The State of North Carolina has been awarded federal Department of Homeland Security Mitigation Grant monies to fund projects that reduce overall disaster risks for people and property and re-duce reliance on disaster recov-ery funds. The project is being funded by a 75% federal and 25% state cost-share. The N.C. Department of Transportation will hold a public meeting regarding the proposed improvements to U.S. 74/76 from Byrdville Freeman Road (S.R. 1836) to east of Money Hole Road (S.R. 1845) in Columbus County. The meeting will be held from 5-7 p.m. on Tuesday, Oct. 22 at Delco Pentecostal Free Will Baptist Church located at 283 Kaiser Road in Delco. The public may attend at any time during the meeting hours, as no formal presentation will be made.

At the meeting there will be maps of the proposed plans as well as project team members who will be available to answer questions and receive feedback. All comments will be taken into consideration as the project progresses. The opportunity to submit written comments will be provided at the meeting or may be done via phone, email, or mail. Comments should be submitted by Nov. 5.

The Columbus County will be conducting the Municipal General Elections on November 5, 2019, the date estab-lished by law, for the towns of Bolton, Brunswick, Cerro Gordo, Chadbourn, Fair Bluff, Lake Waccamaw, Sandyfield, Tabor City and the City of Whiteville.

ABSENTEE BALLOT BY MAIL

Absentee ballot by mail requests must be made in writing, using the approved State Absentee Ballot Request Form, by registered voters. Absentee Ballots Request will be processed by mail beginning October 6, 2019. The last day to request for an absentee ballot by mail is October 29, 2019.

Completed Absentee Ballots must be received only in the Columbus County Board of Elections Office no later than 5:00 PM on November 5, 2019. Ballots received by mail after this time will be timely if received within three business days and postmarked by Election Day.

Voters may receive assistance voting a mail-in absentee ballot from a qualified person of their choice. If the voter lives in a facility such as a nursing home, and the voter’s near relative or legal guardian is not available, the voter or the facility can arrange to have the county board of elections schedule a visit by a Multipartisan Assistance Team to provide assistance and witnesses.

ONE-STOP NO EXCUSE EARLY VOTING

One-stop voting will be available for all Municipal Voters. One Stop Early voting will take place at the Board of Elections office only during the hours of 8:30 AM – 5:00 PM, October 16, 2019 and continues through November 1, 2019, Monday – Friday only. The Board of Elections office is located at 2322 James B White Hwy N., Whiteville.

All Municipal residents, who are registered to vote with the Columbus County Board of Elections, may vote in their Town’s\City’s Election. Voters who wish to change party affiliation or who have changed name or address must do so by the registration deadline. The voter registration books will be closed on October 11, 2019. If you missed the registration deadline, you may register at the Board of Elections One-Stop site during the one-stop period only and cast an absentee ballot. Voters will be required to provide documentation of their residence.

Canvass Day will be held in the Columbus County Board of Elections Office in Whiteville on November 15, 2019 beginning at 11:00 AM.

BUFFER ZONES

At the Precincts on Election Day and at the One-stop voting site, buffer zones will be clearly marked off with yel-low caution tape. A set limit of 50 feet from the door or entrance to the voting place, but when not practical, 25 feet is acceptable. There shall be no campaigning or Electioneering inside the stated buffer zone area, nor should anyone impede a voter’s access into this area. Precinct Officials will designate an area on the premises where cam-paigning and electioneering will be allowed.

Photo ID is not required in any election in 2019.

Beginning in 2020, North Carolina voters will be asked to provide photo identification when voting in person or absentee-by-mail.
