I would like to present the 2014 Law Enforcement Officers Killed or Assaulted (LEOKA) annual report. This report is published by the TBI presenting information on reported incidents of assaults or deaths of law enforcement officers in the line of duty that occurred in Tennessee. The information contained in the report is based on crime statistics information submitted by law enforcement agencies in Tennessee to TBI’s Tennessee Incident Based Reporting System (TIBRS) program. TIBRS is the state version of the FBI’s National Incident Based Reporting System (NIBRS) program. The information collected by TBI conforms to the national standard as presented in the FBI’s annual LEOKA report. Please see www.tncrimeonline.com for additional information.

Law Enforcement Officers Killed or Assaulted 2014
The current report presents analyses of incidents in which Law Enforcement Officers were killed or assaulted in the line of duty in 2014. The information is collected through the Tennessee Incident Based Reporting System (TIBRS). Incident based reporting views a crime and all of its components as an “incident”. In order to obtain important information, facts recorded and preserved about the incident are organized into specific categories or segments. The vehicle used for recording these facts is a “data element”. Data elements provide information about crime and its involvement with victims, offenders, property, arrestees, etc.
Offenses included for analyses:
Murder and Non-negligent Manslaughter – The willful (non-negligent) killing of one human being by another.
Note: Deaths of Law Enforcement Officers by accidental causes do not meet the FBI’s reporting criteria for a LEOKA offense.
Aggravated Assault – An unlawful attack by one person upon another wherein the offender uses a weapon or displays it in a threatening manner, or the victim suffers obvious severe or aggravated bodily injury involving apparent broken bones, loss of teeth, possible internal injury, severe laceration or loss of consciousness.
Simple Assault – An unlawful physical attack by one person upon another where neither the offender displays a weapon, nor the victim suffers obvious severe or aggravated bodily injury involving apparent broken bones, loss of teeth, possible internal injury, severe laceration or loss of consciousness.
Intimidation – To unlawfully place another person in reasonable fear of bodily harm through the use of threatening words and/or other conduct, but without displaying a weapon or subjecting the victim to actual physical attack.
Stalking – To intentionally and repeatedly follow or harass another person in such a manner as would cause that person to be in reasonable fear of being assaulted, suffering bodily injury or death.
In 2014, a total of 226 agencies reported Law Enforcement Officers Killed or Assaulted (LEOKA).

2014 LEOKA Quick Facts
In 2014, there were 1,704 reported LEOKA victims of 1,378 reported LEOKA incidents in the
state of Tennessee
The number of reported LEOKA victims decreased 7.7% from 2013. There were 1,704
reported LEOKA victims in 2014 compared to 1,846 reported in 2013
In 2014, there were no Law Enforcement Officers reported as being feloniously killed in the line
of duty
The most frequently reported offense was Simple Assault at 57.1%
The most common weapon type was Personal Weapons (Hands, Feet, Teeth, etc.) at 62.7%
Firearms were reported as a Weapon Type 6.1% of the time
The largest percentages of incidents reported occurred on Friday (16.4%) and Saturday
(16.1%)
The largest percentage of LEOKA incidents were reported as occurring between 6:00pm and
11:59pm
The most common reported location for LEOKA incidents was Residence/Home at 37.2%. The
second most frequent reported location was Highway/Road/Alley at 24.5%
A total of 1,244 LEOKA incidents were cleared resulting in a 89.7% clearance rate. A total of
1,221 (88.6%) were Cleared by Arrest and the remaining 23 (1.7%) were Exceptionally
Cleared
The most frequently reported Vehicle Assignments were One Officer Vehicle-Assisted (37.1%)
and One Officer Vehicle-Alone (31.2%)
Responding to Disturbance Calls accounted for 30% of all Activity Types

LEOKA Offenses 2011 to 2014
The total number of LEOKA offenses decreased 7.7% from 2013 to 2014. Reported Simple Assaults were lower in 2014 than the previous three years, a 13.7% decrease from 2011. Conversely, Intimidation offenses increased 52.2% from 2011. No Law Enforcement Officers were reported as feloniously killed in the line of duty in 2014.
Clearances
Incidents can either be cleared by arrest, not cleared, or cleared by exceptional means such as the death of the offender or prosecution being declined. Of the 1,378 LEOKA incidents 88.6% of them were cleared by arrest, 1.7% were cleared by exceptional means, and 9.7% were not cleared at the time of this report. The one Stalking offense in 2014 falls under the Not Cleared category.

Officer Activity Type by Offense
Intimidation Simple Assault Aggravated Assault
Each time an officer is assaulted in the line of duty, the
type of activity in which the officer was engaged at the
time of the assault is reported. Thirty percent of LEOKA
victims in 2014 reported an activity type of Responding
to Disturbance Calls. An additional 19.3% of victims
reported an activity type of Attempting Other Arrests.
The graph below displays the specific offense that was
identified with each activity type. The one Stalking
offense for 2014 had an Officer Activity Type as
Responding to Disturbance Calls. Simple Assault
offenses while Responding to a Disturbance were the
most frequently reported.

Victim Analysis
An analysis of LEOKA Victims by age and gender revealed that 40.8% of victims were 25 to 34 year old males. Males between the ages of 35 and 44 accounted for an additional 27.8% of victims. Females accounted for 7.6% of victims, with the majority falling in the 25 to 34 year old age range. Five victims with an Unknown age and three victims with a gender of Unknown are not represented in the graph above.
Regarding race, 90.9% of LEOKA victims were classified as White. An additional 8.2% of victims were classified as Black/African American. Three victims were classified as having an Unknown race and gender.
Vehicle Assignment describes if the Law Enforcement Officer was alone or assisted during a LEOKA incident. Other-Alone and Other-Assisted refers to officers that were assaulted in other capacities (i.e., foot patrol). Thirty-seven percent of LEOKA victims had a Vehicle Assignment of One Officer Vehicle-Assisted. An additional 31.2% fell under the category of One Officer Vehicle-Alone.

Injury Type is a required data element when reporting Aggravated and Simple Assaults. There were 1,607 reported injury types in 2014, of those 70.2% of injury types were classified as None, 27.2% were reported as an Apparent Minor Injury.
The chart below display the weapon types involved in LEOKA incidents in 2014. Personal Weapons was the most frequently reported weapon type at 62.7%. Of those labeled as Firearm, handguns (both automatic and not automatic) were the most frequently reported and accounted for 67.9% of all firearms and 6.1% of all weapons reported.

Timing of LEOKA Incidents
The time frame of LEOKA incidents is an
important element to consider. Thursday
through Saturday had the highest amount of
LEOKA incidents in comparison to the other
days of the week. Friday had the highest
percentage of incidents.
Regarding time of day, 39.2% of LEOKA
incidents occurred between 6:00pm and
11:59pm with Simple Assault being the most
common offense. The next most common time
period was 12:00n to 5:59pm, accounting for an
additional 27.2% of incidents.
The line graph below demonstrates the monthly
breakdown of the 1,378 LEOKA incidents. A
notable decrease occurred from January to
February (22.5%). April had the highest
frequency of incidents, followed by August.

most frequent offense location was
Residence/Home at 37.2%, Simple Assault
was the most common offense happening at
that location. The next most frequent
location was Highway/Road/Alley, which
constituted an additional 24.5% of incidents.
The graph below represents the two most
common locations, Residence/Home and
Highway/Road/Alley, and the number of
offenses reported at each. The only Stalking
offense of 2014 had a reported location of
Highway/Road/Alley.

Offender Analysis
The majority of offenders in LEOKA incidents were males (76.7%) between the ages of 25 and
34 (25.7%). Females only accounted for 22.6% of offenders. Five offenders had a gender and
age of Unknown. Six males and two females had an Unknown age.
Regarding race, 63.4% of offenders were White and 33.6% were Black or African American.
There were two offenders that were Asian, one Native Hawaiian or Other Pacific Islander, and
one Native American/Alaskan Native. Forty-three offenders had a race of Unknown.
