Introduction

TADBIR VA FAN-E ASIA CONSULTING ENGINEERS (TFA) was founded on

(Aug., 03, 2002) by a group of intellectual experts in oil, gas, petrochemical and

industrial plants. The main objective of the Company is to render services in

collaboration with all aspects of the above-mentioned industries in accordance

to the relevant standards and regulations.

We at TFA believe that the most important asset of any organization is the

quality of human resources. Therefore, by selectively gathering these

individuals in a unique environment, we are optimistic to play an effective role

in promoting the projects to the highest levels in every aspect imaginable. As an

Preparing Material Requisition & Raising Inquiry

Requisition is raised in relevant technical department according to MTO.

Then accordingly we selected well known approved Vendors, and send them our

inquiry.

Receipt of Quotations & Technical Evaluation

Accordingly we proceed receipt of quotations from the vendors and making

coordination with our Eng. Department to do evaluation of the quotations, in

this respect Technical clarification will be done with vendor and client, if

required.

Procurement services

Commercial Evaluation & Raising Protocol & Issuing Purchase Order.

After fulfillment of Technical Evaluation, commercial Evaluation will be done

(sometimes with attendance of engaged parties). Then making coordination with

vendor and relevant parties protocol prepared based on Technical & commercial

terms and conditions, then it will be signed by the parties.

then for legalization of the work , purchase order issued and signed by relevant

parties.

Procurement inspection

Proceeding Of Fabrication, Inspection and Delivery Of The Goods

Accordingly Fabrication will be started and Drawings will be raised, send to us

for approval and/or comment. Then according to ITP inspection of the goods

will be done, in this way, vendor keeps us informed about testing and

inspection date earlier by sending application for inspection, then coordination

will be made with client and third party inspector for doing inspection of the

goods, then after completion of inspection and good result receipt, release note


will be raised by Third Party Inspector and then goods will be ready for

shipment.

As well after fulfillment of shipment relevant delivery documents based on L/C

& contract condition invoices will be raised for collection of payment from client.

Construction Services

1. Field Engineering

Perform any necessary changes in drawings and detailed design documents, to

eliminate any possible conflict and inconformity with installation location and

condition.

Follow-up to receive the remaining documents of detailed design or vendors

remaining information.

Provide any technical and managerial consulting services upon Client request

2. Construction Management

Provide coordination and technical procedures, supervision of construction

works and proper control of procedures.

Revision and comment on the executive program and the necessary sources

provided.

Coordination, control and supervision of executive and quality control by

contractors inconformity to project schedule

Coordination, control and monitor timely necessary providing construction

machinery and tools by contractors

Review and approve of contractors proposed plan for temporary site mobilization

Cooperation in preparation and timely issuance of prefabrication methods and

quality control of different stages of construction, erecting and necessary

documents.

Propose construction methods for specific project condition and schedule

establish material Management System at Site

Surveying work barriers and propose practical solutions.

Survey of client’s decisions conformity with relevant documents, prior to client’s

notice to the Contractor

Coordination for mechanical completion procedures, pre-commissioning and

provisional handover.

Eliminate the non clarity of drawings and technical documents to suit on

executive groups and subcontractors.

Preparation of technical guidelines and methods to suit the executive work in

15000 metric ton per year of hydrocarbon and production of three types of

solvents. This unit contains storage tanks, feed preheaters, furnace, distillation






column (packed type), condenser, side strippers and necessary pumping

equipments which all are controlling via PLC system

14- NPC-R&T Flare system

Client: Petrochemical research & Technology Company (NPCR&T)

Location: Bandar Imam especial zone( Imam Khomeini Port)


Basic, Detailed and Procurement Engineering services of flare unit. The flare gas

header of all complex units will be collected in a main header line and are sent to

the flare system including K.O. drum, seal drum and flare stack complete with flare

tip. A smokeless flare system has been considered.

15- Debottlenecking & expansion of Qom city Gas network
