The Eurasia-Pacific Uninet Scholarship Pro-gram, initiated by the Austrian Council for Re-search and Technology Development by spe-cial request of the Austrian Federal Ministry of Education, Science and Culture, was launched in the year 2003.

Targets:• to promote and financially support scien-

tific projects carried out between partner institutions by highly-qualified scientists

• to enhance short-term teaching at member universities and research institutions in the target countries

• to enhance the scientists’ ability to compe-te in the international scientific community by means of study and research visits to partner institutions in the target countries

• to promote industry and economy-related science and research

• to create closer ties to decision-making institutions in the target countries by establishing contacts between Austrian institutions of higher education and Austri-an companies and universities, on the one hand, and companies in partner countries, on the other

• to encourage Austrian networking with companies in all the target countries

Eligible fields of study / research: • technical sciences• natural sciences • medicine • agricultural science• environmental studies• economic sciences (including tourism

research)• humanities and social sciences• arts and music

• On-Place scholarships, to strengthen edu-cational and scientific cooperation: China and Mongolia

• outgoing scholarships: short-term re-search and teaching activities for Austrian scientists at member institutions in the target countries

• incoming scholarships: short-term re-search and teaching activities in Austria for scientists from the target countries

Scholarships for students and Post-Docs • On-Place scholarships for China: in 2005,

the first on-place scholarships were awar-ded. This program has been established especially for students of poverty-stricken families from the south-western, north-western and western regions. The value of the scholarship is decided according to family income and fixed costs of living and tuition

• On-Place scholarships for Mongolia: maximum Euro 1,500 per person per year including tuition, books, scientific research, accommodation, insurance and living costs in Mongolia

• Ph.D. scholarships: Euro 940 per person per month. The scholarship-holder has to pay all costs such as air-ticket, accom-modation, insurance and living costs in Austria

• Post-Doc Scholarships: Euro 1,310 per per-son per month: The scholarship-holder has to bare all costs as air-ticket, accommoda-tion, insurance, living costs in Austria

• having a supervisor at the home institution• very good command of spoken and written

English or German • membership of scientific staff of a member

institution of Eurasia-Pacific Uninet.

There is no age limit set for Ph.D. or Post-Doc applicants!

Further requirements: statement of acceptance by a university professor of an Austrian mem-ber institution, acting as host and supervisor.

The final selection of scholarship holders will be made by professors / scientists from Aus-tria.

The Austrian Academic Exchange Service (ÖAD) is in charge of the practical administration of the Eurasia-Pacific Uninet scholarships, which involves • monthly paying-out of scholarship after

arrival in Austria• providing accommodation (on request of

scholarship holder)• health insurance for the period of stay

in Austria

Tuition FeesIn the course of their studies, the scholarship holders do not have to pay tuition fees at the hosting institution in Austria.

Calls are given to member institutions indivi-dually.

Prof. Liu Yongjiang met with Prof. Sachsen-hofer, a research specialist on hydrocarbon maturity, to discuss future cooperation and student exchange issues. Within the context of the meeting, an agreement on co-operation was signed. On the basis of this agreement, Prof. Liu applied to Jilin University for funding for a cooperation field trip for the purpose of

geological investigation in north-east China. The application was granted. In October, Prof. Sachsenhofer and his master student visited Jilin University. On that occasion a further ag-reement was signed.At the University of Salzburg very productive discussions were held with Prof. Franz Neubau-er and Dr. Johann Genser. With the help of Eura-sia-Pacific Uninet, cooperation research has al-ready been carried out for several years in the Qaidam basin and its surrounding mountains in East China. At this meeting research findings of each side were exchanged and further re-search plans discussed. During his stay at Vienna University of Tech-nology, Prof. Liu attended a conference of the European Geoscience Union (EGU).

for PDE

Prof. Balt Batgerel has studied a particular class of reaction-diffusion PDEs in one di-mension with non-linear reaction term. The scientist restricted the discussion to systems modelled by equations for which the depen-dent variables represent density variables, and, consequently, satisfy positivity condition. For such problems positivity-preserving sche-

mes have been proposed. These schemes are explicit and require that a functional relation is maintained between the time and space steps. Furthermore, an implicit non-standard finite difference scheme for such problems has been established. Conditions for positivity and boundedness of the scheme have been given. The convergence of the method with the deve-loped MatLab code has been proved. A numeri-cal experiment has been carried out for the Fis-her and the Nagumo equations and compared with the method developed by E. Weinmüller and W. Auzinger from the University of Techno-logy in Vienna. The result has been presented in the department seminar on numerical me-thods. Now the development of a method for problems of non-linear diffusion and advection terms has been started.

Development of Low Temperature Scanning Tunneling Microscopy (LT-STM) and its Applica-tion to Nanoanalytics:Prof. Yanning Li visited the Institute of Expe-rimental Physics (IEP) at the Johannes Kepler University Linz (JKU) in the summer of 2007. During his stay, he participated in the further

refinement of a new low temperature scanning tunnelling microscopy (LT-STM), which will be applied to study the growth and electronic structure of thin organic films on surfaces. Development of Reflectance Difference Spec-troscopy (RDS):Another fruitful collaboration between IEP and Tianjin University supported by Eurasia-Pacific Uninet has been the development of a new type of reflectance difference spectrome-ter (RDS), which has successfully led to a fully functioning new scientific instrument, several publications and a Ph.D. thesis (Dr. Chunguang Hu). During the visit of Prof. Yanning Li, the fu-ture activity on this project and the scientific program for the upcoming 9 months postdoc-toral stay of Dr. Chunguang Hu at the IEP was established.

The activity was conceived as an interdiscipli-nary and intercultural project. It portrayed the enormous inner strength of simple women and their tenacity in working for the community.In collecting data and conducting interviews on the Reception of Contemporary Indian Litera-ture in Austria, Prof. Badwe met students and professors from the following departments of the Universities of Salzburg, Graz and Vienna: German Studies, Slavonic Studies, English Stu-dies, European Ethnology, Institute of South Asia Studies, Gender Studies etc.

Topic:• The Current Situation of Ger Districts in

Ulaanbaatar City

At present, the Ger districts of Ulaanbaatar are settled by more than 5300 residents, rep-resenting nearly 20 % of the whole Mongolian population. The environmental situation of this area is considered completely unsatisfactory because of the lack of infrastructures, the ab-sence of urban planning, insufficient construc-tional solutions and poor architectural design. All the problems are based on the recent tran-sition of Mongolian people from nomadic to sedentary life. Mongolian nomads have deve-loped and optimised the highly popular type of building called Ger (the Mongolian yurt, which rose to a national icon), but there is no traditi-on of creating buildings for permanent settlers. Therefore, the aim of the project headed by Prof. Lehner is to develop a concept for buil-dings for sedentary people while retaining the cultural identity of Mongolian architecture. Lectures, joint field research in the Ger area, and an excursion to rural regions in the vicinity of Ulaanbaatar were organised, and topics of cultural identity in architecture were discus-sed. Selected areas of the Ulaanbaatar Ger dis-tricts were documented in an interdisciplinary field research carried out by architects and an-thropologists. A particular part of the research focused on the meaning of the Ger type of buil-ding in modern Mongolian society. Based on the program in Ulaanbaatar, a joint publication by the project members is being prepared. It describes Mongolian building traditions, eva-luates the present situation of the Ulaanbaatar Ger areas, and includes a related design pro-gram currently given at the Vienna University of Technology.

Within the context of a short-term visiting pro-fessorship at Beijing Foreign Studies Universi-ty, Prof. Skuhra offered a lecture entitled Intro-duction to International Politics for third-year students. The number of participants totalled almost 80. In addition, supervision was given

to a limited number of students on their diplo-ma theses. Attendance at the lectures was very high. At the end a test was carried out, the re-sults of which were similar to the department average. A (positive) evaluation of the course was also made. In addition, on the invitation of the Center of In-ternational Studies at Jilin University in Chang-chun, a guest lecture was given to the students on the Eastern Enlargement of the European Union. Furthermore, working relations were establis-hed in Beijing with corresponding departments at Renmin University and the University of Fo-reign Affairs.

Topic:• Capacity Extension for Rural Hospitals in

Xinjiang

A discussion took place with the staff of the De-partment of Preventive Medicine at Shihezi Uni-versity on the results of the survey conducted in the summer of 2006 among Kazakh families.Prof. Weigelin-Schwiedrzik and Dr. Klotzbücher travelled to Yining City and Xinyuan County, located in the autonomous Kazakh Prefecture of Yili, to conduct focus interviews there with members of the health care administration and with health care providers. Their research focu-sed on the following points:• understanding the characteristics of the

five rural areas of Xinyuan County, inclu-ding such things as forms of settlement, rural economy, availability of medical services, etc.;

• understanding of the financial situation and management of rural clinics and the new rural cooperative medical system in Xinyuan County;

• understanding the public health adminis-tration system in Xinyuan County and its relationship to the regional and national system of public health;

• exploring the possibility of Austrian deve-lopment projects in the region.

Additionally, an application was made for a grant by the Asian Development Bank to fi-nance the printing of health care booklets and their distribution to children in schools located in Xinyuan County (in the Chinese and Kazakh languages). The application has already been accepted: ADB, TA 4118-PRC. Furthermore, the possibility of follow-up pro-jects for the translation program of the Austrian Science Fund (FWF) was discussed with Shihezi University and the Health Care Department of Carinthia University of Applied Sciences.The results were presented and possible policy proposals were discussed with representatives of the Health Department of Xinjiang Uyghur Autonomous Region.

In accordance with the objectives of the West Bengal National University of Juridical Sciences – namely advancing and disseminating learning and knowledge with regard to law and legal processes, making law and legal processes ef-ficient instruments of social development, and promoting the inter-disciplinary study of law in relation to management, technology, internati-onal cooperation and development.

The purpose of Dr. Neuwirth’s visit was to of-fer a special interdisciplinary seminar related to certain categories of cultural goods and services (cultural industries). The seminar, entitled “The Cultural Industries: Regulating a Paradox?”, was designed not only to confront students with a combined presentation of vari-ous legal questions and regulatory experiences drawn from the North American Free Trade Ag-reement (NAFTA), the World Trade Organization (WTO) and the European Union (EU), but also to deepen their understanding of a wider set of policy considerations beyond the core legal area which in today’s world of growing comple-xity and ever faster change exercise a great in-fluence on the law-formation process.

Topic:• Emerging Diseases in Urban Mongolia:

Investigation Using Tools from Traditional Mongolian Medicine and Modern Molecu-lar Pathological Approaches

Collaboration between the Department of Pa-thophysiology at the Medical University of Vi-enna (MUW) and the Health Science Universi-ty of Mongolia (HSUM) started in 2005 with a common project initiated by Prof. Christa Klet-ter and Dr. Sabine Glasl (Dept. of Pharmacolo-gy, University of Vienna). It involved an investi-gation of the medical plants used in traditional Mongolian medicine against liver diseases. Research was carried out by Dr. Tsendayush and Dr. Batchimeg (both supported by a Eura-sia-Pacific Uninet scholarship) from the School of Traditional Medicine (HSUM). In an experi-mental model of liver disease, a profound sti-mulatory effect on hepatic functions was found to result from the application of extracts from these particular plants, thus showing the effec-tiveness of plants used in the traditional medi-cine. It was also established that concentrates of these plants used in traditional medicine had no acute toxic effects. Collaboration with the HSUM was further ex-tended during the research visit of Prof. Thal-hammer at the HSUM in 2006. In the course of her stay she had the opportunity to visit social institutions as well as the major hospitals in Ulaanbataar, including the hospital for tradi-tional medicine. This gave Prof. Thalhammer an overall view of the current health problems in Ulaanbatar. Together with Prof. Nyamdavaa Khurelbataar from the Department of Biomedi-

cine at the HSUM, a common research project on the investigation of metabolic diseases af-fecting the cardiovascular system and the liver was established. This is of particular interest due to changes in the Mongolian society from a nomadic life style to an urban Western sty-le, which have given rise to a number of new health problems. Whereas in past centuries, infectious disease like viral hepatitis were the major health problems in Mongolia, now other problems have become more pressing as a re-sult of the socio-economical changes that are bringing more and more people into the cities. Although improvements in health care leading to better hygienic conditions and preventive actions (vaccination) have reduced the number of infectious diseases and increased the life ex-pectancy of the population, now everyday ur-ban life, lack of exercise, over-nutrition and an ageing population are creating new health pro-blems and require new solutions. Therefore, further research on the topic of life-style-rela-ted diseases will be carried out in collaboration with Prof. Khurelbataar. The project researches the application of instruments of traditional Mongolian medicine and at the same time in-vestigates the use of modern molecular patho-logy.

In the context of the Media and Communica-tion Management master exchange program, Dr. Maier-Rabler, who is one of the coordina-tors, was invited by the School of Journalism at Fudan University to visit the School. A primary objective of the stay was to push ahead with the master exchange program, ma-king clear decisions for the coming summer term when 20 Austrian students will be study-ing at Fudan. In addition, Dr. Maier-Rabler gave two lectures at the School of Journalism. One lecture con-tained a report on the main results of a recent-ly completed study on ‘eParticipation – Active Youth’. The main question was: can new infor-mation and communication technologies, espe-

cially the new Web 2.0 technologies, contribute to more involvement on the part of young peo-ple in the democratic dialogue within a given society? Valuable insights were gained into the concepts of participation, democracy, and new media as seen from a Chinese perspective.Another lecture introduced the concept of In-formation and Communication Technologies & Society (ICT&S) to students doing masters degrees. ‘Why do ICT matter?’ was the rheto-rical question at the beginning of the lecture. Employing the concepts and characteristics of universality, convergence, hypertext and non-linearity, the societally embedded dynamics of ICTs were discussed.Dr. Maier-Rabler spent the last days of her stay in Beijing as guest of Beijing Foreign Studies University and Capital Normal University. The main purpose of her visit was the finalization of the extended master exchange program and the working out of concrete plans with those two Universities.

The main aim of the visit to Bhutan and Kath-mandu was the sharing of know-how in the field of GI Science education among the institutions of higher education and research in Austria and South Asia. The activities carried out during the first half of the stay consisted of teaching and practical training in GI Science at the Depart-ment of Geography of Sherubtse College. An intensive 2-week workshop was organised for 2nd- and 3rd-year students doing a Bachelor (Honours) Degree in geography. This was the first ever GI Science education workshop or-ganised in the college and it benefited 46 stu-dents and 3 young teachers. Since the number of participants was more than twice that of the computers available, 3 sessions were required

every day, including the weekend. All the 49 participants attended theoretical lectures from 9 am to 12 noon, and in the afternoon practical exercises took place in two separate groups, from 1 pm to 5 pm and from 6 pm to 10 pm. The workshop participants learned about the fun-damentals of GI Science and its applications in various fields. They also received supervised training in the use of commercial GIS software i.e. ArcGIS. The software was not available at the college but Z_GIS organised a donation of 20 copies from the producer company i.e. ESRI, Redlands, USA. The second half of the stay was at the International Centre for Integrated Mountain Development and focused on jointly developing the structure of learning modules covering various areas of the overall theme of GI Science Applications in High Mountains. The Mountain Environment and Natural Resource Information System (MENRIS) division of ICI-MOD and Z_GIS have agreed to cooperate in developing 9 modules in the coming months and the workload of each module has been evaluated. These modules will be used for both on-the-spot training programs and online dis-tance learning.

Together with colleagues at the School of Re-sources and Environment Science at East China Normal University, Ms. Stern is working on the evaluation of the social and ecological effects of public green space in Shanghai. The complex mega-city conditions, and possible differences resulting from geographical, social and cultural backgrounds, form one of the main challenges

of this research initiative. The mutual exchange of methods and approaches used in Europe and China can thereby enrich both partners with va-luable new insights into the state of the art of the two institutions. The local research team, under the supervision of Prof. Song, can look back on a long tradition of ecological research in urban environment protection, urban green-system planning and design, eco-city evaluati-on systems, and so on. A lecture by Prof. Jürgen Breuste, Head of the Department of Geography and Geology in Salz-burg, is planned for mid-December at East Chi-na Normal University. This stay is financially supported by Eurasia-Pacific Uninet, too. The aim is to open a broader dialogue among ex-perts from different disciplines.

Topic:• Comparative Study of the Conceptualiza-

tion of Vocal Music in East Asian and Wes-tern Music Traditions and their Relevance for Contemporary Composers

The research project which Prof. Utz is conduc-ting aims at categorizing, analyzing and inter-connecting diverse conceptualizations of the human voice in East Asian and Western new music since 1945, with special focus on com-posers’ explorations of the various vocal timb-res situated between (pure) speech and (pure) chant, and their cross-relations to historical ac-counts of vocal technique and aesthetics.

During the research period in Taiwan, Prof. Utz has so far been concentrating on three major areas:• field research, including interviews with

(principally Asian) composers on their vo-cal works, collection of relevant scores and recordings, discussions with colleagues from musicology and related fields;

• development of a category design that makes possible a comparative study of vo-cal music from different cultures, countries and regions, and from different decades in the period between 1945 and 2007;

• development of an analytical methodology closely connected with the refinement of the categories just mentioned.

A comprehensive account of this research will be presented during the conference entitled Unlimited Voices. Contemporary Vocal Music in the Era of Globalisation, which takes place at the University of Tokyo on March 8 and 9, 2008. Designed and coordinated by Prof. Utz, the conference will also feature papers by scholars and composers from Japan, the US and Germany.

their effects on economic development and intercultural management in international organisations

Profound changes are now taking place in Chi-na. With its fast rate of development and its in-creasing relevance in world economy – in 2001 China joined the WTO (World Trade Organiza-tion) – the country’s culture, social structure and basic values have been greatly affected through its opening up to foreign influence and joint ventures. Values have a strong bearing on personal decisions and individual abilities, and are the driving force behind people’s beha-viour. The main task of this field research was to find out what values are operative in today‘s China.The analysis conducted by Dr. Thomas Herdin focuses on a possible change of values taking place in the booming Chinese cities of Beijing and Shanghai. Without such an in-depth analy-sis, our picture of life and work in China would

continue to be based on speculation, precon-ception and myth. This research project aims at providing information that throws light on the real situation.The goal of the research was (a) to provide a picture of the change in mentality of people li-ving in Beijing and Shanghai as a result of glo-balization; (b) to investigate the values, beliefs and attitudes that influence business life in these two cities; and (c) to find out the needs of the new, young manager generation: what are their aspirations, their priorities?The first step (qualitative pre-research) was to test and discuss the scientific plan with colleagues from Fudan University, Shanghai, in order to ensure that a western-centred bias was eliminated. Then a quantitative review (standardized sampling: n=1,100) was con-ducted in Beijing and Shanghai from a 3-focus perspective (‘cultural revolution’, ‘opening-up’ and ‘future’). It focused on basic values and value changes in the fields of business and economy. The post-research (qualitative inter-pretation of research data) guaranteed an in-terpretation of the data from a ‘west-east’ point of view, its goal being to provide insights into the knowledge and behavior patterns of the young manager generation in China, as well as into their attitudes and principles, competence and capabilities.

In July 2007, Eurasia-Pacific Uninet organised a summer school for Chinese students for the 6th time.Students from Chinese universities that are partners of Eurasia-Pacific Uninet participated in a study program of several weeks duration, which focused on Europe in general and Aust-ria in particular.At Salzburg University and the University Mozarteum Salzburg the students attended classes on politics, art history, law, music etc., while the program at Vienna University of Eco-nomics and Business Administration concent-rated on providing overviews of economic to-pics related to Austria. In Brussels the students were introduced to various organisations and institutions of the European Union. At the Eu-ropean Commission they were informed about the economic and educational relations that exist between Europe and China. They were given an insight into the work of the European Parliament and the duties of the European Rep-resentations in Brussels as exemplified by the

Austrian Representation.In addition, a workshop was organised by the University of Vienna (Prof. Richard Trappl, Dr. Felix Wemheuer), and an excursion took place to Mt. Rax under the auspices of the University of Natural Resources and Applied Life Sciences, Vienna (Prof. Alfred Pitterle).Tours were organised to Venice, Paris, some Belgian cities and Amsterdam.

From July 12 to July 19, 2007, a delegation from the China Conservatory paid a visit to Salzburg, Vienna and Graz for in-depth talks on the es-tablishment of an Austrian-Chinese music uni-versity in Beijing.

Delegation of Representatives from Taiwanese UniversitiesConference�on�Tourism�Education�and�Research�Cooperation

Due to the good reputation and very high stan-dards of Austria in the field of tourism and hos-pitality, it has long been a particular concern of Taiwanese universities to organise a con-ference on tourism education and research in Austria.Under the special guidance of the Taiwanese Foundation for European Culture Exchange, and with the support of the Taiwan Visitors As-sociation, a high-ranking delegation from eight different Taiwanese universities, including four university presidents, came to Austria in No-vember 2007 to visit universities in Vienna and Salzburg.In the course of the conference, which was sub-divided into four university visits, the Taiwane-se delegates showed great interest in the ran-ge of programs on higher tourism education, and in current research projects. In addition to presenting the tourism programs and special research fields at Taiwanese universities, their

representatives also made offers for future co-operation with Austrian universities. In particu-lar, student exchange and internships (which are obligatory in part for students), as well as topics for joint research, were identified and discussed. Furthermore, the idea of a study vi-sit by Austrian students to Taiwan was brought up, and the idea of organising a summer school for Austrian and Taiwanese university students was considered.The Honorary Chairman of the Taiwan Visitors Association, and the Vice-Chairman of the Foundation for European Cultural Exchange – both members of the delegation themselves – expressed their great interest in discussing any prospective cooperation activity between Austrian and Taiwanese universities. Eurasia-Pacific Uninet is again willing to provide the or-ganisational platform and act as facilitator for forthcoming cooperation.

A delegation from the Huashan Worldwide Me-dical Center, Fudan University, Shanghai, visi-ted Austria from Nov. 5th to Nov. 9th. Dr. Tonko, Head of Research & Innovation at the Paracel-sus Medical University and CEO of the Clinical Research Center Salzburg, organised meetings in Vienna and Salzburg.A meeting with the Austrian Drug Regulatory Agency (AGES PharmMed) took place in Vien-na, during which Prof. Laslop, Head of Science & Information, gave an overview of the agency, of regulatory processes in Austria and Europe, and of the cooperation programmes carried out between AGES and EMEA. Later, the dele-gation was shown the chemical laboratories of the AGES. In addition to the tour to the AGES, Dr. Tonko conducted a short tour through, and gave an overview of, the General Hospital in Vi-enna (AKH).

In Salzburg, Dr. Tonko also provided a tour and overview of the Paracelsus Medical University, the General Hospital in Salzburg and the Clini-cal Research Center Salzburg. After a presenta-tion of the Huashan Worldwide Medical Center, meetings were organised with Prof. Osterbrink, Head of Nursing Studies, Prof. Sönnichsen, Head of General Medicine, the Synthes Innova-tion Workshop and the Hypoxia Center, headed by Prof. Netzer. The delegation was very inter-ested in the Institute of Nursing Studies and the newly-established Clinical Research Cen-ter, which is responsible for the organisation and management of clinical experiments. Dr. Tonko and the delegation agreed to consider methods and programs of collaboration in the aforementioned areas. Dr. Tonko will visit the Huashan Worldwide Medical Center in Shang-hai in spring 2008 in order to discuss further projects.

MEMORANDUM OF UNDERSTANDING

In the meeting on May 18th 2007, following the Conference on “Eco-Energies for Future

Generations” as well as the opening of the Austria-China Research Centre for Environmental

Protection, Northwest A&F University and Eurasia-Pacific Uninet agreed on the follow-up

steps which will be taken in the future.

Northwest A&F University and Eurasia-Pacific Uninet agree on the following issues

regarding the Austria-China Research Centre for Environmental Protection at Northwest

A&F University in Yangling, China.

Ph.D. and Post-Doc scholarships will be awarded to students from Northwest A&F

University, especially in the following fields in the academic year of 2007/2008:

Environmental Policies & Politics

Bio-energy: Biomass, Biofuel

2. Short-term Guest Professorships

Short-term Guest Professorships will be awarded to Professors for the purpose of

block seminars or block lectures.

The relevant study & research fields need to be identified beforehand.

3. Field study Tour

Field Study Tours for Experts from Northwest A&F University to Austria shall be

organized in the year 2008 for the purpose of visiting research institutions and

Austrian companies focusing on bio-energy. The duration of these field studies needs

to be determined.

4. Identification of Joint Research Projects

A bilateral or multilateral research project in the field of Environmental Protection

including both China and Austria shall be identified.

Set-up of an Industry Interest Group

5. Joint Conference 2008

Following the Conference on “Eco-Energies for Future Generations”, a conference

focusing on important issues such as water and soil will be organized in spring 2008 at

Northwest A&F University. (Working title: “Eco-Energies – Water for Future

Generations”)

6. Nomination of Contact Person

A contact person for the Austria-China Research Centre for Environmental Protection

at Northwest A&F University shall be nominated. Both parties have agreed on Mr.

Luo Jun, Director of International Affairs at Northwest, A&F University.

7. Nomination of a Senior Student

A bachelor, master or Ph.D. Student of Northwest A&F University shall be nominated

as assistant to the Austria-China Research Centre for Environmental Protection. The

Austrian side will try to provide for this purpose an on-place scholarship.

8. Advisory Board

An Advisory Board shall be created for the Austria-China Centre for Environmental

Protection, consisting of 50% Chinese and 50% Foreign Experts. The Advisory Board

will be responsible for the following tasks:

- Definition of main research topics (Current Programs ect.)

- Development of a strategy for “product development” for

government advice

- Inclusion of the industry for the creation of additional revenue

9. Nomination of Advisory Board Members

The advisory board members shall meet semi-annually to define the annual working

plan. The following board members will be nominated as advisory board members:

China: 3 persons (Huo Xi and Luo Jun have been nominated)

Austria: 3 persons

10. Publications

Publications should follow each of the joint conferences.

A journal or newsletter for the Austria-China Research Centre for Environmental

Protection should be published.

11. Curriculum Development

A Joint Curriculum Development or Double Degree in a defined field shall be

developed.

An “E-Learning” program shall be developed between the two parties. This “E-

Learning” Curriculum shall be:

Web-based

fee-structured for subscribers

multi-lingual for the purpose of being accessible to an international audience

12. Industry Interest Group

An Industry Interest Group with the purpose of identifying joint-research projects

shall be set up.

Friendship Award for Prof. Winklehner

The Friendship Award is the highest honour which can

be received by a foreign expert from the Chinese

Government. There are half a million overseas specia-

lists providing expertise on the nation’s development

all across the country. This year, fifty foreign experts

had the honour to be recognized by the Chinese Government for their out-standing contributions to

the country’s economic and social progress.
