleaford we have, 'ap to now, cnzpBed 100 members and taken other steps which wiB bereported in due course.

fRealising the necessity of progtably utiTinng RB onr capital and providing, within ourselves, 8 market for aB the miB

;we would suggest to the members the desirability of opening, in the city„more smaB branches for the sale of groceries, huk'aurid provisions. If, therefore, 8 number of members in any part considered suitable, will join in sending 8 requisition tp

us, it Sliall havs pur best consideration. Some of our most prosperous branches had their origin in this way. Ordiuazy ilweBiug:houses woum. sufgcc foz such branches as we suggest.

It is our earnest desire at aB times, but especiaBy in this distressful period of trade depzession, to pay dividends asas snurnLmanagemsnt wfB permit, but no directorate can ensure high dividends if their efforts are not seconded by the

members, we would therefore respeetfuBy remind those members living near to branches, that it is 8 duty they owc to theSociety to deal at them for aB they want that is kept in stock, so that horses and vane can be used for other purposes than

goods close to branch stores. Arising out of this question of economy of working it is our recommendation that aswe nze well able to do withpat the capital of non-traders they should, either be paid out of the Society, or have theiz mtezcstreduced, to Qg It is the trading members from whom the Society derives its VIMity, and if they are true to it, meze inve8tor8
