1 Infrastructure UIC Infrastructure Forum: 2009’ steps to take adopted The second Infrastructure Forum 2008 took place on October 29th, 2008 at the UIC Headquarters in Paris, being prece- ded by the Infrastructure Manager Semi- nar and a meeting of the Infrastructure Forum Steering Committee. With a number of 31 delegates of the member networks and in the presence of the UIC, CER and EIM representatives, the Forum started with a speech of the Chairman, Andrew Mc Naughton, who emphasized the importance of the on- going projects and members’ cohesion around them. He also introduced the new members’ representatives to the Infra- structure Forum and the Steering Com- mittee. After having given an update on the internal personnel changes within the Department, Gerard Dalton, Director of the Infrastructure Department, informed on the different budgetary aspects in 2009. The for- mal approval of the 2009 budget will take place at the UIC General Assembly on 5th December 2008. The UIC Infrastructure staff presented the main steps taken in projects development since the last Forum in May 2008, asking the members for support and involvement in future actions to be undertaken for 2009 and presented in the 2009 Action Plan. On behalf of the Operations Sector, Gerard Dalton presented works identified in the aria of operational tasks to form the basis of a future working group. Antonio Lozano, Chairman of the Tech-nology Sector Group, emphasized theimportance of the experts groups as acommon working structure able to main-tain the UIC level of technological com-petence and knowledge. On behalf ofAntonie Bauer, Ted Luiten presented theAsset Management sector stressing onthe importance of the works of the AssetManagement Working Group that will bepresented during a seminar to take placeon 18th May 2008 in Paris. Peter Winterpresented the latest actions and eventsto come within the ERTMS platform.

Three leaflets and a new project appro-ved by the Infrastructure Forum Having been previously informed on the content of two new UIC lea-flets, the members of the Infrastructure Forum adopted them during the last session. The first one -UIC Leaflet 750-1 “International railway telecom links - Rules for operation and maintenance - 1st Ed.June 2008” - aims to document all relevant information, rules and procedures for international opera-ting, maintenance and trouble shooting of railway telecom links. All types of links are concerned re-gardless of the utilised technologies, equipments, protocols and applications. The leaflet was developedby a “Telecom Leaflet Team” and approved by the UIC Telecom Panel of Expert at their plenary mee-ting on 24 June 2008.

The second leaflet adopted was UIC Leaflet 930 “Exchange of data in connection with cross-borderenergy railway settlement”. This leaflet was presented for approval by the UIC Environment Depart-ment, after taking comments of Infrastructure Department Track & Energy experts and the Freight Foruminto account.

In the Civil Engineering - Technology Sector, UIC Leaflet 518 “Testing and approval of railway vehiclesfrom the point of view of their dynamic behaviour – Safety - Track fatigue - Running behaviour” was pre-sented again to the meeting, after having been put before the Forum in April. Its approval was withheldpending clarification of some points with the team which prepared the leaflet and now it gained accep-tance, so members were informed in consequence.

A new project regarding the rail infrastructure adaptations to the climatic changes was presented to themembers’ representatives to the Forum. Entitled “Adapting Rail Infrastructures to Climatic ChangesProject adopted”, the project will be co-financed and co-supervised by the Infrastructure Department andthe Environment, Energy and Sustainability Platform, who edited it in cooperation and who will spreadresults in benefice of all their members.

Next Infrastructure Forum on 19th May 2009, in Paris The next meeting of the Infrastructure Forum willtake place on 19th May 2009 at the UIC headquarters in Paris and will be preceded, as usual, by a se-minar and a meeting of the Steering Committee. The seminar will focus on Asset Management mattersand will be provided with update information coming from the works of the newly created Asset Mana-gement Working Group.

Adapting Rail Infrastructures to Climate Change:

Project on way

The members of the Infrastructure Forum were informed on the existence of a common pro-ject of the Infrastructure Forum and of the Environment, Energy and Sustainability Platformconcerning the rail infrastructure adaptations to the climatic changes. This project co-edited andco-financed by the two UIC structures, will be supervised by Margrethe Sagevik for the Envi-ronment part and Bjorn Paulsson for the Infrastructure. It will provide results available for themembers of both UIC co-managing structures.

“The background of this project comes from the worries concerning flooding that we have hadin Europe during the last ten years. This concern is increasing because of the deforestation andglobal climatic changes. Two aspects are to consider. The first one: how to prevent it happens,how to make the infrastructure more robust. The second is how to act when it happens and res-tore the infrastructure in due time and best conditions”, Bjorn Paulsson said, explaining thecontext of this innovator project.

Accepted by the members of the Infrastructure Forum, the budget of this project will be sub-mitted to vote to the UIC General Assembly on December 4th, 2008. Taking into account thatthis theme enters more and more the European governmental agendas, future developmentswould be expected. “We intend to go a step further and consider this project as a possiblebasis of a future European project”, mentioned Bjorn Paulsson.

Infrastructure Manager Seminar

Vehicle / Track Interaction. Recent projects in the field

Mr Antonio Lozano, Head of the technology sectorat the Infrastructure Forum opened the Seminarunderlining the basic objective of the track sub-system that are to keep forces on the track (dyna-mic component) and coach accelerations (affectingpassengers) under a certain limit assuring trackmaintainability at the lowest cost. He suggestedaddressing Railway Undertakings efforts in redu-cing the unsprung masses of the trains (better des-ign) and in assuring the good condition of therolling stock (better maintenance) as well as the In-frastructure Managers efforts in building tracks withthe lowest possible vertical stiffness, reducing therail defects (maintenance) and in building andmaintain tracks with excellent quality (construction and maintenance) Results from the 3 projects pre-sented at the Seminar are strictly linked in a chain:

a)Establish good conditions for vehicle acceptance (revision of UIC leaflet 518) b)Maintain the condition in a better way (Best practices for Geometry Maintenance Durability) c)Protect the infrastructure from aggressive wheel sets (Axle Load Check points)

This chain permits the Infrastructure Managers to progress in maintaining the interoperable safety run-ning conditions and in decreasing infrastructure life cycle costs. Results from the Experts Group whichrevised UIC Leaflet 518 indicate which obligations are imposed by the leaflet on the Infrastructure Ma-nagers. Infrastructure Managers have been informed on the technical parameters revised for the tes-ting and approval of railways vehicles from the point of view of their dynamic behaviour-safety-trackfatigue and running behaviour (UIC leaflet 518).

Results from “Track Geometry Maintenance Durability” project and the presentation of best practice fortamping will give a guide to better ensure the durability of the track conditions have also been presen-ted to the Seminar. These results are supported by a campaign of practical tests of tampers, DynamicTrack Stabilisers, and crib/shoulder ballast consolidators, made on site in Swiss, Austrian and Belgianrailways (including LGV lines) to ascertain the benefits of using additional ballast consolidation for op-timum durability. All project conclusions have now been drawn into the UIC report Best Practice Guidefor Optimum Track Geometry Durability.

Finally, as overloading and dynamic effects of loads, mainly due to wheel set defects, have negative im-pact on the track conditions, results from the Axle Load Check point project and future involvement ofthe industry in providing tools to detect such defects “cost killers”, will permit the track preservation andclose the chain: “Maintain safety and reduce LCC”.

Mr. Roman Fila, from ÖBB, pointed out the utility of ALC check points in preventing derailments and thatthe cost of damages to the infrastructure and rolling stock in case of a derailment are evaluated from0,6 to 1,3 Million € and the cost of one measuring site is from 0,35 to 0,5 million €.

International Statistics

Just Published:

UIC International Railway Statistics 2007

and Railway time-series data 1970-2007

The “International Railway Statistics 2007” contains the statistical indicators for UIC member railwaycompanies in 2007. 28 tables cover the main areas of railway activity: network, transport stock, staff,operations, passenger traffic, freight traffic, financial results, energy, safety and high speed. These clear,well-structured tables are a source of easy statistical reference, while the at-a-glance table of contents,the company and country indexes and the explanatory notes help make the whole package user-friendly.

The “Railway time-series data 1970-2007” shows the trends in the main statistical indicators between1970 and 2007 for UIC member railway companies. These indicators relate to the length of lines, rol-ling stock, staff, train routes, passenger traffic - including high speed - and freight traffic, as well as in-termodal transport, operating expenditure and revenues and rail safety.

The Figures relating to each company are presented in 13 tables and easy to consult. Accompanyingthese tables are a table of contents, an index showing the development of railway company structures,plus an index of countries and explanatory notes.

UIC ERTMS Platform:

Benchmark study progresses full steam towards the global

data collection.

Case study meeting with RFI and Trenitalia

(Rome and Florence, 27-28 October)

Paolo de Cicco (UIC) and Martin Mayer (PMP)met with RFI and TRENITALIA representativeson the Infrastructure and Rolling Stock case stu-dies. The Rome-Naples high speed/high capa-city ERTMS / ETCS lev.2 application wasdiscussed and analysed with Matteo Scordato -RFI manager. The Italian infrastructure networkcontext, migration strategy, fallback philosophyand system description were analysed in detailwith the objective of identifying RM-NA imple-mentation costs, on a life cycle view, to be re-ported in the standard “Benchmark Cost Model”.The cost model, agreed by the UIC Benchmarkworking group and used in all case studies, hasthe ambition to become the reference for ERTMSimplementations (on board and track side) to beused for procurement purposes in the future.

UIC Security Platform: work programme implementation and development

After reorganisation by the Executive Commit-tee in Seoul in May 2008, the Security Platformnow has a definite structure and is ready tolaunch its working groups.

The Steering Committee held its first meetingin Warsaw on 7 October under its new configu-ration, chaired by Tadeusz Kaczmarek (PKPPLK Poland) and vice chairman Moha Khad-dour (ONCF, Marocco). This committee reflectsthe global role of the platform and builds part-nerships with third parties to ensure that the se-curity concerns voiced by UIC members and

relating to passenger, freight and infrastructure ac-tivities are properly taken into account.

It has taken a definite decision to hold a securitycongress in Marrakech on 16 and 17 March 2009,prior to a seminar dedicated to railway safety. Bothevents will be coordinated by the African RegionalAssembly held on 26 October 2008 in Tunis.The Platform work groups are still in the processof being set up (human factors, new technology,strategies and procedures, border crossings, freight corridor security and terrorism) and remain open to newmembers.The work group focusing on freight corridor security held its first meeting on the 6 October 2008 in Warsaw.This work group was set up to meet the need expressed by countries crossed by the corridor to create a part-nership to organise freight security in the absence of (or as an alternative to) existing suitable internationaldirectives. Corridor E20 E30 (UNECE UNESCAP) was selected to be the focus of this work. The work willtake the form of an analysis to identify locations along the route which pose a security risk (sidings, bordercrossings, transshipment areas, etc.), find appropriate contacts and then develop a set of countermeasuresto apply. Beyond making concrete progress on this corridor the group will develop a more general methodo-logy which could then be applied to other corridors, similar to work carried out in the context of the Schen-genrail group.

The border crossing group chaired by PKP PLK (continuation beyond the boundaries of the European Unionof work commenced in the context of the European Union Schengen acquis) and the new technologies groupchaired by RFI, will hold their inaugural meeting in November 2008. The work programmes of the othergroups are still being finalised, their meetings are scheduled for late 2008.

The Competence Centre for Security reported back on the Third European Security Conference (SRC ’08)held in Paris on 29 and 30 September 2008 and on research status of preparation for the meetings schedu-led for November 2008 with the International Working Group on Land Transport Security, set up as part ofthe G8, and with UNECE in Geneva. The month of November 2008 therefore marks an important time in termsof the international institutional frameworks according to which railway companies and their partners will beexpected to develop their security policies.

European Rail Forum: “Freight without borders” (Paris, 29 October):

What future for rail freight?

As part of the French Presidency of the European Union, a forum on the fu-ture of freight transport, “Freight without borders”, was held in Paris on 29October.

Co-organised by RFF (Réséau Ferré de France) and the French Ministry forEcology, Energy, Sustainable Development and Urban and RegionalPlanning, the forum was opened by Dominique Bussereau, the FrenchSecretary of State for Transport, alongside Hubert du Mesnil, RFF Chairmanand Vice-Chairman of EIM (the European infrastructure managers’ asso- Dominique Bussereau, the French

ciation), Enrico Grillo-Pasquarelli representing Antonio Tajani, the EuropeanCommissioner for Transport, Members of the European Parliament GillesSavary, Michael Cramer and Ines Ayala Sender, and Karel Vinck and Lau-rens Jan Brinkhorst, European coordinators at the European Commission.

This inaugural forum on freight transport in Europe was intended to bring to-gether political representatives, European and national parliamentarians,economic decision-makers, railway regulators and those working in thefreight transport sector to discuss current issues and arrive at tangible pro-posals, particularly with a view to the creation of a genuine freight-orientedEuropean network.

Dominique Bussereau welcomed the holdingof the forum, which was an opportunity to shareexperiences and remove the barriers presen-ted by differing practices across MemberStates, whilst emphasising the need for conver-gence between national and European inte-rests in this area. In particular, he stressed thefact that “rail transport must take on a Euro-pean dimension in order to be fully competi-tive”, adding that “rail transport will onlyrepresent a real alternative to road haulage byensuring long-distance freight convoys.” Though the implementation of ERTMS will remove many ofthe technical barriers hindering the development of European rail freight, the promotion of freight corri-dors should nonetheless continue, and “a European priority freight network should collectively be defi-ned”.

Hubert du Mesnil, RFF Chairman, welcomed the innovations in this sector which would give freighttransport fresh impetus and capture anticipated growth, highlighting that “the current challenge facingrail freight is to be competitive and fully European, in return for which it expects a network offering a highlevel of service, a freight-oriented network, tospeed the transition”. Though he believed thatthis quality existed, and that rail could be com-petitive, he remained convinced that “we needto move more quickly towards implementing afreight-oriented network and consolidate theprojects currently germinating, such asERTMS corridors, international managementof train paths, and in future perhaps even aversion of Eurocontrol for the railways”, addingthat “in a sector spurred by demand-drivengrowth, the road sector, ports, shippers, so-ciety at large and Europe all need rail freight”,and that due account must be taken of thecontribution this transport mode can make tocombating global warming.

The forum concluded with the positive mes-sage that rail freight has some major assets inits favour.

Railway Safety

6th European Level Crossing Forum (ELCF)

(Copenhagen, 30-31 October)

Simon Fletcher and Ilyas Daoud from UIC partici-pated to the European Level Crossing Forum(ELCF) held on 30-31 October in Copenhagen andhosted by the Danish road directorate. This forumthat brings together rail and highway safety pro-fessionals from European Member States but alsoextra EU countries to exchange information andprovide experiences for improving the manage-ment of the “at-grade rail / road interface” had avery productive meeting which gave birth to anumber of actions and projects to be undertaken inthe forthcoming months. On the governance, theforum decided to strengthen the frequency of themeeting by creating a core group to meet every 6months dedicated to develop the strategy and theobjectives decided by the plenary committee.

The UIC presented a strategic action plan regar-ding the interface road / rail and made twoconcrete proposals. The first one on the necessityfor ELCF and the rail community to sign up the Eu-ropean Road Safety Charter to increase visibilityin its commitment to contribute to overall reductionof road safety risks, and publish safety informationtoward users, which is one of the goal of the forum. Besides, UIC presented its idea of an awarenessday on level crossings which has been adopted by the members. Indeed, this awareness day to beheld in June 2009 is designed to help raise awareness of the critical risks at the road/rail interface facedby the rail community and to highlight the strategic initiative for a European Road / Rail Interface Stra-tegy and associated Action Plan focussing on education and behaviour of users at level crossings. Inthis perspective, a special working group has been launched to define and develop this project. The firstmeeting is scheduled on 10th December and will gather representatives form road, rail sectors but alsofrom a wide range of interested parties including EU officials.

The meeting was followed by various presentations on national successful awareness campaigns, openquestions on the statistical avoid concerning the database on level crossings accidents/fatalities, a re-view of previous initiatives including the recent SELCAT project. The meeting eventually ended with avery comprehensive technical visit of several level crossings around Copenhagen.

Olivier Poitrenaud, CEO of Thalys International, unveils the new design

of interiors and livery of InternationalThalys trains

Following the recent introduction of Wi-Fi on Tha-lys trains, the networking platform “Thalyseo” anda ticketless service for all passengers, Olivier Poi-trenaud, the CEO of Thalys International, unveiledthe new redesigned interiors and the new livery ofThalys train sets at the “railways Interiors Expo”held in Amsterdam.

Functional, Human, Cultural, Imaginative, theseare the four keywords for the restyling of the Tha-lys trains. “Functional” stands for simplicity and in-novation, “human” for the friendly, attractivematerial and warm colours, “cultural” for contem-porary, multicultural and dynamic in concept, at-mosphere and palette, and “imaginative for theunique, striking and poetic use of red as a basiccolour. The guiding principle for this transformationis spreading Thalys values, with people centrestage and new levels of user-friendliness as theaim. The materials used also comply with stringentenvironmental requirements: carpeting and velourare in 100% natural wool, and the aluminium seatsare recyclable.The result is comfort and modernityright across Europe.

The exterior of Thalys trains will appear in a sty-lish new livery. A chrome line runs the entirelength of the train. As the trains runs by at 300kph the reflective line will appear as a chromearrow.

Thalys CEO stated: “With this exclusive design for the new trains, Thalys shows more than ever itspower of innovation and of a strong European and multicultural identity”…and “Partnerships, on-boardservices but also outside the trains are deployed for the pleasure of each traveller, whatever the rea-son for his travel, whether private or business”.

Olivier Poitrenaud, 45 years, a graduate of the Ecole Polytechnique in France, isin the position of CEO of Thalys International since from 1st September 2008. Hesucceeded Jean-Michel Dancoisne who was CEO of Thalys International for 5years and was appointed Director of European Affairs at the SNCF Brussels office.Challenges for Olivier Poitrenaud in coming years will be to offer new services, tobetter meet the customers, shorter distances in Europe thanks to new high-speedlines to the Netherlands and Germany and to confirm the leading European posi-tion of Thalys.

Today over 65 million pas-sengers have already beencarried between Paris, Brus-sels, Amsterdam and Co-logne. Late June 2008,Thalys increased its turnoverby 8 %. From mid-2009 it willtake less than 3:15 hrs totravel from Paris to Cologneand Amsterdam, 1:47 hrsfrom Brussels to Cologneand 1:46 hrs from Brusselsto Amsterdam. Thalys is aproduct of SNCB, SNCF, DBAG and NS.

International Training

IRSMI:

Completion of the first session of the International

railway strategic management institute, senior managers program 2008/2009

The IRSMI participants gathered in HEC HQ atChamperret, in Paris from 22nd September to3rd October 2008 to complete the first session ofthe senior managers courses of IRSMI.

Participants started by an informal gathering ontheir arrival in order to introduce them selves toeach other and to know them better. The2008/2009 session is composed of participantscoming from Indian Railway (IR), South AfricanRailway (Transnet Rail Freight), Japanese Rail-way (EJR) and American Industry representa-tive (Imagine).

The program started by an overall presentation ofthe module by Laoucine Kerbache, HEC Scien-tific Director of the programme and PhilippeKrenzer, HEC Academic Director. Program was followed by a course given by Rafaël Ramirez, Professor of scenario planning. For two daysit was all about imagining what the future would be like; a difficult but very rewarding exercise that openedup the perspectives of these future leaders of the rail industry.

Then, Pierre Dussauge, HEC Pofessor, taught strategy. The group was specially fascinated by the studyof the Southwest Airline case. In the afternoon the project work started. As it is the case for every cohort, itwas a time of excitement. Groups were formed: an Indian Rail group and two international groups. All chosetheir topics and worked hard to narrow down their subject.

The program has been slightly changed this year by introducing new courses such as lateral thinking. Thespeaker, Sebastian from the company Paradoxa, is indeed a magician who taught the group a couple offirst class tricks, but most of all made them reflect on the power of creativity in every day’s work. He taughtthe group how to communicate in business situation and how to understand body language in differentworking situation.The first week was closed by an SNCF technical visit in Reims. The group has been welcomed by Mr Ni-colas Gindt, a previous participant of IRSMI from SNCF who invited the group to visit the regional trainmaintenance workshop in Epernay he is actually managing.

The second week program started with Marc Bertonèche, Professor of Finance at Harvard University whogave a course on basic finance skills. The participants also seized the occasion to raise topical questionsabout the current financial crisis which was on everyone’s mind.

Mrs Helène Löning succeeded to Mr Bertoneche by giving a lecture based on the Ovar method. No soo-ner had she finished that the participants were using the method during the project groups.

Finally the two weeks programme ended by a two day business game led by Prof Daniel Paul. The aim wasfor everyone to practice their newly acquired skills. Stress, skills and group work were on the agenda.

On the last day the project group presented the first draft of their team project to a panel composed by MrSharma, Deputy Chief Executive of UIC, Mr Barron, Director of High Speed Department of UIC, Mr Kerbache,Scientific Director responsible of the Program and Mrs Granger, IRSMI Coordinator. The panel was very ac-tive in making recommendations that will be helpful to the groups in their future endeavour as this year the par-ticipants will be controlled by final exams in order to be able to postulate for an HEC Executive MBA.

The projects of the three teams have been chosen on the following subjects: 1. Customer satisfaction: what are the parameters for attaining customer satisfaction in rail freight trans-portation?

2. How relevant adequate and effective are Transnet technological controls to improve safety perfor-mance, thereby reducing the cost of safety incidence?

3. Right sizing human resource for track maintenance in Indian Railway, how to improve the productivityversus Human resources?

Next module will be held in South Africa in January 2009.

International Rail freight corridors

Container trains linking Austria to China will cover 11,000 km in 20 days

“Building a bridge to China” was the motto of a meeting heldon 17th October in Vienna with representatives from Far EastLand Bridge Ltd (FELB), Rail Cargo Austria (RCA) and Inter-container Austria (ICA) to sign a cooperation agreement for acontainer train from and to China. According to Mr Robert Ge-rendas, Member of the Board of FELB, “this will create a morethan reasonable alternative to the longer sea route – with thesame price and quality, but with a clear advantage regardingthe conveyance time”.

The container train will cover a distance of approximatively11,000 km and serve a multitude of destinations. Its journeyacross half the globe will take the train about 20 days – and this is considerably faster than any ship.Thanks to RFID (Radio Frequency Identification), the customers will always know the current positionof their cargo. Unique is also the documentation system based on a single electronically crearted ma-nifest in 3 languages which will also ensure high flexibility. Partners of this development include CRIM(in charge of the carriagefor China), TranscontainerJSC for the transport onbroad gauge tracks of CIScountries, GySEV for Hun-gary and Rail Cargo AustriaAG for Austria.

awarded as the most influent business woman in Germany in 2008

Mrs Margret Suckale, Member of the Board of Deutsche Bahn (DB) respon-sible for Personnel and Legal Affairs, has been designated by the jury of theeconomic newspaper ‘Financial Times Deutschland’ as the most influent bu-siness woman in Germany during the year 2008. She was rewarded in parti-cular for her outstanding way of leading negotiations with unions’representatives during the “historic” strike of German locomotive drivers atthe beginning of this year. UIC expresses congratulations to Mrs MargretSuckale for her nomination.

UIC and its Railenergy partners announce the 3rd Railenergy Workshop“Innovative Energy Efficient Railway Infrastructure”in Florence (Firenze)/ Italy on January 28th, 2009.The workshop will give an overview about the stateof the art of regenerative braking, energy metering,reversible DC substations and new architecturesamong other technologies. This event will be agood occasion to meet railway colleagues and partners from the railway industry to discuss topics re-lated to energy consumption and saving potentials in the railway infrastructure.

UIC develops its Brussels Team

On 1st October, UIC appointed Mr Ilyas Daoud as InterfacesCoordinator and Ms Nadia Debachy as Office Manager withinthe Brussels office. Mr Daoud is responsible for the Level cros-sings programme and will coordinate the development of theroad/rail interface strategy to develop a closer relationship bet-ween road and rail sectors especially through the EuropeanLevel Crossing Forum ([email protected]). Ms Debachy isresponsible for the efficiency of the Brussels office work andwill assist the team in its tasks ([email protected]). Theyjoin Simon Fletcher, Senior Safety and Interoperability Manageras well as Dennis Schut, EU Research Manager both workingin the Technology and research Department of UIC.
