1 GENERAL

1.1 BRIEF INTRODUCTION Located in the southwest of China, Yunnan Province is endowed with abundant natural resources and rich historical and cultural resources with about 14 million ethnic minorities out of 44 million of total population. Yunnan’s GDP per capita in 2005 was RMB 7,800, only 60% of the national average, with 73 ‘nationally designated poor’ counties out of 129 counties. Yunnan experienced significant economic growth in recent years with average GDP growth rate at 8.9% in the past five years and urbanization rate of 29.5% currently. However, Two important development issues emerged during rapid urbanization and economic growth: (i) exacerbating urban environment, as exemplified by poor water quality of two major lakes – Dianchi and Er’Hai , and (ii) general shortage of basic urban infrastructure to support urbanization, in particular at county town level.

After implementing the World Bank financed Yunnan Environment Project (YEP) successfully, Yunnan Province proposed the Yunnan Urban Environment Project (YUEP) for the World Bank loan based on the experiences of implementing YEP, to further promote the integrated management of key basins and speed up the process of urbanization in key urban areas in the Province. YUEP is an important component of phased Yunnan Province promotes urban development and environmental protection program, aiming at improvement of urban infrastructure development, strengthening the integrated control of environmental pollution, and providing a sustainable environment framework for the socio-economic development in Yunnan. The development objective identified for YUEP is to reduce pollution loads and environmental degradation of the two lake basins (Lake Er’hai and Dianchi) and to facilitate the provision of much needed urban infrastructure in selected county towns of Yunnan, thereby improving urban environment and assisting further urbanization and economic growth.

YUEP is composed of 28 subcomponents, involving such aspects as municipal wastewater treatment and associated sewer network, municipal solid waste collection and disposal, integrated management of river environment and the environmental management capacity building,etc. They are mainly located within the 16 counties or districts in major lake basin (Lake Dianchi and Erhai) and key urban areas (Kunming, Lijiang, Dali and Wenshan prefectures/municipalities). The subcomponents and corresponding EA institutes are summarized in Table 1.1.

1.2 OBJECTIVE OF ENVIRONMENTAL MANAGEMNET PLAN Environmetal Management Plan (EMP) is developed for the inevitable environmental impacts produced by the project, to propose the technically feasible and financially sustainable, workable environmental measures, and make clear the impact mitigation, environmental management rationale and institutional building measures and arrangements for contractor, supervision agency, operator, environmental management department during construction and operation, so as to eliminate or make compensation on the adverse impacts by the project on society and environment and to reduce the impact to an acceptable level. Its specific objectives include:

A. Define environmental management obligations of contractor and operator EIA institutes and design institutes conducted a detailed check and confirmation for the targets of environmental protection, proposed the effective environmental mitigation measures that would be included in the project design and make it the contractual obligations for contractor and operator.

An environmental monitoring program proposed in EMP for the periods of construction and operation could ensure the effective implementation of environmental mitigation measures, which will served as the environmental protecting document to be provided for construction supervision agency, environmental monitoring institute and other relevant agencies during construction and operation, to make clear the responsibilities and roles of relevant functional department and management agency, and propose the communication channels and methods betwen various departments.

C. Guaranteeing the cost for environmental management EMP estimates the funds for environmental protection, environmental management, environmental supervision and capacity building, and indicates the sources of funding to ensure that the environmental management actions will be implemented, in which the management fees including labor cost and operating expenses. The role of EMP is to avoid and control environmental impacts during implementation of the project and operation of constructed facilities, and thus propose such necessary measures as mitigation measures, monitoring measures, legal and regulatory means and guarnantee for the measures above. While it is a key link between environmental impact and mitigation measures and alternative measures assessed and described in detail in EIA.

In EMP the technological contents, cost estimation, implementation plan, government’s function, sources of funding and monitoring program is specified for each environmental management measure. In order to achieve the objective of pollution reduction, the approach proposed in EIA report and EMP must be implemented.

1.3 PREPARATION OF EMP The EMP for YUEP includes the consolidated EMP and EMPs for 28 subcomponents (EMPs for subcomponents were prepared by individual IA and EIA institute), which emphasized on the project budgets and EMP Organization. The consolidated EMP submitted to the World Bank is prepared by Yunan Provinical PMO and Kunming University of Science and Technology (KMUST). International consultants - France Whitbread Corporation (Groupe Huit) provided the relevant training and technical guidance in the process of preparing EMPs. All EMPs is strictly prepared in accordance with national and provincial laws and regulations. While satisfying the requirements for environmental assessment in China, it particularly pay attention to the requirements of safeguard policies of the World Bank, specifically referring to the the relevant provisions of operational policy 4.01.

The Consolidated EMP is prepared based on following::

1.4 DISIGN OF EMP In order to describe such contents as environmental mitigation measures, environmental management, supervision and monitoring in detail, the EMP is designed as a guiding document for environmental management during the implementation of the project, including action plan as following:

Environmental impact and mitigation measures — major environmental impact during construction and operation and the engineering and management measures to prevent or mitigate adverse environmental impact potentially produced by the Project.

Environmental management and monitoring plan — Environmental supervision actions to ensure that environmental protection measures would be implemented simultaneously with construction of the project.

Environmental monitoring plan — Environmental monitoring actions to eliminate pollution produced during construction and operation and to ensure the safe operation and improvement of environmental conditions in project area.

Capability building and Training plan — knowledge and skills training provided for project manager, environmental supervision staff, environmental management staff in full-time or part-time to ensure the implementation of EMP.

1.5 TECHNICAL DETAILS This EMP is prepared based on the consolidated EIA report for YUEP and EMPs for 28 subcomponents. As an independent document, it includes all environmental protection actions to be implemented during construction and operation, and provides a guidline and working framework for the implementation of mitigation measures for adverse impact, environmental supervision, management and monitoring during construction and operation.

The major contents of such two subcomponents as the Monitoring and management support system for total water pollutants control in Lake Dianchi basin and the Environmental monitoring and management capacity building in Wenshan Prefecture are environmental management capability building, without environmental impact and monitoring actions during construction. Therefore, a separate EMP is not prepared for these two subcomponents.

2 INSTITUTIONAL AND POLICY FRAMEWORK

2.1 ENVIRONMENTAL MANAGEMENT INSTITUTION In terms of the authorization in the Environmental Protection Law of the People's Republic of China and the Management Regulation on Environmental Protection for Construction Projects, the EIA report of this project is audited and approved by YEPB that is responsible for the environmental management of this project. YEPB’s responsibilities are mainly setting out environmental protection requirements based on the EIA reports of the project, making coordination between different departments on environmental management, and responsible for organizing the "three at the same time" inspection and acceptance of environmental protection facilities.

Provincical PMO is mainly responsible for project planning and design, and the supervision and management of the implementation of environmental protection procedures, organizes province-wide project environmental management skills training.

EPBs and PMOs at level of prefecture and municipality are mainly to implement the project implementation plan and various technical standards, and also routine supervision of the environmental management.

Entrusted by IAs, the environmental monitoring institutes at level of prefecture and municipality are mainly responsible for monitoring of environmental quality in project area during construction and operation.

Entrusted by implementing agencies (IAs), the environmental supervision engineers are mainly responsible for environmental supervision during construction.

IAs proposed to establish special environmental management sector in charge of: (i) environmental management at different stages of project management; (ii) implementation of the environmental protection laws and regulations and plans; (iii) Check implementation of environmental protection measures; (iv) popularizing use of advanced technology and experience of the Environmental Protection; (v) Organizing GST-related technical training for environmental protection staff to improve the quality of personnel.

Because of great difference of requirements for environmental management between construction and operation, and the difference of temporary and long-term time frame between them, contractor and operator will establish different organizations at different stages and endow them clear responsibility by stage. After construction, the corresponding management agencies will be revoked and the operational management agency will began operation of constructed facilities. Considering the specific circumstances, a crossover of time will be allowed. The institutional framework is shown as Figure 2-1.

2.2 POLICY FRAMEWORK 2.2.1 Environmetal Protection Laws and Regulations

3 DESCRIPTION OF PROJECT

3.1 PROJECT OBJECTIVE The development objective identified for YUEP is to reduce pollution loads and environmental degradation of the two lake basins (Lake Er’hai and Dianchi) and to facilitate the provision of much needed urban infrastructure in selected county towns of Yunnan, thereby improving urban environment and assisting further urbanization and economic growth.

The specific objectives:

(i) Increase the Dianchi Lake Erhai Lake Basin and ecological protection and pollution prevention efforts,;strengthen point source management and non-point source management; speed up the surrounding rivers and lakes basin urban sewage treatment plants and cutting pollution pipeline network constructon pace; emphasise on source control for the implementation of the comprehensive anti-pollution pollution control; control of river pollution load into the lake to reduce pollution load control the pollution load(COD, TN and TP) discharged into the rivers and lakes around the volume, and improve the water quality in rivers and lakes surrounding environment quality ;wilden our sewage treatment and solid waste disposal services; improve the monitoring and evaluating frequency and quality;

(ii) Aimed at teating and improving the city and town rivers in Yangtze River and Pearl River Valley water environmental quality, raise Jinsha River basin secondary urban sewage and garbage pollution processing capability so that the enjoyment of sewage treatment and garbage disposal services increased;

(iii) Accelerate the key city-- Lijiang City infrastructure construction pace to meet the economic and social development needs, improve the functions of its central cities, promote the development of tourism, and better fulfill the economic, financial, information, trade, scientific, educational and cultural center role ,and strengthen the regional promoting and radiation capacity;

(iv) Promote the urbanization of remote areas of Wenshan Prefecture and promote the progressive development from a state goveerment to a medium-sized city; To promote Wenshan develop a group of tourism, border trade ports, agricultural productionized, and small cities and towns of different feature.

(v) Promote pollution control into market, corporatization,and industrialization, promote the establishment of market-oriented environmental protection technology service system, and a sound market operation mechanism and supporting policies.

3.2 PROJECT COMPONENTS Subcomponents of municipal water supply and drainage, solid waste disposal, integrated management of river (lake) water environment and other subcomponents are shown in Table 3-1 to 3-4.

4 SUMMARY OF ENVIRONMENTAL IMPACT AND MITIGATION MEASURES

4.1 MAJOR IMPACT 4.1.1 Impact Of Land Acquisition and Resettlement YUEP will affect 16 counties (districts), 30 township (town), 49 administrative villages,and 1554 families (6587 people), including 1240 families (5338 people) affected by land acquisition, 250 families ( 958 people) affected by temporary land borrow, 1household (5 people) affected by rent of land, 26 Enterprises and institutions (807 people) and 130 commercial households (392 people) affected. According to the detailed survey, the project will permanently occupied 4618.44 acres of land, including arable land of 1733.3 acres, park of 45 acres, fish ponds of 32.6 acres, reservoirs of 138.06 acres, woodlands of 466.2 acres and land of 1709.08 acres for the purpose of construction.

Except for land acquisition for 28 subcomponents, there are only 3 subcomponents involving hous demolition, with affected building of 80721.81 m2 including private housing of 13669.3 m2, which residents of the rural 10357.1 m2 (31 of 145); Urban House of 3312.2 m2 (32, 141), collective house of 67052.51 m2. Demolition of the 63 households (286 people) which is necessary for resettlement of the residents of 15 households (72 persons), the reconstruction on original site is 48 households (214people). Other affected property including telecommunications, special facilities such as electricity, graves and economic trees.

4.1.2 Impact on Natural Habitats There are seven sub-projects mainly involving 12 natural habitats. In terms of regional distribution, there are 6 in Dali, 2 in Wenshan Prefecture,4 in Lijiang City. In terms of type or level, there are 1 in national nature reserve, 2 in provincial-level nature reserve, 2 in provincial wetlands list, 3 in state-level nature reserve, and 4 in other place.

In addition, it found through the first public participation carried out by EIA institutes of subcomponents that the subcomponents of integrated management of water environment in major river courses into Lake Er’hai -- Luoshi River and Yongan River involves such two natural habitat as the East Lake and West Lake. Under the proposed subcomponents, it is proposed to restore some wetlands or river embankment, but some places are currently occupied by local villagers for vegetable plantation as their main source of income for life. IAs need to consider from two aspects: (i) making proper adjustments to the construction contents; (ii) making appropriate compensation (such as the replacement of land, including economic compensation) to minimize the affect on the life quality of local villagers.

The construction process like roadside pipeline construction, the residents’ pumping station construction and upgrading and the transport machinery increase in the city center would lead to some or all of the road closures will bring temporary inconvenience and time delays to the residential, commercial activities and public agencies.

Make traffic control scheme before construction with relevant departments in traffic busy areas.

5 Temporary construction sites emissions

Temporary construction sites wastewater will cause potential new sources of pollution, such sources will produce sludge, Solid Waste and mechanics waste oil.

Daily used wastewater and constructing wastewater must be collected and precipitated, if possible,discharge into the municipal network and avoid pollution.Construction materials must be designated storaged, covered and sprinkler water to drop the dust.

Surface runoff must be monitored, and ensure the monitoring effectiveness and sewage water quality unaffected.

9 Covering

Collective land and the state-owned land will be occupied permanently or temporarily due to contruction

If found any archaeological relics and cultural heritage in the construction process, stop the construction immediately until the relevant cultural management departments, including the Project Office intervened and finished checking up the scene.

10 Road damage

Heavy trucks will damage transport roads severely, especially during the rainy season andwhen the ground surface is wet.

Reducing road damage term must be included in rainy season construction contract, the parties were obliged to resume after the completion of the construction, should resume the road damaged by transportation.

11 Infectious diseases

The mobile population will fill up all the construction sites; they may bring infectious diseases with them and diliver to the local people.

Contractors in the construction process are obliged to take the necessary measures to protect the safety of the public, including pasting warning signs to inform the public safety in the construction site. Construction workers should be regularly checked, once discovered infectious diseases, should immediately take treatment and isolation.

5 ENVIRONMENT MANAGEMENT ORGANIZATION OF SUBCOMPONENTS

5.1 BRIEF In environmental management, the PMOs will supervise the implementation of the project. They are led by the governments at level of Yunnan province and prefecture/municipality. IAs will implement subcomponents individually.

In order to guarantee successful implementation of the project, several full-time or part-time environment management persons will be invited from PMOs, IAs, contractors and operators to supervise the implementation of EMP. During construction, an environment supervise engineer will be appointed for each subcomponent.

The environmental monitoring stations at level of prefecture/municipality will be entrusted by Ias to monitor environmental quality during construction and operation.

5.2 ENVIRONMENTAL PROTECTION ORGANIZATION IN DURING CONSTRUCTION PERIOD

5.2.1 Organization Technology: PPMO will invite 4 experts to assist management of the project.

PMOs: PPMO will appoint 1 environment manager to supervise the implenmentation of environment protection plan. All problems concerned by World Bank and occurred in environment are to be supervised by the manager. The PMOs at level of prefecture/municipality will designate an environment manager to supervise the implenmentation of environment protection plan and communicate with PPMO about the environment problems.

Contractors: they will be required to appoint 1or 2 environment managers by themselves to supervise the implementation of environment protection plan, resolve the environmental problems during construction and communicate with PMOs and environmental monitoring stations.

Operators: each enterprise or implementing agency will establish environment management unit that should be comprised of 2 environment protection persons. And every person in the company should assist them to do well environmental managemnt during operation. The company should be equiped with internet and telephone etc to keep in touch with environmental monitoring stations.

Environmental supervise engineers: each IA will employ an environment supervise engineer to supervise the construction on-spot.

5.2.2 Position And Responsibility

A. Environmental Experts Environmental experts will provide technical support for local PMOs. In the first 6 months of construction period, they will follow up throughly; afterwards they will provide a fixed service of 2 weeks per season.

Environmental experts must insure all requirements will be satisfied at beginning of the project, make sure the environment management rules be effectively carried out in accordance with the laws and regulations of environmental protection and the World Bank’s safeguard policies.

(i) Provide necessary trainings for environmental manager, contractors, operators , environment management persons and environment monitoring engineers of PMOs.

(ii) Offer consultations to PMOs, IAs, contractors and operators. (iii) Assist enterprise’s environmental management persons to organize monitoring

activities.

B. PMOs: environment manager PPMO and Kunming, Dali, Lijiang and Wenshan PMOs will designate an environmental manager individually. PPMO’s environmental manager is responsible for reporting to the World Bank and supervise implementation of the project. Local PMOs’ environmental managers are responsible for supervision of local subcomponents and reporting to PPMO. Environmental manager will assist the land administration and resettlement agencies to ensure the implementation of the project. Their esponsibilities are as follows:

(i) With the assistants’ support, provide training for environment managers. (ii) With the assistants’ support, prepare monitoring plans. (iii) Communicate with the environment managers and construction workers.

The ways are as follows:

Submit regular monitoring report to PPMO and World Bank per month.

Submit special report on non-accordance when the second and third cases are appeared.

Communicate with contractor and operational agency and reach an final agreement when a solution is available

Report to environment manage engineer and environment managers and jointly propose correct measures when there is something wrong

(i) Attend meeting jointly attended by environment engineers, environment managers of company’s project sector, contractor and operational agency.

(ii) Coordinate communication and reporting between environment manager and the World Bank.

C. IAs: environment manage correspondent (EMC) IAs will appoint EMC in charge of environmetal monitoring, and reporting to local PMOs and governments about implementation of environmental protection carried out by contractor and operatioal agency. The main responsibilities of the EMC are as follows:

(i) With assistant’s support, ensure preparation of environmental protection details,monitoring details and environmental protection procedures for contractor and operational agency at the beginning of the project, and collect the outlines of the project manage designers.

(ii) Consign the monitoring items for which special equipments are required, such as monitoring of atmosphere and water environmental quality.

(iii) Offer monthly monitoring report, construction situations and remedy measures for PMOs. Hold a meeting with PMOs every month to report the monitoring status and discuss the project.

(iv) Choose experts and consultants from universities and institutions to give consultations about the training methods and technology, according to the needs.

(v) Organize special study or common investigation related to construction demands according to the reality of project.

(vi) Report solutions and urgent treatments which are inaccordance with design to PMOs’ environment managers and environment supervise organization.

(vii) Disclousure of information through meetings and local media.

D. Environment monitoring engineers: Environment monitor engineers mainly take charge of the construction project activities. Others are as follows: soils engross migration movement. Make sure the activities should accord with the requirement, investment and goals of the environment protection. He is also responsible for the on-spot compromise of the Soil management department, Migration movement department and environment monitoring department. Environment monitor engineers’ works are as follows:

(viii) Make sure all the admission and the demands of the programming process and plans of the environment management are put into effect before the project begins.

(ix) Verify all the members in construction unit and operation unit are implementing the environmental protection measures according to the contracted rules.

(x) According to the contribution of the construction unit and operation unit, make a month-standard-report-salary.

(xi) The report document of the environment monitor. (xii) Recognise demands and make special study and special activities, meanwhile,

commuinicate with the environment managers and implement special measures regularly and effectively.

(xiii) Communicate with the construction persons in order to explain on-spot environment; give suggestions to the remedy measures; give formal directions according to the requirement to the construction unit and operation unit.

(xiv) Communicate with the construction unit, operation unit and construction consultants in order to increase the communication and get some other points on special problems. Its aim is to feedback the problems to the construction engineers quickly and thus to promote the solution of the problems. If the project has the potential harms to the sensitive aims or it betrays the project, he should apply for stop.

(xv) Communicate with the project construction monitor engineers and construction, make monitor weekly report; if there is something wrong, give remedy measures with the project designers if necessary.

5.3 ENVIRONMENT MANAGEMENT ORGANIZATIONS DURING OPERATION

Project operators set up special environment management department to guide the plan’s implementation environment management department’s works are as follows:

(iv) Occurring environmental accident, environmental risk should be resovled in emergency.

(v) keep records of the enterprise environmental management and sort it out .

5.4 DETAILS OF ENVIRONMENT MANAGEMENT INSTITUTION FOR SUBCOMPONENTS

6 IMPLEMENTATION OF ENVIRONMENT MANAGE PLANS

6.1 PROJECT MANAGEMENT: 6.1.1 Overall Management Yunnan Provincial Government will, through PPMO, manage the project. PMOs at prefecture/municipality is responsible for management and supervision of subcomponents in its own prefecture/municipality With assistance from construction supervision engineer, IAs are responsible for implementation of plans related to their own subcomponents.

Responsibilities of environmental protection institutions are as follows:

(i) PPMO is responsible for: (a) overall management of the project; (c) organizing feasibility study; (c) preapring work plans of environmental protection; (d) making coordination between authorities and IAs on environmental management; (e) providing guardance for IAs to implement varous management measures.

(ii) PMOs at level of project prefecture/municipality are responsible for coordinating preparation and operation of the subcomponments.

(iii) PMOs’ environmental manager is responsible for the environment protection plans and environment management during design period.

(iv) IAs are responsible for implementation and mangement of environment protection measures during construction and operation.

(v) EPBs at different leves will be responsible for supervision of implementing the EMP.

6.1.2 Management and Supervision The environmental management institutions for the project include SEPA, YEPB and EPBs at level of project prefecture/municipality.

The supervision are divided in following periods:

A. Feasibility study stage The environmetal supervision and management are executed by SEPA, YEPB and EPBs at level of project prefecture/municipality.

SEPA is the toppest administration department for administrating environmental affairs and law enforcement in the country. It is responsible for overall environmental management of the project, review of Terms of Reference (ToR) for environmental assessment, approval of EIA report, providing guidance for YEPB and EPBs at level of project prefecture/municipality to implement all environmental protection laws and regulations and acceptance of environmental protection facilities constructed.in the Project.

YEPB is responsible for supervision and management of environmental protection for the project, organizing and coordinating relelvant institutions to provide service for environment protection related to the Project, supervising the implementation of environmental plans for the project, acceptance of acceptance of environmental protection facilities constructed.in the Project and providing guidance for EPBs at level of project prefecture/municipality to carry out environmental supervision and management during construction and operation..

B. Design stage PPMO is responsible for the environmental supervision at this stage, while it should be supervised by the construction bureaus at levels of project prefecture/municipality and county.

C. Construction period YEPB will mainly be responsible for environmetal supervision during this period. Guided by YEPB, the EPBs at levels of project prefecture/municipality and countys.will carry out supervision for IAs to implement environmental plan, environmental management laws and regulations, make coordination between different sectors on environmental protection, and be responsible for inspection, supervision and management of construction, acceptance and operation of environmental protection facilities.

D. Operation period YEPB, EPBs at levels of project prefecture/municipality and the authority of project will be responsible for environmetal supervision in this period. The local engineering management department is responsible for the implement of the environment protection laws and rules, make environment protection regulations and supervise its implement, understand engineer environment situation, make environment quality control aims which is easy to assess, give management measures, and report to the high department, organize environment protection persons to take training, make environment protection communication activities and academic study.

E. Environmental monitoring during construction and operation will be carried out by environmental monitoring stations at level of prefecture/municipality. Afer completion of subcomponents, an environmental management division with professional staff will be established to mangae the environment protaction:

6.2 DETAIL TASK FOR IMPLEMENTATION OF EMP An impact will potentially produced on the environment during construction and operation. When the corresponding mitigation measures are taken for the characteristics of different environmental impact during construction and operation, the impact would be reduced or minimized to the acceptable level. The environmental management and monitor procedure have been developed to ensure that the environmental countermeasures will fully be put into effect :

PMOs will follow and report the monitoring of environmental measures to be implementing based on its function of project management. In this chapter, an introduction is given on the general environmental measures and the responsibilities of institutions concerned. The activities for implementation, management and monitoring of environmental countermeaures are summarized in Table 6-2.

6.3 REQUIREMENTS OF ENVIRONMENT MANAGEMENT IN CONTRACT During construction, the contractor will play key role in environmental management, pollution control and implementation of prevention and mitigation measures etc. Therefore, the contractor is required to satisfy following requirements:

(i) Contractors should have the ability enough to ensure that the EMP be carried out effectively.

(ii) Contractors and construction supervision engineer are required to be trained on environmental protection and management before construction.

(iii) The environmental impact mitigation measures mentioned above should be included in the bidding documents submitted by constractor and finally included in the contract as the requirements for contractor.

(iv) Contractor is required to monitor his environmental activities and provide daily or weekly records of his environmental protection activities. PMOs and supervision team will inspect and review these records.

(v) Contractor should designate a full-time staff for each subcomponent, which should be trained according training plan so that they are of ability enough to do their work.

(vi) During construction, contractors must communicate and negotiate with local people in project area, and establish a brandborad on each construction site, informing people of the specific activities and time of construction. While providing contactor’s name and telephone, so as to make people appeal to or give suggestion.

6.4 INFORMATION COMMUNICATION AND SOLUTIONS OF UN-STANDARD SITUATION

Environment monitor need to make the information public to the on-spot environment supervisors, enterprise environment manager and the project department. In order to focus attention to the most important questions, the project’s un-standard situations are divided into 3 levers.

Lever1: Definition: this un-standard situation means doesn’t reach the original requirement, but it can’t give short-time effect of the important resources. The repeat appear of this lever will lead to the lever 2. Measures: through suitable cooperation and regular communication, it can be resolved.

Lever2: Definition: this un-standard situation doesn’t cause the sensitive and important resource’s obvious harm. But it must be remedied at once to prevent the above influence. The repeat appear of this lever will lead to lever3. Measures: if discovered this phenomenon, the

enterprise environment manager should report to the project’s environment manager and on-spot construction manager to reach an agreement on the remedies. Usually, the remedy should be given out within 1 week.

Definition: this un-standard situation includes the sensitive goals’ harms and potial harms. Measures: if discovered, the enterprise environment manager should report to the project’s environment manager and on-spot construction manager to reach an agreement on the remedies. Usually, the remedy should be given out within 3 days, except special conditions. If necessary, the enterprise environment manager can ask construction manager to stop some special projects for resource-protections.

6.5 TRAINING --- NECESSARY ABILITY AND MEANS CONSTRUCTION 6.5.1 Training Requirements Environment ability construction’s main objectives are environment supervisors and environment managers. Their training is the component of the technology. During the implement process of Traing curriculum, it also train the construction sides and workers. Before the project’s implement, all the construction unit,the operation uint and construction monitors are required to take the compelling training of environment,health and safety.

6.6 LAND ACQUISITION AND RESETTLEMENT AND COMPENSATION (i) According to national and local governments’ rules on land acquisition,

resettlement and compensation, a reasonable compensation will be made to persons affected by land acquisition and resettlement, while listening to their opnions and suggestions carefully, so as to guarantee that their living conditions would not be lowered than existing level.

(ii) Pipelines, roads and river embankment shall be constructed by section or length and the excavation and backfill shall be completed in time. Temporary pavement, shall specially be provided with traffic signs nearby such public facitlities as

hospitals, schools and stations etc. During traffic peak, it should be attempered by the policemen to guarantee the smooth movement. The transportation of construction materials shall avoid traffic peak to reduce pressure on urban traffic.

(iii) It shall strengthen the education and conscious of culture protection for the managers and construction persons. It shall connect and report to the local culture protection authority and take measures to protect the spot , when the historic site of the culture or tumulus etc is discovered.

(iv) Monitoring and inspection shall be carried out for old buildings nearby construction site to avoid accident. The necessary remedy measures shall be taken for those buildings affected by strong vibration of construction.

6.7 MINORITIES Not applicable.

6.8 RESTORATION OF TEMPORARY SITE In the process of construction, contractor has the obligation carried out ecological restoration on temporary sites in time once their use is completed. The restoration of all areas used temporarily for construction shall be completed before completion of subcomponent.

6.9 INTERNATIONAL WATERWAYS EIA conclusion of potential impact on international waterways triggered in YUEP is summarized in Table 6-7.

7 ENVIRONMENT MONITORING PLAN

7.1 PURPOSE OF MONITORIGN Environment monitor cosists of 2 periods: project construction period and operation period. Its aim is to have the dynamic information of the imitate project pollutions, understand the influence of project construction on the environment quality, influence range ,the environment quality during the operation, report to the management department, and give scientific foundings to the project’s environment management.

7.2 MONITORING ORGANITIONS The prefecture or city’s environment bureau is responsible for the project construction period and operation period. Thus it has advanced equipment and strong technology to guarantee the complement of the task.

According to the environment forecast report, put the pollution which will be obvious as the monitor point, follow up the project construction period and operation period ‘s pollution. The monitor method adopt the relative methods in the environment monitor technology criterion of the nation environment protection bureau’s standard. The implement standard use the nation’s standard:

8 ESTIMATION OF ENVIRONMENT MANAGEMENT EXPENSES AND RESOURCE

8.1 BUDGET DISTRIBUTION: The implement of the EMP measures involved in many units, thus the fund resources are different. And most environment protection activities are project measures. Therefore, the fund should be offered by project construction unit and operation unit, and reckon it in the costs. The costs will be list in the bidding notification.

The fund of EMP mainly used in the environment management in construction period and operation period. It mainly contains: environment supervision expense, environment monitor expense, personnel training expense and environment management organization expense, part of them may include the risk prevention fares. EMC’ activities will be covered by the national project management funds of PMO and PIUs, water , air and noise control, like CSEE and EFSI. CSEE’s monitor and activities are part of the expenses. Local monitor unit do as the project owener’s requirement to monitor the water noise in the project operation, this part of expense offered by the IAs themselves. If the local environment department ‘s regular monitor is at the same step with our project, it can use the regular monitor data of environment protaction department.

9 INFORMATION MANAGEMENT OF EMP

9.1 INFORMATION AND COMMUNICATION Environment management require necessary communication during the project department, owners, contractors and operators in different posts, and also report to the outside the relative information.

The inside information communication can use multiple ways like meeting, inside short-report to process. But every month should have a formal meeting, all communication information should be reported and kept in archives. Outside information eommunication should be held once every year, the cooperation unit’s information communication should be reported and kept in archives.

9.2 RECODING MECHANISM In order to guarantee environment management systems‘s effectively implement, organization must establish a perfect record system, and keep following records:

(i) the requirement of the laws and rules (ii) admision (iii) environment factors and influence (iv) training (v) examine, check and maintain activities (vi) monitor data (vii) the effectiveness of remedy and prevention measures (viii) the relative information (ix) check (x) appraisement

Besides, it must make necessary controls on the above records, it includes: the recognition of the record, collection, catalogue, kept in archives, deposited, management, maintenance, inquire, storage life and disposition.

9.3 REPORTING MECHANISM Contractors, supervision unit and project department should report to the relative department about the project process, the implement of EMP, record of the environment quality monitor results. It mainly contains the folllowin 3 parts:

(i) Contractors and supervision unit make detailede record on the implement of EMP and report to the project department in time.

(ii) Project speed report which is prepared by the project department must contain the contents of EMP speed, such as the implement speed and effect of the EMP.
